Locked Out Workers Healthcare Protection Act This bill prohibits an employer from terminating or altering the employer-provided health insurance coverage of an employee during the period that the employer is taking action to lock out, suspend, or otherwise withhold employment from the employee in order to influence the position of such employee or the representative of such employee in collective bargaining prior to a strike. An employer that violates this prohibition is generally subject to a maximum civil penalty of $75,000 for each violation.

Tax Filing Simplification Act of 2022 This bill directs the Internal Revenue Service (IRS) to establish a free on-line tax preparation and filing service and allows taxpayers to access third-party provided tax return information and information held by the IRS. The bill prohibits the IRS from entering into any agreement that restricts its legal right to provide tax return preparation services or to provide tax return filing services. The bill requires the IRS to establish and operate programs to (1) facilitate claims for the child care and the earned income tax credits, (2) provide software for the preparation and filing of individual income tax returns for taxable years beginning after 2022, (3) allow taxpayers to download third-party provided return information and IRS-held information to their tax returns, and (4) allow taxpayers to elect to have their tax returns prepared by the IRS. The bill also requires verification of taxpayer identity and requires the IRS to conduct an outreach campaign to provide the public with information about this bill's programs and software.

Clean Shipping Act of 2022 This bill directs the Environmental Protection Agency (EPA) to require vessels on certain commercial voyages to comply with standards for the carbon intensity of the vessel's fuel on a specified schedule, with vessels on such voyages utilizing 100% less than the carbon intensity baseline by 2040 and beyond. Additionally, the EPA must promulgate and continually revise standards to eliminate emissions of specified greenhouse gases and air pollutants associated with vessels at anchorage or at berth in the contiguous zone of the United States.

Assuring Medicare’s Promise Act This bill increases net investment income tax revenues by applying such tax to the trade or business income of certain high income taxpayers and includes the increased tax revenues in the Federal Hospital Insurance Trust Fund.

Ensuring Access to Abortion Act of 2022 This bill prohibits anyone acting under state law from interfering with a person's ability to access out-of-state abortion services. ( Abortion services includes the use of any drugs that are approved to terminate pregnancies and any health care services related to an abortion, whether or not provided at the same time or on the same day.) Specifically, the bill prohibits any person acting under state law from preventing, restricting, impeding, or retaliating against health care providers who provide legal abortion services to out-of-state residents, any person or entity who helps health care providers to provide such services, any person who travels to another state to obtain such services, any person or entity who helps another person travel to another state to obtain such services, or the movement in interstate commerce of drugs that are approved to terminate pregnancies. The Department of Justice may enforce this bill through civil actions; the bill also establishes a private right of action for violations.

Faster Payments to Veterans' Survivors Act of 2022 This bill modifies policies and procedures related to the payment of benefits under certain life insurance programs administered by the Department of Veterans Affairs (VA). If a primary beneficiary has not made a claim for payment within one year (currently two years) after the death of the insured under the National Service Life Insurance (NSLI) program or the United States Government Life Insurance (USGLI) program, the VA is authorized to make payment to another designated beneficiary as if the primary beneficiary had predeceased the insured. If no designated beneficiary makes a claim within two years (currently four years) after the death of the insured, the VA is authorized to make a payment to a person the VA deems to be equitably entitled to such benefit. The bill also modifies the beneficiary designation process under NSLI and USGLI. Specifically, if a person does not designate a beneficiary for insurance, or if the designated beneficiary predeceases the insured person, the VA must determine the beneficiary in a specified order of succession. Additionally, the bill requires the VA to improve its processes and procedures with respect to identifying, locating, and paying hard-to-find beneficiaries of life insurance policies, including by improving its website search tools.

Backlog Justice Act of 2022 This bill requires certain actions to address the backlog of untested sexual assault kits. For example, the bill (1) directs the Bureau of Justice Assistance to establish a publicly accessible online database regarding untested kits, and (2) requires the Department of Justice to provide an increased amount of certain grant funding for states that have in place electronic evidence tracking systems for these kits.

Don't Block LGBTQ Act of 2022 This bill prohibits elementary schools, secondary schools, or public libraries that receive discount rates for telecommunications services under the universal service support program from blocking internet access to lesbian, gay, bisexual, transgender, or queer resources. The bill does not prohibit schools or libraries from blocking content that is obscene, child pornography, or harmful to minors.

Stop Anti-Abortion Disinformation Act or the SAD Act This bill prohibits advertisements that use deceptive or misleading statements related to the provision of abortion services. Abortion services include (1) surgical and non-surgical procedures to terminate a pregnancy, or (2) providing referrals for such procedures. The Federal Trade Commission must promulgate rules to implement the prohibition, and the bill provides for enforcement by the commission.

My Body, My Data Act of 2022 This bill establishes protections, subject to certain limits, for personal reproductive or sexual health information. This includes information relating to past, present, or future surgeries or procedures, such as the termination of a pregnancy. Specifically, commercial entities, including individuals, nonprofits, and common carriers, may not collect, retain, use, or disclose personal reproductive or sexual health information except (1) with the express written consent of the individual to whom such information relates, or (2) as is strictly necessary to provide a requested product or service. Commercial entities also must provide individuals with access to, and a reasonable mechanism to delete, any of their reproductive or sexual health information upon request. Further, commercial entities must maintain and publish a privacy policy describing their practices with respect to such information. The bill's provisions do not apply to entities that are subject to certain existing health-related privacy regulations, such as the privacy regulations issued under the Health Insurance Portability and Accountability Act of 1996. Additionally, the provisions do not apply to the disclosure of personal reproductive or sexual health information for the publication of newsworthy information of legitimate public concern. The bill provides for enforcement by the Federal Trade Commission and by private civil actions.

Assault Weapons Excise Act This bill imposes an additional 1000% excise tax on large capacity ammunition feeding devices and semiautomatic assault weapons. It exempts from such additional tax devices and weapons acquired by the United States or by a state or local government.

Safety From Violence for Healthcare Employees Act or the SAVE Act This bill establishes a new criminal offense for knowingly assaulting or intimidating hospital personnel during the performance of their official duties in a manner that interferes with their performance of the duties or limits their ability to perform the duties. Additionally, the bill authorizes grants to reduce the incidence of violence at hospitals, including violence or intimidation against hospital personnel in the performance of their duties.

Military Access to Reproductive Care and Health for Military Servicemembers Act or the MARCH for Military Servicemembers Act This bill repeals the restriction on utilizing Department of Defense funds and facilities for performing abortions. The restriction only allows such funds and facilities to be used for abortions in cases of rape, incest, or where the mother's life is endangered.

Stealthing Act of 2022 This bill establishes a civil action for the nonconsensual removal of a sexual protection barrier (e.g., a condom). A person may recover compensatory and punitive damages, injunctive and declaratory relief, and such other relief as a court may deem appropriate.

Consent is Key Act This bill directs the Department of Justice to increase a state's allocation of funds under the Sexual Assault Services Program if the state has in effect a law that authorizes civil damages and equitable relief against a person who engages in the nonconsensual removal of a sexual protection barrier (e.g., a condom).

Protecting Our Kids Act This bill makes various changes to federal firearms laws, including to establish new criminal offenses and to expand the types of weapons and devices that are subject to regulation. Among the changes, the bill generally prohibits the sale or transfer of certain semiautomatic firearms to individuals who are under 21 years of age; establishes new federal criminal offenses for gun trafficking and related conduct; establishes a federal statutory framework to regulate ghost guns (i.e., guns without serial numbers); establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels; subjects bump stocks to regulation under federal firearms laws; and generally prohibits the import, sale, manufacture, transfer, and possession of large capacity ammunition feeding devices.

This joint resolution directs the President to remove U.S. Armed Forces from hostilities against the Houthis in Yemen within 30 days of the enactment of this joint resolution unless Congress authorizes a later withdrawal date, issues a declaration of war, or specifically authorizes the use of the Armed Forces. Prohibited activities include sharing intelligence or providing logistical support to enable offensive strikes by the coalition led by Saudi Arabia. This joint resolution shall not affect any military operations directed at Al Qaeda or associated forces.

Affordability is Access Act This bill establishes several requirements relating to health insurance coverage of, and access to, over-the-counter contraceptives. Specifically, the bill requires the Department of Health and Human Services, the Department of Labor, and the Department of the Treasury to specify that private health insurance plans must cover over-the-counter contraceptives that are approved by the Food and Drug Administration (FDA), even without a prescription. Under current law, private health insurance plans (with some exceptions) must cover FDA-approved prescription contraceptives, without cost-sharing requirements. The bill also prohibits retailers from interfering with an individual's access to oral contraceptives that are meant for routine, daily use and are FDA-approved for use without a prescription.

Paycheck Protection Program Fairness for Engineering Services Act This bill exempts until June 30, 2025, certain contractors that receive federal highway or public transportation funding from having to adjust costs associated with their contracts to account for loan forgiveness through the Paycheck Protection Program (PPP). (The PPP provided small businesses with loans for payroll and other costs to respond to the COVID-19 emergency with loan forgiveness under certain conditions.) Under current law, a contractor with a cost-reimbursable contract must reduce costs or provide cash refunds to the Department of Transportation (or a state department of transportation) if the contractor receives or accrues any income, rebate, allowance, or other credit relating to an allowable contract cost, which includes PPP loan forgiveness.

Federal Employees Sustainable Investment Act This bill establishes a new fund—the Corporate Responsibility Stock Index Fund—as an investment option under the Thrift Savings Plan. The Corporate Responsibility Stock Index Fund must be invested in a stock portfolio designed to replicate the performance of a commonly recognized, passively managed index comprised of stocks that meet certain minimum criteria related to corporate responsibility.

Building America's Health Care Workforce Act This bill extends certain flexibilities relating to training and competency requirements for nurse aides in Medicare skilled nursing facilities (SNFs) and Medicaid nursing facilities (NFs). Generally, SNFs and NFs may not hire nurse aides for longer than four months unless they meet certain training and certification requirements. The Centers for Medicare & Medicaid Services waived some of these requirements during the COVID-19 emergency period so as to allow facilities to maintain adequate staffing levels; the waiver ends in June 2022. The bill extends these flexibilities for at least two years after the bill's enactment and specifies that (1) any time worked by a nurse aide during the emergency period counts toward the 75 hours required for initial training, and (2) a competency evaluation may be conducted at the SNF or NF where the nurse aide is employed if the state does not offer such an evaluation at least once a week.

Wage Theft Prevention and Wage Recovery Act This bill requires employers to make initial and modified disclosures to employees of the terms of their employment, provide such employees with regular paystubs, and make a final payment to an employee for uncompensated work hours within 14 days of the employee's termination. Employers must also allow employees access to wage records. An employer must compensate an employee at the rate specified in an employment contract, including a collective bargaining agreement, that specifies a rate of pay higher than the minimum wage rate. The bill makes all of such unpaid wages recoverable through civil enforcement. The bill establishes new and increased civil and criminal penalties for violations of overtime or minimum wage requirements, including referral to the Department of Justice for criminal prosecution of employers who engage in wage theft, falsification of wage records, or retaliation against employees. The Wage and Hour Division of the Department of Labor must provide grants to specified organizations, including nonprofits and educational institutions, to enhance the enforcement of wage and hour laws. The Government Accountability Office must study and report on successful grant programs.

Displaced Afghan Women and Girls Education Act of 2022 This bill provides certain educational resources to certain displaced Afghan women and girls domiciled in the United States. For example, the bill (1) requires such displaced Afghan women and girls to receive in-state tuition rates at public institutions of higher education, and (2) provides funding for and establishes the Displaced Afghan Women and Girls Scholarship Grant.

Pride in Mental Health Act This bill expands programs that prevent and treat child abuse and neglect to address issues facing youth who are lesbian, gay, bisexual, transgender, queer or questioning, nonbinary, or gender-variant members of indigenous communities (e.g., Two Spirit). Specifically, these programs include (1) research and reporting requirements, (2) providing technical assistance, (3) grants to states and local agencies to train child-welfare personnel, and (4) community-based prevention-service grants. The bill also establishes a grant program to provide mental and behavioral health resources for such youth, including trauma-informed care.

The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions and ameliorate environmental injustices in order to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, uplift indigenous environmental knowledge and stewardship practices, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

Health Equity and Middle Eastern and North African Community Inclusion Act of 2022 or the Health Equity and MENA Community Inclusion Act of 2022 This bill adds Middle Easterners and North Africans to the definition of racial and ethnic minority group for purposes of activities carried out by the Office of Minority Health and federally supported health care and public health programs.
