An amendment to the Bennett amendment to lower the air force missile procurement funds from $8,664,600,000 to $7,756,600,000 instead of $5,942,700,000 as in the Bennett amendment. The amendment also strikes the Bennett language that prohibits use of procurement funds for the MX missile and inserts a new section, "Policy Concerning Acquisition of Additional MX Missiles". The new section permits obligation of funds for 15 MX missiles after 4/1/85 only if the President certifies to Congress that the Soviets are not willing to take further actions on control and limitation on strategic nuclear missile weapons similar to the MX missile.

An amendment to limit the research, development, test and evaluation funds for the small mobile missile system to such use on an intercontinental range mobile ballistic missile that weighs 33,000 pounds or less and has only a single warhead. Also the amendment prohibits deployment of more than 10 MX missiles until subsystems and components of the small missile have been demonstrated and tested, respectively. Up to 40 MX missiles may not be deployed until after the major elements of the small missile have been flight tested. A report must be made to appropriate congressional committees on progress on MX development and deployment by 1/15 of each year from '84 through '88. The reports must also certify development of the small missile. If the small missile exceeds 33,000 Congress must be notified.

Requires the Secretary of Health and Human Services to determine whether the agency or organization is an appropriate choice given each beneficiary's particular needs. Directs the Secretary to establish an advisory panel on rehabilitation services for the blind, a majority of which shall consist of blind consumers of rehabilitation services, to develop guidelines and standards for the provision of such services to the blind and to assist the Secretary in determining which agencies or organizations meet the needs of blind beneficiaries.

Community Ratepayer Protection Act of 1988 - Amends the Internal Revenue Code to repeal provisions that tax bonds issued as part of an issue if the amount of the proceeds to be used to acquire nongovernmental output property exceeds the lesser of five percent or $5,000,000. (Output property includes such facilities as electric generating and transmission systems and gas distribution systems.)
