Gulf of Mexico Environmental and Economic Restoration and Protection Act of 1992 - Expresses the sense of the Congress with respect to environmental restoration of the Gulf of Mexico. Establishes a program for protection and preservation of the economic and environmental resources of the Gulf, to be known as the Gulf of Mexico Program. Directs the Administrator of the Environmental Protection Agency (EPA) to establish a Gulf of Mexico Program Office within EPA. Establishes a Gulf of Mexico Executive Board to: (1) prepare and update a joint plan for the Federal, State, interstate, local, and nongovernmental development of economic, ecological, and aesthetic resources of the Gulf and protection of the ecosystem; (2) develop long-range schedules for the collection and analysis of data and for planning and completion of projects in the Gulf and surrounding areas; and (3) approve and fund studies of economic, ecological, and aesthetic resource problems in the Gulf and surrounding areas. Sets forth required contents of the plan and requires the Administrator to submit the plan to the Congress. Provides for State cost-sharing of Gulf restoration activities. Requires the Administrator to award grants for the conduct of research to develop baseline scientific data regarding environmental quality of the Gulf for use in evaluating and implementing the plan. Authorizes grants to be awarded to any Gulf State agency, non-profit research organization, or university which meets eligibility requirements. Sets forth grant proposal, application, and cost-sharing requirements. Authorizes and allocates appropriations.

Directs the National World War II Memorial Fund, Inc., to construct a memorial on Federal land in the District of Columbia or its environs to: (1) honor members of the armed forces who served in World War II; and (2) commemorate U.S. participation in that conflict. Directs the fund to plan, design, and oversee the construction of the Memorial. Establishes the World War II Memorial Advisory Board to: (1) promote and encourage the donation of private funds for the construction of the Memorial; and (2) recommend the site for and assist in the selection of the design of the Memorial. Terminates the Board within 30 days after completion of the Memorial or on the lapse of the authority provided by this Act. Authorizes the Fund to solicit and accept private contributions for construction of the Memorial. States that the requirements and authority of this Act shall lapse if: (1) construction of the Memorial is not commenced within seven years of its enactment; or (2) before such construction, the Secretary of the Interior certifies that funds are not available in an amount sufficient to ensure its completion.

Cash Management Improvement Act Amendments of 1992 - Amends the Cash Management Improvement Act of 1990 (the Act) to remove the two-year deadline for the Secretary of the Treasury to prescribe regulations for the timely disbursement of Federal funds. Extends the deadline for the Secretary to enter into agreements with States for intergovernmental financing and to prescribe regulations for such financing from October 24, 1992, until July 1, 1993, or by the first day of a fiscal year of the State which begins in 1993, whichever is later. Makes the Act effective on such date. Extends for one year the report to the Congress by the Comptroller General on the implementation of such Act.

Amends the Foreign Trade Zones Act to declare that crude oil and its derivatives admitted into a foreign trade zone and consumed in the refining process shall not be subject to duty under the Harmonized Tariff Schedule of the United States.

Removes the annual and total limits on the number of Junior Reserve Officer Training Corps (JROTC) units that may be maintained at public and private secondary educational institutions. Includes, as a condition to establishing a JROTC unit at such institution, that the institution agrees to such establishment and maintenance for no less than five academic years.

Civil War Battlefield Commemorative Coin Act of 1992 - Directs the Secretary of the Treasury to issue a specified number of five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins to commemorate the 100th anniversary of Civil War battlefield preservation. Sets forth certain features of such coins and provides for their design, issuance, and sale. Requires that all sales include a surcharge of $35 per coin for the five-dollar coins, $7 per coin for the one-dollar coins, and $1 per coin for the half-dollar coins. Requires that all surcharges be paid to the Civil War Battlefield Foundation for the preservation of historically significant Civil War battlefields.

Directs the Secretary of the military department concerned to establish and maintain at secondary schools a Junior Reserve Officers' Training Corps (JROTC) unit if the number of students (currently, physically fit students) who are in a grade above the eighth grade (currently, at least 14 years of age) and are citizens or nationals of the United States or aliens lawfully admitted for permanent residence (currently, only citizens and nationals) is not less than 100 or ten percent of the total amount enrolled in the institution. Allows such Secretary to provide additional resources, including transportation and billeting, as available to support activities of the JROTC program at such institution. Revises the pay formula for retired military personnel instructing JROTC students at such institutions.

Amends specified Federal law relating to impact aid to require that appropriations and expenditures under such law for payments to local educational agencies on behalf of children who are dependents of a parent or parents on active duty in the armed forces be considered national defense functions for budget purposes.

Designates September 18, 1992, as National POW/MIA Recognition Day. Requires the POW/MIA flag to be flown on a flagstaff of the White House, the Departments of State, Defense, and Veterans Affairs, the Selective Service Commission, each national cemetery, and the National Vietnam Veterans Memorial on such day. Requires the flag to be flown on a flagstaff of each national cemetery and the National Vietnam Veterans Memorial on May 30, 1992 (Memorial Day), and on November 11, 1992 (Veterans Day). States that the flag shall be displayed as a symbol of national concern and commitment to resolving the fates of Americans still prisoner, missing, and unaccounted for.

Amends the Revised Organic Act of the Virgin Islands to require the two judges appointed by the President for the District Court of the Virgin Islands to be selected from a list containing the names of five qualified individuals provided by the Governor of the Virgin Islands.

Amends the Department of Education Organization Act to create the position of Assistant Secretary of Education for Bilingual Education and Minority Languages Affairs: (1) to replace that of Director of the Office of Bilingual Education and Minority Languages Affairs; and (2) to administer such Office.

Amends the Internal Revenue Code to provide employers with a 50 percent tax credit for English language education expenses incurred on behalf of employees working in the United States or its possessions. Prohibits the deduction of such expenses if such credit is taken.

Nuclear Reactor Licensing Act of 1992 - Amends the Atomic Energy Act of 1954 to prescribe guidelines for: (1) issuance by the Nuclear Regulatory Commission of nuclear reactor combined construction and operating licenses; and (2) post-construction hearings on such licenses. Provides for judicial review of final Commission orders affecting such licenses.

Medicare Geographic Data Accuracy Act of 1992 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to consult with State medical societies in revising the geographic adjustment factors used to determine reimbursements for physician services under part B (Supplementary Medical Insurance) of Medicare. Requires the Secretary to base geographic-cost-of-practice indices under Medicare upon the most recent available data.

Voting Rights Improvement Act of 1992 - Amends the Voting Rights Act of 1965 to extend the termination date on the prohibition of covered States and political subdivisions providing voting materials only in English. Modifies criteria for determining whether a State or subdivision is covered.

Expresses the sense of the Congress that: (1) consideration of the Low Income Home Energy Assistance Program (LIHEAP) should be a high priority; (2) LIHEAP funding for FY 1993 should be increased to a level greater than or equal to funding for FY 1992; and (3) the President should accept the LIHEAP funding level for FY 1993 as recommended by the Congress.

Expresses the sense of the Congress that the President should build upon the success of the Cartagena Summit and use the upcoming San Antonio Summit to: (1) reaffirm the mutual commitment of the participating countries to halting the international cocaine trade; (2) continue assisting the Andean Strategy nations in their efforts to curtail cocaine production; (3) encourage cooperation among the participating countries in dismantling drug trafficking cartels and arresting and incarcerating major traffickers; (4) strengthen the legitimate economies of the Andean Strategy nations through trade incentives and other assistance; and (5) motivate the participating countries to reduce consumption of illicit drugs within their borders.

Authorizes the Secretary of the Navy to transfer the obsolete training aircraft carrier USS Lexington to the city of Corpus Christi, Texas, for use as a naval museum and memorial, notwithstanding the required 60-day congressional notification period.

Commends: (1) the people of Guam for their patriotism, bravery, loyalty to the United States, and many sacrifices during World War II, particularly during the invasion and occupation of the Guam territory; (2) the members of the Navy Insular Force and U.S. Navy and Marine Corps for the efforts and sacrifices they made in defense of the U.S.; (3) the Hawaiians for their sacrifices and contributions to the U.S. war effort during the attack on Pearl Harbor on December 7, 1941; and (4) the Hawaii Territorial Guard members, Varsity Victory Volunteers, the civilian workers at the Pearl Harbor Naval Ship Yard and other Hawaiian military installations, 100th Infantry Battalion, Military Intelligence Service, and 442nd Regimental Combat Team for their sacrifices and contributions to the U.S. war effort during such attack.

Urges the President to: (1) support and negotiate with the United Nations (UN) to earmark funds, in the range of 25 percent of the monies collected for the UN Commission Fund, towards the costs of oil spill cleanup and restoration in the Arabian Gulf and Kuwait, including the costs incurred by the U.S. Coast Guard; and (2) enhance U.S. cooperation and assistance in providing expertise to Saudi Arabia and Kuwait in cleanup and restoration efforts.

Nuclear Testing Moratorium Act - Prohibits the Secretary of Energy from conducting any explosive nuclear weapons test during the one-year period following the enactment of this Act unless the President certifies to the Congress that the Soviet Union has conducted such a test during such period.

Medicaid Moratorium Amendments of 1991 - Amends the Technical and Miscellaneous Revenues Act of 1988 to: (1) delay until September 30, 1992, the issuance of regulations changing the treatment under the Medicaid program (title XIX of the Social Security Act) of voluntary contributions and provider-specific taxes; and (2) maintain current regulations that allow intergovernmental transfers as a source of a State's expenditures for which Federal matching funds are available under the Medicaid program. Directs the Secretary of Health and Human Services to submit to specified congressional committees a report on: (1) regulations to limit the use of voluntary contributions and provider-specific taxes to obtain Federal financial participation; (2) specific types of voluntary contributions and provider-specific taxes that may be used as sources of State expenditures for which Federal financial participation is available; and (3) any legislation that the Secretary believes is appropriate. Sets forth budget compliance provisions.
