This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

Nursing Home Reform Modernization Act of 2020 This bill requires the Centers for Medicare & Medicaid Services to establish a ranking system and related programs for Medicare skilled nursing facilities and Medicaid nursing facilities, taking into account the findings and recommendations of a specified advisory council established under the bill.

Renewable Chemicals Act of 2020 This bill allows a new tax credit for the production of renewable chemicals. Specifically, it allows a credit for up to 15% of the sales price of each pound of a renewable chemical. A renewable chemical is any chemical that is produced in the United States from renewable biomass and is not less than 95% biobased content. The bill also allows a 30% tax credit for investment in renewable chemical production facilities.

The Resetting the Impact Act (TRIA) of 2020 This bill requires certain data collection and recommendations relating to a Medicare post-acute care prospective payment system to incorporate the effects of COVID-19 (i.e., coronavirus disease 2019) on providers and patients.

Pandemic Accommodation to Support Students Act or the PASS Act This bill directs the Department of Education (ED) to extend certain temporary relief related to federal student loans. Specifically, the bill extends to September 30, 2021, the suspension of payments and interest due on Federal Direct Loans and Federal Family Education Loans that are held by ED. Further, ED must carry out a program, beginning on August 1, 2021, to provide at least six notices to borrowers that normal payment obligations will resume.

This resolution condemns the military offensive launched by Azerbaijani and Turkish-backed forces on Artsakh and calls on all involved parties to honor cease-fire negotiations. In addition, the resolution urges the United States to withhold assistance to Azerbaijan until it ceases military operations in Artsakh, enourages open communication between officials of Artsakh and the U.S. government, and calls for the full participation of Artsakh in intergovernmental negotiations regarding its future. (Artsakh is officially recognized as a part of Azerbaijan.)

Protecting Residents with Oversight, Transparency, and Enforcement for Compassionate Treatment in Long Term Care Facilities Act or the PROTECT Long Term Care Facilities Act This bill establishes a series of requirements for Medicare skilled nursing facilities and Medicaid nursing facilities during declared emergencies relating to infectious disease outbreaks, including specific survey and reporting requirements, and provides funds for state survey agencies to conduct related investigations.

Promoting Restoration of Emergency Preparedness and Advancing Response to Epidemics in Long-Term Care Act or the PREPARE LTC Act This bill provides statutory authority for certain infection control and emergency preparedness requirements for Medicare skilled nursing facilities and Medicaid nursing facilities, and expands certain requirements to apply to other infectious disease outbreaks beyond COVID-19 (i.e., coronavirus disease 2019).

Preventing Future Pandemics Act of 2020 This bill establishes measures to address global public health risks posed by wildlife markets, which are commercial markets that sell or slaughter wildlife for human consumption as food or medicine in communities where alternative nutritional or protein sources are available. Specifically, the bill prohibits importing, exporting, purchasing, or selling live wild animals in the United States for human consumption as food or medicine. The Department of the Interior must hire, train, and deploy at least 50 new U.S. Fish and Wildlife Service law enforcement attachés around the world, and the U.S. Agency for International Development must increase specified activities to address the threats and causes of zoonotic (animal-to-human transmission) disease outbreaks. Additionally, the United States must work with other United Nations member states to urge a global ban on commercial wildlife markets and enforcement of laws to end wildlife trafficking. Further, the President may impose sanctions against a foreign country or foreign nationals that the Department of State has determined are taking certain actions that enable or facilitate commercial wildlife markets. Among other reports required by the bill, the State Department must conduct a study and submit a report that includes an evaluation of (1) the impact that consumption of terrestrial wildlife as food or medicine has on the transmission of novel viral and other pathogens, (2) the role of consuming terrestrial wildlife as food or medicine in the transmission of microbes from animals to humans, and (3) the conditions at live wildlife markets that lead to this transmission.

This resolution condemns the performance of unwanted, unnecessary medical procedures on individuals without their informed consent and recognizes the need for additional accountability, oversight, and transparency to protect individuals from such medical procedures while they are in the custody of U.S. Immigration and Customs Enforcement. It also calls on the Department of Homeland Security to fully cooperate with investigations about, and take other actions related to, medical procedures in one of its detention centers.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Save our Social Security Now Act This bill prohibits the Department of the Treasury from implementing the Internal Revenue Service Notice entitled Relief with Respect to Employment Tax Deadlines Applicable to Employers Affected by the Ongoing Coronavirus (COVID-19) Disease 2019 Pandemic and renders such notice null and void.. The notice requires Treasury to defer the withholding, deposit, and payment of certain payroll tax obligations for a specified period.

The rule requires the deferral of the payment of employment taxes on wages between September 1, 2020, and December 31, 2020.

Improving COVID-19 Data Transparency Act This bill requires the Centers for Disease Control and Prevention (CDC) and the Department of Health and Human Services (HHS) to take certain actions with respect to reporting and modeling COVID-19 (i.e., coronavirus disease 2019) data. It also requires health information technology, as a condition of certification by HHS, to automatically generate and transmit reports of possible reportable conditions from electronic health records to public health agencies. The CDC must standardize the reporting of COVID-19 data by governmental health departments, including information related to contact tracing and surveillance, hospital admissions and outcomes, outbreaks, and community compliance with preventive measures. The CDC must also post and periodically update this information on its website. In addition, the CDC must provide sufficient information about federal COVID-19 models to allow them to be reproduced, and HHS must enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study issues related to COVID-19 modeling, including the data sources used in the models. The CDC must also deliver a weekly televised presentation that is open to the media on its Morbidity and Mortality Weekly Report, a publication that reports surveillance statistics and other public health information and recommendations.

Elder Justice Reauthorization Act of 2020 This bill appropriates funding to support adult protective services and reauthorizes various programs that address elder abuse, neglect, and exploitation. Specifically, the bill appropriates additional funding for certain adult protective services to states under the Social Services Block Grant Program and to tribes under the Community Services Block Grant Program. In addition, the bill reauthorizes through FY2024 certain programs focused on preventing elder abuse, neglect, and exploitation by, for example, supporting long-term care ombudsman programs, state and local adult protective services offices, and long-term care workforce activities.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

This resolution expresses the sense of the House of Representatives that the Department of Justice (DOJ) should defend the Patient Protection and Affordable Care Act (PPACA) in ongoing litigation. Currently, DOJ supports the ruling by the U.S. Court of Appeals for the Fifth Circuit that upheld a district court ruling that certain provisions of the PPACA are not severable from the remainder of the Act and therefore that the entire law is invalid. The Fifth Circuit's ruling is currently pending appeal before the U.S. Supreme Court.

USTR Inspector General Act of 2020 This bill requires the President to appoint an Inspector General of the Office of the U.S. Trade Representative (USTR), who shall conduct an audit of the process for excluding articles from certain duties with respect to articles imported from China. The required audit shall include an assessment of whether USTR officials (1) uniformly applied the criteria used to review a request for, or objection to, excluding such articles from duties; (2) met with any interested parties to discuss a request or objection while the request or objection was pending; and (3) at any time permitted the resubmission of a previously submitted request or objection after the submission deadline.

Disaster Savings and Resilient Construction Act of 2020 This bill allows a tax credit through 2022 for certain residential or commercial buildings owned by a taxpayer in a disaster area that are designed and constructed to meet resilient construction requirements. The bill defines resilient construction requirements as requirements with respect to buildings in a disaster area that make such buildings resistant to hazards brought on by a major disaster, reduce the duration of a disruptive event, and have the capacity to withstand a potentially disruptive event.

Removing Barriers to Basic Needs Act of 2020 This bill modifies eligibility requirements under the Temporary Assistance for Needy Families (TANF) program and the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to temporarily waive requirements related to the denial of assistance and benefits for certain drug-related convictions. Any state law, policy, or regulation that imposes conditions on eligibility for SNAP and TANF based on an individual's conviction of an offense related to a controlled substance shall have no force or effect until December 31, 2022.

Newborn CARES Act This bill treats children of a taxpayer born in 2020 as born in calendar year 2019 for purposes of the advance recovery rebate allowed by the Coronavirus Aid, Relief, and Economic Security Act or the CARES Act. The Internal Revenue Service must establish a procedure to allow a taxpayer to file a claim for such rebate during calendar year 2020.

The American PPE Supply Chain Integrity Act This bill requires the federal government to purchase medical supplies and personal protective equipment from the United States, with exceptions for small purchases. Specifically, the bill requires the Department of Health and Human Services, the Department of Homeland Security, and the Department of Veterans Affairs to purchase specified medical supplies (including disinfecting wipes and natural fiber products) and personal protective equipment (including surgical masks, face shields, and foot coverings) from products that are 100% grown, reprocessed, reused, or produced in the United States. The bill makes an exception for purchases for amounts not greater than $150,000. The bill applies the Berry Amendment (which requires the Department of Defense to give preference in procurement to domestically produced, manufactured, or home-grown products) to specified supplies and equipment, such as surgical dressing materials, hospital and surgical clothing, and textile medical supplies and equipment.

Fairness for Seniors and People with Disabilities During COVID-19 Act of 2020 This bill restricts the recovery by the Social Security Administration (SSA) of certain overpayments of benefits made between March 1, 2020, and December 31, 2020. The bill also specifies that an individual who received Supplemental Security Income (SSI), or similar payments from a state, for any month during that period shall not be deemed ineligible for Medicaid coverage for that month on the basis that the individual is later determined to be ineligible for SSI or similar payments. Specifically, the SSA shall not recover any overpayments of Old-Age, Survivors, and Disability Insurance benefits, SSI benefits, or benefits for certain World War II veterans made during this period, unless the overpayments resulted from fraud or the misuse of benefits by a representative payee. For actions underway to recover overpayments, including those initiated before March 2020, the SSA must also notify individuals of their opportunity to request a reduction or suspension of adjustments to their benefits or a suspension of certain installment payments during the specified period. Additionally, the SSA must report on the time frame for resuming overpayment processing and collection activities. Beginning in March 2020, the SSA has operated under modified work processes in response to the COVID-19 (i.e., coronavirus disease 2020) emergency, including the suspension of certain procedures for identifying changes to eligibility status and adjusting benefits to account for them. However, in August 2020, the SSA issued an interim final rule concerning the resumption of these procedures, which included a simplified waiver process for beneficiaries who incurred an overpayment between March 1, 2020, and September 30, 2020.

Tax Parity for U.S. Mutual Funds Act of 2020 This bill establishes international regulated investment companies (IRICs) and specifies rules for the taxation of such companies. An IRIC is a regulated investment company (i.e., a mutual fund) that has all of its outstanding stock held by foreign shareholders, including nonresident alien individuals (and their foreign estates) and qualified foreign pension funds, and meets other specified requirements.

This resolution requires (on the first legislative day of each month) a reading of the names of members of the Armed Forces who died in the previous month as a result of combat. In addition, this resolution prohibits the Speaker of the House from reading the name of any such member if any family member informs the Speaker that he or she does not wish to have the name of that individual read.

Stopping COVID Scams Act of 2020 This bill provides the Federal Trade Commission (FTC) authority to prohibit unfair or deceptive commercial practices associated with the COVID-19 (i.e., coronavirus disease 2019) public health emergency. In prohibiting such practices, the FTC must consider whether the practice (1) involves goods or services explicitly advertised as related to the COVID-19 emergency, (2) involves goods or services for which consumer demand significantly increased shortly before or during the emergency, or (3) relates to the federal or state response to the emergency. The bill further specifies procedures for the FTC and the states to enforce such prohibitions.

No Funds for Apportionment Exclusion Act This bill prohibits using federal funds to carry out the July 21, 2020, presidential memorandum ordering the exclusion of aliens without legal immigration status from being counted for the purposes of apportioning representation in the House of Representatives following the 2020 census.

COVID-19 Data Transparency Act This bill requires the Centers for Disease Control and Prevention (CDC) to standardize reporting by government health departments of COVID-19 data, including information related to hospital admissions, testing, contact tracing, and transmission rates. In addition, the CDC must publicly post and periodically update this information on its website with individually identifiable information excluded.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

Drug-Free Communities Pandemic Relief Act This bill authorizes the Drug-Free Communities Support Program, subject to certain limitations, to waive matching funds requirements applicable to certain grants for reducing substance use among youth. Before waiving these requirements, the program must determine that a grantee is unable to raise funds because of the COVID-19 (i.e. coronavirus disease 2019) emergency. Currently, the Office of National Drug Control Policy administers this program, and community coalitions that receive the grants must match a specified percentage of the federal award amount with nonfederal funds, including in-kind contributions.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement that their health insurance plans cover contraceptive services without cost-sharing.

Social Security COVID Correction and Equity Act This bill expands the Old-Age, Survivors, and Disability Insurance (OASDI) benefits program, temporarily expands the Supplemental Security Income (SSI) program, and otherwise modifies these programs. Specifically, the bill revises OASDI benefits by (1) modifying funding formulas, (2) extending eligibility for certain benefits, and (3) increasing income thresholds used to determine the percentage of benefits subject to federal income tax. Changes to OASDI funding formulas include (1) increasing the primary insurance amount, (2) establishing new methods to calculate benefits for individuals with lifetime low earnings and for widows and widowers, and (3) modifiying application of the national average wage index to prevent certain reductions to benefits. In addition, children of a deceased, disabled, or retired worker remain eligible for OASDI benefits through age 22 if they are full-time students. Under current law, they receive benefits through age 18. The bill also extends dependent child benefits under the OASDI program to specified family members other than grandparents or step-grandparents, including in cases where a court grants custody of the dependent child to an eligible family member. To receive benefits under current law, either both parents must be disabled or deceased or a grandparent or step-grandparent must legally adopt the dependent child. The bill also temporarily increases income and resource limits for the SSI program, thereby temporarily expanding eligibility. This program helps aged, blind, and disabled individuals with limited income and resources meet their basic needs.

SAFE Workers Act or the Secure And Fair Elections for Workers Act This bill requires the National Labor Relations Board (NLRB) to provide employees with the ability to vote remotely by telephone or the internet in union representation elections during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill further permits the NLRB's use of appropriations to issue directives or regulations providing for electronic voting methods.

Assisted Living Facility Coronavirus Reporting Act This bill temporarily imposes reporting requirements related to COVID-19 (i.e., coronavirus disease 2019) cases in assisted living facilities on states as a condition of receiving certain federal COVID-19 relief funding. Specifically, states must report each week on suspected and confirmed cases of COVID-19 in assisted living facilities to the Centers for Disease Control and Prevention (CDC), with the data disaggregated by race and other demographic characteristics. In addition, the Department of Health and Human Services must publish the information provided by states. States must also require assisted living facilities to notify federal, state, and local health agencies and facility residents, their representatives, and their families within one calendar day of any confirmed cases of COVID-19 or the onset of new respiratory symptoms at a particular facility. In addition, subject to some limitations, the bill applies federal COVID-19 reporting requirements for nursing facilities and skilled nursing facilities to assisted living facilities and requires the Government Accountability Office to evaluate the use of required reporting by nursing homes to prevent and control the spread of COVID-19 in such facilities.

The resolution authorizes the committee, or any subcommittee or task force designated by the committee, to take affidavits and depositions by a member, counsel, or consultant of the committee, pursuant to notice or subpoena.

Hong Kong Safe Harbor Act This bill designates certain Hong Kong residents with priority status for refugee consideration and contains other related provisions. An individual and certain family members shall have such priority status if the individual (1) is a Hong Kong resident who suffered persecution or has a well-founded fear of persecution as a result of peaceful political activity; or (2) has been formally charged, detained, or convicted for certain peaceful actions. An individual receiving refugee status under this bill shall not be counted against various numerical limitations. When determining whether an individual shall be admitted as a refugee under this bill, an individual whose citizenship, nationality, or residency was revoked for submitting a nonfrivolous application for a U.S. immigration benefit shall be considered to have suffered persecution on account of political opinion. The general presumption that an alien is seeking immigrant status shall not apply to certain Hong Kong residents seeking asylum into the United States. (Typically, an alien seeking admission as a nonimmigrant must establish that the alien does not intend to immigrate to the United States.) This exception to the presumption shall apply to certain individuals involved in the 2019 and 2020 protests against China's encroachment into Hong Kong's autonomy (Hong Kong is a part of China but has a separate legal and economic system). An individual from Hong Kong may not be denied admission into the United States if the primary reason for the denial is a politically motivated government action against the individual's involvement in protests.

Child Care for Economic Recovery Act This bill provides additional funding in FY2020 for taxpayer services, social services block grants, and infrastructure grants to improve child care safety, including needs assessments. The bill adds and modifies certain tax provisions to increase and make refundable the child and dependent care tax credit; increase the exclusion from employee income for employer-provided dependent care assistance; allow employers payroll tax credits for certain fixed expenses of child care facilities closed due to COVID-19 (i.e., coronavirus disease 2019), certain employer-paid employee dependent care expenses, and the employment of workers who perform domestic service in the private home of an employer; and allow a carryover of unused benefits or contributions remaining in a dependent care flexible spending arrangement from the 2020 plan year to the 2021 plan year. The bill increases funding (1) in FY2020-FY2024 for the general child care entitlement under the Social Security Act, and (2) for child care services for the children of essential workers. The bill requires the Department of Health and Human Services (HHS) to conduct an immediate needs assessment of the condition of child care facilities throughout the United States and authorizes HHS to award grants to acquire, construct, renovate, or improve child care facilities, including expanding facilities to respond to the COVID-19 pandemic.

Growing Renewable Energy and Efficiency Now Act of 2020 or the GREEN Act of 2020 This bill provides tax incentives for investment in renewable energy resources and energy efficiency programs. Among other provisions, the bill extends for five years the tax credit for production of electricity from certain renewable resources (e.g., wind facilities, biomass, landfill trash facilities), the election to treat certain tangible property as energy property for purposes of the energy tax credit, and certain provisions of the energy tax credit; expands the energy tax credit to include energy storage technology, waste energy recovery property, and qualified biogas property; extends for two years the tax credit for carbon oxide sequestration; allows elective payments in lieu of certain energy-related tax credits; modifies the phaseout provisions of the income and excise tax credits for biodiesel and renewable diesel and extends the termination date for such credits; extends for five years and increases the tax credit for nonbusiness energy property and the new energy efficient home tax credit; extends for six years the residential energy efficient property tax credit; extends for five years the tax deduction for energy efficient commercial buildings; modifies the limitations on new qualified plug-in electric drive motor vehicles tax credit and allows a new credit for such vehicles that are previously-owned; allows a new tax credit for zero emission heavy vehicles (vehicles with a gross weight rating of not less than 14,000 pounds and not powered by an internal combustion engine); extends for five years the tax credits for qualified fuel cell motor vehicles and alternative fuel cell refueling property; provides for additional allocations of the advanced energy project tax credit; allows a new tax credit for the labor costs of installing mechanical insulation property; allows a new tax credit to promote environmental justice programs (programs to improve health and economic outcomes of individuals residing in low-income areas or areas populated disproportionately by racial or ethnic minorities); and requires the Department of the Treasury to report on the utility of data from the Greenhouse Gas Reporting Program for determining the amount of greenhouse gases emitted by taxpayers for purposes of imposing a fee on them for such emissions.

Flint Registry Reauthorization Act This bill extends through FY2031 a voluntary lead exposure registry supported by the Centers for Disease Control and Prevention. The registry collects data on the exposure of individuals in Flint, Michigan, to lead contamination in the local drinking water system.

This resolution commemorates June 19, 1865, or Juneteenth, as the end of slavery in the United States. It also reaffirms the commitment of Congress to honor Juneteenth by supporting the enactment of policies that ensure fair and secure elections for all Americans.
