National Liberty Memorial Act - Authorizes the National Mall Liberty Fund D.C. (previously the Black Revolutionary War Patriots Foundation) to establish a memorial on specified federal land in the District of Columbia to honor slaves and free black persons who served as soldiers and sailors or provided civilian assistance during the American Revolution.

Reengaging Americans in Serious Education by Uniting Programs Act - Directs the Secretary of Labor to award competitive, renewable, five-year grants to eligible partnerships to assist them in providing disadvantaged youth with the support needed to: (1) attain a secondary school diploma; (2) attain a postsecondary credential, including those offered by institutions of higher education, industry groups, or registered apprenticeship programs; and (3) secure and succeed in a family-supporting career. Requires each eligible partnership to include: (1) the head of the local government assisted by the grant; (2) representatives from certain state and local service agencies; (3) representatives from certain educational entities; and (4) a representative from a community-based organization, a business, and a secondary school or labor-management committee; and (5) disadvantaged youth and their caregivers. Requires grantees to award subgrants and contracts to community-based organizations and other entities for the provision of a comprehensive array of coordinated services to disadvantaged youth that include workforce preparation, education support, and youth support services. Directs the Secretary to award planning grants to eligible partnerships to enable them to submit competitive applications for grants to support disadvantaged youth. Establishes an accountability system for measuring the performance of each grantee against specified interim, transitional, and long-term indicators of success. Directs the Secretary to: (1) award a grant or contract to an entity outside the Department of Labor for an evaluation of grant-assisted activities; (2) disseminate best practices that emerge from the partnership grant program; and (3) provide training, technical assistance, and professional development for organizations serving disadvantaged youth, including organizations that do not receive funding under this Act.

Amends the National Great Black Americans Commemoration Act of 2004 to extend, through FY2015, the authorization of appropriations for grants to the Great Blacks in Wax Museum, Inc. in Baltimore, Maryland, to carry out programs related to civil rights and juvenile justice through the National Great Blacks in Wax Museum and Justice Learning Center.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Preserve Benefits and Jobs Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to: (1) allow a sponsor of a single-employer defined benefit pension plan to elect in 2009 or 2010 extended amortization periods (9 or 15 years) for investment losses incurred in prior years; (2) allow an increase in the valuation range of plan assets; (3) use the funded status of a plan in 2008 to determine benefit restrictions in 2009 and 2010 and prohibit the use of credit balances by pension plans that are under 80% funded in the prior year; (4) exclude plan-related administrative expenses (including investment expenses) from normal cost targets; (5) delay until 2012 the application of certain benefit restrictions to collectively bargained plans; and (6) require a 120% funding target for plans adopting ad hoc amendments that allow lump sum benefits payments and increased plan liabilities. Revises rules relating to information reporting and reportable events. Calculates the amount of any pension plan guarantee by the Pension Benefit Guaranty Corporation (PBGC) using the date of plan termination rather than the date of a plan bankruptcy filing. Amends ERISA provisions relating to multiemployer pension plans to: (1) allow such plans to elect alternative amortization plans and valuation methods in 2009 and 2010 for investment losses; (2) extend by five years the funding improvement period for plans in endangered or critical status; (3) permit multiemployer plans to merge or form alliances with other plans; and (4) increase PBGC guarantees for insolvent plans to increase participant benefits.

Truth in Trials Act - Amends the federal criminal code to: (1) allow any person on trial for a federal marijuana-related offense to introduce evidence that the alleged marijuana-related activities were performed in compliance with state law regarding the medical use of marijuana; (2) allow an affirmative defense to a marijuana prosecution that the alleged marijuana-related activities complied with state law regarding the medical use of marijuana; (3) limit the criminal liability of persons convicted of federal marijuana-related offenses; (4) require the preservation and return (if a defendant is acquitted) of property seized in connection with a marijuana prosecution; and (5) prohibit the seizure of plants grown or stored under a physician's recommendation or by order of a state or municipal agency in accordance with state law regarding the medical use of marijuana.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, United States Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the Montford Point Marines. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Pet Safety and Protection Act of 2009 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Overdraft Protection Act of 2009 - Amends the Truth in Lending Act to prohibit a depository institution from engaging in unfair or deceptive acts or practices in connection with overdraft coverage, or in acts designed to evade the provisions of this Act. Requires each depository institution that provides overdraft coverage for transaction accounts to clearly and conspicuously disclose overdraft coverage fees. Subjects overdraft coverage fees to the consumer's written, electronic, or other consent. Requires a depository institution to provide specified consumer disclosures regarding its overdraft protection program, including: (1) periodic statements for any transaction account that has an overdraft coverage program feature; and (2) prompt notification of the account's overdraft status. Prescribes overdraft coverage fee limits. Prohibits an overdraft coverage fee if the overdraft results solely from a debit hold amount that exceeds the actual dollar amount of the transaction. Requires a depository institution to provide consumers who have not consented to participate in an overdraft coverage program transaction accounts with the same terms as those provided to consumers who have consented to participate in such program. Prohibits a depository institution from charging a non-sufficient fund fee for any transaction at an automated teller machine, or a debit card transaction. Prohibits a depository institution from reporting negative information regarding consumer use of overdraft coverage to any consumer reporting agency when the overdraft amounts and coverage fees are paid under the terms of an overdraft coverage program.

Supports the Transitional Federal Government (TFG) in Somalia. Commends the humanitarian and human rights workers in Somalia. Recognizes the valuable work of the African Union Peacekeeping Mission and the mediation efforts of the government of Djibouti and the United Nations Special Envoy Ahmedou Ould-Abdullah. Calls on the Obama Administration to provide education, health care, infrastructure, and security assistance to Somalia. Urges the Obama Administration to recognize the TFG and allow the opening of an official Somali Embassy in Washington, DC. Calls on the government of Somaliland to hold free and fair elections without further delay. Recommends that the governments of Puntland and Somaliland work together with the TFG to contain extremist groups and work toward a mutually acceptable political arrangement.

Physical Activity Guidelines for Americans Act of 2009 - Requires the Secretary of Health and Human Services (HHS) to publish a report that contains physical activity information and guidelines for the general public that are based on the preponderance of current scientific and medical knowledge. Requires any federal agency that proposes to issue any physical activity guidance for the general population or identified subgroups to submit the text of such guidance to the Secretary for review. Prescribes review procedures.

Bone Health Promotion and Research Act of 2009 - Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services (HHS) to develop and implement a National Bone Health Program for the control, prevention, and surveillance of osteoporosis and related bone diseases and to coordinate and carry out national education and outreach activities in support of such program; (2) authorize the Secretary to award grants to states and Indian tribes for comprehensive osteoporosis and related bone disease control and prevention programs; and (3) award grants or enter into cooperative agreements for the collection, analysis, and reporting of data on osteoporosis and related bone diseases. including osteogenesis imperfecta and Paget's disease of bone. Requires the Secretary to establish the Osteoporosis and Related Bone Disease Advisory Committee to advise the Secretary and the Assistant Secretary for Health on conducting activities related to the National Bone Health Program. Directs the Director of the National Institutes of Health (NIH) to: (1) expand and intensify NIH research programs for osteoporosis and related bone diseases, including osteogenesis imperfecta, Paget's disease of bone, and rare bone diseases; and (2) award planning grants or contracts for the establishment or enhancement of research programs for osteoporosis and related bone diseases.

Emergency Senior Citizens Relief Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to extend the $250 economic recovery payment payable to certain individuals through calendar year 2010. Applies the Old Age, Survivors, and Disability Insurance tax in 2010 to certain earnings in excess of $1.29 million.

Affordable Access to Prescription Medications Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act, the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code, with respect to prescription drug plans, to limit the required co-payment or coinsurance for any one prescription to $200, and for all prescriptions in any month to $500. Requires the Secretary of Health and Human Services (HHS), for plan years beginning on or after January 1, 2011, to expand the formulary tier exception request process to allow Medicare beneficiaries enrolled in a prescription drug plan to request an exception for a specialty prescription drug as a non-preferred prescription drug. Requires the Medicare Payment Advisory Commission to study and report to Congress on: (1) the prescription drug program under Medicare part D and the interaction of such program with Medicare beneficiary access to covered drugs under part B; and (2) cost-sharing for prescription drugs under Medicare parts B and D, including an analysis of the impact of eliminating cost-sharing for covered part D drugs for Medicare beneficiaries who incur annual out-of-pocket cost-sharing, after the initial coverage limit, that exceeds 5% of their income and who do not otherwise qualify for an income-related subsidy or other extra help or cost-sharing relief.

Teacher Tax Relief Act of 2009 - Amends Internal Revenue Code provisions relating to the tax deduction for the expenses of elementary and secondary school teachers to: (1) increase the maximum dollar amount of such deduction to $500; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Providing Resources to Improve Dual Language Education Act of 2009 or the PRIDE Act - Authorizes the Secretary of Education to award up to five grants to partnerships of local educational agencies (LEAs), early childhood education programs, and technical assistance providers for the implementation of dual language demonstration programs designed to enhance and assess the biliteracy, bilingualism, and multicultural skills of low-income minority and limited English proficient students from preschool through grade five. Directs the Secretary to: (1) arrange for an entity that has dual language program experience to provide technical assistance to LEA grantees and evaluate the programs funded by this Act; and (2) disseminate information on model practices implemented under such programs that are appropriate for use by early childhood education providers to improve the school readiness of limited English proficient students.

Amends the Act commonly known as the Indian Reorganization Act to apply the Act to all federally recognized Indian tribes, regardless of when any tribe became recognized. (This effectively overrules the Supreme Court's decision in Carcieri v. Salazar, which held that the Secretary of the Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the Act was enacted.)

Urban Revitalization and Livable Communities Act - Requires the Secretary of Housing and Urban Development (HUD) to establish an urban revitalization and livable communities program to provide federal grants to eligible general purpose local governments for various park and recreation purposes, including grants for rehabilitation and construction, innovation, at-risk youth recreation, and recovery action programs. Requires the Secretary to publish in the Federal Register a list of such governments meeting specified criteria. Authorizes the Secretary to authorize other eligible governments in standard metropolitan statistical areas, but not on the list, to receive up to a specified portion of such grants. Authorizes the Secretary, upon approval of an application by the chief executive of an eligible applicant, to provide 70% matching rehabilitation and construction, innovation, and at-risk youth recreation grants directly to such applicant. Allows an applicant, at its discretion, to transfer a grant in whole or in part to special purpose local governments or private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population Requires an applicant, as a requirement for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Requires an eligible applicant for an at-risk youth recreation grant to include in its five-year program the goal of, and implementation strategies for, reducing crime and juvenile delinquency. Authorizes the Secretary to increase all grants to a state under this Act by up to 15% (but not more than 85% in total). Prohibits the conversion of any property improved or developed with assistance under this Act, without HUD approval, for uses other than for public recreation. Prohibits the use of funds under this Act for acquisition of land or interests in land.

Detainment Reform Act of 2009 - Directs the President, with respect to non-U.S. individuals taken into custody, to make a specific determination whether the individual poses a danger to U.S. security and interests based on specified criteria, including whether the individual is an agent of a foreign power against which the use of military force was authorized under the Authorization for Use of Military Force. Allows the U.S. to detain, for up to 14 days, an individual determined to pose such a danger. Requires the U.S., after such period, to initiate detention proceedings provided under this Act or other legal authority, release the individual, transfer the individual to a foreign government, or transfer the individual to an international tribunal with appropriate jurisdiction. Outlines procedures for detention proceedings, requiring a determination that the individual is an imperative threat to security, with the burden of proof upon the U.S. by a preponderance of the evidence. Requires the protection of national security information during such proceedings. Requires: (1) the head of any military or federal department or agency that has custody or control of a detainee, upon such detention, to notify the International Committee of the Red Cross of such custody or control; (2) Red Cross access to such detainees; and (3) a report on conditions of detainees and detainee facilities. Provides for the disposition of detainees entitled to the right of habeas corpus review, requiring each such detainee to be: (1) charged with an offense and transferred to a detention facility for further legal proceedings; (2) transferred to an international tribunal with appropriate jurisdiction; (3) transferred to the custody of the individual's country of citizenship or a different country, provided the transfer is consistent specified conditions; or (4) held in detention after being determined an imperative threat to security. Expresses the sense of Congress concerning the investigation, prosecution, and treatment of individuals and organizations suspected of involvement with international terrorism. Requires detainees to be held in accordance with conditions of confinement guaranteed by Article 3 of the Geneva Conventions. Requires a report identifying those nations, persons, or organizations considered to be forces covered by the Authorization for the Use of Military Force (P.L. 107-40) as having planned, committed, or aided the terrorist attacks of September 11, 2001, or as having harbored such persons or organizations as co-belligerents.

Expand School Meals Act of 2009 - Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to expand eligibility for free meals under the school lunch and breakfast programs to children whose family income falls at or below 185% of the federal poverty guidelines. (This makes children who are currently eligible for reduced price meals eligible for free meals.)

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Help Find the Missing Act or Billy's Law - Authorizes the Attorney General to maintain public databases, known as the National Missing and Unidentified Persons System or NamUs, to contain missing persons records and unidentified remains cases to assist in identifying missing people and solve cases of unidentified human remains. Directs the Attorney General to: (1) share information on missing persons and unidentified human remains contained in the National Crime Information Center (NCIC) Missing and Unidentified Person File database with the NamUs database; (2) update the online data entry format for such databases to allow states to report information to each database; (3) establish a grant program to assist in the reporting of missing persons and unidentified remains information to the NCIC and NamUs databases; (4) issue a report to the offices of medical examiners, offices of coroners, and federal, state, local, and tribal law enforcement agencies describing the best practices for collecting, reporting, and analyzing data and information on missing persons and unidentified human remains; and (5) report to Congress on the status of the NCIC Missing and Unidentified Person File and NamUs databases. Amends the National Child Search Assistance Act of 1990 to require reports of missing children (under age 21) to NamUs databases.

Historic Homeowners Revitalization Act of 2009 - Amends the Internal Revenue Code to: (1) allow a new tax credit for 20% of rehabilitation expenditures for a historic home used as a principal residence, up to $60,000; and (2) increase the rehabilitation tax credit for residential rental property located in economically distressed areas with high construction costs.

Demands that the government of Iran immediately disclose the existence of any additional nuclear-related facilities. Urges the International Atomic Energy Agency (IAEA) to proceed as soon as possible with inspections of the Qom enrichment facility. Insists that Iran provide IAEA inspectors immediate and unfettered access to its Qom facility and any other such facilities not yet disclosed.

Bereaved Consumer's Bill of Rights Act of 2009 - Requires the Federal Trade Commission (FTC) to prescribe rules prohibiting unfair or deceptive acts or practices in the provision of funeral goods or services. Includes among such rules requirements pertaining to: (1) costs and fees; (2) contract language and disclosures; (3) rules, regulations, and conditions of purchases; and (4) cemetery records. Makes the rules applicable to tax-exempt organizations, religious organizations, and states and political subdivisions. Allows a state, as parens patriae, to bring a civil action on behalf of its residents in U.S. district court to enjoin an act or practice that violates an FTC rule issued under this Act, enforce compliance with the rule, or obtain other relief. Requires a state to provide notice to the FTC of any such action and gives the agency the right to intervene. Prohibits a state, during the pendency of an action instituted by or on behalf of the FTC, from instituting a civil action for violation of a rule against a defendant named in the agency's complaint.

Services for Ending Long-Term Homelessness Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Administrator of Substance Abuse and Mental Health Services Administration, to design national strategies for providing services in supportive housing that will assist in ending chronic homelessness and to implement programs that address chronic homelessness. Requires the Secretary to make matching grants to eligible entities to provide services that promote recovery and self-sufficiency and that address barriers to housing stability to chronically homeless individuals and families in, or who are scheduled to become residents of, permanent supportive housing and to other individuals and families who have voluntarily chosen to seek other housing opportunities after a period of tenancy in supportive housing. Directs the Secretary to require grantees to report data regarding the performance outcomes of projects carried out under this Act, which shall include measuring and reporting specific performance outcomes related to the long-term goals of: (1) increasing stability within the community for individuals and families who have been chronically homeless; and (2) decreasing recurrence of periods of homelessness.

Constitution and Citizenship Day Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to establish a Constitution Day Grant Program awarding competitive grants to local educational agencies and charter schools to commemorate, and enhance educational programs that teach students about, the U.S. Constitution and their state constitution. Requires such program to occur annually on Constitution Day, September 17, or the following Monday if that day falls on a weekend, and give students the ability to register to vote.
