Requests the President to establish a cooperative international research program concerning the greenhouse effect of increased concentration of carbon dioxide and greenhouse gases in the Earth's atmosphere. Requires any such program established by the President to be started during or before 1990.

Product Liability Reform Act of 1986 - Preempts inconsistent State laws. Declares that the provisions of this Act are inapplicable in certain actions under the Atomic Energy Act of 1954. Bases liability for damages in product liability actions on whether: (1) the design, production, distribution, or sale of the product was negligent; or (2) the product was defective, and such defect rendered the product unreasonably dangerous. Includes among the applicable defenses in such actions proof that: (1) the defect was the subject of an adequate warning; (2) the defect was apparent to a reasonable person, or the subject of common knowledge; (3) the injury resulted from an unreasonable or unforeseeable use or alteration of the product; and (4) at the time the product was made, the ability to discover and eliminate the defect was unavailable. States that joint and several liability may not be applied to any product liability action subject to this Act (unless persons acting in concert were the proximate cause of the injury). Limits the amount of damages for noneconomic losses to $100,000. Requires that damage awards for future economic losses exceeding $100,000 be made by periodic payments. Requires that damage awards be offset by amounts received as compensation for the same injury. Establishes a contingency fee schedule for plaintiffs' attorneys. Directs the Attorney General to provide recommendations regarding the creation, adoption, and use of alternative dispute resolution techniques.

Torture Victim Protection Act of 1986 - Amends the United Nations Participation Act of 1945 to impose civil liability on anyone who, under actual or apparent authority of any foreign nation, subjects any person to torture or extrajudicial killing. Grants jurisdiction over such cases to U.S. district courts only after claimants have exhausted all available remedies in the place in which the conduct giving rise to the claim occurred.

Expresses the sense of the Congress that the President and the Secretary of State should insist at the Vienna Review Meeting of the Conference on Security and Cooperation in Europe, and in discussions with Communist Party and Soviet leaders, that imprisoned and exiled members of the Ukrainian and other Helsinki Monitoring Groups be released and allowed to emigrate to the countries of their choice. Expresses the sense of the Congress that: (1) the Secretary of State should ensure that the U.S. consulate in Kiev reports on Soviet human rights violations in the Ukraine; and (2) such information should be included in reports on compliance with the Helsinki Final Act.

Requires each blender who distributes alcohol-blended gasoline to certain purchasers to determine and certify the type and percentage of alcohol and the percentage of cosolvents in such gasoline. Requires each distributor who receives such certified gasoline and distributes it to certain persons to certify the type and percentage of alcohol and cosolvent in the gasoline according to specified guidelines. Requires each gasoline retailer of alcohol-blended gasoline to conspicuously display the type and percentage of alcohol and cosolvent to ultimate purchasers at the point of sale. Grants the Federal Trade Commission investigative and enforcement powers to implement this Act. Requires the Environmental Protection Agency to: (1) conduct field tests determining alcohol type and percentage (including the percentage of cosolvents) in gasoline; and (2) notify the Federal Trade Commission of any failures to post such information. Requires the Federal Trade Commission to promulgate rules for the uniform display and certification of alcohol and cosolvent content in alcohol-blended gasoline. Provides that a violation of this Act shall be considered an unfair or deceptive act affecting commerce within the meaning of the Federal Trade Commission Act.

Expresses the sense of the House of Representatives that, in order to encourage the continued improvement of relations between the United States and Romania, the Romanian Government should consider taking specified humanitarian actions in light of the upcoming Bern Human Contacts Experts Meeting of Helsinki signatory states. Expresses the sense of the House of Representatives that the Secretary of State should: (1) pursue such humanitarian concerns at every possible opportunity, including at the Bern meeting of Helsinki signatory states; and (2) convey to the Romanian Government the importance of progress on such matters so that the Congress may take such progress into account during the 1986 Most Favored Nation deliberations.

Manufacture and Public Distribution of Certain Copyrighted Material Act - Amends the copyright law to extend indefinitely the manufacturing clause, which prohibits the importation of certain English language books not manufactured in the United States or Canada. Eliminates the Canadian exemption, per se, after 1988. Permits exemptions from such restriction if a foreign country, including Canada, is certified by the United States Trade Representative as providing adequate copyright protection for U.S. nationals and such country freely trades in printed matter with the United States or adheres to a bilateral or multilateral agreement with the United States and supports internationally recognized workers' rights.

Amends Federal armed forces provisions to direct the Secretary of the military department concerned to conduct an independent operational test and evaluation with respect to a major defense acquisition program under which a major system is to be acquired. Requires such test and evaluation to be conducted before the program may proceed into the production stage. Requires side-by-side testing as part of such test and evaluation. Requires the Director of Operational Test and Evaluation to independently analyze the results of each such operational test and evaluation, and to report such analyses to the Secretary of Defense. Prohibits the operational testing to be conducted until the Director approves in writing the adequacy of the plans for such operational test and evaluation. Authorizes the Secretary of Defense or the Secretary concerned to contract for low-rate initial production of a program only for the purpose of acquiring items for use in operational tests and evaluations. Prohibits a final decision from being made to proceed with full production of a program until 30 days after the congressional defense committees have received the report of the Director. Authorizes the President to suspend any provision of this Act in time of a declared war.

Natural Gas Policy Act Amendments of 1986 - Title I: Open Access to Transportation - Amends the Natural Gas Policy Act of 1978 to authorize the Federal Energy Regulatory Commission (the Commission) to: (1) allow any pipeline to transport natural gas on behalf of any person; (2) require pipelines to transport gas without discrimination; and (3) require pipelines which receive gas to provide nondiscriminatory transportation services. Requires the Commission (upon request by any person) to direct an interstate pipeline to provide transportation service (without discrimination) unless such pipeline demonstrates to the Commission that it is incapable of providing such service. Title II: Removal of Wellhead Price Controls and Repeal of Jurisdiction Over First Sales - Removes wellhead price controls over all natural gas first sales beginning April 1, 1987. Removes such control for certain gas sales contracts executed after March 1, 1986. Removes Commission jurisdiction over first sales of natural gas committed or dedicated as of the day before enactment of this Act. Repeals Commission authority to specify the minimum duration of certain natural gas contracts (thus removing all non-price regulation of first sales of natural gas). Declares that, with respect to ceiling prices of certain natural gas sales, the last price paid for such gas shall be considered a federally established rate for purposes of an area rate clause. Title III: Repeal of Certain Restrictions on the Use of Natural Gas and Petroleum Use and Pricing - Amends the Powerplant and Industrial Fuel Use Act of 1978 to: (1) repeal the prohibitions against the use by electric powerplants and major fuel-burning installations of petroleum and natural gas as primary energy sources; (2) remove the restrictions placed upon Federal major fuel-burning installations against the use of natural gas and petroleum as primary energy sources; and (3) repeal the guidelines for the emergency use of natural gas or petroleum as a primary energy source by any person operating a peakload powerplant or a major fuel-burning installation. Revokes the authority of the Secretary of Energy to require any major fuel-burning installation to furnish certain information regarding the use of primary energy sources of fuel. Amends the Natural Gas Policy Act of 1978 to repeal the natural gas incremental pricing provisions. States that incremental pricing rules promulgated by the Commission shall continue in effect only with respect to the flow-through of costs incurred before enactment of this Act, including any surcharges based on such costs.

Expresses the sense of the Congress that, in light of specified international human rights agreements, the Soviet Union should approve the exit visa applications of Doctor Naum Meiman and his wife, Inna Kitrosskaya, and arrange for them to go to the country of their choice. Urges the President to: (1) protest the Soviet Government's refusal to consider the exit visa applications of Dr. Meiman and his wife; (2) call upon all other signatory nations of the Helsinki Accords to join in such protest; and (3) instruct the U.S. delegation to the meeting of experts on human contacts organized under the auspices of the Conference on Security and Cooperation in Europe, to be held in Bern, Switzerland, to pursue this matter.

Bilingual Education Act Amendments of 1986 - Amends the Bilingual Education Act (the Act) to add to the statement of policy the declaration that, regardless of the method of instruction, programs which serve children of limited English proficiency have the equally important goals of developing both academic achievement and English proficiency. Removes a requirement that the Secretary of Education (the Secretary) reserve limited portions of funds under the Act for special alternative instructional programs and related activities. Removes a requirement that the Secretary reserve at least 75 percent of funds under part A (Financial Assistance for Bilingual Education Programs) of the Act for transitional bilingual education programs.

Establishes the Insurance Availability Crisis Commission of 1986 to: (1) coordinate the intergovernmental examination of the tort law system and its relationship with insurance availability and cost; (2) bring representatives of industry, government, and consumers together to perform an examination of the issue of insurance availability; (3) make recommendations for reform of the tort system and insurance industry practices; and (4) raise funds to cover the costs of the Commission's activities. Directs the Commission to report its findings and recommendations to the President, the Congress, and the executive officer of each State. Provides for the Commission's termination upon the transmission of such report. Authorizes appropriations.

Telephone Decency Act of 1986 - Amends the Communications Act of 1934 to prohibit any obscene or indecent telephone communication for commercial purposes to any person in the District of Columbia or in interstate or foreign communication. (Current law prohibits such communication to any person without his or her consent or to any person under 18 years of age.)

Radio Broadcasting to Nicaragua Act - Requires the U.S. Information Agency (USIA) to provide for radio broadcasts to Nicaragua subject to Voice of America standards. Requires the Director of the USIA to establish within the Voice of America a Nicaragua Service that shall be responsible for such broadcasts.

Expresses the sense of the House of Representatives that: (1) the aspirations of the Angolan people deserve U.S. support; (2) the National Union for the Total Independence of Angola (UNITA) and its leader, Dr. Jonas Malheiro Savimbi, have the right to play a role in the political life of Angola; and (3) the Marxist Popular Movement for the Liberation of Angola (MPLA) has violated the rights of the Angolan people. Declares that the MPLA should agree to negotiations which will include UNITA, end the presence of Soviet and Cuban forces in Angola, result in national reconciliation within Angola, and facilitate the independence of Namibia. Urges the President to provide assistance to UNITA in order to promote a political solution and withdrawal of outside forces, and to help UNITA deter and resist continued Soviet, Cuban, and MPLA military escalation.

Sets forth the concurrent resolution on the budget for FY 1987 and the appropriate budgetary levels for FY 1988 and 1989. Recommends levels of Federal revenues of $622,900,000,000 for FY 1987, $680,300,000,000 for FY 1988, and $729,400,000,000 for FY 1989. Sets the amounts by which the aggregate levels of Federal revenues should be increased at zero for FY 1987, $9,800,000,000 for FY 1988, and $12,400,000,000 for FY 1989. Sets the appropriate levels of total new budget authority at $839,800,000,000 for FY 1987, $901,200,000,000 for FY 1988, and $934,100,000,000 for FY 1989. States that the appropriate levels of total budget outlays are $786,600,000,000 for FY 1987, $824,300,000,000 for FY 1988, and $846,700,000,000 for FY 1989. Sets the amounts of the deficits in the budget which are appropriate in light of economic conditions and all other relevant factors at $163,700,000,000 for FY 1987, $144,000,000,000 for FY 1988, and $117,300,000,000 for FY 1989. Specifies the appropriate levels of total new budget authority, budget outlays, Federal revenues, and deficits, including receipts and disbursements of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund for FY 1987 through 1989, for purposes of the maximum deficit amount mandated by the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) and the Congressional Budget Act of 1974 only. States that the appropriate levels of the public debt are $2,251,400,000,000 for FY 1987, $2,359,500,000,000 for FY 1988, and $2,431,500,000,000 for FY 1989. Sets forth the appropriate levels of total Federal credit activity as follows: (1) $35,670,000,000 for new direct loan obligations, $84,500,000,000 for new primary loan guarantee commitments, and $68,187,000,000 for new secondary loan guarantee commitments for FY 1987; (2) $33,838,000,000 for new direct loan obligations, $87,900,000,000 for new primary loan guarantee commitments, and $71,074,000,000 for new secondary loan guarantee commitments for FY 1988; and (3) $33,238,000,000 for new direct loan obligations, $90,800,000,000 for new primary loan guarantee commitments, and $73,958,000,000 for new secondary loan guarantee commitments for FY 1989. Makes various recommendations to States regarding the availability of medical care and the resolution of medical malpractice claims, including: (1) reforming State tort law to place caps on the recovery of noneconomic losses in medical malpractice suits and proportioning financial liability based on comparative fault; (2) strengthening State agencies which license, certify, and discipline health care professionals; (3) implementing risk management programs; (4) requiring hospitals to confirm the credentials and work history of physicians; (5) reforming State contract law to enforce agreements to forego malpractice litigation in favor of alternative dispute resolution procedures; and (6) strengthening State insurance regulations to protect consumers.

Amends the National Aeronautics and Space Act of 1958 to authorize the National Aeronautics and Space Administration to accept gifts or donations to build a manned space shuttle which may be named Challenger II.
