Impact Aid Infrastructure Partnership Act

Impact Aid Infrastructure Partnership Act This bill authorizes certain construction grants under the Impact Aid program for four fiscal years. The Impact Aid program provides funding to local educational agencies (LEAs) that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases). Specifically, the bill directs the Department of Education (ED), based on applications submitted by LEAs that are eligible to receive payments under the Impact Aid program, to establish a priority listing for grant awards based on facility condition. Further, ED must comply with specified requirements when making grant payments under this bill. For example, ED must provide a grant in full to an LEA that (1) has a facility in violation of a building code that represents a health hazard and which fails to meet other standards, and (2) has no capacity to issue bonds. ED must also require an LEA that has the capacity to issue bonds to pay a percentage of the total cost of the project supported with grant funds. ED must annually report to Congress on the projects carried out under this bill and make the report publicly available.

Maintaining and Enhancing Hydroelectricity and River Restoration Act of 2023

Maintaining and Enhancing Hydroelectricity and River Restoration Act of 2023 This bill establishes a new investment tax credit in the amount of 30% of the basis of any hydropower improvement property. The bill defines hydropower improvement property as property that adds or improves fish passage at a qualified dam; maintains or improves the quality of the water retained or released by a qualified dam; promotes downstream sediment transport and habitat maintenance; upgrades, repairs, or reconstructs a qualified dam to meet safety and security standards; improves public uses of, and access to, public waterways impacted by a qualified dam; removes an obsolete river obstruction; or places into service an approved remote dam. Further, written approval for hydropower improvement property must be obtained from the Federal Energy Regulatory Commission or state or local officials prior to January 1, 2032. The bill also allows an election to claim the investment tax credit for qualified progress expenses for some types of hydropower improvement property in advance of such property being placed into service. Any investment tax credit amount claimed for qualified progress expenses reduces the amount of the investment tax credit that may be claimed once the hydropower improvement property is placed into service.  The bill authorizes certain entities, including tax-exempt and governmental entities, to treat the investment tax credit for hydropower improvement property as a payment of tax and receive a refund of any overpayment (also known as elective pay).  Finally, the investment tax credit for hydropower improvement property may be transferred (i.e., sold).

Chinese Spy Balloon Assessment Act This bill requires the Department of Defense to consult with the President and report on the effects on national security of surveillance conducted by China via the high-altitude surveillance balloon shot down in the United States in February 2023. The report must be submitted in an unclassified form, but may include a classified annex.

Expanding Public Lands Outdoor Recreation Experiences Act or EXPLORE Act This bill sets forth policies for the Department of the Interior and the Department of Agriculture related to recreation on certain public lands. Issues addressed include itemized budget information for outdoor recreation across departments;  long-distance bike trails;  recreational climbing activities;  target shooting ranges;  overnight campsites in Arkansas;  filming and still photography;  motorized and nonmotorized access;  invasive species;  gateway communities;  real-time information for the public on visitor levels;  broadband and cellular service; public-private partnerships;  access for persons with disabilities to trails and recreation opportunities;  recreational and job opportunities for military members and veterans;  youth access to recreational lands;  issuance of special recreation permits; a digital version of the National Parks and Federal Recreational Lands Pass; extension of seasonal recreation opportunities; and  volunteers on public recreational lands.

Alaska Native Village Municipal Lands Restoration Act of 2023

Alaska Native Village Municipal Lands Restoration Act of 2023 This bill removes the requirement that Alaska Native village corporations must convey lands to Alaska to be held in trust for future municipal governments.  The Alaska Native Claims Settlement Act (ANCSA) requires all Alaska Native village corporations that receive land under the ANCSA to convey certain lands to the existing municipality in the village or, if no municipality exists, to Alaska in trust for any municipality that may be established in the future. This bill removes the requirement for conveyance. Additionally, the bill allows village corporations to regain title to the lands held in trust by dissolving the trust through formal resolution by the village corporation and the residents of the Native village.

Indian Buffalo Management Act This bill establishes a program within the Department of the Interior to develop and promote tribal ownership and management of buffalo and buffalo habitat on Indian lands. Specifically, the bill requires Interior to (1) enter into contracts, award grants, and provide technical assistance to Indian tribes and tribal organizations for activities related to buffalo restoration or management; (2) consult with tribes and tribal organizations on initiatives that affect buffalo or buffalo habitat, including efforts to contain or eradicate diseased buffalo; and (3) develop a policy relating to buffalo and buffalo habitat management activities on Indian land. Additionally, Interior may enter into agreements with tribes or tribal organizations to transport surplus buffalo from federal land onto Indian land.

Alaska’s Right to Produce Act of 2023

Alaska’s Right to Produce Act of 2023 This bill provides for oil and gas leases in the Arctic National Wildlife Refuge (ANWR).  Specifically, the bill nullifies any order or action by the President or the Department of the Interior that places a moratorium on, suspends, or otherwise pauses leasing in ANWR's 1002 Area. It also ratifies and approves all authorizations and permits issued for the establishment and administration of the Coastal Plain Oil and Gas Leasing Program. The Environmental Protection Agency and other applicable federal departments and agencies must process, reinstate, or continue to maintain such authorizations and permits.  Within 30 days of the bill's enactment, Interior must accept bids for certain ANWR leases that were canceled and reissue the leases. The bill states that the reissued leases must be considered to meet the requirements of specified existing laws, such as the Endangered Species Act of 1973. By December 22, 2024, Interior must also conduct a second lease sale. Further, the bill limits the authority of the President and Interior to cancel future leases issued under the program. The bill also directs the Bureau of Land Management to withdraw its (1) Notice of Availability of the Draft Coastal Plain Oil and Gas Leasing Program Supplemental Environmental Impact Statement , and (2) proposed rule titled  Management and Protection of the National Petroleum Reserve in Alaska . It also nullifies Section 4 of Executive Order 13990 and Secretarial Order 3401. Finally, the bill limits judicial review of approvals of leases under the program.

Strengthening Tools to Counter the Use of Human Shields Act This bill extends the authority of the President to impose sanctions on foreign persons using human shields through 2030 and requires the President to impose such sanctions on each foreign person determined to be a member of Palestine Islamic Jihad and orders, controls, or otherwise directs the use of human shields. Currently, such sanctions are (1) required for users of human shields who are members of Hamas or Hezbollah or supporters of those groups, and (2) authorized for other users of human shields. The President must also determine if a person named in certain congressional requests meets the criteria for such sanctions and report on whether the President intends to impose sanctions on that person. Additionally, the Department of Defense must report to Congress on the implications of the use of human shields by Hamas, Hezbollah, and Palestine Islamic Jihad.

Transportation Security Screening Modernization Act of 2024

Transportation Security Screening Modernization Act This bill directs the Transportation Security Administration (TSA) to streamline the process for individuals applying for or renewing enrollment in multiple security threat assessment (STA) programs, in particular the Transportation Worker Identification Credential (TWIC) and the Hazardous Materials Endorsement (HME) programs. Among other things, the TSA must permit an individual to enroll at a TSA-authorized enrollment center once and use the application, as well as information generated by TSA’s vetting, to enroll in any other programs; permit an individual to enroll in more than one STA program at the same time for a single fee that is less than the combined fee for applying to the same programs separately; provide for a streamlined and expeditious renewal process; and provide states the expiration dates for each individual’s STA to ensure commercial driver's licenses include an individual's current HME status. Additionally, the TSA must publish on its website information relating to the streamlining of the enrollment system. If the TSA determines it is necessary to implement these changes through rulemaking, the bill provides for an expedited rulemaking process.

The reports must include details regarding the costs and economic effects of the shutdown, including estimates of lost economic output, the decrease in gross domestic product for the quarter, assistance that the Small Business Administration was unable to provide, revenue that the National Park Service (NPS) lost due to the closure of NPS lands and historic sites, and revenue lost due to the effects on tourism and travel to and within the United States.

Pay Our Troops Act This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2024 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2024 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian employees and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard when the Coast Guard is not operating as a service in the Department of the Navy) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2025.

Student Loan Deferment for Sex-Based Harassment Survivors Act This bill allows a borrower who is a victim of sex-based harassment (including sexual harassment, dating violence, domestic violence, stalking, or sexual assault) to defer payment of federal student loans for up to three years. Additionally, the bill authorizes the Department of Education (ED) to waive certain requirements for repayment of grant assistance or federal student loans for a borrower whose attendance was interrupted due to such sex-based harassment. ED must, within five years of this bill's enactment, submit a report to Congress evaluating the effectiveness of the bill's activities.

John R. Lewis Voting Rights Advancement Act of 2023 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if, during the previous 25 years: 15 or more voting rights violations occurred in the state; 10 or more violations occurred, at least 1 of which was committed by the state itself; or 3 or more violations occurred and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as redistricting. States and political subdivisions must notify the public of changes to voting practices. The bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill outlines factors courts must consider when hearing challenges to voting practices, such as the extent of any history of official voting discrimination in the state or political subdivision.

Protecting Americans from Foreign Commercial Spyware Act This bill prohibits provision of U.S. foreign assistance, except for military assistance, to countries that use foreign commercial spyware to target U.S. persons. If the President certifies to Congress that extraordinary circumstances or national security priorities exist warranting the provision of foreign aid to that country, such prohibition may be waived.

This resolution condemns Russia for exacerbating global food insecurity through its full-scale invasion of Ukraine. The resolution condemns Russia for suspending its participation in the Black Sea Grain Initiative, a 2022 United Nations-brokered agreement between Ukraine, Turkey, and Russia for grain exports through the Black Sea. The resolution also calls on Russia to immediately resume participation in the Black Sea Grain Initiative or pledge noninterference for commercial grain shipping in the Black Sea without any preconditions. Additionally, the resolution expresses solidarity with all people affected by food insecurity resulting from Russia's war against Ukraine.

Prevent Youth Suicide Act

Prevent Youth Suicide Act This bill directs the Department of Education (ED) to issue a rule requiring educational agencies and institutions, as a condition of receiving certain federal education funds, to carry out school-based suicide prevention protocols, suicide postvention support, and trauma-informed care. The bill applies to educational agencies and institutions that serve students in grades 6-12. Additionally, the bill requires ED to provide each educational agency and institution subject to the rule with the resources, guidelines, and technical assistance necessary to comply with the rule’s requirements. Further, ED must establish compliance monitoring, including periodic assessments, evaluations, and audits. Finally, ED must (1) encourage educational agencies and institutions to provide feedback on the effectiveness of the rule’s requirements, and (2) review such feedback and make necessary revisions to the rule.
