This bill amends the Uniform Code of Military Justice to deny back pay and allowances to any person who is guilty of desertion. The Department of Defense shall use payments and allowances denied to a deserter under this bill to provide compensation to any members of the Armed Forces who were wounded while searching for the deserter or to representatives of any members who were killed while searching for the deserter.

No Back Pay for Bergdahl Act This bill amends the Uniform Code of Military Justice to deny payments or benefits to any person found guilty of desertion or attempted desertion for any period during which the person is treated as being in a missing or captive status after the date the person was first determined to be absent without authority. The Department of Defense shall use payments or benefits denied to a deserter under this bill to provide compensation to members of the Armed Forces who were wounded or injured while searching for the deserter and to representatives of members killed while searching for the deserter.

A merican Labor, Wages, and Sovereignty Act or the American LAWS Act This bill amends the Immigration and Nationality Act to: (1) eliminate the diversity immigrant program, and (2) reduce the worldwide fiscal year level for family-sponsored immigration. Legal Workforce Act The bill revises the employment eligibility verification process. It also increases employer penalties for the unlawful hiring of illegal aliens. The bill establishes a nonimmigrant alien visa for the parent of a U.S. citizen who is at least 21 years old. The Department of Homeland Security shall establish: (1) an employment eligibility verification system (EEVS), patterned after the E-Verify system; (2) programs to block the use of misused social security numbers and suspend the use of social security account numbers of identity fraud victims; and (3) at least two Identity Authentication Employment Eligibility Verification pilot programs using distinct technologies to provide employers with identity authentication and employment verification of new employees.

Recognizes that: (1) such training promotes members' success in their post military career and life and will likely lead to a reduction in unemployment costs borne by the Department of Defense, and (2) veterans and employers benefit directly from ensuring that newly transitioned veterans are trained for growing career fields. Celebrates the contribution well-trained veterans provide to the American workforce and economy.

National Sea Grant College Program Amendments Act of 2017 This bill amends the National Sea Grant College Program Act to reauthorize through FY2023 the National Sea Grant College Program. The bill requires the National Oceanic and Atmospheric Administration (NOAA) to award Dean John A. Knauss Marine Policy Fellowships. Currently, NOAA has discretion in awarding such fellowships. Those fellowships support the placement of graduate students in fields related to ocean, coastal, and Great Lakes resources in positions with the executive and legislative branches. NOAA must establish priorities for the use of donations given for the National Sea Grant Program. An agency may appoint a recipient of a Dean John A. Knauss Marine Policy Fellowship to a federal position within five years after such recipient successfully completes a fellowship. The bill authorizes through FY2023 grants for university research on: (1) the biology, prevention, and control of aquatic nonnative species; (2) oyster diseases, oyster restoration, and oyster-related human health risks; (3) the biology, prevention, and forecasting of harmful algal blooms; and (4) sustainable aquaculture techniques and technologies. The bill also authorizes through FY2023 grants for: (1) fishery extension activities conducted by sea grant colleges or sea grant institutes to enhance existing core program funding; and (2) priority issues identified in the National Sea Grant Program's strategic plan.

Ensuring Regulations are Successful or Ended Act of 2017 or the ERASE Act of 2017 This bill terminates a federal rule one year after it is finalized unless Congress enacts a joint resolution that provides for the continuance of the rule, or the rule is finalized before the enactment of this bill.

Higher Education Reform and Opportunity Act of 2017 This bill amends the Higher Education Act of 1965 to make postsecondary education courses and programs, such as apprenticeship programs, that provide credits toward a postsecondary certification, credential, or degree eligible for federal student aid funding if the programs and courses are accredited by a state that has an alternative accreditation agreement with the Department of Education. The bill terminates loan forgiveness for borrowers under the income contingent repayment options for new loans made under the William D. Ford Federal Direct Loan Program. An institution that receives federal student aid funding must pay a default rate fine that is based on the default rate of loans made to its students.

Protecting Home Oxygen & Medical Equipment Access Act of 2017 or the Protecting HOME Access Act of 2017 This bill: (1) requires the Centers for Medicare & Medicaid Services (CMS) to delay by one year the full implementation of new Medicare payment rates for durable medical equipment, and (2) revises a Medicare budget-neutrality requirement related to oxygen. Under current law, the CMS may establish separate payment classes under Medicare for items of oxygen and related equipment only if doing so does not result in increased program expenditures. The bill provides an exception to this budget-neutrality requirement with respect to such items that are included in a competitive acquisition program.

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

No Abortion Bonds Act This bill amends the Internal Revenue Code to impose taxes on state, local, and tax credit bonds that are used to provide a facility owned or used (for any purpose) by an abortion provider for more than 30 days during a year in which interest is paid on the bond. An entity is not considered an abortion provider solely as a result of performing abortions if: (1) the pregnancy is the result of an act of rape or incest; or (2) a woman suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the woman in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. The Department of the Treasury may exempt certain hospitals from being considered an abortion provider by making the name of the hospital available on Treasury's public website.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Constitutional Amendment This joint resolution proposes a constitutional amendment requiring federal expenditures and receipts to be balanced, excluding expenditures for payment of debt and receipts derived from borrowing. The requirement may be met over more than one year to accommodate economic conditions. In emergency situations, two-thirds of the House of Representatives and the Senate may authorize expenditures to exceed receipts for a limited time. Debts from emergency expenditures must be paid as soon as practicable. Congress may enforce the article with legislation, which must require compliance within 10 years of ratification.

Expanding America's Workforce Act of 2017 This bill amends the Higher Education Act of 1965 to create a workforce Federal Pell Grant program, under which the Department of Education awards grants to students for attending career and technical education programs at institutions of higher education.

Securing All Livestock Equitably Act of 2017 or the SALE Act of 2017 This bill amends the Packers and Stockyards Act, 1921 to require all livestock purchased by a dealer in cash sales and all inventories of, or receivables or proceeds from, such livestock to be held by the dealer in a trust until all unpaid cash sellers of the livestock have been paid. The bill exempts from the requirement any dealer whose average annual purchases of livestock do not exceed $500,000.

Mid-Mississippi Conservation, Recreation and Development Act of 2017 This bill directs the Department of Agriculture to issue to the Pat Harrison Waterway District a long-term special use permit to develop approximately 8,307 acres of specified National Forest System land within the Bienville National Forests of Mississippi for public purposes only.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)

Simplifying Technical Aspects Regarding Seasonality Act of 2017 or the STARS Act This bill amends the Internal Revenue Code to exclude seasonal employees from the definition of "full-time employee" for purposes of the employer mandate to provide employees with minimum essential health care coverage. The bill defines a "seasonal employee" as an employee who is employed in a position for which the customary annual employment is not more than six months and which requires performing labor or services that are ordinarily performed at certain seasons or periods of the year.

Air Ambulance Quality and Accountability Act This bill amends title XVIII (Medicare) of the Social Security Act to modify standards and payment for air-ambulance services under the Medicare Program. The Department of Health and Human Services (HHS) shall establish minimum standards that must be met by air-ambulance suppliers and providers as a condition of their participation in Medicare. These standards must address: (1) scope of practice, training, and clinical capability; (2) medical equipment and vehicle attributes; (3) documentation; (4) medical direction and oversight; (5) reporting of specified events; (6) patient safety and infection control; (7) clinical quality-management and performance-improvement programs; and (8) particular populations. An air-ambulance provider or supplier that is accredited by an HHS-approved organization shall be deemed to be in compliance with these standards. HHS must establish an air-ambulance quality-reporting and performance program under which Medicare payment is determined according to a specified performance-based formula. Performance measures shall address patient safety, clinical quality, and over-triage. An air-ambulance provider or supplier must, subject to suspension of payment under Medicare, annually submit specified cost data to HHS. The Medicare Payment Advisory Commission shall report to Congress on whether changes should be made with regard to reimbursement of air-ambulance providers and suppliers under Medicare.

Save American Workers Act of 2017 This bill amends the Internal Revenue Code to change the definition of "full-time employee" for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act from an employee who is employed on average at least 30 hours of service a week to an employee who is employed on average at least 40 hours of service a week.

(A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

Legal Workforce Act This bill amends the Immigration and Nationality Act to direct the Department of Homeland Security (DHS) to establish an employment eligibility verification system (EEVS), patterned after the E-Verify system. An employer shall attest, during the verification period and under penalty of perjury, that the employer has verified that an individual is not an unauthorized alien. An individual shall attest that he or she is a U.S. citizen or national, a lawful permanent resident, or an alien authorized to work in the United States. The bill establishes a phased-in EEVS participation deadline for different categories of employers, including agricultural employers. The bill requires reverification of certain groups of workers who have not been verified under E-verify. An employer may voluntarily reverify employees. Employment recruitment and referral are included within the scope of EEVS. The bill sets forth provisions regarding: (1) an employer utilizing a good faith defense, (2) preemption of state or local law, (3) employer penalties, and (4) worker remedies for EEVS errors. DHS shall establish programs to: (1) block the use of misused social security numbers, (2) suspend or limit the use of social security account numbers of identity fraud victims, and (3) permit parents or legal guardians to suspend or limit the use of a minor's social security account number or other identifying information. DHS shall establish at least two Identity Authentication Employment Eligibility Verification pilot programs using distinct technologies to provide employers with identity authentication and employment verification of enrolled new employees.

Major General Tim Lowenberg National Guard Cyber Defenders Act This bill allows certain military reserve components, including a reserve assigned or attached to a reserve component cyber civil support team, to perform duties to prepare for or respond to any emergency involving an attack or natural disaster impacting a computer, electronic, or cyber network. By September 30, 2022, each state, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands shall have an operational reserve component cyber civil support team composed of reserve component members of the Armed Forces.

Military Sexual Assault Victims Empowerment Act or the Military SAVE Act This bill directs the Department of Veterans Affairs (VA), through the Office of Community Care, to carry out a three-year pilot program of hospital care and medical services for eligible veterans at non-VA health care providers to treat physical and psychological injuries or illnesses that, in the judgment of a VA mental health professional, resulted from sexual assault or battery or sexual harassment while the veteran was serving on active duty, active duty for training, or inactive duty training. The program shall be carried out at not more than five locations, at least one of which shall be a rural location, based upon criteria including: (1) distance from a military installation, (2) city size, and (3) rates of sexual assault and rape. An eligible veteran may elect to participate in the pilot program. The VA may not restrict a participant's ability to choose the non-VA health care provider. The bill: (1) sets forth payment provisions for current and new non-VA providers, and (2) provides for program data collection and analysis.

Regionally Empowered Decision-making for Snapper, Noting the Angling Public and the Preservation of an Exceptional Resource Act or the RED SNAPPER Act This bill requires any fishery management plan or regulation for red snapper fisheries that is submitted by the Gulf of Mexico Fishery Management Council to contain conservation and management measures that establish separate catch limits. The bill gives Alabama, Florida, Louisiana, Mississippi, and Texas (Gulf states) exclusive authority through FY2024 to establish the timing and duration of the fishing season for private recreational fishing of red snapper in the Gulf of Mexico in the extended red snapper management zone of each Gulf state.

Border Security for America Act of 2017 This bill directs the Department of Homeland Security (DHS) to: (1) construct and operate infrastructure and technology to deter and detect illegal border activity in high traffic areas, (2) deploy the most practical and effective technology to achieve situational awareness and operational control of the border, (3) deploy additional capabilities to specified border sectors or regions, (4) submit a plan for evaluating and using independent verification and validation resources for border security technology, (5) establish a National Border Security Advisory Committee, (6) submit a southern border threat analysis, (7) implement the Border Security Deployment Program, (8) establish a biometric exit data system, and (9) begin eradicating the carrizo cane plant and any salt cedar along the Rio Grande River. The bill provides for: (1) U.S. Border Patrol personnel increases and infrastructure improvements, including forward base upgrades along the southern border; and (2) National Guard and Department of Defense border assistance. The bill: (1) prohibits federal agency restrictions on U.S. Customs and Border Protection activities on federal land within 100 miles of the border, (2) requires increases in immigration and law enforcement personnel and agricultural specialists, (3) authorizes appropriations for specified immigration purposes, and (4) requires electronic passport screening and biometric matching at airports of entry. The Anti-Border Corruption Act of 2010 is amended to provide for hiring flexibility. Operation Stonegarden is established as a DHS program to provide border security grants. This bill authorizes DHS to construct new ports of entry along the northern and southern borders.

Rightsizing Pension Premiums Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to: (1) modify the formula that the Pension Benefit Guaranty Corporation (PBGC) uses to calculate the funded percentage of single-employer pension plans, and (2) reduce single-employer PBGC premiums for pension plans that are sponsored by certain small employers or have specified PBGC funded percentages. The bill also prohibits the budget effects of provisions that change PBGC premiums from being counted for the purposes of determining budget points of order for legislation in the House or the Senate. (The PBGC is a federal agency that insures the benefits of private sector, defined benefit pension plans. The PBGC is financed by insurance premiums paid by sponsors of the plans, investment income, assets from pension plans taken over by the PBGC, and recoveries from the companies formerly responsible for the plans.)

Resolves that Congress calls a convention for proposing amendments under Article V of the U.S. Constitution in accordance with the Compact for a Balanced Budget, effective after Congress receives certification that at least three-fourths of the states are members of the Compact and have applied for a convention for proposing amendments under Article V of the U.S. Constitution. Resolves that Congress refers the Balanced Budget Amendment to the state legislatures for ratification after Congress receives a certified copy of the Amendment showing that a convention for proposing amendments under Article V has approved and proposed for ratification the Amendment that is defined by the Compact and meets specified criteria, including prohibiting outlays from exceeding receipts unless the excess is financed by debt issued using specified procedures requiring approval by a majority of state legislatures.

Hizballah International Financing Prevention Amendments Act of 2017 This bill amends the Hizballah International Financing Prevention Act of 2015 to impose specified sanctions on: (1) foreign persons that knowingly assist in or provide support for fund raising or recruitment activities for Hizballah; (2) agencies of foreign governments that provide Hizballah with financial support, arms, or other assistance (export license requirements are included in addition to sanctions if such government is a state sponsor of terrorism); and (3) Hizballah, including by reason of Hizballah's significant transnational criminal activities. The bill expresses the sense of Congress that sanctions should be placed on financial institutions that serve Lebanese government officials affiliated with Hizballah. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 is amended to sanction foreign financial institutions that facilitate efforts by Iran or the Islamic Revolutionary Guard Corps to aid Hizballah. The bill prescribes reporting requirements or reporting modifications with respect to: (1) foreign persons that knowingly assist or provide significant financial, material, or technological support for foreign persons assisting Hizballah; (2) financial institutions that are owned or organized under the laws of state sponsors of terrorism; (3) Hizballah's racketeering activities; (4) combating illicit tobacco trafficking networks used by Hizballah and other foreign terrorist organizations to finance their operations; (5) the estimated net worth of senior Hizballah officials and how these funds were acquired and used; and (6) countries that support Hizballah or in which Hizballah maintains important logistics networks or financial networks and steps such countries are taking to disrupt such networks.

Ensuring Quality in the Unemployment Insurance Program (EQUIP) Act This bill allows states to enact unemployment compensation laws that require an applicant for unemployment compensation, before receiving any such compensation, to: (1) complete a substance abuse risk assessment, and (2) test negative for controlled substances within one week after the results of such assessment if determined to be high-risk. It prescribes retesting requirements and payment suspensions for applicants who test positive.

Wounded Officers Recovery Act of 2017 This bill authorizes the Capitol Police Board to make payments from the United States Capitol Police Memorial Fund to employees of the U.S. Capitol Police who have sustained serious line-of-duty injuries. The board is required to issue specific regulations governing the fund's use for making such payments. These regulations shall ensure that the payments are in addition to, and do not otherwise affect, other forms of compensation payable to the employee, including worker's compensation benefits. The bill requires amounts received by the board in response to the shooting incident at the practice for the Congressional Baseball Game for Charity on June 14, 2017, to be deposited into the fund.

Sustainable, Affordable, Fair, and Efficient (SAFE) National Flood Insurance Program Reauthorization Act of 2017 This bill amends the National Flood Insurance Act of 1968 to extend through FY2023 the National Flood Insurance Program (NFIP). NFIP policy coverage limits for residential and nonresidential buildings are increased. NFIP premiums, surcharges, and fees may not be increased by more than 10% each year. The Federal Emergency Management Agency (FEMA) must provide: (1) loans for mitigation projects, and (2) other financial assistance to qualified households for NFIP premium payments and mitigation projects. The limitation on Increased Cost of Compliance (ICC) coverage (offered by NFIP to cover the cost of flood mitigation measures on certain structures) is increased to $100,000 and ICC eligibility is expanded. This bill prevents the Department of the Treasury from charging interest to FEMA on amounts borrowed for NFIP through FY2023. This bill directs FEMA to revise: (1) directives related to the Write Your Own program, (2) specified elements of the claims process, (3) the appeals process for claims and flood map determinations, and (4) certain flood risk zones. FEMA must study business interruption coverage and participation rates in specified flood zones. This bill also makes changes to: (1) FEMA's mitigation assistance programs, (2) the usage and collection of specified surcharges and fees, (3) the scope of coverage available under NFIP, (4) requirements of NFIP engineers and adjusters, and (5) regulations relating to the disclosure of flood risks on rental property. This bill amends the Biggert-Waters Flood Insurance Reform Act of 2012 to reauthorize through FY2023 the National Flood Mapping Program.

President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Harry W. Colmery Veterans Educational Assistance Act of 2017 This bill revises education and related benefits provided to veterans, service members, dependents, and survivors. The bill amends the Post-9/11 veterans' educational assistance program to: remove certain time restrictions on program use; increase assistance for reservists, guardsmen, dependents, and surviving spouses and dependents; provide full eligibility for Post-9/11 Purple Heart recipients and certain reservists and guardsmen; provide an extra academic years' worth of benefits for STEM (science, technology, engineering, or mathematics) degree candidates; establish a five-year pilot program for high technology courses; restore eligibility for service members whose school closes in the middle of a semester; authorize funding to improve claims processing; permit assistance to be used at certain institutions that are not institutions of higher education; and pro-rate the housing stipend for reservists called to active duty. The bill authorizes the Edith Nurse Rogers STEM Scholarship to help veterans complete STEM degrees. The Yellow Ribbon program is extended to Fry Scholarship recipients (surviving dependents of service members who died on active duty) and certain Purple Heart recipients. (The Yellow Ribbon program helps veterans pay for higher education tuition and fee costs not covered by the Post-9/11 program.) The bill: (1) extends the Advisory Committee on Education, (2) increases survivors' and dependents' educational assistance, and (3) extends funding for state educational program approving agencies.

Critical Access and Rural Equity Act of 2017 or the CARE Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to specify that, for purposes of determining Medicare payment and reasonable costs for both inpatient and outpatient critical access hospital (CAH) services, the Centers for Medicare & Medicaid Services (CMS) shall recognize as allowable costs those related to specified emergency, diagnostic, anesthetist, community health, and off-campus clinical services. Furthermore, in determining payment and reasonable costs for both inpatient and outpatient CAH services, CMS shall not disallow payment to a CAH on the basis that such payment offsets the cost of a current permissible health care-related tax imposed on and paid by the CAH. CMS must make specified payment adjustments to account for such a tax. Generally, under current law, a facility must be located beyond a specified driving distance from another hospital or facility in order to be designated as a CAH. The bill specifies that this requirement does not apply with respect to a CAH's off-campus provider-based clinic. Current law further requires a facility to provide certain 24-hour emergency care services as a condition of designation as a CAH. The bill allows CMS to waive this requirement with respect to a facility that coordinates with a nearby facility or hospital that provides such services.

Streamlining Environmental Approvals Act of 2017 or the SEA Act of 2017 This bill amends the Marine Mammal Protection Act of 1972 to: (1) limit the scope of the moratorium on taking and importing marine mammals and marine mammal products, and (2) revise the requirements for obtaining an authorization for incidentally taking by harassment marine mammals (incidental harassment authorizations or IHAs). Harassment is an act of pursuit, torment or annoyance which has the potential to either: (1) injure a marine mammal in the wild; or (2) disturb a marine mammal by causing disruption of behavioral patterns, such as migration or breeding. The bill: (1) allows persons who are not U.S. citizens to make requests to obtain IHAs, (2) eliminates the requirement that the taking occur within a specific geographic region, and (3) permits more than a small number of marine mammals to be taken. Monitoring requirements under an IHA must be efficient and practical. Additionally, the bill eliminates a requirement that IHAs prescribe reporting requirements. Any condition imposed by an IHA for minimizing adverse impacts on marine mammals may not result in more than a minor change to the activity and may not alter the activity's basic design, location, scope, duration, or timing. The bill establishes a process and deadlines for approving or denying IHAs, including a process for extending IHAs. Any taking of a marine mammal in compliance with an IHA is exempt from the prohibitions on takings under the Endangered Species Act of 1973.

Protecting Honest Fishermen Act of 2017 This bill expands requirements related to the safety, traceability, and labeling of commercially marketed seafood, including by requiring the labeling for such seafood to indicate whether the seafood was previously frozen and whether it was harvested in a different country from the one in which it was processed.

Justin Smith Morrill Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to posthumously award a Congressional Gold Medal to Justin Smith Morrill, a United States Senator from Vermont, for his lasting contributions to higher education opportunity for all Americans.

Supplemental Nutrition Assistance Program Reform Act of 2017 This bill amends the Food and Nutrition Act of 2008 to modify the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) work requirements that apply to able-bodied adults without dependents (ABAWDs). The bill modifies the work requirements to: terminate the authority of the Department of Agriculture to waive the requirements, upon the request of a state agency, for individuals residing in an area that has an unemployment rate of over 10% or does not have a sufficient number of jobs to provide employment for the individuals; shorten from three months to one month the time limit for receiving benefits in a three-year period without meeting the requirements; decrease from 15% to 5% the portion of ABAWDs that a state may exempt from the requirements; allow participation in a supervised job search to satisfy the requirements; require states receiving SNAP funds to provide ABAWDs with opportunities to participate in a work program, a workfare program, or a supervised job search; and reduce SNAP allotments for states that fail to comply with requirements regarding eligibility disqualifications. The bill also modifies the congressional declaration of policy to specify that the purpose of SNAP is to increase employment, to encourage healthy marriage, and to promote prosperous self-sufficiency (maintaining an income above the poverty level without services and benefits from the federal government).

Patients' Access to Treatments Act of 2017 This bill amends the Public Health Service Act to establish cost sharing limits for health plans that cover prescription drugs and use a formulary or other tiered cost sharing structure. Such health plans may not impose higher cost sharing requirements, including copayment and coinsurance, for specialty drugs than for other prescription drugs in a nonpreferred brand name drug tier. If a health plan's formulary contains more than one nonpreferred brand name drug tier, the tier with the lowest cost sharing applies.

Securing the Homeland by Increasing our Power on the Seas Act or the SHIPS Act This bill declares that it shall be the policy of the United States to have available, as soon as practicable, at least 355 battle force ships, comprised of the optimal mix of platforms, with funding subject to the annual authorization and appropriation of funds.

Save Rural Hospitals Act This bill amends titles XVIII (Medicare) of the Social Security Act (SSAct) to increase payments to, and modify various requirements regarding, rural health care providers under the Medicare program. Among other provisions, the bill: (1) reverses cuts to reimbursement of bad debt for critical access hospitals (CAHs) and rural hospitals, as well as alters certain requirements with regard to CAHs; (2) extends payment levels for low-volume hospitals and Medicare-dependent hospitals (MDHs); (3) reinstates revised diagnosis-related group payments to MDHs and sole community hospitals (SCHs), as well as reinstates hold harmless treatment for hospital outpatient services for SCHs; (4) delays the application of penalties for a rural hospital's failure to become a meaningful electronic health record user; (5) makes permanent increased Medicare payments for ground ambulance services in rural areas; (6) alters certain supervision requirements for therapeutic hospital outpatient services; (7) modifies requirements related to the use and payment of recovery audit contractors; and (8) establishes a program under which rural hospitals meeting specified requirements may be eligible for enhanced payment for qualified outpatient services. In addition, the bill amends the Balanced Budget and Emergency Deficit Control Act of 1985 to eliminate Medicare sequestration for rural hospitals. The bill also amends title XIX (Medicaid) of SSAct to extend Medicaid primary care payments. With respect to both the Medicare and Medicaid programs, the bill eliminates disproportionate share hospital payment reductions for rural hospitals. The bill also amends the Public Health Service Act to authorize several competitive grant programs to assist eligible rural hospitals.

Parental Notification and Intervention Act of 2017 This bill prohibits a person or organization from performing, facilitating, or assisting in the performance of an abortion on an unemancipated minor under age 18 without first complying with parental notification requirements, subject to exceptions. It establishes penalties—a fine, up to one year in prison, or both—for each willful violation. A parent who is required to be notified of an abortion of an unemancipated minor may bring an action in federal district court to prohibit the abortion.

Gulf States Coordination Act This bill designates the Gulf of Mexico Alliance as a regional coordination partnership that will strengthen collaboration efforts among federal, state, local, and private participants in the five Gulf states (Alabama, Florida, Louisiana, Mississippi, and Texas) to restore and protect the Gulf of Mexico ecosystem. The alliance may provide grants to carry out this bill, including to research the effects of natural and human-induced environmental changes on the water quality and living resources of the Gulf of Mexico ecosystem.
