An amendment to add the following: SPECIAL SITES: If the low level radioactive waste involved is the result of a licensed activity to recover zirconium, hafnium, and rare earths from source material, the Secretary, upon request of the owner of the site involved, shall assume title and custody of such waste and the land on which it is disposed when the site has been decontaminated and stabilized in accordance with the requirements established by the NRC and when the owner has made adequate financial arrangements approved by the NRC for the long term maintenance and monitoring of the site.

Amendment, as amended, sought to modify provisions relating to coal, oil and gas development. It would have: (1) provided incentives for the remining of coal from abandoned mines and refuse piles; (2) required mining companies to provide compensation for damage caused by mine cave-ins or ground sinking, and replace contaminated local water supplies; (3) permitted the use of Abandoned Mine Reclamation Fund monies to suppress underground coal fires; (4) required the Department of the Interior to consider market demand, as well as competition in the coal industry, prior to issuing federal coal leases; (5) established dispute resolution procedures for certain oil shale claims; and (6) required the Bureau of Mines to develop a health, safety and mining technology research program.

An amendment to strike language that earmarks 150 million dollars for research and development in the U.S. for the Lavi program and earmarks 250 million dollars for procurement in Israel for defense articles and services for the Lavi program. These funds are part of the 1.4 billion dollar Foreign Military Sales direct credits for Israel in the bill. The amendment substitutes a prohibition on the use of FMS funds for financing procurement outside the U.S. of any defense article, defense service, or design and construction service, including financing for coproduction or licensed production outside the U.S. of defense articles of U.S. origin.

An amendment consisting of several amendments, offered en bloc, to make technical corrections to the descriptions of highway and transit projects in the bill; reallocate funds among several projects; strike a provision of the bill requiring highway contractors to guarantee and warrant that they will perform their contractual obligations in accordance with current law; require DOT to develop a legal determination of what constitutes an "indivisible vehicle load" for the purpose of granting waivers to exceed highway weight limits, and apply that definition to all trucks operating on the National Highway System; require DOT to conduct a study on how states and metropolitan planners are using federal funds to meet transportation needs; and provide for the establishment and funding of an urban transportation study institute, operated by several Massachusetts universities.
