Expresses the sense of the Congress that States should enact legislation which: (1) requires that the blood tests required for couples seeking to be married include testing for acquired immune deficiency syndrome (AIDS), AIDS-related complex, and testing to determine if the individual is a carrier of the virus which causes AIDS; (2) requires the tracing and counseling of such individuals found to have AIDS or to be carriers of AIDS; (3) encourages designated hospitals to offer blood transfusions directly between the blood donor and recipient; (4) requires individuals seeking to be licensed as health care professionals to test negatively for AIDS, AIDS-related complex, and the AIDS virus; (5) permits nurses to wear protective garments when dealing with AIDS patients; (6) prohibits the operation of public baths; and (7) requires all persons who are seeking a marriage license who have been arrested for prostitution, who are imprisoned in a State, or who are seeking permanent residence in the United States to be tested for AIDS or the virus HTLV-III/LAV (providing that any individual found to be an AIDS carrier shall be notified of the test results and counseled about the risks of spreading AIDS).

States that the Congress: (1) commends the Czechoslovak human rights organization Charter 77, on the tenth anniversary of its establishment of the aims of the Helsinki Final Act; (2) calls upon the Government of Czechoslovakia to cease its persecution of those involved in Charter 77 and other human rights activities; and (3) commends the U.S. representatives to the Vienna Review Meeting of the Conference on Security and Cooperation in Europe for raising the persecution issue with Czechoslovakian representatives.

White House Conference on Small Business Authorization Act - Calls upon the President to conduct a National White House Conference on Small Business once every four years to: (1) increase public awareness of the contributions of small business; (2) identify small business problems; (3) examine the status of minority and women small business owners; (4) assist small business in carrying out its role as the nation's job creator; (5) develop specific recommendations for executive and legislative action; and (6) review the status of recommendations adopted at the Conferences. Authorizes and directs Federal departments, agencies, and instrumentalities to provide support and assistance to the planning of such Conferences. Requires a final report of the Conference, within six months from the date a Conference is convened, to be submitted to the President and the Congress. Requires the Small Business Administration to report annually to the Congress for the next three years following the submission of the final report of the Conference. Authorizes appropriations.

Expresses the sense of the Congress that the member nations of the General Agreement on Tariffs and Trade (GATT) should: (1) negotiate further reductions in tariffs and strengthen the rules governing nontariff barriers; (2) establish rules governing the use of safeguard actions (including voluntary restraint agreements and marketing arrangements) to ensure that such actions contribute to trade adjustment without shifting the burden to other trading countries; (3) develop rules governing agricultural trade (including the elimination of export subsidies and barriers to agricultural markets) and foreign investment; (4) establish enforceable mechanisms for the protection of intellectual property; and (5) strengthen and streamline the GATT dispute settlement procedures.

Voluntarism Protection Act of 1986 - Applies this Act to State liability laws which are applicable to any civil action brought during FY 1988 and thereafter. Prescribes circumstances under which volunteers working for nonprofit organizations and governmental entities shall be immune from personal civil liability in State court actions. Requires the Secretary of Health and Human Services to reduce by one percent a State's fiscal year award to implement the Social Services Block Grant Program under title XX of the Social Security Act if such State fails to enact such immunity for volunteers as of FY 1988.

Amends the Federal criminal code to provide for the forfeiture of media royalties (profits from depiction of a crime in a movie, book, newspaper, magazine, radio or television production, or live entertainment) by those convicted of any offense involving national security.

Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to impose increased criminal penalties for dealing in: (1) one or more grams of a base form of cocaine; and (2) 100 or more grams of other schedule I or II narcotic drugs. (Current law imposes such increased penalties on a kilogram or more of some schedule I or II narcotic drugs.) Includes cocaine in any base form as a schedule I substance. Imposes enhanced penalties for the manufacture of a controlled substance in or near an elementary or secondary school. (Current law imposes such enhanced penalties only for the distribution of a controlled substance in or near such schools.) Provides increased penalties (up to life imprisonment) for certain violations of the Controlled Substances Act which result in a person's death.

Prohibits the obligation or expenditure of FY 1986 and 1987 Department of Defense funds for the procurement or production of binary chemical weapons. Expresses the support of the Congress for necessary research and development to assure an adequate chemical weapons deterrent policy. Expresses the sense of the Congress that: (1) the President should seek the cooperation of the Soviet Union in achieving a mutual and verifiable ban on the use, production, and stockpiling of lethal chemical weapons; (2) the Secretary of Defense should improve the capabilities of U.S. armed forces to detect, and protect themselves against, the use of lethal chemical weapons; and (3) such weapons must be stockpiled and available in those areas of Europe where chemical attacks would most likely occur. Provides that the Congress will consider the repeal of its prohibition against chemical weapons funding if members of the North Atlantic Treaty Organization (NATO) accept the peacetime deployment of chemical weapons in their territory.

Designates August 1, 1986, the 11th anniversary of the signing of the Helsinki Accords, as Helsinki Human Rights Day. Requests the President to: (1) reassert American commitment to the Helsinki Accords; (2) raise the issue of noncompliance with such Accords with the U.S.S.R. and the Warsaw Pact nations; and (3) convey to U.S. allies the necessity of unity on these points.

Amends Federal defense procurement provisions to prohibit the head of a defense agency from contracting with a firm in which a foreign government (or an agent or instrumentality of such foreign government) owns or controls a significant interest, if such foreign government: (1) is an enemy of the United States; or (2) has repeatedly provided support for acts of international terrorism. Authorizes the head of a defense agency to enter into a contract with such a firm: (1) at the end of the 30-day period after such agency head submits a report to the Congress describing such contract; and (2) if the Secretary of Defense has determined that entering into such a contract would not be inconsistent with the foreign policy or national security objectives of the United States. Directs the head of an agency to require any firm submitting a bid or proposal to disclose any significant interest owned or controlled by a foreign government. Makes this Act inapplicable to: (1) contracts for less than $100,000; or (2) the Coast Guard or the National Aeronautics and Space Administration. Directs the Secretary, within 180 days after the enactment of this Act, to prescribe regulations to carry out this Act. Prohibits the Secretary from obligating or expending any amount appropriated to the Department of Defense for FY 1986 or 1987 for certain engineering equipment acquisition contracts to any firm in which the Libyan Government owns or controls a significant interest.

Amends Federal armed forces provisions to authorize the Secretary of Defense, upon request of the head of the Federal law enforcement agency concerned, to assign personnel of the Department of Defense to assist that agency in law enforcement activities relating to: (1) illegal immigration into the United States; (2) smuggling of illegal drugs into the United States; and (3) terrorist activities inside the United States. Authorizes such personnel assistance to be provided by the Secretary only during a period during which the President has made a written certification to the Congress justifying such assistance on the basis of the national interest. Outlines the scope of assistance authorized, including: (1) direct participation in the interdiction of vessels and aircraft; and (2) arrests, searches, seizures, and other similar activities.

Nuclear Winter Research Act of 1986 - Directs the Secretaries of Defense and of Energy to obligate specified amounts out of appropriated funds for FY 1987 through 1991 for nuclear winter research activities. Requires the Secretary of Defense, acting through the Director of the Defense Nuclear Agency, to distribute certain allocations to government and nongovernment entities for nuclear winter research activities. Allocates a specified amount for the Nuclear Winter Study Commission established by this Act. Directs such Commission to conduct a comprehensive study on the consequences of nuclear explosions and exchanges, including the implications of such consequences upon U.S. military and civil defense policies. Requires the Commission to report to the President and the Congress regarding the conduct of such study.

Highway Beautification Act of 1986 - Amends Federal law regarding outdoor advertising to require the Secretary of Transportation to submit an annual report to the Congress detailing the extent to which each State is in compliance with the outdoor advertising requirements. Provides that a State shall be deemed as failing to provide effective control of outdoor advertising if the State allows vegetation located on State rights-of-way for Interstate or primary system highways to be altered or removed if the purpose of such alteration is to improve the visibility of certain outdoor advertising. Specifies exemptions.

Amends the National Housing Act to extend authority through FY 1987 for: (1) title I financial institution insurance for housing renovation and modernization; (2) general mortgage insurance; (3) low and moderate income and displaced families mortgage insurance; (4) homeownership for lower income families including mortgage insurance authority and housing stimulus authority; (5) mortgage co-insurance, including rental rehabilitation and development projects; (6) graduated payment and indexed mortgage insurance; (7) the demonstration mortgage reinsurance program; (8) mortgage insurance for armed forces' civilian employees and defense housing for impacted areas; (9) mortgage insurance for land development; and (10) mortgage insurance for medical and dental group practice facilities. Sets forth specified limits on FY 1986 and 1987 insured housing loans and on FY 1987 guaranteed mortgage-backed securities. Amends the Housing Act of 1964 to extend urban rehabilitation loan authority through FY 1987. Amends the Housing Act of 1949 to extend Farmers Home Administration authority through FY 1987 for: (1) insured loans for rental and cooperative housing and related facilities for elderly persons and families in rural areas; (2) rural communities with 10,000 to 20,000 population to participate in rural housing programs; and (3) mutual and self-help housing grant and loan authority. Amends the National Flood Insurance Act of 1968 to extend authority for national flood insurance, including emergency implementation and flood-risk zones through FY 1987. Amends the National Housing Act to extend authorities for the national crime insurance program and existing contracts through FY 1987. Amends the Housing and Community Development Act of 1974 to extend community development block grant entitlement authority for certain metropolitan city and urban county areas through FY 1987. Amends the Housing and Urban-Rural Recovery Act of 1983 to extend for 30 days the maximum interest rate limitation on loans for housing and related facilities for elderly or handicapped families through FY 1987. Extends the Home Mortgage Disclosure Act through FY 1987.

Micro-Enterprise Promotion Act of 1986 - Amends the Agricultural Trade Development and Assistance Act of 1954 to provide for a program to use the foreign currency proceeds of U.S. agricultural commodity sales abroad to provide loans through financial intermediaries to micro-enterprises owned by the poor in developing countries. Defines "micro-enterprise" as a small enterprise operating within the informal sector economy of a developing country which lacks access to foreign credit sources. States that for FY 1987 through 1990 foreign currencies shall be made available for such program in an aggregate amount of between 20 percent and 30 percent of the value of all such foreign currency commodity sales.

Sub-Saharan Africa Natural Resource and Environmental Management Training and Education Act of 1986 - Requires the President, in order to promote a long-term development program for sub-Saharan Africa, to establish and provide assistance for a training and education program to encourage the development and utilization of appropriate natural resources and environmental management techniques. Requires particular emphasis to be placed on local-level training in techniques using smaller, cost-saving, community-based technologies. Sets forth elements to be included in such program. Requires the training under this program to incorporate women's needs in appropriate proportions to their traditional participation in the targeted activity. Requires each Agency for International Development (AID) development strategy statement for each sub-Saharan African country to include a plan to assist that country in the development of an effective natural resource and environmental management training and education program. Requires program activities to include close consultation with, and involvement of, community and local organizations. Requires the objectives of this Act to be accomplished whenever practicable through private and voluntary organizations or national nongovernmental organizations. Requires AID to make available funds for training and education activities in sub-Saharan African countries in accordance with this Act for FY 1987. Urges AID to request technical assistance from other Federal agencies where appropriate. Requires AID to review and report to the Congress on the effectiveness of existing indigenous capabilities for natural resource and environmental management training.

Constitutional Amendment - Requires the President, prior to each fiscal year, to transmit to the Congress a proposed Federal budget in which total outlays do not exceed total estimated revenues. Permits the President to recommend an alternative budget in which outlays exceed revenues with a detailed explanation of the need for such excess. Prohibits the Congress from making any law which would cause outlays to exceed revenues in a fiscal year. Permits the Congress to suspend such prohibition in time of war or national emergency by passing a concurrent resolution by a three-fifths vote of both Houses. Prohibits enactment of a bill to increase revenue unless it passes each House of Congress by a majority rollcall vote.
