Expresses the sense of the House of Representatives that: (1) the original authorization for use of force against Iraq contained in P.L.107-243 is outdated; and (2) Congress should vote on a new use of force resolution that reflects the current situation in Iraq.

Commends the efforts of U.S. officials who have helped secure the Comprehensive Peace Agreement and the Darfur Peace Agreement. Supports the appointment of an adequately staffed Presidential Special Envoy for Sudan to develop and coordinate U.S. policy toward Sudan. Urges the Envoy's mandate to include: (1) deterring further escalation of violence and humanitarian disaster in the Darfur region of Sudan while ensuring civilian protection and implementation of the Darfur Peace Agreement; (2) facilitating the development of an international peacekeeping mission to Darfur; (3) coordinating reconstruction in Southern Sudan and other marginalized areas; (4) coordinating the return of refugees and displaced people in Darfur and southern Sudan; (5) consolidating peace in Northern Uganda; (6) coordinating efforts to ensure transformation of the Sudan People's Liberation Army (SPLA) into a professional armed force; (7) working toward achieving a peaceful and democratic Sudan by ensuring that free and fair elections are held; and (8) coordinating efforts toward achieving accountability for the crimes committed in Darfur.

Amends of the Elementary and Secondary Education Act of 1965 to establish a new title X, School Construction, Modernization, And Infrastructure Improvement. Directs the Secretary of Education to make grants to state educational agencies for elementary and secondary school construction, reconstruction, renovation, or modernization for information technology. Sets forth wage requirements for such projects, including Davis-Bacon Act compliance and overtime; but allows exceptions for certain workers who voluntarily donate their services without full compensation.

Stop AIDS in Prison Act of 2006 - Requires the Bureau of Prisons to develop a comprehensive policy to coordinate HIV/AIDS testing, treatment, and prevention for federal prison inmates. Requires such policy to include provisions for: (1) testing and counseling of inmates immediately following admission to a prison facility; (2) education regarding HIV/AIDS transmission and encouragement of behavior to reduce the risk; (3) HIV/AIDS testing annually or after exposure to HIV; (4) procedures for inmates to request HIV/AIDS counseling and tests confidentially; (5) comprehensive medical treatment of inmates who test positive and confidential counseling on managing their medical condition and preventing transmission to others; (6) testing, counseling, and referral prior to reentry into the community; and (7) noting but not penalizing an inmate's refusal of HIV/AIDS testing. Amends federal criminal code provisions relating to HIV/AIDS testing to: (1) make such testing available to all federal prison inmates upon intake and upon release regardless of length of sentence or risk factors; (2) allow inmates to decline such testing.

Linking Educators and Developing Entrepreneurs for Reaching Success (LEADERS) Act - Authorizes the Secretary of Education to support business incubation at institutions of higher education that award associate or baccalaureate degrees. Directs the Secretary to make competitive, matching awards to: (1) a nonprofit entity that manages or provides technical assistance to a degree-granting institution's affiliated incubator (or to the institution that manages in the absence of such an entity), for helping acquire or renovate space for incubators, and for developing curricula, providing services, or providing programming for entrepreneurs housed in an incubator; and (2) a degree-granting institution or a nonprofit local government or community development organization, for feasibility studies to determine the need for or siting of incubators. Requires the Secretary to reserve certain amounts for research regarding best practices for incubator programs, including the development of a benchmarking system based on uniform measures, and for dissemination of information regarding such practices. Authorizes contracts for such purposes with organizations with expertise in business incubation practices.

Predominantly Black Institution Act of 2006 - Amends the Higher Education Act of 1965 to provide grants to Predominantly Black Institutions to: (1) enhance their capacity to serve more low and middle-income Black American students; (2) expand higher education opportunities for students eligible for student assistance under title IV of the Act by encouraging such students to prepare for college and persist in secondary and postsecondary education; and (3) strengthen their financial ability to serve the academic needs of such students. Defines such institutions as accredited institutions: (1) serving at least 1,000 undergraduate students, at least 50% of which are pursuing a bachelor's or associate's degree; (2) serving an undergraduate population at least 40% of which are Black Americans and at least 50% of which are low-income or first-generation college students; and (3) whose spending per full-time undergraduate student is low in comparison to that of institutions offering similar instruction. Allows grant recipients to use up to 20% of their grant on an endowment fund, provided they raise nonfederal matching funds at least equal to the amount of the grant used for such endowment. Allots funding among institutions on the basis of their share of Pell Grant recipients, graduates, and graduates pursuing a higher degree. Establishes a minimum allotment for each institution of $250,000, which is to be ratably reduced if appropriations are insufficient to pay such amount.

Program for Real Energy Security Act or the PROGRESS Act - Establishes the National Commission on Energy Security and Transition to New Fuels. Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2006 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.

Prescription Coverage Now Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Service to provide for an expedited process for the qualification for low-income assistance through a request to the Secretary of the Treasury for tax return and other information sufficient to identify: (1) whether the individual involved is likely eligible for subsidies; and (2) the amount of premium and cost-sharing subsidies for which they would qualify based on such information. Increases the maximum permissible resource level for subsidy eligibility. Waives the late enrollment penalty for subsidy-eligible individuals for the first 24 months of non-enrollment.

Affirms the federal government's special legal and political relationship with American Indian and Alaska Native people by recognizing the sovereignty of Tribal Nations. Calls upon the federal government, including the Bureau of Indian Affairs and the Department of Education, to recognize and fulfill its trust responsibilities and consultation obligations to American Indian and Alaska Native people and communities. Acknowledges that past federal policies of the forced removal of children from reservations to boarding schools have negatively impacted American Indian and Alaska Native families, communities, and youth. Urges the federal government to promote success and eliminate disparities among American Indian and Alaska Native children and youth during consideration of the reauthorization of Head Start and the No Child Left Behind Act, and through the federal appropriation process. Urges the federal government to recognize, promote, and work towards strengthening the educational needs of American Indian and Alaska Native youth and families. Reinforces the educational commitment to promote the best interests of American Indian and Alaska Native children by reinforcing native cultural and language development which strengthens, preserves, and promotes cultural identity. Recognizes that it is imperative that the federal government sharpen its focus and commitment to title VII of the No Child Left Behind Act consistent with the desires of American Indian and Alaska Native people. Recognizes that education is significantly linked to overall quality of life and therefore must be prioritized and organized to meet the unique and specialized needs of American Indian and Alaska Native students.

Denounces, demands the cessation of, and condemns the perpetrators of the practices of female genital mutilation, domestic violence, honor killings, acid burning, dowry deaths, and other gender-based persecutions. Expresses the sense of the House of Representatives that: (1) participation, protection, recognition, and independence of women is crucial to achieving a just, moral, and honorable society; (2) regardless of religion, geography, or form of government, women should not be denied equal rights, which should be defended; and (3) the United States should renew consideration of and ratify its signature on the Convention on the Elimination of All Forms of Discrimination against Women.

21st Century High-Performing Public School Facilities Act of 2006 - Requires the Secretary of Education to make grants in each fiscal year to local educational agencies (LEAs) in each state for the construction, modernization, or repair of kindergarten, elementary, or secondary schools to make them safe, healthy, high-performing, and technologically up-to-date. Gives priority to LEAs serving a high number or percentage of disadvantaged children and those whose public schools are in relatively poor condition. Requires LEAs to contribute funds toward the costs of the program, but uses a sliding scale that factors in the relative poverty of an LEA's service area. Requires the Secretary to make low-interest loans to LEAs in each fiscal year for the same purposes and with the same priorities given in the distribution of the grants. Establishes the School Construction, Modernization, and Repair Revolving Fund consisting of amounts derived from the low-interest loans and appropriations made to the Fund by this Act. Amends part D of title II of the Elementary and Secondary Education Act of 1965 to authorize and make appropriations for educational technology.

Amends the Immigration and Nationality Act to redefine "terrorist organization" for purposes of the alien terrorist exclusion as an organization of two or more individuals engaged in terrorist activities whose activities threaten the security of U.S. nationals or U.S. national security, as determined by the Secretary of State independently or upon the request of the Attorney General or the Secretary of Homeland Security. States that the Secretary of State's failure to determine that a group threatens the security of U.S. nationals or national security shall not affect the application of any of the other security and terrorism-related bars on admission to any of the group's members. Redefines "engage in terrorist activity" for purposes of alien terrorist exclusion to provide an undue coercion or duress exception with respect to providing terrorists with material support.

Forgotten Veteran's Retirement Compensation Act - Limits the conditions under which military retired pay based on nonregular service involving members of reserve components completing their service before 1966 may be revoked. Provides for back payment of retired pay to such veterans or, if deceased, to their surviving spouses and dependent children.

Expresses the sense of the House of Representatives that programs should be established to: (1) increase public awareness about the prevalence and devastating consequences of vision disorders in children; and (2) educate the public and health care providers about the warning signs and symptoms of ocular and vision disorders, the benefits of early detection, evaluation, and treatment, and the importance of early and regular vision screening and comprehensive eye exams.

Reagan National Defense Authorization Act for Fiscal Year 2005 to extend the period during which members of the Armed Forces deployed in connection with Operations Noble Eagle, Enduring Freedom, or Iraqi Freedom may request and receive reimbursement for purchasing protective helmet pads.

Minority Entrepreneurship and Innovation Pilot Program of 2006 - Directs the Administrator of the Small Business Administration to make grants to historically Black colleges and universities, Tribal Colleges, and Hispanic serving institutions, or to any entity formed by a combination of such institutions: (1) to assist in establishing an entrepreneurship curriculum for undergraduate or graduate studies; and (2) for the placement of small business development centers on the physical campus of the institution. Requires an institution of higher education receiving a grant to: (1) develop a curriculum that includes training in various skill sets needed by successful entrepreneurs; and (2) open a small business development center. Limits this pilot program to two fiscal years, and a grant to $1 million per fiscal year for any one institution of higher education.

AmeriCare Health Care Act of 2006 - Adds a new title XXII to the Social Security Act (SSA) entitled "AmeriCare Health Benefits." Makes all U.S. residents eligible for AmeriCare benefits, including prescription drugs and biologicals. Requires the development of an AmeriCare enrollment mechanism that includes automatic enrollment at birth and the issuance of AmeriCare cards for identification and claims processing purposes. Provides that an individual may elect not to be enrolled for benefits under AmeriCare if the individual has health benefits coverage under a group health plan at least equivalent to AmeriCare coverage. Provides the same benefits under AmeriCare as are provided under parts A (Hospital Insurance) and B (Supplementary Medical Insurance) of SSA title XVIII (Medicare). Provides additional AmeriCare coverage to children under age 24, pregnant women, and low-income individuals. Establishes the AmeriCare Trust Fund. Requires the modification of Medicaid (SSA title XIX), SCHIP (SSA title XXI (State Children's Health Insurance Program), and other federal health programs to avoid their duplication of AmeriCare coverage. Provides for the regulation of AmeriCare supplemental policies. Establishes the general obligations for individuals and employers for the cost of health insurance coverage provided under this Act. Provides for additional premium subsidies.

New Jersey/New York Clean Ocean Zone Act of 2006 - Designates the New York/New Jersey Bight as the New Jersey/New York Clean Ocean Zone. Prohibits the Administrator of the Environmental Protection Agency, the Secretary of the Army, and all states from issuing a permit for ocean dumping, or establishing any new disposal site in the Zone, including under specified provisions of existing law. Terminates all existing disposal site designations, subject to exception. States that the discharge of a pollutant into the Zone from a point source constructed or put into use after enactment of this Act is prohibited under specified provisions of the Federal Water Pollution Control Act. Prohibits permit issuance for such discharge. Prohibits a state or federal permit issued for the discharge of a pollutant into the Zone from being renewed, reissued, or modified to allow any increase of discharge capacity of any point source or to contain any effluent limitation less stringent than comparable effluent limitations in the permit. Prohibits the permanent extraction of any nonrenewable natural resource from the Zone for commercial or industrial use, except for the primary purpose of maintaining or establishing navigation channels. Prohibits the creation, licensing, leasing, easement granting, or right-of-way granting of certain facilities involving nonrenewable energy, including deepwater ports and pipelines. Prohibits categorically excluding leases, easements, or rights-of-way for renewable energy facilities from specified provisions of the National Environmental Policy Act of 1969. Prohibits underwater research or exploration in the Zone unless it meets certain requirements.

Health Partnership Through Creative Federalism Act - Requires the Secretary of Health and Human Services to establish a State Health Coverage Innovation Commission to: (1) request states to submit proposals for state health care expansion and improvement programs, which may include reform options such as tax credit approaches, expansions of public programs, or other appropriate alternatives; (2) review state applications and submit to Congress a list of state applications that the Commission recommends for approval; (3) report to the public concerning progress made by states; and (4) make recommendations to the Secretary and Congress for minimizing the negative effect of state programs on national employer groups, provider organizations, and insurers because of differing state requirements under the programs. Requires states to prepare and submit to the Commission a healthcare plan that has as its goal increased coverage and such additional goals as improvements in quality, efficiency, cost-effectiveness, and the appropriate use of information technology. Sets forth rules for congressional consideration of state proposals. Requires the Secretary to provide a grant to a state that has an application approved to enable such state to carry out an innovative state health program. Requires the Commission to direct the Secretary to: (1) fund a balanced diversity of approaches; and (2) link allocations to the state to the meeting of goals and performance measures related to health care coverage and health care costs. Prohibits states from: (1) changing eligibility criteria for state medical assistance programs; or (2) permitting the imposition of any preexisting condition exclusion for covered benefits, with exceptions.

Pool and Spa Safety Act - Requires the Consumer Product Safety Commission (CPSC) to establish recommended state law standards meeting specified minimum requirements for: (1) enclosure of swimming pools and spas by barriers to prevent unsupervised access by small children; and (2) systems to prevent entrapment of children by pool or spa drains. Requires the CPSC to establish: (1) a grant program to provide assistance to states in hiring and training government employees in implementing and enforcing state pool safety standards, educating the public about pool and spa safety, and administering safety programs; and (2) a national education program to inform the public of methods to prevent drownings and entrapment in pools and spas.

Global Resources and Opportunities for Women to Thrive Act of 2006 or the GROWTH Act of 2006 - Targets assistance for women in developing countries with respect to: (1) microenterprises; (2) small and medium enterprises; (3) private property rights and land tenure security; (4) employment access; (5) trade benefits; (6) exchanges with U.S. entrepreneurs; (7) Millennium Challenge Account assistance; and (8) indigenous women's organizations. Directs the Secretary of State to establish the Global Resources and Opportunities for Women to Thrive (GROWTH) Fund to enhance economic opportunities for very poor, poor, and low-income women in developing countries with a focus on: (1) increasing women-owned enterprise development; (2) increasing property rights for women; (3) increasing women's access to financial services; (4) increasing women in leadership in implementing organizations, such as indigenous nongovernmental organizations, community-based organizations, and regulated financial intermediaries; (5) improving women's employment benefits and conditions; and (6) increasing women's ability to benefit from global trade.

Expresses support for the goals and ideals of National Night Out. Requests that the President: (1) focus appropriate attention on neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing the Administration to make crime reduction an important priority; and (2) coordinate the efforts of the Federal Emergency Management Agency (FEMA), the USA Freedom Corps, the Citizen Corps, the National Senior Service Corps, and AmeriCorps to participate by supporting local efforts, neighborhood watches, and local officials, including law enforcement personnel, to provide homeland security and combat terrorism in the United States.

Protecting Children's Health in Schools Act of 2006 - Amends title XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to establish requirements for providing and receiving reimbursement for school-based health care for children, including children with special needs, and the related administrative and transportation costs covered under Medicaid. Includes health care provided through Medicaid managed care organizations. Directs the Secretary of Health and Human Services and the Secretary of Education, acting jointly, to develop and implement a uniform methodology for claims under this Act.

Comprehensive Tuberculosis Elimination Act of 2006 - Amends the Public Health Service Act to: (1) establish a national program for the elimination of tuberculosis and expand tuberculosis research and development activities and demonstration projects; (2) expand the duties and membership of the Advisory Council for the Elimination of Tuberculosis and require the Council to develop and implement a national plan to eliminate tuberculosis in the United States; (3) require the Secretary of Health and Human Services and the Federal Tuberculosis Task Force to develop new tools for the elimination of tuberculosis, including drugs, diagnostics, and vaccines; (4) require the Director of the National Heart, Lung, and Blood Institute of the National Institutes of Health (NIH) to expand, intensify, and coordinate NIH tuberculosis research, to make awards to faculties of medical and osteopathic schools to develop curricula for tuberculosis prevention, management, and control, and to make awards to support career development of clinically trained professionals committed to pulmonary infection research; (5) require the National Institute of Allergy and Infectious Diseases at NIH to work to develop a tuberculosis vaccine; (6) require the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis; and (7) require the Secretary to ensure that a portion of funds appropriated to repay education loans of qualified health professionals, researchers from disadvantaged backgrounds, and clinical researchers is reserved for contracts with individuals who research tuberculosis.

Unintended Pregnancy Reduction Act of 2006 - Amends title XIX (Medicaid) of the Social Security Act to: (1) prohibit a state from providing for medical assistance through enrollment of an individual with benchmark coverage or benchmark-equivalent coverage unless it includes certain family planning services and supplies; (2 ) include women who are not pregnant but who meet certain income eligibility standards in a mandatory categorically needy group for family planning services purposes; and (3) allow a state Medicaid plan to provide for making medical assistance available to such individuals during a presumptive eligibility period.

Shirley A. Chisholm United States-Caribbean Educational Exchange Act of 2006 - Authorizes the Secretary of State to establish the Shirley Chisholm United States-Caribbean Educational Exchange Program under which scholars and secondary, undergraduate, and graduate students from the Caribbean would attend U.S. schools, participate in activities designed to promote a greater understanding of U.S. values and culture, and have the option to live with a U.S. host family. Directs the United States Agency for International Development (USAID) to develop a comprehensive program that extends and expands existing primary and secondary school initiatives in the Caribbean to provide: (1) teacher training methods; and (2) increased community involvement in school activities.

Communities of Color Teen Pregnancy Prevention Act of 2006 - Requires the Secretary of Health and Human Services to make grants for projects to prevent teen pregnancies in racial, ethnic minority, or immigrant communities with a substantial incidence or prevalence of cases of teen pregnancy as compared to the average number of such cases in communities in the state involved. Allows the Secretary to make grants to: (1) provide necessary social and cultural support services regarding teen pregnancy; (2) provide health and educational services related to the prevention of teen pregnancy; (3) promote better health and educational outcomes among pregnant teens; (4) provide training for individuals who plan to work in school-based support programs regarding the prevention of teen pregnancy; and (5) provide public education and increase awareness with respect to the issue of teen pregnancy and related social and emotional issues. Requires the Secretary to make grants to establish and operate a National Clearinghouse for Teen Pregnancy Prevention. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to conduct, support, and coordinate research on the prevention of teen pregnancy in such communities. Allows a grant to be made under this Act only if the applicant agrees that: (1) all information provided pursuant to the Act will be age-appropriate, factually and medically accurate and complete, and scientifically based; and (2) information, activities, and services under the grant will be provided in the language and cultural context that is most appropriate for individual groups.

United States Physician Shortage Elimination Act of 2006 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish the National Health Service Corps Medical School Scholarship Program to ensure an adequate supply of physicians providing primary health services. Requires the Secretary to provide scholarships and accept individuals into the Corps in exchange for such individuals completing a residency in a specialty needed by the Corps and serving as a provider of primary health services in a health professional shortage area for six years. Allows the Secretary to make grants to: (1) increase the capacity of medical schools to accept students each year; (2) recruit students to participate in the Corps Scholarship Program; (3) increase the number of minority health professionals servicing medically underserved communities; and (4) establish new or alternative-campus accredited medical residency programs affiliated with accredited medical programs. Allows the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to make grants to community health centers to: (1) increase the number of medical service providers associated with such centers; and (2) increase primary care capabilities through the construction, expansion, or renovation of facilities.

Joshua Omvig Veterans Suicide Prevention Act - Directs the Secretary of Veterans Affairs to develop and implement a comprehensive program for reducing the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline. Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary should take in the special needs of PTSD-afflicted veterans in developing and implementing the program.

Expresses condolences to the people of India and the victims and their families for the July 11, 2006, terrorist attacks that occurred in Mumbai, and condemns these heinous attacks on the people of Mumbai. Expresses U.S. resolve to strengthen the newly-expanded relationship with India, a friend and democratic ally of the United States. Calls upon the international community to strengthen efforts to: (1) combat the social injustice, oppression, poverty, and extremism that breeds terrorism; (2) defeat terrorists in all countries by defeating the ideology and the terrorist networks that train and carry out attacks; and (3) increase international cooperation to advance human rights.

Living American Wage (LAW) Act of 2006 - Expresses the sense of Congress that: (1) the federal minimum wage should be adjusted every four years so that a person earning such wage may earn an annual income of not less than 112% of the federal poverty threshold; and (2) Congress or the states may establish higher minimum wage requirements than that established in this Act. Amends the Fair Labor Standards Act of 1938 to revise calculation of the federal minimum wage to be not less than $5.15 an hour beginning September 1, 1997, and not less than the minimum hourly wage sufficient for a person to earn an annual income that is 12% higher than the federal poverty threshold for a two person household, with one child under age 18 years of age, beginning January 1, 2007.

Traumatic Brain Injury Act of 2006 - Amends the Public Health Service Act to: (1) revise the national program for traumatic brain injury registries to include grants for a traumatic brain injury surveillance system; and (2) authorize appropriations through 2010 for the prevention and control of injuries. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC) and the Director of the National Institutes of Health (NIH), to conduct a study to: (1) determine the incidence and prevalence of traumatic brain injury; (2) maintain data on the incidence and prevalence of mild traumatic brain injury; (3) report national trends in traumatic brain injury; (4) identify common therapeutic interventions used for the rehabilitation of individuals with such injuries; and (5) develop practice guidelines for such rehabilitation. Allows the Secretary, acting through the Administrator of the Health Resources Services Administration (HRSA), to make grants to states and American Indian consortia to improve access to rehabilitation and other services regarding traumatic brain injury. Requires the Administration and the Commissioner of the Administration on Developmental Disabilities to coordinate the collection of data regarding protection and advocacy services. Directs the Administrator to make a grant for training and technical assistance to protection and advocacy systems, if funds permit. Allows the Secretary, acting through the Administrator, to provide for projects of national significance that: (1) support the development of policies that reinforce and promote self-determination, independence, productivity, integration, and inclusion in all facets of community life for individuals with traumatic brain injury; and (2) hold promise to improve or expand opportunities for such individuals.

Elder Abuse Prevention Act of 2006 - Requires states to adopt laws and policies that prohibit parole for: (1) any individual who is convicted of a criminal sexual offense against a victim who is elderly; or (2) a sexually violent predator. Requests the U.S. Sentencing Commission to promptly review its guidelines for sexual offenses committed against the elderly and to consider new guidelines for enhanced sentencing for such crimes.
