Pet and Women Safety Act of 2017 This bill amends the federal criminal code to broaden the definition of stalking to include conduct that causes a person to experience a reasonable fear of death or serious bodily injury to his or her pet. Additionally, an interstate violation of a protection order includes interstate travel with the intent to violate a protection order against a pet that is included within the scope of the protection order. The bill specifies the applicable criminal penalty—a prison term of up to five years, a fine, or both—for a person who commits an interstate violation of a protection order against a pet. With respect to a defendant who commits a domestic violence offense or an interstate violation of a protection order, mandatory restitution in the "full amount of victim's losses" includes costs incurred for veterinary services related to the pet. The bill directs the Department of Agriculture to award grants for shelter and housing assistance and support services for domestic violence victims with pets. Finally, it expresses the sense of Congress that states should include, in domestic violence protection orders, protections against violence or threats against a person's pet.

Military Surviving Spouses Equity Act This bill: (1) repeals certain provisions that require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age, (2) prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund, and (3) requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

STAND for Ukraine Act

S tability and Democracy for Ukraine Act or the STAND for Ukraine Act This bill states that it is U.S. policy to assist the government of Ukraine in restoring its sovereignty and territorial integrity in order to reverse and deter Russian aggression in Ukraine. The bill prohibits: (1) a federal agency from taking any action or extending any assistance that recognizes Russian sovereignty over Crimea, its airspace, or its territorial waters; and (2) the Government Publishing Office from printing any document indicating Crimea as part of the Russian Federation (Russia). U.S. sanctions provided for in Executive Order 13685 (blocking property of certain persons and prohibiting certain transactions with respect to the Crimea region of Ukraine) shall remain in effect until the President certifies to Congress that Ukraine's sovereignty over Crimea has been restored. The Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 is amended to authorize the President to block and prohibit a foreign person's transactions of property or property interests that are U.S.-sited or controlled by a U.S. person if the foreign person has knowingly: (1) violated Executive Orders 13685 or Executive Orders 13360 or 13661(blocking property of persons contributing to the situation in Ukraine), or (2) facilitated deceptive or structured transactions for, or on behalf of, any person subject to U.S. sanctions against Russia. The President is authorized to impose similar sanctions against a foreign person: (1) who is responsible for, or complicit in, the commission of serious human rights abuses in any territory occupied or controlled by Russia; or (2) has materially assisted, or provided financial, material, or technological support for, such a person or is controlled by such a person. The President shall: (1) use U.S. influence to seek North Atlantic Treaty Organization (NATO) adoption of a policy that opposes the transfer of defense articles and services to Russia while Russia occupies the territory of Ukraine or of a NATO member, and (2) direct appropriate U.S. agencies to monitor and identify transfers by NATO members of defense articles and services that are contrary to U.S policy. The Department of State shall develop and implement a strategy to respond to Russian-supported disinformation and propaganda efforts against persons in countries bordering Russia.

Childhood Cancer STAR Act

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2017 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with selected cancers that have the least effective treatments in order to achieve a better understanding of these cancers and the effects of treatment. The national childhood cancer registry is reauthorized through FY2022 and revised to authorize the Centers for Disease Control and Prevention to award grants to state cancer registries to improve tracking of childhood cancers. The Department of Health and Human Services (HHS) may: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) establish a task force to develop and test standards for high-quality childhood cancer survivorship care, and (3) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. HHS must convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors. The NIH may support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. The Government Accountability Office must make recommendations to address barriers to childhood cancer survivors obtaining and paying for adequate medical care.

Acadia National Park Boundary Clarification Act

Acadia National Park Boundary Clarification Act This bill confirms that the boundary of Acadia National Park in Maine includes approximately 1,441 acres of land and interests in the Schoodic Peninsula. The bill ratifies and approves: the acquisition by the United States of such land and interests, effective as of September 26, 2013; and any alteration of such land or interests held or claimed by the United Statethat occurred after such date. The Department of the Interior may only acquire land or interests in land within or outside of the boundaries of the park in Hancock or Knox Counties, Maine, in accordance with the statute that established the park's boundaries, except that Interior may conduct exchanges for lands and interests in accordance with the provisions relating to conveyances of certain property and interests in property acquired by Interior that are within units of the National Park System or related areas. Interior shall contribute a specified amount to a regional consortium composed of units of local government on or in the vicinity of Mount Desert Island that was established to improve the management of the disposal and recycling of solid waste. Interior shall reestablish and appoint members to the Acadia National Park Advisory Commission. Certain land in the park that was conveyed by Interior to the town of Tremont, Maine, shall no longer be used exclusively for school purposes, but for public purposes, subject to the conditions that: (1) use of such land shall not degrade or adversely impact the park's resources or values; and (2) such land shall remain in public ownership for recreational, educational, or similar public purposes. Interior shall permit the harvesting of the marine organisms within the park according to the laws of the state of Maine and its local governments in order to allow for the continuation of traditional harvesting and aquaculture of clams, worms, mussels, periwinkles, and other marine organisms within intertidal areas in the park. Interior shall convey to the town of Bar Harbor a specified .29-acre parcel of land within the park to be used for a solid waste transfer facility.

Ensuring Access to Quality Complex Rehabilitation Technology Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to establish a separate Medicare benefit category for complex rehabilitation technology (CRT) items that: (1) are designed or configured to meet an individual's unique needs and capacities; (2) are primarily used to serve a medical or functional purpose; and (3) require certain services to ensure appropriate design, configuration, and use. The Centers for Medicare & Medicaid Services (CMS) shall designate CRT items and establish eligibility criteria with respect to such items, in accordance with specified exclusions and other requirements.  The CMS must also establish: (1) a payment system applicable to CRT items, subject to clinical conditions and other specified requirements; (2) quality standards for suppliers of CRT items; and (3) a formal process for the submission of certain CRT code-set modification requests by stakeholder groups. If specified requirements are met, Medicare payment must be made for the replacement of a CRT item (or item part), without regard to certain continuous-use or useful-lifetime restrictions applicable to items of durable medical equipment. In addition, Medicare payment may be made for the temporary rental of a CRT item if such an item owned by a qualified enrollee is undergoing necessary repairs.

Modern Employment Reform, Improvement, and Transformation Act of 2017 or the MERIT Act of 2017 This bill establishes an alternative mechanism for the expedited removal by agency heads of federal employees for performance or misconduct by: (1) limiting an appeal to the Merit Systems Protection Board (MSPB) to appeals made not later than 7 days after the date of such removal; and (2) making inapplicable to removals employee protections affording employees at least 30 days advance written notice of the proposed action and a reasonable time to answer the proposal orally and in writing, representation by an attorney, and a written decision. Upon receipt of an appeal, the MSPB shall issue a decision not later than 30 days after the date of the appeal. In any case in which an MSPB judge cannot issue a decision in accordance with such 30-day requirement, the removal is final. The MSPB: (1) shall uphold the decision of the agency head to remove an employee if the decision is supported by substantial evidence; and (2) may not stay any removal unless the basis for the appeal of such removal is related to certain prohibited personnel practices.

United States Commission on the Organization of Petroleum Exporting Countries Act of 2017 This bill establishes the United States Commission on the Organization of Petroleum Exporting Countries (OPEC) to investigate and address any practices on the part of OPEC that prevent or reduce competition in the global oil market. The Commission shall be composed of a bipartisan group of 16 experts on energy and related matters chosen by the leadership of both parties in Congress and appointed by the President. All members of the Commission must be U.S. citizens. The bill requires the Commission to: determine whether the anti-competitive behavior of OPEC is designed to disadvantage U.S. oil producers; assess the impact of OPEC's policies on U.S. economic and energy security interests; assess how federal agencies are working to alleviate the potential negative impacts of OPEC's behavior; and produce policy recommendations for tax, trade, defense, diplomacy, and other areas where OPEC's behavior is found to cause adverse impacts. The Commission must submit a report of its findings and recommendations to Congress and the President within 12 months. The Commission shall terminate within 90 days after submission of its report. On receipt of the Commission's report, the President will have 90 days to submit Congress a proposal to implement or respond to the recommendations.

Border Security Technology Accountability Act of 2017

Border Security Technology Accountability Act of 2017 This bill amends the Homeland Security Act of 2002 to require the Department of Homeland Security (DHS) to: (1) ensure that each border security technology acquisition program that is determined to be a major acquisition program has an acquisition program baseline approved by the relevant acquisition decision authority; (2) document that each such program is meeting the cost, schedule, and performance thresholds specified in such baseline in compliance with relevant departmental acquisition policies and the Federal Acquisition Regulation; and (3) have a plan for each such program to meet program implementation objectives by managing contractor performance. "Major acquisition program" means a DHS acquisition program that is estimated by DHS to require an eventual total expenditure of at least $300 million over its life cycle cost. DHS must ensure that border security technology acquisition program managers adhere to relevant internal control standards identified by the Government Accountability Office. DHS shall submit a plan for testing and evaluation, as well as for the use of independent verification and validation resources, for border security technology so that new border security technologies are evaluated through a series of assessments, processes, and audits to ensure compliance with relevant departmental acquisition policies and the Federal Acquisition Regulation and the effectiveness of taxpayer dollars.

Interim Consolidated Storage Act of 2017 This bill amends the Nuclear Waste Policy Act of 1982 to authorize the Department of Energy (DOE) to enter into new contracts (or modify existing contracts) with the licensee of an interim consolidated storage facility in order to take title to and store in it either high-level radioactive waste or spent nuclear fuel of domestic origin. The bill defines: "interim consolidated storage facility" as a facility licensed by the Nuclear Regulatory Commission for the storage of high-level radioactive waste or spent nuclear fuel received from DOE or from two or more persons that generate or hold title to such fuel generated at a civilian nuclear power reactor, and "high-level radioactive waste" as including Greater than Class C waste. The bill assigns priority to storage of such waste and spent fuel located on sites without an operating nuclear reactor. The bill makes appropriations targeted for the Nuclear Waste Fund available to pay for costs in connection with storage in an interim consolidated storage facility. Beginning in FY2018 DOE shall not expend, on fees for dry modes of storage of high-level radioactive waste or spent nuclear fuel, any amounts exceeding the cumulative amount of interest generated by the Fund each fiscal year.

Fairness for High-Skilled Immigrants Act of 2017 This bill amends the Immigration and Nationality Act to: (1) eliminate the per-country numerical limitation for employment-based immigrants, and (2) increase the per-country numerical limitation for family-based immigrants from 7% to 15% of the total number of family-sponsored visas. The Chinese Student Protection Act of 1992 is amended to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. The bill establishes a transition period during which a percentage of employment-based second and third preference (EB-2 and EB-3) immigrant visas are reserved as follows: for FY2017, 15% of such visas are allotted to natives of countries other than the two countries with the largest aggregate numbers of natives obtaining such visas in FY2011; for FY2018, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2012; and for FY2019, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2015. During the transition period, not more than 25% of the total number of the reserved EB-2 and EB-3 visas shall be allotted to natives of a single country. For FY2015-FY2017, not more than 85% of the unreserved EB-2 and EB-3 visas shall be allotted to natives of a single country. Amendments made by this bill shall apply beginning in FY2017.

Help Extract Animals from Red Tape Act of 2017 or the HEART Act of 2017 This bill amends the federal criminal code to modify the notice period in civil forfeiture proceedings that involve the seizure of an animal involved in animal fighting. It requires the government to send notice of the seizure to interested parties within 30 days (currently, 60 days). The notice period may be extended only if a delay is warranted after considering certain factors, including the cost to the government of providing shelter for the animal, the health of the animal and the effect of a delay on its rehabilitation, and any increased risk that a delay could necessitate the euthanasia of the animal. The bill amends the federal judicial code to authorize the Department of Justice to use amounts from the Department of Justice Assets Forfeiture Fund to pay for costs associated with a seized animal, including transportation, shelter, care, veterinary services, and humane euthanasia.

Additionally, it revises the standards for the government to compel an ECS or RCS provider to disclose contents of a wire or electronic communication or noncontent records or information pertaining to a subscriber or customer. An ECS or RCS provider may notify a subscriber or customer of the receipt of a warrant, court order, subpoena, or request, unless the government obtains an order for delayed notification. The bill revises the process for obtaining a delayed notification order and lengthens the maximum duration of a delayed notification order.

Protecting American Families' Retirement Advice Act This bill delays for two years the effective date of the Department of Labor rule published on April 8, 2016, relating to the definition of the term "fiduciary" and the conflict of interest rule with respect to retirement investment advice. (The rule defines who is a fiduciary with respect to pension and retirement plans. Under current law, a person who provides investment advice has a fiduciary obligation that requires the person to provide advice in the sole interest of plan participants and beneficiaries. Protect Our Military Families' 2nd Amendment Rights Act This bill amends the federal criminal code to allow a licensed gun dealer, importer, or manufacturer to sell or ship a firearm to the spouse of a member of the U.S. Armed Forces on active duty. (Current law already allows a licensed dealer, importer, or manufacturer to sell a firearm to a member of the U.S. Armed Forces on active duty.) The bill also specifies that, for purposes of federal firearms laws, a member of the U.S. Armed Forces on active duty, or his or her spouse, is a resident of the state in which: (1) the member or spouse maintains legal residence, (2) the permanent duty station of the member is located, and (3) the member maintains a home from which he or she commutes to the permanent duty station.

Honoring Investments in Recruiting and Employing American Military Veterans Act of 2017 or the HIRE Vets Act This bill directs the Department of Labor to establish a HIRE Vets Medallion Program to solicit voluntary information from employers for purposes of recognizing, by the award of a HIRE Vets Medallion, verified efforts by these employers to: (1) recruit, employ, and retain veterans; and (2) provide community and charitable services supporting the veteran community. Labor shall annually: (1) solicit voluntary medallion applications from employers, and (2) review applications and present the President with a list of recipients. The President shall annually present the medallion and corresponding certificate to recipients at a time to coincide with the annual commemoration of Veterans Day. Labor shall begin soliciting applications by January 31, stop accepting applications not earlier than April 30, and finish application review by August 31. The President shall notify chosen applicants no later than October 11. Medallions shall be awarded in November. Labor shall establish two levels of medallions for large and small employers, to be designated the Gold HIRE Vets Medallion and the Platinum HIRE Vets Medallion. The bill prescribes awards criteria. A recipient: (1) may publicly display the medallion and certificate through the end of the calendar year, and (2) may not publicly display the award as part of any advertisement implying receipt of the award for any calendar year other than the one in which it was awarded. The bill establishes the HIRE Vets Medallion Award Fund. Labor may assess a reasonable medallion application fee and shall deposit such fees into the fund. Beginning two years after enactment of this bill, Labor shall submit annual reports on fees, program costs, the number of applications, and the medallions awarded, including the name and medallion level of each recipient. The bill excludes from the definition of "employer" the federal government, any state, or any foreign state.

Nothing in such resolution or in any subsequently adopted Security Council resolution relating to Israel may be used to establish or demonstrate the existence of a violation of U.S. law or an offence against the law of nations in U.S. courts, including by giving standing, a cause of action, or a source of damages. Any reference to Israel in U.S. law, or in any treaty or other international agreement to which both the United States and Israel are parties, shall be interpreted to include any territory over which Israel exercises civil jurisdiction, including East Jerusalem, Areas "C" and "H2" of the West Bank, and the Golan Heights.
