Requests the President to inform Congress and the Secretary General of the United Nations regarding U.S. efforts and measures taken with respect to implementation and observance of Article VI of the Treaty on the Nonproliferation of Nuclear Weapons (NPT) and certain U.N. resolutions calling for U.S. and world nuclear disarmament. Calls on the President to implement and observe all NPT obligations and commitments and to revise national policies on nuclear weapons accordingly. Urges the President, in the interests of protecting and advancing human, national, and global security, to: (1) declare that the United States will not use nuclear weapons first, and that pending their elimination, such weapons serve only to deter a nuclear attack by a hostile state or other entity; (2) initiate and conclude multilateral negotiations on verifiable steps nuclear states shall take to reduce and eventually eliminate nuclear weapons; (3) cooperate with the Russian Federation to remove from deployment nuclear weapons that are operational; (4) reaffirm the moratorium on nuclear testing and work for ratification of the Comprehensive Test Ban Treaty; (5) terminate all efforts to enhance U.S. military capabilities of the U.S. nuclear arsenal and to develop ballistic missile defenses; and (6) support initiatives to ban weapons in outer space.

States that the House of Representatives: (1) stands in solidarity with the people of Egypt in their democratic aspirations; (2) condemns the use of violence against unarmed protestors by the Egyptian security services and hired gangs of thugs, urges the release of any peaceful protestors who remain in custody, and calls for an end to the imposition of emergency or martial law; (3) deplores the targeted beatings and arrests of Egyptian and international journalists, as well as human rights and democracy advocates; (4) expresses its gratitude to the Egyptian army for its restraint and for remembering that its mission is to safeguard the Egyptian people; and (5) calls upon the government of Egypt and the political opposition to work together to transition Egypt to a credible democracy and a new era for the Egyptian people.

Expresses the sense of Congress that: (1) any deficit reduction plan put forward by the Joint Select Committee on Deficit Reduction should not balance the budget by eroding America's hard-earned retirement plan and social safety net; (2) Medicare's ability to deliver high quality health care in a cost-efficient manner should be strengthened and its benefits should be preserved for current and future retirees; (3) appropriate reform to strengthen Social Security's long-term outlook should ensure that it remains a critical source of protection for the people of the United States and their families without further increasing the retirement age or otherwise decreasing benefits; and (4) federal funding for the Medicaid program should be maintained so that senior citizens, poor and disabled children, and others with disabilities are able to gain and retain access to affordable health care.

Expresses the sense of the House of Representatives that any action taken by the Department of Justice should be consistent with the following goals: (1) the mortgage servicers who engage in fraudulent behavior should not be granted criminal or civil immunity for potential wrongdoing related to illegal mortgage and foreclosure practices; (2) the federal government and state attorneys general should proceed with full investigation into claims of fraudulent behavior by mortgage servicers; and (3) any financial settlement reached with mortgage servicers should appropriately compensate for, and accurately reflect, the extent of harm to all victims, including homeowners and state pension beneficiaries, caused by the mortgage servicer's fraudulent behavior.

Commends United Nations Secretary-General Ban Ki-moon for creating the three-person panel to advise the Secretary-General on the implementation of the government of Sri Lanka's commitment to human rights accountability. Urges the government of Sri Lanka, the international community, and the United Nations (U.N.) to establish an independent international accountability mechanism to look into reports of war crimes, crimes against humanity, and other human rights violations committed by both sides during and after the war in Sri Lanka. Urges the government of Sri Lanka to allow humanitarian organizations, aid agencies, journalists, and international human rights groups greater freedom of movement, including in internally-displaced persons camps. Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President to: (1) ensure that U.S. foreign policy reflects understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide; and (2) accurately characterize in the President's annual message commemorating the Armenian Genocide the systematic and deliberate annihilation of 1.5 million Armenians as genocide and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Condemns the government of Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Calls on the government of Iran to release seven specified imprisoned Baha'i leaders and all other prisoners held on account of their religion, including: Mrs. Fariba Kamalabadi, Mr. Jamaloddin Khanjani, Mr. Afif Naeimi, Mr. Saeid Rezaie, Mr. Behrouz Tavakkoli, Mrs. Mahvash Sabet, Mr. Vahid Tizfahm, Ms. Raha Sabet, and Mr. Navid Khanjani. Calls on the President and Secretary of State, in cooperation with the international community, to condemn Iran's continued violation of human rights and demand the release of prisoners held on account of their religion, including the above-named individuals. Urges the President and Secretary to utilize all available measures, such as those available under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 and Executive Order 13553, to sanction Iranian government officials and other individuals directly responsible for human rights violations in Iran, including against the Baha'i community.
