Directs the Attorney General to establish and maintain: (1) a national database at the Federal Bureau of Investigation to be know as the National Criminal Drug Dealer Registry; (2) a National Criminal Drug Dealer Public Internet Site; and (3) Criminal Drug Dealer Management Assistance program.

Amends federal aviation law with respect to written assurances required for approval of an airport development project grant application. Revises the requirement that an airport owner or operator, who has come to an agreement with a person who owns an aircraft that a hangar is to be constructed at the airport for the aircraft at the aircraft owner's expense, will grant to the aircraft owner a long-term lease for the hangar. Adds a requirement that such a lease be for a term of not less than 75 years (currently, there is no minimum). Requires further that the airport owner or operator will compensate the lessee for the costs of, and associated loss of income from, relocation, replacement, or removal of the hangar (in whole or in part) during the lease term whenever such relocation, replacement, or removal is the result of a change in the airport development plan or at the airport owner's or operator's request.

Voter Bounty Registration Act of 2007 - Amends the Help America Vote Act of 2002 to prescribe standards for paid distribution of voter registration application forms. Prohibits any individual from distributing a voter registration application form for federal elections in a state if the individual: (1) is not registered to vote in such elections; (2) has been convicted of a felony under any state or federal law; (3) does not sign and print legibly the individual's name on the form; or (4) does not provide identifying information to the election official to whom the form will be submitted. Excepts from this prohibition the distribution of a voter registration application form by an individual who is not compensated directly or indirectly for it. Establishes criminal penalties for: (1) individuals not meeting such standards; and (2) anyone who employs such an individual knowingly, or who should reasonably be expected to know the individual is ineligible.

Requires the Secretary of the Interior to provide to any entity that submitted a proposal and who was not awarded a proposed concessions contract a debriefing as to why it was not selected as submitting the best proposal for that concessions contract. Permits a leasehold surrender interest in a capital improvement upon U.S.-owned land within a unit of the National Park Service (NPS) under a concession contract to be pledged as security for NPS contracts using a combination of leasehold surrender interest if holding one or more contracts with the NPS, and prohibits the proceeds resulting from such pledged security from being restricted for use in the park or parks for which the leasehold surrender interest was pledged. Revises guidelines governing commercial use authorizations.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Fair Tax Act of 2007 - Repeals the income tax, employment tax, and estate and gift tax. Redesignates the Internal Revenue Code of 1986 as the Internal Revenue Code of 2007. Imposes a national sales tax on the use or consumption in the United States of taxable property or services. Sets the sales tax rate at 23 percent in 2009, with adjustments to the rate in subsequent years. Allows exemptions from the tax for property or services purchased for business, export, or investment purposes and for state government functions. Sets forth rules relating to: (1) the collection and remittance of the sales tax; and (2) credits and refunds. Allows families a sales tax rebate. Grants states the primary authority for the collection of sales tax revenues and the remittance of such revenues to the Treasury. Sets forth administrative provisions relating to: (1) the filing of monthly reports and payments of tax; (2) accounting methods; (3) registration of sellers of goods and services responsible for reporting sales; (4) penalties for noncompliance; and (5) collections, appeals, and taxpayer rights. Directs the Secretary of the Treasury to allocate sales tax revenues among: (1) the general revenue; (2) the old-age and survivors insurance trust fund; (3) the disability insurance trust fund; (4) the hospital insurance trust fund; and (5) the federal supplementary medical insurance trust fund. Prohibits the funding of the Internal Revenue Service (IRS) after FY2011. Establishes in the Department of the Treasury: (1) an Excise Tax Bureau to administer excise taxes not administered by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); and (2) a Sales Tax Bureau to administer the national sales tax.

September 11th Lessons Learned in Preventing Waste, Fraud, and Abuse Implementation Act of 2006 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to ensure that: (1) all Department of Homeland Security (DHS) agencies that administer federal emergency assistance maintain internal management controls to detect, prevent, and deter waste, fraud, and abuse; and (2) databases used by DHS to collect information on eligible recipients are integrated with disbursement and payment records to identify ineligible applications. Requires: (1) the DHS Inspector General to review relevant databases to assess the implementation of internal controls; (2) the Secretary to biennially certify that such controls are in place; (3) entities receiving assistance to periodically report to the disbursing federal agency; (4) the Secretary to implement a waste, fraud, and abuse detection and prevention training program; (5) agencies disbursing assistance to attempt to confirm the applicant's identity and eligibility; and (6) the Small Business Administration (SBA) Administrator to collect, verify, and maintain information regarding applicant eligibility for loans to recover from an emergency. Directs the Secretary to: (1) require contractors to submit information on performance before awarding, renewing, or extending a contract; and (2) maintain a database of small business entities for federal emergency-related contracting. Establishes within the Office of Inspector General the position of Deputy Inspector General for Response and Recovery to conduct audits and investigations and to establish a Fraud Task Force. Requires departmental entity heads to maintain budgetary procedures to distinguish funds related to response and relief efforts from other agency funds.

Unborn Child Pain Awareness Act of 2006 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception for certified medical emergencies. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Instructs the Secretary of the Interior to transfer to the Administrator: (1) at least 200 full-time equivalent positions from the U.S. Geological Survey; and (2) at least 100 full time equivalent positions of an administrative nature from the Department of the Interior. Help Establish Access to Local Timely Healthcare for Your Vets (HEALTHY Vets) Act of 2006 - Directs the Secretary of Veterans Affairs, in the case of a veteran for whom Department of Veterans Affairs (VA) medical facilities are geographically inaccessible, to use current authority for contracting out veterans' medical care to non-Department facilities in order to provide the following care to such veterans: (1) primary care; (2) acute or chronic symptom management; (3) nontherapeutic medical services; and (4) other medical services determined appropriate by the director of that geographic service region, after consultation with the Department physician responsible for the veteran's primary care. Outlines conditions under which Department facilities shall be deemed geographically inaccessible. Authorizes the Secretary to waive the requirement of geographic inaccessibility, on a case-by-case basis, if the costs to the Department of providing such care significantly outweigh the benefits of localized health care for the veteran.

Amends the Reclamation Safety of Dams Act of 1978 to authorize the Secretary of the Interior to make modifications that are reasonably required to preserve the site security of Bureau of Reclamation dams and related facilities. Provides for specified reimbursement for costs incurred for building and site security activities. Requires dam safety and site security costs allocated to irrigation, municipal, and industrial water service for the Central Valley Project, California, to be collected by the Secretary exclusively through inclusion of such costs in operation and maintenance rates, capital water rates, or both, not segregated from other project costs for separate allocation or repayment. Directs the Secretary, during site security-related construction, to consider cost containment measures. Prohibits the obligation of funds exceeding a specified amount for carrying out actual construction to modify an existing dam, the cause of which results from new hydrologic or seismic data or changes in the state-of-the-art criteria deemed necessary for site security or structural safety purposes, prior to 30 calendar days after the Secretary has transmitted a report on such existing dam to Congress. Requires the Secretary to: (1) report annually to Congress on building and site measures undertaken (including a summary of expenditures and information relating to a five-year plan for security measures detailed to show pre- and post-September 11, 2001 costs); (2) provide written notice to project beneficiaries upon identifying a Bureau facility for a site security measure; and (3) include in required reports the Secretary's response when a modification is the result of new data deemed necessary for structural safety purposes. Authorizes the Secretary to waive reporting requirements that could adversely impact site security.

Cut the Unnecessary Tab Resolution, or CUT Resolution - Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or order that would limit any amendment that would otherwise be in order to a rescission bill. Amends Rule X (Organization of Committees) to require the House Budget Committee, whenever a rescission bill passes the House, to reduce the applicable committee allocations by the total amount of resulting reductions in budget authority and outlays. Amends Rule XIII to require the Majority Leader to introduce a rescission bill by certain dates in each session. Makes any motion to discharge the committee from consideration of such a bill privileged 10 legislative days after its introduction, if it was not introduced by one of the deadlines. Makes it out of order to offer any amendment to a rescission bill unless it increases the amount of budget authority to be rescinded. Amends Rule XXI (Restrictions on Certain Bills) to make it out of order to consider any rescission bill, its conference report, or amendment, unless: (1) such bill or conference report is made available to Members and the general public on the Internet for at least 48 hours before its consideration; (2) an amendment to such measure made in order by a rule is available within one hour after the rule is filed; or (3) an amendment under an open rule is made available immediately after being offered in a format searchable and sortable. Requires amendments to rescission bills to be germane.
