Medicare Access to Rehabilitation Services Act of 2015 Amends title XVIII (Medicare) of the Social Security Act to repeal the caps on Medicare outpatient rehabilitation physical therapy services and speech-language pathology services.

Default Prevention Act This bill requires the Department of the Treasury to continue to borrow to pay the principal and interest on certain obligations if the debt of the United States exceeds the statutory limit. If the debt limit is exceeded, Treasury is required to issue obligations solely for the payment of the principal and interest on debt held by the public or the Social Security trust funds. The bill prohibits Treasury from using obligations issued under this Act to compensate Members of Congress. If Treasury exercises authority provided by this Act, a report must be submitted to Congress including an accounting of: (1) the principal on mature obligations and interest that is due or accrued, and (2) obligations issued under this Act.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to the Freedom Riders in recognition of their contribution to civil rights, which inspired a movement to equality in interstate travel. Requires such medal to be given to the Smithsonian Institution to be available for display and research. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at locations associated with the Freedom Riders.

National Right-to-Work Act Amends the National Labor Relations Act and the Railway Labor Act to repeal those provisions that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

Savings for Seniors Act of 2015 Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to establish in the Federal Old-Age and Survivors Insurance Trust Fund a Social Security Surplus Protection Account to hold the Social Security surplus. Denies the availability of the balance in the Account for investment by the Managing Trustee. Establishes in the executive branch of Government a Social Security Investment Commission to study the most effective vehicles for investment of the Federal Old-Age and Survivors Insurance Trust Fund, other than investment in the form of U.S. obligations resulting in the transfer of Trust Fund assets to the general fund of the Treasury.

Local Control of Education Act Amends the Elementary and Secondary Education Act of 1965 (ESEA) to prohibit the federal government from directly or indirectly mandating, directing, controlling, incentivizing, or conditioning federal support on a state's, local educational agency's (LEA's), or school's adoption of: the Common Core State Standards, any other academic standards common to a number of states, or any statewide or nationally recognized content standards; or any assessment, instructional content, or curriculum aligned to, or based on, specific academic standards. Amends the American Recovery and Reinvestment Act of 2009 to make those prohibitions applicable to grants awarded under the Race to the Top program for innovations and reforms in elementary and secondary education. Prohibits the Secretary of Education from conditioning the provision of a statutory or regulatory waiver under the ESEA on a state, LEA, Indian tribe, or school adopting any specific instructional content, academic standard, assessment, curriculum, or program of instruction. Makes that prohibition applicable to future and previously issued waivers.

Truth in Obamacare Advertising Act of 2015 Requires each communication that is federally funded, directly or indirectly, to advertise or educate the public on provisions of the Patient Protection and Affordable Care Act or the Health Care and Education Reconciliation Act of 2010 or any programs, activities, requirements, or regulations established, funded, or authorized by such provisions to include a statement that such communication is printed and published, or produced and disseminated, at taxpayer expense. Sets forth requirements for the format and readability of such communications that are conveyed in print, by audio and video means, or by e-mail.

Recreational Fishing and Hunting Heritage and Opportunities Act Requires federal public land management officials to facilitate the use of, and access to, federal public lands for fishing, sport hunting, and recreational shooting with specified exceptions. Requires Bureau of Land Management (BLM) and Forest Service lands, excluding lands on the Outer Continental Shelf, to be open to recreational fishing, hunting, and shooting unless the managing agency acts to close such lands to such activity for purposes of resource conservation, public safety, energy production, water supply facilities, or national security. Requires the heads of federal agencies to use their authorities to lease their lands or permit use of their lands for shooting ranges, and designate specific lands for recreational shooting activities. Sets forth requirements for a permanent or temporary withdrawal, change of classification, or change of management status that effectively closes or significantly restricts 640 or more contiguous acres of federal public lands for fishing or hunting or related activities.

Healthcare Tax Relief and Mandate Repeal Act This bill amends the Internal Revenue Code to repeal the requirements added by the Patient Protection and Affordable Care Act that: (1) individuals purchase and maintain minimum essential health care coverage, and (2) employers who have a workforce of 50 or more full-time employees provide health insurance coverage for their employees.

Taxpayer Conscience Protection Act of 2015 Directs each state that makes a Medicaid payment from federal funds during the fiscal year for any items or services furnished by an abortion provider to: (1) report to the Secretary of Health and Human Services (HHS) on all such payments, and (2) publish the report on a public Internet website of the state. Requires an annual report to specified congressional committees on such reports, which shall also be published on a public HHS website.

Ultrasound Informed Consent Act Amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion, to perform an obstetric ultrasound on the pregnant woman, provide a simultaneous explanation of what the ultrasound is depicting, display the ultrasound images so the woman may view them, and provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable. Prohibits construing this Act to require a woman to view the images or penalizing the provider or the woman if she declines to look at the images. Exempts an abortion provider if the abortion is necessary to save the life of a woman whose life is endangered by a physical condition. Requires the provider to include in the woman's medical file a certification of the specific medical circumstances that support this determination. Authorizes the Attorney General to commence a civil action in federal court against any abortion provider who knowingly violates this Act. Prescribes penalties. Directs the Attorney General to notify the appropriate state medical licensing authority of penalties assessed. Authorizes a woman upon whom an abortion has been performed in violation of this Act to commence a civil action against the provider for actual and punitive damages.

Strengthening Child Welfare Response to Trafficking Act of 2015 Amends the Child Abuse Prevention and Treatment Act to condition eligibility to receive a state grant for child abuse or neglect prevention and treatment programs on inclusion in the state plan of a certification by the governor that the state has in effect and is enforcing a state law, or is operating a statewide program, that includes provisions and procedures to: identify and assess reports involving children who are sex trafficking victims (and which may also involve children who are victims of severe forms of trafficking in persons), train representatives of the state child protective services about identifying and assessing such children, and identify services and procedures for appropriate referral to address the needs of such children. Directs the Secretary of Health and Human Services to report to Congress on: the specific type and prevalence of severe forms of trafficking in persons to which children have been subjected who are identified for services or intervention under the placement, care, or supervision of state, Indian tribe, or tribal organization child welfare agencies; the practices and protocols utilized by states to identify and serve children who are, or are at-risk of becoming, victims of trafficking; and any barriers in federal laws or regulations that may prevent identification and assessment of children who are such victims.

Protecting Life in Funding Education Act or the PRO-LIFE Act Amends the General Education Provisions Act to prohibit the provision of federal education funding to state or local educational agencies that make health services available to students through school-based health centers, unless those centers certify that they will not provide students with abortions, abortion-related materials or referrals, or directions to abortion services.

Wild Game Donation Act of 2015 Amends the Internal Revenue Code to: (1) increase the tax deduction for charitable contributions of qualified wild game meat by the processing fees paid with respect to such contributions, and (2) exclude from the gross income of meat processors processing fees paid by a charitable organization for the processing of donated wild game meat. Defines "qualified wild game meat" as the meat of any animal typically used for human consumption but only if: (1) such animal is killed in the wild by the individual making the charitable contribution and is hunted or taken in accordance with all state and local laws, (2) the meat is processed for human consumption by a licensed processor, and (3) the meat is apparently wholesome as determined by regulations under the Bill Emerson Good Samaritan Food Donation Act.

Regulations From the Executive in Need of Scrutiny Act of 2015 States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process by requiring Congress to approve all new major regulations. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Healthy Relationships Act of 2015 This bill authorizes the Health Resources and Services Administration to award grants for qualified sexual risk avoidance education for youth and their parents. The unambiguous message that postponing sexual activity is the optimal sexual health behavior for youth must be the primary emphasis and context for each topic covered by the education. The education must be age appropriate, medically accurate, and evidence based. The education must address specified topics, including: the benefits associated with personal responsibility, success sequencing (sequential progression through: completing school, securing a job, and marrying before bearing children), goal setting, healthy decision making, and a focus on the future; the research-based advantage of reserving sexual activity for marriage; the skills needed to resist the pervasive, sex-saturated culture; the foundational components of healthy relationships; and how to avoid sexual coercion, dating violence, and risk behaviors, such as drugs, alcohol, and the misuse of social media. Priority in awarding grants must be given to programs serving youth in middle school and high school that will promote parent-child communication regarding healthy sexual decision making.

Every Child is a Blessing Act of 2014 [ sic ] Prohibits recovery of damages in certain civil actions based on a claim that, but for the conduct of the defendant, a child, once conceived, would not or should not have been born. Makes such prohibition applicable to claims based on a child's disability, defect, abnormality, race, sex, or other inborn characteristic. Bars such prohibition from being construed to: (1) provide a defense against charges of intentional misrepresentation in state proceedings regulating the professional practices of health care providers and practitioners, (2) provide a defense in any criminal action, including cases of rape or incest, or (3) limit damages in cases where the conduct of the defendant caused personal injury or death to the child or gestational mother.

Medicar e DMEPOS Competitive Bidding Improvement Act of 2015 Amends title XVIII (Medicare) of the Social Security Act with respect to the Medicare durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) competitive acquisition program. Prohibits the Secretary of Health and Human Services from accepting a bid from an entity for an area unless it: (1) meets state licensure requirements for the area for all items in the submitted bid for a product category, and (2) has obtained a bid surety bond of between $50,000 and $100,000 for each such area. Prescribes requirements for the treatment of losing bidders and successful bidders that do not accept a contract.

Obamacare Taxpayer Bailout Prevention Act Repeals the provision of the Patient Protection and Affordable Care Act that directs the Secretary of Health and Human Services to establish and administer a program of risk corridors for calendar years 2014, 2015, and 2016 under which a qualified health plan offered in the individual or small group market is required to participate in a payment adjustment system based on the ratio of the allowable costs of the plan to the plan's aggregate premiums.

Title X Abortion Provider Prohibition Act Amends the Public Health Service Act to prohibit the Department of Health and Human Service (HHS) from providing federal family planning assistance to an entity unless the entity certifies that, during the period of assistance, the entity will not perform, and will not provide funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of rape or incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals that do not provide funds to non-hospital entities that perform abortions. Requires HHS to provide Congress annually: (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

Uphold the Oath Americans Trust and Honor (OATH) Resolution Directs the House of Representatives to bring a civil action in U.S. District Court for the District of Columbia for declaratory or injunctive relief to challenge Department of Homeland Security (DHS) policy to: exercise prosecutorial discretion with respect to individuals who came to the United States as children, as announced by DHS on June 15, 2012; or exercise further prosecutorial discretion with respect to certain other unlawfully present aliens, as directed in a November 20, 2014, memorandum and related executive branch memoranda. Declares that: any amounts obligated or expended by the House to carry out this resolution shall be derived from existing appropriations for House salaries and expenses, and nothing in this resolution may be construed as authorizing an increase of House budget authority; and nothing in this resolution may be construed to affect the Speaker's authority to initiate, or intervene in, any civil action on behalf of the House.

Wildfire Disaster Funding Act This bill amends the Balanced Budget and Emergency Deficit Control Act of 1985 to require specified adjustments to discretionary spending limits in FY2015-FY2022 to accommodate appropriations for wildfire suppression operations in the Wildland Fire Management accounts at the Department of Agriculture (USDA) or the Department of the Interior. If USDA or Interior determines that supplemental appropriations are necessary for wildfire suppression operations, the bill requires the relevant department to submit to Congress a request for the funding and a plan for obligating the funds. The bill also requires the President's budget to include the average costs for wildfire suppression over the previous 10 years.
