Expresses the sense of the House of Representatives that the President should give serious consideration to recognizing the authorities of Tibet who are currently exiled in Dharamsala, India, as the legitimate representatives of Tibet, if such authorities and the Government of the People's Republic of China have not signed, within three years, an agreement that provides for the political autonomy of Tibet.

Battered Immigrant Family Relief Act of 2001 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make qualifying battered alien spouses and children eligible for specified public benefits. Redefines "qualified alien" for such purposes. Amends the Immigration and Nationality Act to modify procedures and provide special rules for battered aliens with respect to: (1) public charge inadmissibility (2) immigrant petitions, including self-petitioning petitions; (3) implementation of immigration provisions in the Violence Against Women Act (VAWA); (4) fiancee conditional residency requirement; (5) removal and inadmissibility; (6) adjustment of status; and (7) access to VAWA for visa waivers. Amends the Departments of Commerce, Justice, and State, the Judiciary and Related Agencies Appropriations Act, 1998 to provide that requirements and restrictions placed upon Legal Services Corporation funding shall not be construed to prohibit a recipient from providing related legal assistance to certain aliens who have been battered or subjected to extreme cruelty. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to direct the Violence Against Women Grants Office in the Department of Justice to report on services for underserved populations. Amends the Family Violence Prevention and Services Act to include alienage status within the scope of underserved populations.

Predatory Mortgage Lending Practices Reduction Act - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person, in connection with a subprime federally mortgage related loan, from providing mortgage lending services or mortgage brokerage services unless such person is certified by the Secretary of Housing and Urban Development as having been adequately trained with regard to subprime lending. Amends the Truth in Lending Act to set forth lender requirements for high cost mortgages known as a "best practices plan". Proscribes unfair or deceptive acts or practices in providing mortgage lending services for either a subprime federally related mortgage loan or for mortgage brokerage services for such a loan. Sets forth civil penalties for violations. Consumer Fairness Act - Amends the Consumer Credit Protection Act to declare unenforceable a written provision in any consumer contract or transaction which requires binding arbitration to resolve any controversy arising out of such transaction or contract, or to refuse to perform all or any part of the transaction. (Permits post-controversy arbitration agreements.) Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize the Community Development Financial Institutions Fund to make grants to nonprofit community development corporations to educate borrowers and community groups regarding illegal and inappropriate predatory lending practices.

National Center for Social Work Research Act - Amends the Public Health Service Act to establish the National Center for Social Work Research (and a related advisory council) within the National Institutes of Health to conduct, support, and disseminate targeted research on social work methods and outcomes related to problems of significant social concern.

Clean, Learn, Educate, Abolish, Neutralize, and Undermine Production (CLEAN-UP) of Methamphetamines Act of 2002 - Authorizes the Secretary of Agriculture and the Secretary of the Interior to carry out environmental cleanup and remediation programs involving specified lands that are contaminated with hazardous substances associated with illegal methamphetamine manufacture. Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

Responsible Student Financial Assistance Assurance Act of 2002 - Amends the Higher Education Act of 1965 to provide that only those students who have committed drug offenses during the period they were receiving student grant, loan, or work assistance shall have their eligibility for such assistance suspended upon conviction for such an offense.

Declares that it is the sense of the Congress that: (1) an outpatient prescription drug benefit for medicare beneficiaries (under title XVIII of the Social Security Act) should be enacted in 2002; (2) the concurrent resolution on the budget for FY 2003 should include new budget authority for each of FY 2003 through 2008 to provide for medicare coverage of outpatient prescription drugs; and (3) the aggregate amount of that new budget authority for FY 2003 through 2008 should be $300 billion.

Amends the Immigration and Nationality Act to provide that an alien seeking nonimmigrant U.S. entry for a brief stay occasioned by the serious illness or death of an immediate family member (as defined by this Act) shall be presumed to be entitled to nonimmigrant status unless the consular or immigration officer makes a fact- based determination that the alien: (1) is inadmissible; or (2) does not intend to leave the United States. (Current law presumes an alien to be an immigrant unless he or she establishes entitlement to nonimmigrant status.) Provides for an expedited consular appeal (based upon an alien having a U.S. sponsor) under specified circumstances. Directs the Attorney General to establish tracking procedures respecting the admission and departure of such aliens.

Highway Funding Restoration Act - Amends the Transportation Equity Act for the 21st Century to require that obligations for Federal-aid highway and highway safety construction programs for FY 2003: (1) meet a specified minimum level; and (2) be distributed in accordance with that Act.

Calls for: (1) recognition of private organizations and health care providers for promoting awareness and research of scleroderma; (2) greater awareness of the symptoms of scleroderma and contributions to the fight against it; (3) the Government to promote awareness, to adequately fund scleroderma research projects, and to continue to consider ways to improve the quality of health care services for scleroderma patients; (4) the National Institutes of Health to continue to play a leadership role in the fight against scleroderma; and (5) the Centers for Disease Control and Prevention to give priority to establishing a national epidemiological study to better track and gather information about scleroderma.

Amends the Brady Handgun Violence Prevention Act to prohibit the possession or transfer of a junk gun (defined as a handgun that is not a sporting handgun and any combination of parts from which such handgun can be assembled) which has been shipped or transported in interstate or foreign commerce. Makes this provision inapplicable to the continuous and otherwise lawful possession of a junk gun by a person during any period that began before this Act's effective date.

Authorizes the Secretary of Health and Human Services to make grants to eligible nonprofit community based pregnancy help medical clinics to purchase ultrasound equipment to provide free examinations to pregnant women, under the direction and supervision of a licensed medical physician. Conditions eligibility on a clinic agreeing to provide each examined woman a visual image, the age, and a physical description of the fetus and information on abortion and alternatives.

Employee Pension Freedom Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to set forth requirements for disclosure, diversification, account access, and accountability under defined contribution plans that are individual account plans (401(k) and similar plans). Requires pension plan administrators to provide certain benefit information to participants or beneficiaries periodically. Requires plan sponsors (employers) and plan administrators to provide all material investment information to participants and beneficiaries, in an accurate form, as required to be disclosed to investors under applicable securities laws, and treats misleading investment information as a violation. Requires individual account plans that permit participants or beneficiaries to exercise control over their account assets to grant them the right to allocate all their nonforfeitable accrued benefits which are readily tradable employer securities to any investment option provided under the plan. Reduces, from three years to one year, the maximum vesting period for individual account plans (so that an employee who has completed at least one year of service has a nonforfeitable right to all of the employee's accrued benefit derived from employer contributions). Requires individual account plan fiduciaries to give 30 days notice to plan participants and beneficiaries before a lockdown limiting their control over their account assets, and limits the maximum duration of any such lockdown to ten business days. Requires each fiduciary of an individual account plan to be bonded or insured in an amount sufficient to ensure coverage of financial losses due to failures to meet certain ERISA requirements. Requires joint boards of trustees, representing interests of employers and those of employee participants and beneficiaries, to hold in trust the assets of single-employer plans which are individual account plans with some or all assets derived from employee contributions. Makes liable anyone who participates in or conceals certain breaches of fiduciary duty. Provides that rights or claims under ERISA may not be waived, with specified exceptions. Establishes an Office of Pension Participant Advocacy in the Department of Labor. Directs the Pension Benefit Guaranty Corporation to study and report to specified congressional committees on the feasibility of and options for developing an insurance system for individual account plans.

Pension Protection and Diversification Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to: (1) limit to 20 percent the portion of funds which may be invested in the employer's stock and real property by an employee's individual account plans, including those which include cash or deferred arrangements under Internal Revenue Code section 401(k) and (2) allow an employee to direct the plan to divest the employee's account of such employer securities or property and to reinvest an equal amount in other assets, at any time after 90 days following allocation of employer securities or real property to the employee's individual account plan. Exempts employee stock ownership plans (ESOPS) from these new ERISA provisions. Amends Internal Revenue Code to: (1) allow employees to diversify assets in ESOPS after five years, and after they've reached age 35 (but requires a trustee-to-trustee transfer for those under age 55); and (2) reduce by 50 percent the allowable deduction for employer matching contributions to defined contribution plans made in employer securities.

ATM Consumer Protection Act - Amends the Electronic Fund Transfer Act to instruct the Board of Governors of the Federal Reserve System to prescribe minimum mandatory standards for automated teller machine operator compliance with installation, maintenance, and operation of security devices and procedures to: (1) discourage robberies, burglaries, and larcenies relating to automated teller machines use; and (2) assist in the identification and apprehension of persons who commit such acts. Cites minimum security requirements including: (1) procedures to identify persons committing crimes; (2) adequate lighting; (3) surveillance cameras; ( 4) maintenance of surveillance records for law enforcement purposes; and (5) an alarm system for prompt notification of an attempted or perpetrated robbery, burglary or larceny.

Expresses support for the efforts of the Ukrainian people to promote democracy, the rule of law, and respect for human rights in Ukraine. Urges the Government of Ukraine to: (1) enforce impartially the Law on Elections of People's Deputies of Ukraine, signed by President Leonid Kuchma on October 30, 2001; and (2) meet its commitments on democratic elections, as delineated in the 1990 Copenhagen Document of the Organization for Security and Cooperation in Europe (OSCE), with respect to the campaign period and election day; and (3) address issues identified by the Office of Democratic Institutions and Human Rights (ODIHR) of OSCE in its final report on the 1999 presidential election, such as state interference in the campaign and pressure on the media. Calls upon the Ukrainian Government to allow election monitors from the ODIHR, other participating OSCE states, and foreign and domestic private institutions and organizations full access to all aspects of the parliamentary election process.

Enron Employee Pension Recovery Act of 2002 - Sets forth a priority allocation scheme requiring the Securities and Exchange Commission (SEC) to distribute to former Enron, subsidiary, or affiliate employees the proceeds from any administrative or judicial order brought for securities violations against the Enron Corporation or Arthur Andersen L.L.C., or any of their subsidiaries, affiliates, officers, directors, or principal shareholders for an accounting or disgorgement of funds (including any civil penalty assessments). Amends the Federal Election Campaign Act of 1971 to authorize the transfer of Federal campaign contributions to such disgorgement fund. Authorizes the SEC to accept donations to the United States for such fund.

Medicare Drug and Service Coverage Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Outpatient Prescription Drug Benefit Program), a voluntary prescription drug benefit program to provide eligible enrollees covered outpatient prescription drugs, covered medication preparation services, and covered medication therapy management services. Requires such an enrollee to be entitled to hospital insurance benefits under Medicare part A (Hospital Insurance) and enrolled in Medicare part B (Supplementary Medical Insurance). Establishes within the Supplementary Medical Insurance Trust Fund the Prescription Drug Benefit Insurance Account for the payment of benefits under the program. Makes program enrollees responsible for a $250 annual deductible and a co-payment for services for which payment may be made under the program. Establishes a Medicare Prescription Drug Benefit Advisory Commission. Directs the Secretary of Health and Human Services, with the Commission's advice, to: (1) determine and promulgate a coinsurance amount that qualified beneficiaries pay with benefits covered under this program for the next calendar year; and (2) determine and promulgate a monthly premium.

Declares that Congress: (1) expresses its deepest sympathies and condolences to the people of the Democratic Republic of the Congo who were tragically affected by the eruption of the Nyiragongo volcano on January 17, 2002; and (2) supports a substantial increase in the amount of assistance provided by the United States to such people to aid in rebuilding their villages and their lives.

Medicaid Community-Based Attendant Services and Supports Act of 2002 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to provide for: (1) mandatory coverage of community-based attendant services and supports; and (2) increased Federal financial participation for early coverage States for certain expenditures with respect to community-based attendant services and supports. Directs the Secretary of Health and Human Services to award grants to eligible States to carry out certain capacity building activities with respect to community-based attendant services and supports. Requires each State to establish a Consumer Task Force to assist the State in the development, implementation, and evaluation of real choice systems change initiatives. Directs the Secretary to conduct a project to evaluate service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to non-elderly dually eligible individuals.

Group Health Plan Coverage Expansion Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to direct the Secretary of Labor to establish a program to promote and facilitate expansion of coverage under group health plans. Requires administrators of employee benefit plans under ERISA to notify plan participants, in plan descriptions, of the availability of : (1) child health insurance assistance, through the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA); and (2) cash benefits for eligible elderly or disabled individuals, through Supplemental Security Income (SSI) payments under title XVI of SSA. Prohibits group health plans, and health insurance issuers offering group health insurance coverage, under ERISA, from imposing: (1) any aggregate lifetime limit on benefits, including any category of benefits; or (2) any change in the premium rates charged to any participant or beneficiary to make them more than those charged to otherwise similarly situated individuals solely on the basis of a pre-existing condition. Amends the Internal Revenue Code to allow pension or annuity plans to make payments for premiums for continuation coverage (COBRA benefits, in reference to requirements of title X of the Consolidated Omnibus Budget Reconciliation Act of 1985) under a group health plan on behalf of a qualified beneficiary, if such COBRA benefits are subordinate to retirement benefits provided by the plan and to the qualified current retiree health liabilities of a health benefits account which is part of such plan. Amends ERISA to authorize the Secretary or a State to bring a civil action for equitable relief against a qualified individual for not maintaining substantial health insurance coverage while obtaining emergency room services. Authorizes a court to order such a defendant to maintain at least two years of substantial health insurance coverage on the patient involved.

Domestic Violence Victim Protection Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) include among the eligibility criteria for certain Federal grants State laws authorizing gun confiscation by law enforcement officers in certain domestic violence cases; and (2) authorize grants for State hire of additional personnel for entering information relating to protection orders. Amends the Violence Against Women Act of 1994 to: (1) authorize grants for training programs to establish integrated domestic violence courts; (2) include among the eligibility criteria of the National Stalker and Domestic Violence Reduction grant program State certification that its laws relating to the elements of a stalking offense require only that the defendant has on more than one occasion harassed or threatened the victim (thereby excluding any requirement for a specific intent to cause fear); and (3) authorize grants for State hire of additional personnel for entering information relating to stalking and domestic violence data.

Afghanistan and Central Asian Republics Sustainable Food Production Trust Fund Act of 2001 - Directs the Secretary of the Treasury to enter into negotiations with the International Bank for Reconstruction and Development to establish an Afghanistan and Central Asian Republics Sustainable Food Production Trust Fund at the Bank to aid rural development in and create sustainable food production for Afghanistan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. Directs that grants from the Fund will go to assist nongovernmental organizations carrying out the following activities in those countries: (1) restocking seed; (2) replacing breeding livestock; (3) restoring basic irrigation systems; (4) providing access to credit for food production, processing or marketing enterprises through rural microenterprise loan programs; and (5) technical assistance. Places human rights and other conditions on the government of Afghanistan for projects to be funded in Afghanistan.

Child Development and Family Employment Act of 2002 - Amends the Child Care and Development Block Grant Act of 1990 (CCDBGA) to increase and extend the authorization of appropriations. Revises State plan requirements to include preservice training for child care providers. Requires payment rates to: (1) ensure access to comparable quality and types of services; (2) be adjusted to reflect increases in cost of living, as determined by market surveys at least every two years; and (3) reflect cost variations for different ages of children and different types of care. Revises requirements for activities to improve child care quality services. Earmarks funds for: (1) services for children from birth through three years of age; and (2) a statewide system of local child care resource and referral organizations carrying out certain functions, including training, to assist parents and providers. Directs the Secretary of Health and Human Services to make incentive grants to States to increase reimbursement rates for child care providers. Requires the Secretary to establish: (1) a national training and technical assistance center specializing in infant and toddler care and their families; and (2) a national data system on supply, demand, and quality of child care, early education, and non-school hours programs. Includes foster children among those who may be eligible for CCDBGA services if other conditions are met. Focus On Committed and Underpaid Staff for Children's Sake Act - FOCUS Act - Establishes: (1) the Child Care Provider Retention and Development Grant Program; and (2) the Child Care Provider Scholarship Program.

Use NICS in Terrorist Investigations Act - Amends the Brady Handgun Violence Prevention Act to direct the Attorney General to allow the Federal Bureau of Investigation to access National Instant Check System (NICS) audit log records for the purpose of responding to an inquiry from any Federal, State, or local law enforcement agency in connection with a civil or criminal law enforcement investigation. Requires firearms transaction records relating to the person or the transfer to be destroyed not less than 90 days after the date on which the firearms licensee first contacts the system with respect to the transfer if the receipt of the firearm would not violate such Act. Directs: (1) the Attorney General to make such records available to the Secretary of the Treasury to conduct audits to detect fraud and misuse, and to protect the privacy and security, of information in the system; and (2) the Department of the Treasury to maintain and destroy those records in accordance with all applicable laws.

Community Access to Emergency Defibrillation Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian tribes, and tribal organizations to develop and implement public access defibrillation programs by: (1) training and equipping local emergency medical services personnel to administer immediate care, including cardiopulmonary resuscitation (CPR) and automated external defibrillation (AED), to cardiac arrest victims; (2) purchasing AEDs, placing the defibrillators in public places where cardiac arrests are likely to occur, and training personnel in such places to administer CPR and AED to such victims; (3) setting procedures for proper maintenance and testing of such devices; (4) providing training to members of the public in CPR and AED; (5) integrating the emergency medical services system with the public access defibrillation programs; and (6) encouraging private companies to purchase AEDs and provide training for their employees to administer CPR and AED to cardiac arrest victims in their community. Directs the Secretary to award grants to States, Indian tribes, and tribal organizations to develop and implement innovative, comprehensive, community-based public access defibrillation demonstration projects that: (1) provide CPR and AED to cardiac arrest victims in unique settings; (2) provide training to community members in CPR and AED; and (3) maximize community access to AEDs. Directs the Secretary to award a grant to a health care organization to establish a national information clearinghouse that provides information to increase public access to defibrillation in schools.

Family Life Education Act - Requires the Secretary of Health and Human Services to make grants to States for family life education, including abstinence and contraception. Expresses the sense of Congress that States should, but need not, provide matching funds. Requires the Secretary to provide for national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including the delay of sexual and high-risk activity, the prevention of pregnancy and disease (including HIV/AIDS), and the increase of contraceptive knowledge.

Expresses the sense of the House of Representatives that the United States should: (1) remain a signatory to the Anti-Ballistic Missile (ABM) Treaty; (2) not encourage Russia to withdraw from the ABM Treaty to validate U.S. efforts to build a national missile defense system; and (3) continue to work cooperatively with Russia and other nuclear powers to prevent nuclear proliferation, reduce the number of weapons in current arsenals, and facilitate nuclear disarmament.

Health Care Safety Net Improvement Act - Amends the Public Health Service Act (PHSA) to increase the authorization of appropriations for health centers for FY 1997 through FY 2002 and authorize such appropriations as may be necessary for such centers for FY 2003 through FY 2006. Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Retirement Enhancement Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise or provide pension plan requirements for: (1) plan coverage and participation, defined contribution plan benefit vesting, and simplified pension plans; (2) various pension protections for spouses (under both ERISA and the Civil Service Retirement Spouse Equity Act of 1984); (3) simplified investment standards, including disclosure regarding investments and voting of proxies, diversification in defined contribution investments, diversification of investments under employee stock ownership plans by participants and beneficiaries over 55 years of age; (4) pension information reporting and enforcement for defined benefit plans and multiemployer plans; and (5) various pension protections for a changing workforce, including pension plan qualified loans for health insurance and job training expenses of participants or beneficiaries, immediate distributions if rolled over to qualified plans, prompt distributions from defined contribution plans upon termination of participants' covered employment, and an extended period for recoupment of overpayments.

Retirement Enhancement Revenue Act of 2001 - Amends the Internal Revenue Code, with respect to public employee pension plans, to set forth additional reporting and disclosure requirements and provide for the review of employee contribution changes by qualified review boards. Establishes: (1) a limited refundable credit to certain individuals for elective deferrals and IRA contributions; and (2) a limited credit for qualified pension plan contributions of small employers. Makes additional revisions to pension provisions, including: (1) requiring 401(k) plans to be offered to all eligible employees and to meet minimum coverage requirements; (2) increasing from the age of 70-and-one-half to age 75 the requirement to begin mandatory pension distributions; (3) permitting a statutory exemption from prohibited transaction rules for emergent transactions; (4) permitting loans from a pension plan for involuntarily separated employees for health insurance and job training expenses; and (5) permitting a prohibited transaction exemption for providing investment advice.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from making a determination that real estate brokerage activity or real estate management activity is an activity that is either financial in nature or incidental to any financial activity, or is complementary to a financial activity.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education and information campaign promoting stroke prevention and immediate treatment. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse, including conducting and/or making available research concerning best practices for prevention, treatment, and rehabilitation; (2) make grants to States to establish statewide stroke prevention, treatment, and rehabilitation systems; and (3) develop a model curriculum for training emergency medical services personnel. Sets forth requirements for the State grant program, including matching funds, standards for care and facilities, central data reporting and analysis, special consideration for geographic areas with high rates of disability from stroke or significant need, and technical assistance. Authorizes the Secretary to make grants to develop and implement education programs for appropriate medical personnel with regard to newly developed diagnostics, technologies, and therapies for stroke prevention and treatment.

Afghanistan Freedom and Reconstruction Act of 2001 - States that United States policy should be to support the convening of a traditional Afghan assembly in order to facilitate a transition in Afghanistan to a popularly elected representative government. Authorizes the President to send aid under the Foreign Assistance Act to support transition to a multiethnic democratic government in Afghanistan. Authorizes the Broadcasting Board of Governors to increase Voice of America broadcasts into Afghanistan and to use Radio Free Europe/Radio Liberty to create "Radio Free Afghanistan" broadcasts in local languages. Authorizes the President to disburse additional humanitarian aid to Afghanistan in 2002 and 2003, to be distributed equitably and to include assistance for Afghan refugees in Central Asia. Expresses the sense of Congress that development aid should be targeted toward refugees, women, and the urban and rural poor, and that emphasis for all aid should be placed on needs of women and children, particularly girls. Authorizes the President to disburse assistance for a multinational security force in Afghanistan, and to make a donation to the United Nations Drug Control Program to combat trafficking in illicit drugs in Afghanistan, particularly heroin. Directs the President to institute economic sanctions against governments not complying with specific United Nations Security Council resolutions concerning the former Taliban government of Afghanistan.

Embassy Employee Compensation Act - Directs the Attorney General to provide compensation for American citizens who were victims of the bombings of the United States Embassy in Nairobi, Kenya and of the United States Embassy in Dar es Salaam, Tanzania on August 7, 1998. Authorizes payments for physical harm, economic losses and noneconomic losses such as physical and emotional pain or loss of enjoyment of life for individuals present at either of the bombings or their immediate aftermath. Allows relatives of an individual killed to collect on behalf of the deceased. Declares that individuals filing claims waive the right to participate in civil suits in any Federal or State court for damages sustained in the bombings, except for suits that involve recovery of "collateral source" obligations such as life insurance, pension funds, death benefit programs and payments by Federal, State and local governments. Declares that only one claim may be filed by an individual or on behalf of a deceased person and that there will be no punitive damages awarded.

Expresses the sense of the House of Representatives that the President should use his authority under the Low-Income Home Energy Assistance Act of 1981 to release emergency funds to States immediately to ease the additional financial burden that job loss and depressed consumer confidence have placed on low-income families.

Firefighters Affordable Housing Act - Authorizes the Secretary of Housing and Urban Development to provide mortgage assistance to qualified volunteer firefighters. Ends such assistance upon termination of: (1) use as primary residence; or (2) firefighter duties within ten years of the mortgage's execution. Amends the National Housing Act to provide for one percent downpayments (and deferral and reduction of up-front premium) for Federal Housing Administration mortgage loans for qualified professional firefighters to purchase homes within the jurisdictions of their employing public fire service or rescue or ambulance agency. (Requires the mortgagor to not have had an ownership interest in a principal residence within such jurisdiction during the 12-month period ending upon the mortgage's insurance.)

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

Small Business Insurance Data Disclosure Act - Directs the Administrator of the Small Business Administration to establish requirements for insurers to compile and submit information to the Administrator for each annual reporting period, as required in this Act. Requires such information to include the analysis and comparison of the availability and affordability of insurance coverage and the quality and type of coverage for small businesses, including small businesses located in low- and moderate-income neighborhoods and minority- and women-owned small businesses. Directs the Administrator to provide for the waiver of such reporting requirements for each insurer within a State which requires insurers to submit a level of information at least equivalent to that required herein and which provides for adequate enforcement of such requirements. Requires: (1) each insurer to maintain submitted information for at least three years after each reporting period; (2) all submitted information to be made available to the public; (3) the Administrator to designate appropriate lines of insurance and coverage types for small businesses; and (4) the Administrator to survey a representative sample of small business owners regarding their experience in applying for, obtaining, and being refused small business insurance. Provides civil penalties against insurers violating the requirements of this Act.

Access for Afghan Women Act of 2001 - Directs the United States to undertake a variety of measures to guard and enhance the quality of life of Afghan and other Central Asian women, including the following: (1) incorporating the perspectives of women's and human rights organizations in matters related to peace and the future governance of Afghanistan; (2) including significant numbers of women in drafting a new constitution for Afghanistan; (3) providing funding for education for all Afghans; (4) increasing Central Asian women's access to and ownership of productive assets and property; (5) providing funding for women-centered economic development programs in Central Asia; (6) assuring the safety and health of female Central Asian refugees; and (7) including women in peacekeeping and peace building measures in Central Asia. Defines Central Asia as Afghanistan, Pakistan, Tajikistan, Turkmenistan, Kazakhstan and Uzbekistan.
