First Rhode Island Regiment Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the First Rhode Island Regiment, collectively, in recognition of their dedicated service during the Revolutionary War.

Striking Workers Healthcare Protection Act This bill prohibits an employer from terminating or significantly altering the employer-provided health insurance coverage of an employee engaged in a lawful strike. An employer that violates this prohibition is subject to a maximum civil penalty of $50,000 for each violation.

This resolution expresses the sense of the House of Representatives that the proposed constitutional amendment known as the Equal Rights Amendment has been duly proposed by Congress and ratified by the states and is therefore valid as the Twenty-Eighth Amendment to the Constitution. (The proposed amendment prohibits the United States or any state from denying or abridging equal rights under the law on account of sex.)

This resolution expresses support on the 50th anniversary of Bloody Sunday for the 14 individuals killed and those injured on Bloody Sunday in Northern Ireland. The resolution supports the full implementation of the Good Friday Agreement to ensure peace and stability in Ireland. The resolution supports justice for the victims of Bloody Sunday and the Troubles as well as the families of those victims. The resolution calls upon British authorities to charge individuals who committed unjustifiable crimes on Bloody Sunday. The resolution supports a devolved government of Northern Ireland and recognizes a devolved government as a successful outcome and tenet of the Good Friday Agreement. Finally, this resolution urges the European Union, including the Republic of Ireland, and the United Kingdom to act in good faith with regard to negotiations around Brexit and implementation of the Northern Ireland Protocol.

Defending Ukraine Sovereignty Act of 2022 This bill authorizes security assistance for Ukraine, requires sanctions against Russia if it escalates hostilities in or against Ukraine, and addresses related issues. The bill (1) authorizes the Department of Defense to use various authorities to provide and expedite the delivery of defense articles to support Ukraine's armed forces, (2) allows the President to exercise drawdown authority to provide defense articles to Ukraine, and (3) authorizes the Department of State to provide International Military Education and Training assistance to Ukraine. The President must periodically determine whether Russia's government is significantly escalating hostilities in or against Ukraine and whether such an escalation has the aim or effect of undermining Ukraine's government or interfering with Ukraine's sovereignty or territorial integrity. If the President determines that Russia's government has engaged in such escalation, the President must impose sanctions on (1) certain government officials, including Russia's president and prime minister; (2) certain Russian financial institutions; (3) entities involved in certain transactions involving Russian debt; (4) entities (and corporate officers of such entities) involved in constructing or operating Russia's Nord Stream 2 natural gas pipeline; and (5) certain entities involved in Russian resource extraction industries. The President may terminate such sanctions after certifying to Congress that Russia's government has taken certain actions, such as entering into an agreed settlement with Ukraine's legitimate democratic government. The bill also authorizes Radio Free Europe/Radio Liberty to explore opening new bureaus to reach new audiences on Russia's periphery. The State Department must establish an initiative to deepen and foster ties with the Baltic states.

This bill modifies provisions specifying the date for making refunds of the refundable portion of the child tax credit and the earned income tax credit to provide that no credit or refund of an overpayment resulting from such credits shall be made to a taxpayer before the earlier of the date on which the Internal Revenue Service completes a matching of information relevant to such credits and other wage information, or the 15th day of the second month after the close of the taxable year (i.e., February, for taxable years that are calendar years).

Federal Adjustment of Income Rates Act or the FAIR Act This bill modifies pay rates for federal employees in 2023. Specifically, the bill increases rates under the statutory pay systems and for prevailing rate employees by 4.1% and increases locality pay by 1%.

Masks for All Act of 2022 This bill directs the Federal Emergency Management Agency (FEMA) to manufacture and distribute N-95 respirator masks to every individual in the United States and to provide N-95 masks to all individuals working in health care settings in the United States that are experiencing a shortage of such masks. FEMA must provide the masks at no cost to individuals and deliver them, to the greatest extent possible, using the U.S. Postal Service. Additionally, FEMA shall designate mask pickup sites in each community and shall provide masks to each site, allocated according to population; consider new designs for masks to improve comfort, fit, and size options; and submit to Congress a strategic plan that includes monthly, measurable targets to eliminate shortages and increase domestic production of N-95 masks and to fulfill all other requirements of this bill. The President shall make use of any and all available authorities (including emergency authorities) at the disposal of the federal government to procure and domestically manufacture N-95 masks and support the domestic manufacturing of N-95 masks.

National Critical Capabilities Defense Act of 2021 This bill establishes the Committee on National Critical Capabilities to review certain transactions by U.S. businesses, including those transactions that could result in an unacceptable risk to national critical capabilities. Further, the bill authorizes the President to suspend or prohibit transactions that pose an unacceptable risk to national critical capabilities.

Federal Firearm Licensee Act This bill makes various changes related to federal firearms licensees, including by establishing physical security requirements and increasing licensing fees. It also amends several appropriations laws to remove limitations on the authority of the Bureau of Alcohol, Tobacco, Firearms and Explosives to conduct activities related to the administration of federal firearms laws.

Fair and Independent Experts in Clemency Act or the FIX Clemency Act This bill establishes the independent U.S. Clemency Board, which shall review applications and recommend individuals for clemency directly to the President. It also abolishes the Office of the Pardon Attorney of the Department of Justice and transfers its functions, assets, and personnel to the board.

Humane Cosmetics Act of 2021 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment. The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a specified finding that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the Food and Drug Administration (FDA); or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority. Further, no animal-testing evidence may be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA after the effective date of this bill, subject to limited exceptions.

Combating International Islamophobia Act This bill establishes within the Department of State the Office to Monitor and Combat Islamophobia and addresses related issues. The office shall monitor and combat acts of Islamophobia and Islamophobic incitement in foreign countries. The bill establishes the position of Special Envoy for Monitoring and Combating Islamophobia, who shall head the office. The bill also requires certain existing annual reports to Congress about human rights and religious freedom in foreign countries to include information about Islamophobia, such as information about (1) acts of physical violence or harassment of Muslim people, (2) instances of propaganda in government and nongovernment media that attempt to justify or promote hatred or incite violence against Muslim people, and (3) actions taken by a country's government to respond to such acts. The office shall coordinate and assist in preparing these portions of the reports.

Repeal Existing Policies that Encourage and Allow Legal HIV Discrimination Act of 2022 or the REPEAL HIV Discrimination Act of 2022 This bill addresses federal and state laws, policies, and regulations that may burden people living with HIV/AIDS. Specifically, the bill directs the Department of Justice (DOJ), the Department of Health and Human Services (HHS), the Department of Defense (DOD), and the White House Office of National AIDS Policy to initiate a national review of federal (including military) and state laws, policies, regulations, and judicial precedents and decisions regarding criminal and related civil commitment cases involving people living with HIV/AIDS. DOJ must transmit to Congress and make publicly available the results of such review with related recommendations. The White House Office of National AIDS Policy must also develop and publicly release guidance to assist states with handling relevant cases. The office, DOJ, HHS, and DOD must transmit to the President and Congress any proposals necessary to implement adjustments to federal laws, policies, or regulations. This bill shall not be construed to discourage the prosecution of individuals who act with the intent to do harm to another individual by intentionally transmitting HIV.

PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent HIV, including related screenings, diagnostic procedures, administrative fees, and clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on an individual taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals and underinsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.

National Flood Insurance Program Reauthorization and Reform Act of 2021 This bill generally revises the National Flood Insurance Program (NFIP) and reauthorizes the program through FY2026. The bill addresses NFIP coverage, cost, and availability, including by generally prohibiting the Federal Emergency Management Agency (FEMA) from raising certain premiums, surcharges, and fees more than 9% a year for five years; revising flood insurance coverage limits; establishing a means-tested program to provide financial assistance to low income households through policy discounts; and revising standards and certification requirements for flood insurance rate maps. The bill also revises administrative provisions of the NFIP, including by allowing for the continuous operation of the NFIP during a lapse in appropriations, and prohibiting the Department of the Treasury from charging FEMA interest for NFIP debt for five years. The bill sets forth requirements for Write Your Own companies related to reimbursements, agent commissions, and penalties for underpayment of claims. (A Write Your Own company writes and services federal standard flood insurance policies in its own name.) The bill establishes state or tribal government revolving funds for flood mitigation activities and also provides for loans, grants, and other incentives regarding mitigation.

Customer Non-Discrimination Act This bill prohibits discrimination based on sex, sexual orientation, and gender identity with respect to public accommodations and facilities. Specifically, the bill defines and includes sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation. The bill expands the definition of public accommodations to include places or establishments that provide (1) exhibitions, recreation, exercise, amusement, gatherings, or displays; (2) goods, services, or programs; and (3) transportation services. Protections against discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin shall include protections against discrimination based on (1) an association with another person who is a member of such a protected class; or (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class. The bill prohibits the Religious Freedom Restoration Act of 1993 from providing a claim, defense, or basis for challenging such protections. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity. The bill also prohibits the provision of less favorable treatment with respect to pregnancy, childbirth or related medical conditions as compared to other physical conditions.

Social Security 2100: A Sacred Trust This bill makes changes to Social Security benefits, taxes, and other aspects of the program, including by raising the primary insurance amount, increasing the maximum taxable earnings that are subject to Social Security payroll taxes, and requiring Social Security account statements to be mailed unless the individual recipient opts for electronic delivery.

The resolution acknowledges the unique political, economic, and social challenges confronting the people of Turkey from the influx of refugees caused by the conflicts and instability in the region. Advanced Research Project Agency-Health Act or the ARPA-H Act This bill establishes within the Department of Health and Human Services (HHS) the Advanced Research Projects Agency-Health to accelerate innovation in health and medicine by investing in high-risk, high-reward research projects. The bill also establishes an interagency committee to inform, and a fund in the Treasury to support, the agency's activities. The President must appoint from the personnel of HHS a director to lead the agency. The director may submit testimony and recommendations concerning the agency to Congress without review or approval by other federal officers or agencies. The director must designate personnel to serve as program managers who administer the agency's research programs, including by selecting projects to support, setting progress milestones for projects, and making recommendations about terminating or continuing projects. The agency may use a variety of mechanisms to support the research projects, including grants, contracts, and prize competitions. The agency's budget is separate from that of HHS. The agency must coordinate with the Food and Drug Administration and the Centers for Medicare & Medicaid Services to expedite development and coverage of high-need cures. Additionally, the agency may partner with other public and private entities, such as institutions of higher education and patient advocacy organizations. The bill also requires the agency to develop and periodically update a strategic plan and annually report on its activities. Furthermore, the National Academies of Sciences, Engineering, and Medicine must evaluate the agency's performance.

Arts Education for All Act This bill expands arts education and programming for children in early education, K-12 students, and juveniles and adults in the criminal justice system. Specifically, the bill allows Child Care and Development Block Grant funding to be used for additional activities, including arts programming. Additionally, the bill addresses arts programming in elementary and secondary schools by directing each state educational agency to include information on arts programming in its state plan, including how it will integrate arts education instruction into the curriculum and increase the number of arts teachers in schools; requiring state report cards to include information on arts courses; requiring local educational agency (LEA) plans to describe how the LEA will encourage the use of arts education to improve student achievement; and allowing certain funds to be used for professional development for arts teachers. The bill directs the National Center for Education Research to carry out research on the use of arts and arts education in elementary and secondary schools, including in low-performing schools. Further, the National Center for Education Statistics must compile data on arts education. The National Assessment of Educational Progress must include a specified arts assessment. The bill requires a state's juvenile justice and delinquency plan to describe how the state will coordinate services and activities for juvenile justice and delinquency prevention with arts agencies and arts organizations. Additionally, grants for adult offender reentry demonstration projects may be used for facilitating arts education.

Veterans Census-Enabled National Treatment Equitable Resource Supplement for Mental Health Act of 2021 or the Vet CENTERS for Mental Health Act of 2021 This bill requires the Department of Veterans Affairs (VA) to ensure the number of Vet Centers in certain states is increased by at least one additional center if the VA determines the state meets specified requirements. The VA must also establish a community-based outpatient clinic in each state that does not share a land border with another state, is located at least 2,000 miles from the contiguous United States, and contains no such clinic.

Prevent All Soring Tactics Act of 2021 or the PAST Act of 2021 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

Bringing Regulatory Advances Into Neuroscience Act of 2021 or the BRAIN Act of 2021 This bill requires the Food and Drug Administration (FDA) to establish the Neuroscience Center of Excellence. The center must develop and implement processes to coordinate FDA activities related to a major disease area or areas affecting the brain or central nervous system. The FDA must also establish and maintain the Neuroscience Translation Working Group to advise the center. If the FDA terminates the center, the working group shall advise the FDA.

Animal Freedom from Testing, Experiments, and Research Act of 2021 or the AFTER Act of 2021 This bill requires federal research facilities to facilitate the adoption or nonlaboratory placement of certain warm-blooded animals (e.g., dogs, cats, monkeys, guinea pigs, hamsters, and rabbits) with animal rescue organizations, animal sanctuaries, animal shelters, or individuals. In order to be adopted or placed, the animals must (1) no longer be needed for research; (2) be suitable for release; (3) not be birds, rats, or mice.

Improved Access to Trade Adjustment Assistance Act This bill expands eligibility for trade adjustment assistance, which is federal aid provided to workers who lose their jobs or whose hours of work and wages are reduced as a result of increased imports. Specifically, the bill makes workers of a firm with sales or production that failed to increase or will decrease absolutely due to a scheduled or imminently anticipated, long-term decrease in or reallocation of the production capacity of the firm eligible for trade adjustment assistance. Currently, this assistance is only available if a firm's sales or production have decreased absolutely.

9/11 Memorial and Museum Act This bill directs the Department of Homeland Security (DHS) to award to the official organization that operates the National September 11 Memorial & Museum a one-time grant to be used solely for the purposes of the operation, security, and maintenance of the memorial and museum. As a condition on receipt of the grant, the organization must provide for free admission to all facilities and museums associated with the memorial and museum for active and retired members of the Armed Forces, individuals who were registered first responders to the terrorist attacks of September 11, 2001, and family members of victims of such attacks; provide for dedicated free admission hours for the general public at least once a week; and allow for annual federal audits of its financial statements.

Political Corruption Review of Infractions for Misconduct by Executive Servants Act or the Political CRIMES Act This bill addresses unlawful political activity by specified federal officials and revises the penalties for unlawful political activity by executive branch employees. Specifically, the bill directs the Department of Justice (DOJ) to conduct a preliminary investigation when it receives information sufficient to constitute grounds to investigate whether the President, Vice President, or other senior officials violated laws regarding political activities between January 20, 2009, and January 21, 2021. If further investigation is warranted, DOJ must apply for the appointment of an independent counsel. The bill limits the political activity of the President and Vice President while on federal property. Additionally, the bill increases criminal penalties for Hatch Act violations. The Hatch Act prohibits civil service employees in the executive branch of the federal government from engaging in some forms of political activity (e.g., advocating for or against a partisan political party while on duty). The purpose of the act is to maintain a federal workforce free from partisan political influence or coercion. The bill establishes an Inspector General for the Office of Special Counsel. The Government Accountability Office must report to Congress on certain reimbursable political events held at the White House or on the White House grounds.

John R. Lewis Voting Rights Advancement Act of 2021 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 15 or more voting rights violations occurred in the state during the previous 25 years; 10 or more violations occurred during the previous 25 years, at least 1 of which was committed by the state itself; or 3 or more violations occurred during the previous 25 years and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as changes to methods of election and redistricting. Further, states and political subdivisions must notify the public of changes to voting practices. Next, the bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill also outlines factors courts must consider when hearing challenges to voting practices, such as the history of official voting discrimination in the state or political subdivision.

Territory Economic Development Tax Credit Act This bill establishes a new tax credit for wages and tangible investments made by U.S. domestic corporations with branches operating in U.S. territories. It requires that 80% of credible income must be derived from a territory during a 3-year period, and 75% must come from an active trade or business in a territory. The credit is equal to 40% of eligible wages and benefits paid or provided to employees in the territory, subject to certain limitations.

9/11 Responder and Survivor Health Funding Correction Act This bill increases funding for and otherwise modifies a federal program that provides medical monitoring and treatment to responders and survivors who suffer from health conditions related to the September 11, 2001, attacks on the World Trade Center. Among the changes, the bill allows certain health care providers other than physicians to determine whether an individual's health condition is related to the attacks, and it establishes a research program to study the impacts of the attacks on health and educational outcomes of individuals who were 21 years of age or younger when the attacks occurred.

Share Holder Allocation for Rewards to Employees Plan Act or the SHARE Plan Act This bill requires certain corporations (i.e., publicly traded domestic corporations and domestic corporations with more than 500 employees) to maintain a SHARE plan for their employees as a condition of eligibility for capital gains rates. The bill defines a SHARE plan as a plan requiring such corporations to make periodic distributions of their common stock to participating employees. The bill excludes from the gross income of employees participating in a SHARE plan, for income tax purposes, SHARE plan stock received by such employees.

September 11 Transparency Act of 2021 This bill requires declassification reviews of certain documents related to investigations into the terrorist attacks on September 11, 2001. The Office of the Director of National Intelligence, the Department of Justice, and the Central Intelligence Agency must complete reviews of certain documents by deadlines specified in the bill.

Revamping Appropriate Incentives for Solar Energy for the Roof Act or the RAISE the Roof Act This bill expands the residential energy efficient property and energy tax credits to include expenditures in new and existing solar roofs.
