Commission to Study the Potential Transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution Act This bill establishes a commission to study the potential transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution. Within two years of its first meeting, the commission must submit a report, fundraising plan, and legislative recommendations to Congress and the President. The report must address certain issues, including (1) the impact of the museum on educational and governmental efforts to study and counter anti-Semitism, and (2) financial and legal considerations associated with the potential transfer.

This concurrent resolution recognizes the loss of Wadee Alfayoumi and that the United States has zero tolerance for hate crimes, Islamophobia, anti-Semitism, and anti-Palestinian and anti-Arab discrimination. Protect Our Letter Carriers Act of 2024 This bill requires or authorizes certain actions related to the U.S. Postal Service (USPS). The bill requires the Department of Justice to appoint an assistant U.S. attorney in each judicial district to coordinate and supervise the investigation and prosecution of various crimes related to postal services (for example, assault on a postal service employee, breaking into a post office, or obstruction of mails). The bill also requires the U.S. Sentencing Commission to amend sentencing guidelines to provide that the assault or robbery of a postal employee shall be treated the same as the assault of a law enforcement officer. Additionally, the bill authorizes appropriations for the USPS to install high security collection boxes and replace older versions of the universal mailbox key with electronic versions.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Child and Dependent Care Tax Credit Enhancement Act of 2024 This bill modifies the tax credit for employment-related expenses incurred for the care of a taxpayer's dependent to (1) increase to $400,000, the adjusted gross income threshold level above which the credit is incrementally reduced; (2) increase the dollar limits on the allowable amount of the credit; (3) specify rules for married couples filing separate returns; (4) allow an inflation adjustment to the adjusted gross income threshold and the maximum credit amounts, beginning after 2024; and (5) make the credit refundable for taxpayers who have a principal residence for more than half of the taxable year.

BOLD Infrastructure for Alzheimer's Reauthorization Act of 2024 This bill reauthorizes through FY2029 several programs that are administered by the Department of Health and Human Services to support research and resources related to Alzheimer's disease and related dementias. Specifically, the bill reauthorizes (1) cooperative agreements with state, local, and tribal health departments to address Alzheimer's disease and related dementias through education, early detection, caregiver support, and other avenues; (2) regional centers that raise awareness and support research regarding these conditions; and (3) data collection on the incidence and prevalence of these conditions.

Traumatic Brain Injury Program Reauthorization Act of 2024 This bill reauthorizes through FY2029 several programs and resources relating to traumatic brain injuries. Specifically, the bill reauthorizes (1) the Centers for Disease Control and Prevention's activities to prevent and raise awareness about traumatic brain injuries, including a national surveillance program; (2) the Administration for Community Living's (ACL's) grant program to improve access to rehabilitation and other services for those with traumatic brain injuries; and (3) ACL's grant program that supports protection and advocacy services (e.g., legal representation) for those with traumatic brain injuries.

401Kids Savings Account Act of 2024 This bill establishes tax-exempt savings accounts for children who have not attained age 18 to be known as the 401Kids Account Program. Contributions to such accounts may not exceed $2,500 in a calendar year (adjusted for inflation). Accounts may pay expenses related to education, starting a small business, buying a residence, or promoting retirement security. The Department of the Treasury must establish a permanent program, not later than December 31, 2024, to be known as the Federal 401Kids Account Program. The bill authorizes disclosure of taxpayer information for administering the program. It also disregards account funds for purposes of determining eligibility for certain federal assistance programs.

Fairness in Nursing Home Arbitration Act This bill prohibits, and nullifies any existing, pre-dispute arbitration agreements with respect to Medicare skilled nursing facilities or Medicaid nursing facilities, home- and community-based services, or home health care services.

Stronger Communities through Better Transit Act This bill requires the Department of Transportation (DOT) to establish a grant program to support operating projects for public transportation and related service improvements, particularly in underserved communities and areas of persistent poverty. Specifically, the bill requires DOT to allocate funding under the program for urbanized areas, states, and Indian tribes that are recipients of funds under either the Federal Transit Administration's (FTA's) Urbanized Area Formula Funding program or Formula Grants for Rural Areas program. Eligible recipients may use funding for operating costs associated with projects that improve public transportation service for transit-dependent populations and support increased transit ridership (e.g., service expansion, information technology enhancements, and workforce development). The bill requires DOT to apportion the funding so that recipients receive funds that are proportional to their share of operating costs. The bill also provides for an increased federal cost share for operating assistance for projects or programs carried out in areas of persistent poverty or underserved communities. DOT must set up a multimodal access measurement interface for public agencies to aid transit agencies in determining and reporting on access to jobs and essential services. A grant recipient must also (1) report specific information to the FTA for inclusion in the National Transit Database, and (2) survey transit riders and non-riding residents regarding transit service improvements. Further, the bill expands the purposes of the public transportation programs to include supporting public transportation's role in combating climate change through growing/retaining transit ridership.

Affordable Connectivity Program Extension Act of 2024 This bill extends and provides FY2024 funding for the Affordable Connectivity Program, which provides a monthly benefit that allows eligible low-income households to receive discounted internet service. The program also provides a one-time discount that may be used to purchase a connected device, such as a computer.

Roberto Clemente Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition of the life of Roberto Clemente, baseball player and human rights activist. All sales of coins issued under this bill must include a surcharge to be paid to the Roberto Clemente Foundation.
