Rural Community Water Pollution Control Assistance Act of 1993 - Amends the Federal Water Pollution Control Act with respect to the use of a State water pollution control revolving fund to: (1) allow loans for terms of up to 40 years in the case of loans to economically distressed rural communities (EDRCs); (2) allow annual interest payments on such loans to commence within three years after completion of the water control project in the case of loans to EDRCs; and (3) require no less than 15 percent of the funds deposited into the revolving fund after the date of enactment of this Act to be used to make loans to EDRCs. Authorizes the use of such revolving fund for providing technical assistance to EDRCs in the operation, management, and maintenance of waste water treatment works. Defines an EDRC as a rural community in which the: (1) median household income is less than 75 percent of such income statewide; or (2) rate of poverty is greater than the national poverty rate. Increases the percentage of such revolving fund authorized to be used for administrative expenses to four and one-half percent of the total funds.

Amends the Legislative Branch Appropriations Act, 1993 to make State workers' compensation laws the exclusive remedy for agricultural worker injuries under the Migrant and Seasonal Agricultural Worker Protection Act for all cases in which a final judgment has not been entered before October 6, 1992.

Repeals the provision of the Tax Reform Act of 1986 that requires certain games of chance conducted by a nonprofit organization to be treated as an unrelated trade or business for tax purposes. Allows the refund or credit of any resulting overpayment if a claim is filed before the end of the one-year period beginning on the date of enactment of this Act.

Amends the Defense Base Closure and Realignment Act of 1990 and the Defense Authorization Amendments and Base Closure and Realignment Act to require the Secretary of Defense, before any action is taken with respect to the disposal or transfer of real property at a military facility being closed or realigned, to notify the State and each local government in which the facility is located, as well as other interested persons, of the suitability of the property or facility for conversion and use as a youthful offender boot camp. Requires the State, local government, or interested party to whom such real property is so transferred to certify that the property or facilities will be promptly converted and used for such purpose. Directs the Secretary to develop a model program intended to incorporate military basic training, instruction, and disciplinary procedures into the design and operation of youthful offender boot camps at the Federal, State, and local levels. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reallocate between public agencies and private nonprofit organizations the percentage of grant funds authorized under such Act for correctional options that provide alternatives to traditional modes of incarceration and offender release programs.

Title II: Jurisdictions of Standing Committees of the Senate - Amends rule XXV of the Standing Rules of the Senate to repeal provisions establishing the Senate Committee on Appropriations. Makes conforming amendments to the Standing Rules of the Senate (language to be supplied at a later date). Title III: Effective Date - Makes this Act effective at noon on January 3, 1995.

Fairness in Product Liability Act of 1993 - Declares that this Act governs any product liability action brought in any State or Federal court against a manufacturer or product seller for harm caused by a product, but supersedes State law only to the extent that State law applies to an issue covered by this Act. Lists specific laws not superseded, including provisions regarding vaccine injury. Makes a product seller liable to a claimant for harm only if the claimant establishes that: (1) the product which allegedly caused the harm complained of was sold by the product seller who failed to exercise reasonable care with respect to the product and such failure was a proximate cause of the claimant's harm; (2) the product seller made an express warranty applicable to the product which allegedly caused the harm complained of, the product failed to conform to the warranty, and such failure caused the claimant's harm; or (3) the seller engaged in international wrongdoing which was a proximate cause of the harm complained of by the claimant. Makes it a complete defense to a product liability action that the claimant was intoxicated or was under the influence of intoxicating alcohol or any drug and, as a result of such intoxication or influence, was more than 50 percent responsible for causing the accident or event which resulted in such claimant's harm. Directs that the damages for which a manufacturer or product seller is otherwise liable under State law be reduced by the percentage of responsibility for the claimant's harm attributable to misuse or alteration of a product if such percentage was proximately caused by a use or alteration of a product: (1) in violation of, or contrary to, the manufacturer's or product seller's express warnings or instructions if the warnings or instructions are adequate under State law; or (2) involving a risk of harm which was, or should have been, known by the ordinary person who uses the product, with an exception for workplace injuries. Sets forth provisions regarding: (1) limitations on punitive damages; (2) several liability for noneconomic damages; (3) statutes of limitation; (4) workers' compensation offsets; and (5) lack of Federal jurisdiction over civil actions arising under this Act.

Privacy for Consumers and Workers Act - Establishes certain privacy protections for employees and customers with respect to electronic monitoring in the workplace by employers. Directs the Secretary of Labor to enforce such protections. Provides for coverage of employees of the House of Representatives and the Senate under this Act.

TABLE OF CONTENTS: Title I: Retail Food Stores and Wholesale Food Concerns Title II: Miscellaneous Food Stamp Anti-Fraud Act of 1993 - Title I: Retail Food Stores and Wholesale Food Concerns - Amends the Food Stamp Act of 1977 with regard to retail food stores participating in the food stamp program (program) to: (1) permit the use of application information by Federal or State enforcement authorities; and (2) repeal the limits on civil money penalties for food stamp trafficking and firearms or controlled substance trading. Title II: Miscellaneous - Amends the Food Stamp Act of 1977 to permanently disqualify a recipient from program participation for trading of firearms, ammunition, explosives, or controlled substances for food stamps.

Democracy in Presidential Debates Act of 1993 - Amends the Internal Revenue Code to require as a condition of eligibility to receive payments from the Presidential Election Campaign Fund that presidential candidates agree to participate in at least one primary election debate and two general election debates sponsored by a nonpartisan entity. Requires a corresponding agreement by vice-presidential candidates, but for a minimum of only one general election debate.

Fresh Cut Flowers and Fresh Cut Greens Promotion and Information Act of 1993 - Authorizes the establishment of a program of promotion, consumer information, and research to strengthen the cut flowers and cut greens industry, including the creation of a Fresh Cut Flowers and Fresh Cut Greens Promotion Council.

TABLE OF CONTENTS: Title I: Rural School Improvement Title II: School Building Repair and Renovation Title III: Evaluation of Results Subtitle A: Assistant Secretary Subtitle B: Rural School Research and Evaluation Title IV: General Provisions Rural Schools of America (RSA) Act of 1993 - Title I: Rural School Improvement - (Sec. 101) Establishes, and authorizes appropriations for, a rural school improvement (RSI) grants program to help meet national educational goals. (Sec. 102) Directs the Secretary of Education, under such program, to: (1) reserve specified funds for competitive grant awards to exemplary school programs; and (2) make allotments to State educational agencies (SEAs), for suballotment to local educational agencies (LEAs), based on relative Chapter 1 funding (for educationally disadvantaged students under the Elementary and Secondary Education Act of 1965). Requires recipient LEAs to make subgrants to community-based organizations or nonprofit partnerships between the LEA, local colleges or universities, or area-wide collaboratives of private sector businesses. (Secs. 103-106, 109, and 110) Sets forth: (1) requirements for applications, local planning, uses of funds, accountability, and local advisory groups; and (2) special rules for ranking schools within an LEA by need, flexibility, and coordination with Chapter 1 planning. (Sec. 107) Authorizes incentive awards to individual schools that demonstrate exemplary progress. (Sec. 108) Directs the Secretary to report on the impact of Federal regulations, guidelines, and policies on rural public schools. Title II: School Building Repair and Renovation - (Sec. 201) Establishes, and authorizes appropriations for, a program of assistance for rural school building repair and renovation. (Sec. 202) Allots program funds to SEAs based on relative Chapter 1 funding, with suballotments to LEAs based on number of: (1) children from families below the poverty line; (2) school buildings used for instructional purposes; and (3) school buildings more than 25 years old used for instructional purposes. (Secs. 204-207) Requires eligible LEAs to use half of their suballotment for programs for school building repair and renovation, and half for programs for school environmental concerns and safety improvements. Authorizes SEA waivers of such requirement. Applies Davis-Bacon Act requirements to such programs. Title III: Evaluation of Results - Subtitle A: Assistant Secretary - Amends the Department of Education Organization Act to establish an Assistant Secretary for Rural Education in the Department of Education. Subtitle B: Rural School Research and Evaluation - (Sec. 311) Establishes, and authorizes appropriations for, a program of rural school research and evaluation. (Sec. 312) Directs the Secretary to establish for each region a National Rural Regional Education Research Center, to be operated by the appropriate regional educational laboratory. (Sec. 313) Requires each Center to make direct grants to rural LEAs in its region participating in a program assisted under title I of this Act, to conduct local schoool district research and evaluation of efforts toward meeting the national education goals. Title IV: General Provisions - (Sec. 401) Establishes the Interagency Council on Rural Schools. (Sec. 402) Directs the President to conduct a White House Conference on Rural Education. Authorizes appropriations. (Sec. 403) Requires eligible LEAs to use Federal funds received under this Act only to supplement but not supplant non-Federal funds.

Amends the Federal Deposit Insurance Corporation Improvement Act of 1991 to repeal the Truth in Savings Act. Declares that no person shall be liable for violations of such Act which occurred before the date of enactment of this Act.

Expedited Rescissions Act of 1993 - Amends the Congressional Budget and Impoundment Control Act of 1974 to allow the President to transmit to both Houses of the Congress, for expedited consideration, one special message proposing to rescind all or part of any item of budget authority provided in an appropriation bill. Requires that such special message be transmitted not later than three days after the President approves the appropriation bill and be accompanied by a draft bill or joint resolution that would, if enacted, rescind the budget authority proposed to be rescinded. Sets forth House and Senate procedures for the expedited consideration of such a proposal. Provides a special transition rule for messages of the 104th Congress proposing to rescind certain budget authority of the 103d Congress. Provides judicial review of congressional actions under this Act.

TABLE OF CONTENTS: Title I: Cancellation and Suspension Title II: Data Collection Title III: Amendments to the Federal Food, Drug, and Cosmetic Act Food Quality Protection Act of 1993 - Title I: Cancellation and Suspension - Amends provisions of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) relating to cancellations, changes in classifications, or other terms of registration with respect to the authority of the Administrator of the Environmental Protection Agency. Requires that a rulemaking under such provisions be based on a validated test or other significant evidence raising prudent concerns of unreasonable adverse effects to man or to the environment. Denies registration applications that are not in compliance with this Act. Title II: Data Collection - Directs the Secretary of Agriculture to collect pesticide use data of statewide or regional significance for all the major crops and crops of dietary significance. Mandates research, development, and dissemination of integrated pest management techniques and other pest control methods that enable producers to reduce or eliminate application of pesticides which pose a greater than negligible dietary risk to humans. Title III: Amendments to the Federal Food, Drug, and Cosmetic Act - Amends the Federal Food, Drug, and Cosmetic Act (FDCA) to define, subject to exception, "pesticide chemical" as it is defined in FIFRA. Deems a food adulterated if it bears or contains: (1) a pesticide chemical residue that is unsafe; or (2) a new animal drug or conversion product that is unsafe. Sets forth requirements relating to tolerances and exemptions from tolerances for pesticide chemical residues in food, including residues of degradation products. Prohibits establishment of a tolerance higher than a level the Administrator determines is adequate to protect the public health. Allows a greater than negligible dietary risk if: (1) use protects from greater adverse health effects to humans or the environment; (2) use avoids greater risks from another pesticide; or (3) the unavailability of the pesticide would reduce the availability of an adequate, wholesome, and economical domestic supply of the food, and the adverse effects from the reduction would outweigh the risk posed by the residue. Allows the Administrator to issue an exemption from the requirement for a tolerance only if a tolerance is not needed to protect the public health, in view of the levels of dietary exposure that could reasonably be expected to occur. Prohibits a final rule that revokes, modifies, or suspends a tolerance or exemption until the Administrator has taken any necessary action under FIFRA with respect to the registration of the pesticide involved. Requires the Administrator, if the Administrator takes certain actions with respect to the registration of a pesticide, to revoke any tolerance or exemption that allows the presence of the chemical or chemical residue. Requires the suspension of any tolerance or exemption upon the suspension of the use of an associated registered pesticide. Provides for: (1) tolerances for unavoidable residues in the case of a residue of a canceled or suspended pesticide chemical that will unavoidably persist in the environment and be present in or on a food; and (2) residues resulting from an application which was lawful at the time of application. Prohibits, subject to exception, a State from enforcing any limit on a qualifying pesticide chemical residue in or on any food which is not identical to Federal requirements. Prohibits a State from enforcing a residue limit which was lawful at the time of application. Authorizes appropriations for increased monitoring of pesticide residues in imported and domestic food.

Egg Research and Consumer Information Act Amendments of 1993 - Amends the Egg Research and Consumer Information Act to: (1) increase the maximum assessment rate from ten cents per case of commercial eggs to 30 cents per case; (2) authorize the Egg Board to increase assessments subject to producer referendum; and (3) increase the trigger level for assessment exemptions from (producers of) 30,000 laying hens to 50,000 laying hens.

1994 Vietnam Veterans Memorial Commemorative Coin Act - Directs the Secretary of the Treasury to issue one-dollar silver coins emblematic of the Vietnam Veterans Memorial. Mandates that surcharges from the sale of such coins be paid to the Vietnam Veterans Memorial Fund to help raise an endowment to be a permanent source of support for the Memorial.

Declares that the President should enter into revised host-nation agreements with the European member nations of the North Atlantic Treaty Organization (NATO) under which such nations agree that, for FY 1995 and thereafter, these nations will: (1) pay at least 50 percent of the personnel costs, and 75 percent of the nonpersonnel costs, of maintaining U.S. military personnel and installations in Europe; (2) relieve the U.S. armed forces of all tax liability that is incurred under the laws of the NATO member nation and community where such forces are located; and (3) ensure that goods and services furnished in these nations to U.S. armed forces are provided at minimum cost and without the imposition of user fees. Prohibits the use of appropriated funds to maintain U.S. military personnel and installations in such nations after FY 1995 unless the President certifies to the Congress that they have entered into revised agreements. Makes this Act inapplicable if the U.S. armed forces are actively engaged in armed conflict in Europe or the threat of imminent U.S. engagement in conflict in Europe exists.

Transfers the cost of international peacekeeping activities from the international affairs budget function to the national defense budget function. Expresses the sense of the Congress that, of the amount requested by the President's budget for military functions of the Department of Defense, one percent should be for international humanitarian assistance and peacekeeping activities.

Dollars for Scholars Community Scholarship Foundation Development Act - Directs the Secretary of Education to make an endowment grant to an eligible organization to support the establishment of 25 area program centers to foster development of locally based, volunteer organizations to improve high school graduation rates and postsecondary attendance through providing academic support services and financial assistance for postsecondary education. Sets forth requirements for the eligible organization, the area program centers, and the local affiliates of the eligible organization. Sets forth conditions for the endowment grant. Authorizes appropriations.

Directs the Secretary of Defense to terminate the Ground-Wave Emergency Network (GWEN) program. Prohibits the obligation or expenditure of funds for the GWEN program, except for program termination purposes.

Terminates the salary of a justice or judge of the United States (active or retired) who has been convicted of a felony. Reinstates such salary if the conviction is overturned or reversed. Makes this Act retroactively applicable to justices or judges convicted of felonies before this Act's enactment.

Establishes discretionary priorities for determining and conserving endangered or threatened species. Requires that the economic impact be considered in making a critical habitat determination. Revises consultation and related provisions, including establishing procedures with respect to private actions. Title II: Providing Significance to the Recovery Planning Process - Requires the Secretary of the Interior to develop and implement a recovery plan for each endangered or threatened species, unless the Secretary determines such plan to be unnecessary. Gives priority to multispecies plans. Title III: Ensuring that the Compliance Procedures and Standards for Non-Federal Persons Are Not More Burdensome than Those Applicable to Federal Agencies - Exempts non-Federal persons under specified circumstances from prohibitions against the taking of an endangered species. Provides for compensation of property owners adversely affected by specified determinations pursuant to such Act. Title IV: Providing for Habitat Conservation Incentive Programs - Authorizes the Secretary to: (1) enter into an agreement (Cooperative Management Agreement) with any affected non-Federal person (currently, only with a State) for the management of a species' habitat; and (2) provide grants to any non-Federal person for preservation of habitat for endangered or threatened species. Title V: Reauthorization and Other Amendments - Sets forth provisions regarding: (1) experimental population release; (2) captive propagation, including grants; and (3) citizen suits. Authorizes appropriations for activities under such Act.

Animal Medicinal Drug Use Clarification Act of 1993 - Amends the Federal Food, Drug, and Cosmetic Act to permit the extra-label use of drugs in animals if such use is upon the order of licensed veterinarian, is in compliance with appropriate regulations, and is in the context of a veterinarian-client-patient relationship. Prohibits such use if it results in unacceptable residues of a drug in food.

Title I: Agriculture Appropriations - Rescinds FY 1993 appropriations to the Department of Agriculture for certain special research grants and for the construction of buildings and facilities of the Cooperative State Research Service which were not authorized, not awarded on a competitive basis, or not subjected to congressional hearings ("unauthorized"). Title II: Commerce, Justice, and State, the Judiciary and Related Agencies Appropriations - Subtitle A: Department of Commerce - Rescinds FY 1993 specified appropriations to: (1) the National Oceanic and Atmospheric Administration; and (2) the International Trade Administration. Subtitle B: Related Agencies - Rescinds FY 1993 appropriations to the Small Business Administration for unauthorized grants for specified miscellaneous projects. Subtitle C: Department of State - Rescinds FY 1993 appropriations to the Department of State for an unauthorized grant for the North/South Center at the University of Miami, Miami, Florida, and certain educational and cultural exchange programs. Title III: Defense Appropriations - Subtitle A: Research, Development, Test and Evaluation - Rescinds unauthorized FY 1993 appropriations made to the Department of Defense for: (1) university grants; (2) electrical vehicle demonstration projects; (3) Army industrial preparedness and manufacturing technology development programs; (4) medical research; (5) naval research, development, testing, and evaluation; and (5) the Space Surveillance Network Improvement Program. Subtitle B: Other Department of Defense Programs - Rescinds FY 1993 appropriations for efforts to prevent brown tree snakes from entering Hawaii from Guam. Subtitle C: Operations and Maintenance - Rescinds FY 1993 appropriations for the following projects: (1) self-powered locks; (2) grants for World University and 1996 Summer Olympics games and World Cup 1994; (3) Army procurement of extended cold weather clothing systems; (4) study of nuclear disposal by the former Soviet Union and for Project Peace; and (5) the Hawaiian Volcano Observatory. Title IV: Energy and Water Appropriations - Subtitle A: Corps of Engineers - Rescinds unauthorized FY 1993 appropriations for funding of surveys and planning activities and construction of water resource projects. Subtitle B: Department of Energy - Rescinds unauthorized FY 1993 appropriations made under the Energy and Water Development Appropriations Act, 1993, for funding certain energy supply, research, and development activities. Title V: Interior Appropriations - Rescinds FY 1993 appropriations for unauthorized funding of: (1) certain National Park System projects; (2) certain construction projects of the U.S. Fish and Wildlife Service; and (3) certain National Forest Service projects. Title VI: Transportation Appropriations - Rescinds FY 1993 appropriations to the Department of Transportation for unauthorized funding of: (1) certain airway science programs; (2) a certain highway research, development, and technology project; (3) certain construction and maintenance projects; (4) certain Federal Highway Administration demonstration projects; and (5) transit planning and research. Title VII: Treasury, Postal Service and General Government Appropriations - Rescinds FY 1993 appropriations to the General Services Administration for certain unauthorized grants for projects funded through the Federal Buildings Fund. Rescinds FY 1993 appropriations to the Office of Personnel Management for the establishment of health promotion and disease prevention programs. Title VIII: Veterans Affairs, Housing and Urban Development, and Independent Agencies Appropriations - Subtitle A: Department of Veterans Affairs - Rescinds FY 1993 appropriations to be Department of Veterans Affairs for unauthorized construction projects. Subtitle B: Independent Agencies - Rescinds 1993 appropriations to: (1) the Environmental Protection Agency for certain unauthorized projects; (2) the Consortium for International Earth Science Information Network; and (3) the National Aeronautics and Space Administration for certain unauthorized research and development projects and construction projects. Subtitle C: Department of Housing and Urban Development - Rescinds FY 1993 appropriations to the Department of Housing and Urban Development for unauthorized funding of certain housing projects and assistance programs. Title IX: Blue Smoke and Mirrors - Expresses the sense of the Congress that, with regard to the appropriations process, "forward funding" tactics should no longer be utilized and Congress should operate within the funding limits prescribed for each fiscal year.

Supports the International Atomic Energy Agency's (IAEA) right to conduct inspections of any site in a nonnuclear weapon state party to the Treaty on the Non-Proliferation of Nuclear Weapons. Condemns North Korea's decision to withdraw from the Treaty. Urges the United Nations Security Council to: (1) insist that North Korea provide the IAEA with full access before its official withdrawal from the Treaty; and (2) impose sanctions on North Korea should it continue to refuse to provide such access. Calls on the President and the international community to strengthen the international nuclear nonproliferation regime.

Comprehensive Wetlands Conservation and Management Act of 1993 - Amends the Federal Water Pollution Control Act to prohibit, unless such activity is undertaken pursuant to a permit issued by the Secretary of the Army: (1) the discharge of dredged or fill material into U.S. waters; or (2) the draining, channelization, or excavation of wetlands. Requires the Secretary, upon receiving permit applications, to: (1) classify as Type A wetlands wetlands that are of critical significance to the long-term conservation of an ecosystem; (2) classify as Type B wetlands wetlands that provide habitat for a significant population of wildlife or provide other significant wetlands functions; and (3) classify as Type C wetlands wetlands that serve marginal functions but exist in such abundance that regulation of activities is not necessary to conserve wetlands values and functions, or are lands that do not serve significant wetlands functions. Permits owners of interests in Type A wetlands to seek compensation for the fair market value of such lands. Provides that title for such lands shall pass to the United States upon acceptance of an offer for compensation. Requires the Secretary to deny a permit authorizing activities in Type A wetlands unless: (1) such activities can be undertaken with minimal alteration or disturbance; (2) there are public interest concerns that require use of the lands for purposes other than conservation; or (3) the proposed use of the land will result in overall environmental benefits. Authorizes the Secretary to issue a permit for activities in Type B wetlands subject to conditions that ensure that the wetland ecosystem does not suffer loss or degradation. Imposes requirements for mitigation when such activities result in permanent wetland loss or degradation. Directs the Secretary to establish a mitigation banking program in each State to ensure compensation for loss and degradation of wetlands. Requires the primary objective of such programs to be to provide for the restoration, enhancement, or creation of ecologically significant wetlands on an ecosystem basis. Exempts specified activities from this Act's requirements. Prohibits more than 20 percent of any county, parish, or borough from being classified as Type A wetlands. Requires the Director of the U.S. Fish and Wildlife Service to undertake a project to identify and classify U.S. wetlands. Authorizes civil actions and prescribes penalties for permit violations. Authorizes States to administer permit programs for activities covered by this Act, subject to the Secretary's approval.

United States One Dollar Coin Act of 1993 - Amends Federal currency law to prescribe the color and content of one-dollar coins. Mandates that the reverse side of the one-dollar coin have a design recognizing America's veterans. Directs the Secretary of the Treasury to cease regular production of one-dollar Federal Reserve notes by a specified date (except for such quantities as are required to meet collectors' needs).

Workplace Leave Fairness Act - Amends the Fair Labor Standards Act of 1938 to provide that the length of an employee's leave of absence (even if it is only part of one day) shall not disqualify that employee from the exemption from minimum wage and maximum hours requirements.

Provides for the allocation of the excess unobligated balance remaining at the end of each fiscal year in the Department of Veterans Affairs Medical Care Cost Recovery Fund to the Nursing Home Revolving Fund and to the credit of appropriations available for the operation of Department medical facilities.

TABLE OF CONTENTS: Title I: Legislative Reform Title II: Federal Intergovernmental Relations Fiscal Accountability and Intergovernmental Reform Act (FAIR Act) - Title I: Legislative Reform - Provides that, with certain exceptions, whenever a committee of either House reports a bill or resolution of a public character to its House mandating unfunded requirements upon State or local governments or the private sector, the report accompanying that bill or resolution shall analyze the effect of the new requirements on: (1) State and local government expenditures necessary to comply with Federal mandates; (2) private businesses; and (3) economic growth and competitiveness. Title II: Federal Intergovernmental Relations - Requires, to the fullest extent practicable, that: (1) the policies, regulations, and public laws of the United States be interpreted and administered in accordance with this Act; (2) all Federal agencies, consistent with attainment of the requirements of Federal law, minimize the adverse effects of rules affecting the economy; and (3) Federal agencies take certain actions in promulgating new rules, reviewing existing rules, developing legislative proposals, or initiating any other major Federal action affecting the economy whenever an agency identifies two or more alternatives which will satisfy the agency's statutory obligations. Provides that, whenever an agency publishes a general notice of proposed rulemaking, promulgates a final rule, or before initiating or implementing any other major Federal action affecting the economy, the agency shall prepare and make available for public comment an Intergovernmental and Economic Impact Assessment. Specifies the contents of such an assessment.

Welfare and Teenage Pregnancy Reduction Act - Amends title IV of the Social Security Act (SSA) to replace the program of aid to families with dependent children under SSA title IV part A (AFDC) with a program of block grants to States for families with dependent children whose natural parents have attained age 18. Directs the Secretary of Health and Human Services to report to the Congress on actions required under this Act to reduce AFDC administrative costs.

Public Buildings Act Amendments of 1993 - Amends the Public Buildings Act of 1959 to prohibit the Committees on Public Works of the Senate and House of Representatives from adopting a resolution of approval for construction, alteration, purchase, or acquisition of a building before the Administrator of General Services submits a prospectus of the proposed facility. Includes within the list of prospectus requirements a statement that the vacancy rate (within 30 miles of the proposed facility) for commercial office space comparable to that provided by the facility is greater than ten percent unless the Administrator certifies that material and substantial savings will accrue to U.S. taxpayers from the facility.

Amends Federal bankruptcy law to preclude from a discharge in bankruptcy any debt for a claim by a governmental entity or other qualified person for removal or remedial action costs for which the debtor is liable under specified environmental protection laws.

Justice for Wards Cove Workers Act - Amends the Civil Rights Act of 1991 to remove a provision excluding from application of the Act any disparate impact case filed before March 1, 1975, and decided after October 30, 1983. (Wards Cove Packing Co. v. Atonio, 1989, held that, in cases brought under title VII of the Civil Rights Act, the burden is on the plaintiff to prove an employer had no business necessity for a practice with discriminatory effects.)

Amends the Federal Food, Drug, and Cosmetic Act to permit the extra-label use of drugs in animals if such use is upon the order of a licensed veterinarian, is in compliance with appropriate regulations, and is in the context of a veterinarian-client-patient relationship. Prohibits such use if it results in unacceptable residues of a drug in food.

Amends the Higher Education Act of 1965 to prohibit an institution from participating in the Federal Pell Grants program if it is ineligible for participation in the Federal Family Education Loans program (also known as the Stafford or guaranteed student loan program) because of a high default rate.

Farmer Retirement Security Act - Amends the Internal Revenue Code to exclude from gross income gain from the sale or exchange of qualified farm property to the extent that the proceeds are paid into an individual retirement account. Establishes limitations on such rollover amounts per individual and per family. Denies an itemized deduction for such rollover amounts and exempts such amounts from limitations on contributions to individual retirement accounts.

Amends the Internal Revenue Code to allow a tax credit for the portion of employer social security taxes paid with respect to employee cash tips. Makes such credit part of the general business credit.

Wetlands Simplification Act - Amends the Food Security Act of 1985 (FSA) to provide that: (1) a technical determination with respect to wetland or converted wetland on agricultural lands (including the identification of wetland and the development of a wetland restoration or mitigation plan) shall be used in the administration of the Federal Water Pollution Control Act (FWPCA) (thus giving the Soil Conservation Service sole Federal responsibility for making such determinations); and (2) any area of agricultural land or any activities related to the land determined to be exempt from the requirements of the FSA shall also be exempt from FWPCA requirements as long as such lands are used as agricultural lands.

Amends the Internal Revenue Code to reduce the harbor maintenance rate of tax for 1996 through 1998. Provides further reductions after 1998, but only if the balance in the Harbor Maintenance Trust Fund exceeds $100 million.

Public School Redefinition Act of 1993 - Establishes a demonstration program to provide Federal assistance to encourage States to assist teachers, parents, and local communities to establish and develop outcome-based public schools. Authorizes the Secretary of Education to award grants to State educational agencies (SEAs) to conduct such outcome-based public school programs (or, if a State elects not to participate, to award such a grant directly to an outcome-based public school). Limits such grants to three years and requires the school to provide matching funds. Prohibits grant funds from being used for construction or major renovation or repair of facilities, but allows their use for planning, equipment purchases and other start-up costs, including minor renovation of facilities to meet applicable health and safety requirements. Provides that each such outcome-based public school shall be eligible to receive Federal, State, and local education revenue, grants, and other aid as though such school were a local educational agency. Directs the Secretary or the SEA receiving such a grant to terminate grant payments to an outcome-based public school upon determination that it is not making acceptable progress. Authorizes appropriations.
