Illegitimate Court Counteraction Act This bill imposes sanctions against foreign persons (individuals and entities) who assist the International Criminal Court (ICC) in investigating, arresting, detaining, or prosecuting certain individuals. The bill categorizes as protected persons (1) any U.S. individual, U.S. entity, or person in the United States, unless the United States is a state party to the Rome Statute of the ICC and provides formal consent to ICC jurisdiction; and (2) any foreign person that is a citizen or lawful resident of a U.S. ally that is not a state party to the Rome Statute or has not consented to ICC jurisdiction. If the ICC attempts to investigate, arrest, detain or prosecute a protected person, the President must impose visa- and property-blocking sanctions against the foreign persons that engaged in or materially assisted in such actions, as well as against foreign persons owned by, controlled by, or acting on behalf of such foreign persons. The President must also apply visa-blocking sanctions to the immediate family members of those sanctioned. Upon enactment, the bill rescinds all funds appropriated for the ICC and prohibits the subsequent use of appropriated funds for the ICC.

This joint resolution nullifies the rule titled Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles and published by the Environmental Protection Agency on April 18, 2024. The rule established and modified requirements for certain light-duty or medium-duty vehicles (e.g., cars, trucks, and sports utility vehicles that are under a certain weight), including requirements related to (1) emission standards, such as a greenhouse gas emission standard; (2) the durability of batteries for certain electric and hybrid vehicles; and (3) measuring fuel economy.

Telehealth Modernization Act of 2024 This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill permanently extends certain flexibilities that were initially authorized during the public health emergency relating to COVID-19. Among other things, the bill allows (1) rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner); (2) the home of a beneficiary to serve as the originating site (i.e., the location of the beneficiary) for all services (rather than for only certain services); and (3) all types of practitioners to furnish telehealth services, as determined by the Centers for Medicare & Medicaid Services.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

It also (1) recognizes the important role of the National FFA Organization (Future Farmers of America) in developing the next generation of globally conscious leaders who will change the world; and (2) celebrates the 10th anniversary of the Give the Gift of Blue program, which has donated more than 17,000 FFA blue jackets to FFA members in need.

Unlocking our Domestic LNG Potential Act of 2024 This bill repeals certain restrictions on the import and export of natural gas under the Natural Gas Act, including requirements for Department of Energy (DOE) approval and related provisions that address free trade agreements. In addition, the bill grants the Federal Energy Regulatory Commission (FERC) the exclusive authority to approve or deny applications to authorize the siting, construction, expansion, or operation of facilities (e.g., liquefied natural gas terminals) to export natural gas to foreign countries or import natural gas from foreign countries. (Currently, DOE authorizes the export or import of natural gas, and FERC authorizes related facilities.) In determining whether to approve or deny an application, FERC must deem the exportation or importation of natural gas to be consistent with the public interest.

This joint resolution nullifies the final rule issued by the Federal Communications Commission titled The Infrastructure Investment and Jobs Act: Prevention and Elimination of Digital Discrimination and published on January 22, 2024. The rule prohibits broadband providers from adopting policies or practices that differentially impact consumers' access to broadband service based on their income, race, ethnicity, religion, or national origin, provided such policies or practices are not justified by issues of technical or economic feasibility.
