National Baseball Hall of Fame Commemorative Coin Act

National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Expresses condolences to the South Korean victims and their families. Calls for North Korea to renounce further acts of aggression. Reaffirms the commitment of the House of Representatives to the alliance between the United States and the Republic of Korea, the security of South Korea, and stability on the Korean Peninsula. Encourages cooperation between the United States and U.S. allies and other countries in the region in the interests of enhancing peace in the Asia-Pacific region. Calls upon China to restrain North Korea from further acts of belligerence and to work with the international community to promote regional stability. Calls upon North Korea to cease all uranium enrichment activities and take concrete steps to dismantle, under international verification, all sensitive nuclear facilities.

Rural Energy Communities Development Act of 2010

Rural Energy Communities Development Act of 2010 - Authorizes the Secretary of Agriculture (USDA) to make water and waste facility loans to an eligible city, town, or incorporated area with a population of less than 20,000 that has, from January 1999 through December 2009, experienced energy sector job growth of not less than 20%. Makes such loans available for: (1) essential community facilities, including water conservation, waste disposal facilities, transportation facilities, and affordable housing; (2) land acquisition; (3) staff; and (4) comprehensive community or housing plan updates. Prohibits the Secretary from making or entering into a loan commitment after September 30, 2012. Directs the Secretary to waive income limitations for FY2011-FY2016 for certain: (1) rural housing loans, including Doug Bereuter single-family housing loan guarantees; (2) low- and moderate-income rural housing loans; and (3) multifamily rural rental housing loan guarantees.

To amend the Federal Insecticide, Fungicide, and Rodenticide Act to exempt the application of pesticides subject to that Act, when applied in conformance with that Act, from certain permit requirements under the Federal Water Pollution Control Act, and for other purposes.

Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the Administrator of the Environmental Protection Agency (EPA) from requiring a national pollutant discharge elimination system permit under the Clean Water Act, or directly or indirectly requiring any state to require a permit, for the application of any pesticide subject to FIFRA if the pesticide is applied in conformance with FIFRA.

To amend title XVIII of the Social Security Act with respect to physician supervision of therapeutic hospital outpatient services.

Amends title XVIII (Medicare) of the Social Security Act to state that, except with respect to high-risk or complex medical services requiring direct levels of supervision, if the Secretary of Health and Human Services (HHS) requires supervision by a physician or non-physician practitioner for Medicare payment for therapeutic hospital outpatient services, that requirement is met if such services are furnished under the physician's or non-physician practitioner's general supervision. Directs the Secretary of HHS to establish a process for designating therapeutic hospital outpatient services for which direct supervision may be required. Declares without force or effect in law regarding Medicare requirements for direct supervision by physicians for therapeutic hospital outpatient services a specified restatement and clarification under the final rule making changes to the Medicare hospital outpatient prospective payment system and calendar year 2009 payment rates, which was published in the Federal Register on November 18, 2008.

WIPA and PABSS Extension Act of 2010 - Amends part A of title XI of the Social Security Act to extend through FY2011 the authorization of appropriations for the Work Incentives Planning and Assistance (WIPA) program and the Protection and Advocacy for Beneficiaries of Social Security (PABSS) Program. Requires each entity awarded a grant, cooperative agreement, or contract under the WIPA Program to report annually to the Commissioner of Social Security on the benefits planning and assistance provided to individuals under such grant, agreement, or contract. Requires up to 10% of the total amount obligated through a grant, cooperative agreement, or contract awarded under the WIPA Program for a fiscal year to a state, private agency, or organization to remain available until the end of the succeeding fiscal year. Limits the extended availability of such amount, however, to benefits planning and assistance only for individuals who are within the grant, agreement, or contract recipient's caseload as of immediately before the beginning of such fiscal year.

Clean Renewable Energy Investment Act of 2010 - Amends the Internal Revenue Code, with respect to tax-exempt new clean renewable energy bonds, to: (1) repeal the national limitation amount for such bonds; (2) allow such unlimited bonds to be issued until January 1, 2014; (3) eliminate the eligibility of governmental bodies for new clean renewable energy bond financing; (4) designate a tribal utility as a clean renewable energy bond lender; and (5) provide that any reimbursements with the proceeds of new clean renewable energy bonds are subject to reimbursement rules applicable to all tax-exempt bonds.

Pick-Sloan Tribal Commission Act of 2010 - Establishes the Pick-Sloan Tribal Commission for Comprehensive Resolution to consult with Indian tribes affected by the Pick-Sloan Program and to conduct a study of: (1) the impacts of the Program on the affected Indian tribes and the federal government measures attempting to address those impacts; (2) other proposed measures addressing the impacts of the Program on such Indian tribes; (3) the results of any other studies regarding those impacts and potential solutions, including any related studies conducted by the Joint Tribal Advisory Committee; and (4) comparisons involving other situations in which federal hydroelectric projects or federally licensed hydroelectric projects have resulted in the taking or occupation of Indian land and the compensation or other measures Indian tribes have been or are being provided in those situations. Requires the Commission to: (1) maintain an information website beginning on the date of its first meeting; (2) hold at least three hearings; (3) develop a proposal that comprehensively resolves the Program's impacts on, and provides for full and final compensation to, the affected Indian tribes; and (4) issue a report.
