Amends the Internal Revenue Code to provide for the reimbursement of all of a taxpayer's reasonable litigation expenses, including attorney's fees, in any legal action commenced by the Government, or any action instituted by a taxpayer contesting the accuracy of a deficiency assessment or claiming a refund, in which the taxpayer substantially prevails, or the Government withdraws.

Amends the Rules of the House of Representatives to transfer the responsibility for investigating Communist and subversive organizations affecting the internal security of the United States to a standing Committee on Internal Security established by this Resolution. Confers upon such committee the responsibility for investigating all organizations within the United States aimed at overthrowing or altering the Government of the United States by force, insurrection or other unlawful means or inciting or employing violence to obstruct the authority of the Federal Government with respect to matters of internal security of the United States.

Medical Assistance Amendments - Amends Title XVIII (Medicare) of the Social Security Act to eliminate all the deductibles, coinsurance, and time limitations presently applicable to benefits thereunder. Eliminates medicare taxes as the method of financing hospital insurance benefits and premium payments as the method of financing supplementary medical insurance benefits. Includes within the coverage of Title XVIII eye care, dental care, hearing aids, prescription drugs, prosthetics, one physical checkup a year, preventive care, diagnosis of breast cancer, services of clinical psychologists, and services of registered nurses. Establishes a system of administrative and judicial review of claims which arise under the supplementary medical insurance program.

Franchising Termination Practices Reform Act - Requires a franchisor to notify a franchisee at least 90 days in advance of the franchisor's intention to terminate the franchise and to state the reasons for termination. Prohibits a franchisor from cancelling a franchise or failing to renew a franchise unless the franchisor is effecting a market area withdrawal or the franchisor has good cause for failure to renew and has given proper notice. Makes any franchisor who has violated the requirements of this Act civilly liable to the aggrieved franchisee.

Exempts courses which lead to a standard college degree from the "85-15" rule whereby the Administrator of Veterans' Affairs is required to disapprove enrollment of any eligible veteran, not already enrolled, in any course offered by a proprietary profit or proprietary nonprofit educational institution where more than 85 percent of the students enrolled have their fees paid by either the Veterans' Administration or the institution itself. Revises the application of rules governing the two-year period a course must be in operation before enrollment of eligible veterans or persons can be approved.

Lifeline and Electric Rate Reform Act - Title I: General Provisions - Declares it the purpose of this Act to reform inequities in the structure of electric utility rates. Title II: Definitions - Defines the terms used in this Act. Defines the scope of coverage under this Act. Stipulates that direct Federal regulation shall not apply where regulation is specifically reserved and effectively enforced by the States in accordance with applicable national minimum standards. Title III: Electric Energy Office - Creates an Electric Energy Office in the Federal Power Commission to establish and enforce National Minimum Standards for Ratemaking to be binding upon all electric utility regulatory agencies. Requires that all electric utilities and local distributors furnish monthly reports to the office disclosing information on the amount of electric energy supplied, the amount and rate of charges for each consumer class, and the amount and costs of fuel utilized by each utility. Imposes criminal and civil penalties for failure to make full disclosure of such information. Title IV: Rate Structures - Directs the Federal Power Commission, in the exercise of its regulatory functions, to accord highest priority to residential and small business users. Prohibits regulatory authorities from permitting the sale of electric energy to low priority users at rates less than those charged to high-priority consumers. Imposes criminal penalties for the furnishing of electric-energy at rates or charges which have not been specifically approved by the appropriate regulatory agency after public hearings. Directs the Federal Power Commission to encourage conservation of electric energy by requiring that rates be graduated progressively upward for consumption of electric energy in amounts above subsistence quantities. Title V: Lifeline Electric Rates - Requires that electric utility rate charges for subsistence quantities of electric energy to residential consumers not exceed the lowest rate charged to any other electric consumer. Requires the use of graduated rate structures for consumption of electric energy in amounts above subsistence quantities. Title VI: Electric Rates for Nonresidential Customers - Requires that electric utility rate changes for nonresidential customers be the lowest rate charged to any other electric consumer in the same class. Requires progressively higher rates for consumption in excess of the basic requirements of such nonresidential customers. Title VII: Effective Dates - Stipulates that the provisions of this Act shall become effective one year from the date of its passage, unless otherwise indicated.

Amends the Internal Revenue Code to exempt farming vehicles from the highway motor vehicle excise tax, excepting vehicles owned by corporations with gross annual receipts exceeding $950,000, or which derive more than 50 percent of their gross receipts from non-farming activities.

Amends the Federal Food, Drug, and Cosmetic Act to allow the use of a food additive for dietary management of health disorders or disease, even though such additive is found to induce cancer in animals, if the Secretary of Health, Education, and Welfare determines the benefits to human health of such use outweigh the risks. Directs the Secretary to take into account in making such a determination (1) all scientific data and information on the additive; (2) the scientific validity, analysis, and other conditions concerning the animal testing of such additive; and (3) current knowledge about the reliability of predicting cancer in humans from use of an additive found to induce cancer in animals.

Broadcast License Renewal Act - Amends the Communications Act of 1934 to set the term of a broadcast station license, or renewal, at five years. Provides that any license granted may be renewed upon its expiration, if the Commission finds that the public interest, convenience, and necessity would be served by the renewal of such license. Allows appeals from decisions and orders of the Commission to be taken to the United States court of appeals for the circuit in which such broadcast facility is located. Sets guidelines for expeditious action on applications for renewal of broadcasting station licenses by limiting material required to be filed. Requires the Commission to examine the renewal process and report within six months on methods of reducing and consolidating filings and supporting documents.

Amends Title XVIII (Medicare) of the Social Security Act to provide payment for psychologists' services under the supplementary medical insurance program. Amends Title XI (General Provisions) of the Social Security Act to require that psychologists be included in any Professional Standards Review Organization appointed under such Title.

Amends Title XVIII (Medicare) and Title XIX (Medicaid) of the Social Security Act to provide payment for services performed by professional clinical social workers. Includes outpatient services, community mental health centers, and neighborhood health centers among "qualified providers" under Titles XVIII and XIX. Removes specified limitations which are imposed on coverage of psychiatric and mental health services under such titles.

Requires the Secretary of the Interior to: (1) designate the home of Charles S. Pierce, known as Arisbe House, and surrounding property not in excess of ten acres, in the Delaware Water Gap National Recreation Area, Pennsylvania, a National Historic Site; (2) restore such house and establish and maintain a museum dedicated to the works of Charles S. Peirce therein; and (3) construct a building near such house to be used as a center for the study of philosophy, mathematics, logic, and pure science. Authorizes the appropriation of such sums as may be necessary to carry out the purposes of this Act.

Declares that specified persons previously appointed as temporary hearing examiner's under the Supplemental Security Income program of the Social Security Act shall be considered appointed to career-absolute positions as hearing examiners.

Stipulates that a National Guard technician who: (1) has completed ten years of service in a position in which Guard membership was required; (2) is involuntarily separated from the Guard under honorable technicians; and (3) who continues to meet specified physical fitness standards shall not be required to be a member of the Guard as a condition of employment.

Food Additive Safety Amendments - States that a food additive shall be deemed safe if the Secretary of Health, Education, and Welfare (1) makes a finding, based on recommendations of an advisory committee, that the public benefit from permitting the use of such additive would exceed the public risk which might result from such use; (2) gives notice in the Federal Register of such a finding and invites public comment thereon; and (3) issues a final order not earlier than 120 days of such publication in the Federal Register of such findings. Specifies factors the Secretary must take into consideration when evaluating a food additive. Deems saccharin a safe food additive unless the Secretary declares it unsafe under the provisions of this Act.

Alaska National Interest Lands Conservation Act - Title I: National Park System - Designates specified public lands in the state of Alaska to be included as units of the National Park System. Title II: National Wildlife Refuge System - Establishes specified areas in Alaska as units of the National Wildlife Refuge System. Title III: National Wild and Scenic Rivers System - Lists rivers in Alaska which shall be wild rivers for purposes of the Wild and Scenic Rivers Act. Title IV: National Forest System - Authorizes the President to add specified lands to the Tongass and Chugach National Forest in Alaska. Title V: National Petroleum Reserve In Alaska - Directs the Secretary of the Interior to manage the National Petroleum Reserve in Alaska in such a manner as to preserve subsistence lands for natives and to promote specified conservation objectives. Title VI: Designation of Wilderness Areas - Designates specified Alaskan lands to be included in the National Wilderness Preservation System. Title VII: General Administrative Provisions - Authorizes the Secretary of the Interior to designate subsistence management zones and to establish regulatory subsistence boards to further the preservation of subsistence lands for natives. Makes additional administrative provisions. Authorizes to be appropriated such sums as may be necessary to carry out the purposes of this Act.

Mobile Source Emission Control Amendments - Amends the Clean Air Act to extend through model year 1979 interim standards for hydrocarbons and carbon monoxide emissions from light-duty motor vehicles. Specifies standards applicable in model years 1980 and afterwards for such pollutants. Revises the emission standard for carbon monoxide to allow emissions of up to 9.0 grams per vehicle mile. Extends until model year 1981 the current 2.0 grams per vehicle mile interim standard for nitrogen oxide emissions from light-duty vehicles. Establishes a nitrogen oxides emissions standard of 1.0 gram per vehicle mile for model years after 1981, subject to revision or waiver by the Administrator of the Environmental Protection Agency in accordance with prescribed procedures. Stipulates that such revisions and waivers shall not permit emissions in excess of the 2.0 grams per vehicle mile interim standard. Directs the Administrator, the Secretary of Transportation and the Federal Energy Administration to submit separate reports to Congress regarding the consequences of such emission standards on fuel consumption. Establishes additional prohibitions and penalties for tampering with motor vehicle emission control equipment. Empowers limits in the amount of vehicle testing required of small manufacturers. Establishes procedures for review of instructions for high altitude performance adjustments for motor vehicle emission control systems by the Administrator in accordance with specified requirements. Revises warranty requirements stipulated by the Act. Specifies an 18-month or 18,000 mile warranty requirement for the useful life of motor vehicle emission control systems. Directs the Administrator to study the effects of emissions of sulfur-bearing conformed from motor vehicles and aircraft. Extends the exception for disclosure of confidential information in administrative and judicial proceedings to emission data upon a satisfactory showing to the Administrator that such data would divulge trade secrets. Requires that documentation, justifications, proposed drafts, and comments of other agencies an proposed motor vehicle emission standards be made available to the public once such standards are proposed. Establishes procedures for oral presentation of views, with opportunity for cross-examination, with respect to such standards. Authorizes direct review of alleged procedural errors in the appropriate court of appeals. Authorizes the appropriation of $200,000,000 per fiscal year for fiscal years 1978, 1979, and 1980, to carry out the purposes of this Act other than research, development, and demonstration activities.

Creates a Select House Committee on Population to conduct an investigation and study of: (1) the major adverse effects of current population growth throughout the world; (2) approaches which have been shown to be effective in coping with excessive population growth; and (3) means to encourage countries with excessive population growth rates to adopt methods proven to be successful in reducing population growth rates.

Amends the National Traffic and Motor Vehicle Safety Act of 1966 to stipulate that no motor vehicle safety standard may require shoulder belts. Directs the Secretary of Transportation to amend the Federal motor safety standard numbered 208 to bring such standard into conformity with this Act.

Authorizes the Secretary of Health, Education, and Welfare to make grants to States in order to assist in the development of programs to provide energy stamps to certain low-income households in order to assist such households in meeting residential energy costs. Stipulates that the Federal share of the cost of any eligible program under this Act shall be 90 percent. Prescribes eligibility criteria for State programs. Establishes procedures governing administrative hearings and judicial review in cases where the Secretary finds a State plan to be not in compliance with the criteria prescribed by this Act.

Amends Titles XVIII (Medicare) and II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act to provide that eligible drugs, requiring a physician's prescription or certification, shall be included among the items and services covered under the hospital insurance program for the aged at a specified amount of payment. States that the reasonable allowance for eligible drugs furnished an individual pursuant to any one prescription and purchased by such individual at any one time shall be reduced by an amount equal to the applicable prescription copayment obligation which shall be $1. Establishes, within the Department of Health, Education, and Welfare, a Medicare Formulary Committee to compile and publish a Formulary listing the drugs deemed qualified for benefits under this Act, together with maximum allowable costs and additional information concerning such drugs. Makes provisions for selecting drugs for the Formulary.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to reduce the requirements for eligibility for disability benefits for blind persons. Requires that a blind individual have at least six quarters of coverage to be eligible for disability benefits. Sets forth a method of computing the average monthly wage of a blind individual for the purpose of determining such individual's primary insurance amount. Provides that in no case shall such amount be less than the amount which would be determined without regard to an individual's blindness. States that no reductions will be made from the benefits to which a person is entitled because of such person's refusal to accept State-approved rehabilitative services under the Vocational Rehabilitation Act. Continues the payment of such benefits as long as blindness lasts, the amount of an individual's earnings notwithstanding.

Consumer Communications Reform Act - Expresses the sense of Congress that the authorization of lines, facilities, or services of specialized carriers which duplicate the lines, facilities, or services of other telecommunications common carriers is contrary to the public interest. Reaffirms the intent of Congress that the complete authority to regulate terminal and station equipment used for telephone exchange service shall rest with the States even though such terminal and station equipment also may be used in connection with interstate services. Amends the Communications Act of 1934 to provide that no compensatory charges for or in connection with such communication service may be found to be unjust or unreasonable on the ground that it is too low. Prohibits the Federal Communications Commission from holding the charge of a carrier up to a particular level to protect the traffic or revenues from a communication service offered or provided by another carrier if such charge proposed by the carrier is compensatory. Provides that the Commission shall not grant or authorize any construction permit, license, or certificate for the construction, acquisition, or operation of any communication or transmission line or facility, or extension thereof, or any modification or renewal thereof, unless the Commission shall find, after full opportunity for evidentiary hearing on the record, that such permit, license, or certificate, will not result in increased charges or unnecessary duplication of communication lines.

Stipulates that sales of natural gas by small, independent producers shall be exempt from regulation by the Federal Power Commission. Requires that prices of such sales be at a level which adequately compensates the seller for current costs, including an adequate return on investment. Defines the term "small producer" to include independent producers (1) not affiliated with natural gas pipeline companies or larger producers; (2) whose total sales do not exceed 10 million Mcf per year, and (3) whose average production per well does not exceed 100 Mcf per day on an annual basis.

Directs the Secretary of Agriculture to enter into cooperative agreements with private landowners whose lands are adjacent to National Forest System lands upon determining that joint boundary fence construction is consistent with National Forest System land-use plans and range-management objectives. Makes provisions concerning the sharing of costs of construction and maintenance. Authorizes the Secretary of Agriculture to enter into cooperative agreements with such landowners for the purpose of controlling noxious weeds upon determining, among other things, that the proposed control project has the approval of the local weed control district and the Forest Service as effective and environmentally safe. Authorizes the following appropriations: (1) funds not to exceed $26,000,000 annually for the fencing program; and (2) funds not to exceed $5,000,000 annually for the noxious weed control program.

Amends the Federal Civil Defense Act of 1950 to authorize the use of Federal civil defense funds by local civil defense agencies for natural disaster or civil disturbance relief. Increases the Federal contribution for travel expenses and per diem allowances for students in civil defense training programs and increases the Federal financial contribution to States for civil defense personnel and administrative expenses. Increases the authorization for appropriations under such Act for travel expenses, for personal equipment for State and local workers, and personnel and administrative expenses.

Amends the Tax Reform Act to provide an unlimited exclusion from gross income of disability payments received by persons who retired on or before October 1, 1976, and either retired on disability, or were entitled to retire on disability.

Stipulates that effective January 3, 1977, all of the expenses of the House Committee on Standards of Official Conduct shall be paid from the contingent fund of the House of Representatives upon vouchers signed by its chairman and ranking minority member. Requires the chairman of the committee to transmit to the Clerk an itemized statement of all expenses of the committee incurred during a calendar quarter within 30 days after the close of each calendar quarter.

Jobs Creation Act - Amends the Internal Revenue Code to reduce the individual income tax rates. Allows a credit against the income tax up to $1,000, for ten percent of the increase in the total savings deposits and investments since the end of the previous year. Allows a limited income tax deduction by certain domestic corporations for dividends paid. Limits corporate deductions for dividends received from foreign corporations. Repeals corporate deductions for other dividends received. Allows the taxpayer to take a deduction for specified percentages of the acquisition costs of certain types of property, with a corresponding reduction in basis, in lieu of a depreciation deduction. Doubles the corporate surtax exemption to $100,000.

Grants a Federal charter to the United States Submarine Veterans of World War II. Stipulates that the purposes of such organization shall be: (1) to perpetuate and establish memorials to the memory of those who gave their lives in submarine warfare during World War II; (2) to award college scholarships; and (3) to make the general public aware of life aboard submarines during World War II.

Amends the Federal Water Pollution Control Act to grant a one-year extension from best practicable technology effluent limitations for point sources receiving research grants for the development of new technologies where such research project was unsuccessful.

Authorizes, under the Agricultural Adjustment Act of 1938, the lease and transfer of burley tobacco farm marketing quotas to farms in any county within the same State. Directs the Secretary of Agriculture to conduct a referendum of the farmers engaged in the production of burley tobacco in each State; and if more than one half of them approve the lease and transfer of burley tobacco allotments within the State, requires that such program remain in effect unless in a subsequent marketing year the Secretary determines that such program will impair the effectiveness of the tobacco marketing quota or price support programs.
