Achieving a Better Life Experience Act of 2013 or the ABLE Act of 2013 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts to assist an individual with a disability in building an account to pay for qualified disability expenses. Defines "qualified disability expenses" to include expenses for education, including higher education expenses, a primary residence, transportation, obtaining and maintaining employment, health and wellness, and other personal support expenses. Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

National Park Service 100th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the National Park Service (NPS). Authorizes the issuance of coins under this Act only for a one-year period, beginning on January 1, 2016. Requires all sales of coins minted under this Act to include a surcharge of $35 per gold coin, $10 per silver coin, and $5 per half-dollar clad coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Park Foundation for projects and programs to help preserve and protect resources under the stewardship of the NPS and to promote public enjoyment and appreciation of those resources. Prohibits the surcharges paid to the Foundation from being used for land acquisition.

Grazing Improvement Act

Grazing Improvement Act - Amends the Federal Land Policy and Management Act of 1976 (the Act) to double from 10 to 20 years the period of a term for grazing permits and leases for domestic livestock grazing on public lands or lands within national forests in 16 contiguous western states. Permits the issuance of permits and leases for a period shorter than 20 years (under current law, shorter than 10 years), including where the Secretary concerned determines that the initial environmental analysis under the National Environmental Policy Act of 1969 (NEPA) regarding a grazing allotment, permit, or lease has not been completed. Directs that grazing permits or leases issued by the Secretary of the Interior respecting lands under the jurisdiction of the Department of the Interior and grazing permits issued by the Secretary of Agriculture (USDA) respecting National Forest System lands that expire, are transferred, or are waived after this Act's enactment be renewed or reissued, as appropriate, under the Act, the Granger-Thye Act, the Bankhead-Jones Farm Tenant Act, or the California Desert Protection Act of 1994. Excludes the renewal, reissuance, or transfer of a grazing permit or lease by the Secretary concerned from the NEPA requirement to prepare an environmental analysis if: (1) such decision continues to renew, reissue, or transfer current grazing management of the allotment; (2) monitoring indicates that such management meets objectives contained in the land use and resource management plan of the allotment; or (3) the decision is consistent with the policy of the Department of the Interior or USDA regarding extraordinary circumstances. Makes NEPA inapplicable to domestic livestock crossing and trailing authorizations and transfers of grazing preference.

Down Payment to Protect National Security Act of 2013 - Expresses the sense of Congress that: (1) full sequestration must be averted, (2) balanced deficit reduction must include substantive reductions in mandatory spending, and (3) any plan to avert sequestration and provide time for political negotiations on a balanced deficit reduction package must use additional savings that do not increase the risk to military personnel or degrade the capabilities of the Armed Forces by reshaping the federal civilian workforce without furloughs. Requires the Director of the Office of Management and Budget (OMB) to determine the number of full-time employees employed in each federal agency. Prohibits a federal agency head from hiring more than 1 employee for every 3 full-time employees who leave employment in such agency until the OMB Director makes a determination that the number of full-time federal employees is 10% less than the initial level as determined by OMB. Allows a waiver of such workforce limitation by the President for national security reasons or in the case of an extraordinary emergency. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), as amended by the Budget Control Act of 2011, to offset mandatory sequestration in security and nonsecurity categories with revenues resulting from reductions in the federal workforce and the pay freeze under this Act. Authorizes the Secretary of Defense (DOD) to transfer amounts appropriated for DOD by the Continuing Appropriations Resolution (P.L. 112-175) among accounts of DOD. Prohibits a cost-of-living adjustment to the pay of Members of Congress in any year in which there is a budget deficit.

Requires the Secretary of the Treasury to prescribe a form for completion by paid income tax preparers in connection with claims for the refundable portion of the child tax credit. Prenatal Nondiscrimination Act (PRENDA) of 2013 - Imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex, gender, color or race of the child, or the race of a parent; (2) use force or the threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion; (3) solicit or accept funds for the performance of such an abortion; or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. Requires such violations or attempted violations to result in fines under the federal criminal code, imprisonment for up to five years, or both. Authorizes civil actions, for verifiable money damages for injuries and punitive damages, by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of an abortion performed or attempted through any of the above violations; and (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion. Authorizes, to prevent an abortion provider from performing or attempting further abortions in violation of this Act, injunctive relief to be obtained by: (1) the women upon whom such an abortion is performed or attempted, (2) a maternal grandparent of the unborn child if the woman is an unemancipated minor, (3) the father of such an unborn child, or (4) the Attorney General (DOJ). Deems a violation of this Act to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. (Violators of title VI lose federal funding.) Requires a medical or mental health professional to report known or suspected violations to law enforcement authorities. Imposes criminal penalties for a failure to so report. Prohibits a woman having such an abortion from being prosecuted or held civilly liable. Directs courts to make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. Requires, in the absence of such a woman's written consent, that any party, other than a public official, who brings an action under this Act do so under a pseudonym. Defines "abortion" as the act of using or prescribing any instrument, medicine, drug, or any other substance, device, or means with the intent to terminate the clinically diagnosable pregnancy of a woman, with knowledge that the termination by those means will, with reasonable likelihood, cause the death of the unborn child, unless the act is intended to: (1) save the life or preserve the health of the unborn child, (2) remove a dead unborn child caused by spontaneous abortion, or (3) remove an ectopic pregnancy.

Regulations From the Executive in Need of Scrutiny Act of 2013 - States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process by requiring Congress to approve all new major regulations. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General (GAO) a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Regulatory Sunset and Review Act of 2013 - Requires federal agencies to review their covered rules and modify, consolidate, or terminate such rules on a periodic basis. Defines "covered rule" to include a significant rule that is likely to result in an annual effect on the economy of $100 million or more or any other rule designated by an agency for sunset review. Allows a person adversely affected by a rule that is not a significant rule to submit a petition for sunset review of such rule. Provides for sunset review of a rule upon the request of a congressional committee or a majority of the members of such committee. Requires the Administrator of the Office of Information and Regulatory Affairs of the Office of Management and Budget (OMB) to: (1) conduct an inventory of existing rules and deadlines for their sunset review; (2) prioritize rules for sunset review based on specified criteria, including the cost of the rule and the burden of reviewing it; (3) group related rules for simultaneous review; (4) provide guidance to agencies for conducting sunset reviews; and (5) provide feedback to agencies on sunset reviews and results. Requires a new significant rule to be reviewed: (1) within three years after taking effect, or (2) within seven years after taking effect if the rule is issued pursuant to negotiated rulemaking procedures or if compliance with the rule requires substantial capital investment. Requires each federal agency to designate a Regulatory Review Officer with responsibility for implementation of this Act. Provides for judicial review of a denial or delay in granting or denying a petition for sunset review of a rule.

Instructs the Comptroller General to audit and report on the review of loan files of homeowners in foreclosure in 2009 or 2010, required as part of the enforcement actions taken by the Board against supervised financial institutions. Prescribes audit contents, including: (1) the guidance given by the Board to independent consultants retained by the supervised financial institutions regarding procedures to be followed in conducting the file reviews, (2) the factors considered by independent consultants when evaluating loan files and the results obtained pursuant to those reviews, and (3) the determinations made by such consultants regarding the nature and extent of financial injury sustained by each homeowner as well as the level and type of remediation offered.

Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires any such waiver to identify and be limited to the specific excess or increase for that fiscal year made necessary by the identified military conflict.

Saving Our Dams and New Hydropower Development and Jobs Act of 2012 - Amends the Reclamation Project Act of 1939 to authorize small conduit hydropower development. Designates the Power Resources Office of the Bureau of Reclamation as the lead office of small conduit hydropower policy and procedure-setting activities. Requires the Administrators of the Bonneville Power Administration, the Western Area Power Administration, the Southwestern Power Administration, and the Southeastern Power Administration to include in monthly billings sent to customers estimates and reports of costs related to compliance with federal environmental laws impacting fish and wildlife. Authorizes the Commissioner of the Bureau of Reclamation to partner or enter into an agreement with local joint power authorities to complete planning and feasibility studies authorized by Congress for water storage projects. Prohibits the Bureau of Reclamation and other federal agencies from bypassing hydroelectric turbines if a state in which the affected facilities are located has declared a drought emergency or if such bypass could result in harming endangered fish, unless such bypasses are necessary for flood control purposes. Exempts from the requirement to prepare an environmental assessment or impact statement an electricity right-of-way holder, including a Power Marketing Administration, that applies to remove insect-infected trees or other hazardous fuels within 500 feet of the right-of-way. Prohibits: (1) federal funds from being used to implement a new program, project, activity, or action required by or proposed in a March 16, 2012, memorandum from Steven Chu, Secretary of Energy, to the Power Marketing Administrators, until a report justifying the implementation of such program, project, activity, or action is submitted to Congress; (2) federal funds from being used to remove, breach, or study the removal or breaching of any hydroelectric-producing dam unless explicitly authorized by Congress; (3) federal funds or funding from congressionally chartered organizations that provide grants impacting federal land and fish and wildlife from being used for mitigation activities related to hydroelectric-producing dam removal unless explicitly authorized by Congress; and (4) federal agencies or congressionally chartered organizations that provide grants impacting federal land and fish and wildlife from funding any nongovernmental organization that is or was involved in litigation that would negatively impact hydropower generation during the preceding 10 years.

Defines "third-party employment" to mean employees who provide companionship services while employed by an employer or agency other than the family or household using their services, whether or not such an employee is assigned to more than one household or family in the same workweek when providing such services. Exempts from the Act's maximum hour requirements third-party employment in domestic service of an employee who resides in the household in which the services are provided.

Farmer's Privacy Act of 2012 - Prohibits the Administrator of the Environmental Protection Agency (EPA), in exercising any authority under the Federal Water Pollution Control Act (commonly known as the Clean Water Act), from conducting aerial surveillance of agricultural land unless the Administrator has: (1) obtained the voluntary written consent of the owner or operator of the land to be surveilled; (2) provided between 5 and 10 days' notice to the owners or operators of land in the area to be surveilled; and (3) obtained from the U.S. District Court for the District of Columbia a certification of reasonable suspicion that a violation of the Act exists in the area to be surveilled. Requires the Administrator to ensure that such consent: (1) specifies a period of up to one year during which the consent is effective, (2) contains a specific description of the geographical area to be surveilled, (3) contains limitations on the days and times during which the surveillance may be conducted if requested by such owner or operator, and (4) is granted voluntarily. Prohibits the Administrator from threatening additional, more detailed, or more thorough inspections or coercing or enticing such owner's or operator's consent. Requires the Administrator to make available to such owners or operators images of such land obtained from such surveillance.
