Egg Products Inspection Act Amendments of 2013 - Amends the Egg Products Inspection Act to revise provisions concerning housing and treatment of egg-laying hens and enforcement of such requirements. Sets forth separate caging device and environmental and housing conversion provisions for California. Directs the Secretary of Agriculture (USDA) to delegate to the California Department of Food and Agriculture certain enforcement authority with respect to eggs produced, shipped, handled, transported, or received in California prior to the date that is 15 years after the date of enactment of this Act.

American Opportunity Tax Credit Act of 2013 - Amends the Internal Revenue Code to replace the Hope Scholarship and Lifetime Learning tax credits with a new American Opportunity Tax Credit that: (1) allows an income tax credit of up to $2,500 of the qualified tuition and related expenses of a student who is carrying at least one half of a normal course load, (2) increases the income threshold for reductions in the credit amount based upon modified adjusted gross income, (3) allows a lifetime dollar limitation on such credit of $15,000 for all taxable years, and (4) makes 40% of the credit refundable. Allows an exclusion from gross income of any amount received as a Federal Pell Grant.

Sudan Peace, Security, and Accountability Act of 2013 - Directs the President to develop and transmit to Congress a comprehensive strategy to end serious human rights violations in Sudan and to promote comprehensive peace and democratic reform. Requires the strategy to include an interagency plan along with a description of the resources and additional personnel required for the diplomatic, economic, intelligence, and military activities to be undertaken to address and end human rights violations, strengthen democratic institutions, and expand democratic participation and governance, including capacity building of Sudanese civil society, political parties, and nongovernmental organizations seeking peaceful democratic change. Requires a description of: (1) the options for expanding U.S. diplomatic engagement with countries with close political or economic relations with Sudan, including China, Russia, Qatar, Egypt, and other traditional allies and multilateral organizations; and (2) the manner in which sanctions against Sudan or Sudanese individuals will be more effectively enforced, including by providing adequate resources and personnel to the Office of Foreign Assets Control (OFAC) within the Department of the Treasury, prioritizing the enforcement of Sudan sanctions within OFAC, and mandating increased collection of intelligence information on Sudanese targets of sanctions. Directs the President to impose specified visa, development assistance, security assistance, property, credit, financial assistance, export, cultural, or scientific sanctions on any person or government that: (1) supported or assisted Sudan in the commission of serious human rights violations in Sudan, including by selling, leasing, or otherwise transferring military equipment to Sudan or providing property, goods, technology, services, or other support in the amount of $500,000 or more that directly and significantly contributes to Sudan committing or assisting in the commission of serious human rights violations; (2) is interfering or has interfered with the delivery of humanitarian aid to Sudan; (3) is impeding the peace process or threatening the stability of any part of Sudan or the region; or (4) failed to execute an International Criminal Court arrest warrant against any Sudanese official if such person or government had the jurisdictional authority to execute the warrant and failed to make the arrest without reasonable justification. Prohibits the imposition of sanctions or other prohibitions on any government or person that is: (1) acting on behalf of the government of South Sudan in connection with the shipment or payment for oil from South Sudan or the advancement of peace between Sudan and South Sudan, or (2) providing humanitarian aid to Sudan. Amends: (1) the Comprehensive Peace in Sudan Act of 2004 to make its asset and visa sanctions applicable to Sudan, and (2) the Darfur Peace and Accountability Act of 2006 to impose such sanctions on Janjaweed commanders and coordinators threatening peace and stability in Sudan. Terminates sanctions upon certification by the President that specified conditions have been met.

Genetically Engineered Food Right-to-Know Act - Amends the Federal Food, Drug, and Cosmetic Act to deem misbranded any food that has been genetically engineered or contains one or more genetically engineered ingredients, unless such information is clearly disclosed. Exempts from this requirement any food that: (1) is served in restaurants or other similar eating establishments, (2) is a medical food, (3) would be subject to such requirement solely because it was produced using a genetically engineered vaccine, or (4) would be subject to such requirement solely because it includes the use of a genetically engineered processing aid (including yeast) or enzyme. Defines "genetically engineered" as a material intended for human consumption that is: (1) an organism produced through the intentional use of genetic engineering, or (2) the progeny of intended sexual or asexual reproduction (or both) of one or more organisms that is the product of genetic engineering. Defines "genetically engineered ingredient" as an ingredient in a food that is derived from any part of an organism that has been genetically engineered, without regard to whether: (1) the altered molecular or cellular characteristics of the organism are detectable in the material, and (2) the organism is capable for use as human food. Excludes from penalties for misbranding of genetically engineered food or ingredients any recipient that establishes a guaranty or undertaking that: (1) is signed by, and contains the name and address of, a person residing in the United States from whom the recipient received the food in good faith (including the receipt of seeds to grow raw agricultural commodities); and (2) contains a statement to the effect that the food is not genetically engineered or does not contain a genetically engineered ingredient. Applies this exclusion from penalties without regard to the manner in which the recipient uses the food. Excludes an agricultural producer also from such penalties when a violation occurs because food the producer has grown, raised, or otherwise produced, which neither contains nor was produced with a genetically engineered material, is subsequently contaminated with a food that does contain or was produced with a genetically engineered material, and the agricultural producer has not intended any such contamination nor was negligent in the matter.

Stabilize Medicaid and CHIP Coverage Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require a state Medicaid plan to provide 12-month continuous enrollment for an eligible individual, regardless of age. Amends SSA title XXI (State Children's Health Insurance) (CHIP) to require a state CHIP plan also to provide 12-month continuous enrollment for an eligible individual.

Nuclear Disaster Preparedness Act - Directs the President to issue guidance on the federal response to any nuclear disaster that: (1) may be caused by a natural catastrophe, an accident, or a terrorist or other attack; (2) occurs initially at a nuclear power plant; and (3) disperses radiation off the reactor site and into the surrounding area. Requires such guidance to: designate the single federal agency responsible for coordinating the government's efforts in response to a nuclear disaster (coordinating agency), including making a formal declaration that a nuclear disaster exists; identify the circumstances under which such declaration will occur; designate the single agency responsible for recommending the evacuation of the area within a 10-mile to 50-mile radius from the nuclear power plant; identify the circumstances under which such recommendation will be made; designate the single agency responsible for developing plans for, educating the public regarding, and conducting, such evacuation; designate the single agency responsible for recommending that evacuees may return following a nuclear disaster; identify the circumstances under which such recommendation will be made; designate the single agency responsible for conducting cleanup of a nuclear disaster; and identify what cleanup standards will apply.

Patient Centered Quality Care for Life Act - Directs the Secretary of Health and Human Services (HHS) to convene a Patient-Centered Health Care and Quality of Life Stakeholder Strategic Summit to: (1) analyze key health system barriers to providing patient-centered health care that integrates symptom management and other aspects of coordinated or palliative care; and (2) identify strategic solutions for collectively addressing quality of life concerns for the rapidly expanding population of patients and survivors facing serious, complex, and chronic illness in the United States and for the families of such patients and survivors. Requires the Secretary to establish a Summit Steering Committee, which shall draft a summary report detailing Summit recommendations for a national strategic action agenda to improve patient-centered care and quality of life. Amends the Public Health Service Act to require the Director of the Centers for Disease Control and Prevention (CDC) to establish a national quality of life education and awareness grants program initiative for seriously ill patients, their families, and health professionals who treat them for the purposes of encouraging an increased demand for and delivery of integrated and patient-centered care for managing their pain and symptoms and improving their quality of life. Requires the Director to award competitive grants to develop new and expand existing information, resources, and communication materials about symptom management and other aspects of patient-centered care as an integral part of quality care for serious illnesses. Directs the Administrator of the Health Resources and Services Administration (HRSA) to establish a health care professional workforce training grants program initiative for purposes of promoting and enhancing symptom assessment and management, communications skills, coordinated patient-centered care, and other quality of life focused clinical core competencies across all clinical specialties that serve seriously ill patients and patients with multiple or complex chronic diseases. Requires the Secretary: (1) to update and expand the September 2002 HRSA report, titled "The Supply, Demand and Use of Palliative Care Physicians in the United States"; (2) to establish a Quality of Life Cross-Agency Advisory Committee to assist the CDC and HRSA in conducting the national quality of life education and awareness initiative and the health care professional workforce training initiative and to disseminate initiative findings for cross agency implementation of best practices; and (3) acting through the Director of the National Institutes of Health (NIH), to develop and implement a strategy to be applied across NIH institutes and centers that is in accordance with the Advisory Committee's recommendations to expand national research programs in symptom management, palliative, psychosocial, and survivorship care.

Student Non-Discrimination Act of 2013 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Protecting America's Workers Act - Amends the Occupational Safety and Health Act of 1970 (OSHA) to expand its coverage to federal, state, and local government employees. Authorizes the Secretary of Labor, under specified conditions, to cede OSHA jurisdiction to another federal agency with respect to certain occupational standards or regulations for such agency's employees. Declares OSHA inapplicable to working conditions covered by the Federal Mine Safety and Health Act of 1977. Increases protections for whistle blowers under OSHA. Prescribes requirements relating to: (1) a employer's duty to furnish a place of employment free from recognized hazards causing or likely to cause death or serious physical harm that the employer creates or controls or in which the employer exposes any individual (not just an employer's employee) performing work there; (2) the posting of employee rights; (3) a site-controlling employer's duty to keep a site log for recordable injuries and illnesses of all employees, including employees of the site-controlling employer or others (including independent contractors) performing work there; (4) employer reporting of employee work-related deaths or hospitalizations, (5) a prohibition against employers adopting or implementing policies or practices that discourage or discriminate against employee reporting of work-related injuries or illnesses; (6) a prohibition against the loss of wages or employee benefits due to an employee participating in a workplace inspection; (7) investigations of incidents resulting in death or the hospitalization of two or more employees which occur in a place of employment; and (8) a prohibition against the issuing, modifying, or settling of unclassified citations for occupational health and safety standard violations. Continues requirements relating to: (1) the rights of an employee (including a former employee or family member in lieu of an employee) who has sustained a work-related injury or illness that is the subject of an inspection or investigation; (2) an employer's right to contest citations and penalties; and (3) periods permitted for an employer to correct serious, willful, or repeated violations pending an employer's contest to a citation and procedures for stays of the time period for abatement of those violations. Increases civil and criminal penalties for certain OSHA violators. States that pre-final order interest on any penalties owed shall begin to accrue on the date a party contests a citation, at an interest rate calculated at the current underpayment rate. Prescribes requirements for the Secretary's evaluation of state occupational safety and health plans as well as workplace health hazard evaluations by the National Institute for Occupational Safety and Health (NIOSH). Revises requirements for state plans for the development and enforcement of state occupational safety and health standards in lieu of applicable federal occupational safety and health standards. Requires the Secretary to approve plans that provide for state consideration of repeated occupational safety and health violations committed by an employer within the state as well as those committed under other occupational safety and health plans in states where the Secretary has jurisdiction. Requires a state that has an approved plan for the development and enforcement of occupational safety and health standards to amend its plan to conform to the requirements of this Act within 12 months after enactment of this Act.

Military Spouse Job Continuity Act of 2013 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Sexual Assault Training Oversight and Prevention Act or STOP Act - Establishes a Sexual Assault Oversight and Response Council, composed mainly of civilians, as an independent entity from the chain of command of the Department of Defense (DOD). Directs the Council to: (1) appoint personnel to the Sexual Assault Oversight and Response Office, and advise such Office; (2) appoint the Director of Military Prosecutions (Director); (3) review each request of the Director with respect to a case stemming from a sexual-related offense that has been referred to a military appellate court or to the Department of Justice (DOJ); and (4) submit to the Secretary of Defense, Congress, and the Attorney General a report on each Director request for referral to a higher court. Requires the Council to advise on the development of sexual assault reporting protocols, risk-reduction and response training, and policy. Establishes within DOD the Sexual Assault Oversight and Response Office, headed by an Executive Director, to undertake specified duties and responsibilities relating to the investigation, prevention, and reduction of sexual assault incidents within the Armed Forces. Requires the Office to establish protocols to ensure that all reports of sexual assault are taken out of the chain of command and reported directly to the Office. Establishes the position of Director of Military Prosecutions, appointed by the Council, to have independent and final authority to oversee the prosecution of all sexual-related offenses committed by a member of the Armed Forces, and to refer such cases to trial by courts-martial.

Public Safety and Second Amendment Rights Protection Act of 2013 - Amends the Brady Handgun Violence Prevention Act to reauthorize for FY2014-FY2017 the grant program for improvements to the criminal history record system. Amends the NICS Improvement Amendments Act of 2007 to: (1) establish a four-year implementation plan to ensure maximum coordination and automation of reporting of records or making records available to the National Instant Criminal Background Check System; (2) direct the Attorney General to make grants to states, Indian tribal governments, and state court systems to improve the automation and transmittal of mental health records and criminal history dispositions; (3) provide for reductions in grant funding to states that have not implemented a relief from disabilities program; (4) make federal court information available for inclusion in the System; and (5) allow the submission to the System of mental health records that would otherwise be protected by the Health Insurance Portability and Accountability Act (HIPAA). Provides that nothing in this Act shall be construed to: (1) expand the enforcement authority or jurisdiction of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); (2) allow the establishment, directly or indirectly, of a federal firearms registry; or (3) extend background check requirements to transfers of firearms other than those made at gun shows or over the Internet, or to temporary transfers for purposes including lawful hunting or sporting, or to temporary possession of a firearm for purposes of examination or evaluation by a prospective transferee. National Commission on Mass Violence Act of 2013 - Establishes the National Commission on Mass Violence to study the availability and nature of firearms, including the means of acquiring firearms, issues relating to mental health, and the impacts of the availability and nature of firearms on incidents of mass violence or in preventing mass violence. Requires the Commission to conduct a comprehensive factual study of incidents of mass violence, including incidents not involving firearms, to determine the root causes of such mass violence.

Concrete Masonry Products Research, Education, and Promotion Act of 2013 - Directs the Secretary of Commerce to issue orders applicable to manufacturers of concrete masonry products (concrete). Requires any such order to provide for the establishment of a Concrete Masonry Products Board, which shall carry out a program of promotion, research, and information regarding concrete products. Requires manufacturers and importers to maintain, and make available, specified records. Requires any such order to provide that assessments shall be paid by concrete manufacturers with respect to concrete manufactured and marketed in the United States. Provides assessment rates. Requires at least 50% of the assessments paid by a manufacturer to be used to support research, education, and promotion plans and projects in support of the geographic region of the manufacturer. Directs the Secretary, during the 60-day period preceding the proposed effective date of an order, to conduct a referendum for order approval among the manufacturers required to pay assessments under the order. Outlines referendum procedures. Provides for petition and review of an order, and order enforcement through U.S. district courts. Authorizes the Secretary to conduct appropriate investigations in order to administer this Act (with power of subpoena). Directs the Secretary to suspend or terminate any order or provision that obstructs or does not tend to effectuate the purposes of this Act, or that is not favored by persons voting in a referendum.

International Tax Competitiveness Act of 2013 - Amends the Internal Revenue Code to: (1) treat foreign corporations that are managed, directly or indirectly, within the United States as domestic corporations for U.S. tax purposes; (2) subject certain royalty income and income from intangibles received from a controlled foreign corporation to U.S. taxation; and (3) revise the tax treatment of property other than stock received in connection with a corporate reorganization (i.e., boot) to provide that such property shall be treated as a taxable dividend.

Stop Tax Haven Abuse Act - Authorizes the Secretary of the Treasury to impose restrictions on foreign jurisdictions or financial institutions operating in the United States that are of prime money laundering concern or that significantly impede U.S. tax enforcement. Amends the Internal Revenue Code to: (1) establish a rebuttable presumption against the validity of transactions by institutions that do not comply with reporting requirements under the Foreign Account Tax Compliance Act, (2) treat certain foreign corporations managed and controlled primarily in the United States as domestic corporations for tax purposes, (3) require tax withholding agents and financial institutions to report certain information about beneficial owners of foreign-owned financial accounts, (4) treat swap payments sent offshore as taxable U.S. source income, (5) allow the use of tax return information to evaluate foreign financial account reports, (6) increase penalties for promoting abusive tax shelters and for aiding and abetting the understatement of tax liability, (7) prohibit tax advisor contingent fee agreements for obtaining a tax savings or benefit, and (8) impose additional requirements for third party summonses used to obtain information in tax investigations that do not identify the person with respect to whose liability the summons is issued (i.e., John Doe summons). Amends the Securities Exchange Act of 1934 to: (1) require corporations registered with the Securities and Exchange Commission (SEC) to report annually, on a country-by country basis, on employees, pre-tax gross revenues, and payments made to governments; and (2) authorize a fine of up to $1 million for failure to disclose any holding or transaction involving equity or debt instruments known to involve a foreign entity that would otherwise be subject to disclosure requirements. Requires the Secretary to publish a proposed rule in the Federal Register requiring investment advisors to establish anti-money laundering programs and submit suspicious activity reports. Extends anti-money laundering requirements to persons engaged in the business of forming new businesses or other legal entities. Requires federal banking agencies and the SEC to develop examination techniques to detect and prevent abusive tax shelter activities or the aiding or abetting of tax evasion by financial institutions. Requires the Secretary to: (1) disclose tax return information to federal financial regulators for purposes of tax shelter investigations; (2) disclose to Congress documents relating to a determination to grant, deny, revoke, or restore the tax-exempt status of an organization; and (3) expand the standards applicable to tax practitioners for issuing written advice on transactions which have a potential for tax avoidance or evasion.

Breast Cancer Patient Protect Act of 2013 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection, insofar as the attending physician, in consultation with the patient, determines such stay to be medically necessary; or (2) requiring that a provider obtain authorization from the plan for prescribing any such length of stay. Requires such a plan to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act, and (2) ensure that coverage is provided for secondary consultations. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Allows a health insurance issuer that provides individual health insurance coverage to nonrenew or discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to the condition for which coverage is being claimed.

Opportunity Kindling New Options for Career and Knowledge Seekers Act or Opportunity KNOCKS Act - Amends the Internal Revenue Code and the Federal Unemployment Tax Act to deem approved by the Secretary of Labor any state laws that provide unemployment compensation to an individual for any week while in training, including: (1) any program on a state's eligible training provider list developed under the Workforce Investment Act of 1998, or (2) any coursework necessary to attain a recognized postsecondary credential if that individual is likely to exhaust his or her regular unemployment compensation. Defines "recognized postsecondary credential" as a credential consisting of an industry-recognized certificate, a certificate of completion of an apprenticeship, or an associate or baccalaureate degree. Amends the Federal-State Extended Unemployment Compensation Act of 1970 and the Supplemental Appropriations Act, 2008 to authorize a state unemployment compensation agency to elect to approve job training or educational programs for purposes of an individual receiving extended or emergency unemployment compensation while in training.

National Financial Literacy Act of 2013 - Amends the Community Reinvestment Act of 1977 to require federal financial supervisory agencies jointly to prescribe regulations establishing: (1) minimum standards to be met by a community-based financial literacy program in order to be eligible for consideration as a qualified community-based financial literacy program; (2) procedures for financial institutions to apply to a federal financial supervisory agency for approval of such a program; and (3) a requirement that financial institutions submit a regular report on how the institution supported and promoted financial literacy in its entire community, including low- and moderate-income neighborhoods. Authorizes a federal financial supervisory agency to take an institution's direct support of a qualified community-based financial literacy program into account when it assesses the institution's record of meeting the community's credit needs. Amends the Internal Revenue Code to allow a tax credit to small businesses for 35% of the expenses paid or incurred for providing qualified continuing financial education to their employees.

Student Loan Interest Deduction Act of 2013 - Amends the Internal Revenue Code to: (1) increase the maximum tax deduction for interest paid on any qualified education loan to $5,000 ($10,000 for married couples filing a joint tax return), and (2) repeal the limitation on such deduction based upon modified adjusted gross income.

Directs the United States Postal Service (USPS) to issue and sell an Alzheimer's Disease Research Semipostal Stamp. Requires proceeds from the sale of the stamp to be transferred to the National Institutes of Health. Requires the stamp to be made available to the public for six years.

Nutrition Education Act - Amends the Richard B. Russell National School Lunch Act to require local educational agencies participating in the school lunch or breakfast programs to include in their school wellness policies the requirement that each student receive 50 hours of nutrition education each school year. Requires such instruction to meet specified standards, including that it is consistent with nutritional requirements for food served under the school lunch, school breakfast, and child and adult care food programs.

Smarter Approach to Nuclear Expenditures Act - Prohibits using funds appropriated to the Department of Defense (DOD) for FY2014 or thereafter: (1) to arm a B-2 or B-52 aircraft with a nuclear weapon; (2) for the research, development, test, and evaluation (RDT&E) or procurement of a long-range penetrating bomber aircraft; (3) to make the F-35 Joint Strike Fighter aircraft capable of carrying nuclear weapons; or (4) for the B61 or W78 life extension program. Requires that, beginning in FY2014, the Navy shall include no more than eight operational ballistic-missile submarines available for deployment. Prohibits the use of DOD funds: (1) for FY2014-FY2023 to procure an SSBN-X submarine, and (2) for FY2024 and thereafter to procure more than eight such submarines. Prohibits using DOD funds for FY2014 or thereafter: (1) to maintain more than 200 intercontinental ballistic missiles (ICBMs), (2) to maintain more than 250 submarine-launched ballistic missiles, (3) for the RDT&E or procurement of a new ICBM, or (4) for the medium extended air defense system. Prohibits using DOD or Department of Energy (DOE) funds for FY2014 or thereafter for: (1) the mixed oxide fuel fabrication facility project, (2) the chemistry and metallurgy research replacement nuclear facility, and (3) the uranium processing facility at the Y-12 National Security Complex. Requires an initial and subsequent annual reports from the Secretaries of Defense and Energy to Congress outlining their respective plans to carry out the requirements of this Act. Directs the President to submit annually to Congress a comprehensive accounting by the Director of the Office of Management and Budget (OMB) of the amounts obligated or expended by the federal government for each nuclear weapon and related nuclear program during the fiscal year covered by the report and the life cycle of such weapon or program.

Prevent All Soring Tactics Act of 2013 or the PAST Act - Amends the Horse Protection Act (HPA) to replace the Designated Qualified Persons program responsible for inspecting horses for soring with a new inspection system. (The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness.) Directs the Department of Agriculture (USDA) to prescribe regulatory requirements to license, train, assign, and oversee persons who are to be hired by the management of horse shows, exhibitions, sales, or auctions and are qualified to detect and diagnose sore horses or otherwise inspect horses at such events. Prohibits issuing a license to any person unless such person is free from conflicts of interest. Authorizes USDA to revoke a license for unsatisfactory performance. Requires USDA to give a preference to persons who are licensed or accredited veterinarians in issuing the licenses. Requires USDA to assign USDA-licensed inspectors after receiving notice that management intends to hire the inspectors. Directs an inspector to issue a citation for violations and notify USDA of the violations within five days of the citation being issued. Requires USDA to: (1) publish on the Animal and Plant Health Inspection Service's website information on violations of such Act; and (2) disqualify a horse that is sore for specified time periods that increase after the first, second, and third instance. Prohibits a person in any horse show, horse exhibition, or horse sale or auction from causing or directing a horse to become sore for the purpose of showing, exhibiting, selling, auctioning, or offering for sale the horse. Prohibits showing, exhibiting, selling, or auctioning a Tennessee Walking, a Racking, or a Spotted Saddle horse with: (1) an action device that causes friction by rotating around a horse's leg or sliding up and down the leg or strikes the hoof, coronet band, fetlock joint, or pastern of the horse; or (2) a weighted shoe, pad, wedge, hoof band, or other device or material if it is constructed to artificially alter a horse's gait and is not strictly protective or therapeutic. Increases the maximum criminal penalties and maximum civil liability penalties for certain HPA violations. Authorizes USDA to disqualify a violator from: (1) transporting or arranging for the transportation of a horse to or from a show, exhibition, sale, or auction; (2) personally giving instructions to an exhibitor; or (3) being knowingly present in a warm-up area, inspection area, or other area that spectators are not permitted. Permits USDA to permanently disqualify a person with at least three violations after notice and an opportunity for a hearing.

Expresses support for the goals and ideals of National Youth HIV & AIDS Awareness Day. Encourages state and local governments to recognize and support such a day. Promotes effective and comprehensive HIV prevention education programs as a tool to ensure that all people in the United States are educated about HIV. Urges youth-friendly and accessible health care services to better provide for the early identification of HIV through voluntary routine testing and to connect those in need to clinically and culturally appropriate care and treatment as early as possible. Commends the work of AIDS service organizations, community and faith-based organizations, and school-based health centers that are providing youth-friendly, effective, prevention, treatment, care, and support services to young people living with and vulnerable to HIV/AIDS. Recognizes the importance of interventions that address young people's structural barriers to living healthy lives. Prioritizes youth leadership and development to ensure youth involvement in decisions that impact their health and well-being as well as to advance a pipeline for the next generation of HIV/AIDS professionals as a necessary means to achieving an AIDS-free generation.

Recognizes the independence of Israel as a significant event in providing refuge and a national homeland for the Jewish people and in establishing a democracy in the Middle East. Commends the bipartisan commitment of successive U.S. administrations and Congresses since 1948 to stand by Israel. Asserts the commitment of Congress to stand with Israel during times of uncertainty and reaffirms its bipartisan support for the alliance and friendship between the United States and Israel. Supports Israel's right to exist as a democratic, Jewish state and to defend itself and its people. Congratulates the United States and Israel for the strengthening of bilateral relations during the past decade in the fields of defense, diplomacy, and homeland security. Congratulates the people of Israel as they celebrate the 65th anniversary of Israel's independence.

Local Farms, Food, and Jobs Act of 2013 - Amends the Food and Nutrition Act of 2008 regarding the supplemental food assistance program (SNAP, formerly known as the food stamp program) to include as a retail store an agricultural producer marketing agricultural products directly to consumers. Requires participating retailers to pay 100% of the costs of acquiring, and arranging for the implementation of, electronic benefit transfer (EBT) point-of-sale equipment and supplies. Allows exemptions, including for farmers' markets, direct farmer-to-consumer marketing outlets, military commissaries, nonprofit food buying cooperatives, and group living arrangements. Ends manual vouchers, except as necessary. Establishes a pilot program to test mobile technologies for SNAP transactions. Permits using benefits to purchase a community-supported agriculture share. Provides for a five-state grant pilot program to purchase locally grown fresh fruits and vegetables for distribution to schools and service institutions participating in food service programs under the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966. Permits each school food authority with a low annual commodity entitlement value to elect to substitute locally and regionally grown and raised food for the authority's allotment of commodity assistance for the school lunch program, subject to specified conditions. Increases funding for community food projects and the seniors farmers' market nutrition program. Revises the hunger-free community provisions, including by prohibiting state or local sales taxes and providing specified mandatory funding through FY2018. Amends the Department of Agriculture Reorganization Act of 1994 to establish a Food and Agriculture Service Learning Program to increase knowledge of agriculture and improve the nutritional health of children. Establishes a special initiative within the Research, Education, and Extension Office to coordinate Department of Agriculture (USDA) plant and animal breeding research. Amends the Consolidated Farm and Rural Development Act to provide for guaranteed loans to eligible producers for the production of locally or regionally produced agricultural food products. Gives loan priority to projects that will increase access to locally or regionally grown food in underserved communities, create new market opportunities for local or regional agricultural producers, or support regional economic and community development. Amends the Farm Credit Act of 1971 to include assistance for the production of locally or regionally produced agricultural food products. Amends the the Competitive, Special, and Facilities Research Grant Act to expand the scope of the Agriculture and Food Research Initiative. Amends the Farmer-to-Consumer Direct Marketing Act of 1976 to reference locally and regionally produced agricultural products and give priority to projects that benefit underserved communities. Authorizes appropriations through FY2018. Amends the Specialty Crops Competitiveness Act of 2004 to specify making grants for locally or regional produced agricutural products. Provides for grants through FY2018. Provides for a study on local food production and program evaluation. Requires the Federal Crop Insurance Corporation to: (1) conduct activities or enter into contracts to carry out research and development for a whole farm risk management insurance plan, and (2) offer organic crop producers price elections for all organic crops that reflect actual retail and wholesale prices. Provides, with regard to the agricultural management assistance program, for: (1) nationwide program expansion, (2) organic certification cost assistance, and (3) funding through FY2018.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2013 - Amends title II (Old Age, Survivors and Disability Benefits) (OASDI) of the Social Security Act (SSA) to extend the months of coverage of immunosuppressive drugs for kidney transplant patients. Amends SSA title XVIII (Medicare) to make eligible for enrollment in Medicare part B (Supplementary Medical Insurance), solely for the purpose of such drug coverage, every individual whose insurance benefits under Medicare part A (Hospital Insurance) have ended by reason of a kidney transplant or the end of any requirement for a regular course of dialysis. Directs the Secretary of Health and Human Services (HHS) to determine a monthly premium rate for such individuals equal to 35% of the monthly actuarial rate for enrollees age 65 and over. Prescribes a formula for detemination of a government contribution to such a premium.

Cancer Patient Protection Act of 2013 - Declares that, notwithstanding the presidential sequestration order issued on March 1, 2013, the budgetary resources sequestered for payments for drugs and biologicals under title XVIII (Medicare) of the Social Security Act shall be available for obligation for drugs and biologicals furnished on or after enactment of this Act in the same amount and manner as if such order had not been issued. Directs the Secretary of Health and Human Services (HHS) to make any payments under Medicare part B (Supplementary Medical Insurance) that may be required to reimburse for reductions in payments made under the sequestration order for drugs and biologicals furnished on or after April 1, 2013, and before enactment of this Act.

Truth in Healthcare Marketing Act of 2013 - Prohibits any person from making any deceptive or misleading statement, or engaging in any deceptive or misleading act, that: (1) misrepresents whether such person holds a state health care license; or (2) misrepresents such person's education, training, degree, license, or clinical expertise. Requires any person who is advertising health care services provided by such person to disclose the applicable license under which such person is authorized to provide those services. Deems a violation of this Act to be an unfair or deceptive act or practice under the Federal Trade Commission Act. Directs the Federal Trade Commission (FTC) to study and report to Congress on health care professionals' misrepresentations under this Act. Declares that nothing in this Act shall be construed or have the effect of changing state scope of practice for any health care professional.

Collegiate Housing and Infrastructure Act of 2013 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) which apply such grants to their collegiate housing property.

Security in Energy and Manufacturing Act of 2013 or the SEAM Act of 2013 - Amends the Internal Revenue Code to expand the qualifying advanced energy project credit by allocating in 2013 $5 billion of grants or tax credit amounts to manufacturers of goods and components (other than for assembly of components) in the United States that are used in alternative energy projects.

Project Ready STEM Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to national and regional intermediaries and, through them, subgrants to their community-based affiliates to operate in-school, after school, summer, and weekend programs that focus on science, technology, engineering, and math (STEM) education. Defines a "national intermediary" as a national private nonprofit organization that has: (1) a network comprising community-based affiliates in at least 50 urban communities, (2) expertise in overseeing programs to help middle and secondary school students succeed, and (3) operated in at least 25 states continuously for at least 20 years. Defines a "regional intermediary" as a private nonprofit community-based organization that has: (1) a network comprising community-based affiliates in a prescribed region, and (2) expertise in extending educational services to middle and secondary school students. Requires the STEM programs to primarily serve students who are traditionally underrepresented in STEM field careers, and include project-based learning opportunities and individualized instruction. Directs each subgrantee to collaborate with an institution of higher education in providing such services. Requires grantees to direct at least: (1) 50% of their grant to community-based affiliates that are successfully operating STEM programs so that they can expand them to reach more students traditionally underrepresented in STEM field careers, and (2) 25% of their grant to the development of STEM programs by community-based affiliates not currently operating any.

Urban Jobs Act of 2013 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make competitive grants to national or regional private nonprofit community-based organizations to carry out Urban Jobs Programs to provide job training, education, and support services and activities for eligible urban youth to provide them with a pathway to employment, or education leading to employment. Defines "eligible youth" as individuals ages 18 to 24 who: (1) are not enrolled in secondary or post-secondary school, or (2) are or have been subject to the criminal justice process. Directs the Secretary to establish a National Jobs Council Advisory Committee. Expresses the sense of Congress that: (1) community-based affiliates should establish local jobs council advisory committees to aid in establishing local community support for local implementation of the program; and (2) at least one-third of the members of the committee should be employers in high-impact, high-growth industries in the locality.

Equal Access to Quality Education Act of 2013 - Directs the Secretary of Education to award competitive matching grants to partnerships between high-need local educational agencies (LEAs) and institutions of higher education (IHEs) to establish or support: (1) teacher preparation programs, and (2) teacher induction and retention programs. Requires the teacher preparation programs to: (1) require participants to complete at least one year of residency followed by at least three years of teaching at the LEA's high-need schools, and (2) award participants a teaching credential or degree that meets state requirements for a teaching license or certification upon completion of the program. Requires the teacher induction and retention programs to use high-quality mentoring, teacher collaboration, and research-based instructional practices to: (1) support and advance the retention of beginning teachers and principals, and (2) promote effective teaching and leadership skills. Allows the grants to be used for certain other activities designed to improve the quality of education in high-need areas. Gives grant priority to partnerships that: (1) use a valid and reliable teacher performance assessment and have a plan to recruit teachers from among minority and local candidates and the disabled; or (2) use that assessment and include an IHE that is eligible to participate in the TEACH Grant program, a Tribal College or University, an Asian American and Native American Pacific Islander-serving institution, a Hispanic-serving institution, or a historically Black college and university.

Student Loan Fairness Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 (HEA) to establish a 10/10 Loan Repayment Plan that allows borrowers of Federal Family Education Loans (FFELs) and Direct Loans (DLs) to limit their monthly payment on such loans to one-twelfth of 10% of the amount by which their adjusted gross income and that of their spouse (if applicable) exceeds 150% of the federal poverty level. Establishes a 10/10 Loan Forgiveness Program that provides FFEL and DL forgiveness to borrowers who, after the date that is 10 years before the date of this Act's enactment, have made 120 monthly payments under the 10/10 Loan Repayment Plan or under another repayment plan that required them to make payments at least as large as those they would have made under the 10/10 Loan Repayment Plan. Credits the months during which an individual is in deferment due to an economic hardship as months for which payment was made for purposes of the 10/10 Loan Forgiveness Program. Caps the amount of loan forgiveness that the program will provide to individuals who become new borrowers after the date of this Act's enactment. Caps the interest rate on new DLs at 3.4%. Amends the public service employee loan forgiveness program to forgive the DLs of participants who have made 60 (currently, 120) monthly payments on such loans pursuant to specified repayment plans. Includes primary care physicians in medically underserved areas in the public service employee loan forgiveness program. Allows certain borrowers to consolidate their private education loans as Direct Consolidation Loans, provided the private loans were made on or before the date of this Act's enactment. Limits such borrowers to those who: (1) were students eligible for unsubsidized Stafford loans or PLUS loans under the FFEL or DL programs for their enrollment at an institution of higher education, or would have been had they been enrolled on at least a half-time basis; (2) borrowed at least one private education loan for such enrollment; and (3) have an average adjusted gross income that does not exceed their total education debt. Caps the interest rate on those Direct Consolidation Loans at 3.4%. Requires borrowers to apply for such loans within one year of this Act's enactment. Amends the Truth in Lending Act to direct the Bureau of Consumer Financial Protection (CFPB) to issue regulations that require private education lenders to sell private education loans to the Secretary of Education for consolidation as Direct Consolidation Loans. Sets forth the data to be used in determining the price paid for such loans. Amends title IV of the HEA to direct the Secretary of Education to pay the interest that accrues on unsubsidized FFELs and DLs that are deferred due to a student borrower's lack of full-time employment. Requires the Secretary to pay the interest that accrues on Federal Consolidation Loans that are in deferment due to a borrower's lack of full-time employment, provided the application for such a loan is received on or after the date of this Act's enactment. Directs the Secretary to pay the interest that accrues on FFELs and DLs that are subject to income-based repayment provisions and are in deferment due to a borrower's lack of full-time employment. Limits these interest-free deferment periods to those occurring on or after the date of this Act's enactment and covering no more than three years of full-time unemployment. Excludes from a borrower's taxable income the principal and interest on FFELs and DLs that is forgiven pursuant to income-based repayment plans.

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth Promise Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity, and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Research Center for Proven Juvenile Justice Practices to provide PCCs and the public with research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention or intervention. Directs the Administrator to award grants to institutions of higher education to serve as regional research partners with PCCs that are located in the same geographic region as the educational institution.

Palliative Care and Hospice Education and Training Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to award grants or contracts for the establishment or operation of Palliative Care and Hospice Education Centers. Requires such Centers to: (1) improve the training of health professionals in palliative care for individuals with serious or life-threatening illnesses; (2) develop and disseminate related curricula; (3) support the training and retraining of faculty to provide instruction in palliative care; (4) support continuing education of health professionals who provide palliative care; (5) provide students with clinical training in palliative care in long-term care facilities, home care, hospices, chronic and acute disease hospitals, and ambulatory care centers; and (6) establish traineeships for individuals preparing for advanced education nursing degrees in palliative care. Authorizes the Secretary to make grants to and enter into contracts with schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs to provide support for projects that fund the training of physicians who plan to teach palliative medicine. Directs the Secretary to: (1) establish a program to provide Palliative Medicine and Hospice Academic Career Awards to eligible individuals; (2) award grants or contracts to entities that operate a Palliative Care and Hospice Education Center; (3) award incentive grants or contracts to advanced practice nurses, clinical social workers, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a certified nurse assistant to develop and implement programs and initiatives to train individuals in providing palliative care in health-related educational, hospice, home, or long-term care settings.

Project Rebuild Act of 2013 - Appropriates funds for assistance to eligible entities including state and local governments, and qualified nonprofit organizations, businesses or eligible consortia for the redevelopment of abandoned and foreclosed-upon properties and for stabilization of affected neighborhoods (Project Rebuild). Allows the use of funds to: (1) establish financing mechanisms for the purchase and redevelopment of abandoned and foreclosed-upon properties; (2) purchase and rehabilitate such properties; (3) establish and operate land banks for them; (4) demolish blighted structures (except public housing); and (5) redevelop abandoned, foreclosed, demolished, or vacant properties. Requires each state to receive at least $20 million of formula funds, all of which shall be used with respect to low and moderate-income individuals and families. Requires each state and local government grantee to establish procedures to create preferences for development of affordable rental housing. Allows a grantee to use up to 10% to create jobs by establishing and operating a program to maintain eligible neighborhood properties. Sets forth Buy American requirements. Requires all laborers and mechanics employed by contractors and subcontractors on federally-assisted projects to be paid wages at the locally prevailing rates (Davis-Bacon Act).

Hearing Aid Assistance Tax Credit Act 2013 - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for the taxpayer, the taxpayer's spouse, or a dependent of the taxpayer. Denies such tax credit to any taxpayer whose modified adjusted gross income exceeds $200,000.

Asserts that the region's leaders and the international community should break the cycle of violence in the Democratic Republic of the Congo and surrounding region. Calls on: (1) the signatories of the February 24, 2013, Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region to abide by the Framework's provisions; and (2) governments of the Great Lakes region of Africa to respect the national security and territorial integrity of the Democratic Republic of the Congo. Recognizes efforts by the Democratic Republic of the Congo to end child recruitment into the armed forces and demands the cessation of militia recruitment and exploitation of children. Calls on the Obama Administration to: (1) mobilize a comprehensive response to prevent further deterioration of regional peace and stability and to ensure that humanitarian assistance be provided to populations in need, and (2) develop actionable recommendations to ensure accountability for violations of international humanitarian law and human rights abuses. Acknowledges the good work of the United States Special Advisor on the Great Lakes and the Democratic Republic of the Congo. Calls on all nations to increase cooperation to stop the trade of illegal goods that fuels violence in the Democratic Republic of the Congo. Urges the Democratic Republic of the Congo to investigate and prosecute those who have committed war crimes, crimes against humanity, and violations of international humanitarian law and human rights. Acknowledges the appointment by the United Nations (U.N.) of the Special Envoy for the Great Lakes region of Africa. Urges the U.N. Security Council to lead efforts to strengthen the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).
