Amends the Rules of the House of Representatives to add rule LII to prohibit the use of appropriated funds by Members of the House for such items as meals, banking services, medicine, ambulance service, haircuts, stationery supplies, athletic facilities, recording services, photographic services, and printing services at costs lower than those charged to the public. Requires such items to be provided through private sector contracts that take into account such expenses as rent, utilities, insurance, and supplies. Amends rule XI to prohibit the expenditure of appropriated funds to defray expenses of committee members or employees incurred while traveling outside of the United States or its territories or possessions, unless a committee resolution has been approved that authorizes such travel and sets forth certain requirements. Adds rule LIII to limit to $200 the Official Expenses Allowance for the purchase of postage stamps by a Member of the House in each congressional session.

Federal Travel Discosure Act of 1992 - Prohibits: (1) the obligation or expenditure of Federal funds for Government travel other than from amounts specifically appropriated by law for such purpose; and (2) any Federal entity from expending funds for the travel expenses of any individual employed by another Federal entity without being reimbursed by the individual or the travel account of the individual's employer. Directs the head of each executive department to designate a travel supervisor. Specifies the travel supervisors for the legislative and judicial branches. Requires all Government travel to be: (1) approved in advance by the appropriate travel supervisor; (2) accomplished by the most economical means conveniently possible; and (3) accomplished by U.S. commercial carrier wherever possible, unless the travel supervisor determines that an alternative means is more economical or necessary to achieve the goal of the mission. Requires all legislative branch foreign travel to be approved in advance by recorded vote of the committee (in the case of travel by a committee member or committee staff) or by the appropriate travel supervisor. Provides that advance approval shall not be required for travel which either does not require an individual to spend the night away from his or her principal residence or place of employment or which is undertaken under emergency circumstances as defined in written guidelines established by the appropriate travel supervisor. Requires each travel supervisor to establish written guidelines for Government travel and to submit quarterly reports with respect to such travel to the Administrator of General Services (for executive branch or independent agency travel), the Clerk of the House of Representatives or the Secretary of the Senate (for legislative branch travel), and the Director of the Administrative Office of the U.S. Courts (for judicial branch travel). Requires that such reports be made available for public inspection.

Directs the Committee on House Administration to request the Comptroller General to establish commercially competitive fees for specified goods and services provided to Members by or through the House of Representatives. Requires a Member to pay such a fee at the time the good or service is received. Makes payment of such fee a personal expense of the Member and prohibits reimbursement by the House. Directs the Committee to request the Comptroller General to adjust such fees to ensure that they remain commercially competitive.

Amends rule XXI of the Rules of the House of Representatives to prohibit consideration of any measure appropriating amounts for the Office Mail Allowance of the House unless it: (1) prohibits availability of any such amount for obligation after the end of the fiscal year for which the amount is appropriated; and (2) requires any amount not obligated before the end of the fiscal year to revert to the Treasury.

Expresses the sense of the House of Representatives that: (1) the veterans' health care system administered by the Department of Veterans Affairs should be maintained within that Department uniquely for providing health care for veterans; and (2) eligibility for health care services provided by such health care system should not be expanded to non-veterans other than to provide care for veterans' dependents or to enter into sharing arrangements with other health-care providers.

Expresses the sense of the House of Representatives that complete normalization of relations between the United States and Vietnam should not take place until: (1) article four of the Vietnamese constitution (guaranteeing the permanent rule of the Communist Party of Vietnam) is repealed; (2) all Vietnamese regulations, codes, and constitutional provisions prohibiting free expression, association, or religious worship are eliminated; and (3) the Vietnamese Government and the Communist Party of Vietnam make formal commitments to permit free and fair elections under international supervision.

Small Business Innovation Development Amendment Act of 1992 - Amends the Small Business Innovation Development Act of 1982 to extend the Small Business Innovation Research (SBIR) Program from October 1, 1993, to October 1, 2000. Amends the Small Business Act regarding small business eligiblity for Federal agency research and development awards to include in the three-phase evaluation process determining the technological feasibility of ideas those ideas which appear to have commercial potential. Prescribes minimum SBIR expenditure amounts for FY 1992 through 1997 and after. Requires each Federal agency that is required to establish an SBIR program to: (1) determine unilaterally research topics within its SBIR solicitations, giving special consideration to topics which permit substantial applicant participation in research project formulation; and (2) make payments in full to SBIR funding agreement recipients, subject to specified audit deadlines. Directs the Administrator of the Small Business Administration (the Administrator) to modify directives for the conduct of general SBIR policy to provide for: (1) rights to data; (2) continued use of agency property; (3) follow-on contracts; and (4) increased amounts of Phase 1 awards. Repeals the requirement for an annual report by the Office of Science and Technology Policy. Provides that if a Federal agency required to establish an SBIR program makes an SBIR solicitation award for which it receives only one proposal, it shall provide written justification of such award in its next annual report. Requires the Comptroller General to report to the Congress on specified aspects of SBIR program implementation.

Medicare Geographic Data Accuracy Act of 1992 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to consult with State medical societies in revising the geographic adjustment factors used to determine reimbursements for physician services under part B (Supplementary Medical Insurance) of Medicare. Requires the Secretary to base geographic-cost-of-practice indices under Medicare upon the most recent available data.

Citizen Representative Reform Act Stop Special Treatment Provision - Title I: Congressional Exemptions - Makes applicable to the Congress the following Federal laws, to the extent that they relate to the terms and conditions of employment, the health and safety of employees, and the rights and responsibilities of employers and employees: (1) Social Security Act; (2) National Labor Relations Act; (3) Fair Labor Standards Act of 1938; (4) Civil Rights Act of 1964; (5) Age Discrimination in Employment Act of 1967; (6) Occupational Safety and Health Act of 1970; (7) title IX of the Education Amendments of 1972; (8) Rehabilitation Act of 1973; (9) Privacy Act of 1974; (10) Age Discrimination Act of 1975; (11) Ethics in Government Act of 1978 and (12) Americans with Disabilities Act of 1990. Makes applicable also to the Congress specified provisions of Federal law: (1) commonly referred to as the Freedom of Information Act; and (2) relating to independent counsel. Title II: Congressional Perks - Directs all Members of Congress to pay full market value for all medical services, medical tests, and medications provided by the Office of the Attending Physician. Establishes the Office of Attending Physician Revolving Fund in the Treasury (within the contingent fund of the House of Representatives) for deposit of such payments and monies received from any other source. Orders the closing of all beauty and barber shops on the premises of any property belonging to the House of Representatives. Expresses the sense of the House of Representatives that: (1) Members of Congress should be charged rates comparable to those in other parking facilities at Washington National Airport; and (2) records of such expenses should be made accessible to the public. Directs all Members of the House to pay full market value for the use of the health facilities on the premises of the Capitol or any House office building. Expresses the sense of the House of Representatives that the Federal Government shall not bear any of the cost of health insurance for its Members. Directs the General Accounting Office to: (1) identify and report to the Congress on all benefits that accrue to Members of the House; and (2) determine the market value or a close approximation of each of those benefits and to what extent tax dollars are used to pay for them. Title III: Miscellaneous - Requires the House and the Senate each to promulgate rules and regulations to carry out this Act, including ones specifically implementing each of the laws set forth in title I.

Citizen Representative Act Go Home Provision - Amends the Legislative Reorganization Act of 1946 to prohibit compensation of a Member of Congress for service after September 30 of a year and before January 3 of the succeeding year unless such service follows the sine die adjournment of the last regular session of the Congress which began before the start of that period.

Citizen Representative Reform Act Merit Pay Provision - Amends the Legislative Reorganization Act of 1946 to reduce the annual salary of a Member of Congress by five percent if the total expenditures of the Federal Government exceed its total receipts for a fiscal year. Makes the reduction effective the first pay period beginning on or after the date the Congress receives the report from the Secretary of the Treasury relating to such fiscal year. Requires such reductions in salary to be disregarded the first pay period beginning on or after the date the Congress receives a report indicating that total receipts of the Federal Government are greater than or equal to its total expenditures for a fiscal year. Requires restoration of the Member's salary for such position to the level which would then be in effect without enactment of this Act. Mandates such pay adjustments before any other adjustment scheduled to take effect on the same day for the same position. Prohibits the House of Representatives or the Senate from considering any bill or resolution increasing the salary for Members of Congress, with specified exceptions, unless the bill or resolution deals with no subject matter other than a pay increase for members. Requires a recorded vote by the House or Senate in the passage or adoption of such bill or resolution to reflect the vote of each Member voting.

Constitutional Amendment - Prohibits a Member of Congress from serving the remainder of his or her term if the Member has been recalled from such office. Authorizes a qualified voter of a State to register a petition with the executive authority of such State requesting the recall of a Member of Congress. Establishes procedures for registering and processing such a petition.

Emergency Medical Services Amendments of 1992 - Amends title XII (Trauma Care) of the Public Health Service Act to apply the title to emergency medical services (including trauma care) and to modify the duties of the Secretary of Health and Human Services under the title. Establishes the Office of Emergency Medical Services. Authorizes grants to States to improve the availability and quality of emergency medical services through the operation of State offices of emergency medical services. Requires projects under existing provisions to include demonstration projects to establish telecommunications between rural medical facilities and medical facilities that have expertise or equipment useful to the rural facilities through telecommunications. Authorizes appropriations for carrying out specified provisions of the title.

Creates the Congressional Office of Inspector General (Office), independent of the executive departments and under the control and direction of the Speaker and minority leader of the House of Representatives. Sets forth the functions of the Office. Makes an Inspector General (Inspector), to be appointed by the Speaker and minority leader, head of the Office for a seven-year term, unless removed by the Speaker and minority leader for cause. Makes the Inspector ineligible for reappointment. Requires the Inspector to appoint: (1) an Assistant Inspector General for Auditing to supervise the auditing of the office procedures and operations of each Member or committee of the House and any other House office whose employees are paid by the Clerk; and (2) an Assistant Inspector General for Investigations to supervise investigations of such office procedures and operations. Sets forth the duties and responsibilities of the Inspector. Requires each Inspector General to report annually to the Speaker and minority leader of the House. Authorizes the Inspector to receive and investigate complaints or information from a House employee concerning the possible existence of a violation of law or the Rules of the House, mismanagement, gross waste of funds, abuse or authority, or a substantial and specific danger to the public health and safety. Prohibits the Inspector, upon receiving the complaint or information, from disclosing the complainant's identity without the employee's consent, unless such disclosure is unavoidable during the course of the investigation. Prohibits any employee who has authority to take, directs others to take, or recommends or approves any personnel action, from taking action against an employee as reprisal for making a complaint or disclosing information to an Inspector, unless the complaint was false and the complainant knew this or willfully disregarded truth or falsity.

Expresses the sense of the Congress that: (1) consideration of the Low Income Home Energy Assistance Program (LIHEAP) should be a high priority; (2) LIHEAP funding for FY 1993 should be increased to a level greater than or equal to funding for FY 1992; and (3) the President should accept the LIHEAP funding level for FY 1993 as recommended by the Congress.

Credit Availability Act - Amends the Home Owners' Loan Act to postpone until after December 31, 1996, the requirement that capital standards for savings associations be no less stringent than those for national banks. Mandates that the leverage limit for a savings association shall maintained, until January 1, 1997, at a core capital that is equal to (currently, not less than) three percent of its total assets. Declares that, until January 1, 1997, certain risk-based capital requirements shall be 90 percent of the risk-based capital requirements applicable to national banks. Outlines the eligibility criteria under which the Director of the Office of Thrift Supervision may grant exemptions from the statutory capital standards for savings associations.

Comprehensive Congressional Reform Act of 1992 - Prohibits: (1) the official mail allowance of the House of Representatives for FY 1993 from exceeding 50 percent of such amount for FY 1992, plus any amount necessary as a result of increased postage rates; and (2) the operational expenses of the House of FY 1993 from exceeding 90 percent of that for FY 1992. Delays the effective date of any pay increase for a Member of the House until the beginning of the Congress after the one in which the law authorizing the increase is enacted. Requires the committees of the House having jurisdiction over specified labor, health, and safety laws to report measures to the House that subject it to the coverage of such laws. Provides that, to the extent that the House is already subject to such laws, the committees shall review their scope, enforcement procedures, and remedies, to ensure that these are as similar as constitutionally permissible to those applied to the private and noncongressional public sector. Amends rule X of the Rules of the House of Representatives to limit the length of time a Member may serve on a standing committee to six years. Amends rule XI to prohibit the Committee on Rules from reporting any rule or order which would waive specified requirements with respect to a conference report or a Senate amendment in disagreement unless determined by a minimum two-thirds vote of the Members voting. Expresses the sense of the Congress that any money returned to the Treasury as a result of this Act should be deposited in the general fund to be applied against expenses associated with servicing the national debt.
