Food for Trade Act of 1994 - Amends the Agricultural Trade Development and Assistance Act of 1954 to require the Secretary of Agriculture to conduct a pilot program to establish permanent, self-sustaining organizations utilizing agricultural commodities to promote financing for economic development activities in eligible countries. Requires the facilitator of such program to establish in each country: (1) an investment fund from the proceeds of the sale of agricultural commodities to be used for developmental activities; and (2) an advisory board to advise the facilitator on the management of such fund. Requires the Government to enter into an agreement with each recipient country for the establishment of a Food for Trade Joint Commission.

Sheep Promotion, Research, and Information Act of 1994 - Directs the Secretary of Agriculture to issue a sheep and wool promotion, research, education, and information order. Includes in such order: (1) establishment of a National Sheep Promotion, Research, and Information Board; and (2) assessment of fees. Provides for approval referenda among producers, feeders, and importers. Authorizes appropriations.

Amends the Agricultural Trade Development and Assistance Act of 1954 to require micronutrient fortification of food program commodities. Directs the Administrator of the Agency for International Development to study the feasibility of micronutrient fortification of vegetable oil. Expresses the sense of the Congress that such food programs should: (1) place more emphasis on food needs assessment; (2) target the most vulnerable groups; and (3) encourage in-country micronutrient fortification.

Ryan White CARE Reauthorization Act of 1994 - Amends the Ryan White Comprehensive AIDS Resources Emergency Act of 1990 (title XXVI of the Public Health Service Act) to limit the grant program for emergency relief for areas with substantial need for services to eligible areas with a population of at least 500,000 individuals. Requires an HIV health services planning council (which advises on the distribution of such grants) to be reflective of the demographics of the human immunodeficiency virus (HIV) epidemic in an eligible area, with particular consideration given to disproportionately affected and historically underserved groups. Revises the method of distributing such grants and extends authorized appropriations for them until FY 2000. Revises the care grant program that makes funds available for individuals and families with the HIV disease. Authorizes the award of supplemental grants to eligible entities to enhance community-based care, treatment, and supportive services through the development and operation of consortia and innovative approaches. Extends authorized appropriations for such grant program through FY 2000. Requires the establishment of grievance procedures to address allegations of egregious violations of title XXVI of the Public Health Service Act. Directs the Secretary of Health and Human Services to coordinate the planning and implementation of Federal HIV programs to facilitate the development of a complete continuum of HIV-related services for individuals with HIV disease and those at risk of such disease. Extends authorized appropriations for early intervention services until FY 2000. Extends authorized appropriations until FY 2000 for grants for coordinated services and access to research for children, youth, women, and families (formerly known as demonstration grants for research and services for pediatric patients regarding acquired immune deficiency syndrome). Makes appropriations available for special projects of the national significance program to award direct grants to public and nonprofit private entities to fund special programs for the care and treatment of individuals with HIV disease.

Baseline Reform Act of 1994 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to declare that the estimated budget outlays submitted to the Congress by the President each year shall not include an inflation adjustment for programs and activities subject to discretionary appropriations. Requires the President's budget to include: (1) estimated expenditures and appropriations for the current year; and (2) a certain comparison of levels of estimated expenditures and proposed appropriations that includes the proposed increase or decrease in spending in percentage terms. Amends the Congressional Budget Act of 1974 to make conforming changes to the development of the concurrent resolution on the budget. Declares that: (1) the starting point for any deliberations in the Committee on the Budget of each House on the budget resolution for the next fiscal year shall be the estimated level of outlays for the current year in each function and subfunction; and (2) any increases or decreases in the congressional budget for the next fiscal year shall be from such estimated levels. Requires the Congressional Budget Office (CBO) to include in reports to budget committees certain current year comparisons and a table on sources of spending growth under current law in total mandatory spending for the budget year and the ensuing four fiscal years. Requires the CBO to include in cost estimates of pending legislation a comparison of prior year spending levels to current year levels. Requires the Comptroller General to report annually to the Congress all programs and activities with permanent appropriations or that fall within a specified definition of spending authority.

Emergency Spending Control Act of 1994 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to limit emergency appropriations and legislation to the matter of emergency. Allows such a statute to contain other offsetting provisions that reduce spending or non-emergency appropriations for the designated emergency. Makes it out of order in the House of Representatives or the Senate to consider any bill or joint resolution containing an emergency designation, if the legislation provides an appropriation for any other item or matter.

Expresses the sense of the Congress that the President is: (1) required to obtain the prior approval of the Congress before U.S. armed forces may undertake offensive military action against the military leadership of Haiti in accordance with United Nations Security Council Resolution 940; and (2) recognized as having the inherent authority to use such forces to protect or evacuate U.S. citizens from imminent danger or for humanitarian purposes.

Spent Nuclear Fuel Disposal Assurance Act - Amends the Nuclear Waste Policy Act of 1982 to declare that the obligation of the Secretary of Energy to accept high-level radioactive waste and spent nuclear fuel as of January 31, 1998, is absolute and is not dependent upon either commencement of repository operations or a monitored retrievable storage facility. Prohibits such obligation from being voided or delayed for any reason. Repeals: (1) the prohibition against selection of a monitored retrievable storage site until the Secretary has submitted recommendations for a spent nuclear fuel repository site; and (2) the licensing conditions for a monitored retrievable storage facility.

Amends the Federal criminal code to prohibit the exclusion of evidence in a proceeding in a U.S. court on the ground that the search and seizure was in violation of the Fourth Amendment if carried out in circumstances justifying an objectively reasonable belief that it was in conformity with such amendment. Specifies that the fact that evidence was obtained pursuant to and within the scope of a warrant constitutes prima facie evidence of the existence of such circumstances. Prohibits the exclusion of evidence in such a proceeding on the ground that it was obtained in violation of a statute, administrative rule or regulation, or rule of procedure unless exclusion is expressly authorized by statute or rule prescribed by the Supreme Court pursuant to statutory authority.

Reduces the amount required to be transferred from funds to a State for the National Highway System and for congestion mitigation, air quality, and surface transportation programs to funds for highway safety programs if the State has a safety belt use law in effect. (Currently, a State is penalized by having a certain percentage of funds transferred from such programs to highway safety programs if the State does not have motorcycle helmet and safety belt use laws in effect.)

Amends the Internal Revenue Code to allow a taxpayer to elect to include in income crop insurance proceeds and disaster payments in the year of destruction or in the following year. Revises the method of determining the inflation adjustment applicable to the luxury automobile excise tax.

Entitlement Control Act of 1994 - Directs the Director of the Office of Management and Budget (OMB) to report to the Congress on the direct spending targets for each of FY 1995 through 2000. Requires inclusion in such targets of all mandatory Federal spending except deposit insurance and net interest. (Sec. 4) Requires the OMB Director to establish direct spending limits (caps) for FY 1995 through 2000, allowing for growth each year to reflect the consumer price index, the number of beneficiaries, and an additional growth allowance of one percent per year through 1998. Requires further cap adjustments to reflect increased direct spending resulting from any health reform legislation. Requires the President's budget to reflect the same adjustments as OMB's. (Sec. 5) Requires the President's budget to include a proposal to offset any OMB-projected excess of the caps for each year. Authorizes the President to propose, with justification in writing, increases in cap levels to allow for all or part of such excess. (Sec. 6) Requires the Congress to: (1) pass a budget resolution including reconciliation instructions to offset any OMB-projected excess in entitlement spending for each fiscal year; or (2) increase the caps. Prescribes procedures for congressional consideration of such a budget resolution. (Sec. 7) Provides for expedited spin-off legislation, following passage of a budget resolution conference report, to allocate spending among the budget functions under the overall entitlement cap for a fiscal year, establishing individual caps for each budget function based on the budget resolution. Makes such caps binding in law when the President signs such spin-off legislation. (Sec. 8) Mandates separate sequestrations for any would-be excess direct spending in each budget function covered by enactment of a spin-off law. (Sec. 9) Mandates a comprehensive sequestration with across-the-board cuts in all entitlement programs to keep direct spending within the aggregate budget cap in any year when spin-off legislation is not enacted. (Sec. 10) Specifies programs and activities exempted from sequestration. (Sec. 11) Sets forth general and special sequestration rules. (Sec. 12) Sets forth deadlines for estimating assumptions, sequestration reports, and orders. (Sec. 13) Prescribes rules for determining the current policy baseline for sequestration reports. (Sec. 14) Declares that reductions in entitlement spending made to comply with budget caps shall not be entered on the paygo scorecard under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), except in certain circumstances. (Sec. 15) Provides for expedited judicial review of the constitutionality of this Act. (Sec. 16) Provides that certain House of Representatives rules changes enacted as part of the entitlement review process shall not be effective for FY 1995 and thereafter.

Government Travel Cost Reduction Act - Amends Federal law governing air travel of Federal employees and Members of Congress to mandate that a Federal or congressional agency include in its contract with an air carrier: (1) the establishment of a separate air travel business account for employees travelling on official agency business; and (2) deposit into the employee's air travel business account any travel bonuses awarded by the carrier.

Official Travel Reform Resolution - Requires any travel award that accrues by reason of official travel of a Member, officer, or employee of the House of Representatives to be used only with respect to official travel.

African Conflict Resolution Act - Authorizes the President to provide assistance to: (1) strengthen the conflict resolution capabilities of the Organization of African Unity and subregional organizations established by countries in Subsaharan Africa; (2) provide for demobilizations of armed forces in Subsaharan African countries and for the retraining for civilian occupations of demobilized military personnel; and (3) nongovernmental organizations engaged in mediation and reconciliation efforts in Africa. Earmarks funds for such purposes from foreign assistance funds allocated for Subsaharan Africa. Authorizes the President to establish a program to provide education and training in conflict resolution and peacekeeping for civilian and military personnel of countries in Subsaharan Africa. Makes foreign assistance funds for military education and training available for such program.

Social Security Access to Information Act of 1994 - Amends title XI (General Provisions and Peer Review) of the Social Security Act to require annual social security account statements to: (1) express wages, contributions, and benefits in terms of actual dollars and in terms of current dollars; and (2) contain the total amount of benefits paid to date to the eligible individual as well as the total paid to date to all beneficiaries on the basis of the individual's wages and self-employment income, expressed in terms of actual dollars and in terms of current dollars. Requires the Secretary to provide such annual statements to all eligible individuals who have attained age 60, regardless of whether they are receiving old age, survivors and disability insurance benefits.

Amends Federal law to require the President's budget submission to set forth all budget aggregates (including receipts, disbursements, and deficits) as follows: (1) one set of aggregates shall relate solely to activities of the Federal budget which are within the unified budget; and (2) one set of aggregates shall relate solely to activities of the Federal budget which are off-budget.

States that no appropriations are authorized to implement this Act. Declares that the medals struck pursuant to this Act are national medals.

National Community Service Commemorative Coin Act - Directs the Secretary of the Treasury to issue one-dollar silver coins to commemorate students who volunteer to perform community service. Mandates that all surcharges received from such coin sales be paid to the National Community Service Trust to fund innovative community service programs at American universities, including the service, research, and teaching activities of the faculty and students involved in such programs.

Removes the requirement that adjustments made for expiring housing contracts be sequential and cumulative. Requires the President's budget to include: (1) estimated expenditures and appropriations for the current year; (2) new budget authority in budget outlay comparisons; and (3) a certain comparison of levels of estimated expenditures and proposed appropriations that includes the proposed increase or decrease in spending in percentage terms. Amends the Congressional Budget Act of 1974 to make conforming changes to the development of the concurrent resolution on the budget. Requires the Congressional Budget Office to include in reports to budget committees certain current year comparisons and a table on sources of spending growth under current law in total mandatory spending for the budget year and the ensuing four fiscal years. Requires the Director of the Congressional Budget Office to report annually to the Congress on all programs and activities with permanent or indefinite spending authority or those programs for which budget authority is not provided for in advance by appropriation Acts. Title II: Changes in Discretionary Spending Limits - Reduces discretionary spending limits for new budget authority for any fiscal year by the amount in the Deficit Reduction Account. Requires each appropriation or rescission bill to contain a Deficit Reduction Account containing amounts resulting from reduced spending. Title III: Expedited Rescissions and Targeted Tax Benefits - Amends the Congressional Budget and Impoundment Control Act of 1974 to provide for the expedited consideration of proposed rescissions of budget authority or repeals of targeted tax benefits. Title IV: Treatment of Emergency Spending - Limits emergency appropriations and legislation to the matter of emergency. Allows such a statute to contain other offsetting provisions that reduce spending or non-emergency appropriations for the designated emergency. Makes it out of order in the House of Representatives or the Senate to consider any bill or joint resolution containing an emergency designation, if the legislation provides an appropriation for any other item or matter.

Farm Credit System Agricultural Export and Risk Management Act - Amends the Farm Credit Act of 1971 to permit banks for cooperatives to participate in agricultural export financing arrangements with domestic or foreign businesses. Prohibits the financing of a U.S. facility's foreign relocation. Authorizes a Farm Credit Bank or direct lender association to participate in loans to similar but non-Farm Credit System entities for entities for risk management purposes.

Social Security Eligibility Act of 1994 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) to increase the retirement age for OASDI benefits to age 67 by the year 2004 and to age 70 by the year 2013.

Commends the Government of Israel and the Palestine Liberation Organization (PLO) for reaching their agreement on Palestinian self-rule in the Gaza Strip and the Jericho area. Encourages all parties to the Middle East peace process to resume bilateral negotiations and work vigorously in the pursuit of peace. Urges: (1) the Administration to more actively engage the United States as a full partner in the negotiating process and, in cooperation with the world community through relevant international financial institutions, to provide aid to facilitate the establishment of Palestinian self-government in the Gaza Strip and Jericho area; and (2) Israel and the PLO to move quickly to implement the provisions of the Declaration of Principles on Interim Self-Government Arrangements to get to final status issues and issues of common interest according to the timetable stipulated in such Declaration.

Franked Mail Savings Act - Prohibits a Member, Member-elect, officer, or employee of the House of Representatives from sending franked mail matter. Requires persons previously authorized to use the frank to use postage stamps, postage meters, or other authorized methods of prepayment of postage. Applies this prohibition to mail matter mailed after December 31, 1994. Prohibits the amount provided for official mail costs of the House: (1) for FY 1995 from exceeding 50 percent of the amount made available for FY 1994; and (2) for FY 1996 from exceeding 25 percent of the amount made available for FY 1994. Amends the Legislative Branch Appropriations Act, 1991 to prohibit a Member of the House from transferring amounts from his or her Official Expenses Allowance and Clerk Hire Allowance to his or her Official Mail Allowance. Requires any amount provided for official mail costs of the House for FY 1994 that remains unobligated at the end of that fiscal year to be deposited in the Treasury for the sole purpose of deficit reduction. Expresses the intent of the Congress that a Member of, or Member-elect to, the Congress may not mail any mass mailing paid from official funds (currently, as franked mail) if the mass mailing is postmarked fewer than 120 (currently, 60) days immediately before the date of any primary or general election in which the Member is a candidate for reelection. Prohibits appropriated funds from being used to purchase United States Capitol Historical Society calendars for the House.

Federal Retirement Reform Act - Amends Federal law to revise age and service requirements for entitlement to an immediate annuity as well as deferred retirement (and deferred annuities) for Federal employees under the Civil Service (CSRS) and the Federal Employees' (FERS) Retirement Systems, and for Members of Congress.

National Security Budgeting and Deficit Control Act of 1994 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings) to extend the caps on defense and nondefense discretionary spending through FY 1998. Requires the special budget authority adjustment required in the final sequestration report for FY 1995 under such Act to be equally divided between the defense and nondefense categories for each applicable fiscal year.

Department of Energy Laboratory Facilities Act of 1994 - Establishes the Department of Energy Laboratory Facilities Commission. Instructs the Secretary of Energy (the Secretary) to publish in the Federal Register and transmit to congressional energy committees: (1) the criteria proposed for making recommendations for the closure or reconfiguration of departmental laboratories resulting in cost savings for the overall budget for such laboratories; and (2) a list of the departmental laboratories recommended for closure or reconfiguration. Directs the Commission to report to the President and the congressional energy committees its findings and conclusions about the Secretary's recommendations and any deviations from the reconfiguration criteria. Sets forth a presidential review and certification scheme. Directs the Secretary to close and/or reconfigure the departmental laboratories so recommended by the Commission according to prescribed implementation guidelines. Establishes the Department of Energy Laboratory Facility Closure Account to implement closures and reconfigurations.

NATO Expansion Act of 1994 - Expresses the sense of the Congress with respect to NATO membership of Poland, Hungary, the Czech Republic, and Slovakia. Authorizes the President to establish a program to assist the transition to full NATO membership for Poland, Hungary, the Czech Republic, Slovakia, and other European countries emerging from communist domination designated pursuant to this Act. Permits the President to provide specified security assistance to such countries, including excess defense articles, economic support fund assistance, international military education and training, and foreign military financing. Authorizes the President to provide additional assistance from the Nonproliferation and Disarmament Fund and Countries in Transition accounts. Permits the President to designate other European countries emerging from communist domination to receive assistance under this Act if he reports to the appropriate congressional committees that such countries: (1) have made significant progress toward establishing democratic institutions, free market economies, civilian control of their armed forces, and the rule of law; and (2) are likely to be in a position to further the principles of the North Atlantic Treaty and to contribute to the security of the North Atlantic area. Authorizes the President to confer, pursuant to agreement with any country eligible to participate in the Partnership for Peace, rights with respect to the military and related civilian personnel and activities of that country in the United States comparable to those conferred by that country with respect to the United States.

Amends the Congressional Budget Act of 1974 to include such funding in the budget process. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to repeal provisions relating to emergency appropriations. Requires annual reports to the Congress on expenditures from such account.

United States Botanic Garden Commemorative Coin Act of 1995 - Directs the Secretary of the Treasury to: (1) issue one-dollar silver coins to commemorate the 175th anniversary of the founding of the United States Botanic Garden; and (2) pay all surcharges received from such coin sales to the National Fund for the United States Botanic Garden.

Neighborhood Crime Fighters Housing Assistance Act - Amends the United States Housing Act of 1937 to provide public housing rental assistance on behalf of a family that has provided law enforcement assistance and is likely to be subject to retaliatory violence. Amends the Housing and Community Development Act of 1974 to set aside funds for such program.
