End the Vaccine Carveout Act This bill removes liability protections for manufacturers and administrators for vaccine-related injuries, and removes limitations on bringing civil actions for vaccine-related injuries or seeking compensation, under the National Vaccine Injury Compensation Program (VICP). It also excludes COVID-19 vaccines from liability protections under the Countermeasures Injury Compensation Program (CICP).  Under current law, the VICP provides compensation for alleged injuries caused by certain routinely administered vaccines. Individuals generally may not file a civil action in court unless a VICP claim is filed and the resulting judgement is rejected. The VICP also limits the types of claims and amount of damages that may be sought (e.g., no liability for unavoidable side effects or failure to directly warn), and it imposes deadlines for filing claims. The bill removes the requirement to first file a claim under the VICP before pursuing a civil action, so individuals alleging vaccine-related injuries may choose to either bring a civil action or utilize the VICP. It also removes the restrictions on the types of civil actions and damages. The bill also removes the deadlines for filing claims under the VICP and applies this change retroactively. Additionally, under current law, the CICP provides compensation for alleged injuries caused by certain medical countermeasures during public health emergencies, including COVID-19 vaccines. The bill excludes COVID-19 vaccines from being considered as medical countermeasures. Therefore, under the bill, individuals may file civil actions against manufacturers of COVID-19 vaccines rather than filing claims under the CICP.

Jackie Robinson Ballpark National Commemorative Site Act

Jackie Robinson Commemorative Site Act This bill designates the Jackie Robinson Ballpark in Daytona Beach, Florida, as the Jackie Robinson Ballpark National Commemorative Site. It also makes the site a part of the African American Civil Rights Network established under the African American Civil Rights Network Act of 2017. In addition, the bill directs the Department of the Interior to conduct a special resource study of the site to evaluate its national significance and determine the suitability and feasibility of designating the site as a national historic landmark.

Save Our Shrimpers Act

Save Our Shrimpers Act This bill prohibits federal funds from being made available to international financial institutions (e.g., the International Monetary Fund) for financing activities related to foreign shrimp farms. The bill also requires an annual report on compliance by U.S. leadership of international financial institutions with policies to oppose financing for certain commodities or minerals. Specifically, the bill requires the Department of the Treasury to condition any provision of federal funds to an international financial institution on the requirement that the funds not be used to finance any activity related to shrimp farming, shrimp processing, or the export of shrimp in any foreign country. Under current law, Treasury must instruct U.S. leadership of international financial institutions to oppose providing financial assistance for the production or extraction of any commodity or mineral for export if (1) the commodity or mineral is in surplus on world markets, and (2) the export of such commodity or mineral will cause substantial injury to U.S. producers of a competing commodity or mineral (or of the same or a similar commodity or mineral). This bill requires the Government Accountability Office to investigate and annually report to Congress on the extent to which U.S. leadership at these institutions have carried out Treasury's instructions.

This joint resolution nullifies the final rule issued by the Consumer Financial Protection Bureau titled Credit Card Penalty Fees (Regulation Z) and published on March 15, 2024. The rule lowers the safe-harbor cap on certain credit card late fees. In particular, late fees allowed under safe-harbor provisions must be capped at $8 when charged by a large credit card issuer. This cap is not subject to annual adjustment to reflect inflation.

Supplemental Oxygen Access Reform Act of 2024 or the SOAR Act of 2024 This bill establishes certain requirements with respect to the payment and provision of supplemental oxygen and related services under Medicare. For example, the bill provides for separate payments, indexed to inflation, of oxygen and related equipment, supplies, and services under Medicare (rather than under the competitive acquisition program). It also specifically covers services that are provided by respiratory therapists under Medicare and provides for an additional payment adjustment for these services. Additionally, the bill (1) requires the Centers for Medicare & Medicaid Services to develop an electronic template for providers to use when prescribing oxygen and related equipment, supplies, and services; and (2) establishes certain rights for beneficiaries receiving these items and services, such as the right to choose their suppliers and to receive clear communications and be informed about the services provided.
