Broker Accountability Through Enhanced Transparency Act of 2003 - Amends the Securities Exchange Act of 1934 to revise the requirements a registered securities association must meet for receiving and responding to inquiries regarding disciplinary actions involving its members and their associated persons. Requires such an association to establish and maintain: (1) a system for collecting and retaining registration information, including disciplinary actions, on its members and their associated persons; and (2) a readily accessible electronic or other process (in addition to the currently required toll-free telephone listing) to receive and promptly respond to inquiries pertaining to such information, including registration information that has been reported to the association by any registered national securities exchange involving its members and their associated persons. Shields such association from liability for actions taken or omitted to implement this Act. Amends the Investment Advisers Act of 1940 to shield from liability for actions taken or omitted by any entity designated by the Securities Exchange Commission as the entity through which an investment adviser may be required to file any required fee, application, report, or notice.

Hometown Heroes Survivors Benefits Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or within 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

Amends the National Highway System Designation Act of 1995 to remove from the Secretary of Transportation's authority to determine by rule whether an exemption is not in the public interest the current exemption of certain commercial motor vehicles transporting agricultural commodities and farm supplies from maximum hours of service requirements.

Local Railroad Rehabilitation and Investment Act of 2003- Amends the Internal Revenue Code to establish a railroad track maintenance credit for qualified railroad track maintenance expenditures with respect to which the expenditures were paid or incurred by the taxpayer for the taxable year for Class II or Class III railroads.

Renewing the Dream Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside at up to 90 percent least ten percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

The American Horse Slaughter Prevention Act - Prohibits a person from: (1) slaughtering a horse for human consumption; (2) importing to, or exporting from, the United States horseflesh or horses for human consumption; (3) selling, bartering, transferring, receiving, or distributing horseflesh or horses for human consumption; or (4) soliciting or knowingly causing any such actions. Sets forth provisions respecting: (1) criminal and civil penalties; (2) enforcement authority of the Secretary of Agriculture; (3) placement of confiscated horses; (4) euthanasia of unplaceable or severely injured or diseased horses; (4) funding of animal rescue facilities; and (5) exemptions.

Partial-Birth Abortion Ban Act of 2003 - Amends the Federal criminal code to prohibit any physician or other individual from knowingly performing a partial-birth abortion, except when necessary to save the life of a mother that is endangered by a physical disorder, illness, or injury. Defines a "partial-birth abortion" as an abortion in which the person performing the abortion: (1) deliberately and intentionally vaginally delivers a living fetus until, in the case of a head-first presentation, the entire fetal head is outside the mother's body, or, in the case of a breech presentation, any part of the fetal trunk past the navel is outside the mother's body; and (2) performs the overt act, other than completion of delivery, that kills the partially delivered living fetus. Authorizes the father, if married to the mother at the time of the abortion, and the maternal grandparents of the fetus, if the mother is under 18 years of age, to obtain specified relief in a civil action, unless the pregnancy resulted from the plaintiff's criminal conduct or the plaintiff consented to the abortion. Authorizes a defendant accused of an offense under this Act to seek a hearing before the State Medical Board on whether the physician's conduct was necessary to save the life of the mother. Prohibits the prosecution of a woman upon whom a partial-birth abortion is performed for conspiracy to violate this Act or under provisions regarding punishment as a principal or an accessory or for concealment of a felony.

Domestic Spirits Tax Equity Act of 2003 - Amends the Internal Revenue Code to allow a distilled spirits wholesaler a distilled spirits wholesalers credit equal to the product of: (1) the number of cases of bottled distilled spirits which were bottled in the United States and which are purchased by such wholesaler during the taxable year directly from the distiller or importer of such spirits; and (2) the average tax-financing cost per case for the most recent calendar year ending before the beginning of such taxable year.

Full Expensing for Economic Growth Act of 2003 - Amends the Internal Revenue Code with respect to the special first-year allowance for certain property acquired after September 10, 2001 and before September 11, 2004, to increase such allowance to 100 percent for 18 months from the date of enactment of this Act, if there was no written binding contract in effect before such date, for: (1) the acquisition of such property; or (2) in the case of property manufactured, constructed, or produced for the taxpayer's own use, for the manufacture, construction, or production of such property.

Teacher Tax Relief Act of 2003 - Amends the Internal Revenue Code to increase from $250 to $400 the maximum above-the-line deduction allowed for classroom supply expenses incurred by elementary and secondary school teachers, effective after December 31, 2002. Expands such deduction to include qualified professional development expenses.

Accountant, Compliance, and Enforcement Staffing Act of 2003 - Amends the Securities Exchange Act of 1934 to declare that: (1) all accountant, economist, and securities compliance examiner positions in the Securities and Exchange Commission shall be excepted from the competitive service; and (2) an employee in the competitive service at the time his or her position becomes excepted from the competitive service shall be considered as continuing in the competitive service as long as he or she continues to occupy such position.

Emergency Securities Response Act of 2003 - Amends the Securities Exchange Act of 1934 to grant the Securities and Exchange Commission (SEC) powers, in an emergency, to reduce, eliminate, or prevent the substantial disruption by the emergency of: (1) securities markets, investment companies, or other significant portion of such markets, or (2) the transmission or processing of securities transactions. Permits such emergency to extend beyond 30 business days, but no more than 90 calendar days, if the SEC finds that the emergency still exists and determines that the continuation of the emergency order beyond 30 business days is necessary in the public interest and for the protection of investors. Redefines emergency to include a major disturbance that substantially disrupts or threatens to substantially disrupt: (1) the functioning of securities markets, investment companies, or any other significant portion or segment of the securities markets; or (2) the transmission or processing of securities transactions.

Expresses the sense of the House of Representatives that: (1) a commemorative postage stamp should be issued by the United States Postal Service on the subject of autism awareness; and (2) the Citizens' Stamp Advisory Committee should recommend to the Postmaster General that such a postage stamp be issued.

Human Cloning Prohibition Act of 2003 - Amends the Federal criminal code to prohibit any person or entity, in or affecting interstate commerce, from knowingly: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving an embryo produced by human cloning or any product derived from such embryo; or (4) importing such an embryo or derived product. Sets forth criminal and civil penalties. Provides that nothing in this Act restricts areas of scientific research not specifically prohibited above, including research in the use of nuclear transfer or other cloning techniques to produce molecules, DNA, cells other than human embryos, tissues, organs, plants, or animals other than humans.

Medicare Fairness for Organ Transplant Recipients Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage under the Medicare program of immunosuppressive drugs for Medicare beneficiaries who receive an organ transplant without regard to whether Medicare paid for the transplant (or when the transplant was received).

Federal Deposit Insurance Reform Act of 2003 - Mandates the merger of the Bank Insurance Fund and the Savings Association Insurance Fund into the Deposit Insurance Fund. Amends the Federal Deposit Insurance Act (FDIA) and the Federal Credit Union Act to: (1) increase the amount of deposit insurance coverage; (2) couple such increase with an inflation adjustment; and (3) double the amount of deposit insurance for certain retirement accounts. Amends the FDIA to replace assessment guidelines for achieving and maintaining a designated reserve ratio and for independent treatment of deposit insurance funds with a requirement that the Board of Directors of the FDIC set assessments as it determines appropriate, including a maximum base rate for assessments at one basis point for insured depository institutions in the lowest-risk category. Reduces from five years to three years the mandatory assessment recordkeeping period. Replaces the current 1.25 percent statutory reserve ratio used to recapitalize undercapitalized insurance funds with a reserve ratio range of 1.15 to 1.4 percent of estimated insured deposits, subject to specified factors and annual redetermination. Instructs the FDIC to establish a Deposit Insurance Fund Restoration Plan to ensure adequate reserves whenever the actual ratio in the DIF falls below certain criteria.

Personal Responsibility, Work, and Family Promotion Act of 2003 - Amends title IV (Temporary Assistance for Needy Families) (TANF) of the Social Security Act (SSA) to reauthorize the Secretary of Health and Human Services (Secretary) to award state family assistance grants. Authorizes States to use grants for marriage promotion activities and requires the Secretary to make bonus grants to each State that has achieved formulated employment goals. Revises: (1) requirements for the consideration of certain child care expenditures in determining State compliance with contingency fund requirements; (2) State work participation requirements, incorporating a 40-hour work week standard, and creating a State superachiever participation rate credit; and (3) requirements for the use of TANF grants. Authorizes the Secretary to establish TANF performance goals and plans. Makes appropriations for research, demonstrations, and technical assistance. Repeals waiver continuation authority. Promotion and Support of Responsible Fatherhood and Healthy Marriage Act of 2003 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to authorize the Secretary to make grants to public and nonprofit community entities for demonstration projects to test the effectiveness of various approaches to create a Fatherhood Program. Permits States the option to make TANF programs mandatory partners with one-stop employment training centers. Caring for Children Act of 2003 - Amends the Child Care and Development Block Grant Act of 1990 to specify consumer education information States are required to collect and disseminate. Amends the Internal Revenue Code with respect to income tax benefits. Reauthorizes funding for State child care entitlement programs and revises State requirements for child support payments. Amends: (1) SSA title XI (General Provisions) to eliminate specified limitations on the Secretary's authority to approve demonstration projects and grant waivers; and (2) SSA title XVI (Supplemental Security Income) (SSI) to require the Commissioner of Social Security to review State agency blindness and disability determinations. Authorizes the administering Secretary to authorize innovative State demonstration projects involving individual programs, or integrating multiple public assistance, employment security, and other programs to support working families. Amends the Food Stamp Act of 1977 to require the Secretary to establish a program to make grants to States to provide food assistance and funds to operate employment and training programs for needy individuals. Extends abstinence education funding and reauthorizes transitional medical assistance.

Back to Work Incentive Act of 2003 - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to allot grants to States to allocate funds to local areas to establish personal reemployment accounts for individuals identified as likely to exhaust their unemployment compensation. Provides for such accounts to: (1) accelerate reemployment; (2) promote retention in employment; and (3) give individuals more flexibility, choice, and control in obtaining intensive reemployment, training, and supportive services (as well as assistance in purchasing or leasing an automobile when necessary to allow the recipient to accept a long-term employment offer). Allows such services to be purchased through a one-stop delivery system or other providers. Permits certain amounts in accounts to be used for income support. Provides for reemployment bonuses. Requires States to establish a uniform statewide amount, up to $3,000, for each individual account. Limits the time in which amounts in an account may be used to not more than one year after the account's establishment. Prohibits the establishment of any such account beginning two years after the enactment of this Act.

Personal Responsibility in Food Consumption Act - Shields the manufacturer, distributor, or seller of a food or non-alcoholic beverage product intended for human consumption from civil liability, relating to consumption of such products, in Federal or State court, unless the plaintiff proves that the product was not in compliance with applicable statutory and regulatory requirements at the time of sale.

National Right-to-Work Act - Amends the National Labor Relations Act and the Railway Labor Act to repeal those provisions that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

Brownfields Redevelopment Enhancement Act - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make grants (without certain otherwise-required loan guarantees) to eligible public entities and Indian tribes to assist in the environmental cleanup and economic development of brownfield sites including mine-scarred lands. Makes brownfields-related environmental cleanup and economic development activities eligible for community development block grant (CDBG) assistance. Authorizes: (1) the Secretary to establish a pilot program for national redevelopment of brownfields; and (2) appropriations for pilot program grants and related administrative costs. Authorizes CDBG use to administer renewal communities.

Retired Pay Restoration Act of 2003 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals provisions providing for special compensation for certain severely disabled military retirees and certain combat-related disabled uniformed services retirees.

Houses of Worship Free Speech Restoration Act - Amends the Internal Revenue Code to state that churches and other houses of worship shall not lose such designation because of the content, preparation, or presentation of any homily, sermon, teaching, dialectic, or other presentation made during religious services or gatherings. States that such provision shall not affect campaign finance laws under the Federal Election Campaign Act of 1971.

National Aviation Heritage Area Act - Establishes within the States of Ohio and Indiana the National Aviation Heritage Area. Directs the Area's management entity, the Aviation Heritage Foundation, Incorporated (AHFI), to develop and submit to the Secretary of the Interior a Management Plan for the Area and to assist government and nonprofits in developing the Area in specified ways. Requires the Plan to provide for the protection, enhancement, and interpretation of the natural, cultural, historic, scenic, and recreational resources of the Area. Directs the Secretary to approve or disapprove the proposed Plan and to make recommendations. Prohibits appropriated funds from being expended to implement any changes made by a substantial amendment to the Plan without the Secretary's approval. Authorizes the Secretary to provide financial or technical assistance to the Area to develop and implement the Plan upon request by the AHFI. Requires any Federal agency involved in activities affecting the Area to consult with the AHFI and the Secretary and to act in ways the AHFI determines will not have an adverse affect on the Area. Requires the Administrator of the National Aeronautics and Space Administration and the appropriate Secretary coordinate decisions affecting the Area. Specifies the sunset of grants and assistance from the Secretary for the Area 15 years after enactment of this Act. Requires the Secretary to conduct an updated special resource study detailing alternatives for incorporating the Wright Company factory as a unit of the Dayton Aviation Heritage National Historical Park.

Treatment of Children's Deformities Act of 2003 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code to set standards requiring that group and individual health insurance and group health plans provide coverage for treatment of a minor child's congenital or developmental deformity or disorder due to trauma, infection, tumor, or disease.

Law Enforcement Officers Safety Act of 2003 - Amends the Federal criminal code to authorize qualified law enforcement officers (including certain qualified retired officers) carrying the photographic identification issued by their governmental agency, notwithstanding State or local laws, to carry a concealed firearm. Provides that such authorization shall not supersede State laws that: (1) permit private entities to prohibit the possession of concealed firearms on their property; or (2) prohibit the possession of firearms on State or local government property. Excludes from the definition of "firearm" any machine gun, firearm silencer, or destructive device.

Blind Empowerment Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Informed Choice Act - Allows the Secretary of Health and Human Services to make grants to free community based pregnancy help medical clinics for the purchase of ultrasound equipment, which shall be used to provide free ultrasound examinations to pregnant women. Requires each grant recipient to undertake certain actions, including to: (1) provide to each woman receiving services a visual image of the fetus from the ultrasound examination and a general anatomical and physiological description of the characteristics of the fetus; and (2) provide information on abortion and alternatives to abortion such as childbirth and adoption, and information concerning public and private agencies that will assist in those alternatives. Limits each grant to a maximum amount of 50 percent of the purchase price cost of the ultrasound machine involved or $20,000, whichever is less.

Arctic Coastal Plain Domestic Energy Security Act of 2003 - Instructs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the oil and gas resources of the Coastal Plain. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge and any leasing or development leading to such production. States that, for purposes of the National Wildlife Refuge System Administration Act of 1966, the Coastal Plain oil and gas leasing program is compatible with the purposes for which the Arctic National Wildlife Refuge was established, and that no further findings or decisions are required to implement this determination. Authorizes the Secretary to: (1) designate a maximum total of Coastal Plain acreage as "Special Areas;" (2) permit oil and gas exploration leasing in such Areas (but prohibit surface occupancy); and (3) permit horizontal drilling technology from lease sites located outside the Special Areas. States that this Act constitutes the Secretary's sole authority to close Coastal Plain lands to oil and gas leasing and to exploration, development, and production. Prescribes procedures for: (1) lease sales; (2) grants of leases; (3) lease terms and conditions; and (4) coastal plain environmental protection. Shields rights-of-way and easements issued by the Secretary for the transportation of oil and gas across the Coastal Plain from Title XI of the Alaska National Interest Lands Conservation Act of 1980. Directs the Secretary to convey: (1) the surface estate of specified lands to the Kaktovik Inupiat Corporation; and (2) the remaining subsurface estate of specified lands to the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to provide financial assistance to specified entities that are directly impacted by oil and gas production and exploration on the coastal Plain.

Project Exile Safe Streets and Neighborhoods Act of 2003- Amends the Violent Crime Control and Law Enforcement Act of 1994 to direct the Attorney General to provide firearms sentencing incentive grants to eligible States that: (1) demonstrate that they have implemented laws requiring that any person who uses or carries a firearm in any violent crime or serious drug trafficking crime be sentenced to not less than five years in prison (without the possibility of parole) in addition to the punishment provided for such crime, or requiring that any person who possesses a firearm, having at least one prior conviction for a violent crime, be sentenced to five years' imprisonment (without the possibility of parole); or (2) can demonstrate that they have in effect an equivalent Federal prosecution agreement; and (3) demonstrate that they have or will implement a public awareness and community support program that seeks to build support for, and warns potential violators of, such firearms sentencing laws; and (4) provide assurances that they will coordinate with Federal prosecutors and Federal law enforcement agencies and will allocate resources to reduce crime in high-crime areas. Sets forth allowable uses for such grants, including to: (1) support law enforcement agencies, prosecutors, courts, probation officers, correctional officers, the juvenile justice system, the improvement of criminal history records, or case management programs involving the sharing of information about serious offenders; (2) carry out such a public awareness and community support program; and (3) build or expand correctional facilities.

Death Tax Permanency Act of 2003 - Amends title IX (Compliance with Congressional Budget Act) of the Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) to repeal the sunset provisions applicable to title V (Estate, Gift, and Generation-Skipping Transfer Taxes) of such Act. (Makes estate tax repeal permanent.) States that such amendments shall take effect as if included in section 901 of such Act.

Unlawful Internet Gambling Funding Prohibition Act - Prohibits any person engaged in the business of betting or wagering from knowingly accepting in connection with the participation of another person in Internet gambling: (1) credit; (2) electronic fund transfers or funds transmitted by or through a money transmitting business; (3) any instrument drawn by or on behalf of another and payable through any financial institution; or (4) the proceeds of any other form of financial transaction involving a financial institution as payer or financial intermediary on behalf of another person. Grants Federal district courts exclusive jurisdiction to prevent or restrain violations. Sets forth civil and criminal penalties. Limits relief granted against an interactive computer service. Specifies circumstances for the liability of any creditor, issuer, institution, operator, business, network, or participant or any interactive computer or telecommunications service. Requires the Secretary of the Treasury to prescribe regulations requiring designated payment systems to establish policies and procedures designed to identify and prevent restricted transactions. Calls for the United States, in deliberations with a foreign governments on money laundering, corruption, and crime issues, to: (1) encourage cooperation in identifying whether Internet gambling operations are being used for money laundering or other crimes; (2) advance policies that promote international cooperation in the enforcement of this Act; and (3) encourage the Financial Action Task Force on Money Laundering to study the extent to which Internet gambling operations are being used for money laundering. Modifies Federal criminal code provisions on gambling to: (1) replace the term "wire communication facility" with "communication facility" to include satellite and microwave communications and communications from fixed or mobile sources; and (2) increase the penalty for unlawful transmission of wagering information.

National Flood Insurance Program Reauthorization Act of 2003 - Amends the National Flood Insurance Act of 1968 to extend through 2003: (1) the authority under which the Director of the Federal Emergency Management Agency may issue notes and other obligations to the Secretary of the Treasury for the purpose of carrying out the national flood insurance program; (2) the authority to enter into new flood insurance contracts; (3) requirements for carrying out emergency implementation of the flood insurance program; and (4) the authorization of appropriations for carrying out studies under the Act.

Authorization for the Use of Military Force Against Iraq - Expresses support for the President's efforts to: (1) strictly enforce through the United Nations Security Council all relevant Security Council resolutions applicable to Iraq; and (2) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion, and noncompliance and promptly and strictly complies with all relevant Security Council resolutions. Authorizes the President to use the U.S. armed forces to: (1) defend U.S. national security against the continuing threat posed by Iraq; and (2) enforce all relevant Security Council resolutions regarding Iraq. Directs the President, prior to or as soon as possible (but no later than 48 hours) after exercising such authority, to make available to the Speaker of the House of Representatives and the President pro tempore of the Senate his determination that: (1) reliance on further diplomatic or peaceful means alone will not achieve the above purposes; and (2) acting pursuant to this resolution is consistent with the United States and other countries continuing to take necessary actions against international terrorists and terrorist organizations, including those who planned, authorized, committed, or aided the terrorist attacks of September 11, 2001. Declares that this section is intended to constitute specific statutory authorization for use of the armed forces, consistent with requirements of the War Powers Resolution. Requires the President to report to Congress at least every 60 days on matters relevant to this resolution.

Declares that the House of Representatives: (1) affirms that the ties that bind the people of the United States and Europe are as strong today as they have been for the past 50 years; (2) accepts the indivisibility of transatlantic security; (3) recognizes that the United States and Europe strengthen and adapt the transatlantic partnership to deal with challenges at home and abroad; (4) acknowledges that in order to strengthen that partnership there must be a renewed commitment to consultations; and (5) commits to helping to improve the partnership by enhancing the dialogue between the European Parliament and the U.S. Congress through the framework of the Transatlantic Legislators Dialogue. Commends Benjamin Gilman for his distinguished career in Congress and for his dedication to further transatlantic friendship and partnership through dialogue and consultation.

Tip Tax Fairness Act of 2002 - Amends the Internal Revenue Code to prohibit the Secretary of the Treasury from issuing a notice and demand to an employer for Social Security taxes with respect to tips received by an employee until the Secretary has determined the amount of tips received by the employee.
