Kittens In Traumatic Testing Ends Now Act of 2018 or the KITTEN Act of 2018 This bill amends the Animal Welfare Act to prohibit the Department of Agriculture from using cats in experiments that may cause pain or stress, unless the pain or stress is a result of a physical exam or training program.

Providing Reliable Options for Patients and Educational Resources Act of 2018 or the PROPER Act of 2018 This bill requires Medicare and Medicare Advantage (MA) prescription drug plan (PDP) sponsors to annually disclose information to enrollees about: (1) the risks of prolonged opioid use; and (2) the plan's coverage of nonpharmacological therapies, devices, and non-opioid medications. PDP sponsors may limit disclosure to a subset of enrollees (such as those who were prescribed an opioid in the previous two-year period). The bill also requires Medicare medication therapy management programs and MA in-home health risk assessments to include information about the safe disposal of prescription drugs. The bill prohibits inclusion of pain management questions in certain health care system surveys, unless the questions address the risks of opioid use and the availability of non-opioid alternatives.

Combating Opioid Abuse for Care in Hospitals Act of 2018 or the COACH Act of 2018 This bill requires the Centers for Medicare & Medicaid Services to: (1) publish guidance for hospitals on pain management and opioid-use disorder prevention strategies for Medicare beneficiaries, (2) convene a technical expert panel to recommend opioid and opioid-use disorder quality measures for possible use in hospital payment and reporting models under Medicare, and (3) publish and periodically update all guidance issued since January 1, 2016, related to the prescription of opioids for Medicare beneficiaries. Additionally, the Department of Health and Human Services must: (1) convene a technical expert panel to recommend ways to reduce opioid use in surgical settings and best practices for pain management, specifically during the perioperative (pre-operative through post-operative) period; and (2) report on diagnosis-related group codes that have the highest volume of surgeries and the availability of associated data regarding post-operative opioid use, including prescription patterns and rates of consumption.

This bill requires the Department of the Treasury to establish a program to issue, upon the request of any individual, a number that may be used in connection with a Social Security number (or other identifying information) to assist in verifying the individual's identity. United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Bipartisan HSA Improvement Act of 2018 This bill amends the Internal Revenue Code to modify various requirements for health savings accounts (HSAs). The bill allows: individuals participating in an HSA to receive or be eligible to receive specified items and services at onsite employee clinics and retail health clinics, individuals who are covered by a spouse's health flexible spending arrangement to contribute to an HSA, high deductible health plans that are required for an HSA to include coverage with no deductible for care and prescription medications related to the treatment of medically complex chronic conditions, and HSAs to be used for certain sports and fitness expenses. The bill also: expands the definition of insurance that is permitted under an HSA to include insurance consisting of coverage for excepted benefits (Excepted benefits are not subject to certain requirements under the Patient Protection and Affordable Care Act.), modifies the definition of a dependent to include a child who has not attained the age of 27, and modifies the eligibility rules and other requirements for individuals who also participate in health flexible spending arrangements or health reimbursement arrangements.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

Liberian Refugee Immigration Fairness Act of 2018 This bill directs the Department of Homeland Security to adjust to permanent resident status a qualifying Liberian national who: (1) has been continuously present in the United States between November 20, 2014, through the date of status adjustment application; or (2) is the spouse, child, or unmarried son or daughter of such an alien. Adjustment applications must be filed not later than one year after the date of enactment of this bill.

Advancing Access to Precision Medicine Act This bill requires the Department of Health and Human Services to enter into an arrangement with the National Academy of Medicine for the academy to study usage of genetic and genomic testing, including how to reduce barriers to the utilization of such testing. The bill allows states to apply for an exception to Medicaid's federal medical assistance percentage rate to provide whole genome sequencing clinical services to certain children, including those admitted to a pediatric intensive care unit for a chronic or undiagnosed disease and those suspected to have a pediatric-onset genetic disease.

Reserve Component Benefits Parity Act of 2018 This bill makes reserve component members who are deployed to support pre-planned operations of a combatant command eligible for: (1) non-reduction in pay while serving in the uniformed services or National Guard, (2) consideration of active duty service to reduce the age for retired pay ; and (3) the high-deployment allowance for lengthy or numerous deployments and frequent mobilizations.

This bill extends the Generalized System of Preferences (a U.S. trade preference program that provides duty-free access to imports on products from certain developing countries) through 2020. The Trade Act of 1974 is amended to modify the deadline for the review process for the competitive needs limitation. (The competitive need limitation terminates duty-free treatment with respect to articles from a beneficiary developing country if certain import limits are exceeded.) The Consolidated Omnibus Budget Reconciliation Act of 1985 is amended to extend through June 21, 2026, the authority for customs user fees for the processing of merchandise formally entered or released into the United States.

Concentrating on High-Value Alzheimer's Needs to Get to an End (CHANGE) Act of 2018 This bill makes a series of changes to Medicare and the directives of the Center for Medicare and Medicaid Innovation in order to address Alzheimer's disease and related dementias, such as incorporating certain cognitive impairment detection tools and diagnostic service referrals into the Medicare annual wellness visit.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program. This grant program provides grants to states, local governments, and Indian tribes to improve security, including the placement and use of metal detectors and other deterrent measures, at schools and on school grounds.

Abby Honold Act This bill directs the Department of Justice's Office on Violence Against Women to make competitive grants to law enforcement agencies and victim services organizations to implement evidence-based, trauma-informed approaches in responding to and investigating domestic violence, dating violence, sexual assault, or stalking.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Ensuring Patient Access to Healthcare Records Act of 2017 This bill amends the Health Information Technology for Economic and Clinical Health Act to require the Department of Health and Human Services to develop and update policies that enable certain health-care clearinghouses, plans, and providers to: (1) provide patients with access to information related to their care; (2) develop patient-engagement tools, reports, analyses, and presentations that may demonstrate benefit to patients and health-plan enrollees; and (3) promote transparency regarding the use and disclosure of health information by health-care clearinghouses.

Receiving Electronic Statements To Improve Retiree Earnings Act This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to authorize the electronic delivery of pension plan documents required to be furnished to a plan participant, beneficiary, or other individual. The system for furnishing such a document must: (1) be designed to result in effective access to the document, (2) permit the recipient to select the electronic means through which the document is received or request paper documents, and (3) protect the confidentiality of personal information. An annual paper notice must be provided describing: the selection of electronic means for furnishing documents, the right to modify the selection or to elect to receive paper versions of the documents at no additional direct cost and how to make the election, and any election that has been made to receive paper documents. An electronically furnished document must be prepared and furnished in a manner that is consistent with the style, format, and content requirements for the document. It must also include a notice that apprises the individual of the significance of the document when it is not otherwise reasonably evident as transmitted.

Trafficking Victims Protection Act of 2017 This bill specifies that Community Oriented Policing Services program grants to hire school resource officers may also be used to train such officers to recognize and respond to signs of human trafficking. It reauthorizes through FY2022 the Creating Hope Through Outreach, Options, Services, and Education for Children and Youth (i.e., CHOOSE Children & Youth) grant program. The Department of Justice (DOJ) may bring a civil action to stop or prevent criminal offenses, including trafficking, child sexual exploitation and abuse, or sexual abuse. The bill revises and expands the functions and duties of the National Center on Missing and Exploited Children. It broadens the authority of the U.S. Secret Service to provide forensic and investigative assistance to state and local law enforcement agencies. The bill reauthorizes through FY2021 several trafficking prevention and law enforcement programs, including for foreign victim assistance. The bill formally establishes the Office of Victim Assistance within Immigration and Customs Enforcement. It makes 1% of the Crime Victims Fund available for direct assistance services for crime victims. The bill directs certain federal agencies to periodically improve human trafficking training programs for employees. DOJ must establish a victim screening protocol for use during anti-trafficking law enforcement operations. It prioritizes, with respect to juvenile and family court grants, programs that improve the judicial response to children vulnerable to human trafficking. This bill establishes the Public-Private Partnership Advisory Council to End Human Trafficking.

Strengthening Protections for Social Security Beneficiaries Act of 2017 This bill requires the Social Security Administration (SSA) to make annual grants to each state's protection and advocacy system for the purpose of conducting reviews of representative payees under the Supplemental Security Income (SSI) program and the Old Age, Survivors, and Disability Insurance (OASDI) program. The SSA must also conduct periodic onsite reviews of individual and organizational payees. The bill lessens certain monitoring requirements with respect to specified family members who are serving as representative payees. The bill provides for advance designation of representative payees. In general, an individual who has been convicted of a felony, or of an attempt or a conspiracy to commit a felony, may not serve as a representative payee. An individual who has a representative payee may not also serve as a representative payee. The SSA must report to specified congressional committees on certain issues related to representative payment with respect to SSI and OASDI benefits. The SSA must: (1) enter into agreements with each state for the purpose of sharing information to identify represented minor beneficiaries who are in foster care; and (2) determine the appropriate representative payee for any represented minor beneficiary who has entered foster care, exited foster care, or changed foster care placement in a given month. The bill modifies provisions related to overpayment liability with respect to a represented minor beneficiary in foster care. The Government Accountability Office must report to specified congressional committees on certain issues related to represented minor beneficiaries in foster care.

Congressional Accountability and Hush Fund Elimination Act This bill amends the Congressional Accountability Act of 1995 (CAA) to (1) prohibit the use of public funds for payments of awards and settlements resulting from violation of certain CAA rights and protections if the violation consists of sexual harassment or sexual assault, (2) prohibit an imposition of a nondisclosure agreement as a prerequisite for CAA procedures to consider the violation, and (3) permit an individual to publicize any information relating to such a prior award or settlement if it was conditioned on a nondisclosure agreement.

State CHIP Flexibility Act of 2017 This bill establishes an exception to the requirement that unused Children's Health Insurance Program (CHIP) allotments to states for FY2017 be reduced by one-third. A state shall receive the exception if: (1) the remaining allotment amounts are with respect to expenditures incurred during any quarter of FY2017, (2) the state submitted a claim under its child health plan after September 30, 2017 and before December 31, 2017, and (3) the state could have alternatively submitted a claim for federal funding under its state Medicaid program.

Condemns the terrorist attack in Mogadishu, Somalia, on October 14, 2017. Honors the memories of Ahmed AbdiKarin Eyow, Mohamoud Elmi, and Abukar Dahie, who were murdered in such attack. Recognizes the efforts to combat terrorism by the government of Somalia, the countries contributing troops to the African Union Mission in Somalia, and U.S. forces in Somalia. Reaffirms U.S. support for that government's efforts to achieve peace, security, and prosperity and to combat terrorism in Somalia. Renews the solidarity between the people and governments of the United States and Somalia.

Miscellaneous Tariff Bill Act of 2017 This bill amends the Harmonized Tariff Schedule of the United States (HTS) to: (1) repeal expired reductions in rates of duty for specified chemicals and other items; and (2) provide for duty suspensions and reductions through December 31, 2020, for specified chemicals and other items.

Veteran Treatment Court Coordination Act of 2017 This bill expresses the sense of Congress that veterans treatment courts are a successful program aimed at helping veterans charged with non-violent crimes receive the help and the benefits to which they are entitled. The Department of Justice (DOJ) shall establish a Veteran Treatment Court Program to provide assistance to state circuit court systems that have adopted or filed a notice of intent to establish such a program. The DOJ program shall include veterans treatment court grant programs carried out pursuant to laws establishing other incarceration alternatives programs.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Protecting Home Oxygen & Medical Equipment Access Act of 2017 or the Protecting HOME Access Act of 2017 This bill: (1) requires the Centers for Medicare & Medicaid Services (CMS) to delay by one year the full implementation of new Medicare payment rates for durable medical equipment, and (2) revises a Medicare budget-neutrality requirement related to oxygen. Under current law, the CMS may establish separate payment classes under Medicare for items of oxygen and related equipment only if doing so does not result in increased program expenditures. The bill provides an exception to this budget-neutrality requirement with respect to such items that are included in a competitive acquisition program.

Congressional Education About Sexual harassment Eradication Resolution or the CEASE Resolution Amends Rule XXIII (Code of Official Conduct) of the Rules of the House of Representatives to require each Member, Delegate, Resident Commissioner, officer, and employee of the House of Representatives to: (1) complete the Office of Compliance's program of sexual harassment prevention and response training in employment annually; and (2) certify to the House Committee on Ethics by January 31 of each year that the individual has completed the program in the previous year. Requires each current Member, Delegate, Resident Commissioner, officer, and employee to meet such training and certification requirement not later than the earlier of 120 days after the adoption of this resolution or December 31, 2018. Requires each new Member, Delegate, Resident Commissioner, officer, and employee to certify completion of such program within 60 days after beginning service. Considers failure to meet such requirement a violation of Rule XXIII. Expresses the sense of the House that the Office of Compliance should: update, as specified, its program of sexual harassment prevention and response training in employment; and consult with the Workplaces Respond to Domestic and Sexual Violence: A National Resource Center in updating and implementing such program.

Tax Cuts and Jobs Act This bill amends the Internal Revenue Code to reduce tax rates and modify policies, credits, and deductions for individuals and businesses. With respect to individuals, the bill: replaces the seven existing tax brackets (10%, 15%, 25%, 28%, 33%, 35%, and 39.6%) with four brackets (12%, 25%, 35%, and 39.6%), increases the standard deduction, repeals the deduction for personal exemptions, establishes a 25% maximum rate on the business income of individuals, increases the child tax credit and establishes a new family tax credit, repeals the overall limitation on certain itemized deductions, limits the mortgage interest deduction for debt incurred after November 2, 2017, to mortgages of up to $500,000 (currently $1 million), repeals the deduction for state and local income or sales taxes not paid or accrued in a trade or business, repeals the deduction for medical expenses, consolidates and repeals several education-related deductions and credits, repeals the alternative minimum tax, and repeals the estate and generation-skipping transfer taxes in six years. For businesses, the bill: reduces the corporate tax rate from a maximum of 35% to a flat 20% rate (25% for personal services corporations), allows increased expensing of the costs of certain property, limits the deductibility of net interest expenses to 30% of the business's adjusted taxable income, repeals the work opportunity tax credit, terminates the exclusion for interest on private activity bonds, modifies or repeals various energy-related deductions and credits, modifies the taxation of foreign income, and imposes an excise tax on certain payments from domestic corporations to related foreign corporations. The bill also repeals or modifies several additional credits and deductions for individuals and businesses.

This bill requires the Centers for Medicare & Medicaid Services to pay, to a provider that furnishes a hematopoietic stem cell transplant, an adjusted Medicare payment consistent with the Medicare payment methodology for kidney-acquisition costs outlined in regulation. Under the applicable regulation, kidney-acquisition costs are treated apart from the prospective payment rate for inpatient operating costs, and payment is adjusted to compensate the hospital for certain reasonable expenses. "Hematopoietic stem cell transplant" means the infusion of allogeneic hematopoietic cells (including bone marrow, peripheral blood stem cells, and cord-blood units, but excluding embryonic stem cells) that are: (1) not more than minimally manipulated; and (2) intended to reestablish hematopoietic function in an individual whose blood marrow or immune system is damaged, defective, or adversely affective by a congenital disorder.

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.
