Amends the Budget Control Act of 2011 to repeal: (1) establishment of the Joint Select Committee on Deficit Reduction; and (2) the mandatory reduction in discretionary appropriations and direct spending unless a joint committee bill achieving more than $1.2 trillion in deficit reduction is enacted by January 15, 2012 (enforcement of the budget goal).

Foreign Aid Transparency and Accountability Act of 2012 - Directs the President to establish: (1) goals, performance, and evaluation guidelines for U.S. foreign assistance programs, country assistance plans, and international and multilateral assistance programs; and (2) a website to make publicly available information on U.S. foreign assistance programs.

Easy Voting Act of 2011 - Amends the Help America Vote Act of 2002 to: (1) require a minimum early voting period of 14 days preceding a federal election for states offering early voting, (2) prohibit an election official from requiring an individual to provide a state-based identification as a condition of registering to vote or of receiving or casting a ballot in any federal election, and (3) require states to make same-day voter registration and change of address service available at the polling place on the date of election.

Medicare Safe Needle Disposal Coverage Act of 2011 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to cover as a part D drug any devices approved for home use by the Food and Drug Administration (FDA) for the safe and effective containment, removal, decontamination, and disposal of home-generated needles, syringes, and other sharps through a sharps container, decontamination/destructive device, or sharps-by-mail program or similar program.

Water Quality Protection and Job Creation Act of 2011 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act [CWA]) to authorize the Administrator of the Environmental Protection Agency (EPA) to make grants to nonprofit organizations to provide: (1) technical assistance to rural and small municipalities and tribal governments for planning, developing, and financing eligible state water pollution control revolving fund projects; and (2) technical assistance and training to enable rural, small, and tribal publicly owned treatment works and decentralized wastewater systems to protect water quality and comply with the CWA. Authorizes annual appropriations for FY2012-FY2016 for: (1) grants to states for administering programs for the prevention, reduction, and elimination of pollution; (2) watershed pilot projects (currently called wet weather watershed pilot projects); (3) grants to states for water pollution control revolving funds; (4) a pilot program for alternative water source projects; and (5) sewer overflow control grants. Expands the types of watershed pilot projects eligible for technical assistance and grants. Revises: (1) the eligibility requirements for grants for sewage collection systems; and (2) provisions concerning state water pollution control revolving funds, including by expanding the types of projects eligible for assistance. Requires states to: (1) establish affordability criteria to identify municipalities that would experience a significant hardship raising revenue for state water pollution control revolving fund projects, (2) establish a list of such projects that prioritizes water quality improvement projects for FY2013 and thereafter, and (3) provide financial assistance to only projects on such list. Requires the Administrator to report annually on the performance of the projects and activities carried out with assistance made available by a state water pollution control revolving fund. Prohibits state water pollution control revolving funds from being used for a project for the construction of publicly owned treatment works unless the steel, iron, and manufactured goods used in such project are produced in the United States, with specified exceptions. Requires the Administrator to prohibit the use of steel, iron, and manufactured goods produced in a foreign country in a project funded with amounts made available from such fund if such country is in violation of the terms of an agreement with the United States by discriminating against such goods that are produced in the United States. Authorizes the Administrator to waive the requirement that a state deposit an amount equal to 20% of the state's annual capitalization grant into the state's water pollution control revolving fund if the Administrator determines that the state is experiencing economic hardship and that providing such a deposit would adversely impact the state's ability to restore and maintain the chemical, physical, and biological integrity of its waters. Revises provisions concerning: (1) state water pollution control revolving fund amounts reserved for Indian tribes, and (2) the use of such amounts. Changes the tonnage duty (currently, a tax) on specified vessels entering or returning to a U.S. port. Amends the Internal Revenue Code to establish the Clean Water Trust Fund for: (1) capitalization grants to states for water pollution control revolving funds; (2) grants to states for water pollution control programs; (3) grants for research for the prevention, reduction, and elimination of water pollution; and (4) direct loans or guaranteeing obligations authorized under provisions of this Act entitled the Water Pollution Control Investment Act. Water Pollution Control Investment Act - Authorizes the Administrator to: (1) make a direct loan to a state infrastructure financing authority for use in the same manner as a capitalization grant made under the CWA for state water pollution control revolving funds, and (2) guarantee obligations for construction of large water infrastructure projects.

Diaper Investment and Aid to Promote Economic Recovery or DIAPER Act - Amends the Child Care and Development Block Grant Act of 1990 to include a state's provision under a child care and development block grant of diapers and diapering supplies to enrolled child care providers as covered child care assistance to parents with children under age three. Treats such a provision as a direct service not counted among administrative costs.

Breast Density and Mammography Reporting Act of 2011 - Amends the Public Health Service Act to require mammography facilities to include information regarding the patient's individual measure of breast density in both the written report of the results of a mammography examination provided to the patient's physician and the summary of that written report given to patients. Requires the summary to: (1) convey the patient's risk of developing breast cancer associated with below, above, and average levels of breast density; and (2) include language communicating that individuals with more dense breasts may benefit from supplemental screening tests and should talk with their physicians about any questions or concerns regarding the summary.

Fair Wages for Workers with Disabilities Act of 2011 - Directs the Secretary of Labor to discontinue issuing to any new profit or non-profit or governmental entity special wage certificates (which permit individuals with disabilities, including individuals employed in agriculture, to be paid at lower than minimum wages). Prescribes requirements for a three-year phase-out of all certificates. Amends the Fair Labor Standards Act of 1938 to repeal authority and requirements for the issuance of such certificates three years after enactment of this Act. Requires revocation of any certificates remaining at that time.

Accelerating the End of Breast Cancer Act of 2011 - Directs the President to establish the Commission to Accelerate the End of Breast Cancer to help end breast cancer by January 1, 2020. Directs the Commission to: (1) identify opportunities and ideas within government and the private sector that are key components in achieving the end of breast cancer and which have been overlooked, yet are ripe for collaboration and investment; (2) recommend projects to leverage such opportunities and ideas in the areas of the primary prevention of breast cancer and the causes and prevention of breast cancer metastasis; and (3) ensure that its activities are coordinated with, and do not duplicate the efforts of, programs and laboratories of other government agencies. Directs the President to enter into an agreement with the Institute of Medicine for an evaluation of the Commission's progress. Terminates the Commission on June 1, 2020.

Repeal Existing Policies that Encourage and Allow Legal HIV Discrimination Act, the REPEAL HIV Discrimination Act, or the REPEAL Act - Expresses the sense of Congress that federal and state laws, policies, and regulations regarding people living with HIV/AIDS should: (1) not place unique or additional burdens on such individuals solely as a result of their HIV status; and (2) demonstrate a public health-oriented, evidence-based, medically accurate, and contemporary understanding of HIV transmission, health implications, treatment, and the impact of punitive HIV-specific laws and policies on affected people, families, and communities. Directs: (1) the Attorney General (AG), Secretary of Health and Human Services (HHS), and Secretary of Defense (DOD) to initiate a national review of federal (including military) and state laws, policies, regulations, and judicial precedents and decisions regarding criminal and related civil commitment cases involving people living with HIV/AIDS; and (2) the AG to transmit to Congress and make publicly available the results of such review with related recommendations. Requires the AG and HHS Secretary to: (1) develop and publicly release guidance and best practice recommendations for states, and (2) establish an integrated monitoring and evaluation system to measure state progress. Directs the AG and HHS and DOD Secretaries to transmit to the President and Congress any proposals necessary to implement adjustments to federal laws, policies, or regulations. Authorizes grants to eligible state and local entities, nongovernmental organizations, and public health departments to incorporate best practice recommendations within state laws, policies, regulations, and judicial decisions. Requires that such entities, departments, or organizations agree to abide with the sense of Congress statements set forth above as a condition of receiving such assistance.

Enforcing Orders and Reducing Customs Evasion Act of 2011 - Amends the Tariff Act of 1930 to require the Commissioner responsible for U.S. Customs and Border Protection (CBP) to initiate, upon petition or a referral from another federal agency, an investigation into claims of evasion of antidumping or countervailing duties (including any cash deposits or other security) with respect to covered merchandise entered into the United States. Requires the Commissioner, in the case of an affirmative preliminary determination, to: (1) suspend liquidation of each unliquidated entry of the covered merchandise and extend the liquidation of covered merchandise entered before such determination, (2) review and reassess the amount of bond or other security required to be posted for each entry of covered merchandise, (3) require the posting of a cash deposit for each entry, and (4) take other appropriate measures to ensure the collection of any duties that may be owed on covered merchandise. Requires the Commissioner, in the case of an affirmative final determination, to: (1) suspend or continue to suspend liquidation of each entry of covered merchandise and extend the liquidation of covered merchandise entered before such determination, (2) notify the administering authority (Secretary of Commerce or other responsible U.S. officer) of the determination and request identification of the applicable antidumping or countervailing duties or cash deposit rate for such entries, (3) require the posting of cash deposits and assess duties, (4) review and reassess the amount of bond or other security required to be posted for covered merchandise entered on or after the date of such determination, and (5) take appropriate additional enforcement measures. Requires the administering authority to apply the highest applicable cash deposit or antidumping or countervailing duty in cases where the producer or exporter of covered merchandise is unknown. Applies the amendments made by this Act to goods from Canada and Mexico. Requires the Commissioner, to the maximum extent practicable, to ensure that CBP employs and assigns sufficient personnel to prevent the entry of covered merchandise in a manner that evades antidumping and countervailing duty orders or findings. Requires the Secretary of Homeland Security (DHS), the Commissioner, and the Assistant Secretary for U.S. Immigration and Customs Enforcement (ICE) to assess and properly allocate the resources of CBP and ICE to improve efforts to investigate and combat evasion. Directs the Comptroller General to report on: (1) efforts to prevent the entry of covered merchandise into the U.S. customs territory through evasion, and (2) the estimated amount of duties that could not be collected on covered merchandise that entered U.S. customs territory through evasion during FY2009-FY2010 because the Commissioner did not have the authority to reliquidate the entries of such merchandise.

Creating Hope Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to revise the priority review voucher program for tropical diseases to: (1) include rare pediatric diseases; (2) allow unlimited transfers of vouchers under the program; and (3) require a sponsor intending to use a voucher to notify the Secretary of Health and Human Services (HHS) at least 90 days (currently, 365 days) before submission of the application. Revises provisions regarding the priority review user fee, including to make it payable upon notification of the Secretary of intent to use the voucher. Authorizes the Secretary, upon request of the manufacturer or sponsor of a new drug, to designate that a new drug is: (1) for a rare pediatric disease, and (2) an eligible treatment. Requires the Secretary to deem a rare pediatric disease product application to be incomplete if it does not contain a description of the sponsor's plan to market the product in the United States. Authorizes the Secretary to refuse to issue a priority review voucher upon the approval of a rare pediatric disease application if the Secretary finds that the sponsor lacks a good faith intention to market the product in the United States. Directs the Secretary to issue a guidance document setting forth the evidentiary support necessary to demonstrate such a good faith intention. Requires sponsors of applications under the priority review voucher program to report to the Secretary within five years after the approval of the application on the demand and distribution of the product within the United States.

Securing American Families by Educating and Training Youth (SAFETY) Through Nonviolence Act of 2011 - Authorizes the Attorney General to award grants to state or local governments, educational institutions, nonprofit organizations, and faith-based entities to prevent or alleviate the effects of community violence by educating, mentoring, and counseling youth regarding the principles and application of nonviolence in conflict resolution. Gives grant priority to applicants that agree to use the funds in communities experiencing an increase in violence, but lacking the resources to address violence prevention.

Military Spouse Job Continuity Act of 2011 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Pediatric, Adolescent, and Young Adult Cancer Survivorship Research and Quality of Life Act of 2011 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to make grants to eligible entities to establish pilot programs to develop, study, or evaluate model systems for monitoring and caring for childhood cancer survivors. Requires the Secretary to convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer to establish a plan to meet specified objectives relating to medical and psychosocial care workforce development, including: (1) disseminating to health care educators information relevant to providing medical and psychosocial services to persons with pediatric cancers; (2) adapting curricula for continuing education of the existing workforce; and (3) strengthening the emphasis on psychosocial health care in educational accreditation standards and professional licensing and certification. Reauthorizes and expands the National Cancer Institute's pediatric cancer research and awareness program to include research on: (1) pediatric cancer survivors within minority or other medically underserved populations, (2) health disparities in pediatric cancer survivorship outcomes, and (3) follow-up care for pediatric cancer survivors. Requires the Secretary to make grants to eligible entities to establish and operate a clinic for comprehensive long-term follow-up services for pediatric cancer survivors.

Community Transit Promotion Act of 2011 - Revises cost-sharing requirements for Department of Transportation (DOT) grants for job access service projects (designed to transport welfare recipients and eligible low-income individuals to and from jobs and employment-related activities), reverse commute projects (designed to transport residents of urbanized areas and other than urbanized areas to suburban employment opportunities), and new freedom program projects (that assist individuals with disabilities with public transportation services and alternatives, including transportation to and from jobs and employment support services). Increases the maximum operating assistance grant amount for such projects from 50% to 80% of the net operating project costs. Adds fare box revenues and service agreements with a transit provider as sources for the remainder of net project costs.

Puerto Rico Investment Promotion Act of 2011 - Amends the Internal Revenue Code to allow a corporation incorporated under the laws of Puerto Rico and deriving at least 50% of its gross income from sources within Puerto Rico to elect to be treated as a domestic corporation for U.S. tax purposes.

Veteran's I.D. Card Act - Directs the Secretary of Veterans Affairs (VA) to issue a veteran's identification card to any veteran who requests such card and is neither entitled to military retired pay nor enrolled in the VA system of patient enrollment. Requires such card, among other things, to: (1) display their name and photograph, and (2) serve as proof that the veteran honorably served in the Armed Forces and has a DD-214 form or other official document in their personnel file that describes their military service. Directs the Secretary to charge a card fee. States that such card shall not serve as proof of entitlement to any benefits.

Human Trafficking Reporting Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include severe forms of trafficking in persons among "part 1 violent crimes" required to be reported by states for the Uniform Crime Reports of the Federal Bureau of Investigation for purposes of Bureau of Justice Assistance Grants and Edward Byrne Memorial Justice Assistance Grants.

American Jobs Act of 2011 - Prohibits the use of funds made available by this Act for a project for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron, steel, and manufactured goods used in such project are produced in the United States (Buy American). Waives such prohibition in cases where: (1) the prohibition would be inconsistent with the public interest; (2) iron, steel, and the relevant manufactured goods are not produced in the United States in sufficient and reasonably available quantities of a satisfactory quality; or (3) inclusion of iron, steel, and manufactured goods produced in the United States will increase the cost of the overall project by more than 25%. Requires all laborers and mechanics employed by contractors and subcontractors on federally-assisted projects to be paid wages at the locally prevailing rates (Davis-Bacon Act). Amends the Internal Revenue Code to: (1) reduce employment and self-employment tax rates in 2012 to 3.1%; (2) allow employers a tax credit for payroll increases in the last quarter of 2011 and in 2012; (3) extend the 100% bonus depreciation allowance through 2012; (4) delay until 2014 the 3% withholding requirement on payments due to vendors who provide services to federal, state, and local governmental entities; and (5) increase the work opportunity tax credit for hiring unemployed veterans. Amends the Small Business Investment Act of 1958 to increase from $2 million to $5 million the limit on the guarantee for contract surety bonds and on the liability for bonds obtained by fraud or misrepresentation. Directs the Secretary of Education to allocate grants to states and, through them, subgrants to local educational agencies (LEAs) for the costs of retaining, recalling, rehiring, or hiring employees to provide early childhood, elementary, or secondary education and related services. Requires LEAs and state-funded early learning programs to obligate such funding by September 30, 2013. Prohibits the use of such grants to supplant state funding for education. Directs the Attorney General to carry out a competitive grant program pursuant to the Omnibus Crime Control and Safe Streets Act of 1968 for the hiring, rehiring, or retention of career law enforcement officers. Makes appropriations to the Community Oriented Policing Stabilization Fund to carry out such program and for transfer to a First Responder Stabilization Fund from which the Secretary of Homeland Security (DHS) shall make competitive grants for hiring additional firefighters pursuant to the Federal Fire Prevention Control Act of 1974. Directs the Secretary of Education to allocate grants to states and, through them, subgrants to local educational agencies (LEAs) to modernize, renovate, or repair early learning or elementary or secondary education facilities. Requires the Secretary to allocate grants directly to the 100 LEAs with the largest numbers of children aged 5-17 living in poverty. Requires states to give subgrant priority to projects that comply with certain green building standards. Prohibits the use of such grants for new construction, routine maintenance costs, or on facilities used for events for which the public is charged admission. Allows private, nonprofit elementary or secondary schools with a rate of child poverty of at least 40% to participate in the program on a limited basis. Directs the Secretary to allocate grants to states to modernize, renovate, or repair existing facilities at community colleges. Prohibits the use of such grants: (1) for routine maintenance costs, (2) on facilities used for events for which the public is charged admission, or (3) on facilities which are used for sectarian purposes. Requires states, in providing assistance to community college projects, to consider the extent to which the project complies with certain green building standards. Makes specified funds available to the Secretary of Transportation (DOT) for: (1) grants-in-aid for airport planning and development and noise compatibility planning projects under the airport improvement program (AIP); (2) Federal Aviation Administration (FAA) Next Generation air traffic control system advancements; (3) highway and bridge restoration, repair, and construction projects and for passenger and freight rail transportation and port infrastructure projects; (4) grants for high-speed rail projects, capital investment grants for intercity passenger rail service, and grants to reduce congestion on intercity rail passenger transportation; (5) capital grants to the National Railroad Passenger Corporation (Amtrak); (6) transit capital assistance grants; (7) capital projects for existing fixed guideway system modernization, replacement and repair of buses and bus-related equipment, and construction of bus-related facilities; and (8) discretionary capital investment grants for surface transportation infrastructure. Authorizes the Secretary to establish standards under which contracts for construction projects contain requirements for the local hiring of individuals to perform construction work under such contracts. Requires projects to comply with Buy American requirements. Building and Upgrading Infrastructure for Long-Term Development Act - Establishes the American Infrastructure Financing Authority (AIFA) as a wholly-owned government corporation to make direct loans and loan guarantees to facilitate transportation, water, or energy infrastructure projects. Requires infrastructure projects assisted under this Act to have costs that are reasonably anticipated to equal or exceed $100 million ($25 million for rural infrastructure projects). Sets forth special requirements for infrastructure projects in rural areas. Requires the AIFA Chief Lending Officer to establish: (1) an Office of Rural Assistance to provide technical assistance in the development and financing of rural infrastructure projects, and (2) a Center for Excellence to provide such assistance to public sector borrowers for the same purpose. Establishes an Office of Special Inspector General to audit and investigate the business activities of AIFA. Makes private projects for which no public benefit is created ineligible for financial assistance. Sets forth terms for loans or loan guarantees for infrastructure projects. Requires the Chief Executive Officer of AIFA to establish and collect fees sufficient to cover AIFA administrative costs. Amends the Internal Revenue Code to extend through 2012 the exemption from the alternative minimum tax (AMT) for certain tax-exempt private activity bonds. Appropriates funds for assistance to eligible entities including state and local governments, and qualified nonprofit organizations, businesses or eligible consortia for the redevelopment of abandoned and foreclosed-upon properties and for stabilization of affected neighborhoods (Project Rebuild). Allows the use of funds to: (1) establish financing mechanisms for the purchase and redevelopment of abandoned and foreclosed-upon properties; (2) purchase and rehabilitate such properties; (3) establish and operate land banks for them; (4) demolish blighted structures (except public housing); and (5) redevelop abandoned, foreclosed, demolished, or vacant properties. Requires each state to receive at least $20 million of formula funds, all of which shall be used with respect to low and moderate-income individuals and families. Requires each state and local government grantee to establish procedures to create preferences for development of affordable rental housing. Allows a grantee to use up to 10% to create jobs by establishing and operating a program to maintain eligible neighborhood properties. Amends the National Telecommunications and Information Administration Organization Act to permit: (1) payments from the Spectrum Relocation Fund to reimburse certain federal entities for relocation or sharing costs incurred by planning for a potential or planned auction of spectrum frequencies or the reallocation of spectrum from federal use to exclusive nonfederal (currently, required) or shared federal and nonfederal use, and (2) federal entities to allow nonfederal entities access to frequency assignments with National Telecommunications and Information Administration (NTIA) approval. Revises the categories of relocation and sharing costs. Authorizes the Federal Communications Commission (FCC), if it is consistent with the public interest in spectrum utilization for a licensee to voluntarily relinquish licensed spectrum usage rights in order to permit the assignment of new initial licenses through a competitive bidding process subject to new service rules, or to permit the designation of new spectrum for unlicensed use, to pay to such licensee a portion of any auction proceeds attributable to the licensee's relinquished spectrum usage rights. Permits the FCC, if it is in the public interest to modify the spectrum usage rights of any incumbent licensee to facilitate such new assignments and designations, to pay a portion of auction proceeds to incumbent licensees relocating to designated alternative frequencies or locations. Requires the FCC to: (1) notify Congress of the methodology (considering the value of spectrum vacated in its current use and the timeliness of clearing) for calculating such payments to licensees at least three months before the relevant auction, and (2) assign at least the first 84 megahertz from certain specified bands through a competitive bidding process. Extends permanently (currently, expires on September 30, 2012) the FCC's authority to grant a license or permit under applicable competitive bidding provisions. Sets forth requirements concerning: (1) terrestrial broadband rights on spectrum primarily licensed for mobile satellite services, and (2) domestic satellite communications services licenses. Directs: (1) the Assistant Secretary of Commerce for Communications and Information and the FCC or the President to identify specified frequencies for competitive bidding or other reallocation or sharing, and (2) the FCC to auction specified frequency ranges. Modifies competitive bidding system design requirements. Amends the Communications Act of 1934 to authorize the FCC to establish and collect annual user fees for: (1) initial spectrum licenses or construction permits that are not granted through competitive bidding; and (2) renewals or modifications of initial licenses or other authorizations, whether or not granted through competitive bidding. Sets forth required minimum collection amounts for FY2012-FY2021. Requires that all such proceeds be deposited in the general fund of the Treasury. Directs the FCC to: (1) establish, by regulation, a fee-collection methodology and schedule; and (2) exempt broadcast television and public safety services licensees from such fees. Increases the allocation of electromagnetic spectrum for public safety entities by: (1) directing the FCC to reallocate to such entities specified frequencies of the 700 MHz D block spectrum; and (2) amending the Communications Act of 1934 to increase public safety services allocation and reduce commercial use allocation by 10 megahertz within a specified range. Authorizes flexible use of narrowband spectrum, including for public safety broadband communications, subject to exceptions. Establishes the Public Safety Broadband Corporation as a private, nonprofit corporation required to: (1) hold the single public safety wireless license (a license to be reallocated and granted by the FCC for an initial 10-year term renewable, upon application, for subsequent terms, each term a maximum of 15 years) for the 700 MHz D block and existing public safety broadband spectrums; and (2) build, deploy, and operate a nationwide public safety interoperable broadband network. Supporting Unemployed Workers Act of 2011 - Amends the Supplemental Appropriations Act, 2008 (SSA, 2008) with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the final date for entering a federal-state agreement under the Emergency Unemployment Compensation (EUC) program through January 3, 2013. Postpones the termination of the program until June 8, 2013. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until January 4, 2013, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and June 9, 2013, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 with respect to a state's authority to apply certain requirements of the FSEUCA of 1970, with specified substitutions, for determining an extended unemployment compensation period. Requires the state's "on" and "off" indicators to be based on its rate of insured unemployment and rate of total unemployment for the period beginning on the enactment of the FSEUCA of 1970 (or, if later, the date established pursuant to state law) and ending on or before December 31, 2012 (currently, December 31, 2011). Amends the SSA, 2008 to include in a federal-state agreement under the EUC program a requirement that a state provide reemployment services and reemployment eligibility assessment activities to certain recipients of EUC. Conditions an individual's continuing eligibility for EUC for any week on whether such individual has been referred to such services or activities and participated, or has completed such participation, unless there is justifiable cause for failure to do so. Authorizes the federal-state agreement to require that a state agency administering EUC establish a self-employment assistance program to provide for the payment of EUC for up to 26 weeks as self-employment assistance allowances to individuals who meet specified eligibility criteria. Allows a participant in a self-employment assistance program to opt to discontinue such participation. Requires any state that establishes a Bridge to Work program under the Supporting Unemployment Workers Act of 2011 to deduct from an individual's EUC account necessary sums to pay wages for such individual. Amends the Railroad Unemployment Insurance Act, as amended by the American Recovery and Reinvestment Act of 2009, and as amended by the Worker, Homeownership, and Business Assistance Act of 2009, to extend through December 31, 2012, the temporary increase in extended unemployment benefits for employees with 10 or more years of service as well as for those with less than 10. Establishes the Reemployment NOW program to facilitate the reemployment of individuals receiving emergency unemployment compensation (EUC claimants). Requires a state to submit for approval by the Secretary of Labor a state plan meeting certain minimum requirements in order to be eligible for an allotment of federal funds under the program. Authorizes a state to use its allotted funds to establish a Bridge to Work program to provide EUC claimants with short-term work experience placements with eligible employers to increase opportunities for such individuals to move to permanent employment. Authorizes a state to use its allotted funds to provide a wage insurance program to pay, for up to two years, an EUC claimant who obtains reemployment up to 50% of the difference between the wages received by the worker at the time of work separation and the wages the worker received for reemployment. Authorizes a state to its allotted funds to provide: (1) a program of enhanced reemployment services to EUC claimants, including unemployed individuals who have exhausted their EUC rights; (2) for the administrative costs associated with starting up certain self-employment assistance programs; and (3) for additional innovative programs designed to facilitate the reemployment of EUC claimants. Amends the Internal Revenue Code to set forth requirements relating to short-time compensation programs to allow employers to reduce the workweek of their employees in lieu of layoffs. Provides for federal financing of state short-time compensation programs. Requires the Secretary of Labor to: (1) award grants to states that enact such programs; (2) develop model legislative language for use by states in developing, enacting, and implementing such programs; and (3) report to Congress and the President on the implementation of such programs. Allows an increased work opportunity tax credit for long-term unemployed individuals (individuals who are unemployed and receiving unemployment compensation for six months or more). Pathways Back to Work Act of 2011 - Establishes the Pathways Back to Work Fund, with an initial appropriation of $5 billion. Requires the Secretary of Labor to make certain Fund allocations to states with approved plans, qualifying outlying areas (U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and the Republic of Palau), and Native American program grantees to provide: (1) subsidized employment to unemployed, low-income adults; and (2) summer and year-round employment opportunities to low-income youth. Requires the Secretary to award competitive grants to local entities for work-based training and other work-related and educational strategies and activities of demonstrated effectiveness to provide unemployed, low-income adults and low-income youths with skills that will lead to employment. Subjects activities funded under this Act to federal labor standards and nondiscrimination protections. Fair Employment Opportunity Act of 2011 - Makes it an unlawful practice for certain employers to: (1) publish an advertisement or announcement for a job with provisions indicating that an individual's status as unemployed disqualifies the individual for employment, or that the employer will not consider or hire an individual for employment based on such status; (2) fail or refuse to consider or hire an individual because of such status; or (3) direct or request that an employment agency take an individual's status into account to disqualify an applicant for consideration for employment, or when screening or referring employees. Makes it an unlawful practice for an employment agency to commit similar acts, including to: (1) screen, or fail or refuse to consider or refer, an individual for employment because of the individual's unemployed status; or (2) limit, segregate, or classify any individual in any manner that would limit access to job information, or consideration, screening, or referral for jobs. Makes it unlawful for any employer or employment agency to: (1) interfere with, restrain, or deny the exercise of any right provided under this Act; or (2) fail or refuse to hire, discharge, or otherwise discriminate against an employee because such individual opposed any practice made unlawful by this Act or asserted any right under it. Prescribes enforcement authorities with respect to violations of this Act. Authorizes an individual, or any person acting on the individual's behalf, who files a claim in the appropriate U.S. court alleging violation of the prohibitions of this Act to receive: (1) an order enjoining the unlawful employment practice, (2) the reimbursement of costs expended as a result of such practice, (3) liquidated damages of at least $1,000 for each day of the violation, and (4) reasonable attorney's fees (including expert fees) and court costs. Amends the Internal Revenue Code to: (1) limit tax deductions and other tax exclusions for taxpayers whose adjusted gross income exceeds $200,000 ($250,000 for married taxpayers filing a joint return), (2) treat income received by a partner from an investment services partnership interest as ordinary income for income tax purposes, and (3) treat all general aviation aircraft (including corporate jets) as seven-year property for depreciation purposes. Repeals, after 2012, certain tax expenditures for the oil and gas industry, including: (1) the tax deduction for intangible drilling and development costs for oil and gas wells; (2) the tax deduction for tertiary injectant expenditures; (3) percentage depletion for oil and gas wells; (4) the tax deduction for income from activities relating to oil, natural gas, or any primary product thereof; (5) the exemption from limitations on passive activity losses; and (6) the tax credits for enhanced oil recovery and for producing oil and gas from marginal wells. Increases the amortization period for geological and geophysical expenditures. Denies the foreign tax credit for amounts paid or accrued by a dual capacity taxpayer to a foreign country or U.S. possession. Defines "dual capacity taxpayer" as a person who is subject to a levy of a foreign country or U.S. possession and who receives a specific economic benefit from such country or possession. Sets forth a special rule for the treatment of taxes paid on foreign oil and gas income for purposes of the foreign tax credit. Amends the Budget Control Act of 2011 to: (1) increase the deficit reduction target of the Joint Select Committee on Deficit Reduction from $1.5 trillion to $1.95 trillion, and (2) provide that the revenue enhancement provisions of this Act will not take effect if a Committee bill achieving greater than $1.65 trillion in deficit reduction is enacted by January 15, 2012. Amends the Budget Control Act of 2011 to increase the Joint Select Committee on Deficit Reduction's targeted deficit reduction goal from $1.5 trillion to $1.95 trillion or more over FY2012-FY2021. States that if a joint committee bill achieving an amount greater than $1.65 trillion in deficit reduction (as provided for in the Act) is enacted by January 15, 2012, then the amendments to the Internal Revenue Code made by subtitles A through E of title IV of this Act, shall not be in effect for any taxable year.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2011 - Amends title II (Old Age, Survivors and Disability Benefits) (OASDI) of the Social Security Act (SSA) to extend the months of coverage of immunosuppressive drugs for kidney transplant patients. Amends SSA title XVIII (Medicare) to make eligible for enrollment in Medicare part B (Supplementary Medical Insurance), solely for the purpose of such drug coverage, every individual whose insurance benefits under Medicare part A (Hospital Insurance) have ended by reason of a kidney transplant or the end of any requirement for a regular course of dialysis. Directs the Secretary of Health and Human Services (HHS) to determine a monthly premium rate for such individuals equal to 35% of the monthly actuarial rate for enrollees age 65 and over. Prescribes a formula for detemination of a government contribution to such a premium.

American Horse Slaughter Prevention Act of 2011 - Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction that is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine that the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition. Increases the cap on the amount of appropriations that may be used to carry out such Act.

Health Equity and Accountability Act of 2011 - Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to expand the collection and analysis of data in programs of the Department of Health and Human Services (HHS). Sets forth provisions to improve cultural competence in federal health care programs and services, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Requires the Secretary of Health and Human Services (Secretary) to engage in activities to improve health workforce diversity, including by: (1) establishing a working group, a technical clearinghouse, and an advisory committee; (2) awarding grants to academic institutions, (3) establishing a health and health care disparities education program, and (4) providing for scholarships, loan repayment and loan forgiveness, and research fellowships. Health Empowerment Zone Act of 2011 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Requires the Secretary to engage in activities to improve the quality of and access to health care, including by expanding access to health care and health care insurance for immigrants, increasing Medicaid payments to territories and to Native Hawaiian health centers, and providing for border health grants. Sets forth programs to reduce health disparities affecting minorities and rural residents. Establishes an Office of Minority Health in the Department of Veterans Affairs Sets forth provisions to improve health for women and children, including by expanding access to federal programs for immigrant women and children, creating public awareness campaigns, engaging in activities to eliminate disparities in maternal health outcomes, and establishing programs to reduce teenage pregnancies. Expands Medicare coverage of marriage and family therapist services and mental health counselor services. Provides for community mental health services to be offered through federally-qualified behavioral health centers. Lung Cancer Mortality Reduction Act of 2011 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2017. Prostate Research, Outreach, Screening, Testing, Access, and Treatment Effectiveness Act of 2011 or the PROSTATE Act - Requires the Secretary of Veterans Affairs (VA) to take action to address prostate cancer, including by establishing the Interagency Prostate Cancer Coordination and Education Task Force. Viral Hepatitis and Liver Cancer Control and Prevention Act of 2011 - Requires the Secretary to implement programs to address hepatitis B and hepatitis C. Bone Marrow Failure Disease Research and Treatment Act of 2011 - Requires the Secretary to establish the National Acquired Bone Marrow Failure Disease Registry. Requires the Secretary to carry out activities to expand the Minority HIV/AIDS Initiative. National Black Clergy for the Elimination of HIV/AIDS Act of 2011 - Provides for a program of grants to public health agencies and faith-based organizations to address HIV/AIDS in the African-American community. Justice for the Unprotected Against Sexually Transmitted Infections among the Confined and Exposed Act or the JUSTICE Act - Permits community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection counseling and prevention education in federal correctional facilities. Stop AIDS in Prison Act of 2011 - Requires the Bureau of Prisons to develop a comprehensive policy to provide HIV testing, treatment, and prevention for inmates. Minority Diabetes Initiative Act - Requires the Secretary to conduct research and other activities with respect to diabetes in minority populations. Sets forth provisions regarding the use of health information technology to reduce health disparities. Prohibits discrimination in federal health programs or activities. Requires the Secretary to establish the Office of Health Disparities in the Office for Civil Rights and to establish civil rights compliance offices in each HHS agency that administers health programs. Directs the President to enforce Executive Order 12898 (requires federal agencies to take actions to achieve environmental justice) as federal law. Amends the Department of Agriculture Reorganization Act of 1994 to establish in the Department of Agriculture (USDA) a Healthy Food Financing Initiative.

Roofing Efficiency Jobs Act of 2011 - Amends the Internal Revenue Code to classify any qualified energy-efficient cool roof replacement property as 20-year property for depreciation purposes. Defines "qualified energy-efficient cool roof replacement property" as any roof system that: (1) is placed in service above conditioned or semiheated space on an eligible commercial building, (2) replaces an existing roof system, (3) is a low-slope roof, and (4) includes insulation meeting specified standards and a primary roof covering that has a cool roof surface.

Emergency Jobs to Restore the American Dream Act - Requires the Secretary of Education to make grants to states for the modernization, renovation, or repair of public schools, including early learning facilities and charter schools, to make them safe, healthy, high-performing, and technologically up-to-date. Allocates grant funds among states on the basis of the relative portion of school improvement funds provided to local educational agencies (LEAs) in each state under the Elementary and Secondary Education Act of 1965. Reserves 2% of the grant funds for assistance to outlying areas and Indian schools. Reserves 5% of the grant funds for LEAs serving geographic areas: (1) with significant economic distress, (2) recovering from a natural disaster, or (3) containing a military installation selected for closure. Requires states to reallocate such grant funds to LEAs on the basis of each LEA's share of school improvement funds received by LEAs in the state for the previous fiscal year. Allows LEAs to give priority to projects involving the abatement, removal, or interim control of asbestos, polychlorinated biphenyls, mold, mildew, lead-based hazards, or a proven carcinogen. Requires the iron and steel used in projects funded under this Act to have been produced in the United States, subject to specified exceptions. Directs LEA grantees to use their grants for public school modernization, renovation, repairs, construction, or maintenance that meet the Leadership in Energy and Environmental Design (LEED) Green Building Rating System standards, Energy Star standards, Collaborative for High Performance Schools (CHPS) criteria, Green Building Initiative environmental design and rating standards (Green Globes), or equivalent standards adopted by the entities that have jurisdiction over such LEAs. Requires the Secretary to work with grant recipients to promote appropriate opportunities for individuals enrolled in YouthBuild, Job Corps, junior or community college, or preapprenticeship programs to gain employment experience on projects funded under this Act. Authorizes appropriations for: (1) grants to institutions of higher education to provide an additional 250,000 part-time work-study jobs; (2) creation of an additional 100,000 Public Lands Corps positions; (3) the retention, rehiring, and hiring of 300,000 education jobs; (4) grants to state, local, and Indian tribal governments to hire and rehire overall an additional 40,000 career law enforcement officers; and (5) the hiring and rehiring of an additional 12,000 firefighters. Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (HHS) to make grants to eligible health care and long-term care (LTC) providers to hire and retain 40,000 health care and LTC professionals. Authorizes appropriations for state and local government units to establish a Community Corps to create an additional 750,000 jobs for unemployed individuals to carry out specified activities. Amends the Head Start Act to authorize appropriations to employ an additional 100,000 full-time infant and toddler Head Start specialists.

Taiwan Policy Act of 2011 - States that nothing in this Act shall be construed to amend or supersede the Taiwan Relations Act. States that it shall be U.S. policy to: (1) support Taiwan and the human rights of its people, (2) permit senior leaders of Taiwan to enter the United States under conditions of appropriate respect and permit meetings between high level Taiwanese and U.S. officials in all U.S. executive departments, (3) sign a comprehensive extradition agreement, (4) accept a letter of request from Taiwan for price and availability data or for a formal sales offer regarding the F-16C/D Fighting Falcon aircraft, and (5) include Taiwan in the visa waiver program. States that in conducting relations with Taiwan and China the United States continues to assent to the six assurances provided to Taiwan in 1982. Directs: (1) the President to appoint a Director of the American Institute in Taiwan, (2) the Department of State to continue its program to ensure meaningful participation by Taiwan in international organizations, and (3) the Secretary of State to brief Congress about any potential defense-related transfers to Taiwan. Authorizes the President to make available to Taiwan defense items or defense services, including: (1) air, maritime, and ground capabilities; and (2) capacity for partnership with friendly foreign militaries. Expresses the sense of Congress that the goal of trade negotiations with Taiwan should be the negotiation of a free trade agreement.

Help Veterans Own Franchises Act - Amends the Internal Revenue Code to allow a business-related tax credit for 25% of a qualified franchise fee of up to $400,000 paid or incurred by a veteran for the purchase of a franchise. Directs the Administrator of the Small Business Administration (SBA) and the Secretary of Veterans Affairs (VA) to provide information about the tax credit allowed by this Act to veterans service organizations and veteran advocacy groups.

Child and Family Services Improvement and Innovation Act - Amends title IV part B (Child and Family Services) of the Social Security Act (SSA) to extend through FY2016 the authorization of appropriations for the Stephanie Tubbs Jones Child Welfare Services Program. Revises requirements for child visitations by caseworkers. Extends through FY2016: (1) the Safe and Stable Families Program, and (2) specified reservations of funds for monthly caseworker visits and regional partnership grants. Revises requirements for grants to assist children affected by methamphetamine or other substance abuse to: (1) remove the specification of methamphetamine, and (2) apply the grant program generally to children affected by substance abuse. Authorizes the Secretary of Health and Human Services (HHS) to renew a five-year grant for up to an additional two years. Revises requirements for the court improvement program to require grants to the highest state courts to serve the purpose of increasing and improving engagement of the entire family in court processes relating to child welfare, family preservation, family reunification, and adoption. Requires such a court to submit one application, rather than separate applications, for more than one grant. Specifies mandatory allocations of funds for such grants. Directs the Secretary, in order to improve data matching, to designate nonproprietary and interoperable standard data elements for any category of information required to be reported. Requires state case review systems to assure that each child in foster care under state responsibility who has attained age 16 receives gratis: (1) a copy of any consumer report pertaining to the child each year until the child is discharged from care, and (2) assistance in interpreting and resolving any inaccuracies in the report. Renews through FY2014 the authority of the Secretary to authorize states to conduct child welfare program demonstration projects likely to promote the objectives of part B or SSA title IV part E (Foster Care and Adoption Assistance). Repeals the requirement for state project applications to consider certain types of proposals. Replaces such requirement with specified conditions for state eligibility to conduct a new demonstration project. Authorizes a state to elect to establish a program to: (1) permit part E foster care maintenance payments to a long-term therapeutic family treatment center on behalf of a child residing in the center, or (2) identify and address domestic violence that endangers children and results in the placement of children in foster care. Defines a long-term therapeutic family treatment center as a state-licensed or -certified program that: (1) enables parents and their children to live together in a safe environment for at least six months; and (2) provides substance abuse treatment services, children's early intervention services, family counseling, medical care, and related services. Sets forth child welfare improvement policies.

National September 11 Memorial and Museum Act of 2011- Authorizes the Secretary of the Interior to accept from the Board of Directors of the National September 11 Memorial and Museum at the World Trade Center Foundation, Inc., the donation of title to the National September 11 Memorial and Museum at the World Trade Center in New York City, New York. Requires approval of the donation by the governor of New York, the governor of New Jersey, and the mayor of New York City. Authorizes the Secretary to: (1) provide technical and financial assistance to the Board that is related to the operation of the Memorial; and (2) consult with and seek technical assistance from the Secretaries of Defense (DOD), Education, Homeland Security (DHS), Housing and Urban Development (HUD), and the Administrator of General Services (GSA) in providing such technical and financial assistance to the Board.

Foreign Service Line of Duty Death Gratuity Act of 2011 - Amends the Foreign Service Act of 1980 to provide increased group life insurance benefits for a Foreign Service or government executive branch employee killed in a location designated as a danger pay post. Directs the Secretary of State to provide a specified death gratuity payment to the surviving dependents of a Foreign Service or a government executive branch employee serving at a U.S. diplomatic or consular mission abroad without a regular salary who was killed in the August 7, 1998, bombing of the U.S. Embassy in Nairobi, Kenya. Authorizes appropriations for such payments.

Wounded Veteran Job Security Act - Expands the definition of "service in the uniformed services" for the purposes of uniformed servicemembers' employment and reemployment rights to include a period for which a person is absent from a position of employment to obtain medical treatment for an injury or illness recognized as service connected by the Secretary of Veterans Affairs (VA), or for which a line-of-duty document has been granted by the Secretary of Defense (DOD). Directs such a person intending to return to a position of employment to notify the employer within a specified time period. Requires a person submitting an application for reemployment due to such an absence for medical treatment to provide the employer, upon request, with documentation to establish eligibility for reemployment, including a link between the injury or illness and the medical treatment obtained.

9/11 Memorial Cross National Monument Establishment Act of 2011 - Establishes the 9/11 Memorial Cross located at the National 9/11 Memorial Museum in the city of New York, New York, as a national monument. Requires the Secretary of the Interior to complete a general management plan for such monument. Terminates designation of such monument as a unit of the National Park System if federal funds are required for the operation and maintenance of the monument.

Fallen Heroes of 9/11 Act - Authorizes the President to award a Fallen Heroes of 9/11 Congressional Medal to: (1) the Flight 93 National Memorial in Pennsylvania, (2) the National September 11 Memorial and Museum in New York, and (3) the Pentagon Memorial. Instructs the Secretary of the Treasury to strike three designs of such gold medal to honor, respectively: (1) those who lost their lives in the the attack at the World Trade Center, (2) the passengers and crew aboard United Airlines Flight 93 that was brought down in rural Pennsylvania, and (3) those who lost their lives at the Pentagon. Authorizes the Secretary to strike and sell bronze duplicates of such medals and to distribute any funds from such sales exceeding costs equally between the three memorial sites.

National Amusement Park Ride Safety Act of 2011 - Amends the Consumer Product Safety Act to include amusement rides permanently fixed to a site as a consumer product for purposes of regulation by the Consumer Product Safety Commission (CPSC).

Trafficking Victims Protection Reauthorization Act of 2011 - Authorizes the Secretary of State to: (1) limit to one year or such period of time as appropriate the period of validity of a passport issued to a sex offender, and (2) revoke the passport or passport card of an individual who has been convicted by a court of competent jurisdiction in a foreign country of a sex offense. Amends the Trafficking Victims Protection Act of 2000 (TVPA) to rename the State Department's Office to Monitor and Combat Trafficking as the Office to Monitor and Combat Modern Slavery and Other Forms of Human Trafficking. Authorizes the Office's Director to provide assistance on an urgent basis for vulnerable populations at risk of severe forms of trafficking in persons in conjunction with post-conflict situations and humanitarian emergencies. Includes public-private partnerships to generate youth employment opportunities among the international initiatives to enhance economic opportunity for potential victims of trafficking that the President shall carry out as a method to deter trafficking. Authorizes the President to give priority to specified categories of persons who are potential trafficking victims, such as stateless persons. Amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (Wilberforce Act) to terminate an authorized fee increase for certain consular services on September 30, 2013. Directs the head of the Department of Labor's Bureau of International Labor Affairs to identify: (1) goods produced with forced labor or child labor, and (2) persons or businesses that produce goods with inputs from forced labor or child labor. Includes the United States among countries with respect to which the Bureau shall carry out activities to monitor and combat forced labor or child labor. Requires the list of goods the Bureau has reason to believe are produced by forced labor or child labor in violation of international standards to: (1) identify persons or businesses that produce such goods; and (2) be made available to the public and Congress by April 1, 2012, and updated at least every two years. Amends the federal criminal code to expand the scope of the prohibition against a U.S. citizen or alien admitted for permanent residence travelling in foreign commerce and engaging in illicit sexual conduct to include such individuals engaging in travel affecting foreign commerce and to apply even if such an individual is residing temporarily or permanently in a foreign jurisdiction. Provides that it is not a defense that a defendant is not criminally liable or is subject to reduced criminal liability due to the de jure or de facto acceptance of the illicit conduct in the foreign jurisdiction in which the defendant travels or resides. Amends the TVPA to include the Director of the Peace Corps as a member of the Interagency Task Force to Monitor and Combat Trafficking. Sets forth reporting requirements regarding the activities of: (1) U.S. government contractors and subcontractors and establishes a zero tolerance policy for their trafficking in persons, and (2) Bureau of Justice Assistance grant assistance for human trafficking task forces and information about trafficking victims. Requires the Secretary of Defense (DOD) to designate a Director of Anti-Trafficking Policies. Amends the TVPA to provide benefits and services for non-immigrants who are victims of criminal trafficking. Authorizes the Secretary to permit an alien to remain in the United States, if a federal law enforcement official files an application stating that an alien may be a victim of a severe form of trafficking and may be a potential witness to such trafficking, to facilitate the investigation and prosecution of those responsible for such crime. Requires such official to respond to a request for continued presence in the United States within 15 days and to approve or deny the application for continued presence within 1 month. Directs the Secretary of State to include in specified required reports a description of U.S. efforts to comply with minimum standards for the elimination of trafficking. Prohibits knowingly destroying or concealing or confiscating for more than 48 hours the passport or other immigration or personal identification document of an individual: (1) in violation of specified provisions of the Immigration and Nationality Act, or (2) in order to, without lawful authority, maintain, prevent, or restrict the labor or services of the individual. Makes fraud in foreign labor contracting a predicate offense under the Racketeer Influenced and Corrupt Organizations Act (RICO). Amends the Immigration and Nationality Act to permit the adjustment of status of a nonimmigrant to that of a person admitted for permanent residence if the activities rendering the alien inadmissible were caused by, or incident to, victimization under provisions regarding victims of trafficking in persons. Amends the Wilberforce Act to: (1) provide that, to the extent feasible, unaccompanied alien children from countries that are contiguous with the United States should be housed and screened by an immigration officer with expertise in child welfare in separate child-friendly facilities conducive to disclosing information related to human trafficking or exploitation; and (2) require each federal agency to notify the Department of Health and Human Services (HHS) within 24 (currently 48) hours regarding the apprehension or discovery of an unaccompanied alien child or regarding any claim or suspicion that an alien in custody is under age 18. Amends Social Security Act provisions regarding federal payments for foster care and adoption assistance to require state plans for such assistance, by January 1, 2013, to describe state child welfare existing practice and future plans regarding prevention measures and victim assistance related to the human trafficking and commercial sexual exploitation of foreign, U.S. citizen, and legal resident children. Directs the Attorney General to consult with the HHS Secretary to distribute information to enable grantees under the TVPA to publicize the National Human Trafficking Resource Center hotline on their websites. Requires any person who engages in foreign labor contracting activity to ascertain and disclose in writing in English and in the language of the worker being recruited specified information, including the identity of the employer and the recruiter and a signed copy of the work contract. Prohibits certain recruitment fees. Requires the Secretary to maintain a list of all foreign labor contractors registered. Directs the Secretary of Labor to establish a process for the receipt, investigation, and disposition of complaints. Authorizes appropriations for FY2012-FY2015 for the TVPA and the Trafficking Victims Protection Reauthorization Act of 2005.

National Jazz Preservation and Education Act of 2011 - Establishes a National Jazz Preservation Program, to be carried out by the Secretary of the Smithsonian Institution through the National Museum of American History and in collaboration with other Smithsonian museums, to preserve knowledge and promote education about jazz. Requires the Secretary to: (1) record audio and video interviews with leading jazz artists; (2) acquire, preserve, and interpret jazz artifacts; (3) continue to recognize Jazz Appreciation Month; and (4) establish collaborative agreements with specified entities for the sharing of such artifacts. Amends the Elementary and Secondary Education Act of 1965 to allow certain funds to be made available under the Act for programs to promote jazz education, which may include: (1) a Jazz Artists in the Schools program; (2) a program for the development of lesson plans and other educational materials about jazz, the distribution of such materials, and teacher training on jazz education; and (3) an Ambassadors of Jazz program.

Revises the membership eligibility requirements of the federal charter for the Blue Star Mothers of America, Inc. Redefines "mother" to mean a woman who filled the role of birth mother. Adds, in addition to adoptive mother and stepmother (as in the current charter), foster-mother, grandmother, or legal guardian of a person who is serving in the Armed Forces or has served in, or has been honorably discharged from it (as in the current charter). Repeals the limitation to service in World War II or the Korean hostilities of the Armed Forces service of the eligible mother's son or daughter. Allows the eligible mother to be a U.S. citizen living outside the United States. (Currently the charter limits membership to eligible mothers living in the United States.)
