Express support for the creation of a national plan to align the demands for economic development with the resources of the United States.

Iraq Strategic Agreement Review Act of 2008 - Directs the Secretary of State, the Secretary of Defense, and any other necessary representative of the executive branch of the U.S. government to begin consultations with the appropriate congressional committees and leadership on any potential long-term security, economic, or political agreement (agreement) with the government of Iraq. Expresses the sense of the Congress that: (1) full Iraqi sovereignty is in the U.S. national interest; and (2) any agreement that is not in the form of a treaty with respect to which the Senate has given its advice and consent to ratification under Article II of the Constitution of the United States does not have the force and effect of law. Prohibits obligating or expending funds for the implementation of any agreement with the government of Iraq unless the agreement is in the form of a treaty with respect to which the Senate has given its advice and consent to ratification under Article II.

National Guardsmen and Reservists Parity for Patriots Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Fair Treatment for Experienced Pilots Act - Amends federal transportation law to allow a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old, provided that a pilot who has attained age 60 may serve as pilot-in-command on international flights only if there is another pilot in the flight crew who has not yet attained 60 years of age. Prohibits subjecting pilots to different medical examinations and standards on account of age unless to ensure an adequate level of safety in flight, except that no person who has attained 60 years of age may serve as a pilot unless such person has a first-class medical certificate. Requires air carriers to: (1) continue to provide FAA-approved training to pilots, with specific emphasis on initial and recurring training and qualification of pilots who have attained 60 years of age; and (2) evaluate, every six months, the performance of pilots who have attained 60 years of age through a line check of such pilot. Requires the Comptroller General to report to Congress on the effect of the modification of pilot age requirements, if any, on aviation safety.

Superior National Forest Land Adjustment Act of 2007 - Authorizes the Secretary of Agriculture to sell certain lands in Superior National Forest in Minnesota. Requires: (1) consideration for a sale of lands to be not less than the appraised market value of those lands; and (2) the first offer for the sale of the lands under this Act to be made to Poly Met Mining, Inc.

North Country National Scenic Trail Route Adjustment Act of 2007 - Amends the National Trails System Act to add certain existing hiking trails along Lake Superior's north shore and in Superior National Forest and Chippewa National Forest to the North Country National Scenic Trail in northeastern Minnesota.

Mail Network Protection Act of 2007 - Requires the U.S. Postal Service to bargain with unions representing career Postal Service employees before entering into a contract for mail processing, mail handling, or surface transportation of mail if the contract, in a 12 month period, would involve work that would otherwise be performed by those employees and either: (1) involve more than a specified amount of work time; or (2) cost over $5 million.

Native American Heritage Day Act of 2007 - Makes specified findings, including that the Friday immediately succeeding Thanksgiving Day of each year would be an appropriate day to designate as Native American Heritage Day. Encourages educational institutions to develop model educational curricula, in consultation with Native American governmental leaders, for purposes of recognizing a Native American Heritage Day, emphasizing the contributions of Native Americans to the United States and the world. Encourages the people of the United States, as well as federal, state, and local governments and interested groups and organizations to observe a Native American Heritage Day with appropriate programs, ceremonies, and activities.

College and University Rural Education (CURE) Act of 2007 - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to award grants to partnerships between rural institutions of higher education (IHEs) and rural local educational agencies, rural education service agencies, regional employers, or rural education nonprofit organizations for activities to: (1) improve the rural IHE enrollment rates of rural high school graduates and former attendees; and (2) encourage nontraditional students' participation in rural IHE degree programs. Authorizes the Secretary to award grants to partnerships between rural IHEs and regional employers to: (1) provide additional training to rural IHE attendees in careers relevant to the regional economy; and (2) encourage regional businesses to employ rural IHE graduates. Authorizes the Secretary to award grants to rural IHEs to create or strengthen academic programs that prepare graduates to enter high-need occupations in the regional and local economies. Requires the General Accountability Office (GAO) to investigate, and make recommendations to Congress regarding the improvement of, rural access to four-year IHEs and degree programs.

American Anti-Torture Act of 2007 - Amends the Detainee Treatment Act of 2005 to prohibit any person in the custody or control of the United States (under current law, the Department of Defense) from being subject to any treatment or technique of interrogation not authorized by and listed in the U.S. Army Field Manual on Intelligence Interrogation. Makes such prohibition inapplicable with respect to any person in the custody or control of the United States (under current law, the Department of Defense) pursuant to a U.S. criminal or immigration law.

Stop Outsourcing Security Act - Directs the Secretary of State to ensure that only government personnel provide security services at U.S. diplomatic or consular missions in Iraq. Requires the President to report to Congress on the status of planning for the use of Government and military personnel instead of private contractors for mission critical or emergency essential functions by January 1, 2009, in all conflict zones where Congress has authorized the use of force. Authorizes Congress access to contracts and task orders in excess of $5 million entered into by the Department of Defense (DOD), the Department of State, the Department of the Interior, and the United States Agency for International Development (USAID) during the period beginning October 1, 2001, and ending on the last day of the month during which this Act is enacted for work to be performed in Iraq and Afghanistan. Requires certain reports to Congress regarding such contracts.

Medicare Recovery Audit Contractor Program Moratorium Act of 2007 - Directs the Secretary of Health and Human Services to effect a one-year moratorium on the Medicare recovery audit contractor program, under which the Secretary contracts with recovery audit contractors to identify underpayments and overpayments, and recoup overpayments, with respect to all services for which payment is made under part A or B of title XVIII (Medicare) of the Social Security Act. Requires: (1) the Administrator of the Centers for Medicare & Medicaid Services to evaluate the program for Congress; and (2) the Comptroller General to report to Congress on the use of recovery audit contractors in the Medicare Integrity program.

Adoption Equality Act of 2007 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to revise requirements for children with special needs in the adoption assistance program. Requires that the child be in the care of a public or licensed private child placement agency or Indian tribal organization pursuant to a voluntary placement agreement, relinquishment, or involuntary removal of the child from the home, where the state has determined that continuation in the home would be contrary to the child's safety or welfare. Specifies related requirements. Prohibits adoption assistance to parents with respect to a child who is not a U.S. citizen or resident, and who was adopted outside of the United States or brought into the United States for the purposes of being adopted. Expresses the sense of the Congress that the states should reinvest in child welfare programs any savings resulting from the implementation of this Act.

National Highway Bridge Reconstruction and Inspection Act of 2007 - Amends federal transportation law to revise the national highway bridge replacement and rehabilitation program to direct the Secretary of Transportation to develop a risk-based priority process for states to assign priority for the replacement or rehabilitation of all federal-aid highways bridges found to be structurally deficient or functionally obsolete. Requires states, as a condition for receiving federal assistance, to develop, and annually update, an approved five-year performance plan for highway bridge inspection and rehabilitation and replacement. Directs the Secretary to: (1) annually revise, as necessary, the data contained in the national bridge inventory; (2) make such data more accessible to the public; (3) update national bridge inspection standards; (4) expand the national training program for bridge inspectors to ensure that all bridge inspectors are appropriately trained and certified; and (5) revise federal regulations concerning the qualification of state highway bridge inspection personnel to require program managers and team leaders to be licensed professional engineers. Revises national bridge inspection standards to provide for annual inspections of structurally deficient highway bridges, including biennial inspections of those bridges that have not been determined to be structurally deficient.

John. F. Kennedy Center Reauthorization Act of 2007 - Amends the John F. Kennedy Center Act to authorize the Trustees of the John F. Kennedy Center for the Performing Arts (the Board) to study, plan, design, engineer, and construct a photovoltaic system for the main roof of the John F. Kennedy Center for the Performing Arts. Requires the Board, no later than 60 days before beginning construction of the system, to report on the feasibility and design of such project. Authorizes appropriations for FY2008-FY2010 to the Board for: (1) maintenance, repair, and security; (2) capital projects; and (3) the photovoltaic system.

Over-the-Road Bus Transportation Accessibility Act of 2007 - Amends federal transportation law to add as a registration condition for motor carriers of passengers that a carrier be willing and able to comply with specified accessibility requirements for transportation provided by an over-the-road bus (characterized by an elevated passenger deck located over a baggage compartment). Directs the Secretary of Transportation and the Attorney General to enter into a memorandum of understanding to delineate the specific roles and responsibilities of the Department of Transportation and the Department of Justice, respectively, in enforcing carrier compliance with such requirements.

Amends the Deficit Reduction Act of 2005 to require the Secretary of Health and Human Services to promulgate final regulations revising case management and targeted case management under title XIX (Medicaid) of the Social Security Act. (Currently, such regulations may be effective and final immediately on an interim basis as of their publication date.) Requires such regulations to be consistent with: (1) federal rule making notice and comment requirements, except that the period of public comment on them shall be at least 80 days; and (2) congressional review requirements. Makes the regulations effective at least 90 days after publication in the Federal Register or presentation to each chamber or the Comptroller General, whichever occurs later. Repeals the Secretary's authority to change or revise such regulations after completion of the comment period.

Providing Resources, Officers, and Technology to Eradicate Cyber Threats to Our Children Act of 2007 or the PROTECT Our Children Act of 2007 - Requires the Attorney General to appoint a Special Counsel for Child Exploitation Prevention and Interdiction within the Office of Deputy Attorney General to coordinate Department of Justice (DOJ) policies and strategies for the prevention and investigation of child exploitation cases. Establishes within the Office of Justice Programs in DOJ an Internet Crimes Against Children Task Force (ICAC Task Force), consisting of state and local task forces (one task force for each state) to address online enticement of children, child exploitation, and child obscenity and pornography cases. Requires the Attorney General to establish a National Internet Crimes Against Children Data Network Center to assist the ICAC Task Force program and federal, state, local, and tribal agencies investigating and prosecuting child exploitation. Authorizes the Office of Justice Programs to award grants to state and local ICAC task forces to combat Internet crimes against children. Requires the Attorney General to establish additional computer forensic capacity to address backlogs, including for child exploitation investigations. Authorizes funding for additional agents and personnel for the Federal Bureau of Investigation (FBI) and the Bureau of Immigration and Customs Enforcement. Requires the Attorney General to report to Congress annually on resources used to investigate and prosecute child exploitation and child obscenity cases.

Blind Persons Earnings Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include among individuals eligible for public safety officers' death benefits nongovernmental employees and volunteers: (1) of a fire department, ground or air ambulance service, or first responder or rescue squad that is licensed or recognized by a state or local government; and (2) who perform official duties serving the public in fire suppression, rescue, or emergency medical and ambulance services.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

New Diplomatic Offensive for Iraq Act - Directs the President to implement a regional diplomatic plan in conjunction with the U.N. Security Council to: (1) curtail the ongoing civil war in Iraq; (2) prevent the spread of violence from Iraq into neighboring countries; (3) prevent the establishment of safe havens for al-Qa'ida and other terrorist organizations; (4) prevent regional conflict; (5) prevent genocide, ethnic cleansing, and other crimes against humanity; and (6) promote a national process of reconciliation within Iraq. States that it is U.S. policy to: (1) undertake a sustained diplomatic effort to engage the governments of regional nations on issues that impact the situation in Iraq; (2) continue and expand U.S. direct bilateral talks with nations neighboring Iraq on issues of mutual interest; (3) support the goals specified in the International Compact for Iraq; and (4) encourage the increased engagement of international organizations in working to achieve stability and security in Iraq. Directs the President to appoint a Presidential Special Envoy for Iraq Regional Security whose duties shall include: (1) discussions with the government of Iraq and governments of neighboring countries to support Iraq's efforts to achieve peace and stability and to take necessary actions to prevent regional instability, including organizing a related Iraq Support Group; and (2) working with Iraqi officials and other domestic stakeholders to organize a forum for negotiations on national reconciliation. Directs the Secretary of State to organize an international donors conference to solicit additional international commitments of funding and support for reconstruction and economic development in Iraq. Directs the President direct the U.S. Permanent Representative to the United Nations to seek a Security Council resolution that: (1) supports regional and international cooperation in promoting stability and development in Iraq; (2) encourages increased support for efforts to rebuild and expand Iraq's economy and critical infrastructure; and (3) authorizes renewed U.N. assistance to promote security and political reconciliation in Iraq, including a commitment to an increased U.N. role following the beginning of a U.S. Armed Forces' redeployment from Iraq.

Supports the observance of Breast Cancer Awareness Month in order to provide a special opportunity to offer education on the importance of monthly breast self-examinations and annual mammograms. Salutes the more than 2.4 million breast cancer survivors in the United States and the efforts of victims, volunteers, and professionals who combat breast cancer each day. Recognizes and applauds the national and community organizations for their work in promoting awareness about breast cancer, providing information, and offering treatment to its sufferers. Urges organizations and health practitioners to use this opportunity to promote awareness about breast cancer, to support monthly self-examinations, and to encourage annual mammograms.

Recognizes the service of all members of the Armed Forces serving in good standing and with honor to defend the United States, and the personal sacrifices made by them and their families. Commits to judge the merits of opinions of such members regarding the policies of the United States, including those related to military actions in Iraq, without prejudice or personal bias, including refraining from unwarranted personal attacks. Condemns the personal attacks made by broadcaster Rush Limbaugh impugning the integrity and professionalism of members who have expressed opinions regarding military actions in Iraq. Honors all members and civilian personnel serving in harm's way, as well as their families. Pledges to debate any supplemental funding request or any policy decisions regarding the war in Iraq with the solemn respect and commitment to integrity that the sacrifices of these members and civilian personnel deserve.

Directs the Secretary of the Interior to distribute the funds awarded to the Minnesota Chippewa Tribe in Minnesota Chippewa Tribe v. United States, Docket Nos. 19 and 188 in the U.S. Court of Federal Claims together with all interest and investment income accrued on deposit in trust account JA1041696 in equal shares to each of the following constituent bands of the Tribe: (1) the Bois Forte Band; (2) the Fond du Lac Band; (3) the Grand Portage Band; (4) the Leech Lake Band; (5) the Mille Lacs Band; and (6) the White Earth Band. Requires that the shares of such Bands be made available for use in the manner determined by the governing body of each Band, except that at least 20% of such funds shall be set aside for social and economic development, education, reservation infrastructure needs, and other governmental purposes.

Strategies to Address Antimicrobial Resistance Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) establish, and appoint the Director of, the Office of Antimicrobial Resistance in the Office of the Assistant Secretary for Health to develop plans for addressing antimicrobial resistance in the United States and internationally; (2) establish the Public Health Antimicrobial Advisory Board to assist the Director; and (3) develop an antimicrobial resistance strategic research plan. Renews the Antimicrobial Resistance Task Force and sets forth its membership and duties. Requires sponsors of human and animal antimicrobial drug products to report to the Office of Antimicrobial Resistance the amount of such drug products sold or distributed in the United States in a calendar year. Requires the Director to make summaries of drug distribution data publicly available. Requires the Secretary to: (1) establish at least 10 Antimicrobial Resistance Clinical Research and Public Health Network sites to describe outbreaks of antimicrobial resistant pathogens and monitor the patterns of such pathogens in individuals; and (2) award competitive grants to establish demonstration projects to assess the scope of the antimicrobial resistance problem and the use of antimicrobial drugs. Requires the Comptroller General to report to Congress on the effectiveness of this Act.

Protect America's Wildlife Act of 2007 - Amends the Fish and Wildlife Act of 1956 to add to airborne hunting offenses a prohibition against any person shooting or attempting to shoot any bird, fish, or other animal before 3:00 a.m. following a day on which the person has traveled by aircraft other than on a regularly scheduled commercial aircraft. Increases the fine for such offenses to not more than $50,000 (currently, $5,000). Prohibits a state from authorizing or undertaking any action otherwise prohibited under such Act for the purpose of increasing any game population or sport hunting. Authorizes a state to shoot predators from an aircraft to prevent a biological emergency, if: (1) the head of the state's fish and wildlife agency determines that such an emergency is imminent and there is no other means available to eliminate the emergency; (2) the shooting is conducted by an officer or employee of such agency or of the U.S. Department of Agriculture (USDA); (3) the shooting occurs only in the area where the emergency exists; and (4) the shooting removes only the minimum number of predators necessary to eliminate the emergency. Allows the Secretary of the Interior to authorize an otherwise prohibited action to prevent the extinction of any endangered or threatened species under the Endangered Species Act of 1973 if there is no other means available to address the threat of extinction. Authorizes citizen suits under the Fish and Wildlife Act of 1956.

Protecting Employees and Retirees in Business Bankruptcies Act of 2007 - Amends federal bankruptcy law to increase the maximum amount per individual or corporationof unsecured claims ranked in the fourth (wages, salaries, or commissions) and fifth (employee benefit plan contributions) order of priority. Includes within the scope of a claim in bankruptcy certain equity securities held in a defined contribution plan for the benefit of certain individuals. Ranks in sixth order of priority the diminished value of debtor's equity securities held in a defined contribution plan if the employer or plan sponsor committed fraud regarding the plan. Permits within administrative expenses certain severance pay for termination or layoffs. Prohibits certain senior executive compensation from being disproportionate in light of economic concessions by debtor's nonmanagement workforce. Disallows as an administrative expense specified executive compensation enhancements. Revises requirements governing: (1) rejection of collective bargaining agreements; (2) insurance benefits for retired employees; and (3) the status of certain employee benefits in a sale of business assets. Allows defined benefit plan participants to file claims for certain shortfalls in pension benefits. Permits inclusion within the necessary costs and expenses of preserving property the mandatory recovery of unpaid obligations owed to employees. Directs the court to consider the extent to which alternative reorganization plans maintain: (1) jobs; (2) defined benefit plans; and (3) retiree health benefits. Prohibits assumption of deferred compensation for the benefit of insiders or senior management if an employee defined benefit plan has been terminated. Limits the recovery of executive compensation if the debtor has reduced its contractual obligations under either a collective bargaining agreement or retiree benefits plan. Excepts from an automatic stay: (1) a dispute resolution proceeding established by a collective bargaining agreement prior to commencement of bankruptcy; or (2) an award or settlement under such proceeding. Authorizes the bankruptcy trustee to avoid transfers made for the benefit of an insider or certain consultants in anticipation of bankruptcy. Revises prerequisites to court confirmation of a business reorganization plan which continues retiree benefits.

Voice of Freedom Act of 2007 - Prohibits the Broadcasting Board of Governors from ceasing, degrading, or in any manner limiting the quality or reach of any of its broadcasting activities, including from the Delano Transmitting Station in Delano, California, unless a subsequent Act of Congress that provides for such cessation, degradation, or limitation.

Educator Expense Deduction Act of 2007 - Amends the Internal Revenue Code to: (1) increase the allowable tax deduction for the expenses of elementary and secondary school teachers to $500; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Public and Teaching Hospital Preservation Act - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend by one year the moratorium on: (1) implementation of a rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act; and (2) finalization of a Medicaid rule regarding the treatment of graduate medical education (GME).

Neighborhood Reclamation and Revitalization Program Act of 2007 - Authorizes the Secretary of Housing and Urban Development (HUD) to make grants to a local government to fund the demolition of vacant housing, or such demolition in combination with a study of neighborhood revitalization.
