Arizona Tribes Water Marketing Act of 2022 This bill authorizes Arizona Tribes to enter into an agreement or option to lease, exchange, or store a certain portion of their water to be used or located off a tribe's reservation if it is used or located in the Lower Basin in the state of Arizona and not in Navajo, Apache, or Cochise counties.

International Violence Against Women Act of 2022 This bill requires a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to gender-based violence. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall coordinate policies, programs, and funding regarding gender equality and women's empowerment.

San Juan Southern Paiute Tribal Homelands Act of 2022 This bill approves, ratifies, and confirms a specified treaty entered into by the Navajo Nation and the San Juan Southern Paiute Tribe, thus settling land claims and other disputes. It also proclaims approximately 5,400 acres of land as the San Juan Southern Paiute Reservation to be held in trust as a reservation for the exclusive benefit of the tribe.

Sustainable Cardiopulmonary Rehabilitation Services in the Home Act This bill permanently allows services relating to cardiac rehabilitation programs, intensive cardiac rehabilitation programs, and pulmonary rehabilitation programs to be furnished via telehealth at a beneficiary's home under Medicare.

This bill prohibits the federal government from recovering certain costs related to certain hydropower facilities in the Colorado River Basin (e.g., Glen Canyon Dam in Arizona) when no power is being produced. The bill provides funding to the Bureau of Reclamation and the Western Area Power Administration to cover activities and obligations that otherwise rely on the recovery of these costs.

Supporting Women with Career Opportunities in Policing Services Act of 2022 or the Supporting Women COPS Act of 2022 This bill establishes a Task Force on Women in Law Enforcement to (1) study state hiring standards for law enforcement officers, (2) develop national hiring standards for law enforcement officers, and (3) develop recommendations for retention and promotion of female officers. It also incentivizes states to adopt the recommendations of the task force.

Apache County and Navajo County Conveyance Act of 2022 This bill requires the Forest Service to convey certain lands within the Apache-Sitgreaves National Forest to Navajo County and Apache County, Arizona. As a condition of each conveyance the counties must pay all associated costs, including the costs of surveys and environmental analyses.

Bulk Infant Formula to Retail Shelves Act This bill provides through December 31, 2022, duty-free treatment to certain infant formula base powder used in the manufacturing of infant formula in the United States, subject to quantity limitations. Infant formula base powder means a dry mixture of protein, fat, and carbohydrates that requires only the addition of vitamins and minerals in order to meet the definition of the term infant formula in the Federal Food, Drug, and Cosmetic Act. During this time period, articles of infant formula base powder shall not be subject to any additional safeguard duties that may be imposed under subchapter IV of chapter 99 of the Harmonized Tariff Schedule.

Electronic Prescribing for Controlled Substances Act or the EPCS 2.0 Act This bill generally requires health insurance plans to establish policies requiring in-network providers to transmit prescriptions for controlled substances to pharmacies electronically.

Buy Low and Sell High Act This bill revises requirements concerning the Strategic Petroleum Reserve (SPR), establishes an Economic Petroleum Reserve, creates a national network of Strategic Refined Petroleum Product Reserves, increases the size of the Northeast Home Heating Oil Reserve, limits the sale and exportation of petroleum products, and sets forth provisions to reduce the demand for petroleum fuel and increase fuel supply. Specifically, the bill directs the Department of Energy (DOE) to establish within the SPR an Economic Petroleum Reserve of up to 350 million barrels of crude oil. DOE may acquire crude oil from domestic producers at low prices and then sell the oil when the prices are high as specified by the bill. DOE must also establish a national network of Strategic Refined Petroleum Product Reserves to store up to 250 million barrels of gasoline and diesel fuel, which may be sold when there is a severe fuel supply interruption within the district in which the reserve is located. In addition, the bill increases the cap on the amount of barrels of petroleum distillate that may be stored in the Northeast Home Heating Oil Reserve from two million to four million. It also establishes limits on the sale and exportation of petroleum products from such reserves. For example, the bill prohibits the sale or export of fuel from the reserves to (1) China, North Korea, Russia, or Iran; (2) any other country under U.S. sanctions; or (3) any entity owned, controlled, or influenced by one of those countries or the Chinese Communist Party. However, DOE may issue a waiver of the prohibition if it is in the national security interests of the United States to allow such a sale or export. Finally, the bill establishes requirements and incentives to reduce fuel demand and increase fuel supply, including by (1) providing financial assistance for projects to electrify the transportation sector, (2) setting requirements concerning the minimum percentage of federal vehicles that must be zero-emission vehicles, and (3) directing DOE to establish a program to increase the amount of crude oil refined in oil refineries in certain countries in the Western Hemisphere.

Bridging Agency Data Gaps and Ensuring Safety for Native Communities Act or the BADGES for Native Communities Act This bill revises federal policies and procedures related to information sharing, reporting, and investigating cases of missing, unidentified, or murdered Indians. Among other elements, the bill requires the Department of Justice to (1) establish a grant program for specified entities (e.g., tribes) to implement changes to enhance their responses to missing person cases and death investigations of interest to tribes, and (2) work with the Department of Health and Human Services to ensure that federal training resources and culturally appropriate mental health and wellness programs are available to tribal and Bureau of Indian Affairs (BIA) law enforcement officers experiencing occupational stress. The Department of the Interior must establish a five-year demonstration program for the purpose of conducting or adjudicating personnel background investigations for applicants for law enforcement positions in the BIA. The bill also requires the Government Accountability Office to conduct specified studies, including a study on the evidence collection, handling, and processing procedures and practices of federal law enforcement agencies.

The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 This bill reauthorizes through FY2027, increases funding for, and modifies the Maternal, Infant, and Early Childhood Home Visiting Program. This program supports home visits for expectant and new parents who live in communities that are at-risk for poor maternal and child health outcomes. Changes to the program include setting out requirements for allocating program funds; increasing the percentage of funds reserved for tribal entities; establishing a publicly available dashboard that reports program outcomes; requiring activities to reduce unnecessary data collection, reporting, and other administrative requirements of the program; and allowing for virtual home visits (provided certain conditions are met).

Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits Act This bill imposes criminal penalties and/or fines on individuals for directly or indirectly soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine or imprisonment.

Great Bend of the Gila Conservation Act This bill establishes the Great Bend of the Gila National Conservation Area and the Palo Verde National Conservation Area in Arizona. The bill designates in Maricopa County in Arizona approximately 9,809 acres as the Gila Bend Wilderness, approximately 23,464 acres as the Red Rock Canyon Wilderness, and approximately 23,712 acres as the Ringtail Wilderness.

End Tuberculosis Now Act of 2022 This bill authorizes actions, including the provision of international assistance, to combat tuberculosis. The President may provide international assistance for the prevention, treatment, control, and elimination of tuberculosis. The President must also establish goals for U.S. efforts to detect, cure, and prevent all forms of tuberculosis globally by updating the U.S. Government Tuberculosis Strategy (2015-2019) and the National Action Plan for Combating Multidrug-Resistant Tuberculosis. The Government Accountability Office must periodically report to Congress on the impact of efforts to combat tuberculosis that are supported by U.S. bilateral assistance.

Restore Protections for Dialysis Patients Act This bill specifies that private health insurers may not limit, restrict, or condition benefits for renal dialysis services for individuals with end-stage renal disease as compared to other types of benefits for other medical conditions under Medicare secondary payer rules.

Preserving Access to Home Health Act of 2022 This bill restricts the Centers for Medicare & Medicaid Services (CMS) from decreasing payments for Medicare home health services based on certain adjustments until 2026. Current law requires the CMS to make certain permanent and temporary payment adjustments under the Medicare prospective payment system for home health services based on behavioral assumptions for 2020 through 2026. The bill restricts the CMS from making adjustments that decrease payments until 2026; the CMS must also ensure that any such necessary decreases are made before 2032.

National Plan to End Parkinson's Act This bill requires the Department of Health and Human Services (HHS) to carry out a project to prevent and cure Parkinson's disease (a progressive brain disorder that causes unintended or uncontrollable movements) and related conditions. Among other components of the project, HHS must (1) implement and periodically update a national plan to coordinate and guide efforts to prevent and cure the disease; (2) improve diagnosis, treatment, and care of those with the disease; and (3) address health and other disparities related to the disease. HHS must also conduct annual assessments on the preparation for and response to the increased burden of Parkinson's disease. In addition, the bill establishes a council, comprised of federal and nonfederal stakeholders, to advise HHS on and make recommendations concerning the prevention and cure of Parkinson's disease. The bill's provisions terminate at the end of calendar year 2035.

Streamlining Income-driven, Manageable Payments on Loans for Education Act or the SIMPLE Act This bill directs the Department of Education to establish certain notification and automatic enrollment procedures for borrowers who are delinquent on federal student loans or who are rehabilitating defaulted student loans, including to automatically enroll these borrowers in income-driven repayment plans.

Rural Physician Workforce Production Act of 2022 This bill allows certain hospitals to receive additional payment under Medicare for full-time equivalent residents who receive training in rural areas. Specifically, hospitals, critical access hospitals, sole community hospitals, and rural emergency hospitals may elect to receive payment for time spent by a resident in a rural training location if the resident trains for at least eight weeks in the location and the hospital pays the salary and benefits of the resident during this time. Additionally, hospitals may receive payment for all time spent by residents in a residency program in which 50% of all training is in rural locations, regardless of where the training occurs or specialty. Payments are based on the difference between the total amount of eligible payments (as determined by the Centers for Medicare & Medicaid Services) and the amount of graduate medical education payments received (if applicable).

This bill directs the Department of Agriculture to provide emergency relief to producers of livestock with herds adversely affected by Mexican gray wolves. Additionally, the bill increases the indemnity compensation that producers are provided for reimbursement from 75% to 100% of the market value of the affected livestock.

Preventing Abuse and Neglect of Vulnerable Americans Act of 2022 This bill requires the Centers for Medicare & Medicaid Services (CMS) to publish specified information on its website relating to deficiencies of Medicaid intermediate care facilities for individuals with intellectual disabilities, including information regarding inspections, complaints, and administrative actions. The CMS must also (1) develop and publish a standardized complaint form for such facilities; and (2) convene an advisory council to recommend ways to prevent abuse, neglect, and exploitation in such facilities. The bill also allows Medicaid and Medicare providers (e.g., skilled nursing facilities) to access, through the National Practitioner Data Bank, disciplinary information for affiliated physicians and other health care practitioners, as reported by state licensing authorities.

Respect for Marriage Act This bill provides statutory authority for same-sex and interracial marriages. Specifically, the bill replaces provisions that define, for purposes of federal law, marriage as between a man and a woman and spouse as a person of the opposite sex with provisions that recognize any marriage that is valid under state law. (The Supreme Court held that the current provisions were unconstitutional in United States v. Windsor in 2013.) The bill also replaces provisions that do not require states to recognize same-sex marriages from other states with provisions that prohibit the denial of full faith and credit or any right or claim relating to out-of-state marriages on the basis of sex, race, ethnicity, or national origin. (The Supreme Court held that state laws barring same-sex marriages were unconstitutional in Obergefell v. Hodges in 2015; the Court held that state laws barring interracial marriages were unconstitutional in Loving v. Virginia in 1967.) The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations.

End Veteran Homelessness Act This bill expands eligibility for and makes other changes to a supportive housing program for veterans. Under current law, the program provides housing vouchers to homeless veterans with chronic mental illnesses or substance use disorders and requires veterans to be assigned case managers. This bill (1) permits veterans who are formerly homeless or at risk of becoming homeless to also receive the vouchers, and (2) requires the assignment of a case manager only if the veteran is determined to need case management.

Ensuring Access to Abortion Act of 2022 This bill prohibits anyone acting under state law from interfering with a person's ability to access out-of-state abortion services. ( Abortion services includes the use of any drugs that are approved to terminate pregnancies and any health care services related to an abortion, whether or not provided at the same time or on the same day.) Specifically, the bill prohibits any person acting under state law from preventing, restricting, impeding, or retaliating against health care providers who provide legal abortion services to out-of-state residents, any person or entity who helps health care providers to provide such services, any person who travels to another state to obtain such services, any person or entity who helps another person travel to another state to obtain such services, or the movement in interstate commerce of drugs that are approved to terminate pregnancies. The Department of Justice may enforce this bill through civil actions; the bill also establishes a private right of action for violations.

Faster Payments to Veterans' Survivors Act of 2022 This bill modifies policies and procedures related to the payment of benefits under certain life insurance programs administered by the Department of Veterans Affairs (VA). If a primary beneficiary has not made a claim for payment within one year (currently two years) after the death of the insured under the National Service Life Insurance (NSLI) program or the United States Government Life Insurance (USGLI) program, the VA is authorized to make payment to another designated beneficiary as if the primary beneficiary had predeceased the insured. If no designated beneficiary makes a claim within two years (currently four years) after the death of the insured, the VA is authorized to make a payment to a person the VA deems to be equitably entitled to such benefit. The bill also modifies the beneficiary designation process under NSLI and USGLI. Specifically, if a person does not designate a beneficiary for insurance, or if the designated beneficiary predeceases the insured person, the VA must determine the beneficiary in a specified order of succession. Additionally, the bill requires the VA to improve its processes and procedures with respect to identifying, locating, and paying hard-to-find beneficiaries of life insurance policies, including by improving its website search tools.

Backlog Justice Act of 2022 This bill requires certain actions to address the backlog of untested sexual assault kits. For example, the bill (1) directs the Bureau of Justice Assistance to establish a publicly accessible online database regarding untested kits, and (2) requires the Department of Justice to provide an increased amount of certain grant funding for states that have in place electronic evidence tracking systems for these kits.

Supporting Opportunities to Build Everyday Responsibility Act of 2022 or the SOBER Act of 2022 This bill directs the Department of Justice to establish a grant program to provide funding for 24-7 sobriety programs. It also directs the National Institute of Justice to evaluate the policies and procedures used by grant recipients to reduce crime, recidivism, and incarceration attributed to use of alcohol or controlled substances.

Optimizing Postpartum Outcomes Act of 2022 This bill requires (1) the Centers for Medicare & Medicaid Services to issue guidance to support coverage of prenatal and postpartum pelvic health services under Medicaid and the Children's Health Insurance Program (CHIP), (2) the Government Accountability Office to study gaps in Medicaid coverage of these and other services for postpartum women, and (3) the Centers for Disease Control and Prevention to educate health professionals and postpartum women on pelvic health services.
