Comprehensive Smoking Education Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to inform the public of the health hazards of cigarettes through research, demonstration, and educational activities. Establishes an Interagency Committee on Smoking and Health to coordinate such Federal and private activities. Requires the Secretary to report to Congress biennially (with the first report due by January 1, 1984). Amends the Federal Cigarette Labeling and Advertising Act to require cigarette packages to carry one of three specified label warnings on a rotating basis. Makes it unlawful to advertise cigarettes without one of three specified warnings. Makes it unlawful to manufacture, import, or package cigarettes commercially without disclosing tar, nicotine, and carbon monoxide levels on the package. Requires the Secretary to test such levels at least once a year. Makes it unlawful to manufacture, import, or package cigarettes commercially without first filing with the Secretary a list of chemical additives (types and amounts). Requires the Secretary to report at least annually to Congress regarding cigarette additives and their health hazards. Increases the fine for violation of such Act from $10,000 to $100,000.

Amends title XVIII (Medicare) of the Social Security Act to permit hospital of up to 125 beds (currently, 50 beds) in a rural area to use its inpatient hospital facilities to provide services which if provided by a skilled nursing facility would constitute extended care services.

Expendable Launch Vehicle Commercialization Act - Prohibits persons from launching a space object from the territory of the United States (or, in the case of U.S. nationals, from international waters or air space as well) unless they are properly licensed. Sets criminal penalties for violation of this Act. Directs the Secretary of Commerce to issue such licenses. Sets forth certain conditions of and procedures for licensing. Requires license applicants to obtain liability insurance. Permits the Secretary to suspend or revoke such licenses in specified circumstances.

Urges the President to: (1) use every diplomatic and political tool to ensure that those responsible for the death of Benigno Aquino are brought to justice; (2) cancel his trip to the Philippines; and (3) propose the convening of an impartial international tribunal to investigate the Aquino assassination. States that the Congress expects: (1) democracy to be restored to the Philippines; and (2) free elections to be held there in May 1984 with a free press and the full participation of the opposition parties. States that if the Marcos government refuses such tribrunal and elections, the United States should reevaluate its relations with the Marcos government, including the status of military and economic aid. Expresses congressional condolences to the Aquino family and the Filipino people.

Prohibits the sale of alcoholic beverages to persons under the age of 21 if the beverage has traveled in interstate commerce or if the sale or offer of sale is made in an establishment which is in or affects interstate commerce. Subjects violators to a maximum civil penalty of $5,000. Directs the Secretary of Commerce to assess such penalty by an order made on the record after opportunity for a hearing in accordance with specified law. Prescribes due process procedures for assessing such penalties. Authorizes the Secretary to compromise or modify such penalties. Authorizes judicial review for persons aggrieved by civil penalty assessments. Restricts petitions for such judicial review to a specified time period. Directs the Attorney General to recover penalties in arrears in a civil action in Federal district court. Authorizes citizens' civil actions to enjoin alleged violators of the alcoholic beverage proscription under this statute. Prescribes procedure and appropriate venue for such civil actions. Confers jurisdiction upon Federal district courts over such suits, without regard to amount in controversy or citizenship of the parties. Authorizes the court to award the plaintiff attorney's fees, court costs, and expert witness fees.

Payroll Deduction Facilitation Act - Eliminates the fee imposed on financial organizations which receive payroll deductions from Federal employees. Amends the Right to Financial Privacy Act of 1978 to make an exception in any case in which a Government authority which has a disbursing function needs to know, for the sole purpose of properly administering such disbursing function: (1) the name and address of any individual customer with access to an account which was credited, or which should have been credited, with any deposit disbursed by such authority; or (2) the amount so credited. Permits a transfer between Government authorities of any information thus obtained, as long as such transfer is made for, and such information will be used for, the sole purpose of properly administering the law which authorizes the payment of funds involved.

Amends the Omnibus Budget Reconciliation Act of 1982 to prohibit the provision changing the figure used in determining the hourly pay rates for Federal employees from taking effect before the effective date of the comparability increase in such pay rates for FY 1984.

Authorizes the Veterans Administration to furnish each veteran with a compensable service-connected disability such drugs and medicines as may be prescribed by any licensed physician for treatment of the service-connected disability.

Prevention, Identification, and Treatment of Elder Abuse Act of 1981 - Directs the Secretary of Health and Human Services to establish an office known as the National Center on Elder Abuse to: (1) compile an annual summary of recently conducted research on elder abuse; (2) develop and maintain an information clearinghouse on all programs for the prevention and treatment of such abuse; (3) compile training materials for personnel engaged in elder abuse prevention; (4) provide technical assistance for the planning and implementing of programs relating to the problems of elder abuse; and (5) investigate the causes and national incidence of elder abuse. Authorizes the Secretary to make grants to or enter into contracts with public agencies or nonprofit organizations for demonstration projects designed to prevent and treat elder abuse. Sets forth the terms and conditions for such grants. Authorizes the Secretary to make grants to States for the development and implementation of elder abuse prevention and treatment programs. Requires such States to have in effect a State elder abuse law with mandatory reporting provisions. Sets forth other requirements for eligibility. Prohibits the use of assistance for construction of facilities. Directs the Secretary to establish criteria to achieve equitable distribution of assistance among the States. Authorizes appropriations.

Wine Equity Act of 1983 - Requires the President to direct the U.S. Trade Representative (USTR) to negotiate the harmonization of tariff and nontariff barriers on wine with each designated major trading country. Requires negotiations with designated major trading countries which do not export wine to the United States in order to eliminate all tariff and nontariff trade barriers of such countries to the importation of U.S. wine. Requires the President to impose tariff and nontariff trade barriers equal or substantially equivalent to the barriers applied by a designated major trading country if such country does not provide harmonization to U.S. produced-wine with 180 days of the country's designation as a designated major trading country. Provides for removing such U.S. tariff and nontariff barriers. Requires the USTR to report to specified congressional committees at the beginning and end of each negotiation. Requires the USTR to consult with such committees to identify further tariff and nontariff barriers to and potential markets for U.S. wine. Provides for assistance for the USTR from other Federal agencies.

Women's Business Ownership Act of 1983 - Establishes the National Commission on Women's Business Ownership to review: (1) the status of women business owners nationwide; (2) the role of the Federal Government in aid to and the promotion of women business owners; and (3) data collection procedures with regard to women-owned businesses and Federal initiative and procurement. Directs the Commission to recommend: (1) new private sector initiatives regarding management and technical assistance to women business owners; (2) ways to create greater access to credit for women in business; and (3) ways to enhance procurement opportunities for women business owners. Terminates the Commission on the date that it transmits its final report to the President and to each House of the Congress. Authorizes appropriations.

Provides for reimbursement of travel expenses of certain presidential appointees. Increases the number of pounds of household goods and personal effects which Federal agencies are authorized to pay for moving in connection with the transfer or reassignment of an employee. Requires that Federal regulations relating to moving expenses for Federal employees shall provide that the reassignment or transfer of an employee for permanent duty outside the employee's commuting area shall take effect only after the employee has been given a reasonable period of advance notice. Provides for payment of living expenses to such Federal employees for 60 (currently 30) days while they are occupying temporary quarters. Permits extending such payments for an additional 60 days if the head of the agency concerned determines that there are compelling reasons for the continued occupancy of temporary quarters. Limits reimbursement in connection with the sale of an employee's residence to 10 percent of the sale price or $15,000 whichever is less. Limits reimbursement in connection with the purchase of a new residence to 5 percent of the purchase price or $7,500 whichever is less. Links increases in such amounts to the Consumer Price Index. Provides for reimbursement of: (1) Federal, State, and city income taxes incurred by an employee for moving or storage expenses; and (2) income taxes incurred due to the reimbursement of such taxes.

Automobile Consumer Protection Act of 1983 - Authorizes a consumer to notify the manufacturer, its agent, or its authorized dealer that an automobile does not conform to all applicable warranties. Requires such nonconformity to be corrected at no charge even though the corrections may have to be made after the expiration of the warranty period. Provides that if the defect or condition not in conformity with the warranty cannot be corrected after a reasonable number of attempts, the manufacturer must either replace the motor vehicle with a comparable one or refund the full purchase price less a reasonable allowance for mileage and any damage not attributable to normal wear and tear. Permits a manufacturer to allege as an affirmative defense to any such claim either that: (1) the nonconformity does not substantially impair the value of the motor vehicle; or (2) it is the result of abuse, neglect, or unauthorized modification or alterations. States that if a manufacturer has established an informal dispute procedure, the refund or replacement requirements will not apply unless the consumer resorts to such procedures. Prohibits a consumer from waiving, limiting, or disclaiming these provisions. Requires an action brought under these provisions to be commenced within four years after the date of the original delivery of the motor vehicle. Permits the court to award attorney's fees to a prevailing plaintiff.

Urges the Secretary of Education to postpone further action on the reorganization of certain programs in the Department of Education until a study by the General Accounting Office determines that such reorganization would not reduce the ability of the Department to achieve the goals intended by Congress when it authorized the affected programs.

Social Security Disability Benefits Reform Act of 1983 - Title I: Standards of Disability - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that an individual who is receiving disability benefits or child, widow's, or widower's insurance benefits based on disability may be determined not to be entitled to such benefits on the grounds that the disability involved has ceased, does not exist, or is not disabling, only if: (1) there has been medical improvement in the individual's impairment so that the individual can engage in substantial gainful activity; (2) the individual can engage in substantial gainful activity as a result of medical or vocational therapy or technology; or (3) on the basis of new or improved diagnostic techniques, the individual's impairment is not considered as disabling as it was at the time of the most recent prior disability determination and the individual can engage in substantial gainful activity. Requires the Secretary of Health and Human Services to: (1) conduct a study, in conjunction with the National Academy of Sciences, on the use of subjective evidence of pain in making disability determinations; and (2) submit the study results to specified congressional committees. Requires the Secretary to consider the combined effect of all of an individual's impairments in determining whether such individual is unable to engage in substantial gainful activity. Title II: Disability Determination Process - Requires the Secretary to revise the criteria under the category "Mental Disorders" in the "Listing of Impairments" in effect under part 404 of title 20 of the Code of Federal Regulations which are used to make individualized determinations of disability for purposes of determining eligibility for disability benefits under title II of the Social Security Act. Prohibits the Social Security Administration from carrying out continuing eligibility reviews with respect to individuals previously determined to be under a disability due to mental impairment until such revisions have been established by final regulation. Makes such prohibition inapplicable in any case involving fraud or where an individual is engaged in substantial gainful activity. Sets forth requirements for the redetermination of disability determinations made after the enactment of this Act and before the date on which the Secretary's revisions are established by final regulation. Provides that an initial disability determination by the Secretary or by a State agency which is unfavorable to a disability benefit applicant shall remain pending until after notice and opportunity for review. Requires that such a determination contain a statement of the case which indicates the basis of the disability determination, the right to a review, and the right to submit additional medical evidence before such review. Entitles the applicant or the applicant's spouse, divorced spouse, surviving divorced spouse, surviving spouse, surviving divorced mother, child, or parent to a review of a pending disability determination upon request and upon a showing that his or her rights may be prejudiced by such determination. Sets forth procedural requirements with respect to such a review. Requires the Secretary or the State agency to affirm or modify a pending disability determination on the basis of such a review. Provides that an initial decision by the Secretary as to an individual's eligibility for disability benefits which is based upon an initial disability determination and which is unfavorable to such individual shall contain a statement of the case which indicates the basis of such decision, the individual's right to a hearing, and the individual's right to submit additional evidence before or at such hearing. Entitles an individual who is dissatisfied with an initial decision by the Secretary to judicial review. Requires the Secretary to conduct demonstration projects in at least five States implementing the amendments made by this Act. Requires the Secretary to report to specified congressional committees on such projects. Removes certain time restrictions on the continued payment of disability benefits during the appeal process. Requires the Secretary to study and report to specified congressional committees on: (1) the effect of the continued payment of benefits during the appeal process upon the expenditures of the Federal Disability Insurance Trust Fund; and (2) the rate of appeals to administrative law judges of unfavorable disability benefit entitlement determinations. Provides that a disability determination in the case of an individual with a mental impairment shall be made only after a qualified psychiatrist or psychologist employed by the State agency or the Secretary has made the proper medical evaluation. Requires the Secretary to prescribe standards with respect to consultative examinations which must be obtained for disability determinations. Title III: Miscellaneous Provisions - Provides for the application of Federal rulemaking and administrative procedure requirements to disability determinations under title II of the Social Security Act. Specifies certain decisions by a U.S. court of appeals with which the Secretary and the Department of Health and Human Services must comply, unless there is a review by the U.S. Supreme Court. Expands the types of cases with respect to which States may be reimbursed by the Secretary for the costs of furnishing vocational rehabilitation services. Establishes in the Department of Health and Human Services an Advisory Council on the Medical Aspects of Disability, which shall advise and make recommendations to the Secretary on disability standards, policies, and procedures. Terminates the Council on December 31, 1985. Amends title VII (Administration) of the Social Security Act to require that each report by the Secretary to Congress on the administration of the Social Security Act contain a description of the current status of the disability insurance program under title II of such Act. Requires the Secretary to establish enough attorney adviser positions in the Department of Health and Human Services to insure adequate opportunity for career advancement for attorneys in the Social Security Administration. Requires that such attorneys be given qualifying experience for appointment to administrative law judge positions. Requires the Secretary to report to specified congressional committees with respect to complying with these requirements.

Establishes a Commission on the Eleanor Roosevelt Centennial to encourage and coordinate Federal observance of October 11, 1984, the centennial of Eleanor Roosevelt's birth. Directs the Secretary of the Interior, acting through the Director of the National Park Service, to complete the renovation of the Eleanor Roosevelt National Historic Site at Val-Kill in Hyde Park, New York, in FY 1984, sufficiently to open it to full public visitation. Authorizes appropriations.

Expresses the sense of the House of Representatives that: (1) legislation is immediately required to protect Medicare and Medicaid (titles XVIII and XIX of the Social Security Act); and (2) an urgency exists to assure affordable health care for older Americans. States that Congress should enact legislation to reduce and control the rising cost of health care.

Amends the Federal Food, Drug, and Cosmetic Act to authorize the Secretary of Health and Human Services to impose restrictions on the distribution, dispensing, and administration of prescription drugs determined to present significant risks to patients or public health without such restrictions. Authorizes the imposition of such restrictions as a condition of approval for, or continued use of, new drugs. Prohibits the imposition of such restrictions on certain practitioners. Requires, for any drug determined to involve a risk of serious illness or injury, the voluntary and informed consent of the patient before the drug is dispensed. Requires a biennial evaluation of drug restrictions to determine whether they require modification or removal. Directs the Secretary, if necessary, to require persons approved to dispense new drugs to establish a system for identifying and collecting data on their effect on users and other clinical experience and to report to the Secretary on such data. Requires manufacturers of non-prescription drugs to establish a similar system and to make similar reports to the Secretary. Directs the Secretary to establish in the Food and Drug Administration a National Center for Drug Surveillance to coordinate such data collection. Requires the Secretary to report to Congress not later than six months after the end of a fiscal year on the information and data collected under this Act. Directs the Secretary to establish a program to encourage physicians, institutional health care providers, and patients to report adverse reactions to drugs to the National Center for Drug Surveillance.

Authorizes the President to present, on behalf of Congress, a gold medal to Margaret Truman Daniel, daughter of Harry S. Truman, in recognition of the lifetime of outstanding public service he gave to the United States. Commemorates his one hundredth birthday which will be celebrated on May 8, 1984. Authorizes appropriations.

Amends title XVIII (Medicare) of the Social Security Act to provide that nursing care and home health aid services may be provided on a daily basis as home health services for up to 90 days with monthly physician certification of the need for such services, and after the 90 day period, on a physician certification of exceptional circumstances. Limits to 20 the number of home health service visits covered under Medicare in the case of individuals who were furnished certain home health services but continue to need nursing care or the services of a home health aide.

Directs the Administrator of Veterans Affairs to establish and maintain a post-traumatic stress disorder program at the Veterans Administration hospital in Brecksville, Ohio. Requires such program to provide treatment for any veteran who incurred such a disorder as a result of active duty service in Vietnam during the Vietnam era. Directs the Administrator to establish an advisory committee of representatives from Vietnam era and other veterans and community groups. Authorizes appropriations.

Amends the Federal Supplemental Compensation Act of 1982 to extend the payment of benefits under the Federal supplemental unemployment compensation program for an additional six months, through March 31, 1984. Provides that the rate of insured unemployment for any period, for purposes of such Act, shall be determined in the same manner as under the Federal-State Extended Unemployment Compensation Act of 1970, except that individuals filing claims for any type of compensation (whether regular, extended, additional, or Federal supplemental compensation) shall be taken into account.

Amends the Omnibus Budget Reconciliation Act of 1981 to remove the requirement under the food stamp program that all household income other than migrant worker household income be calculated on a retrospective basis. Amends the Food Stamp Act of 1977 to allow State agencies to shorten or lengthen household certification periods to improve program administration. Allows State agencies to calculate on a prospective basis the earned income of specified households. Provides for supplementing, at the option of a State agency, allotments of households that experience significant losses of income. Requires households subject to retrospective accounting to file periodic reports of household circumstances.

Amends the Social Security Amendments of 1983 to exclude from coverage under the Old Age, Survivors and Disability Insurance program those individuals who, on December 31, 1983, are employees of nonprofit organizations which do not have in effect a certificate under the Internal Revenue Code which waives the exemption of their employees from the Old Age, Survivors and Disability Insurance program.

Amends the Internal Revenue Code to provide that one-half of the cost of insurance paid by a self-employed taxpayer for medical care during the taxable year will be allowed as a business deduction.

National Economic Cooperation Act of 1983 - Amends the Employment Act of 1946 to add a new title on national economic cooperation. Establishes a National Economic Cooperation Council. Sets forth the purposes of the Council, including the requirement that the Council report annually to the President and the Congress on the state of the national economy. Requires that the general policies and administrative direction of the Council shall be controlled by a Board composed of nine members appointed by the President, by and with the advice and consent of the Senate. Sets forth the qualifications of members of the Board. Requires the principal administrative officer of the Council to be an Executive Director appointed by the Board. Requires the Council to promote the growth and vitality of the U.S. economy by: (1) collecting and analyzing relevant data concerning economic trends and market opportunities; (2) evaluating existing and alternative government and business policies in terms of their impact on the capacity of American enterprises to take advantage of those trends and opportunities; (3) recommending government and business strategies and practices which will improve that capacity; (4) developing such concensus among the branches of government, labor, and business as is necessary to implement such strategies and practices; and (5) evaluating State and local policies and practices in terms of their impact on the economy. Sets forth methods for the Council to follow in carrying out such functions. Authorizes the Council to make special reports as necessary, in addition to its annual report. Sets forth the authority of the Council to conduct hearings. Establishes within the Council a Bureau of Economic Information and a Bureau of Economic Analysis and Policy. Sets forth the duties of such Bureaus. Directs the President to designate a Special Adviser for Economic Coordination who: (1) shall be the principal official responsible for the coordination of executive branch trade and economic functions and activities; and (2) shall serve as the principal liaison official between executive branch departments and agencies and the Council. Authorizes appropriations for FY 1984 through 1989. Sets forth general administrative provisions.

Expresses the sense of the Congress that use of the five year quantitative restrictions recommended by the domestic specialty steel industry on imported specialty steel will: (1) eliminate unfair competition; and (2) provide time for plant modernization and for research and development projects. Urges the President to implement such import relief for the domestic industry in lieu of the restrictions recommended by the United States International Trade Commission.
