Free Credit Freeze Act This bill amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from charging a consumer a fee for placing, temporarily lifting, or fully removing a credit freeze. A consumer reporting agency must place a credit freeze on the consumer's file upon a consumer's request, prohibiting a consumer reporting agency from releasing any credit information without the consumer's permission.

Filipino Veterans Fairness Act of 2017 This bill deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts to be active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs (VA). The VA shall, in determining eligibility under this bill, take into account any relevant service documentation, including documentation other than the Missouri List (the list of all discharged and deceased veterans from the 20th century). The VA shall report to Congress annually regarding the number of individuals applying for benefits, and the number approved, during the previous year.

Directs the President to remove U.S. Armed Forces from hostilities in Yemen, except those engaged in operations directed at Al Qaeda in the Arabian Peninsula, within 30 days after adoption of this concurrent resolution, unless: (1) the President requests and Congress authorizes a later date, or (2) a declaration of war or specific authorization for the use of the Armed Forces has been enacted.

Animal Emergency Planning Act of 2017 This bill amends the Animal Welfare Act to require research facilities, dealers, exhibitors, intermediate handlers, and carriers (covered persons) to develop, document, and follow a contingency plan to provide for the humane handling, treatment, transportation, housing, and care of their animals in the event of an emergency or disaster. The plan must: identify situations that the covered person might experience that would trigger the need to implement the measures identified in the plan; outline tasks to be carried out in response to emergencies or disasters; establish a chain of command and identify the individuals responsible for fulfilling the tasks; and address how response and recovery will be handled in terms of materials, resources, and training needed. Covered persons must review their plan at least annually, train personnel in their roles and responsibilities as outlined in the plan, and provide training when the plan changes.

Equal Employment for All Act of 2017 This bill amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from furnishing an employer with a consumer credit report containing information on the consumer's creditworthiness, credit standing, or credit capacity if the employer intends to use that information for any decision made for employment purposes. An employer may use such a report in either an employment decision or before taking an adverse employment action with the consumer's authorization under certain circumstances. Specifically, a report may be used if the consumer applies for or holds employment that requires eligibility for access to classified information or such use is otherwise required by law. An employer who has sought such a report may neither deny employment to nor make any other employment decision about a consumer because the consumer has not authorized the employer's procurement of the report.

Ensuring Children’s Access to Specialty Care Act of 2017 This bill amends the Public Health Service Act to include pediatric subspecialties in primary health services for purposes of the National Health Service Corps (NHSC). Psychiatrists who are pediatric subspecialists are included in behavioral and mental health professionals. (These amendments make pediatric subspecialists, including psychiatrists, eligible for the NHSC fellowship program for the delivery of primary health services in health professional shortage areas, the NHSC Scholarship Program, and the NHSC Loan Repayment Program.) “Health professional shortage area” can mean an underserved population of children and adolescents.

Grow American Incomes Now Act of 2017 or the GAIN Act This bill amends the Internal Revenue Code, with respect to the earned income tax credit (EITC), to: (1) increase specified credit and phaseout percentages, (2) increase the earned income amounts and the phaseout amounts, (3) decrease from 25 to 21 the minimum eligibility age for individuals without qualifying children, and (4) allow employees to elect to receive advance payments of the EITC from employers when wages are paid.

Advises the International Olympic Committee that the United States would welcome the holding of the 2028 Summer Olympic and Paralympic Games in Los Angeles, California, the site designated by the U.S. Olympic Committee. Expresses the hope that the United States will be selected as the site for the games. Pledges cooperation and support toward the successful fulfillment of those games.

Combat Sexual Harassment in Housing Act This bill amends the Fair Housing Act to specify that the following unwelcome conduct in or around a dwelling shall be considered sufficiently severe or pervasive as to constitute a discriminatory housing practice: (1) unwelcome touching of a sexual nature or groping; or (2) any other unwelcome conduct of a sexual nature that is intended to be coercive, threatening, or intimidating.

Medicare Buy-In and Health Care Stabilization Act of 2017 This bill makes a series of changes relating to health insurance options and costs. Among other things, the bill establishes a Medicare buy-in option for individuals aged 50 to 64, requires the Centers for Medicare & Medicaid Services to negotiate drug prices for Medicare beneficiaries, and establishes an individual market reinsurance fund.

Survivor Outreach and Support Campus Act or the SOS Campus Act This bill amends the Higher Education Act of 1965 to require each institution of higher education (IHE) that participates in a program under title IV (Student Assistance) to designate an independent advocate for campus sexual assault prevention and response with experience in providing sexual assault victim services. Each advocate must: ensure that sexual assault victims at the IHE are able to receive, at their election, specified information and services; guide sexual assault victims who request assistance through the reporting, counseling, administrative, medical and health, academic accommodations, or legal processes of the IHE or local law enforcement; attend, at the request of a sexual assault victim, any administrative or IHE-based adjudication proceeding related to the assault as an advocate for the victim; maintain the privacy and confidentiality of the victim and any witness to the sexual assault and not notify the IHE or any other person of the identity of the victim or of any such witness or the alleged circumstances surrounding the reported sexual assault except as otherwise required by state law or, with respect to the identity of the victim or witness, with the consent of the victim or witness; and conduct a public information campaign to inform the students enrolled at the IHE of the existence of, contact information for, and services provided by the advocate. In addition, the bill prohibits IHEs from retaliating against: (1) advocates for representing the interests of a student victims, or (2) student victims for reporting sexual assaults to advocates.

Strengthening The Resiliency of Our Nation on the Ground Act or the STRONG Act. This bill requires the Office of Science and Technology Policy, with input from the Department of Homeland Security, to establish and chair an interagency working group with cabinet-level representation from all relevant federal agencies in order to: (1) provide a strategic vision of extreme weather resilience; (2) conduct a gap and overlap analysis of current and planned federal activities related to achieving short- and long-term resilience to extreme weather and its impacts on the United States, such as flooding and drought; and (3) develop a National Extreme Weather Resilience Action Plan. The plan must include: (1) the establishment of an online, publicly available information portal to be used by federal agencies and other stakeholders that directs users to key data and tools to inform resilience-enhancing efforts and to build off and complement existing federal efforts; and (2) the identification of a coordinating entity to establish and maintain such portal and to coordinate the implementation of the plan and track its progress.

Biliteracy Education Seal and Teaching Act or the BEST Act This bill directs the Department of Education to award renewable two-year grants to states to establish or improve Seal of Biliteracy programs to recognize student proficiency in speaking, reading, and writing in both English and a second language. States must provide to participating students who demonstrate such proficiency: (1) documentation of that proficiency on their official academic transcripts, and (2) a permanent seal or other marker on their secondary school diplomas. Students who gain proficiency in a second language outside of school may participate in such programs. States may not charge students a program application fee.

Confederate Monument Removal Act This bill amends the Revised Statutes of the United States to prohibit statues of certain persons who served voluntarily with the Confederate States of America from being displayed in National Statuary Hall in the U.S. Capitol. The Architect of the Capitol shall identify all such statues and, subject to the approval of the Joint Committee on the Library of Congress, arrange for their removal from the Capitol within 120 days. States may substitute statues in accordance with the requirements and procedures of the Revised Statutes and the Legislative Branch Appropriations Act, 2001. The bill makes appropriations for the activities in the bill.

Off Fossil Fuels for a Better Future Act This bill transitions away from fossil fuel sources of energy to clean energy sources (e.g., energy efficiency, energy conservation, and renewable energy). By 2027: (1) 80% of electricity sold must be generated from clean energy resources, (2) 80% of new vehicle sales from manufacturers must be sales of zero-emission vehicles, and (3) 80% of train rail lines and train engines must be electrified. By 2035: (1) 100% of electricity must be generated from clean energy resources, (2) 100% of vehicle sales from manufacturers must be zero-emission vehicles, and (3) 100% of train rail lines and train engines must be electrified. The bill establishes a car allowance rebate system within the Department of Transportation to provide economic incentives for consumers to purchase new, clean energy vehicles. No federal permits for new major fossil fuel projects may be issued in 2018 and thereafter. The bill amends the Internal Revenue Code to: (1) terminate specified fossil fuel subsidies, (2) permanently extend renewable electricity production tax credits for electricity generated from wind, and (3) permanently extend a business energy investment tax credit for solar or wind energy technologies. A Community Assistance Fund is established for specified industrial and energy efficiency programs. The bill permanently reauthorizes the Weatherization Assistance Program, which provides energy efficiency retrofits of low-income homes. It prohibits exports of domestically produced crude oil and natural gas, including liquefied natural gas. The Center for Clean Energy Workforce Development is established within the Department of Labor.

Censures and condemns President Trump for his inadequate response to the violence in Charlottesville, Virginia, on August 12, 2017, for his failure to condemn the White supremacist groups responsible for actions of domestic terrorism, for asserting that "both sides" were to blame and excusing the violent behavior of participants in the Unite the Right rally, and for employing people with ties to White supremacist movements in the White House. Urges President Trump to fire all White House advisors who have urged him to cater to the White supremacist movement.

Special Counsel Independence Protection Act This bill sets forth requirements and limitations with respect to the removal from office of a special counsel appointed by the Attorney General, or of another official appointed by the Attorney General who exercises a similar degree of independence from the Department of Justice (DOJ) chain of command. Specifically, a special counsel or other appointed individual may be removed only if: (1) the Attorney General files an action in the U.S. District Court for the District of Columbia and files a contemporaneous notice of the action with Congress; and (2) the U.S. District Court for the District of Columbia issues an order finding misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause, including violation of DOJ policies.

Condemns the role of white supremacist groups in inciting violence in Charlottesville, Virginia, and denounces the increase in fear-mongering, racism, anti-Semitism, bigotry, and violence by white supremacists, neo-Nazis, the Ku Klux Klan, and other hate groups. Offers condolences to the families of those who died in Charlottesville, and wishes quick recoveries for those injured. Urges President Trump to: (1) disavow any support he has received from hate groups, (2) terminate the employment of any White House staff and administration officials who have supported white supremacists, and (3) use the office of the President and resources of the Cabinet to address the growing prevalence of domestic hate groups.

Homegrown Organic Act of 2017 This bill amends the Food Security Act of 1985 to modify several Department of Agriculture conservation programs to authorize additional assistance for farmers who are transitioning to organic farming. The bill modifies the Conservation Reserve Program, the Conservation Stewardship Program, and the Environmental Quality Incentives Program.

Rural Economic Vitalization Act This bill authorizes the voluntary waiver of permits or leases for grazing on federal lands managed by the Department of Agriculture or the Department of the Interior. If a permit or lease is waived by a permittee or lessee, the appropriate department must: accept and terminate the permit or lease, refrain from issuing any new grazing permit or lease within the grazing allotment covered by the permit or lease, and ensure a permanent end to livestock grazing on the allotment covered by the permit or lease. If an allotment covered by a waiver is also covered by another permit or lease that is not waived, the department must reduce the level of commercial livestock grazing on the allotment to reflect the waiver. The departments must not accept more than 100 grazing permits and leases per year, in the aggregate, under this authority.

American Hope Act of 2017 This bill amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to allow a state to extend higher-education benefits to state residents regardless of whether they are lawfully present in the United States. In addition, the bill requires the Department of Homeland Security (DHS) to cancel the removal, and adjust the status, of certain residents who entered the United States as children prior to 2017. An individual whose status has been so adjusted shall be considered to have obtained conditional permanent-resident status, valid for a period of eight years and subject to termination on the basis of specified deportable conduct. In order for an individual's conditional status to become permanent, the individual must timely file with DHS a petition indicating, among other specified information, that the individual has maintained conditional permanent-resident status for at least three years. Any period of time in which the individual was granted deferred action pursuant to the Deferred Action for Childhood Arrivals policy shall count toward this three-year period. Information furnished by an individual in such a petition may not be used by an officer or employee of the United States to initiate removal proceedings. The bill also: (1) allows DHS to establish a competitive grant program for the provision of nonprofit assistance to eligible applicants for conditional permanent-resident status; (2) establishes the Presidential Award for Business Leadership in Promoting American Citizenship; (3) allows the Department of Education to develop an open-source, electronic English-learning program; (4) specifies requirements related to federal higher-education assistance for individuals with conditional permanent-resident status; and (5) requires the Government Accountability Office to report on specified data related to the bill.

Security Clearance Review Act This bill amends the Intelligence Reform and Terrorism Prevention Act of 2004 to authorize the Federal Bureau of Investigation to revoke, or prohibit the renewal of, a security clearance of a political appointee in the Executive Office of the President if necessary for national security purposes.

Veterans' Pathway to Citizenship Act of 2017 This bill amends the Immigration and Nationality Act to provide that a current or former member of the Armed Forces who would be eligible for naturalization but is not because of failure to complete a specified period of residence or physical presence within the United States or failure to maintain lawful permanent resident status shall be deemed to be a lawful permanent resident and to have fulfilled any residency and physical presence requirements solely for naturalization purposes. With respect to any such individual seeking naturalization: (1) a prior removal may be not taken into account for purposes of any immigration benefit or in determining deportability or inadmissibility, and (2) an offense for which a pardon was received may not be taken into account for naturalization purposes unless the offense was the same offense that caused the individual's separation from the Armed Forces in any manner other than honorable. A military recruiter or officer overseeing an enlistment shall inform every recruit of, and the Department of Homeland Security shall provide every separating member of the Armed Forces with notice of, naturalization options and available naturalization assistance services. In the case of a current or former member of the Armed Forces who would be eligible for naturalization but is not because of failure to timely file an application for naturalization, a subsequently filed naturalization application shall be reviewed as if it were timely filed. This provision is repealed one year after the date of enactment of the bill.

Encourages: (1) the Department of Homeland Security and the Department of Justice to jointly investigate and consider all reasonable solutions to reunite Jose Escobar with his family, and (2) the Trump administration and Congress to work together to pass comprehensive immigration reform to prevent the inhumane deportation and tragic separation of families.

Black Box Privacy Protection Act This bill requires manufacturers of automobiles, motorcycles, and autocycles to disclose to consumers (1) the presence and location of an event data recorder, (2) the type of information recorded and how such information is recorded, and (3) that the recording may be used in a law-enforcement proceeding. A newly manufactured automobile may not be equipped with an event data recorder unless the recording function can be controlled by the consumer.

Youth Access to Sexual Health Services Act of 2017 This bill authorizes the Department of Health and Human Services to award grants to support the access of marginalized youth to sexual health services such as sexual health education and contraception. Marginalized youth are disadvantaged individuals under the age of 26. Grants may be awarded to state or local health or education agencies, public schools, nonprofit organizations, hospitals, Indian tribes, and tribal organizations. Grants may be used to: (1) provide sexual health information to marginalized youth, (2) promote effective communication regarding sexual health among marginalized youth, (3) promote and support opportunities for school-age parents, and (3) train individuals who work with marginalized youth to promote sexual health and the development of safe and supportive environments. Grants may not be used to provide access to health services that: (1) are medically unsound; (2) withhold sexual health-promoting or lifesaving information; (3) promote gender stereotypes; or (4) are insensitive or unresponsive to the needs of young people, including youth with varying gender identities and sexual orientations, sexually active youth, pregnant or parenting youth, and survivors of sexual abuse or assault. Unobligated funds for abstinence education are transferred and made available for these grants.

Background Check Completion Act of 2017 This bill amends the federal criminal code to prohibit a licensed gun dealer from transferring a firearm to an unlicensed person prior to completion of a background check. (Current law permits a licensed gun dealer to transfer a firearm to an unlicensed person if a submitted background check remains incomplete after three business days.)

Customer Non-Discrimination Act This bill amends the Civil Rights Act of 1964 to include sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation in places of public accommodation. It defines: "sex" to include a sex stereotype, sexual orientation or gender identity, and pregnancy, childbirth, or a related medical condition; "sexual orientation" as homosexuality, heterosexuality, or bisexuality; and "gender identity" as gender-related identity, appearance, mannerisms, or characteristics, regardless of the individual's designated sex at birth. The bill expands the categories of public accommodations to include places or establishments that provide: exhibitions, recreation, exercise, amusement, gatherings, or displays; goods, services, or programs, including a store, a shopping center, an online retailer or service provider, a salon, a bank, a gas station, a food bank, a service or care center, a shelter, a travel agency, a funeral parlor, or a health care, accounting, or legal service; or transportation services. "Establishment" shall not be construed to be limited to a physical facility or place. Protections against discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin must include protections against discrimination based on: (1) an association with another person who is a member of such a protected class; or (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class. The bill prohibits the Religious Freedom Restoration Act of 1993 from providing a claim, defense, or basis for challenging such protections. The bill prohibits denial of an individual's access to a shared facility (including a restroom, a locker room, and a dressing room) that is in accordance with the individual's gender identity.

Make Identifiable Criminal Rounds Obvious Act or the MICRO Act This bill amends the federal criminal code to require that certain semiautomatic pistols manufactured, imported, or sold by federal firearms licensees be capable of microstamping ammunition. A pistol is capable of microstamping if it can copy certain characters identifying the make, model, and serial number of the firearm onto the cartridge case of the ammunition. This rule only applies to semiautomatic pistols manufactured or imported into the United States after the date of enactment of this bill. The bill establishes fines for violation of the microstamping requirement. It shall also be unlawful to alter the microstamping capability of a firearm that has been transported in interstate or foreign commerce. Violators of this prohibition are subject to fines and suspension or revocation of any firearms license.

Native American Suicide Prevention Act of 2017 This bill amends the Public Health Service Act to require a state or state-designated entity receiving support from the Substance Abuse and Mental Health Services Administration for development and implementation of a statewide youth suicide early intervention and prevention strategy to agree to collaborate with each of the state's federally recognized Indian tribes, tribal organizations, and urban Indian organizations regarding the strategy.

Food Recovery Act of 2017 This bill provides funding and establishes requirements to reduce food waste and standardize date labeling on food. The bill authorizes grants or loans for activities related to: raising awareness about wasted food and food recovery efforts to reduce the quantity of wasted food, reducing food waste at schools and farms, and installing facilities that include composting or anaerobic digesters that use food or crop waste to produce energy. The bill provides funds for: (1) state storage and distribution costs under the Emergency Food Assistance Program, and (2) national media campaigns to decrease food waste. The bill also: establishes a Food Recovery Liaison within the Department of Agriculture (USDA), specifies that composting is eligible for support under USDA's conservation programs, expands the tax deduction for charitable contributions to include contributions of food inventory for nonprofit retail sales, expands the liability protections for the donation of food, and requires companies that receive federal food service contracts to donate surplus food to nonprofit organizations that assist food-insecure people. The bill requires date labels on food packaging to include the phrases "best if used by" to indicate food quality and "use by" to warn of food that may be unsafe to eat after a specified date. Labelers may include a quality date on packaging, but must include a safety date on ready-to-eat products. No one may prohibit the sale, donation, or use of a product based on passage of the quality date of the product.

Reduce Barriers to College Act This bill requires the Internal Revenue Service (IRS) to ensure that the implemented authentication processes used for all current and future online applications provide the level of assurance required by National Institute of Standards and Technology standards for the determined level of authentication risk. Within 90 days of the enactment of this bill, the IRS must establish an online portal for individuals to request that a verification of nonfiling for any taxable year be submitted to the Department of Education as part of the process of completing the individual's Free Application for Federal Student Aid. The portal must authenticate an individual's identity using a valid Social Security number and any one of several documents specified in the bill. The bill amends the Higher Education Act of 1965 to permit certain independent students applying for federal student aid using the simplified needs test to obtain a verification of nonfiling from the IRS in lieu of certifying that the student (and the student's spouse, if any) is not required to file a federal income tax return.

Tax Filing Simplification Act of 2017 This bill amends the Internal Revenue Code to require the Internal Revenue Service (IRS) to establish and operate the following programs free of charge: online tax preparation and filing software, a program for taxpayers to download third-party provided return information relating to individual income tax returns, a program to permit individuals with simplified tax situations to elect to have the IRS prepare their returns, and a program to provide technical assistance and federal tax return information for states that provide or seek to provide state-level tax preparation and filing software. The IRS may not enter into any agreement that restricts its legal right to provide tax return preparation services, software, or tax return filing services. An individual participating in the programs established by this bill must verify their identity to the satisfaction of the IRS.

Dream Act of 2017 This bill directs the Department of Homeland Security (DHS) to cancel removal and grant lawful permanent resident status on a conditional basis to an alien who is inadmissible or deportable or is in temporary protected status who: (1) has been continuously physically present in the United States for four years preceding this bill's enactment; (2) was younger than 18 years of age on the initial date of U.S. entry; (3) is not inadmissible on criminal, security, terrorism, or other grounds; (4) has not participated in persecution; (5) has not been convicted of specified federal or state offenses; and (6) has fulfilled specified educational requirements. DHS shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an alien who was granted Deferred Action for Childhood Arrivals (DACA) status unless the alien has engaged in conduct that would make the alien ineligible for DACA. DHS may not: (1) grant conditional permanent resident status without the submission of biometric and background data, and completion of background and medical checks; and (2) disclose or use information provided in applications filed under this bill or in DACA requests for immigration enforcement purposes. The bill prescribes the conditions under which DHS: (1) may terminate a person's conditional permanent resident status, and (2) shall adjust a person's conditional status to permanent resident status. The bill: (1) sets forth documentation requirements for establishing DACA eligibility, and (2) repeals the denial of an unlawful alien's eligibility for higher education benefits based on state residence.

Stop Infant Mortality And Recidivism Reduction Act of 2017 or the SIMARRA Act This bill directs the Bureau of Prisons to establish a pilot program to allow incarcerated women who give birth and children born during such incarceration to reside together in a separate prison housing unit. It sets forth inmate eligibility criteria and program participation requirements.

Anti-Pyramid Scheme Act of 2017 This bill amends the Federal Trade Commission Act to make it unlawful for any person to establish, operate, or promote a pyramid promotional scheme. "Pyramid promotional scheme" means any plan or operation in which individuals pay consideration for the right to receive compensation that is based upon recruiting other individuals into the plan or operation rather than primarily related to the sale of products or services to ultimate users. Furthermore, any person who establishes, operates, or promotes any plan or operation which sells or solicits the sale of consumer products or services in the home or otherwise outside of a permanent retail establishment, and which sells products or services to independent salespeople, shall have a bona fide inventory repurchase agreement. A violation of the bill shall be treated under the Act as an unfair or deceptive act or practice in, or affecting, commerce.

Pesticide Protection Act of 2017 This bill requires the Environmental Protection Agency (EPA) to cancel the registration of the pesticide chlorpyrifos under the Federal Insecticide, Fungicide, and Rodenticide Act. The bill prohibits the sale and use of existing stock of chlorpyrifos. The bill requires the EPA to ban chlorpyrifos residue on food under the Federal Food, Drug, and Cosmetic Act.

Expresses the sense of Congress that: child safety is the first priority of custody and parenting adjudications, and courts should resolve safety risks and claims of family violence before assessing other best interest factors; quasi-scientific evidence should be admitted by courts only when it meets admissibility standards for scientific evidence; evidence from court-affiliated or appointed fee-paid professionals regarding adult or child abuse allegations in custody cases should be considered only when the professional possesses documented expertise and experience in the relevant types of abuse, trauma, and the behaviors of victims and perpetrators; states should define required standards of expertise and experience for appointed fee-paid professionals who provide evidence to the court on behaviors of abuse victims and perpetrators, specify requirements for the contents of such professional reports, and require courts to find that any appointed professionals meet those standards; states should consider models under which court-appointed professionals are paid directly by the courts, with potential reimbursement by the parties after due consideration of the parties' financial circumstances; and Congress should schedule hearings on family courts' practices with regard to children's safety and civil rights.

This bill directs the Department of Veterans Affairs (VA), beginning January 1, 2018, to provide assistance to qualified veterans to obtain child care so that such veterans can receive health care services at a VA health care facility during the time such a veteran requires travel to and return from such facility. A "qualified veteran" is defined as a veteran who is the primary caretaker of a child and is: (1) receiving from the VA regular mental health care services, intensive mental health care services, or other intensive health care services such that the VA determines that providing assistance to the veteran to obtain child care would improve the veteran's access to such services, or (2) in need of regular or intensive mental health care services from the VA and, but for lack of child care services, would receive such health care services from the VA. The VA shall carry out this bill using funds made available to the VA facility that provides the health care services for which the child care assistance is provided.

Advancing Care for Exceptional Kids Act or the ACE Kids Act This bill amends title XIX (Medicaid) of the Social Security Act to establish a state Medicaid option to provide for medical assistance with respect to coordinated care provided through a health home (i.e., a designated provider or team of health-care professionals) for children with medically complex conditions. A state shall make payments for such health-home services regardless of whether they are provided through a fee-for-service or managed-care system. For an initial period of eight fiscal-year quarters, the federal matching rate applicable to such payments shall be increased by 20 percentage points, not to exceed 90%. A state that exercises this option shall specify its methodology for determining payment and evaluating quality of care, in accordance with requirements established by the bill. In addition, the state must meet specified requirements regarding hospital referrals, out-of-state providers, education and outreach, data collection, and reporting. The Centers for Medicare & Medicaid Services must issue guidance on best practices for using out-of-state providers to provide care to children with medically complex conditions. The Medicaid and Children's Health Insurance Program (CHIP) Payment and Access Commission must report to Congress and to the Department of Health and Human Services on specified matters related to children with medically complex conditions.

Hizballah International Financing Prevention Amendments Act of 2017 This bill amends the Hizballah International Financing Prevention Act of 2015 to impose specified sanctions on: (1) foreign persons that knowingly assist in or provide support for fund raising or recruitment activities for Hizballah; (2) agencies of foreign governments that provide Hizballah with financial support, arms, or other assistance (export license requirements are included in addition to sanctions if such government is a state sponsor of terrorism); and (3) Hizballah, including by reason of Hizballah's significant transnational criminal activities. The bill expresses the sense of Congress that sanctions should be placed on financial institutions that serve Lebanese government officials affiliated with Hizballah. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 is amended to sanction foreign financial institutions that facilitate efforts by Iran or the Islamic Revolutionary Guard Corps to aid Hizballah. The bill prescribes reporting requirements or reporting modifications with respect to: (1) foreign persons that knowingly assist or provide significant financial, material, or technological support for foreign persons assisting Hizballah; (2) financial institutions that are owned or organized under the laws of state sponsors of terrorism; (3) Hizballah's racketeering activities; (4) combating illicit tobacco trafficking networks used by Hizballah and other foreign terrorist organizations to finance their operations; (5) the estimated net worth of senior Hizballah officials and how these funds were acquired and used; and (6) countries that support Hizballah or in which Hizballah maintains important logistics networks or financial networks and steps such countries are taking to disrupt such networks.

Constitutional Amendment This joint resolution prohibits construction of the Constitution as forbidding Congress or the states from: (1) imposing reasonable content-neutral limitations on private campaign contributions or independent election expenditures; or (2) enacting systems of public campaign financing, including those designed to restrict the influence of private wealth by offsetting campaign spending or independent expenditures with increased public funding.

Viewer Protection Act of 2017 This bill addresses issues related to the reorganization of the broadcast television spectrum. The bill establishes the Viewer Protection Fund through FY2022 to prevent a substantial number of consumers from losing access to signals of broadcast television and FM radio stations.
