Veterans Upward Bound Improvement Act - Amends the Higher Education Act of 1965 to prohibit members of the Armed Forces Reserves who served on active duty in support of a contingency operation on or after September 11, 2001, from being deemed ineligible for participation in federal TRIO programs due to age. (TRIO programs prepare disadvantaged students for, and support their pursuit of, postsecondary education.)

Recognizes Afro-Colombians for their contributions to Columbia's economic, social, and cultural fabric. Calls upon the government of Colombia to combat racial discrimination and human rights violations. Urges the government of Colombia to: (1) demand politicians linked to para-politics scandals are investigated and brought to justice; and (2) implement a policy that ensures proper execution of assistance programs for Afro-Colombians and internally displaced communities. Encourages the U.S. government to ensure that the previous consultation mechanism with Afro-Colombians and marginalized groups is applied in the free trade agreement negotiation and in Plan Colombia's implementation.

Authorizes the Secretary of Transportation to carry out a project for the repair and reconstruction of the Interstate I-35 bridge located in Minneapolis, Minnesota, that collapsed on August 1, 2007. Makes the federal share of the project cost 100%. Authorizes appropriations. Waives, for such project, the $100 million per state single-failure (or, single-disaster) highway-related total obligation limitation. Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to authorize the Secretary to use such single-failure (or, single-disaster) highway-related funds to reimburse the Minnesota state department of transportation for actual and necessary costs of maintenance and operation (less the amount of fares earned) for additional public transportation services and traveler information services it provides as a temporary substitute for highway traffic service following the bridge collapse, until highway traffic service is restored on such bridge. Sets the federal share of the cost of reimbursed activities at 100%.

Honors the city of Minneapolis, first responders, and the citizens of Minnesota for their efforts in responding to the collapse of the Interstate Route 35W Mississippi River Bridge. Recognizes the leadership and commitment of the elected officials of the city, the state, and Hennepin County. Extends sympathy to the families of those lost. Reaffirms support and commitment to all of the nation's law enforcement officers, firefighters, and emergency medical technicians as they selflessly serve their communities.

Providing Resources Early for Kids Act of 2007 or the PRE-K Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award matching grants to states to enhance or improve state-funded preschool programs. Sets forth a grant formula favoring states that: (1) have curricula aligned with state early learning standards; (2) follow nationally-established best practices for class size and teacher-to-student ratios; (3) require each teacher to hold at least an associate degree in early childhood education or a related field; and (4) have a plan for meeting the requirement, within five years of receiving such grant, that teachers hold at least a baccalaureate degree in early childhood education. Directs the Secretary to establish a competitive process for awarding grants to other states that demonstrate that they will meet such requirements within two fiscal years. Prohibits state grantees from reducing their preschool or child care expenditures. Includes among grant uses: (1) increasing the qualifications of, and benefits provided to, teachers, teacher aides, and program directors; (2) decreasing class size and improving teacher-to-student ratios; (3) providing certain comprehensive services that support healthy child development; (4) extending program hours per day and weeks per year; and (5) improving program monitoring and learning environments. Reserves funds for competitive grants to Indians for their preschool programs.

SAFETEA-LU Technical Corrections Act of 2007 - Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to make certain technical corrections to the surface transportation program, including earmarking of public lands highway funds for forest highways and forest roads, defining "transportation systems management and operations," replacing "federal-aid system" with "federal-aid highways" in apportionment of highway safety improvement program funds, and authorizing a state to expend unused funds for installation of protective devices at railway-highway crossings on highway safety improvement program projects. Increases funding for deployment of magnetic levitation (MAGLEV) projects through FY2009. Repeals the authority of a state to locate idling reduction facilities on Interstate System rights-of-way. Makes changes to specified high priority project authorizations, including certain project authorization increases and decreases. Revises the item descriptions to specified transportation improvement projects. Requires the deduction of a specified amount from state federal-aid highway apportionments for the future strategic highway research program. Increases: (1) funding for university transportation research through FY2009; and (2) the grant to establish a regional university transportation center for FY2009. Amends the Transportation Equity Act for the 21st Century (TEA-21) to authorize up to 15% of surface transportation program funds to be obligated on roads functionally classified as minor collectors in areas of less than 5,000 population through FY2009. Authorizes through FY2009 the award of formula grants for public transportation projects in urbanized areas with a population of at least 200,000. Makes certain apportionments for fixed guideway modernization in urbanized areas through FY2009. Sets the minimum apportionment of federal funds to a state for highway safety programs at not less than three-quarters of 1%. (Current law requires not less than one-half of 1%.) Provides for the installation of a photovoltaic system at the Department of Energy (DOE) headquarters building in Washington, D.C. Amends the Water Resources Development Act of 1992 to increase federal funding for a wastewater treatment project in DeSoto County, Mississippi.

Regional Economic and Infrastructure Development Act of 2007 - Establishes the following regional commissions: (1) Delta Regional Commission; (2) Northern Great Plains Regional Commission; (3) Southeast Crescent Regional Commission; (4) Southwest Border Regional Commission; and (5) Northern Border Regional Commission. Directs each Commission, in its region, to: (1) assess needs and assets; (2) develop comprehensive and coordinated economic infrastructure development strategies to establish and approve grants for economic development; (3) establish priorities in an economic and infrastructure development plan; (4) enhance capacity of and provide support for local development districts; (5) encourage private investment in industrial, commercial, and other economic development projects; (6) assist state governments with the preparation of economic and infrastructure development plans and programs for participating states; and (7) formulate and recommend to the governors and legislatures of participating states forms of interstate cooperation and, where appropriate, international cooperation. Sets forth requirements for: (1) economic and infrastructure development grants; (2) comprehensive economic and infrastructure development plans; (3) approval of applications for assistance for projects; (4) grants to local development districts for assistance in payment of development planning and administrative expenses; and (5) supplemental funding for other federal grant programs (federal grant programs to provide assistance in carrying out economic and community development activities). Declares that this Act does not require a state to engage in or accept a program under this Act without its consent. Requires each Commission to annually designate: (1) distressed, transitional, and attainment counties; and (2) isolated areas of distress in attainment counties that have high rates of poverty, unemployment, or out-migration. Provides for the appointment of Inspector Generals for the Commissions. Sets forth requirements for counties eligible to receive assistance from more than one Commission, including the Appalachian Regional Commission. Requires biannual meetings of all such Regional Commissions.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

New Direction for Energy Independence, National Security, and Consumer Protection Act - Incorporates various legislative initiatives for energy conservation, independence, and security. Green Jobs Act of 2007 - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to: (1) establish an energy efficiency and renewable energy worker training program; (2) collect and analyze labor market data to track workforce trends resulting from energy-related initiatives under this Act; and (3) award National Energy Training Partnerships Grants to community based nonprofit organizations to carry out training programs that lead to economic self-sufficiency and develop an energy efficiency and renewable energy industries workforce. International Climate Cooperation Re-engagement Act of 2007 - Establishes in the Department of State an Office of Global Climate Change to be headed by an Ambassador-at-large with the primary responsibility of advancing U.S. goals for reducing global greenhouse emissions and for addressing the challenges posed by global climate change. Requires: (1) the U.S. Agency for International Development (USAID) to support policies and programs in developing countries that promote clean and efficient energy technologies; (2) the Secretary of Commerce to direct the United States and Foreign Commercial Service to promote U.S. exports in clean and efficient energy technologies and to direct the International Trade Administration (ITA) to encourage private sector trade and investment in clean and efficient energy technologies; (3) the Director of the Trade and Development Agency to fund projects for using clean and efficient energy technologies; and (4) the President to provide assistance to the Interagency Working Group to support a clean energy technology exports initiative. Authorizes the Secretary of State to establish a global climate change exchange program. Establishes the International Clean Energy Foundation to promote projects outside the United States for reducing greenhouse gas emissions and to work with foreign governments and private entities to address climate change issues. Small Energy Efficient Businesses Act - Amends the Small Business Investment Act of 1958 to: (1) authorize the Small Business Administration (SBA) to provide assistance to state development companies for projects that reduce energy consumption by at least 10% and generate renewable resources; (2) authorize small business investment companies to issue Energy Saving debentures; and (3) require the SBA Administrator to establish a Renewable Fuel Capital Investment Program. Amends the Small Business Act to: (1) direct the SBA Administrator to make small business loans to purchase energy efficient equipment or fixtures; (2) authorize a small business development center to apply for an additional grant to carry out a small business sustainability initiative project; and (3) direct the SBA Administrator to develop and coordinate a program for small business education on energy efficiency. Establishes: (1) the Advanced Research Projects Agency-Energy (ARPA-E) within the Department of Energy (DOE) to overcome the long-term and high-risk technological barriers in the development of energy technologies; and (2) the Energy Transformation Acceleration Fund to fund energy technologies research. Marine Renewable Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of marine renewable energy production; and (2) award grants to institutions of higher education to establish one or more National Marine Renewable Energy Research, Development, and Demonstration Centers. Advanced Geothermal Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of geothermal energy production; (2) extend the DOE's GeoPowering the West program throughout the entire United States; and (3) award grants to institutions of higher education (or consortia thereof) to establish two Centers for Geothermal Technology Transfer. Solar Energy Research and Advancement Act of 2007 - Directs the Secretary of Energy to establish: (1) a research and development program on thermal energy storage technologies for concentrating solar power; (2) a grant program for solar industry workforce training and internships; (3) a research and development program for direct solar light pipe technology; (4) a solar air conditioning research and development program; and (5) a grant program to states to demonstrate advanced photovoltaic technology. Biofuels Research and Development Enhancement Act - Directs the Secretary of Energy to: (1) establish a technology transfer center for information on research, development, and commercial application of technologies related to biofuels, biogas, and biorefineries: (2) award grants for biofuel production research and development in states with low rates of ethanol and cellulosic biomass ethanol production; and (3) conduct studies on increasing biodiesel production and consumption of ethanol-blending gasoline. Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Global Change Research and Data Management Act of 2007 - Directs the President to: (1) establish an interagency committee to ensure cooperation and coordination of federal research activities pertaining to processes of global change; (2) establish an interagency United States Global Change Research Program to improve understanding of global change; (3) develop a National Global Change Research and Assessment Plan to implement the Program, including recommendations for global change research; (4) establish a Global Change Research Information Exchange; and (5) establish an interagency climate and other global change data management working group. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the National Science Foundation (NSF) to contract for a study of the potential impacts of climate change on patterns of hurricane and typhoon development. Biomass Research and Development Act of 2000 - Expands and extends agricultural-based energy programs established by the Farm Security and Rural Investment Act of 2002 through FY2012, including programs for biofuels production, biorefineries, cellulosic biomass feedstocks and production, and forest bioenergy research. Carbon-Neutral Government Act of 2007 - Requires: (1) federal agencies to annually inventory and report their greenhouse gas emissions for the preceding fiscal year and to reduce net emissions to zero by FY2050: (2) the Administrator of the Environmental Protection Agency (EPA) to promulgate annual greenhouse gas emission targets for FY2010-FY2050; (3) federal agencies to develop plans and publicly report progress for meeting emission targets; (4) federal agencies to purchase low greenhouse gas emitting vehicles; and (5) new federal buildings to be designed to reduce fossil-fuel generated power consumption and meet green buildings standards. Energy Policy Reform and Revitalization Act of 2007 - Amends the Mineral Leasing Act: (1) repeal the Bureau of Land Management (BLM) Permit Processing Improvement Fund; and (2) extend deadlines for consideration of applications for permits for oil and gas drilling on federal lands. Amends the Energy Policy Act of 2005 to require the Secretary of the Interior to: (1) establish a cost recovery fee for applications for a permit to drill for oil and gas on federal lands; (2) develop a strategy for oil shale and tar sands leasing and development; and (3) modify best management practices guidelines for oil and gas development on federal lands. Federal Consistency Appeals Decision Refinement Act - Amends the Coastal Zone Management Act of 1972 to increase from 160 days to 200 days the amount of time allotted to the Secretary of Commerce to compile a record of decision (ROD) used in an appeal of state consistency with federal coastal zone management programs. Requires the Secretary of the Interior to conduct no less than 550 audits of oil and gas leases on federal lands by FY2009. Establishes a Wind Turbine Guidelines Advisory Committee to study impacts on wildlife and their habitats related to land-based wind energy facilities. Directs the Secretary of Energy to conduct an analysis of the existing capacity of regional transmission systems in the states of California, Oregon, and Washington. Amends the Coastal Zone Management Act of 1972 to direct the Secretary of the Interior to make grants to states for surveys of federal and state coastal waters. Establishes pilot programs for the development of strategic solar reserves and for biomass activities on federal lands. National Carbon Dioxide Storage Capacity Assessment Act of 2007 - Requires the Secretary of the Interior to: (1) conduct a national assessment of the geological storage capacity for carbon dioxide; and (2) establish a National Resources Management Council on Climate Change to address the impact of climate change on federal lands, the ocean environment, and the federal water infrastructure. Global Warming Wildlife Survival Act - Requires the Secretary of Energy to promulgate a national strategy for assisting wildlife populations and their habitats in adapting to the impacts of global warming. Establishes a science advisory board to assist the Secretary and a National Global Warming and Wildlife Science Center within the U.S. Geological Survey (USGS). Establishes a state and tribal wildlife grants program. Directs the Secretary of Commerce to promulgate a national strategy to support state and federal agency efforts to mitigate the impacts on ocean and coastal ecosystems from global warming. National Integrated Coastal and Ocean Observation Act of 2007 - Establishes a National Integrated Coastal and Ocean Observation System to support national defense, marine commerce, energy production and other activities and to promote greater public awareness and stewardship of the Nation's ocean, coastal, and Great Lakes resources. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico tract during 1998 and 1999 to incorporate specified price thresholds. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Establishes in the Treasury the Oil Shale Community Impact Assistance Fund. Transportation Energy Security and Climate Change Mitigation Act of 2007 - Establishes in the Department of Transportation (DOT) a Center for Climate Change and Environment to plan, coordinate, and implement efforts to reduce transportation-related energy use and mitigate the effects of climate change. Directs the Secretary of Transportation to establish programs for: (1) purchasing hybrid locomotives, including hybrid switch locomotives; (2) rehabilitating, preserving, or improving railroad tracks; (3) short sea transportation; and (4) environmental mitigation demonstration projects at public-use airports. Establishes standards and programs for public building energy efficiency and renewable energy systems. Requires the installation of a photovoltaic system in the headquarters building of the Department of Energy. Prohibits the use of a general service incandescent lamp in Coast Guard facilities after 2009. Authorizes the Architect of the Capitol (AOC) to: (1) study the feasibility of constructing a photovoltaic roof for the Rayburn House Office Building; and (2) construct a fuel tank and pumping system for E-85 fuel near the Capitol Grounds Fuel Station. Directs the Architect: (1) to include energy efficiency and other environmental measures in the Capitol Complex Master Plan; and (2) install technologies for the capture and storage or use of carbon dioxide. Establishes the 21st Century Water Commission to address future water supply and demand and the impacts of climate change on water availability and quality. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to study the effects of climate change on FEMA preparedness, response, recovery, and mitigation programs. Energy Efficiency Improvement Act of 2007 - Establishes new energy efficiency standards and testing procedures for residential appliances, electric motors, residential boilers, external power supplies, light bulbs, incandescent reflector lamps, and other lighting fixtures. Authorizes the Secretary of Energy to establish regional standards for space heating and air conditioning products. Sets forth new energy efficiency standards for residential, commercial, and federal buildings. Establishes: (1) an Office of Federal High-Performance Green Buildings in the General Services Administration (GSA); and (2) an Office of Commercial high-Performance Green Buildings in the Department of Energy. Directs the Secretary to study to use of power management software by DOE and other federal facilities to reduce the use of electricity in computer monitors and personal computers. Directs the EPA Administrator to establish a Recoverable Waste-Energy Inventory Program to survey all major U.S industrial and commercial combustion sources. Establishes in the EPA a Waste Energy Recovery Incentive Grant Program. Establishes Clean Energy Application Centers (previously named Combined Heat and Power Application Centers) for the deployment of clean energy technologies. Sustainable Energy Institutional Infrastructure Act of 2007 - Directs the Secretary of Energy to: (1) provide information and technical assistance to institutional entities for developing sustainable infrastructure; (2) create a Sustainable Institutions Revolving Fund to provide loans for the construction or improvement of sustainable energy infrastructure to serve institutional entities; (3) create a training program to educate federal contracting officers to negotiate energy efficiency contracts; (4) establish an Energy Efficiency Block Grant Program to make grants for energy efficiency programs; and (5) provide education and technical assistance to state and local governments on energy efficiency practices. Reauthorizes energy efficiency grant programs through FY2012. Smart Grid Facilitation Act of 2007 - Directs the President to establish a Grid Modernization Commission to implement Smart Grid technologies, coordinate efforts with states and utilities, and develop and implement a National Action Plan on Demand Response. Creates a federal matching grant program to reimburse one-fourth of the costs of implementing Smart Grid technologies where consumers, utilities, states or other participants contribute three-quarters of the costs. Directs the Secretary of Energy to: (1) develop programs to assist deployment of Smart Grid technologies and to perform cooperative demonstration projects with as many as five electric utility systems; and (2) make grants for the installation, replacement, or conversion of motor fuel storage and dispensing infrastructure to store and dispense renewable fuel. Mandates studies on the feasibility of dedicated ethanol pipelines, gasoline with increased ethanol levels, the adequacy of railroad transportation of domestically produced renewable fuel, and the impact of increased use of renewable fuels on the U.S. economy United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy, in implementing certain energy cooperation agreements between the United States and Israel, to establish a grant program to support research, development, and commercialization of alternative renewable energy sources. Establishes a program of incentives for advanced plug-in hybrid motor vehicles and components. Directs the Administrator of the Energy Information Administration to establish a five-year plan to improve data collection for information needed for energy markets and related financial operations.

Solar Energy Research and Advancement Act of 2007 - Directs the Secretary of Energy to establish: (1) a research and development program on thermal energy storage technologies for concentrating solar power; (2) a grant program for solar industry workforce training and internships; (3) a research and development program for direct solar light pipe technology; (4) a solar air conditioning research and development program; and (5) a grant program to states to demonstrate advanced photovoltaic technology. Biofuels Research and Development Enhancement Act - Directs the Secretary of Energy to: (1) establish a technology transfer center for information on research, development, and commercial application of technologies related to biofuels, biogas, and biorefineries: (2) award grants for biofuel production research and development in states with low rates of ethanol and cellulosic biomass ethanol production; and (3) conduct studies on increasing biodiesel production and consumption of ethanol-blending gasoline. Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Global Change Research and Data Management Act of 2007 - Directs the President to: (1) establish an interagency committee to ensure cooperation and coordination of federal research activities pertaining to processes of global change; (2) establish an interagency United States Global Change Research Program to improve understanding of global change; (3) develop a National Global Change Research and Assessment Plan to implement the Program, including recommendations for global change research; (4) establish a Global Change Research Information Exchange; and (5) establish an interagency climate and other global change data management working group. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the National Science Foundation (NSF) to contract for a study of the potential impacts of climate change on patterns of hurricane and typhoon development. Biomass Research and Development Act of 2000 - Expands and extends agricultural-based energy programs established by the Farm Security and Rural Investment Act of 2002 through FY2012, including programs for biofuels production, biorefineries, cellulosic biomass feedstocks and production, and forest bioenergy research. Carbon-Neutral Government Act of 2007 - Requires: (1) federal agencies to annually inventory and report their greenhouse gas emissions for the preceding fiscal year and to reduce net emissions to zero by FY2050: (2) the Administrator of the Environmental Protection Agency (EPA) to promulgate annual greenhouse gas emission targets for FY2010-FY2050; (3) federal agencies to develop plans and publicly report progress for meeting emission targets; (4) federal agencies to purchase low greenhouse gas emitting vehicles; and (5) new federal buildings to be designed to reduce fossil-fuel generated power consumption and meet green buildings standards. Energy Policy Reform and Revitalization Act of 2007 - Amends the Mineral Leasing Act: (1) repeal the Bureau of Land Management (BLM) Permit Processing Improvement Fund; and (2) extend deadlines for consideration of applications for permits for oil and gas drilling on federal lands. Amends the Energy Policy Act of 2005 to require the Secretary of the Interior to: (1) establish a cost recovery fee for applications for a permit to drill for oil and gas on federal lands; (2) develop a strategy for oil shale and tar sands leasing and development; and (3) modify best management practices guidelines for oil and gas development on federal lands. Federal Consistency Appeals Decision Refinement Act - Amends the Coastal Zone Management Act of 1972 to increase from 160 days to 200 days the amount of time allotted to the Secretary of Commerce to compile a record of decision (ROD) used in an appeal of state consistency with federal coastal zone management programs. Requires the Secretary of the Interior to conduct no less than 550 audits of oil and gas leases on federal lands by FY2009. Establishes a Wind Turbine Guidelines Advisory Committee to study impacts on wildlife and their habitats related to land-based wind energy facilities. Directs the Secretary of Energy to conduct an analysis of the existing capacity of regional transmission systems in the states of California, Oregon, and Washington. Amends the Coastal Zone Management Act of 1972 to direct the Secretary of the Interior to make grants to states for surveys of federal and state coastal waters. Establishes pilot programs for the development of strategic solar reserves and for biomass activities on federal lands. National Carbon Dioxide Storage Capacity Assessment Act of 2007 - Requires the Secretary of the Interior to: (1) conduct a national assessment of the geological storage capacity for carbon dioxide; and (2) establish a National Resources Management Council on Climate Change to address the impact of climate change on federal lands, the ocean environment, and the federal water infrastructure. Global Warming Wildlife Survival Act - Requires the Secretary of Energy to promulgate a national strategy for assisting wildlife populations and their habitats in adapting to the impacts of global warming. Establishes a science advisory board to assist the Secretary and a National Global Warming and Wildlife Science Center within the U.S. Geological Survey (USGS). Establishes a state and tribal wildlife grants program. Directs the Secretary of Commerce to promulgate a national strategy to support state and federal agency efforts to mitigate the impacts on ocean and coastal ecosystems from global warming. National Integrated Coastal and Ocean Observation Act of 2007 - Establishes a National Integrated Coastal and Ocean Observation System to support national defense, marine commerce, energy production and other activities and to promote greater public awareness and stewardship of the Nation's ocean, coastal, and Great Lakes resources. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico tract during 1998 and 1999 to incorporate specified price thresholds. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Establishes in the Treasury the Oil Shale Community Impact Assistance Fund. Transportation Energy Security and Climate Change Mitigation Act of 2007 - Establishes in the Department of Transportation (DOT) a Center for Climate Change and Environment to plan, coordinate, and implement efforts to reduce transportation-related energy use and mitigate the effects of climate change. Directs the Secretary of Transportation to establish programs for: (1) purchasing hybrid locomotives, including hybrid switch locomotives; (2) rehabilitating, preserving, or improving railroad tracks; (3) short sea transportation; and (4) environmental mitigation demonstration projects at public-use airports. Establishes standards and programs for public building energy efficiency and renewable energy systems. Requires the installation of a photovoltaic system in the headquarters building of the Department of Energy. Prohibits the use of a general service incandescent lamp in Coast Guard facilities after 2009. Authorizes the Architect of the Capitol (AOC) to: (1) study the feasibility of constructing a photovoltaic roof for the Rayburn House Office Building; and (2) construct a fuel tank and pumping system for E-85 fuel near the Capitol Grounds Fuel Station. Directs the Architect: (1) to include energy efficiency and other environmental measures in the Capitol Complex Master Plan; and (2) install technologies for the capture and storage or use of carbon dioxide. Establishes the 21st Century Water Commission to address future water supply and demand and the impacts of climate change on water availability and quality. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to study the effects of climate change on FEMA preparedness, response, recovery, and mitigation programs. Energy Efficiency Improvement Act of 2007 - Establishes new energy efficiency standards and testing procedures for residential appliances, electric motors, residential boilers, external power supplies, light bulbs, incandescent reflector lamps, and other lighting fixtures. Authorizes the Secretary of Energy to establish regional standards for space heating and air conditioning products. Sets forth new energy efficiency standards for residential, commercial, and federal buildings. Establishes: (1) an Office of Federal High-Performance Green Buildings in the General Services Administration (GSA); and (2) an Office of Commercial high-Performance Green Buildings in the Department of Energy. Directs the Secretary to study to use of power management software by DOE and other federal facilities to reduce the use of electricity in computer monitors and personal computers. Directs the EPA Administrator to establish a Recoverable Waste-Energy Inventory Program to survey all major U.S industrial and commercial combustion sources. Establishes in the EPA a Waste Energy Recovery Incentive Grant Program. Establishes Clean Energy Application Centers (previously named Combined Heat and Power Application Centers) for the deployment of clean energy technologies. Sustainable Energy Institutional Infrastructure Act of 2007 - Directs the Secretary of Energy to: (1) provide information and technical assistance to institutional entities for developing sustainable infrastructure; (2) create a Sustainable Institutions Revolving Fund to provide loans for the construction or improvement of sustainable energy infrastructure to serve institutional entities; (3) create a training program to educate federal contracting officers to negotiate energy efficiency contracts; (4) establish an Energy Efficiency Block Grant Program to make grants for energy efficiency programs; and (5) provide education and technical assistance to state and local governments on energy efficiency practices. Reauthorizes energy efficiency grant programs through FY2012. Smart Grid Facilitation Act of 2007 - Directs the President to establish a Grid Modernization Commission to implement Smart Grid technologies, coordinate efforts with States and utilities, and develop and implement a National Action Plan on Demand Response. Creates a federal matching grant program to reimburse one-fourth of the costs of implementing Smart Grid technologies where consumers, utilities, States or other participants contribute three-quarters of the costs. Directs the Secretary of Energy to: (1) develop programs to assist deployment of Smart Grid technologies and to perform cooperative demonstration projects with as many as five electric utility systems; and (2) make grants for the installation, replacement, or conversion of motor fuel storage and dispensing infrastructure to store and dispense renewable fuel. Mandates studies on the feasibility of dedicated ethanol pipelines, gasoline with increased ethanol levels, the adequacy of railroad transportation of domestically produced renewable fuel, and the impact of increased use of renewable fuels on the U.S. economy United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy, in implementing certain energy cooperation agreements between the United States and Israel, to establish a grant program to support research, development, and commercialization of alternative renewable energy sources. Establishes a program of incentives for advanced plug-in hybrid motor vehicles and components. Directs the Administrator of the Energy Information Administration to establish a five-year plan to improve data collection for information needed for energy markets and related financial operations. Renewable Energy and Energy Conservation Tax Act of 2007 - Amends the Internal Revenue Code to extend: (1) the tax credit for producing electricity from renewable resources through 2012; (2) the energy tax credit for investment in solar energy and fuel cell property through 2016; (3) the special rule for treatment of gain from electronic transmission transactions by certain electric utilities through 2009; (4) the tax credit for installing nonhydrogen alternative fuel refueling property through 2010; (5) the income and excise tax credits for biodiesel and renewable diesel used as fuel through 2010; and (6) the tax deduction for energy efficient commercial building expenditures through 2013. Allows new tax credits for: (1) investment in new clean renewable energy bonds, qualified energy conservation bonds, and residential energy efficiency assistance bonds; and (2) the production of plug-in hybrid motor vehicles, cellulosic alcohol fuel, and electricity from marine and hydrokinetic renewable energy sources. Allows a tax exclusion for bicycle commuting reimbursements. Revises certain tax incentives for investment in the New York Liberty Zone. Revises tax credit amounts for certain energy efficient household appliances produced after 2007. Allows a five-year recovery period for the depreciation of qualified energy management devices. Denies a tax deduction for income attributable to the domestic production of oil, natural gas, and any related products. Increases to seven years the amortization period for geological and geophysical expenditures for major integrated oil companies. Revises tax rules relating to foreign oil and gas extraction income and foreign produced fuel used or sold outside the United States.

Repeals certain personnel management authorities, including a provision authorizing the Under Secretary of Transportation for Security of the Transportation Security Administration (TSA) to employ and fix the compensation, terms, and conditions of employment for passenger and property screeners. Directs: (1) the Secretary of Homeland Security to take any measures necessary to provide for the uniform treatment of all TSA screeners; and (2) the Government Accountability Office (GAO) to report on the pay system that applies to such employees.

ADA Restoration Act of 2007 - Amends the Americans with Disabilities Act of 1990 to remove from the definition of "disability" a reference to substantially limiting one or more major life activities. Prohibits, in determining whether an individual has an impairment, considering the impact of any mitigating measures the individual may be using or whether any impairment manifestations are episodic, in remission, or latent. Considers actions taken because of an individual's use of a mitigating measure to be actions taken on the basis of a disability. Defines "record of physical or mental impairment" as having a history of, or having been misclassified as having, a physical or mental impairment. Defines "regarded as having a physical or mental impairment" as being perceived or treated as having a physical or mental impairment whether or not the individual has an impairment. Prohibits employment discrimination on the basis of disability (under current law, against a qualified individual with a disability because of the disability). Allows, as a defense to a charge of discrimination, that the individual alleging discrimination is not a qualified individual with a disability. Requires that the Act's provisions be broadly construed. Empowers: (1) the Attorney General to promulgate regulations and guidance to provide for consistent and effective standards among enforcing agencies; and (2) the Equal Employment Opportunity Commission (EEOC) and Secretary of Transportation to then issue implementing regulations or policy guidance consistent with the Attorney General's requirements. Entitles duly issued federal regulations and guidance to deference by administrative bodies or officers and courts.

Pregnant Women Support Act - Allows the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states for collecting and reporting abortion surveillance data. Requires health facilities that perform abortions to obtained informed consent from a pregnant woman seeking an abortion. Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to allow states to extend health care coverage to an unborn child. Amends the Public Health Service Act to prohibit a health insurance issuer offering individual coverage from imposing a preexisting condition exclusion or a waiting period or otherwise discriminating against a woman on the basis that she is pregnant. Allows the Secretary to make grants for the purchase of ultrasound equipment for examinations of pregnant women. Provides for the collection and dissemination of information on Down syndrome and other prenatally diagnosed conditions. Provides for services to pregnant women who are victims of domestic violence, dating violence, or stalking. Requires states to require a pregnancy determination for homicide victims. Requires the Secretary to make grants to increase public awareness of resources available to pregnant women and new parents. Allows the Secretary to make grants to public institutions of higher education to establish and operate pregnant and parenting student services offices. Requires the Secretary to provide for programs to work with pregnant or parenting teens to complete high school. Requires group homes for pregnant and parenting women to provide counseling on adoption and parenting skills. Amends the Internal Revenue Code to increase and make refundable the tax credit for adoption expenses. Amends the Food Stamp Act of 1977 to increase the eligibility threshold for food stamps.

International Protecting Girls by Preventing Child Marriage Act of 2007 - Authorizes the President to provide assistance, including through multilateral, nongovernmental, and faith-based organizations, to prevent child marriage in developing countries and to promote the educational, health, economic, social, and legal empowerment of girls and women. Sets forth priority assistance criteria. Directs the President, through the United States Agency for International Development (USAID), to establish a multi-year strategy to prevent child marriage in developing countries and to promote the empowerment of girls at risk of child marriage, including by addressing the unique needs and potentials of eight to 18 year old girls. Amends the Foreign Assistance Act of 1961 to require that Department of State country reports on human rights practices include a description of the status of child marriage for countries with specified rates of child marriage. Defines "child marriage."

Prohibits funds from being obligated or expended for military operations or activities within or above Iran's territory or within Iran's territorial waters except pursuant to a specific congressional authorization enacted after the date of the enactment of this Act. Exempts from such prohibition military operations or activities: (1) to directly repel an attack launched from within Iran's territory; (2) to directly thwart an imminent attack to be launched from within Iran's territory; (3) in hot pursuit of forces engaged outside the territory of Iran who thereafter enter into Iran; and (4) connected with U.S. government intelligence or intelligence-related activities. Requires the President within 24 hours after determining to use funds for such a military purpose to report to the Senate Committees on Armed Services and Foreign Relations and the Select Committee on Intelligence, and the House Committees on Armed Services and Foreign Affairs and the Permanent Select Committee on Intelligence.

Fairness for Homeowners Act of 2007 - Amends the Truth in Lending Act to prohibit any creditor or mortgage broker from making, providing, or arranging for any consumer credit transaction secured by a consumer's principal dwelling without verifying the consumer's reasonable ability to make the scheduled payments of principal, interest (including variable interest), real estate taxes, homeowner's insurance, assessments, and mortgage insurance premiums. Prescribes criteria for determining the reasonable ability to make such payments. Prohibits steering (arranging for a lower investment grade credit transaction if the consumer qualifies for a higher investment grade transaction) and prepayment penalties for adjustable rate mortgages (ARMs) that are not jumbo mortgages. Limits financed points, finance charges, and fees to 5% of a transaction's principal, unless the transaction is ensured or guaranteed by the Secretary of Housing and Urban Development, the Secretary of Veterans Affairs, or the Farmers Home Administration. Specifies duties of agency for mortgage brokers acting to obtain or arrange for any consumer credit transaction secured by the consumer's principal dwelling. Requires creditors and mortgage brokers to obtain independent verification that a borrower seeking to refinance a special mortgage has received counseling on the transaction's advisability. Defines "special mortgage" as one that: (1) was originated, subsidized, funded, or guaranteed by or through a state, tribal, or local government, or nonprofit organization; and (2) bears one or more specified nonstandard payment terms which substantially benefit the consumer. Prescribes minimum financial requirements for mortgage brokers. Excludes reverse mortgages from coverage by this Act.

Expresses disapproval of the Indiana Department of Environmental Management's issuance of a permit allowing BP to increase their daily dumping of ammonia and total suspended solids into Lake Michigan. Urges Indiana to reconsider issuance of such permit. Calls for Congress to take action to protect and restore the Great Lakes. Expresses the sense of Congress that: (1) the Environmental Protection Agency's (EPA) actions in the Great Lakes basin should be consistent with the goal of preserving and restoring the Great Lakes; and (2) EPA should not allow increased dumping of chemicals and pollutants into the Great Lakes.

Public Land Communities Transition Assistance Act of 2007 - Authorizes appropriations for FY2008-FY2012 for the making of payments to units of general local government in which entitlement lands are located. Sets forth provisions for the making of transition payments for FY2008-FY2012 to eligible states, U.S. territories, and counties previously receiving payments under the Secure Rural Schools and Community Self-Determination Act of 2000. Sets forth special requirements with regard to transition payments for FY2008-FY2011 applicable to the states of California, Oregon, and Washington and eligible counties in those states in lieu of the payments that otherwise would have been made under the above transition payment provisions. Directs the Secretaries of the Interior and Agriculture to promulgate regulations to establish new fees or fee increases for commercial activities on federal lands, National Forest System lands, and National Grasslands administered by the respective Secretary.

Veterans Education Tuition Support Act of 2007 or VETS Act of 2007 - Amends the Servicemembers Civil Relief Act to require an institution of higher education, whenever a servicemember is called, activated, or ordered to military service and therefore withdraws or takes a leave of absence from such institution, to: (1) refund to the servicemember tuition and other fees paid for the portion of the program of education for which the servicemember did not receive academic credit after such withdrawal or leave; and (2) provide the servicemember an opportunity to reenroll at the institution with the same educational and academic status that the servicemember had when ordered to military service. Requires a provider of a student loan with respect to such a servicemember: (1) if the servicemember reenrolls in the program of education (or a comparable program) within 13 months following the period of military service, to disregard the entire period that the education was discontinued in determining the date on which student loan repayment is to begin; or (2) if the servicemember does not reenroll, to not require loan repayment to begin before the later of the last day of such 13-month period or the date the repayment was otherwise required to begin. Prohibits a court from granting a creditor relief from the 6% limit on interest charged against the indebtedness of a servicemember during a period of military service in the case of an obligation or liability incurred by a servicemember who is a student at an institution of higher education at the time of the call to service.

National Affordable Housing Trust Fund Act of 2007 - Amends the Cranston-Gonzalez National Affordable Housing Act to establish in the Treasury a National Affordable Housing Trust Fund available to the Secretary of Housing and Urban Development to provide assistance to states, Indian tribes, insular areas, and participating local jurisdictions to increase the supply of decent quality affordable housing, especially for low-income, extremely low-income, and very poor families.

FAA Reauthorization Act of 2007 - Reauthorizes appropriations for FY2008-FY2011 for: (1) airport planning and development and noise compatibility planning programs; (2) air navigation facilities and equipment; and (3) FAA operations. Authorizes additional authorizations of appropriations from the general fund of the Treasury for aviation programs through FY2011. Amends the airport improvement program (AIP) to increase passenger facility charge amounts that can be imposed by an eligible agency to finance an eligible airport-related project. Expands eligibility requirements for airport-related projects to include projects for: (1) construction of airport bicycle storage facilities; (2) mitigation of noise to buildings caused by large hub airports; and (3) an intermodal ground access pilot project. Establishes user fees for aircraft owners or operators for certain Federal Aviation Administration (FAA) services. Provides for the adjustment of overflight fees. Makes specified amendments to the AIP, including increasing the allotment of discretionary funds in a fiscal year for the airport security program. Expresses the sense of Congress that the modernizing of the U.S. air transportation system, through implementation of the Next Generation Air Transportation System, is a national priority. Allows a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old, provided certain conditions are met and subject to a limitation for international flights. Requires certain air carriers and airport operators to submit for the Secretary of Transportation's approval emergency contingency plans for: (1) how food, water, restroom facilities, and access to medical treatment will be provided to passengers who are grounded on aircraft for extended periods; and (2) the sharing of facilities and gates during an airport emergency. Establishes a pilot program to carry out a number of environmental mitigation demonstration projects at public-use airports. Increases in the number of aviation safety inspectors in the Flight Standards Service. Requires an assessment of training programs for FAA air traffic controllers. Extends the Secretary's authority to provide insurance and reinsurance against loss or damage arising out of any risk from the operation of a domestic or foreign aircraft. Establishes within the FAA a working group to make recommendations for the realignment of FAA services and facilities to assist in the transition to next generation facilities.

Health Care Access and Rural Equity (H-CARE) Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2) payment for clinical laboratory tests furnished by critical access hospitals; (3) rebasing for sole community hospitals; (4) establishment of a rural community hospital program; (5) hold harmless provisions for small rural hospitals and sole community hospitals under the Medicare prospective payment system (PPS) for hospital outpatient department services; (6) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance); (7) permanent treatment of certain physician pathology services; (8) extension of the Medicare incentive payment program for a physician scarcity area; (9) proportional representation of rural area interests on the Medicare Payment Advisory Commission (MEDPAC); and (10) additional payments for providers furnishing ambulance services in rural areas and prompt payment of clean claims by Medicare prescription drug plans and MedicareAdvantage-Prescription Drug (MA-PD) plans under the Medicare part D (Voluntary Prescription Drug Benefit Program). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and the disregarding of certain hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for qualified health information technology systems; (2) direct the Secretary to establish a Rural Health Quality Advisory Commission; (3) provide for Delta Region rural disparities and health systems development, as well as small rural health care provider quality improvement grants; and (4) provide for expanded application of the 340B program of limited drug prices to drugs provided in rural hospitals, including hospital provision to states of Medicaid credits on certain inpatient drugs. Directs the Secretary to encourage and facilitate the adoption of telehealth provisions allowing for multistate practitioner access across state lines.

Ledbetter Fair Pay Act of 2007 - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a discriminatory compensation decision or other practice is adopted when an individual becomes subject to the decision or practice, or when an individual is affected by application of the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge. Accrues liability, and an aggrieved person may obtain relief including recovery of back pay for up to two years preceding the filing of the charge, where the unlawful employment practices that have occurred during the charge filing period are similar or related to practices that occurred outside the time for filing a charge. Applies the amendments of this paragraph to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge with the Secretary.

Coast Guard Authorization Act of 2007 - Authorizes appropriations for FY2008 for the Coast Guard. Authorizes FY2008 levels of Coast Guard active duty military personnel and average military training student loads. Sets forth various provisions relating to Coast Guard personnel matters. Provides for grants to international maritime organizations. Establishes the Merchant Mariner Medical Advisory Committee. Sets forth various provisions, including provisions related to shipping and navigation, vessel size limits, maritime drug law enforcement, fishing vessel safety, liability limits for natural gas deepwater ports, claims against the Oil Spill Liability Trust Fund, dry bulk cargo residue, merchant mariner matters, and security. Ballast Water Treatment Act of 2007 - Regulates ballast water treatment.

Promoting American Agricultural and Medical Exports to Cuba Act of 2007 - Prohibits the President from restricting direct transfers from a Cuban depository institution to a U.S. depository institution in payment for a product authorized for sale under the Trade Sanctions Reform and Export Enhancement Act of 2000. Directs the Secretary of Agriculture to provide information and technical assistance to U.S. agricultural producers, cooperative organizations, or state agencies to promote U.S. agricultural exports products to Cuba. Authorizes the issuance of temporary entry visas to Cuban nationals to facilitate purchase of U.S. agricultural products. Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to repeal the prohibition on enforcement of rights to certain U.S. intellectual properties and such properties' transfer. Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions ordinarily incident to such travel, and any regulation restricting or prohibiting such travel shall have no effect, relating to: (1) accompanied personal baggage; (2) payment of living expenses and the acquisition of personal-use goods or services; (3) travel arrangements; (4) nonscheduled air, sea, or land voyage transactions, (such provision does not permit the carriage of articles other than accompanied baggage into Cuba or the United States); and (5) normal banking transactions. States that such provision shall not apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers. Amends the Democracy Act of 1992 to repeal the requirement for onsite verification of certain medical exports to Cuba. Amends the Internal Revenue Code to: (1) increase the airport ticket tax for transportation between the United States and Cuba by $1; and (2) establish in the Treasury the Agricultural Export Promotion Trust Fund.

Medicare Medical Nutrition Therapy Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to authorize expansion of Medicare coverage of medical nutrition therapy services to diseases, conditions, or disorders other than diabetes or a renal disease.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to direct the Administrator of the Federal Emergency Management Agency (FEMA) to continue implementation of an emergency management performance grants program. Limits the federal share of the cost of a program funded activity to 50%. Sets forth guidelines for the Administrator to apportion funds to carry out the program among the states on the basis of population. Authorizes appropriations. Authorizes the Administrator to make grants to states for equipping, upgrading, and constructing emergency operations centers and limits the federal share of the cost of any funded activity to 75% (current law prohibits using funds to construct emergency operating centers in any state that does not match the amount made available).

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

Methamphetamine Production Prevention Act of 2007 - Amends the Controlled Substances Act to expand electronic logbook requirements applicable to sellers and purchasers of listed chemicals (e.g., legal substances used in the production of methamphetamine). Authorizes the Attorney General to make three-year grants to state and local governments to plan, develop, implement, or enhance methamphetamine precursor electronic logbook systems. Establishes a preference for grant recipients who develop electronic logbook systems that are: (1) statewide; (2) capable of real-time capture and transmission of logbook information to law enforcement and regulatory agencies; and (3) designed to share information across jurisdictional boundaries. Requires the Comptroller General to study and report to Congress on the effectiveness of methamphetamine precursor electronic logbook systems.

Integrated Deepwater Program Reform Act - Prohibits the Secretary of the department in which the Coast Guard is operating from using a private sector entity as a lead systems integrator for future Integrated Deepwater Systems Program (Program) procurements. Directs the Secretary, subject to exception, to use full and open competition for certain Deepwater Program acquisitions. Imposes other Program requirements, including certain required contract terms, development of a life cycle cost estimate, and assignment of a separate contract officers. Requires the Coast Guard commandant to appoint or designate a career reserved employee as Chief Acquisition Officer for the Coast Guard to monitor Coast Guard acquisition activities, increase the use of full and open competition, and ensure the use of detailed performance specifications when performance-based contracting is used. Directs the Secretary to cause each cutter, other than a National Security Cutter, acquired after enactment of this Act to be classed by the American Bureau of Shipping. Requires certain other testing and certification to be done by independent third parties. Requires the Secretary to cause the first in class of a major asset acquisition of a cutter or an aircraft to be subjected to an assessment of operational capability conducted by the Secretary of the Navy. Requires specified reports concerning National Security Cutters, the Program, and other matters.

Transportation Energy Security and Climate Change Mitigation Act of 2007 - Sets forth purposes of this Act, including to strengthen national energy security and mitigate the effects of climate change by promoting energy efficient transportation and public buildings, create incentives for the use of alternative fuel vehicles and renewable energy, and ensure sound water resource and natural disaster preparedness planning. Establishes a Center for Climate Change and Environment in the Department of Transportation. Authorizes additional funding for FY2008 and FY2009 for urbanized and non-urbanized area formula grants to improve public transportation services. States that the federal share of costs for congestion mitigation and air quality projects shall be 100%. Directs the Secretary of Transportation to establish: (1) a grant program to assist railroad carriers and state and local governments in purchasing, or reconditioning to become, green locomotives (locomotives that exceed Environmental Protection Agency emission standards); (2) a capital grant program for the improvement of railroad track of class II and class III railroads; (3) a short sea transportation program to mitigate landside congestion; and (4) a green port initiative to promote U.S. ports and shipyards to use technologies to reduce particulate air emissions. Requires the Secretary of Energy to conduct feasibility studies for the construction of pipelines dedicated to the transportation of ethanol. Amends the Prevent Pollution from Ships Act to apply provisions of Annex VI to the International Convention for the Prevention of Pollution from Ships, 1973 relating to emissions from ships to certain public vessels that enter, or depart from, U.S. ports, shipyards, or offshore terminals, or U.S. navigable waters or the U.S. exclusive economic zone. Directs: (1) the Administrator of the Federal Aviation Administration (FAA) to enter into a cooperative agreement with an institution, entity, or consortium to carry out a program to develop CLEEN engine and airframe technology (lower energy, emissions, and noise engine and airframe technology) for aircraft over the next 10 years; and (2) the Secretary of Transportation to establish a pilot program to carry out environmental mitigation demonstration projects at no more than six public-use airports. Requires General Services Administration (GSA): (1) leases for space to include minimum performance standards requiring energy efficiency and the use of renewable energy; and (2) public buildings to be equipped with energy efficient lighting fixtures and bulbs. Requires the Architect of the Capitol to include energy efficiency measures, climate change mitigation measures, and other appropriate environmental measures in the Capitol Complex Master Plan. Establishes: (1) U.S. policy for all federal water resources projects; and (2) the 21st Century Water Commission. Requires a study on the effects of climate change on Federal Emergency Management Agency (FEMA) preparedness, response, recovery, and mitigation programs.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill certain individuals who serve on active duty in the Armed Forces (including the reserves) on or after September 11, 2001. Requires such individuals to complete the requirements of a secondary school diploma (or its equivalent) before applying for such assistance. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Requires such educational assistance to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

College Affordability and Accountability Act - Amends the Higher Education Act of 1965 (HEA) to require state maintenance of effort in providing funding to public institutions of higher education (IHEs). Requires all IHEs to plan, engage in, and report on cost containment strategies. Authorizes the Secretary of Education to conduct research on such strategies. Directs the Secretary to publish an annual report on college affordability and to disseminate certain data, including the net price tuition index (NTPI) for each IHE through a college price calculator on an enhanced college opportunities on line (COOL) website. Establishes a Pell Plus program to provide an increased award to each Pell Grant recipient at IHEs that maintain specified types of: (1) low tuition; (2) guaranteed tuition; or (3) affordable tuition. Establishes a program of grants for cooperative education for IHEs that restrain tuition increases. Authorizes grants and contracts for cooperative education demonstration and innovation projects, training and resource centers, and research. Directs the Secretary to commission the National Research Council to study the viability of developing and implementing standards in environmental, health, and safety areas to provide for differential regulation of: (1) industrial laboratories and facilities; and (2) research and teaching laboratories. Authorizes the Secretary to select IHEs, IHE systems, or IHE consortia for voluntary participation in an articulation agreement demonstration program to specify the acceptability of courses in transfer toward meeting specific degree requirements, as a means to lower tuition prices for students. Directs the Advisory Committee on Student Financial Assistance to convene a task force of experts to: (1) determine the best methods to finance higher education in the long-term; (2) help public institutions utilize long-term budgeting; (3) review the trends of financing of higher education; and (4) define the role played by the states, the federal government, families, and outside entities in financing higher education, and determine the best methods to strengthen this partnership.

Jubilee Act for Responsible Lending and Expanded Debt Cancellation of 2007 - Amends the International Financial Institutions Act to direct the Secretary of the Treasury, within the Paris Club of Official Creditors, the International Monetary Fund (IMF), the International Bank for Reconstruction and Development (World Bank), and other international financial institutions, to: (1) provide for debt cancellation of eligible low-income countries (as defined by this Act) to such institutions and to the United States; (2) provide for establishment of frameworks for creditor transparency and responsible lending; and (3) provide that such debt cancellation is not conditioned on harmful economic or environmental conditions. Directs the Government Accountability Office (GAO) to audit the debt portfolios of previous governments in certain countries, including South Africa and the Democratic Republic of Congo.

America's Better Classrooms Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); and (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Terminates the authority for issuance of such bonds after 2009. Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Clean Water Restoration Act of 2007 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution. Declares that nothing in such Act shall be construed as affecting the authority of the Secretary of the Army or the Administrator of the Environmental Protection Agency (EPA) under the provisions of the Federal Water Pollution Control Act related to discharges: (1) composed entirely of agricultural return flows; (2) of stormwater runoff from oil, gas, and mining operations; or (3) of dredged or fill materials resulting from normal farming, silviculture, and ranching activities or from activities with respect to which a state has an approved program, or for the purposes of maintenance of currently serviceable structures or drainage ditches, construction or maintenance of farm or stock ponds, irrigation ditches, or farm, forest, or temporary roads for moving mining equipment, or construction of temporary sedimentation basins on construction sites.
