Making Public Lands Public Act This bill requires the Department of the Interior and the Department of Agriculture (USDA) to ensure that a specified portion of the Land and Water Conservation Fund is made available each fiscal year for projects to: (1) maintain or increase public access to existing federal public land for hunting, fishing, or recreational shooting through the acquisition of rights-of-way or the acquisition of land through equal value land exchanges from willing owners; or (2) enhance, maintain, or restore access on existing roads, trails, or rights-of-way. Interior and USDA must develop a priority list of such projects each year.

National Museum of the American Latino Act

National Museum of the American Latino Act This bill establishes the National Museum of the American Latino in the Smithsonian Institution. The purposes of the museum are to: (1) illuminate Latino contributions to the story of the United States; (2) provide for the collection, study, research, publication, and establishment of exhibitions and programs related to Latino life, art, history, and culture; and (3) provide for collaboration with Smithsonian Institution museums and research centers and other museums and educational institutions in the United States and abroad to promote the study and appreciation of Latino life, art, history, culture, and its impact on society in the United States. The bill establishes a Board of Trustees for the museum to advise and assist the Board of Regents of the Smithsonian on all matters related to the administration and preservation of the museum. The Director of the museum shall manage the museum and may carry out educational and liaison programs in support of its goals. The Board of Regents shall designate a site for the museum and is authorized to design and construct it.

Regulatory Certainty Act of 2017

Regulatory Certainty Act of 2017 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to limit the period during which the Environmental Protection Agency (EPA) may prohibit the specification, or restrict the use, of an area as a disposal site for discharges of dredged or fill materials into waters of the United States to the period that: begins on the date that the U.S. Army Corps of Engineers provides notice to the EPA that the Corps of Engineers has completed all procedures for processing an application for a permit for dredged or fill material and is ready to determine whether the permit should be issued, and ends on the date that the Corps of Engineers issues the permit. The Corps of Engineers must ensure that the period consists of at least 30 consecutive days. The Corps of Engineers may issue a permit for dredged or fill material only after the Corps of Engineers provides notice to the EPA.

Outdoor Recreation Enhancement Act

Outdoor Recreation Enhancement Act This bill amends the Fair Labor Standards Act of 1938 to extend the exemption from minimum wage and maximum hours requirements to an employee of a recreational establishment engaged in providing services or facilities directly related to outfitting and guiding or similar outdoor recreation activities, or rental of outdoor recreational equipment. Federal agencies shall notify their contractors of the applicability of this exemption. This bill exempts from service contract labor standards and paid sick leave requirements contracts with the Department of the Interior or the Department of Agriculture that provide services directly related to the recreational activities specified by this bill.

Economic Growth and Development Act This bill requires the President to establish a primary interagency mechanism to coordinate U.S. development assistance programs carried out by federal agencies overseas with private sector investment activities. The mechanism shall: streamline the private-sector liaison, coordination, and investment promotion functions of such agencies; facilitate the use of development and finance tools across such agencies to attract greater participation in development activities by the private sector; and establish a single point of contact for U.S. private sector entities pursuing partnership opportunities with such agencies. Federal agencies planning or providing U.S. development assistance overseas shall ensure that: (1) a rigorous analysis of the constraints to economic growth and investment within a recipient country guides any U.S. development strategy, and (2) U.S. development strategies are coordinated with private sector activities in such countries. Each analysis shall identify and analyze: (1) the constraints posed by inadequacies in critical infrastructure, the education system, the rule of law, the tax and investment codes, or the customs or regulatory regimes in the recipient country; and (2) the particular economic sectors that are central to achieving economic growth in the recipient country. The results of each analysis shall be: (1) incorporated into any relevant development strategy, and (2) used to guide the allocation of resources by federal agencies planning or providing U.S. development assistance overseas.

Ensuring Fair Access to Veterans Healthcare Act

Ensuring Fair Access to Veterans Healthcare Act This bill establishes in the Veterans Health Administration an Office of the Ombudsman, which shall: investigate and resolve complaints made by or on behalf of patients receiving medical care or hospital services at a Department of Veterans Affairs (VA) medical facility (covered patients) that relate to action, inaction, or decisions made by VA employees that may adversely affect such patients; assist covered patients in finding patient advocates, veterans service organizations, or other similar entities to advocate for their health, safety, welfare, and rights; ensure that covered patients have regular and timely access to Office services; administer the reporting system provided for by this Act; and provide training to local ombudsmen and volunteers. The Office shall establish a reporting system to collect and analyze complaint data in order to determine how to resolve significant VA medical facility problems. Each VA medical facility shall have a local ombudsman responsible for carrying out the duties of the Office at such location.

State Mineral Revenue Protection Act This bill amends the Mineral Leasing Act to provide a mechanism for states to receive their entitled percentage of sales, bonuses, royalties, and rentals for all public land or deposits located in the state. The bill eliminates the 2% fee that the federal government currently deducts from a state's entitled share to cover administrative or other costs. On request of a state, the Department of the Interior must convey to the state their entitled percentage of all right, title, and interest for all public land or deposits located in the state. Interior must provide prompt notice of any such conveyance and the duty of the leaseholder to make direct payments to the state.

Lawful Purpose and Self Defense Act This bill modifies the definition of "armor piercing ammunition" for purposes of federal firearms provisions to: (1) include a projectile that is designed and intended by the manufacturer or importer for use in a handgun; (2) exclude a projectile that is primarily intended by the manufacturer or importer to be used in a rifle or shotgun and a handgun projectile that is designed for hunting, recreational, or competitive shooting. This bill repeals a prohibition on assembling from imported parts a semiautomatic rifle or shotgun that is identical to one prohibited from importation as not being suitable for or readily adaptable to sporting purposes. This bill repeals the condition that the Attorney General must approve, as suitable for sporting purposes, the shipment of firearms or ammunition to members of the Armed Forces. The following categories of firearms or ammunition may be authorized for importation into the United States by the Attorney General: (1) ammunition that is not armor piercing; (2) a firearm or ammunition that is being brought in for the use of a federal, state, or local government agency; and (3) a firearm or ammunition that is being imported for the purpose of exportation. The definition of "destructive device" for purposes of federal firearms provisions excludes: (1) a shotgun or shotgun shell which the Department of the Treasury finds is generally recognized as particularly suitable for lawful purposes, and (2) an antique or a rifle which the owner intends to use for sporting purposes. The bill authorizes certain temporary interstate transfers of firearms for lawful purposes.

Federal Disaster Assistance Nonprofit Fairness Act of 2017 This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include community centers, including tax-exempt houses of worship, as "private nonprofit facilities" for purposes of disaster relief and emergency assistance eligibility under such Act. A church, synagogue, mosque, temple, or other house of worship, and a private nonprofit facility operated by a religious organization, are eligible for federal contributions for the repair, restoration, and replacement of facilities damaged or destroyed by a major disaster, without regard to the religious character of the facility or the primary religious use of the facility. This bill is applicable to the provision of assistance in response to a major disaster or emergency declared on or after October 28, 2012.

Veterans Equal Treatment Ensures Relief and Access Now Act or the VETERAN Act This bill amends the Internal Revenue Code to specify that, for the purpose of determining eligibility for the premium assistance tax credit, an individual may not be treated as eligible for coverage under certain Department of Veterans Affairs health insurance programs unless the individual is enrolled in the program. The bill applies to the premium assistance credit under current law beginning after 2017 and, if the American Health Care Act of 2017 is enacted, the modified premium assistance credit that would take effect under that bill after 2019. (Under current law, the premium assistance tax credit is a refundable tax credit provided to eligible individuals and families to subsidize the purchase of health insurance plans through an exchange established under the Patient Protection and Affordable Care Act. Individuals eligible for minimum essential health coverage from certain sources other than the individual insurance market are not eligible for the credit.)

Portfolio Lending and Mortgage Access Act This bill amends the Truth in Lending Act to modify provisions related to residential mortgage loans. In general, a creditor that is a depository institution shall not be subject to suit for violating specified ability-to-pay requirements with respect to a residential mortgage loan if: (1) the creditor has consistently held the loan on its balance sheet, and (2) prepayment penalties associated with the loan comply with specified limitations. Similarly, a mortgage originator shall not be subject to suit for such a violation if: (1) the creditor is a depository institution; and (2) the creditor informs the mortgage originator, which informs the consumer, that the creditor intends to hold the loan on its balance sheet for the life of the loan.

Promoting Equality and Accountability at the United Nations Act of 2017 This bill amends the Foreign Assistance Act of 1961 to withhold U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East and funding for the United Nations Human Rights Council or the Office of the High Commissioner for Human Rights (OHCHR) unless the Department of State certifies to Congress that such agencies have no connections to terrorism, anti-American, anti-Israel, or anti-Semitic rhetoric, human trafficking, or abuses of human rights or religious freedoms. The bill expresses the sense of Congress that responsibility for the Palestinian refugees should be fully transferred to the OHCHR. The bill reaffirms that it is U.S. law to prohibit the use of taxpayer dollars for certain contributions regarding Palestinian status at the United Nations (U.N.). It shall be U.S. policy to: (1) repeal Resolution A/HRC/31/L.38, which requests the OHCHR to establish a database of entities involved with settlements, and (2) oppose recognition of a Palestinian state by any U.N. entity prior to the achievement of a final peace agreement negotiated between Israel and the Palestinians. The United States shall: (1) not make any U.S. government official available to serve as a representative to any U.N. agency that has granted full state membership to any organization that does not have the internationally recognized attributes of statehood; and (2) use it's influence to work toward the reduction of anti-Semitic language and anti-Israel resolutions in the U.N. and its agencies, programs, and funds.

Financial CHOICE Act of 2017 This bill amends the Dodd-Frank Wall Street Reform and Consumer Protection Act, among other Acts, to: repeal Volcker Rule restrictions on certain speculative investments by banks; with respect to winding down failing banks, eliminate the Federal Deposit Insurance Corporation's orderly liquidation authority and establish new provisions regarding financial institution bankruptcy; and repeal Durbin Amendment limitations on fees that may be charged to retailers for debit card processing. Certain banks may exempt themselves from specified regulatory standards if they maintain a certain ratio of capital to total assets and meet other specified requirements. The bill removes the Financial Stability Oversight Council's authority to designate non-bank financial institutions and financial market utilities as "systemically important" (also known as "too big to fail"). Under current law, entities so designated are subject to additional regulatory restrictions. Designations made previously are retroactively repealed.  The bill also amends the Consumer Financial Protection Act of 2010 to: convert the Consumer Financial Protection Bureau into a consumer law enforcement agency; subject the agency to the congressional appropriations process, expanded judicial review, and additional congressional oversight;  eliminate supervisory authority over financial institutions; and limit the agency's authority to take action against entities for abusive practices.  In addition, the bill: modifies provisions related to the Securities and Exchange Commission's managerial structure and enforcement authority; eliminates the Office of Financial Research within the Department of the Treasury; and revises provisions related to capital formation, insurance regulation, civil penalties for securities laws violations, and community financial institutions.

Requires a committee to adopt a rule to count any member who participates remotely in a hearing as one of the number of members constituting a quorum at the hearing. Amends Rule XV (Business in Order on Special Days) to require the Clerk, Chief Administrative Officer, and Sergeant at Arms to work together to develop and implement a secure remote voting system under which any member absent from the floor shall be permitted to cast a vote remotely on a motion to suspend the rules if the vote is taken by electronic device. Requires the member to be treated as present for purposes of determining the existence of a quorum for considering the motion.

Protecting the Rights of IndiViduals Against Technological Exploitation Act or the PRIVATE Act This bill amends the Uniform Code of Military Justice to prohibit a person from knowingly and wrongfully broadcasting or distributing an intimate visual image of a private area of another individual who is at least 18 years old, who is identifiable from the image or from information displayed in connection with the image, and who does not explicitly consent, if the person knows or reasonably should have known that: the image was made under circumstances in which the individual depicted retained a reasonable expectation of privacy regarding any broadcast or distribution of such image; and the broadcast or distribution of the intimate visual image is likely to cause harm, harassment, intimidation, emotional distress, or financial loss for the individual depicted or to harm substantially the depicted individual's health, safety, business, calling, career, financial condition, reputation, or personal relationships. The perpetrator of such offense is guilty of wrongful distribution of intimate visual images and shall by punished as a court-martial may direct.

Radiation Exposure Compensation Act Amendments of 2017 This bill amends the Radiation Exposure Compensation Act to extend the Radiation Exposure Compensation Trust Fund until 19 years after this bill's enactment. The trust fund compensates individuals who contract cancer or other diseases as a result of their exposure to radiation during nuclear testing undertaken by the United States during the Cold War. The bill revises the requirements of that Act, including by: increasing the amount of compensation that an individual may receive; expanding the affected area to include Colorado, Idaho, Montana, and New Mexico; expanding eligibility requirements to include additional individuals, such as certain employees of uranium mines or mills, or individuals who participated onsite in the cleanup of Enewetak Atoll (a ring of islands in the Pacific Ocean where nuclear testing occurred) from 1977 through 1980; and extending until 19 years after this bill's enactment the statute of limitations for the filing of claims. Support Our Military Caregivers Act This bill permits an individual to elect to have an independent contractor perform an external clinical review of any of the following: a Department of Veterans Affairs (VA) denial of an individual's application to be a caregiver or family caregiver eligible for the VA program of comprehensive assistance for family caregivers of eligible veterans; with respect to an approved application, a VA determination of the level or amount of personal care services that a veteran requires; a request by a caregiver or family caregiver for a reconsideration of the level or amount of personal care services that a veteran requires based on post-application changes; and a revocation of such assistance administered by the VA. The VA shall ensure that each external clinical review is completed and the individual is notified in writing of the results within 120 days of the election. The VA shall issue directives regarding the policies, procedures, and operational requirements for the such program and the VA program of general caregiver support services. The Government Accountability Office shall report to Congress on the VA's processes for determining eligibility for participation in such programs.

This protection from liability does not apply if: (1) the harm was caused by an act or omission constituting willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed; or (2) the professional rendered the health care services under the influence of alcohol or an intoxicating drug.

Electricity Reliability and Forest Protection Act This bill requires the Department of the Interior and the Department of Agriculture (USDA), with respect to lands under their respective jurisdictions, to ensure that all existing and future rights-of-way for electrical transmission and distribution facilities on such lands include requirements for utility vegetation management, facility inspection, and operation and maintenance activities that: are developed in consultation with the holder of the right-of-way; enable the owner or operator of a facility to operate it in good working order and comply with federal, state, and local electric system reliability and fire safety requirements; and minimize the need for case-by-case or annual approvals, and instead provide for expedited review and approval, for routine vegetation management, facility inspection, and operation and maintenance activities within existing electrical transmission and distribution rights-of-way, as well as utility vegetation management activities necessary to control hazard trees within or adjacent to electrical transmission and distribution rights-of-way. Interior and the USDA shall give facility owners and operators the option to submit to the appropriate agency a vegetation management, facility inspection, and operation and maintenance plan. Interior and the USDA shall apply its categorical exclusion process under the National Environmental Policy Act of 1969 (NEPA) to plans developed under this bill. (A "categorical exclusion" under NEPA is a category of actions which do not individually or cumulatively have a significant effect on the human environment and for which neither an Environmental Assessment nor an Environmental Impact Statement is required.)

Child Welfare Provider Inclusion Act of 2017 This bill prohibits the federal government, and any state or local government that receives federal funding for any program that provides child welfare services under part B (Child and Family Services) or part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSAct), from discriminating or taking an adverse action against a child welfare service provider that declines to provide, facilitate, or refer for a child welfare service that conflicts with the provider's sincerely held religious beliefs or moral convictions. The bill bars such prohibition from applying to SSAct requirements that forbid state entities from denying or delaying adoption or foster care placements on the basis of an adoptive parent's or a child's race, color, or national origin. The Department of Health and Human Services must withhold 15% of the federal funds that a state or local government receives for such programs if the state or local government violates this bill. An aggrieved child welfare service provider may assert such an adverse action violation as a claim or defense in a judicial proceeding and to obtain all appropriate relief (including declaratory relief, injunctive relief, compensatory damages, and reasonable attorney's fees and costs).

Allow States and Victims to Fight Online Sex Trafficking Act of 2017 This bill amends the Communications Act of 1934 to specify that communications decency provisions protecting providers or users of interactive computer services from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sexual exploitation of children or sex trafficking. The bill amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing or reckless conduct by any person or entity and by any means that furthers or in any way aids or abets the violation. A provider of an interactive computer service that publishes information provided by an information content provider with reckless disregard that the information is in furtherance of a sex trafficking offense shall be subject to a criminal fine or imprisonment for not more than 20 years.

The bill establishes a council within the Smithsonian Institution to: (1) make recommendations to the Smithsonian's Board of Regents for the construction of the museum; (2) advise and assist the board on the administration and preservation of the museum; (3) recommend annual operating budgets for the museum; and (4) report annually to the board on the acquisition, disposition, and display of objects related to women's art, history, and culture. The council shall have sole authority to: (1) acquire artifacts for the museum's collections, (2) dispose of any part of the collections but only if funds generated are used for additions to the collections, (3) specify criteria for the use of the museum's collections and resources, and (4) preserve and maintain the collections. The museum's director may carry out educational and liaison programs in support of its goals.

Israel Anti-Boycott Act This bill declares that Congress: (1) opposes the United Nations Human Rights Council resolution of March 24, 2016, which urges countries to pressure companies to divest from, or break contracts with, Israel; and (2) encourages full implementation of the United States-Israel Strategic Partnership Act of 2014 through enhanced, governmentwide, coordinated U.S.-Israel scientific and technological cooperation in civilian areas. The bill amends the Export Administration Act of 1979 to declare that it shall be U.S. policy to oppose: requests by foreign countries to impose restrictive practices or boycotts against other countries friendly to the United States or against U.S. persons; and restrictive trade practices or boycotts fostered or imposed by an international governmental organization, or requests to impose such practices or boycotts, against Israel. The bill prohibits any U.S. person engaged interstate or foreign commerce from supporting: any request by a foreign country to impose any boycott against a country that is friendly to the United States and that is not itself the object of any form of boycott pursuant to United States law or regulation, or any boycott fostered or imposed by any international governmental organization against Israel or any request by any international governmental organization to impose such a boycott. The bill amends the Export-Import Bank Act of 1945 to include as a reason for the Export-Import Bank to deny credit applications for the export of goods and services between the United States and foreign countries, opposition to policies and actions that are politically motivated and are intended to penalize or otherwise limit commercial relations specifically with citizens or residents of Israel, entities organized under the laws of Israel, or the government of Israel.

Iran Ballistic Missiles and International Sanctions Enforcement Act This bill states that it is U.S. policy to prevent Iran from undertaking any activity related to nuclear-capable ballistic missiles. The President shall report to Congress regarding the foreign and domestic supply chain in Iran that supports Iran's ballistic missile program. The report shall identify individuals and companies involved in such activities. The President shall submit to Congress a determination of whether any Iranian ballistic missile test violates United Nations Security Council Resolution 2231. Such resolution endorses the Joint Comprehensive Plan of Action and sets out a mechanism to monitor Iranian compliance. The President shall impose sanctions against: (1) Iranian government agencies involved in ballistic missile development; (2) foreign entities that supply material for, or otherwise facilitate or finance, such efforts; (3) foreign persons or foreign government agencies that import, export, or re-export prohibited arms or related material to or from Iran; and (4) foreign persons or entities that transfer goods or technologies contributing to Iran's ability to acquire or develop ballistic missiles, including launch technology, and destabilizing numbers and types of advanced conventional weapons. The President shall investigate potential violations of ballistic missile and conventional weapons sanctions against Iran. The President shall report to Congress regarding credible information about Iran's violations of arms restrictions and attempts to pursue sanctionable activities.

Student Agriculture Protection Act of 2017

Student Agriculture Protection Act of 2017 This bill amends the Internal Revenue Code to exclude from the gross income of a student farmer up to $5,000 of the gain from the sale or exchange of personal property (including livestock, crops, and agricultural mechanics or shop products) produced or raised by the student farmer. A student farmer is an individual who is under 19 years of age and is enrolled in: (1) a program established by the National FFA Organization; (2) a 4-H Club or other program established by 4-H; or (3) a student agriculture program that is under the direction or guidance of an agricultural educator, advisor, or club leader. To qualify for the exclusion, the production and sale or exchange of the property must be supervised by one of the specified agriculture programs. The sale or exchange must also occur during qualified public entertainment or convention and trade show activities.
