Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2002 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; and (2) the Director of the National Cancer Institute to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Requires that these services: (1) be provided in a culturally competent way; (2) include patient navigators to help with finding services and follow-up care; and (3) include ongoing outreach activities. Conditions grants on the presence of a fee schedule consistent with prevailing rates and a fee discount schedule which provides fee adjustments based on ability to pay. Evaluates services according to a peer-reviewed model according to best practices. Limits the grants to five years.

Water Quality Investment Act of 2002 - Amends the Federal Water Pollution Control Act to authorize appropriations through FY 2004 for grants for planning, design, and construction of treatment works to control or treat municipal combined sewer overflows and sanitary sewer overflows. Extends the requirements for a report on funding levels.

Computer Hazardous Waste Infrastructure Program Act - Directs the Administrator of the Environmental Protection Agency, after submitting to Congress a study of waste materials in used computers that may be hazardous to human health or the environment, to require assessment of a fee on the sale to an end-user of any computer, monitor, or other designated electronic devices. Requires fees collected to be used for administration of this Act and grants for: (1) collecting or processing used computers, monitors, or other devices for recycling; (2) reusing or reselling such articles; and (3) extracting and using, or selling for reuse, raw materials from such articles. Requires reports to Congress on the status of computer recycling, which shall include descriptions of fee collection and use.

Highlands Stewardship Act of 2002 - Directs the Secretaries of Agriculture and the Interior to establish the Highlands Stewardship Area in the Highlands region (an area encompassing nearly 2,000,000 acres extending from eastern Pennsylvania through New Jersey and New York to northwestern Connecticut). Directs the Secretary of Agriculture to establish: (1) within the Department of Agriculture the Office of Highlands Stewardship to implement the strategies of the Highlands Regional Study conducted by the Forest Service in 1990 (study) and the New York-New Jersey Highlands Regional Assessment Update conducted by the Service in 2001 (update); and (2) the Highlands Stewardship Area Work Group to assist with such implementation and to advise the Office and the Secretaries on priorities for projects carried out with assistance under this Act, on land conservation partnership projects, on Highlands region research, and on policy and educational initiatives necessary to implement study and update findings. Authorizes the Office to provide financial and technical assistance to an eligible entity to carry out a project to protect, restore, preserve, promote, or interpret Area resources. Directs the Secretary of the Interior to annually designate land conservation partnership projects that are eligible to receive financial assistance under this Act.

Child Support Enforcement Act - Amends the Internal Revenue Code (relating to the deduction for bad debts) to allow a custodial parent to claim unpaid child support payments as a deduction. Bars a delinquent debtor from filing an amended return in any subsequent year to reflect the subsequent payment of unpaid child support. Includes unpaid child support in the gross income of the delinquent debtor. Precludes taxpayer information regarding child support payments from serving as a basis for selecting an individual's tax return for general audit.

Senior Nutrition Act of 2002 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program (program) if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185 percent of the federal poverty income guidelines. Authorizes permanent program appropriations.

Textile and Apparel Recognition Act - Calls upon the President to: (1) ensure enforcement of U.S. trade laws with respect to trade practices resulting in harm to the U.S. textile and apparel industry; (2) ensure enforcement of international trade agreements with respect to the U.S. textile and apparel industry, including existing safeguard remedies available under the World Trade Organization and the North American Free Trade Agreement; (3) ensure enforcement of existing quota and tariff regulations to prevent further illegal circumvention of the U.S. textile import restraint program; (4) deny requests from trading partners of the United States for unilateral liberalization by the United States of its textile and apparel market other than that provided for under existing international trade agreements; and (5) implement strategies to open foreign markets to provide equitable access for goods exported by the U.S. textile and apparel industry. Directs the President when conducting negotiations to enter into trade agreements with other countries to take into account potential foreign currency devaluations so that such countries do not receive the benefit of reduced tariffs while at the same time making their exports more cost-competitive on the international market through such currency devaluations. Requires the President to report annually to Congress on the ability of the U.S. textile manufacturing sector to compete with the textile industry in other countries when foreign currencies are devalued.

Crossroads of the American Revolution National Heritage Area Act of 2002 - Establishes the Crossroads of the American Revolution National Heritage Area in New Jersey. Designates the Crossroads of the American Revolution Association, Inc. as the Area's management entity. Directs the Association to submit, and to assist local governments, regional planing organizations, and nonprofit entities in implementing, an area management plan which includes strategies for conservation, funding, management, and development of the Area. Bars the Association from using Federal funds received under this Act to acquire real property, but permits the Association to use any other source of funding, including other Federal funding, intended for the acquisition of real property. Limits Federal funding to 50 percent of any assistance provided. Authorizes the Secretary of the Interior to provide assistance to: (1) the Area to develop and implement the management plan; and (2) State or local government or nonprofit organizations for treatment of historical objects or structures eligible for listing on the National Register of Historic Places. Authorizes the Superintendent of Morristown National Historical Park to provide operational assistance supporting implementation of the management plan to public and private organizations within the Area, including the Association.

Yellowstone Protection Act - Directs the Secretary of the Interior to implement the final rule to phase out snowplane use in Grand Teton National Park and snowmobile use in Yellowstone National Park, the John. D. Rockefeller Jr. Memorial Parkway, and Grand Teton National Park. Prohibits the Secretary from modifying or superseding any provisions of that final rule.

No Tax Breaks for Corporations Renouncing America Act of 2002 - Amends the Internal Revenue Code to deny a foreign entity any reduced rate of withholding tax on any deductible foreign payment under any income tax treaty between the United States and the entity's country unless the entity is predominantly owned by residents of such country. Excepts specified conduit payments. Specifies what constitutes predominant ownership.

Cancer Survivorship Research and Quality of Life Act of 2002 - Amends the Public Health Service Act to include demonstration, education, and other programs concerning cancer survivorship among the activities of the National Cancer Institute (Institute) within the National Institutes of Health (NIH). Requires the Director of NIH to: (1) expand and coordinate NIH activities related to cancer survivorship; and (2) establish an Office on Survivorship within the Institute. Creates the position of Associate Director for Survivorship. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Protection, to: (1) study the health challenges associated with cancer survivorship and carry out projects and interventions; and (2) make grants for the monitoring and evaluation of cancer care and survivorship.

Health Care for Filipino World War II Veterans Act - Requires (current law authorizes) the Secretary of Veterans Affairs to furnish hospital and nursing home care and medical services to any individual who is a Commonwealth Army veteran or new Philippine Scout (current law) and who is: (1) residing in the United States; and (2) a U.S. citizen or alien lawfully admitted for permanent residence. Provides a rate of payment equal to the rate provided for active-service veterans and their survivors for: (1) dependency and indemnity compensation for the survivors of Commonwealth Army veterans or new Philippine Scouts; and (2) veterans' disability compensation for new Philippine Scouts residing in the United States. Provides national cemetery burial benefits for new Philippine Scouts.

Brownfield Site Redevelopment Assistance Act of 2002 - Amends the Public Works and Economic Development Act of 1965 to authorize the Secretary of Commerce to make grants for projects to alleviate or prevent conditions of excessive unemployment, underemployment, blight, and infrastructure deterioration associated with brownfield sites. Defines a "brownfield site," with exceptions, as real property the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance or pollutant. Allows inclusions of sites otherwise excluded from consideration if: (1) financial assistance will protect human health and the environment, promote economic development or enable the creation of parks, greenways, or other property used for nonprofit purposes, or promote eco-industrial development; (2) they were contaminated by a controlled substance; (3) they are certain low-risk petroleum-contaminated sites; or (4) they are mine-scarred. Defines eco-industrial development as development conducted in a manner in which businesses cooperate with each other and the local community to share resources efficiently (such as information, materials, water, energy infrastructure, and natural habitat) with the goals of economic gains, improved environmental quality, and equitable enhancement of human resources in businesses and local communities.

Expresses support for the goals and ideals of National Night Out (an event intended to demonstrate the importance and effectiveness of community participation in crime prevention efforts by having people spend the period from 7 to 10 o'clock p.m. on August 6, 2002, with their neighbors in front of their homes with their lights on). Requests that the President: (1) issue a proclamation calling for appropriate ceremonies, activities, and programs; (2) focus appropriate attention on neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing the administration to make crime reduction an important priority; and (3) coordinate the efforts of the Federal Emergency Management Agency, the USA Freedom Corps, the Citizen Corps, the National Senior Service Corps, and AmeriCorps to participate by supporting local efforts, neighborhood watches, and local officials, including law enforcement personnel, to provide homeland security and combat terrorism in the United States.

National Forest Roadless Area Conservation Act of 2002 - Identifies roadless areas within the National Forest System set forth in specified documents as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character.

Amends the Internal Revenue Code to provide a tax credit to an employer of up to $1000 per employee for allowing workers who are volunteer firefighters to participate in "qualified firefighting training." Prohibits employers from earning credit if they charge employees with any kind of leave or compensatory time off or if they demote or dismiss employees due to participation in the training. Defines "qualified firefighter training."

Mosquito Abatement for Safety and Health Act - Authorizes the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to make grants on a matching funds basis to political subdivisions of States for the establishment and operation of mosquito control programs to prevent mosquito-borne diseases, including the costs of purchasing or updating equipment and laboratory facilities. Gives priority to subdivisions where the incidence of mosquito-borne disease is relatively substantial.

Fair Minimum Wage Act of 2002 - Amends the Fair Labor Standards Act of 1938 to increase the Federal minimum wage to: (1) $5.75 an hour beginning 30 days after enactment of this Act; (2) $6.25 an hour during the year beginning on January 1, 2003; and (3) $6.65 an hour beginning January 1, 2004. Makes Federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the Federal minimum wage.

Widows of Wartime Veterans Assistance Act - Increases the maximum annual rates of pensions for surviving spouses of veterans of a period of war. Amends the Social Security Act to require that the amount of such rate increases not be included in a surviving spouse's income for purposes of Medicaid (title XIX) eligibility.

Our Lady of Peace Act - Amends the Brady Handgun Violence Prevention Act to require (currently, authorizes) the Attorney General, at least quarterly, to secure directly from any U.S. department or agency such information on persons for whom receipt of a firearm would violate specified Federal provisions regarding excluded individuals or State law as is necessary to enable the National Instant Criminal Background Check System to operate. Directs the head of such department or agency, at the Attorney General's request, to furnish such information to the System electronically. Sets forth requirements regarding the transmittal of State records, including (with exceptions) State mental health records, to the System. Directs the Attorney General to work with State and local law enforcement and the mental health community to establish protocols for protecting the privacy of information provided. Sets penalties for noncompliance. Requires the Attorney General to make grants to each State: (1) to establish or upgrade information and identification technologies for firearms eligibility determinations; and (2) for use by the State's chief judicial officer to improve the handling of proceedings related to criminal history dispositions and temporary restraining orders as they relate to disqualification from firearms ownership under State and Federal laws. Requires the Director of the Bureau of Justice Statistics to study and evaluate the operations of the System and to report on grants and on best practices of States.

National Drought Preparedness Act of 2002 - Establishes the National Drought Council which shall: (1) develop a national drought policy action plan; (2) evaluate Federal drought-related programs; (3) coordinate and prioritize enhancement of the national drought monitoring network; and (4) provide for the development of a drought information delivery system, drought planning models, and drought preparedness plans. Terminates the Council eight years after enactment of this Act. Requires the Director of the National Drought Council to establish the National Office of Drought Preparedness. Establishes within the Federal Emergency Management Agency (FEMA) the Drought Assistance Fund, which shall be used to: (1) assist State, local, tribal, and critical service entities with drought-related activities; and (2) expand the technology transfer of drought and water conservation strategies. Requires: (1) the Director to publish guidelines for administering a national technical and financial drought assistance program; and (2) the Director, the Secretaries of Agriculture, the Interior, and the Army, and other appropriate Federal agency heads to implement integrated drought preparedness plans. Authorizes States, Indian tribes, local governments, and regional, water providers to develop and implement drought preparedness plans. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the Director of FEMA to reimburse States for qualifying costs incurred in prepositioning wildfire suppression resources.

Railroad Safety Reform Act of 2002 - Amends Federal transportation law to revise: (1) the hours of duty limitations with respect to train employees, signal employees, dispatching service employees, and power directors; and (2) certain sleeping quarters limitations with respect to train employees (including signal employees), and individuals employed to maintain the right of way of a railroad carrier. Requires the carrier to provide, among other things, a separate bedroom for each employee or individual. Requires each Class I and Class II railroad carrier to submit to the Secretary of Transportation a fatigue management plan designed to reduce fatigue experienced by railroad employees and the likelihood of accidents and injuries caused by such fatigue. Sets forth certain limitations on duty hours of transport vehicle drivers. Revises certain employee protection requirements prohibiting a railroad carrier from discharging or discriminating against an employee. Prohibits the carrier from threatening, intimidating, or disciplining for, or preventing an employee from notifying such carrier of certain railroad accident/injury-related or hazardous condition information. Makes it unlawful for any person to interfere with a railroad safety investigation, or to influence the testimony of any person or prevent a person from attending such investigation. Sets forth both civil and criminal penalties for violations of this Act. Revises grade crossing safety requirements to require each railroad carrier to: (1) establish a toll-free telephone service to report grade crossing problems; (2) notify trains operating near a grade crossing of any problems there; and (3) ensure placement of signs at each grade crossing displaying toll-free telephone information. Prescribes requirements for: (1) all passenger railroad cars to have emergency windows; (2) installation of passenger railroad signals; and (3) internal and compartmentalized fuel tanks on passenger locomotives. Sets forth certain railroad safety rulemaking and enforcement provisions.

Restore Fiscal Discipline and Safeguard Social Security Act of 2002 - Amends Federal money and finance law to increase the statutory debt limit to $6.1 trillion. Makes it out of order for the House of Representatives or the Senate to consider any bill or amendment that increases the public debt limit above the new one established by this Act by more than $100 billion, except in specified circumstances. Directs the President to submit to Congress a proposal to bring the budget of the Government (excluding the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund) into balance or surplus by FY 2007. Makes it out of order for the House or the Senate, whenever the most recent CBO report projects an on-budget deficit for any fiscal year, to consider any concurrent resolution on the budget that: (1) sets forth or assumes an on-budget deficit for any such fiscal year larger than such projection; (2) sets forth or assumes a budget that is not in on-budget balance or surplus within four fiscal years, and is not in on-budget balance or surplus for any covered subsequent fiscal year; or (3) contains any reduction in social security benefits. Makes it out of order for the House or the Senate, whenever the most recent CBO report projects both on-budget surpluses (or a balanced budget) and deficits for the fiscal years concerned, to consider any concurrent resolution on the budget that: (1) sets forth or assumes an on-budget deficit for any fiscal year for which the CBO projection is for an on-budget surplus or balance; or (2) contains any reduction in social security benefits. Suspends such requirements during war or low economic growth.

Social Security Widow's Benefit Guarantee Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) provide for an increase in widow's and widower's insurance benefits; (2) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (3) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (4) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits. Amends SSA title XVI (Supplemental Security Income) (SSI) to provide that an eligible widow or widower who is entitled to a widow's or widower's insurance benefit for any month under OASDI, but is not eligible for benefits under SSI in that month, shall be deemed for purposes of SSA title XIX (Medicaid) to be an individual with respect to whom SSI benefits are paid in that month, if he or she: (1) has been continuously entitled to such widow's or widower's insurance benefits from the first month for which the increase in widow's or widower's insurance benefits resulting from this Act is reflected in such benefits through the month involved; and (2) would be eligible for benefits under SSI in the month involved if the amount of the increase in his or her widow's or widower's insurance benefits were disregarded.

Congressional Pension Accountability Act - Provides that: (1) all service as a Member of Congress of an individual who is expelled from Congress shall be noncreditable for purposes of determining eligibility for, or the amount of, any annuity which might otherwise be payable out of the Civil Service Retirement and Disability Fund based on such service; (2) all Government contributions to the Thrift Savings Plan for that individual while that individual was performing Member service (and attributed earnings) shall be forfeited; and (3) the portion of such an individual's lump-sum credit which is attributable to such Member service (less any amount previously refunded or paid as annuity benefits) shall be payable to such individual or, if deceased, to the appropriate beneficiary or beneficiaries.

Steel Industry Legacy Relief Act of 2002 - Amends the Trade Act of 1974 to establish a steel industry retiree benefits protection program administered by the Secretary of Commerce and the Board of Trustees of the Steel Industry Legacy Relief Trust Fund (created by this Act) to provide specified medical benefits to eligible steel retirees and beneficiaries. Prescribes qualifying events (acquisition, closing, election, or bankruptcy transfer) as a result of which the United States shall assume liability for the provision of steel retiree benefits for each eligible retiree and eligible beneficiary certified for participation in the retiree benefits program. Requires transfer to the Trust Fund by a qualified steel company and any applicable acquiring company of all assets which, under the terms of an applicable collective bargaining agreement, were required to be set aside under an employee benefit plan or otherwise for the provision of the steel retiree benefits. Requires contributions to the Trust Fund by such companies.

Nurse Retention and Quality of Care Act of 2002 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to eligible health care facilities to carry out demonstrations of models and best practices in nursing care in order to develop strategies for nurse retention. Requires such demonstrations to promote nurse satisfaction, communication, collaboration in decision-making, professional advancement, high quality care, and a balanced work-life environment.

Corporate Subsidy Reform Commission Act of 2002 - Establishes an independent Corporate Subsidy Reform Commission to: (1) identify Federal programs and tax laws that provide inequitable Federal subsidies; (2) review such subsidies; (3) conduct public hearings on agency recommendations regarding inequitable subsidies; and (4) report to the President recommendations for termination, modification, or retention of each subsidy reviewed. Requires each Federal agency to include in budget documents submitted in 2003 a list of programs or tax laws within that agency that provide inequitable Federal subsidies, together with recommendations for appropriate action. Provides a special review requirement for international trade programs. Requires the President to: (1) report to the Commission and Congress on his approval or disapproval of the entire package of Commission recommendations; and (2) certify the recommendations to Congress if the package is approved either initially or after being revised by the Commission after initial disapproval. Sets forth procedures for congressional implementation and consideration of recommendations certified by the President.

Joseph Moakley Memorial Fire Safe Cigarette Act of 2002 - Directs the Consumer Product Safety Commission to prescribe fire safety standards for cigarettes to reduce the risk of ignition presented by cigarettes (including a proscription against the stockpiling of cigarettes to which the fire safety standards will apply). Sets forth general test requirements. Denies the Commission any jurisdiction over tobacco or tobacco products except as provided in this Act.

Endangered Species Recovery Act of 2001 - Amends the Endangered Species Act of 1973 (the Act) to require the Secretary of the Interior or Commerce, as appropriate, to designate: (1) survival habitat concurrently with making a determination that a species is endangered or threatened; (2) critical habitat concurrently with adoption of a final recovery plan for a species; and (3) survival and critical habitat in the case of a highly migratory marine species. Requires the Secretary to designate survival habitat based only on biological factors, giving special consideration to habitat currently occupied by the species. Establishes a schedule for publishing species listing determinations. Provides for draft and final recovery plans for the conservation of endangered and threatened species. Requires Federal agencies to monitor the status and trends of endangered, threatened, and candidate species on lands or waters under their administration. Applies provisions regarding interagency cooperation and consultation to species in a foreign country or on the high seas. Requires the Secretary to: (1) undertake to conserve species where a permittee defaults on permit or plan obligations; and (2) implement a streamlined application and approval procedure for incidental take permits and plans determined to be low effect, small scale plans. Sets forth requirements for the deposit of performance bonds and other financial security by incidental take permit (other than low effect, small scale) applicants. Establishes the Habitat Conservation Plan Fund. Directs the Secretary to establish a Community Assistance Program to provide timely and accurate information to local governments or property owners. Makes persons who negligently damage any member or habitat of an endangered or threatened species liable to the United States and a State for the restoration or replacement costs. Authorizes the Secretary to enter into endangered species conservation agreements with owners or lessees of real property on which conservation measures for endangered, threatened, or candidate species or species proposed for listing are to be carried out. Amends the Internal Revenue Code to require that the value of a taxable estate be determined by deducting from the value of the gross estate the value of included real property subject to an endangered species conservation agreement. Allows an additional tax deduction for real property taxes imposed on State and local property subject to such agreements. Allows a tax credit for costs incurred in connection with such agreements. Extends the authorization of appropriations to carry out the Act.

Adds protection of property to the list of grant purposes. Requires the grant administration office to require peer review of the grant recipient selection process. Adds funding for training as a volunteer recruitment and retention incentive among the proper uses of grant funds.

Life Insurance Employee Notification Act - Requires an employer to notify an employee in writing upon the purchase of an employer-owned insurance policy on the life of such employee for a beneficiary other than the individual who is the subject of the policy. Declares that violation of this Act constitutes an unfair method of competition and an unfair or deceptive act or practice under the Federal Trade Commission Act.

Expresses the sense of Congress that the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health, should conduct or support research on the effectiveness of medical screening techniques for ovarian cancer, including the use of proteomic patterns in blood serum in combination with other techniques. Requires a report to Congress and the inclusion of such technique in Federal health care programs and group and individual health plans if it proves effective.

Expresses: (1) solidarity with Israel as it takes necessary steps to provide security to its people by dismantling the terrorist infrastructure in the Palestinian areas; and (2) commitment to Israel's right to self-defense and support for additional U.S. assistance. Condemns the recent wave of Palestinian suicide bombings and the ongoing support and coordination of terror by Yasir Arafat and other members of the Palestinian leadership. Demands that the Palestinian Authority fulfill its commitment to dismantle the terrorist infrastructure in the Palestinian areas. Expresses concern that Arafat's actions are not those of a viable partner for peace. Urges all Arab states to declare their unqualified opposition to all forms of terrorism, particularly suicide bombing, and all parties in the region to pursue peace in the Middle East. Commends the President for his leadership in addressing the Israeli-Palestinian conflict.

Crackdown on Deadbeat Dealers Act of 2002 - Amends the Brady Handgun Violence Prevention Act to increase the number of allowed inspections for compliance with record-keeping requirements by firearms dealers to not more than three times (currently, once) during any 12-month period. Increases penalties for: (1) willfully engaging in an illegal firearms business; and (2) in connection with the acquisition or attempted acquisition of a firearm or ammunition, knowingly making false statements or furnishing false or misrepresented identification regarding any fact material to the lawfulness of the sale or other disposition of such firearm or ammunition. Directs the United States Sentencing Commission to review and amend the Federal sentencing guidelines for violations related to illegal firearms and ammunition businesses. Authorizes the Secretary of the Treasury to suspend a firearms dealer's license and to assess a civil penalty of up to $10,000 for firearms violations, including failure to have secure gun storage or safety devices (current penalties are limited to license revocation). Permits any licensed firearms dealer who is indicted for a felony to continue to operate until the date of conviction (currently, until the conviction becomes final).

Congratulates the National Guard and Capitol Police on the fine work they have done to increase security around the Capitol grounds since the terrorist attacks of September 11, 2001.

Corporate Asset Protection Act of 2002 - Amends the Securities Exchange Act of 1934 to prohibit a reporting issuer (registrant on a national securities exchange) from offering or providing a loan to an insider unless: (1) the issuer is a financial institution; and (2) the terms are not substantially more advantageous than those offered to non-insiders. Prescribes civil penalties for violation of such prohibition.

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Veterans Judicial Review Improvement Act of 2002 - Amends Federal provisions relating to the Court of Appeals for Veterans Claims (Court) to: (1) hold unlawful and set aside a finding of material fact when not supported by a preponderance of the evidence (currently, only when clearly erroneous); (2) allow the Court to enter a default judgment against the Secretary of Veterans Affairs upon a determination that the Secretary has unlawfully withheld or unreasonably delayed action on a claim or has failed to plead or otherwise defend; and (3) allow judicial review by the Circuit Court of Appeals of any question of law, or application of law to the facts, that was relied upon by the Court. Directs the Secretary to provide for the expeditious treatment: (1) by the appropriate office of the Veterans Benefits Administration of any claim remanded to that office by the Board of Veterans' Appeals; and (2) by such Board of any claim remanded to the Secretary by the Court. Authorizes the Court, in claims remanded to the Secretary involving compensation, dependency and indemnity compensation, or pension, to order the Secretary to pay interim benefits when a decision on such claim is not rendered within 180 days. Authorizes the Court, upon a showing of excusable neglect or good cause, to extend the time for filing a notice of appeal.

Nationwide Health Tracking Act of 2002 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to: (1) develop Nationwide and State Health Tracking Networks to monitor, investigate, and prevent increases in the incidence of certain chronic diseases and relevant environmental risk factors; and (2) establish within the Epidemic Intelligence Service a National Environmental Health Rapid Response Service. Direct the Secretary and the Administrator of the Environmental Protection Agency to jointly establish the Commission on Nationwide Health Tracking. Directs the Secretary, acting through the Director, to support State Health Tracking Networks through: (1) pilot programs; (2) awarding grants; and (3) providing technical assistance. Makes States, political subdivisions of States, territories, and Indian tribes eligible for participation, subject to an approved application. Requires such Networks to: (1) conduct surveillance activities; (2) collect and analyze data; (3) establish an early warning system and response capacity; (4) recruit and train public health employees; and (5) expand and integrate existing systems and activities to the extent practicable. Requires the Nationwide Health Tracking Network to coordinate State Networks and existing Federal public health and environmental surveillance systems and activities. Authorizes the Secretary to provide for research and demonstration centers concerning chronic conditions and relevant environmental factors. Directs the Secretary to: (1) expand the scope of biomonitoring data collection; (2) publish a Nationwide Network report; and (3) award John H. Chafee Public Health Scholarships for advanced training in chronic conditions and environmental epidemiology and health sciences.
