San Joaquin River Restoration Settlement Act - Directs the Secretary of the Interior to implement the terms and conditions of the Stipulation of Settlement dated September 13, 2006, in Natural Resources Defense Council, et al. v. Kirk Rodgers, et al. , in cooperation with the state of California, including measures to: (1) design and construct channel and structural improvements; (2) modify Friant Dam operations to provide Restoration Flows and Interim Flows; (3) acquire water, water rights, or options to acquire water from willing sellers; (4) implement terms and conditions related to recirculation, recapture, reuse, exchange, or transfer of water released for such flows; and (5) develop and implement the Recovered Water Account. Directs the Secretary to: (1) enter into agreements with California to facilitate or expedite Settlement implementation; and (2) identify impacts associated with such actions and measures to mitigate impacts on adjacent and downstream water users and landowners. Provides that Settlement implementation and the reintroduction of Chinook salmon shall not result in the involuntary reduction in contract water allocations to Central Valley Project long-term contractors apart from Friant Division contractors. Authorizes the Secretary to: (1) acquire through purchase from willing sellers property needed to implement the Settlement; and (2) dispose of such property. Requires proceeds from the disposal of such property to be deposited into the San Joaquin River Restoration Fund (established by this Act). Declares that the Settlement satisfies and discharges the Secretary's obligations under the Reclamation Projects Authorization and Adjustment Act of 1992. Provides for the reintroduction of Chinook salmon into the San Joaquin River.

Equitable Agriculture Today for a Healthy America Act or the EAT Healthy America Act - Amends provisions with respect to: (1) specialty crops; (2) the tree assistance program; (3) the conservation reserve program; (4) the wetlands reserve program; (5) the farmland protection program; (6) the grassland reserve program; (7) the wildlife habitat incentive program; (8) the environmental qualities incentives program; (9) air quality improvement; (10) integrated pest management initiative; (11) native plant habitat restoration; (12) agricultural trade; (13) invasive pests and diseases; (14) nutrition; (15) agricultural research; and (16) renewable energy, including crop biomass waste.

Amends the Internal Revenue Code to allow an inflation adjustment based upon the gross domestic product deflator to the adjusted basis of certain assets (including C corporation common stock and tangible property used in a trade or business) held by a taxpayer for more than three years for purposes of determining gain or loss on the sale or other disposition of such assets. Sets forth rules for applying such inflation adjustment to short sales, regulated investment companies and real estate investment trusts, partnerships and other pass-thru entities, and dispositions of assets between related persons.

Stevens-Inouye International Fisheries Monitoring and Compliance Legacy Act of 2006 - Amends the Magnuson-Stevens Fishery Conservation and Management Act to authorize the promotion of improved compliance for high seas fisheries or fisheries governed by international fishery management agreements. Requires actions to improve the effectiveness of international fishery management organizations in managing fish stocks. Mandates reports on a nation whose fishing vessels are engaged in illegal, unreported, or unregulated fishing or fishing resulting in certain bycatch. Modifies requirements regarding Pacific Insular Area fisheries monitoring. Mandates research on Atlantic billfish. Reauthorizes the Atlantic Tunas Conventions Act of 1975. Requires the application of alternate provisions (established by this Act) when determined that an area within a Regional Fishery Management Council's geographical area of authority is overfished or approaching a condition of being overfished due to excessive international fishing pressure. Adds a provision to the "bycatch" definition exclusion. Western and Central Pacific Fisheries Convention Implementation Act - Regulates U.S. representation on the Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean. Sets forth authorities of the Secretary of State and the Secretary of Commerce. Makes certain acts unlawful. Requires masters of certain commercial fishing vessels to give notice of the circumstances under which they will enter U.S. exclusive economic zone (EEZ) waters. Pacific Whiting Act of 2006 - Provides for the appointment of members of various bodies under the Agreement between the Government of the United States and the Government of Canada on Pacific Hake/Whiting. Sets the U.S. catch level for pacific whiting according to the standards and procedures of the Agreement and the provisions of this Act rather than under the Magnuson-Stevens Fishery Conservation and Management Act.

Directs the Secretary of the Senate to correct the enrollment of S. 203 (National Heritage Areas Act of 2006) by amending federal law that establishes the Coastal Heritage Trail Route in New Jersey. Revises the authorization of appropriations. Declares that funds made available under such law shall be used only for technical assistance and the design and fabrication of interpretive materials, devices, and signs. Prohibits the use of such funds for operation, repair, or construction costs, except for the costs of constructing interpretive exhibits. Sets the maximum federal share of any project under this Act at 50%, and requires a nonfederal match. Terminates the authorities of the Secretary of the Interior under such law on September 30, 2007. Requires the Secretary to prepare a strategic plan that describes opportunities to increase participation in the planning, development, and administration of the route and organizational options for sustaining it.

American-Made Energy Freedom Act of 2006 - Amends the Internal Revenue Code to: (1) increase tax credits for cellulosic biomass ethanol; (2) extend the energy credit for solar and fuel cell property; (3) extend and modify the credits for residential energy efficient property and for certain liquid fuel derived from coal; and (4) establish the American-Made Energy Trust Fund to implement designated sections of the Energy Policy Act of 2005, including climate change technology deployment. Directs the Secretary of the Interior to undertake a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the oil and gas resources of the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR) and any leasing or development leading to such production. Prescribes procedures for: (1) lease sales; (2) grants of leases; and (3) Coastal Plain environmental protection; (4) rights-of-way and easements for the transportation of oil and gas across the Coastal Plain. Directs the Secretary to convey: (1) the surface estate of specified lands to the Kaktovik Inupiat Corporation; and (2) the remaining subsurface estate of specified lands to the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to provide financial assistance to specified entities directly impacted by oil and gas production and exploration on the Coastal Plain.

Federal Wildland Firefighter Classification Act - Directs the Office of Personnel Management (OPM), in the administration of current law governing the classification of certain positions in the federal government, to ensure that the official title assigned to any class or other category of positions that consists primarily or exclusively of forest technician positions, range technician positions, or any other category of positions the duties and responsibilities of which may include significant wildland fire suppression activities (as determined by OPM), shall include the designation of "Wildland Firefighter" or words to that effect.

Coral Reef Conservation Legacy Act of 2006 - Amends the Coral Reef Conservation Act of 2000 to extend the award of remaining coral reef conservation program grant funds, in addition to projects addressing emerging priorities or threats, to other appropriate projects, as determined by the Administrator of the National Oceanic and Atmospheric Administration (NOAA), including monitoring and assessment, research, pollution reduction, education, and technical support. Establishes as additional coral reef conservation project approval criteria: (1) the minimization of the likelihood of damage to coral reefs; and (2) promoting and assisting of entities to work with local communities, and appropriate governmental and nongovernmental organizations, to support community-based planning and management initiatives for the protection of coral reef systems. Authorizes the Administrator and the Secretary of the Interior to undertake emergency response actions to prevent or minimize the destruction or loss of, or injury to, coral reefs or coral ecosystems from vessel impacts or other physical damage to coral reefs, including damage from unforeseen or disaster-related circumstances. Authorizes the Administrator to make community-based planning grants to certain persons to work with local communities and appropriate federal and state entities to implement plans for increased protection of high priority coral reefs. Establishes the United States Coral Reef Task Force to coordinate federal actions to better preserve and protect coral reef ecosystems. Reauthorizes the Coral Reef Conservation Act of 2000 and authorizes appropriations through FY2010 for: (1) the coral reef conservation program; and (2) community-based planning grants.

Veterans Identity Protection Act or VIP Act - Establishes as an independent office in the executive branch the Office of Veterans Identity Protection Claims, headed by a Director, to receive, process, and pay claims for injuries suffered as a result of the unauthorized use, disclosure, or dissemination of identifying information stolen from the Department of Veterans Affairs (VA). Authorizes judicial review of claim determinations.

Veterans Identity Protection Act - Directs the Secretary of the Department of Veterans Affairs (VA) to provide notice to each veteran whose name or other personal identifying information was part of the VA data that was stolen from the home of a VA employee around May 22, 2006, informing the veteran of: (1) the theft; (2) the nature of the breach of confidentiality; and (3) the veteran's right to request a free credit report once every three months and free monitoring of the veteran's credit report for the next year. Directs the Secretary to: (1) include with each notification a form (with a postage-paid return envelope) by which the veteran may make such requests; (2) enter into discussions with the three principal credit reporting agencies and conclude agreements necessary to implement such elections; and (3) fully implement, as rapidly as possible, each of the 16 information security improvements recommended in the VA Inspector General's report on the March 2005 audit of the VA's Information Security Program. Sets penalties for failure to implement this Act.

Amends federal transportation law to repeal, as of April 1, 2006, provisions prohibiting the Administrator of the Federal Aviation Administration (FAA) from implementing any proposed change to the FAA personnel management system, in cases where the services of the Federal Mediation and Conciliation Service do not lead to an agreement between the Administrator and FAA employees, until 60 days after the Administrator has transmitted the proposed change (along with the objections of the exclusive bargaining representatives to the change, including the reasons for such objections) to Congress.

Congratulates the residents of Jerusalem and the people of Israel on the thirty-ninth anniversary of the reunification of that historic city. Believes that Jerusalem must remain an undivided city in which the rights of every ethnic and religious group are protected as they have been by Israel during the past 39 years. Calls upon the President and Secretary of State to affirm as a matter of U.S. policy that Jerusalem must remain the undivided capital of Israel. Urges: (1) the President to discontinue the waiver contained in the Jerusalem Embassy Act of 1995 and begin the process of relocating the U.S. Embassy in Israel to Jerusalem; and (2) U.S. officials to refrain from any actions that contradict U.S. law on this subject.

American-Made Energy and Good Jobs Act - Directs the Secretary of the Interior to establish, implement, and administer a competitive oil and gas leasing program on the Coastal Plain of Alaska. Repeals the prohibition against production or leasing of oil and gas resources from the Arctic National Wildlife Refuge (ANWR). Declares that this Act is in compliance with specified environmental requirements and is compatible with ANWR purposes. Authorizes the Secretary to designate up to a total of 45,000 acres of the Coastal Plain as a Special Area, after consultation with the state of Alaska, the city of Kaktovik, and the North Slope Borough. Permits directional drilling in such Special Areas. Prescribes guidelines for implementation of lease sales. Sets forth: (1) a "no significant adverse effect" standard to govern Coastal Plain activities; (2) guidelines for expedited judicial review; and (3) a plan for federal and state distribution of revenues. Directs the Secretary to issue rights-of-way and easements across the Coastal Plain for the transportation of oil and gas. Provides for financial assistance for local government impact aid and community service assistance. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to the next of kin or personal representative of each passenger or crew member on board United Airlines Flight 93 who is identified by the Attorney General as having aided in the effort to resist the hijackers on board the plane, in recognition of heroic service to the Nation. Directs the Secretary of the Treasury to strike a gold medal with suitable emblems, devices, and inscriptions. Authorizes the Secretary to strike and sell bronze duplicates of such gold medal. Declares such medals to be national medals. Requires that proceeds from the sale of duplicate bronze medals be deposited into the United States Mint Public Enterprise Fund.
