Telehealth Enhancement for Mental Health Act of 2024 or the TELEMH Act of 2024 This bill requires the Centers for Medicare & Medicaid Services (CMS) to create a billing modifier for certain mental health services that are provided via telehealth under Medicare. Specifically, the CMS must create a billing modifier for telehealth mental health services that are provided by auxiliary personnel (i.e., individuals acting under the supervision of a physician or other practitioner) and that are billed as incident to a physician or practitioner's services.

Sultana Steamboat Disaster Commemorative Coin Act of 2024 This bill directs the Department of the Treasury to mint and issue not more than 100,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the Sultana steamboat explosion that occurred on April 27, 1865, on the Mississippi River. All surcharges received by Treasury from the sale of such coins must be paid to the Sultana Historical Preservation Society Inc. for the purpose of establishing, operating, and maintaining a museum.

Disaster Management Costs Modernization Act

Disaster Management Costs Modernization Act This bill authorizes the President to allow recipients of certain disaster relief assistance to use excess management cost funds for (1) building capacity to prepare for, recover from, or mitigate the impacts of a major disaster or emergency; or (2) management costs associated with other major disasters, emergencies, disaster preparedness measures, or mitigation activities. (Management costs cover indirect costs, direct administrative costs, and other administrative expenses associated with a specific project under a major disaster, emergency, disaster preparedness, or disaster mitigation activity. In some cases, the amount provided for management costs may be more than the amount expended, resulting in an excess.)

Backcountry Aviation Protection Act

Backcountry Aviation Protection Act This bill directs the Federal Aviation Administration (FAA) to revise regulations, as necessary, to allow a properly qualified pilot operating an aircraft to conduct a go-around, an inspection pass, a practice approach, or a qualified instrument approach without regard to minimum safe altitude standards. Under current regulations, a person may not operate an aircraft below certain minimum safe altitudes except when necessary for takeoff or landing. The regulations do not include exceptions for situations such as a go-around (i.e., an aborted landing) or a practice approach. Beginning one year after the bill's enactment, if the FAA has not published final regulations as required by the bill, the FAA may not take an enforcement action against a person related to a go-around, inspection pass, or practice approach. The bill specifies that the FAA has the burden of proof with respect to enforcement actions to prove each element of the offense and the inapplicability of each exception to the offense.

Removing Our Unsecure Technologies to Ensure Reliability and Security Act or the ROUTERS Act This bill requires the National Telecommunications and Information Administration to conduct a study of the national security risks posed by consumer routers and modems (including devices that combine a modem and router) and provide the results of the study to Congress. The study must address devices that have been developed or manufactured by persons (i.e., individuals and entities) owned by, controlled by, or subject to the influence of China, Iran, North Korea, or Russia.

Military Family Leave Act of 2024

Military Family Leave Act of 2024 This bill entitles an employed family member of a member of the Armed Forces who receives notification of a call or order to active duty in support of a contingency operation, or who is deployed in connection with a contingency operation, to two workweeks of leave per year for each family member who is so called or deployed. Such leave may (1) be taken intermittently or on a reduced leave schedule; and (2) consist of paid or unpaid leave, as the employer considers appropriate. Additionally, the bill (1) allows an employer to require certification of entitlement to such leave within a leave request, (2) provides employment and benefits protection for employees upon their return from such leave, and (3) prohibits an employer from interfering with or otherwise denying the exercise of such leave rights.

Protecting Native Americans’ Credit Act of 2024 This bill excludes specified medical debt incurred by Native Americans from credit reports. The bill applies to medical debt related to treatment authorized by an Indian Health Service facility and performed at a non-Indian Health Service facility and medical debt wrongfully charged by the Department of Health and Human Services. This type of debt must be excluded from a credit report if the medical debt was incurred as a result of services received in the last year or if the debt has been fully paid or settled.  The bill also establishes a dispute process for such debt.

To amend the Defense Production Act of 1950 to allow an Indian Tribe to request CFIUS review of certain transactions between the Indian Tribe and foreign persons, and for other purposes.

FIFA World Cup 2026 Commemorative Coin Act

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

HEATS Act

Harnessing Energy At Thermal Sources Act or the HEATS Act This bill exempts certain geothermal activities on state and private lands (except Indian lands) from drilling permit requirements as well as environmental and historic preservation review requirements. First, the bill prohibits the Department of the Interior from requiring an operator to obtain a drilling permit under the Geothermal Steam Act of 1970 for any geothermal exploration and production activity conducted on a nonfederal surface estate (i.e., the part of the estate that is above ground) if (1) the United States holds an ownership interest of less than 50% of the subsurface geothermal estate to be accessed by the proposed action, and (2) the operator submits to Interior a state permit to conduct the geothermal exploration and production activity on the nonfederal surface estate.  Next, the bill states that such geothermal exploration and production activity is not considered a major federal action under National Environmental Policy Act of 1969 (NEPA). Thus, such activity does not trigger NEPA's environmental review requirements. In addition, the bill exempts such activity from the consultation requirements under the Endangered Species Act of 1973. It also exempts the activity from review under the National Historic Preservation Act unless the state in which the activity occurs does not have a state law that addresses the preservation of historic properties.

Unlocking our Domestic LNG Potential Act of 2024 This bill repeals certain restrictions on the import and export of natural gas under the Natural Gas Act, including requirements for Department of Energy (DOE) approval and related provisions that address free trade agreements. In addition, the bill grants the Federal Energy Regulatory Commission (FERC) the exclusive authority to approve or deny applications to authorize the siting, construction, expansion, or operation of facilities (e.g., liquefied natural gas terminals) to export natural gas to foreign countries or import natural gas from foreign countries. (Currently, DOE authorizes the export or import of natural gas, and FERC authorizes related facilities.) In determining whether to approve or deny an application, FERC must deem the exportation or importation of natural gas to be consistent with the public interest.

The bill defines eligible caregiver as an individual who has earned income for the taxable year in excess of $7,500 and pays or incurs expenses for providing care to a spouse or other dependent relative with long-term care needs.

Trafficking Survivors Relief Act of 2024  This bill establishes a process to vacate convictions and expunge arrest records for certain criminal offenses committed by victims of human trafficking that directly result from or relate to having been a trafficking victim. It defines the offenses eligible to be vacated or expunged and sets forth procedures for filing a motion. The Government Accountability Office must assess the impact of this process, including the number of human trafficking survivors who file motions to vacate convictions or expunge records. The bill permits certain grants for legal representation to be used to seek post-conviction relief. Finally, the bill creates a rebuttable presumption that a defendant committed certain offenses under duress if the defendant establishes that he or she was a victim of human trafficking at the time of the offense.

Access to Family Building Act

Access to Family Building Act This bill provides a statutory right to access assisted reproductive technology (e.g., in vitro fertilization). Specifically, under the bill, individuals have the right to access assisted reproductive technology, and to retain all rights with respect to the use or disposition of reproductive genetic materials (e.g., eggs or sperm), without prohibitions or unreasonable restrictions. Health care providers and insurers also have the right to provide and cover these services, respectively. The bill does not affect state or local health and safety regulations that achieve their purpose in the least restrictive manner possible. The Department of Justice may bring civil actions against states, localities, or government officials or entities that enact or enforce limitations or requirements that violate this bill. Individuals and health care providers who are affected by violations may also bring civil actions for relief.

This bill waives a statutory core township selection requirement for the Cape Fox Corporation and allows Cape Fox to receive other lands to fulfill its remaining land entitlement. Cape Fox is an Alaska Native village corporation for the Alaska Native village of Saxman, Alaska. Specifically, the bill states that Cape Fox shall not be required to receive its previously selected land of approximately 185 acres located within the township in which the Alaska Native village of Saxman, Alaska, is located. Instead, the bill allows Cape Fox to receive land outside of Cape Fox's current exterior selection boundary upon written notice of the new selection to the Department of the Interior.  In particular, if Cape Fox submits written notice of its selection of approximately 180 acres of surface land within the Tongass National Forest in Alaska to Interior within 90 days of the bill's enactment, then Interior must convey the federal land to Cape Fox. Upon conveyance of the surface estate of the federal land to Cape Fox, Interior must convey the subsurface estate of the federal land to Sealaska Corporation (the Alaska Native regional corporation representing southeastern Alaska).
