Plastics Recycling Act of 2009 - Amends the Internal Revenue Code to allow a business-related tax credit equal to 60 cents per gallon of qualified synthetic oil produced from recycled waste plastics. Defines "qualified synthetic oil" as oil derived from post-consumer and post-industrial waste plastics and which has a minimum market value of 90% of crude oil. Directs the Secretary of the Treasury to make grants to persons eligible for the waste plastic recycling tax credit provided by this Act in lieu of such credit.

Children's Act for Responsible Employment of 2009 or the CARE Act of 2009 - Amends the Fair Labor Standards Act of 1938 (FLSA) to repeal certain exemptions from child labor prohibitions for agricultural employment. Applies such child labor prohibitions with respect to any employee under 18 employed in agriculture unless employed by a parent or a person standing in place of a parent on a farm owned or operated by such parent or person. Eliminates any waiver of such prohibitions for hand-harvesting of certain crops. Increases civil and establishes criminal penalties for child labor violations. Directs the Secretary of Labor to analyze data and report to Congress on work-related injuries to children and related matters. Requires employers to report on work-related serious injuries, illnesses, or deaths of agricultural employees under age 18. Directs the Secretary to revise federal child labor regulations to prohibit the employment of children under 18 in occupations that prohibit exposure to pesticides.

Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state.

Safe Babies Act of 2009 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to authorize the Administrator of the Office of Juvenile Justice and Delinquency Prevention to create, and provide technical assistance to, local court teams to promote the well-being of maltreated infants and toddlers and their families, prevent the recurrence of child abuse and neglect, and promote timely reunification of families. Defines "maltreated infant or toddler" as any child three years of age or younger who is the victim of a substantiated case of physical abuse, neglect, medical neglect, sexual abuse, or emotional abuse. Directs the Administrator to award a grant to establish a National Court Teams for Maltreated Infants and Toddlers Resource Center to provide information, training, and other assistance to local court teams and to establish a uniform data collection system related to the operation and outcomes of projects initiated by such teams. Sets forth required activities for local court teams, including: (1) conducting monthly reviews of cases handled by such teams; (2) incorporating child-focused services into case plans for maltreated infants and toddlers; (3) organizing training of community members working with court teams; (4) identifying areas for improvement in providing mental health and substance abuse treatment for families; and (5) prioritizing after-care services for families.

Amends federal criminal law, pending the disposition of a case in which a foreign national removes from or retains outside of the United States a child who is a U.S. citizen or a lawful permanent resident with the intent to obstruct the lawful exercise of parental rights, to direct: (1) a court to freeze such national's U.S. financial assets (including property); and (2) the Secretary of State to identify such national's foreign-held assets and request that the appropriate countries freeze such assets. Amends the Immigration and Nationality Act to extend visa ineligibility for aliens involved in U.S. child abductions to situations in which the child is located in a foreign state that is a party to the 1980 Hague Convention on the Civil Aspects of International Child Abduction.

Salmon Solutions and Planning Act - Directs the Secretary of Commerce to enter into an arrangement with the National Academy of Sciences for scientific analysis of federal salmon recovery efforts, including a review of Snake River dam removal (Washington state) and other actions necessary to achieve recovery of endangered or threatened salmon and steelhead populations of the Columbia and Snake River Basin. Directs: (1) the Secretary of Transportation (DOT) to conduct a peer-reviewed analysis of which rail, highway, and Columbia River barge infrastructure improvements would be necessary to ensure a cost-effective and efficient transportation system for shippers who currently use barge transportation between Lewiston, Idaho, and the confluence of the Snake and Columbia Rivers and who would be unable to do so if the four lower Snake River dams were removed; (2) the Secretary of Energy (DOE) to conduct a peer-reviewed analysis of options to replace the power currently generated by such dams if they were removed; (3) the Army Corps of Engineers to analyze riverfront revitalization and restoration opportunities and costs in the event of such removal; and (4) the Secretary of the Interior, acting through the Bureau of Reclamation, to conduct a peer-reviewed analysis of the options and costs regarding any needed modifications to affected irrigation systems, cooling systems, and private wells if the dams were removed. Sets forth the congressional determination that the Secretary of the Army may remove the four lower Snake River dams. Directs the Secretary to reevaluate and update the U.S. Army Corps of Engineers' Final Lower Snake River Juvenile Salmon Migration Feasibility Report/Environmental Impact Statement (February 2002) pursuant to new information.

Amends grant provisions under the violence against women program of the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) impose limits on Internet publication of protection order information in domestic violence cases; (2) exempt victims of dating violence from certain costs for criminal proceedings and protection orders; (3) provide for sexual assault forensic medical personnel examiners to collect and preserve evidence in sexual assault cases; and (4) expand grant purposes to include HIV, hepatitis, and sexually transmitted infection testing and treatment for victims of sexual assault. Amends the Immigration and Nationality Act and the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to expand visa eligibility for aliens who are victims of domestic violence and sex trafficking. Amends the Housing and Community Development Act of 1980 to permit certain aliens lawfully present in the United States to qualify for low-income housing assistance.

Promoting Lending to America's Small Businesses Act of 2009 - Amends the Federal Credit Union Act to increase the total permissible amount of member business loans by an insured credit union (excluding those made to nonprofit religious organizations) to a limit of 25% of the credit union's total assets. Increases from $50,000 to $250,000 the maximum total extensions of credit a borrower or associated member of an insured credit union may have before any extension of credit shall be considered a member business loan. Revises the prohibition against an increase in the total amount of member business loans by an undercapitalized insured credit union until it becomes adequately capitalized. Repeals the condition of becoming adequately capitalized, and requires only that the National Credit Union Administration Board approve the increase. Excludes from the definition of "member business loan" any extension of credit, meeting other specified criteria, that is made to a member for commercial, corporate, business, farm, or agricultural purposes in an underserved area.

Democracy Restoration Act of 2009 - Declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence in a correctional institution or facility. Provides for enforcement and remedies for violations of this Act. Specifies that: (1) nothing in this Act shall be construed to prohibit a state from enacting any state law that affords the right to vote in any election for federal office on terms less restrictive than those terms established by this Act; and (2) the rights and remedies established by this Act shall be in addition to all other rights and remedies provided by law, and shall not supersede, restrict, or limit the application of the Voting Rights Act of 1965 or the National Voter Registration Act of 1993. Prohibits any state, unit of local government, or other person from receiving or using any federal grant amounts to construct or improve a place of incarceration unless that person has a program to notify each U.S. citizen incarcerated in that person's jurisdiction, on release from such incarceration, of that individual's rights under this Act.

Keeping Parents and Communities Engaged Act or Keeping PACE Act - Amends the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to award grants to states for competitive subgrants to local educational agencies (LEAs) that receive school improvement funds under part A of title I of the Act to enable such LEAs to assist public elementary and secondary schools to hire and maintain Parent and Community Outreach Coordinators responsible for improving family and community involvement in such schools. Gives subgrant priority to LEAs targeting schools with the highest proportions of needy students or students failing to meet state academic performance standards. Requires each assisted school to appoint a committee of school officials, parents, and community members to screen Coordinator applicants and evaluate Coordinator performance. Directs state grantees to award competitive subgrants to partnerships between community-based organizations and public schools to connect integrated services and comprehensive supports to students and families to enhance student performance. Gives priority to applicants targeting schools with the highest proportions of needy students or students failing to meet state academic performance standards. Requires state grantees to award competitive matching subgrants to consortia composed of a school, LEA, mayor, and at least one other community partner to redesign schools as centers of communities that encourage family and community participation in students' education and provide community education. Authorizes the Secretary to contract with a nonprofit organization experienced in providing integrated student supports to: (1) provide technical assistance and training to this Act's grantees and subgrantees; and (2) establish a national information clearinghouse on effective parent, family, and community engagement practices and programs.

Justice for the Wrongly Accused Act - Amends the federal judicial code to make an exception to the requirement of a motion to the court of appeals before the filing of certain second or subsequent petitions for habeas corpus. Declares that the motion requirement does not apply if the second or subsequent petition application rests solely on a claim of actual innocence arising from: (1) newly discovered evidence from forensic testing; (2) exculpatory evidence withheld from the defense at trial; or (3) newly discovered accounts by credible witnesses who recant prior testimony or establish improper action of state or federal agents. States also that the exhaustion of remedies requirement does not apply, if the application for a writ of habeas corpus on behalf of a person in custody pursuant to a state court judgment is based on a claim that the police or prosecution withheld exculpatory, impeachment, or other evidence favorable to the defendant. Requires the court to hold an evidentiary hearing to determine the facts relating to a claim of actual innocence if the applicant makes a credible proffer of evidence supporting the claim based on certain circumstances. Prescribes a standard for the admissibility of a witness' evidentiary hearing testimony.

Alzheimer's Breakthrough Act of 2009 - Authorizes appropriations for conducting and supporting research on Alzheimer's disease in FY2010-FY2014. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within the National Institutes of Health (NIH); (3) ensure that Alzheimer's disease is maintained as a high priority for NIH's neuroscience initiative; and (4) conduct and support cooperative clinical research regarding Alzheimer's disease. Requires the Director to conduct research related to: (1) the early detection, diagnosis, and prevention of Alzheimer's disease and its potential precursors; (2) early onset Alzheimer's disease and related dementias; (3) the relationship of vascular disease and Alzheimer's disease; and (4) interventions designed to help caregivers and improve patient outcomes. Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaborative research among the Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Expands the research of Alzheimer's Disease Centers to include outcome measures and disease management. Directs the Secretary of Health and Human Services (HHS) to convene a National Summit on Alzheimer's Disease. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct activities related to risk factors and early recognition of Alzheimer's disease and other dementias. Ensuring One Level of Aviation Safety Act of 2009 - Directs the Administrator of the Federal Aviation Administration (FAA) to: (1) implement certain aviation safety recommendations of the National Transportation Safety Board (NTSB); and (2) notify Congress, within 180 days after the NTSB provides the Administrator with a safety recommendation, of determinations with respect to future and pending NTSB recommendations. Directs the Administrator to: (1) submit to Congress a plan that contains a process for each air carrier to certify to the FAA that it has received an airworthiness directive or other FAA issued order, including a plan for ensuring air carrier compliance with such directives and orders; and (2) perform, at least annually, random, unannounced, onsite inspections of regional air carriers to ensure their compliance with FAA safety standards. Requires the Administrator to: (1) issue a final rule with respect to the Notice of Proposed Rulemaking published in the Federal Register on January 12, 2009, regarding training programs for flight crewmembers and aircraft dispatchers; (2) revise federal aviation safety regulations to increase the minimum number of hours of flight experience required for pilots to conduct flight operations; (3) prescribe regulations to limit the number of hours allowed for pilots to address pilot fatigue problems as well as to provide guidance to air carriers to develop, and submit to the FAA, fatigue management plans; and (4) submit to Congress a plan for overseeing federally-certified pilot training schools. Requires an air carrier, before allowing an individual to begin service as a pilot, to request and receive from the FAA records pertaining to any failed attempt of the individual to pass a practical test required to obtain a certificate or type rating under federal regulations.

Student Aid and Fiscal Responsibility Act of 2009 - Amends the Higher Education Act of 1965 to increase the maximum Pell Grant amount and tie future increases to increases in the Consumer Price Index, plus 1%. Increases funding for the College Access Challenge Grant program. Creates two new competitive grant programs that: (1) assist states, educational entities, and nonprofit organizations in implementing innovative programs that promote students' persistence in, and completion of, postsecondary education; and (2) assist states in developing information systems to track student progress in graduating and finding employment. Extends funding for grants to historically Black colleges and universities and other minority-serving institutions. Authorizes additional funding for Cooperative Education programs that provide students with alternating or parallel periods of study and employment. Alters title IV student aid need analyses, including by establishing an asset cap for need-based aid and excluding employee pension benefit plans from assets. Preserves the student aid eligibility of students convicted of possessing, rather than selling, controlled substances. Prohibits any new loans from being made or insured under the part B Federal Family Education Loan program after June 2010. Directs the Secretary of Education to award loan servicing contracts under the part D Direct Loan program to not-for-profit servicers that meet federal standards and agree to service such loans at competitive market rates. Makes graduate and professional students ineligible for subsidized Direct Stafford loans after June 2015. Establishes variable interest rates on Direct Loans made to undergraduate students after June 2012. Replaces the Perkins Loans program under part E, after June 2010, with a Direct Perkins Loans program under part D that provides loans that continue to carry a 5% interest rate, but have terms and conditions similar to those on Direct Unsubsidized Stafford loans. Requires the Secretary of Education to make: (1) grants to states and, through them, local educational agencies (LEAs) for the modernization, renovation, or repair of public schools; (2) grants to LEAs in Louisiana, Mississippi, and Alabama for the construction, modernization, renovation, or repair of public schools, on the basis of each LEA's share of school damage inflicted by Hurricane Katrina or Rita; and (3) grants to states for the construction, modernization, renovation, or repair of community college facilities. Directs grantees to use specified portions of such funding for construction, modernization, renovation, or repair that meets certain environmental or energy standards. Directs the Secretary to establish an Advisory Council on Green, High-Performing Schools to provide the Secretary with advice on the academic, health, energy, and environmental impact of such schools and assistance in facilitating their creation. Requires the Secretary to award competitive: (1) Quality Pathways grants to states to implement quality initiatives that increase the number of disadvantaged children in high-quality early learning programs and improve program oversight; and (2) Development grants to states to develop the components of a standards-based early learning system that will allow them to compete for Quality Pathways grants. Establishes two new competitive grant programs for states and junior and community colleges to improve graduation rates and employment-related outcomes for junior and community college students through activities that: (1) facilitate the transfer of credits between schools; (2) enhance student support services; and (3) blend academics and job training in a manner that equips students for high-wage occupations in high-demand industries. Authorizes the Secretary to fund the creation of: (1) free high-quality online training, high school, and postsecondary courses; (2) a Learning and Earning Research Center to research and evaluate junior and community colleges; and (3) cooperative agreements among states to develop, implement, and expand junior and community college longitudinal data systems.
