Inmate Tax Fraud Prevention Act of 2008 - Amends the Internal Revenue Code to authorize the Secretary of the Treasury to disclose to the head of the Federal Bureau of Prisons, subject to certain restrictions, tax return information of prisoners whom the Secretary has determined may have filed or facilitated the filing of a false tax return.

Charity Enhancement Act of 2008 - Amends the Internal Revenue Code to: (1) modify rules and definitions relating to the tax on distributions from donor advised funds (a charitable fund in which a donor has, or reasonably expects to have, advisory privileges with respect to the distribution or investment of amounts held in such fund by reason of his or her status as a donor); (2) treat contributions by Indian tribal governments to tax-exempt organizations in the same manner as contributions by states for purposes of determining the classification of an organization as a public charity or private foundation; (3) require certain tax-exempt organizations that file at least five tax returns with the Internal Revenue Service (IRS) annually to use electronic filing; and (4) expand the bad check penalty to all tax payments by commercially acceptable means (e.g., electronic payments).

Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan that provides both medical and surgical benefits and mental health or substance use disorder benefits to ensure that: (1) the financial requirements, such as deductibles and copayments, applicable to such mental health or substance use disorder benefits are no more restrictive than the predominant financial requirements applied to substantially all medical and surgical benefits covered by the plan; (2) there are no separate cost sharing requirements that are applicable only with respect to mental health or substance use disorder benefits; (3) the treatment limitations applicable to such mental health or substance use disorder benefits are no more restrictive than the predominant treatment limitations applied to substantially all medical and surgical benefits covered by the plan; and (4) there are no separate treatment limitations that are applicable only with respect to mental health or substance use disorder benefits.

Stephanie Tubbs Jones Gift of Life Medal Act of 2008 - Makes any organ donor, or the family of any organ donor, eligible for a Stephanie Tubbs Jones Gift of Life Medal. Requires the Secretary of Health and Human Services to direct the Organ Procurement and Transplantation Network to establish an application procedure, determine eligibility, and arrange for the presentation of medals. Allows only one medal per family. Requires that such medal be presented to the donor or, in the case of a deceased donor, the family member who signed the consent form authorizing the organ donation. Authorizes the Network to collect funds to offset expenditures relating to the issuance of medals. Requires the Secretary of the Treasury to design and strike the Stephanie Tubbs Jones Gift of Life Medals using certain specifications. Provides that a medal under this Act shall not be treated as valuable consideration for purposes of prohibiting transferring human organs for valuable consideration.

Medicare Hospice Protection Act of 2008 - Prohibits the Secretary of Health and Human Services from phasing out or eliminating the budget neutrality adjustment factor in the Medicare hospice wage index before October 1, 2009. Directs the Secretary to recompute and apply the final Medicare hospice wage index for FY2009 as if there had been no reduction in the budget neutrality adjustment factor.

Bone Marrow Failure Disease Research and Treatment Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on acquired bone marrow failure diseases; (2) establish the National Acquired Bone Marrow Failure Disease Registry; and (3) establish the Advisory Committee on Acquired Bone Marrow Failure Diseases to provide recommendations to the Secretary on the Registry. Allows the Secretary, acting through the Director, to award grants to, and enter to contracts and cooperative agreements with, public or private nonprofit entities for the management of the Registry. Requires the Secretary, acting through the Administrator of the Agency for Toxic Substances and Disease Registry, to conduct pilot studies to determine which environmental factors may cause acquired bone marrow failure diseases. Requires the Secretary, acting through the Deputy Assistant Secretary for Minority Health, to: (1) establish outreach and information programs targeted to minority populations affected by such diseases; (2) undertake a coordinated outreach effort to connect Hispanic, Asian American, and Pacific Islander communities with comprehensive services focused on treatment of, and information about, such diseases; and (3) awards grants to, or enter into cooperative agreements with, entities to perform research on such diseases. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to award grants to entities to improve diagnostic practices and quality of care with respect to patients with such diseases.

Fair Deal for Volunteers Act of 2008 - Amends the Internal Revenue Code to: (1) increase the standard mileage rate for use of a passenger automobile for charitable purposes to a rate not less than the rate used for the tax deduction for medical expenses; and (2) exclude from the gross income of charitable volunteers reimbursements paid to them for the use of a passenger automobile for the benefit of a charitable organization.

Home Health Care Planning Improvement Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner; (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law; (3) a certified nurse-midwife; or (4) a physician assistant under a physician's supervision.

Copper Theft Prevention Act of 2008 - Requires secondary copper recyclers (purchasers of copper that has served its original economic purpose) to keep records for at least two years of all purchases of copper property. Prohibits such recyclers from accepting cash in excess of $500 for the purchase of copper property. Imposes a civil penalty of up to $10,000 for violations of this Act.

Administrative Law Judges Retirement Act of 2008 - Sets forth separate provisions governing Government and employee contributions, annuity eligibility requirements (ten years of service and age 60), early retirement, and annuity computation (2.5% and 1.7%, respectively, of average pay for each year of service) for administrative law judges under the Civil Service Retirement System and the Federal Employees' Retirement System.

Guaranteed Benefits for Our Troops Act - Directs the Secretary of the military department concerned to provide uncharged leave or a monetary benefit to any member or former member of the Armed Forces who, on any day beginning on January 19, 2007, and ending on the date of implementation of the Post-Deployment/Mobilization Respite Absence program, would have qualified for a day of administrative absence under such program had it been in effect. Makes such benefit: (1) an amount not to exceed $200 for each day, in the case of a former member; and (2) either one day of administrative absence or an amount not to exceed $200, in the case of a current member. Excludes from such benefit any members discharged or released under other than honorable conditions. Sets at 40 the maximum number of days for which such benefit may be provided.

Missing Alzheimer's Disease Patient Alert Program Reauthorization of 2008 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to reauthorize the Missing Alzheimer's Disease Patient Alert Program through FY2015 and to revise program requirements to: (1) provide for competitive grants to nonprofit organizations to assist in locating missing patients with Alzheimer's disease and related dementias; (2) expand such program to include locating other missing elderly individuals; (3) require the Attorney General to solicit grants for program applications in the Federal Register and on the Department of Justice (DOJ) website; and (4) establish a preference in awarding grants to national nonprofit organizations that have a direct link to patients with Alzheimer's disease and related dementias and their families (currently, grants may be awarded to only such organizations).

Condemns the broadcast of incitement to violence against Americans and the United States by Middle East-based media. Calls on the President to: (1) designate al-Aqsa TV as a Specially Designated Global Terrorist (SDGT); (2) designate as SDGTs satellite providers that knowingly contract with SDGTs to broadcast their channels for support to terrorist entities; and (3) consider state sponsorship of anti-American incitement when determining relations with, and assistance to, regional states.

Amends the Internal Revenue Code to make the standard mileage rate used to determine the tax deduction for the use of a passenger automobile for charitable purposes equal to the standard mileage rate used for the tax deduction for business and moving expenses. Increases such rate until December 31, 2008.

Medicare Special Needs Plans Extension and Amendments Act of 2008 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to extend the authority to restrict enrollment for specialized Medicare Advantage (MA) plans for special needs individuals. Redefines “specialized MA plan for special needs individuals” to require targeted enrollment of high-risk groups. Directs the Secretary of Health and Human Services to enter into agreements with states to coordinate the financing of specialized MA plans for special needs individuals for enrollees entitled to medical assistance under state Medicaid plans. Establishes additional requirements for dual special needs plans (SNPs) as well as for severe or disabling chronic condition SNPs. Directs the Secretary to evaluate for Congress the adequacy of the MA risk adjustment system for high-risk, high cost beneficiaries. Authorizes the Secretary to modify rules, policies, and procedures under SSA titles XVIII and XIX (Medicaid) to provide for alignment of Medicare and Medicaid requirements for dual eligibles, particularly in the oversight of SNPs serving such dual eligibles. Directs the Secretary to etablish or designate an Office on Medicare/Medicaid Integration to align Medicare and Medicaid policies and procedures and develop tools to support state integration efforts for dual eligible access to Medicare and Medicaid benefits and services.

Amends the Internal Revenue Code and the Pension Protection Act of 2006 to exempt certain long-standing, nonfunctionally-integrated fully-funded type III supporting organizations from requirements that: (1) impose a tax on their excess business holdings; and (2) oblige such organizations to make certain percentage payouts of income or assets to organizations they support (supported organizations). Specifies such an exempt long-standing, nonfunctionally-integrated fully-funded type III supporting organization as one: (1) that was established before January 1, 1970, but has not accepted any substantial contributions after December 31, 1970; (2) none of whose donors was alive on August 17, 2006; and (3) none of whose organization managers is a family member of any donor.

Small Business Health Options Program Act of 2008 or the SHOP Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to designate an office within the Department of Health and Human Services (HHS) to administer a health insurance program for small businesses and self-employed individuals to purchase health insurance coverage meeting certain requirements. Establishes a Small Business Health Board to monitor the implementation of the program and make recommendations for improvements. Requires the Administrator of the program to: (1) enter into contracts with health insurance issuers to provide health insurance coverage under this Act; and (2) enter into agreements with entities to serve as navigators to provide information about the program and assist in enrollment. Requires a participating employer to ensure that each eligible employee has an opportunity to enroll in a plan. Sets forth requirements for health plans offered under this Act. Requires the Administrator to contract with the National Association of Insurance Commissioners to study the rating requirements, administrative procedures, and standards of external and internal review that apply to such plans and to health insurance purchased in the small group markets in the states and to develop recommendations concerning rating requirements. Sets forth premium-setting rules for plans under this Act. Allows a state to prohibit participation in this program if the state offers alternative health benefit plans. Amends the Internal Revenue Code to allow a tax credit for small employers for qualified employee health insurance expenses under this Act.

Advancing FASD Research, Prevention, and Services Act - Amends the Public Health Service Act to revise the Fetal Alcohol Syndrome Prevention and Services Program to direct the Secretary of Health and Human Services to: (1) establish a research agenda for Fetal Alcohol Spectrum Disorders (FASD); (2) facilitate surveillance, public health research, and prevention of FASD; and (3) award grants, contracts, or cooperative agreements to states and other entities to provide services for individuals with FASD, to educate court, law enforcement, and adoption officials on how to treat and support individuals with FASD, and to provide transitional services for individuals affected by prenatal alcohol exposure. Requires: (1) the Secretary to provide for continuation of the Interagency Coordinating Committee on Fetal Alcohol Syndrome; and (2) the Comptroller General to evaluate and make recommendations regarding appropriate federal FASD activities. Includes within the grant program for services to individuals with FASD: (1) respite care for caretakers of such individuals, (2) recruitment and training of mentors for such individuals; and (3) educational and supportive services to families of such individuals. Requires the Secretary of Education to direct the Office of Special Education and Rehabilitative Services to implement screening procedures and introduce curricula for educating children with FASD. Requires the Attorney General to direct the Office of Juvenile Justice and Delinquency Prevention to: (1) educate officials on how to treat individuals with FASD; (2) study the inadequacies of the current system for dealing with such individuals; and (3) develop transitional programs for such individuals who are released from incarceration.

Promoting Health Information Technology Act of 2008 - Establishes within the Department of Health and Human Services (HHS) an Office of the National Coordinator for Health Information Technology. Establishes the Health Information Technology Resource Center to provide assistance for the adoption and use of interoperable health information technology. Requires the Secretary of Health and Human Services to promulgate final rules to modify standards related to the electronic exchange of health information. Amends title XI (General Provisions, Peer Review, and Administrative Simplification) of the Social Security Act to require the Secretary to provide for an expedited upgrade program to develop and approve additions and modifications to adopted standards for the electronic exchange of health information. Sets forth the process for such additions and modifications. Prohibits federal funds from being used for the purchase of any health information technology that has not been certified in compliance with such standards. Requires federal agencies to comply with standards. Requires the Secretary to study current federal security and confidentiality standards. Amends the Internal Revenue Code to treat qualified health care information technology as a depreciable asset. Requires the Secretary to encourage and facilitate the adoption of state reciprocity agreements for practitioner licensure in order to expedite the provision across state lines of telehealth services. Provides for studies related to telehealth services, including on expanding the list of Medicare telehealth originating sites to include mental health facilities. Requires the Centers of Medicare & Medicaid Services to make federally qualified health centers eligible to participate in demonstration projects related to health records and heath information technology.

Crime Victim Restitution and Court Fee Intercept Act - Amends the Internal Revenue Code to direct the Secretary of the Treasury, upon receiving notice from a state judicial agency that a named person owes a past-due, legally enforceable state judicial debt, to pay such debt from any tax refund due to such person.

Declares that preventing Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with proscribed Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President initiate an international effort to increase economic, political, and diplomatic pressure on Iran to suspend its nuclear enrichment activities. Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

Veterans Pain Care Act of 2008 - Directs the Secretary of Veterans Affairs to develop and implement a comprehensive policy on the management of pain experienced by veterans, including department-wide management of acute and chronic pain, the standard of care, the consistent application of pain assessments, health care personnel education and training, and education for veterans and their families.

Lifelong Learning Accounts Act of 2008 - Amends the Internal Revenue Code to: (1) establish tax-exempt lifelong learning accounts to pay certain educational expenses, including tuition, fees, books, supplies, and information technology devices; (2) allow individuals between age 18 and 71 a tax credit for cash contributions to their lifelong learning accounts; and (3) allow employers a tax credit for contributions made to the lifelong learning accounts of their employees and for administrative costs associated with small employer lifelong learning accounts.

Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

National MS Disease Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Agency for Toxic Substances and Disease Registry, to: (1) develop a system to collect data on multiple sclerosis (MS); and (2) establish a national surveillance system for the collection and storage of such data, including a population-based registry of U.S. cases of MS. Requires the Secretary to establish the Advisory Committee on the MS National Surveillance System. Allows the Secretary to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on MS. Requires the Secretary to: (1) identify, build upon, expand, and coordinate existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to MS data. Requires the Secretary to ensure that epidemiological and other types of information collected are made available to agencies such as the National Institutes of Health (NIH), the Department of Veterans Affairs (VA), and the Department of Defense (DOD).
