Requires the Secretary of Commerce to conduct an aerial assessment of and report to Congress on the population abundance and spatial and temporal distribution of Green, Loggerhead, Leatherback, Kemp's Ridley, and Hawksbill sea turtles in state and federal waters. Prohibits the Secretary from issuing any rule regarding incidental fisheries bycatch of any of such turtle species under the Endangered Species Act of 1973 (ESA) or the Magnuson-Stevens Fishery Conservation and Management Act before the report is submitted. Exempts any rule to alter or restrict use of a specific gear type in a specific fishery if the Secretary certifies that the rule is an emergency rule necessary to: (1) protect such a species from being imminently determined to be endangered primarily as a result of incidental taking by that gear type in that fishery; or (2) protect such a species that is listed as an endangered species from imminent extinction primarily as a result of incidental taking of such species by that gear type in that fishery.

Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

Employee Misclassification Prevention Act - Amends the Fair Labor Standards Act of 1938 (FLSA) to require every person to: (1) keep records of non-employees (contractors) who perform labor or services (except substitute work), including through an entity such as a trust, estate, partnership, association, company, or corporation, for remuneration; and (2) provide certain notice to each new employee and new non-employee, including classification as an employee or non-employee and information concerning their rights under the law. Makes it unlawful for any person to: (1) discharge or otherwise discriminate against an individual (including an employee) who has opposed any practice, or filed a complaint or instituted any proceeding related to this Act, including with respect to an individual's status as an employee or non-employee; and (2) fail to classify accurately an employee or non-employee. Doubles the amount of liquidated damages for maximum hours, minimum wage, and notice of classification violations by an employer. Subjects a person who: (1) violates such requirements (including recordkeeping requirements) to a civil penalty of up to $1,100; or (2) repeatedly or willfully violates such requirements to a civil penalty of up to $5,000 for each violation. Directs the Secretary of Labor to establish a webpage on the Department of Labor website that summarizes the rights of employees under this Act and other appropriate information. Amends the Social Security Act to require, as a condition for a federal grant for the administration of state unemployment compensation, for the state's unemployment compensation law to include a provision for: (1) auditing programs that identify employers that have not registered under the state law or that are paying unreported compensation where the effect is to exclude employees from unemployment compensation coverage; and (2) establishing administrative penalties for misclassifying employees or paying unreported unemployment compensation to employees. Requires any office, administration, or division of the Department of Labor to report any misclassification of an employee by a person subject to the FLSA that it discovers to the Department's Wage and Hour Division (WHD). Authorizes the WHD to report such information to the Internal Revenue Service (IRS).

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

Communities of Color Teenage Pregnancy Prevention Act of 2010 - Requires the Secretary of Health and Human Services (HHS) to award competitive grants to eligible entities for new and existing program interventions to provide youth in racial or ethnic minority or immigrant communities the information and skills needed to reduce teenage pregnancies and develop healthy relationships. Directs the Secretary to award competitive grants to carry out multimedia campaigns to provide public education and increase public awareness regarding teenage pregnancy and related social and emotional issues. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants for research on teenage pregnancy that includes: (1) investigating the incidence and prevalence of teenage pregnancy and births in racial and ethnic minority or immigrant communities; and (2) examining factors that lead to teenage pregnancy among youth in foster care or juvenile justice systems.

Expresses support for: (1) the designation of Mental Health Month; and (2) the finding of the President's Commission on Mental Health that the nation's failure to prioritize mental health is a national tragedy. Recognizes that mental well-being is as important as physical well-being for citizens, communities, businesses, and the economy. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages all organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those living with mental illness.

Implementing Management for Performance and Related Reforms to Obtain Value in Every Acquisition Act of 2010 - Directs the Secretary of Defense (DOD) to ensure that: (1) all elements of the defense acquisition system (DAS) are subject to regular performance assessments to ensure maximum acquisition value; (2) such assessments are subject to periodic audits; and (3) assessment results are used in the management of DAS elements. Requires the Secretary to ensure that: (1) DOD develops and implements a program to manage performance in establishing joint military requirements; and (2) each military department establishes a process for identifying, assessing, and approving requirements for the acquisition of services. Directs the Chairman of the Joint Requirements Oversight Council to designate a commander of a unified combatant command to provide a joint evaluation task force to assist in the acquisition of a materiel solution for a joint military requirement. Requires: (1) a review of the DOD acquisition guidance; and (2) revision of the Federal Acquisition Regulation to include appropriate references to services contracting. Directs the Secretary to use DOD employment authorities to develop and manage a highly skilled professional workforce which ensures that DOD receives the best value for its expenditures. Encourages the Secretary to carry out a demonstration project on proposals to improve personnel management policies and procedures applicable to the DOD acquisition workforce. Requires the Secretary to: (1) provide for an enhanced system of incentives for employees who contribute to the achievement of performance goals; and (2) establish policies and issue guidance to ensure the proper development, assignment, and employment of civilian personnel within such workforce. Provides additional workforce recertification and training requirements. Requires the Secretary to develop and carry out a plan to strengthen that part of the workforce that specializes in information technology. Directs the Under Secretary of Defense (Comptroller) to ensure that any DOD component that has financial statements validated as ready for audit earlier than September 30, 2017, receives preferential treatment in: (1) financial matters, including the release of appropriated funds; and (2) the availability of personnel management incentives. Requires: (1) the Secretary to ensure that corrective measures are immediately taken to address the failure of a DOD component to achieve such a validated financial statement by such date; and (2) a review of DOD obligation and expenditure benchmarks to ensure best value for the government. Directs the Secretary to establish a program to expand the DOD industrial base to increase access to innovation and the benefits of competition. Requires contractors and grantees of DOD contracts in amounts greater than the simplified acquisition threshold (generally $100,000) to disclose seriously delinquent federal tax debts exceeding $3,000. Directs the Secretary to ensure that any contractor business system review carried out by a military department, defense agency, or DOD field activity: (1) complies with generally accepted government accounting standards; (2) is performed by an audit team that does not engage in any other official activity involving the contractor concerned; and (3) is performed consistent with a documented assessment of the risk to the federal government.

Healthy Children Through School Nutrition Education Act - Amends the Child Nutrition and WIC Reauthorization Act of 2004 to require local educational agencies participating in the school lunch or breakfast programs to include in their school wellness policies the requirement that each student receive 50 hours of nutrition education each school year. Requires such instruction to meet specified standards, including that it is consistent with rules promulgated by the Secretary of Agriculture requiring food served under the school lunch and breakfast programs to satisfy the most recent Dietary Guidelines for Americans.

World Class Military Medical Facilities Act - Directs the Secretary of Defense (DOD) to disestablish the Joint Task Force National Capital Region Medical. Requires the Secretary to establish an office responsible for implementing all recommendations and requirements regarding military medical facilities in the National Capital Region (Region) contained in the report of the Defense Base Closure and Realignment Commission, a provision of the National Defense Authorization Act for Fiscal Year 2010, or any other provision of law. Makes the Deputy Secretary of Defense the head of such office. Requires such office to assume responsibility for the development and implementation of the comprehensive master plan to provide sufficient world-class military medical facilities and an integrated system of health care delivery for the Region. Directs the Secretary to establish a unified construction standard for military construction and repairs for such facilities. Authorizes appropriations to implement such standard at Walter Reed National Military Medical Center. Requires the Secretary to establish the Independent Review Panel for Military Medical Care in the National Capital Region to advise the Secretary on whether the proposed design and organizational structure for military medical facilities in the Region will achieve a world-class military medical facility.

Expresses the sense of the House of Representatives that: (1) the current policy that prohibits sending a presidential letter of condolence to the family of a member of the Armed Forces who has died by suicide only serves to perpetuate the stigma of mental illness that pervades the Armed Forces; and (2) the President, as Commander-in-Chief, should overturn the policy and treat all military families equally.

TRICARE Dependent Coverage Extension Act - Deems the following individuals as dependents, for purposes of dependent coverage under TRICARE (a Department of Defense [DOD] managed health care program): (1) a child who has not yet attained age 26 and is not eligible to enroll in any employer-sponsored plan; or (2) a person who is in the legal custody of the covered member, has not attained age 26, is not eligible to enroll in any employer-sponsored plan, resides with the member, is not otherwise a dependent under TRICARE, and is not the child of another covered beneficiary. Requires a premium payment for such coverage.

Coastal Jobs Creation Act of 2010 - Directs the Secretary of Commerce to implement a Coastal Jobs Creation Grant Program which shall include: (1) cooperative research to collect and compile economic and social data related to recreational and commercial fisheries management: (2) establishment and implementation of state recreational fishing registry programs; (3) training and deploying observers authorized or required under the Magnuson-Stevens Fishery Conservation and Management Act; (4) preservation or restoration of coastal resources identified for their conservation, recreational, ecological, historic, or aesthetic values; (5) redevelopment of deteriorating and underutilized working waterfronts and ports; (6) research to develop, test, and deploy innovations and improvements in coastal and ocean observation technologies; (7) cooperative research to collect data to improve, supplement, or enhance fishery and marine mammal stock assessments; and (8) other specified activities. Amends the Magnuson-Stevens Fishery Conservation and Management Act to require the Secretary of Commerce to enter into contracts with, or provide grants to, states for the purpose of establishing and implementing a registry program to meet the requirements for the exemption from registration of a regional standardized fishing vessel registration and information management system program for state licensed recreational fishermen and charter fishing vessels when the Secretary determines that information from the state program is suitable for the Secretary's use in completing marine recreational fisheries statistical surveys or evaluating the effects of proposed conservation and management measures for marine recreational fisheries.

Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Declares that the House of Representatives mourns the significant loss of life, as well as the physical damage, caused by the February 27, 2010, earthquake and resulting tsunami in Chile. Expresses the deepest condolences of the House and sympathy to the families of the victims. Recognizes that Chile is a close ally and friend of the United States, and that its embrace of democratic ideals and the Chilean government's ability to implement strict building standards greatly mitigated the impact of this disaster. Commends the rescue, relief, and recovery actions, still underway, taken by the government of Chile. Commends the U.S. government, the entire international community, and nongovernmental organizations for their prompt deployment of assistance to Chile. Urges the President to continue to support the government of Chile as it assesses its relief and recovery needs.

Expresses the sense of the House of Representatives that: (1) the National Aeronuatics and Space Administration (NASA) is a national security asset and interest for the United States; (2) elimination of the Constellation program (the human space flight program that was to succeed the Space Shuttle program) will present homeland security implications for cyberspace; critical infrastructure, and the U.S. intelligence community; (3) elimination of the Constellation program will compromise the effectiveness of the International Space Station (ISS); (4) continuation of the Constellation program is crucial to improving national security, climate, and research in science and medicine; and (5) the United States should maintain its funding of the Constellation program and should begin funding commercial space in five years and not sooner.

Condemns the suicide plane attack against the Internal Revenue Service (IRS) in Austin, Texas, on February 18, 2010, and commends IRS employees for their dedication and public service. Honors Vernon Hunter, a victim of the attack, Shane Hill, who suffered severe injuries, and all those who were injured while serving their country. Recognizes the heroic actions of the first responders, emergency services personnel, IRS employees, and citizens on the ground, such as Robert De Haven, whose actions minimized the loss of life. Rejects any statement or act that incites hatred or expresses sympathy for those who would attack public employees.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Travel Restriction Reform and Export Enhancement Act - Prohibits the President from: (1) regulating or prohibiting travel to or from Cuba by U.S. citizens or lawful permanent residents or any transactions incident to such travel; and (2) restricting direct transfers from a Cuban financial institution to a U.S. financial institution executed in payment for a product authorized for sale under the Trade Sanctions Reform and Export Enhancement Act of 2000. States that: (1) any regulation restricting or prohibiting such Cuban travel shall have no effect; and (2) such prohibition shall not apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. citizens or legal residents. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to define "payment of cash in advance" as the payment by the purchaser of an agricultural commodity or product and the receipt of such payment by the seller prior to: (1) the transfer of title of such commodity or product to the purchaser; and (2) the release of control of such commodity or product to the purchaser.
