Stabilizing Affordable Housing for the Future Act - Amends the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1997 and the Housing and Community Development Amendments of 1978 to: (1) repeal certain conditions on the authority of the Secretary of Housing and Urban Development to manage multifamily projects; and (2) authorize the Secretary to provide grants (including up-front grants) and loans from the General Insurance Fund when managing and disposing of such properties. Instructs the Secretary to maintain rental assistance payments for dwelling units in any multifamily property program administered by the Secretary. Amends the Deficit Reduction Act of 2005 to redefine loan market value and property market value with respect to physically distressed properties sold by HUD in discount sales. Repeals the requirement not to take any affordability requirements into account in such valuation. Requires such values to be determined using industry standard appraisal practices. Amends the Multifamily Mortgage Foreclosure Act of 1981 to declare that Congress finds that mortgages transferred by the Secretary to state and local governments should be foreclosed in the same manner as mortgages held by the Secretary. Makes the entity designating the foreclosure commissioner (entity), whether the Secretary (as under current law) or any state or local government transferee, the guarantor of payment of any judgment against the foreclosure commissioner for damages based upon failure properly to perform the commissioner's duties. Makes such entity bear the risk of any financial default by the foreclosure commissioner. Declares that the entity shall be fully subrogated to the rights satisfied by such payment, in the event that any guarantee payments are made. Directs the Secretary to issue a proposed rulemaking that applies certain statutory participation and certification requirements to potential purchasers of multifamily housing with a mortgage insured under the National Housing Act, or for which assistance is provided under section 8 of the United States Housing Act of 1937. Requires the Secretary to post on a World Wide Web site information regarding multifamily housing properties for which: (1) federal rental assistance is provided; (2) other rental assistance or a subsidy is provided under a program administered by the Secretary; or (3) a mortgage is insured under the National Housing Act .

Community Partners Next Door Act of 2007 - Amends the National Housing Act to provide: (1) a 50% discount for teachers, teacher assistants, administrators, and public safety officers purchasing certain eligible asset properties for use as their primary residence; (2) a $100 downpayment on any related insured mortgage; and (3) a higher Federal Housing Administration (FHA) loan limit for such purchases in high-cost areas. Authorizes such sales directly to a qualifying individual or to a unit of local government or a nonprofit organization for resale to such individual. Directs the Secretary of Housing and Urban Development (HUD) to carry out a program to inform teachers and public safety officers about such program.

Secure Rural Schools and Community Self-Determination Reauthorization Act of 2007 - Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to extend the Act through FY2013. Revises requirements regarding the merchantable material contracting pilot program. Requires counties participating in county projects to submit a specified notification for each project for which the participating county obligated county funds. Provides for the review of such notifications.

Amends the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to require the TRICARE Program (a Department of Defense managed health care program): (1) reimbursement of institutional providers of health care services to be identical (currently, the same to the extent practicable) to reimbursement provided under Medicare (title XVIII of the Social Security Act); and (2) in contracting for the delivery of health care, to contract with at least one teaching hospital in each large urban area.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Requires the Architect of the Capitol to establish and display in a prominent location within the Capitol Visitor Center suitable exhibits which: (1) depict the congressional careers, accomplishments, and contributions of the 22 African-American Members of Congress who served during the Reconstruction and Post-Reconstruction Eras, including the two African-American Senators, beginning with Congressman Joseph H. Rainey of South Carolina (1870-1879) and ending with Congressman George H. White of North Carolina (1897-1901); and (2) acknowledge the use of slave labor in the construction of the U.S. Capitol.

Melanie Blocker-Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify research and related activities on postpartum depression and postpartum psychosis. Requires the Director of NIMH to conduct or support research to expand the understanding of the causes of, and to find a cure for, such conditions. Directs the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such conditions and their families. Allows the Secretary to provide technical assistance to grant recipients.

Healthy Foods for Healthy Living Act - Authorizes the Secretary of Agriculture to make grants to community-based organizations and local redevelopment agencies operating in low-income communities to: (1) assist in purchasing appropriate equipment or in hiring and training personnel to expand the inventory of fresh fruits and vegetables or other healthy food alternatives available for residents of a low-income community; and (2) carry out related consumer education and outreach activities. Amends title XVIII (Medicare) and title XIX (Medicaid) of the Social Security Act to cover additional primary and preventive services relating to obesity treatment and prevention, supervised exercise sessions, stress testing, lifestyle modification education, and nutrition education.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Establishes in the House of Representatives a House Democracy Assistance Commission to: (1) work with the parliaments of selected countries that have established or are developing democratic parliaments which would benefit from assistance under this resolution; (2) enable members and staff of partner country legislatures to study House operations and support agencies; and (3) make recommendations to the Administrator of the United States Agency for International Development (USAID) regarding the provision of needed material assistance to such parliaments to improve the efficiency and transparency of their work. Authorizes the Commission to: (1) conduct studies on the feasibility of programs of assistance for select partner legislatures; and (2) continue programs of assistance with partner country legislatures initiated by the former House Democracy Assistance Commission. States that the Commission shall carry out its duties using the staff and resources of the Committee on International Relations, including the use of consultants or temporary employees.

Expresses condolences to the families of women and girls murdered in Guatemala. Condemns the ongoing abductions and murders of women and girls in Guatemala. Urges the government of Guatemala to recognize domestic violence and sexual harassment as criminal acts and encourages the government of Guatemala to investigate the killings of women, prosecute those responsible, and eliminate the tolerance of violence against women. Supports efforts to identify perpetrators and unknown victims through forensic analysis, including DNA testing. Encourages the Secretary of State to urge the government of Guatemala to: (1) honor the victims of the brutal murders and to continue to include in the Department of State's annual Country Reports on Human Rights Practices all instances of improper investigatory methods, threats against human rights activists, and the use of torture with respect to cases involving the murder and abduction of women and girls in Guatemala; (2) hold accountable those law enforcement and judicial officials who fail to investigate and prosecute the murders adequately; and (3) take measures to ensure that the special Guatemalan police and prosecutorial units are adequately staffed and have sufficient resources. Recommends that the Secretary develop a comprehensive plan to combat the growing problem of violence against women in Latin America.

Routine HIV/AIDS Screening Coverage Act of 2006 - Amends the Public Health Service Act, the Employee Retirement Income Security Act (ERISA), and the Internal Revenue Code to require a group health plan or a health insurance issuer offering group health insurance coverage to provide coverage for routine HIV/AIDS screening under terms and conditions no less favorable than for other routine screenings. Prohibits such a plan or issuer from: (1) denying eligibility or continued eligibility to enroll or renew solely to avoid these requirements; (2) denying coverage for such screening because there are no known risk factors present or because the screening is not clinically indicated, medically necessary, or pursuant to a referral, consent, or recommendation by any health care provider; (3) providing monetary payments, rebates, or other benefits to encourage individuals to accept less than the minimum protections available under this Act; (4) penalizing or otherwise reducing or limiting the reimbursement of a provider because such provider provided care to a participant or beneficiary in accordance with this Act; (5) providing incentives to induce the provision of care in a manner inconsistent with this Act; or (6) denying a participant or beneficiary continued eligibility to enroll or renew solely because of the results of an HIV/AIDS test or screening procedure. Applies such requirements to health insurance coverage offered in the individual market and coverage offered under the Federal Employees Health Benefits (FEHB) Program.

Commends the organization founded to support the Sharps' work, the Unitarian Universalist Service Committee, for its efforts to rescue Jews and opponents of the Nazi regime in Europe and for carrying on the Sharps' legacy by working to save the lives of the people of Darfur, Sudan, and to protect human rights worldwide.

States that the Republic of Turkey should demonstrate that it is meeting Copenhagen European Council criteria for European Union (EU) accession. Calls on Turkey to: (1) adhere to all EU accession criteria and EU laws, extend its customs union to all EU members, and recognize all EU members, including the Republic of Cyprus; and (2) pledge to uphold and safeguard human, religious, and cultural rights. Urges the removal of Turkish occupation forces from the northern one-third of Cyprus in accordance with U.N. Security Council Resolution 353. States that Turkey should recognize the fundamental rights of all Cypriots, including the rights of property ownership, free movement, free settlement, and refugee return. Encourages Turkey to continue to modernize and democratize its own society.

Act to Save America's Forests - Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date. Directs the Chief of the Forest Service, the Director of the U.S. Fish and Wildlife Service, and the Director of the Bureau of Land Management to each prepare a continuous inventory of forest land administered by each agency head and to document whole-system measures that will be taken as a result of the inventory. Requires the Secretary of Agriculture to provide for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain federal land, National Forest System land, and National Wildlife Refuge System land. Provides for federal enforcement and a private right of action. Designates special areas which shall be subject to restrictions on road construction and logging in Alabama, Alaska, Arizona, Arkansas, Colorado, Georgia, Idaho, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, Wisconsin, and Wyoming. Requires the Secretaries concerned to appoint a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for federal enforcement and a private right of action. States that this Act and the amendments made by this Act shall not apply to federal wilderness areas designated under the Wilderness Act. Adds specified land to the Giant Sequoia National Monument. Transfers administrative jurisdiction over the Monument from the Secretary to the Secretary of the Interior. Establishes the Giant Sequoia National Monument Advisory Board. Adds specified parts of Sequoia National Forest that are not included in the Monument to: (1) Sierra National Forest; and (2) Inyo National Forest.

Amends the Farm Security and Rural Investment Act of 2002 to authorize appropriations through FY2012 for the McGovern-Dole International Food for Education and Child Nutrition Program. Specifies Commodity Credit Corporation (CCC) fund amounts to be used for the Program in each of FY2008-FY2012. Makes the Secretary of Agriculture responsible for specified program administration provisions currently delegated to the President.

City Youth Violence Recovery Act of 2006 - Authorizes the Secretary of Health and Human Services to award grants to partnerships between a state mental health authority and one or more local public or private entities to prevent or alleviate the effects of youth violence in urban communities with a high or increasing incidence of such violence by providing violence-prevention education, mentoring, counseling, and mental health services to children and adolescents. Gives priority to grant applicants that agree to use the grant in communities that lack the resources to address youth violence. Requires grant applicants to agree to use no more than 15% of a grant for violence-prevention education.

Toxic Right-to-Know Protection Act - Amends the Emergency Planning and Community Right-to-Know Act of 1986 to repeal provisions authorizing the Administrator of the Environmental Protection Agency (EPA) to modify the frequency of submitting toxic chemical release forms. Requires the Administrator to establish the eligibility threshold regarding the use of a form A certification statement under the toxic release inventory program at not greater than 500 pounds for nonpersistent bioaccumulative and toxic chemicals. Prohibits the use of such form with respect to any chemical of special concern identified by the Administrator. Prohibits the Administrator from implementing the proposed rule dated October 4, 2005, to revise requirements under such program.

Authorizes appropriations for FY2007 to carry out title XXVI of the Public Health Service Act (popularly known as the Ryan White Care Act). Prohibits the Secretary of Health and Human Services, in determining the amounts of formula grants for FY2007, from using a methodology for counting the number of AIDS or HIV cases that is different than the methodology used by the Secretary for FY2006.

Paterson Great Falls National Park Act of 2006 - Establishes in Paterson, New Jersey, the Paterson Great Falls National Park as a unit of the National Park System. Requires the Park to be administered in partnership by the Secretary of the Interior, the state of New Jersey, the city of Paterson and its applicable subdivisions, and others. Establishes the Paterson Great Falls National Historical Park Partnership to coordinate the activities of federal, state, and local authorities and the private sector in the development, for the Secretary's approval, and implementation of an integrated resource management plan. Directs the Secretary, acting through the Director of the National Park Service, to establish a Paterson Great Falls National Park Advisory Council. Authorizes the Secretary to acquire land or interests within the boundaries of the Park by donation, purchase with donated or appropriated funds, or exchange.

Darfur Accountability and Divestment Act of 2006 - Supports state, city, and university efforts to divest funds from, or restrict investments in, companies that conduct business operations in Sudan. Directs: (1) the Securities and Exchange Commission (SEC) to require all companies trading in registered securities that conduct business operations directly or through parent or subsidiary companies in Sudan to disclose the nature of such operations; and (2) the Government Accountability Office (GAO) to investigate the existence and extent of such companies' Federal Retirement Thrift Investment Board investments. Prohibits U.S. government contracts with such companies, with exceptions for companies whose activities are related to: (1) southern Sudan, southern Kordofan/Nuba Mountains State, Blue Nile State, or Abyei; (2) the implementation of the 2006 Darfur Peace Agreement; (3) the provision of military equipment for nongovernmental organizations in the Darfur region of Sudan, the African Union Mission in Sudan (AMIS), or the United Nations; or (4) the provision of humanitarian assistance that is of immediate and substantial benefit to the majority of people of the Darfur region of Sudan or the majority of people of eastern Sudan, including the Red Sea, Kassala, and Gedaref States. Authorizes a national security waiver of such prohibition on a case-by-case basis.

Gulf Coast Housing Accessibility Act of 2006 - Directs the Secretary of Housing and Urban Development to allocate additional assistance for project-based housing vouchers for individuals and households located within the disaster areas of Hurricane Katrina, Rita, or Wilma of 2005. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to set forth conditions for providing permanent and semipermanent housing units. Instructs the Director of the Federal Emergency Management Agency (FEMA) to: (1) enter into a mission assignment with the Secretary for a transfer of FEMA Disaster Relief Funds into the Disaster Voucher Program at the Department of Housing and Urban Development; and (2) transfer into the Disaster Voucher Program individuals and households receiving transitional housing, rental, or other related assistance. Permits such individuals and families to opt-out of such a transfer.

International Disaster Risk Reduction Act of 2006 - Amends the Foreign Assistance Act of 1961 to include as part of assistance for disaster preparedness assistance to reduce human and property vulnerability to natural disasters through the use of disaster mitigation techniques. Directs the Secretary of State to: (1) develop and implement an initiative to reduce human and property vulnerability to natural disasters in foreign countries by encouraging the use of disaster mitigation techniques in regions considered especially vulnerable to natural disasters; and (2) appoint an advisory committee of experts to help develop such initiative.

Universal Prekindergarten Act - Directs the Secretary of Health and Human Services to provide grants to a designated state agency for development of universal prekindergaten programs for all children three, four, and five years old in the state. Requires the state to: (1) match federal funds by at least 20%; and (2) submit with its grant application a plan to establish, coordinate, and implement a statewide universal prekindergarten program. Authorizes state agencies to set aside up to 5% of a grant for ongoing professional development activities for teachers and staff of prekindergarten programs that wish to participate.

Keep Kids Covered Act of 2006 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) to: (1) establish a special rule for redistribution of unspent FY2004 allotments; (2) provide for additional allotments to eliminate FY2007 funding shortfalls remaining after redistribution of unspent FY2004 allotments; and (3) extend authority through FY2006 for qualifying states to use certain SCHIP funds for Medicaid expenditures.

Justice for the Unprotected Against Sexually Transmitted Infections among the Confined and Exposed Act of 2006 or the JUSTICE Act of 2006 - Requires the Attorney General to direct the Bureau of Prisons to allow community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection (STI) counseling and prevention education in federal correctional facilities. Prohibits a federal correctional facility from taking adverse action against a prisoner who possesses or uses a sexual barrier protection device. Expresses the sense of Congress that states should allow for the legal distribution of sexual barrier protection devices in their correctional facilities. Directs the Attorney General to: (1) conduct a survey of all educational, testing, and other programs in federal and state correctional facilities for reducing the spread of STIs; and (2) develop and implement a five-year strategy to reduce the prevalence and spread of STIs in such facilities.

Department of State Authorities Act of 2006 - Provides certain authorities for the Department of State and the Broadcasting Board of Governors. Amends provisions respecting: (1) fraud prevention; (2) protective functions; (3) education allowances; (4) property disposition; (5) protection of North Korean refugees; (6) discrimination; (7) passport fees; (8) personal services contracting; (9) contracting prohibition; (10) Foreign Service compensation; (11) maternal and prenatal care for persons in Belarus and Ukraine affected by Chernobyl; and (12) the dual gateway policy of Ireland. Authorizes the President to extend privileges and immunities to the African Union (AU), the Permanent Observer Mission of the Holy See to the United Nations, and the Bank for International Settlements.

Healthy Farms, Foods, and Fuels Act of 2006 - Extends: (1) the conservation reserve program; (2) the wetlands reserve program; (3) the conservation security program; (4) the grassland reserve program; (5) the environmental quality incentives program; (6) the wildlife habitat incentive program; (7) the agricultural management assistance program; and (8) the organic agriculture research and extension initiative. Establishes: (1) the cooperative conservation partnership initiative; (2) the suburban and community forestry and open space program; (3) an integrated pest management initiative; and (4) a conservation initiative for socially disadvantaged farmers and ranchers. Revises: (1) the farmland protection program; (2) funding for the healthy forests reserve program; and (3) the national organic certification and transition cost share program. Makes permanent funding available for: (1) the education grant program for Hispanic-serving institutions; and (2) the fresh fruit and vegetable program. Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) WIC farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program.

Expresses the sense of the House of Representatives that the U.S. government should: (1) support and participate in the Extractive Industries Transparency Initiative (EITI) and assist African countries in implementing EITI or in adopting resource revenue transparency policies; (2) work with the international community to develop a monitoring process for nonmining natural resources, such as timber; (3) require natural resource extraction companies to disclose natural resource revenue payments on a country-by-country basis; (4) consider a government's substantive efforts or failure to ensure revenue transparency for critical natural resource sectors when determining eligibility for U.S. trade preference programs; (5) support disclosure of resource revenues and ex-ante disclosure of foreign investment contracts underpinning extractive sector projects, making such disclosures a condition of support for financing by the United States Overseas Private Investment Corporation and the Export-Import Bank of the United States; and (6) work with international financial institutions to require resource revenue and contract transparency as a condition for lending or assistance to resource-rich developing countries.

9/11 Comprehensive Health Benefits Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare-based eligibility and benefits for individuals with a 9/11 disaster-connected health condition. Makes Medicare the secondary payor for 9/11-related coverage. Prohibits a workers' compensation law or plan from discriminating against an individual by virtue of the individual's entitlement to such benefits. Prohibits an employer from discriminating against an individual regarding hiring, advancement, compensation, or other terms, conditions, and privileges of employment by virtue of the individual's entitlement to such benefits. Directs the Secretary of Health and Human Services to establish a consortium to conduct and coordinate screening, monitoring, treatment, and diagnostic research on the 9/11 disaster-connected health conditions.
