Amends the North American Free Trade Agreement Implementation Act to authorize the President to agree to amendments to the Border Environment Cooperation Agreement (the November 1993 Agreement Between the Government of the United States of America and the Government of the United Mexican States Concerning the Establishment of a Border Environment Cooperation Commission and a North American Development Bank) that: (1) enable the North American Development Bank to make grants and non-market rate loans out of its paid-in capital resources with the approval of its Board of Directors for qualified water conservation projects; and (2) amend the definition of "border region" as it relates to such projects to include specified areas in the United States and Mexico that are within a certain distance of the international boundary between the two countries. Expresses the sense of Congress that: (1) water conservation projects are eligible for funding from the Bank under the Cooperation Agreement; and (2) the Board of Directors of the Bank should support qualified water conservation projects which can assist Texas irrigators and agricultural producers in the lower Rio Grande River Valley, including irrigators and agricultural producers in the border States of California, Arizona, New Mexico, and Texas, and the financing of projects which address coastal and pollution issues on both sides of the international boundary between the United States and Mexico, including along the Pacific Ocean and Gulf of Mexico shores of both countries.

Human Cloning Prohibition Act of 2003

Human Cloning Prohibition Act of 2003 - Prohibits any person or entity, in or affecting interstate commerce, from knowingly: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving an embryo produced by human cloning; or (4) importing such an embryo. Sets forth criminal and civil penalties. Provides that nothing in this Act restricts areas of scientific research not specifically prohibited above, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans. Directs the General Accounting Office to assess the need for amendment of such prohibition, including through: (1) a discussion of new developments, the need for somatic cell transfer to produce medical advances, current public attitudes and prevailing ethical views concerning its use, and potential legal implications of somatic cell transfer research; and (2) a review of any technological developments that may require technical changes to such prohibition.

Student Bill of Rights - Directs the Secretary of Education to make annual determinations as to whether each State's public school system provides all its students with educational resources to succeed academically and in life. Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so through: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are, taken as a whole, at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final Federal or State court order in any matter concerning the adequacy or equitableness of the system. Requires withholding of specified portions of its Federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in Federal district courts. Directs the Commissioner of Education Statistics to study the effects of educational disparities on economic growth and on national defense.

Arctic Coastal Plain Domestic Energy Security Act of 2003 - Instructs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the oil and gas resources of the Coastal Plain. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge and any leasing or development leading to such production. States that, for purposes of the National Wildlife Refuge System Administration Act of 1966, the Coastal Plain oil and gas leasing program is compatible with the purposes for which the Arctic National Wildlife Refuge was established, and that no further findings or decisions are required to implement this determination. Authorizes the Secretary to: (1) designate a maximum total of Coastal Plain acreage as "Special Areas;" (2) permit oil and gas exploration leasing in such Areas (but prohibit surface occupancy); and (3) permit horizontal drilling technology from lease sites located outside the Special Areas. States that this Act constitutes the Secretary's sole authority to close Coastal Plain lands to oil and gas leasing and to exploration, development, and production. Prescribes procedures for: (1) lease sales; (2) grants of leases; (3) lease terms and conditions; and (4) coastal plain environmental protection. Shields rights-of-way and easements issued by the Secretary for the transportation of oil and gas across the Coastal Plain from Title XI of the Alaska National Interest Lands Conservation Act of 1980. Directs the Secretary to convey: (1) the surface estate of specified lands to the Kaktovik Inupiat Corporation; and (2) the remaining subsurface estate of specified lands to the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to provide financial assistance to specified entities that are directly impacted by oil and gas production and exploration on the coastal Plain.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956, and the Revised Statutes of the United States, to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55 percent to five percent and keyed to the year an individual became eligible for such benefits between 1979 and 1988. Allows such beneficiaries, in the alternative, to receive lump sum payments over four years totaling $5,000.

Shrimp Importation Financing Fairness Act - Prohibits the Secretary of Commerce from imposing any new restrictive regulations on the domestic shrimping industry. Prohibits the Overseas Private Investment Corporation from issuing any contract of insurance or reinsurance or any guaranty, or from entering into any agreement to provide financing for a project undertaken or to be undertaken in a country which exported more than 20 million pounds (excessive amounts) of shrimp to the United States in the first six months of 2002, until three months after it has reduced its shrimp exports to less than three million pounds per month for three consecutive months. Requires the Secretary of the Treasury to instruct the U.S. Executive Director at the International Monetary Fund to use the voice, vote, and influence of the United States to oppose providing assistance to any foreign country that exported excessive amounts of shrimp to the United States in the first six months of 2002, until it fulfills the requirements of this Act. Authorizes the Secretary to reduce the amount of U.S. contributions to the Fund according to a specified formula if, during the first such three-month period, the Fund provides assistance to any such country. Prohibits the Export-Import Bank of the United States from providing assistance to any country that exported excessive amounts of shrimp to the United States in the first six months of 2002, until it fulfills the requirements of this Act.

Allows veterans' claims to be submitted to County Veterans Service Officers (in lieu of the Department) and authorizes the Officers to fully develop such claims. Requires appropriate information sharing between the Department's Benefits Delivery Network and the Offices. Requires funding provided by this Act to be allocated to States based on their respective populations of veterans and allocates such funds to the appropriate Office. Prohibits Federal funding from exceeding 50 percent of the costs of Office operations. Allows funding to be used to establish Officer programs in States that do not have one.

Latina Adolescent Suicide Prevention Act - Directs the Secretary of Health and Human Services to establish a program for the prevention of Latina adolescent suicides. Border Health Security Act of 2002 - Requires the Secretary, acting through the United States-Mexico Border Health Commission and in consultation with the State border health offices, to award border health services grants. Community Health Workers Act of 2002 - Directs the Secretary, acting in collaboration with the Director of the Centers of Disease Control and Prevention and other Federal officials, to award grants to promote positive health behaviors in women. Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2002 - Authorizes the Secretary, acting through the Administrator of the Health Resources and Services Administration, to make grants for cancer and chronic disease care and prevention. Permits the Director of the National Cancer Institute to make similar grants. Amends the Public Health Service Act to revise and extend the programs of the Office of Minority Health. Directs the heads of certain agencies within the public health service to establish individual offices of minority health. Establishes in the Department of Health and Human Services an Assistant Secretary for Civil Rights.

Aquatic Invasive Species Research Act - Requires the Smithsonian Environmental Research Center, the U.S. Geological Survey, and the National Oceanic and Atmospheric Administration to develop and conduct a marine and fresh-water research program to support efforts to detect, prevent, and eradicate invasive species in the Aquatic Ecosystem. Requires the program to: (1) develop standardized protocols for conducting ecological and pathway surveys of nonnative aquatic species; (2) create baseline ecological information of the aquatic ecosystem and pathways; (3) designate the number and location of survey sites required; (4) conduct laboratory and field-based marine and fresh-water research experiments on a range of taxonomic groups to identify the relationship between the introduction and establishment of nonnative aquatic species; and (5) analyze the data collected. Directs the Aquatic Nuisance Species Task Force to convene a workshop with appropriate researchers. Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to: (1) require that ecological and ballast water discharge surveys examine other potential modes of introducing nonnative aquatic species by ship into the Aquatic Ecosystem, including hull fouling; (2) rename the National Ballast Information Clearinghouse as the National Pathway and Ecological Surveys Database; (3) expand the purview of the database to include ballast water management, delivery practices of ships entering United States ports and their compliance with existing regulations; and (3) make the database widely available to the public. Requires the Environmental Protection Agency (EPA) establish marine and fresh-water research, development, and demonstration programs with respect to environmental soundness screening and dispersal barrier research. Reauthorizes the ship pathway technology demonstration program. Requires the Coast Guard and the EPA to develop a research program to support implementation of standards to prevent the introduction and spread of invasive species by ships into the Aquatic Ecosystem. Requires the National Science Foundation to establish a grant program for institutions of higher education to carry our research programs in systematics and taxonomy.

National Aquatic Invasive Species Act of 2002 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to require the Invasive Species Council (Council) to coordinate with the Aquatic Invasive Species Task Force (Task Force) to combat aquatic invasive species. Requires the Task Force to recommend to appropriate Federal agencies additions to the list of aquatic invasive species. Requires the Task Force, the Council, and the Secretary of State to coordinate activities to ensure that international efforts to prevent and manage aquatic invasive species are coordinated with U.S. policies. Establishes minimum invasive species prevention requirements for all vessels entering U.S. ports. Requires the Secretary of the department in which the Coast Guard is operating to promulgate regulations for ballast water management standards and certification procedures. Directs the Task Force to publish a priority pathway management program. Prohibits the importation of live aquatic organisms not in trade without specified screening and approval. Requires the Assistant Secretary of the Army for Civil Works, with the concurrence of the Administrator of the Environmental Protection Agency, to construct and maintain a national dispersal barrier program to contain and control aquatic nuisances. Declares that a State with a rapid response contingency strategy shall be eligible to receive emergency funding to implement rapid response measures for aquatic invasive species under specified circumstances. Requires the Task Force, with concurrence of the Council, to encourage the development of regional rapid response contingency strategies and develop a State model for such. Requires the Council, in coordination with the Task Force and the heads of the appropriate Federal agencies, to establish a Federal rapid response team for the ten regions of the Standard Federal Regional Boundary System. Requires the Task Force to establish a national subcommittee on nutria. Provides for expansion of the Brown Tree Snake Control Program and Aquatic Nuisance Species Program information, education and outreach activities.

Directs the Secretary to negotiate fair prices with pharmaceutical manufacturers. Provides for accelerated generic drug competition. Amends SSA title XVIII part C (Medicare+Choice) with respect to: (1) inclusion of the costs of certain military services to Medicare-eligible beneficiaries in the calculation of Medicare+Choice payment rates; (2) specialized Medicare+Choice plans for special needs beneficiaries; and (3) continuous open enrollment and disenrollment at any time. Revises requirements for Medicare: (1) part A concerning rural health care, inpatient hospital services, skilled nursing facility services, and hospices; (2) part B concerning physicians services and other services; and (3) part A and B concerning home health services and direct graduate medical education. Amends SSA title XIX (Medicaid) with respect to certain Medicaid disproportionate share hospital (DSH) allotment adjustments and the Q-I1 program. Declares that an eligible claim brought in any U.S. district court not later than two years after enactment of this Act shall not be barred by any statute of limitations, and that district courts shall have exclusive jurisdiction in instances where such claims are brought. Waives U.S. sovereign immunity in such cases, and declares that foreign States shall not be immune from the jurisdiction of U.S. district courts hearing eligible claims.

Southwest Regional Border Authority Act - Establishes the Southwest Regional Border Authority to: (1) develop plans and programs for the economic development of the Southwest border region (specified counties in California, New Mexico, and Texas); (2) conduct and sponsor investigations, research, and studies of the resources of the region; (3) sponsor up to ten authorized demonstration projects; (4) review, study, and recommend appropriate modifications to Federal, State, and local development programs for the region; (5) formulate and recommend interstate compacts and other forms of interstate and international cooperation; (6) encourage private investment in the region; (7) provide a forum for the consideration of problems of the region; (8) establish and use citizens, special advisory counsels, and public conferences; and (9) provide for the avoidance of duplication of efforts among the border programs of Federal agencies and the programs established under the North American Free Trade Agreement. Authorizes the Authority to approve grants for regional infrastructure development and improvement, technology development, community development and entrepreneurship, and education and workforce development. Provides funding. Authorizes the Authority to: (1) increase the Federal share to up to 90 percent of a project's total cost (to aid communities that could not otherwise meet matching funds requirements); and (2) make grants to local development districts for administrative expenses. Directs the Authority, for purposes of grant assistance, to designate within the region distressed counties, economically strong counties, attainment counties, competitive counties, and isolated areas of distress. Requires each affected State to submit to the Authority an annual development plan for the appropriate State area within the region.

Terminates the Council eight years after enactment of this Act. Requires the Director of the National Drought Council to establish the National Office of Drought Preparedness. Establishes within the Federal Emergency Management Agency (FEMA) the Drought Assistance Fund, which shall be used to: (1) assist State, local, tribal, and critical service entities with drought-related activities; and (2) expand the technology transfer of drought and water conservation strategies. Requires: (1) the Director to publish guidelines for administering a national technical and financial drought assistance program; and (2) the Director, the Secretaries of Agriculture, the Interior, and the Army, and other appropriate Federal agency heads to implement integrated drought preparedness plans. Authorizes States, Indian tribes, local governments, and regional, water providers to develop and implement drought preparedness plans. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the Director of FEMA to reimburse States for qualifying costs incurred in prepositioning wildfire suppression resources.

Social Security Widow's Benefit Guarantee Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) provide for an increase in widow's and widower's insurance benefits; (2) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (3) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (4) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits. Amends SSA title XVI (Supplemental Security Income) (SSI) to provide that an eligible widow or widower who is entitled to a widow's or widower's insurance benefit for any month under OASDI, but is not eligible for benefits under SSI in that month, shall be deemed for purposes of SSA title XIX (Medicaid) to be an individual with respect to whom SSI benefits are paid in that month, if he or she: (1) has been continuously entitled to such widow's or widower's insurance benefits from the first month for which the increase in widow's or widower's insurance benefits resulting from this Act is reflected in such benefits through the month involved; and (2) would be eligible for benefits under SSI in the month involved if the amount of the increase in his or her widow's or widower's insurance benefits were disregarded.

Prescribes qualifying events (acquisition, closing, election, or bankruptcy transfer) as a result of which the United States shall assume liability for the provision of steel retiree benefits for each eligible retiree and eligible beneficiary certified for participation in the retiree benefits program. Requires transfer to the Trust Fund by a qualified steel company and any applicable acquiring company of all assets which, under the terms of an applicable collective bargaining agreement, were required to be set aside under an employee benefit plan or otherwise for the provision of the steel retiree benefits. Requires contributions to the Trust Fund by such companies.
