Denying Pensions to Convicted Child Molesters Act of 2023 This bill denies federal retirement benefits to individuals convicted of child sex abuse. Specifically, an individual, or a survivor or beneficiary of an individual, may not be paid annuity or retired pay on the basis of the individual's service that is creditable toward the annuity or retired pay (with exceptions) following conviction of (1) aggravated sexual abuse of a child, (2) abusive sexual conduct, or (3) specified related offenses resulting in death. Further, the bill denies benefits where the individual is under indictment for such an offense and willfully remains outside of the United States for more than one year to avoid prosecution. Finally, the bill provides for payments to the victims of of sexual abuse from amounts that would otherwise be payable from the annuity or retired pay of offenders.

No Vaccine Mandates in Higher Education Act This bill prohibits an institution of higher education (IHE) from receiving federal funds if the IHE requires its students or staff to receive a COVID-19 vaccine as a condition of enrollment in or employment at the IHE or for receiving any benefit, service, or contract.

Interest Rate Risk Reporting Act This bill requires the Board of Governors of the Federal Reserve System to address interest rate risk during semiannual hearings before Congress. The board must address the vulnerability of the U.S. financial system to interest rate risk and the exposure of assets held by the board and Federal Reserve banks.

FACE Act Repeal Act of 2023 This bill repeals provisions of federal criminal law that prohibit conduct intended to injure, intimidate, or interfere with persons who are seeking to obtain or provide reproductive health services.

End U.N. Censorship Act This bill specifies that no federal funds may be made available to support the iVerify tool (a fact-checking tool developed by the United Nations Development Programme) or any other effort that seeks to label speech or expression as mal-, mis-, or dis-information.

End of GSE Conservatorship Preparation Act of 2023 This bill requires the Department of the Treasury to report to Congress on the status of proposals to establish a timeline and process (1) to end the conservatorship of Fannie Mae and Freddie Mac by the Federal Housing Finance Agency, and (2) for Treasury to resolve its investment in Fannie Mae and Freddie Mac. (As a result of the financial crisis, Fannie Mae and Freddie Mac entered into a conservatorship in 2008 with the Federal Housing Finance Agency. As part of this agreement, Treasury provided funds to support the solvency of Fannie Mae and Freddie Mac.)

Blocking the Entry of Malign Actors Act This bill requires the President to deny an individual's admission to the United States as a representative to the United Nations if the individual (1) engaged in espionage or terrorist activities against the United States or its allies, or (2) may pose a threat to U.S. national security interests. Currently, such a denial is only required if the individual meets both criteria.

Educating Responsible Future Hunters Act This bill authorizes the use of federal elementary and secondary education funds to provide any person with a dangerous weapon or training in the use of a dangerous weapon. Current law prohibits the use of these funds to provide any person with a dangerous weapon or training in the use of a dangerous weapon. The bill removes this prohibition.

This bill specifies a legal standard for determining whether an individual is considered an independent contractor rather than an employee for the purposes of federal labor laws that address issues such as the federal minimum wage, overtime compensation, and collective bargaining. The rights and protections provided by these laws exclusively apply to employees. Under the bill, an individual is considered an independent contractor if (1) another individual or entity does not exercise significant control over the details of how the individual's work is performed, without regard to any control the other individual or entity may exercise over the final result of the work performed; and (2) while performing such work, the individual has opportunities and risks inherent with entrepreneurship (for example, the discretion to exercise professional judgment). The bill also sets forth factors that may not be used to determine whether an individual is an employee. Specifically, factors such as whether another individual or entity requires the individual to meet certain legal, health and safety, insurance, or performance requirements may not be used to make such a determination.

Countering CCP Fentanyl Trafficking Act This bill requires the President to impose property- and visa-blocking sanctions on Chinese officials determined to having assisted or approved the transportation of pill presses, fentanyl products, or fentanyl precursors to one or more Mexican drug cartels. The President may waive imposition of sanctions on a case-by-case basis upon determining that a waiver is in the national interest of the United States.

CBDC Anti-Surveillance State Act This bill prohibits a Federal Reserve bank from offering products or services directly to an individual, maintaining an account on behalf of an individual, or issuing a central bank digital currency (i.e., a digital dollar) directly or indirectly to an individual. Further, The Board of Governors of the Federal Reserve System and the Federal Open Market Committee are prohibited from using a central bank digital currency to implement monetary policy.

Safeguarding Endangered Children, Unaccompanied and at Risk of Exploitation Act of 2023 or SECURE Act of 2023 This bill requires regular reports to Congress detailing the status of unaccompanied non-U.S. national ( alien under federal law) children. The bill also rescinds certain funding for the agencies responsible for the report for each day that a report is late. Specifically, the Department of Health and Human Services (HHS), the Department of Homeland Security (DHS), and the Federal Bureau of Investigation must jointly report to Congress every 60 days on such children that have been in the custody of the Office of Refugee Resettlement (ORR) since January 1, 2021, and have been released to a parent, family member, or sponsor within the United States. This report must provide each child’s age, sex, location, and detail the child’s health and well-being. Additionally, the report must provide specified information about adults living in the child’s home, such as whether adults in the home have been subject to a fingerprint-based check of national crime information databases. The report must also specify the number of children that ORR has tried to contact without success on at least three separate attempts. The report must be provided for up to three years or until all of the specified children have been accounted for. The bill also rescinds certain funding from HHS, DHS, and the FBI for each day that a report is late. Up to $10 million may be rescinded from each agency for each fiscal year.

This joint resolution nullifies the final rule submitted by the Department of Education titled Improving Income Driven Repayment for the William D. Ford Federal Direct Loan Program and the Federal Family Education Loan (FFEL) Program and published on July 10, 2023. The rule creates a new income-driven repayment plan called the Saving on a Valuable Education (SAVE) plan.

This joint resolution nullifies the final rule issued by the Consumer Financial Protection Bureau titled Small Business Lending under the Equal Credit Opportunity Act (Regulation B) and published on May 31, 2023. The rule requires financial institutions to collect and report to the bureau credit application data for small businesses. On July 31, 2023, the U.S. District Court for the Southern District of Texas ordered the bureau not to implement or enforce the rule until a related pending case is resolved.

Seat of Government Act This bill repeals the District of Columbia (DC) Home Rule Act. The DC Home Rule Act provides a charter for the local government of the District of Columbia authorizing DC officials to legislate, conduct elections, and otherwise govern over local affairs.

Preserving Safety Net Integrity Act of 2023 This bill enacts with the force and effect of law the final rule of the Department of Homeland Security titled Inadmissibility on Public Charge Grounds and published on August 14, 2019. The bill also nullifies the final rule issued by DHS titled Public Charge Ground of Inadmissibility and published on September 9, 2022. The 2019 final rule made it more likely that a non-U.S. national ( alien under federal law) would be denied admission or lawful permanent resident status because that individual is likely to become a public charge (i.e., receive certain public benefits). The 2022 final rule nullified the 2019 final rule.

Paycheck Protection Act This bill prohibits federal agencies, including the U.S Postal Service, from deducting labor union dues, fees, or political contributions from employee pay. Under current law, an agency must deduct union dues upon receiving a request from an employee.

Cease Orwellian Surveillance and Targeting Act of 2023 or the COST Act of 2023 This bill generally prohibits the issuance or ownership of central bank digital currencies. A central bank digital currency is a digital currency issued by a government-backed central bank. Under the bill, the Board of Governors of the Federal Reserve System and the Federal Reserve banks are prohibited from minting or issuing a central bank digital currency. In addition, a Federal Reserve bank is prohibited from offering products or services directly to an individual or entity, providing coins or currency directly to an individual or entity, or maintaining an account on behalf of an individual or entity, with some exceptions. Further, no person is allowed to hold or own central bank digital currency belonging to the United States or a foreign country.

American Financial Institution Regulatory Sovereignty and Transparency Act of 2023 or the American FIRST Act of 2023 This bill establishes reporting requirements for the Board of Governors of the Federal Reserve System, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, the National Credit Union Administration, and the Federal Housing Finance Administration. Specifically, the bill requires these entities to report to Congress prior to implementing a non-binding recommendation from the Financial Stability Oversight Council or a recommendation contained in an Executive Order. Further, these entities must report to Congress regarding activity associated with certain nongovernmental international organizations, including the Basel Committee on Banking Supervision. Specifically, when proposing or finalizing major rules to conform with recommendations from these organizations, entities must submit to Congress notice, testimony, and a detailed economic analysis with respect to the proposed or final rule prior to its issuance. Additionally, in order to engage with these organizations about climate-related financial risks, entities must report on any participation with the organization’s activities and on the organization's funding sources. Entities must also report on any recommendations received from international organizations for international standardization regarding open-market policies and operations, discount lending and operations, or supervisory policies and operations. The bill also eliminates the position of Vice Chairman for Supervision from the Board of Governors of the Federal Reserve System. Currently, the Vice Chairman for Supervision develops policy recommendations for depository institution holding companies and other entities and oversees the supervision and regulation of these entities.

Requiring Verification of Compliance with Abandoning Ruthless Evil Neo-Nazis Act or RVC ARE Neo-Nazis Act This bill prohibits the Department of Defense from providing security assistance to Ukraine authorized under the Ukraine Security Assistance Initiative until the President certifies to Congress that the government of Ukraine is not providing funding, equipment, training, fuel, or other support to the Russian Volunteer Corps, the Azov Battalion, or any neo-Nazi militia.

This concurrent resolution calls on the media to voluntarily adopt certain practices to prevent further harm from its coverage of mass public murders. Specifically, it calls for coverage that (1) denies murderers a public platform; (2) minimizes the potential for media reporting to increase the likelihood of future mass public murders (i.e., the media contagion effect); and (3) prioritizes the victims of, and heroism in the response to, mass public murders.

Main Street Tax Certainty Act This bill makes permanent the tax deduction for qualified business income. (Under current law, the deduction expires after December 31, 2025.) Qualified business income is defined as the net amount of qualified items of income, gain, deduction and loss with respect to any trade or business, excluding capital gains or losses, dividends, interest income, or income earned outside the U.S.
