Jobs, On-the-Job 'Earn-While-You-Learn' Training, and Apprenticeships for Young African Americans Act This bill makes changes to the national apprenticeship system aimed at promoting diversity. Specifically, the bill establishes the Diversity and Inclusion Administrator in the Office Apprenticeship within the Office of Employment and Training Administration at the Department of Labor, requires every apprenticeship program that registers or renews an apprenticeship with the Office of Apprenticeship to submit a plan to increase participation by individuals who are African American, and requires the Diversity and Inclusion Administrator to award grants to create or expand diversity in registered apprenticeship programs.

Save America’s Forgotten Equines Act of 2021 or the SAFE Act of 2021 This bill prohibits the transporting, receiving, possessing, purchasing, selling, or donation by a person of an equine (e.g., horse) that the person has reason to believe will be slaughtered for human consumption.

Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.

Concentrating on High-value Alzheimer's Needs to Get to an End Act of 2021 or the CHANGE Act of 2021 This bill modifies the requirements under Medicare for diagnosing and treating Alzheimer's disease and other cognitive impairments in older adults. Specifically, the bill expands the cognitive impairment detection benefit during annual wellness visits to require the use of validated detection tools and documentation of the results in the patient's medical record. Further, when a cognitive impairment is detected, the patient must be referred to an appropriate diagnostic service provider and other specified supports. Additionally, the Centers for Medicare & Medicaid Services must implement Medicare policies that increase the identification and response to patients' Alzheimer's disease risk factors and incentivize providers to utilize high-quality cognitive impairment diagnosis practices. The Government Accountability Office also must conduct a study of policies that may accelerate progress in Alzheimer's disease research and enhance the quality of care for individuals diagnosed with Alzheimer's disease.

Real Education and Access for Healthy Youth Act of 2021 This bill requires the Department of Health and Human Services (HHS) to establish grants to support sex education and sexual health services for young people (ages 10 through 29) and repeals requirements that apply to certain federally funded sex education programs. HHS must award grants, in coordination with the Department of Education, to (1) provide sex education to young people through elementary and secondary schools, institutions of higher education, and youth-serving organizations; and (2) train education professionals to effectively teach, and otherwise support, sex education. Sex education refers to high quality teaching and learning that follows, to the maximum extent practicable, specified educational standards; covers a variety of topics concerning sex and sexuality; explores values and beliefs about those topics; and helps young people gain skills to navigate relationships and manage sexual health. Additionally, HHS must award grants for the provision of sexual health services to marginalized youth to youth-serving organizations and health care entities that are eligible to receive covered outpatient drugs at reduced prices through the 340B drug discount program. Recipients of any of these grants must comply with certain nondiscrimination requirements. In addition, they may not use funds for sex education programs or sexual health services that provide incomplete or inaccurate medical information or fail to address specified issues. The bill also eliminates prohibitions regarding the content of specified federally funded sexual health education and information programs and repeals the Abstinence Only Until Marriage program.

Institutional Grants for New Infrastructure, Technology, and Education for HBCU Excellence Act or the IGNITE HBCU Excellence Act This bill establishes a grant program to support long-term improvements of historically Black colleges and universities (HBCUs) and graduate programs at HBCUs. Specifically, the bill requires the Department of Education (ED) to award grants to HBCUs to improve campus facilities. A recipient must use grant funds for certain activities, such as constructing or renovating facilities, carrying out major repairs, and strengthening the safety and security of a campus. Any new construction, modernization, or renovation projects must meet building code and energy and water conservation requirements. Further, HBCUs must seek to procure contracts from certain small businesses, including those owned and controlled by veterans and service-disabled veterans. The bill prohibits the use of grant funds for specified activities, including for the payment of routine and predictable maintenance costs, minor repairs, and utility bills. The Government Accountability Office must study the implementation of the grant program. The bill also requires ED to repay the outstanding balance of principal, interest, fees, and costs and any related reimbursements for certain capital financing loans.

21st Century President Act This bill revises the definition of immediate family for purposes of a criminal offense involving a threat to kill, kidnap, or inflict bodily harm on a former President or a member of the immediate family of a former President. Specifically, it replaces gender-specific references to a former President's wife and widow with the gender-neutral terms spouse and surviving spouse .

Transportation Equity Act This bill directs the Department of Transportation (DOT) to reestablish the Transportation Equity Committee. The committee must provide independent advice and recommendations to DOT on transportation equity issues. The committee must also evaluate the work of DOT in connecting people to economic and related forms of opportunity and carrying out its strategic, research, technological, regulatory, community engagement, and economic policy activities related to transportation and opportunity. In addition, DOT must appoint a full-time federal employee to serve as coordinator and act as the designated federal officer for the committee.

This resolution expresses the sense of the House of Representatives that the United States can achieve a more perfect union by condemning the violence and destruction perpetrated against the African American community of Greenwood in Tulsa, Oklahoma. The resolution states that a more perfect union may be achieved through other means as well, including by promoting tolerance and unity, and it recognizes Congress's commitment to acknowledge and learn from the history of racism and racial violence in the United States in order to reverse the legacy of white supremacy and fight for racial justice.

Improving Seniors' Timely Access to Care Act of 2021 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait five months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

Homes for Every Local Protector, Educator, and Responder Act of 2021 or the HELPER Act of 2021 This bill establishes a program administered by the Department of Housing and Urban Development to provide mortgage assistance to law enforcement officers, elementary and secondary school teachers, firefighters, or other first responders. Specifically, these individuals may be eligible for a one-time mortgage on a primary family residence with no down payment and no monthly mortgage insurance premium.

Captive Primate Safety Act This bill limits the trade and possession of nonhuman primates. For example, the bill prohibits most individuals from owning a nonhuman primate as a pet.

Health Equity and Access under the Law for Immigrant Women and Families Act of 2021 or the HEAL Immigrant Women and Families Act of 20 21 This bill extends Medicaid and Children's Health Insurance Program coverage to individuals lawfully present in the United States who otherwise meet eligibility requirements. Individuals granted federally authorized presence also are required to maintain minimum essential health insurance coverage and are eligible for health insurance exchanges, reduced cost sharing, premium subsidies, and premium tax credits.

Safer Neighborhoods Gun Buyback Act of 2021 This bill authorizes the Department of Justice's Bureau of Justice Assistance (BJA) to make grants to states, local governments, or gun dealers to conduct gun buyback programs. The BJA may distribute smart prepaid cards for use by a state, local government, or gun dealer to compensate individuals who dispose of firearms. Additionally, the bill establishes a new criminal offense for using or accepting a smart prepaid card in the acquisition or transfer of a firearm or ammunition. A violator is subject to a fine, up to two years in prison, or both.

Fair and Open Skies Act This bill prohibits the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements under the United States-European Union Air Transport Agreement of April 2007, unless DOT finds that issuing the permit or exemption would be consistent with Article 17 bis of the agreement, which provides that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure compliance with Article 17 bis . The bill modifies policy considerations relating to air carrier certificates to require DOT to consider preventing entry into U.S. markets by flag of convenience carriers (i.e., foreign air carriers established in a country other the home country of their majority owner in order to avoid regulations of the home country) and preventing the undermining of labor standards. In carrying out such air carrier certificate requirements, DOT must consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy relating to the elimination of discrimination and unfair competition, the Department of State and DOT must include in their considerations the undermining of labor standards.

Postal Service Improvement Act This bill requires mail-in ballots for federal elections to meet certain design and tracking requirements and revises authority to provide parental leave to postal employees. Specifically, each mail-in ballot must be carried or delivered in an envelope that contains a USPS barcode that enables tracking of each individual ballot, satisfies USPS requirements for ballot envelope design and for machinable (i.e., able to be processed using USPS equipment) letters, and includes the official election mail logo. The federal government must reimburse each state (including the District of Columbia and any U.S. territory or possession) for the cost of using the barcode service. The bill also provides paid parental leave to officers and employees of the USPS and the Postal Regulatory Commission.

Healthy Maternity and Obstetric Medicine Act or the Healthy MOM Act This bill expands health insurance coverage availability for pregnant individuals. It requires health insurers, health insurance exchanges, and group health plans to offer a special enrollment period to pregnant individuals. The special enrollment period offered by an insurer or exchange must begin when the pregnancy is reported to the insurer or exchange. The special enrollment period offered by a group health plan must begin when the pregnancy is reported to the plan or is confirmed by a health care provider. The bill also makes pregnancy a qualifying life event for the purpose of enrolling in a federal employee health benefit plan. Additionally, a group health plan or health insurer that covers dependents must provide coverage for maternity care to all covered individuals. Any individual who is eligible for Medicaid and is, or becomes, pregnant maintains such eligibility for one year after the end of the pregnancy. The bill revises the range in which a state must establish a maximum level of family income for pregnant women and infants to be eligible for Medicaid. The upper limit of the range is eliminated and the lower limit is set to the level in place on January 1, 2014.

Medical Nutrition Therapy Act of 2021 This bill expands Medicare coverage of medical nutrition therapy services. Currently, Medicare covers such services for individuals with diabetes or kidney disease under certain circumstances; such services must also be provided by a registered dietitian or nutrition professional pursuant to a physician referral. The bill extends coverage to individuals with other diseases and conditions, including obesity, eating disorders, cancer, and HIV/AIDS; such services may also be referred by a physician assistant, nurse practitioner, clinical nurse specialist, or (for eating disorders) a clinical psychologist.

Breast Cancer Patient Equity Act This bill provides for Medicare coverage of custom fabricated breast prostheses following the surgical removal of the breast (i.e., a mastectomy), including replacements of such prostheses. Currently, Medicare covers surgically implanted breast prostheses, as well as some external breast prostheses (e.g., post-surgical bras).

Raise the Age Act This bill establishes new restrictions on the sale or transfer of certain semiautomatic firearms to individuals under 21 years of age. Specifically, this bill makes it unlawful for a licensed gun dealer, importer, manufacturer, or collector to sell or deliver a semiautomatic center-fire rifle that has (or has the capacity to accept) an ammunition feeding device with a capacity of more than five rounds to an individual who the licensee knows or has reasonable cause to believe is under age 21. The prohibition does not apply if the individual under age 21 is a full-time law enforcement officer or active-duty member of the Armed Forces. The bill also requires the Federal Bureau of Investigation to report on the operation of its public access line, including a description of information sharing protocols and recommendations for improving such protocols.

21st Century Federal Writers' Project Act This bill creates a grant program in the Department of Labor to provide eligible entities with funds to assist individuals who are unemployed or underemployed in order to document in writing and images American society and the broad impacts and effects of the COVID-19 pandemic in the United States. In addition, Labor must (1) establish a repository of works developed through the grant program in which grantees submit completed works from subgrantees, including giving credit to each writer or artist, and make such works available to the public; and (2) forward the completed work to the Library of Congress to archive such material. The Library must establish an archive program in its American Folklife Center for collection and public availability, in a digital format of such written and visual works.

Military Spouse Hiring Act This bill expands the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A qualified military spouse is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

American Families United Act This bill authorizes the Department of Homeland Security (DHS) or the Department of Justice (DOJ) to exercise discretion in certain immigration cases. The bill also removes certain requirements related to birthright citizenship. Under this bill, DOJ or DHS may, on a case-by-case basis, exercise discretion by declining to remove an alien or bar an alien from entering the United States to prevent hardship for the alien's U.S. citizen spouse, parent, or child. However, DOJ or DHS may not exercise this discretion if the alien is removable or inadmissible due to certain grounds, including specified crime- and security-related grounds. The bill also removes certain requirements related to birthright citizenship for a child born outside of the United States to one U.S. citizen parent and one alien parent. Specifically, the bill removes a provision that requires the U.S. citizen parent to be physically present in the United States for at least five years before the child's birth in order for the child to acquire U.S. citizenship at birth.

Rail Passenger Fairness Act This bill authorizes the National Railroad Passenger Corporation (Amtrak) to bring a civil action in a U. S. District Court to enforce its preference rights over freight transportation in using a rail line, junction, or crossing.

Transform, Heal, and Renew by Investing in a Vibrant Economy Act or the THRIVE Act This bill establishes a program to address the economy, racial justice, and climate change. The President must establish a board to advise the President and the heads of federal departments and agencies regarding the implementation of this bill. The President, in consultation with the board, must establish a 10-year plan to create a society that enables and supports greater racial, Indigenous, gender, environmental, and economic justice; work opportunities; healthy communities; a stable climate; and healthy ecosystems. In addition, the President, in consultation with the board, must implement a program that provides support to public or private entities that carry out qualified programs. The programs must meet certain labor, equity, and environmental conditions and support infrastructure, including to expand access to pollution-free, renewable, and affordable energy; care workers and social infrastructure (e.g., health care infrastructure); expanded access to housing; efforts to protect and restore biodiversity or natural habitats and efforts to remediate pollution in communities harmed by environmental, economic, or socioeconomic injustice; agriculture, including agricultural workers; or the development and transformation of the U.S. industrial base, including by expanding manufacturing of clean technologies.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2021 or the CONNECT for Health Act of 2021 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as restrictions on the types of technology that may be used; permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the CMS to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must report on the effects of expanded telehealth services during the COVID-19 public health emergency, including with respect to the utilization, quality, and outcomes of services. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

Railroad Employee Equity and Fairness Act or the REEF Act This bill permanently exempts payments made from the Railroad Unemployment Insurance Account from sequestration. Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals. Currently, this exemption ends 30 days after the termination of the COVID-19 national emergency period.

Puppy Protection Act of 2021 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Highlands Conservation Reauthorization Act of 2021 This bill extends through FY2028 the Highlands Conservation Act, which provides for land conservation in Highlands states (i.e., Connecticut, New Jersey, New York, and Pennsylvania). The bill authorizes the Fish and Wildlife Service to add a municipality to the Highlands region upon the request of a Highlands state. The bill revises the way in which land is identified for conservation to require using the best available science and geographic information systems. The bill allows political subdivisions of states to enter into agreements with the Department of the Interior for land conservation projects. A Highland state that receives funds for a land conservation partnership project may not use more than 5% of the funds to administer that project. The bill extends through FY2028 Forest Service and other Department of Agriculture programs to conserve land and natural resources in the Highlands region.

Fort McClellan Health Registry Act This bill requires the Department of Veterans Affairs (VA) to establish and maintain the Fort McClellan Health Registry, which must include a list of names of those who were stationed at Fort McClellan, Alabama, between January 1, 1935, and May 20, 1999, and are seeking specified health care or benefits from the VA. Specifically, the registry must include those who apply for hospital, nursing home, domiciliary, or medical care from the VA; file a claim for compensation for service-connected disability; die and are survived by a spouse, child, or parent who files a claim for dependency and indemnity compensation; request a VA health examination; or receive a VA health examination and request to be included in the registry. The registry must also include relevant medical data of the listed individuals if they grant permission or are deceased at the time they are listed. Individuals who have submitted applications, requests, or claims prior to the enactment of this bill must be included in the registry to the extent feasible. The VA must periodically notify individuals listed in the registry of significant research developments on the health consequences of potential exposure to toxic substances or environmental hazards related to service at Fort McClellan. Additionally, the VA must reach out to individuals regarding the provision of health examinations and consultation and counseling services. In establishing and maintaining the registry, the VA must consult with the Department of Defense to acquire necessary information.

Shark Fin Sales Elimination Act of 20 21 This bill addresses the sale of shark fins and the inclusion of rays and skates in the Seafood Traceability Program. The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce. The bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The Department of Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program.

Healthy Flights Act of 202 1 This bill provides authority for the Federal Aviation Administration (FAA) to impose requirements on passenger and cargo air travel to protect the health and safety of air carrier crewmembers and passengers and to reduce the spread of infectious diseases through the aviation system during public health emergencies. For example, the bill (1) sets forth requirements relating to the use of masks and other protective equipment for airline passengers and certain airline employees; (2) requires the FAA to provide certain employees, including any air traffic controller and airway transportation systems specialists, with masks and other protective equipment; and (3) mandates the development of a national aviation preparedness plan to ensure the aviation system is prepared to respond to epidemics and pandemics of infectious diseases. Additionally, the bill directs each air carrier operating an aircraft with a seating capacity of 20 or more to implement appropriate measures on a flight to reduce the likelihood of any passenger or crewmember contracting an infectious disease. The FAA must enter into an agreement with the National Academies to conduct a study on the transmission of infectious diseases, such as respiratory diseases, in the cabins of passenger airplanes. Further, the bill (1) establishes a Center of Excellence for Infectious Disease Response and Prevention in Aviation within the FAA; and (2) directs the FAA to revise airline passenger briefing requirements, including briefings during a national emergency pertaining to a respiratory disease.

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

First Responder Access to Innovative Technologies Act This bill directs the Federal Emergency Management Agency (FEMA) to implement a uniform process for reviewing applications for certain anti-terrorism grants to urban areas and state, local, and tribal governments. Specifically, the uniform review must be done for grant applications requesting to purchase first responder equipment or systems that do not meet or exceed any applicable national voluntary consensus standards.

Hazardous Duty Pay for Frontline Federal Workers Act This bill temporarily entitles federal employees, including certain employees of the Veterans Health Administration and the Transportation Security Administration, who are exposed to COVID-19 (i.e., coronavirus disease 2019) during duty to a pay differential, as set by the Office of Personnel Management.

College for All Act of 2021 This bill establishes measures to expand access to higher education, including by eliminating tuition and required fees for eligible students, revising the Federal Pell Grant program, and reauthorizing certain programs to assist students from disadvantaged backgrounds. Specifically, the bill provides funding to eliminate tuition and required fees for (1) all students at community colleges and two-year tribal colleges and universities; (2) working- and middle-class students at four-year public institutions of higher education (IHEs) and tribal colleges and universities; and (3) eligible students at private, nonprofit historically Black colleges and universities (HBCUs) and minority-serving institutions. The bill permanently reauthorizes and otherwise revises the Federal Pell Grant program by providing funding to increase the maximum award for each eligible student, increasing the duration limit for the use of Pell Grants, and allowing students to use their awards to cover living and non-tuition expenses. Next, the bill makes Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status) who entered the United States before the age of 16 and who meet certain educational criteria eligible for federal financial aid. Further, the bill requires the Department of Education to award grants to underfunded IHEs, HBCUs, and minority-serving institutions for investing in support programs to improve student outcomes (e.g., graduation rates). The bill also reauthorizes through FY2031 the Federal TRIO Programs and reauthorizes through FY2025 the Gaining Early Awareness and Readiness for Undergraduate Programs.

Access to Contraception for Servicemembers and Dependents Act of 2021 This bill addresses Department of Defense (DOD) contraceptive care and family planning services. Specifically, the bill prohibits cost-sharing with respect to TRICARE beneficiaries for specified prescription contraceptives. Additionally, the bill prohibits cost-sharing for TRICARE Select and TRICARE Prime beneficiaries in relation to any in-network method of contraception or contraceptive care (including with respect to insertion, removal, and follow-up), any sterilization procedure, or any related patient education or counseling service. The bill requires DOD to provide information on all methods of emergency contraception and care to sexual assault survivors at its medical treatment facilities. Upon request by a sexual assault survivor, DOD must provide such emergency contraception or a prescription for emergency contraception. Finally, DOD must establish a uniform standard curriculum for education programs on family planning for all members of the Armed Forces. Such education programs must be provided to service members during their first year of service and at other appropriate times, as determined by each military department.

Superfund Polluter Pays Act This bill reinstates and extends the Hazardous Substance Superfund Financing rate through 2025 and increases the rate to 16.3 cents a barrel, adjusted for inflation beginning after 2021. The bill imposes on corporations a 0.12% tax of the excess of the modified environmental tax taxable income of the corporation over $3.13 million.

Civilian Climate Corps for Jobs and Justice Act This bill establishes a Civilian Climate Corps Program and generally revises benefits provided to national service program participants. The bill establishes a Civilian Climate Corps to operate (1) a national climate service program; and (2) a national climate service grant program to help communities respond to climate change and transition to a clean economy, including through reducing carbon emissions. The bill also provides for allowances for participants in certain national service programs, including the Volunteers in Service to America (VISTA) program and the National Civilian Community Corps. The bill expands the exclusion from gross income, for income tax purposes, to exclude amounts received as educational awards or benefits and income attributable to discharges of student loan debt under the National and Community Service Act of 1990.
