Microenterprise and Youth Entrepreneurship Development Act of 2011 - Amends the Riegle Community Development and Regulatory Improvement Act of 1994 for purposes of the microenterprise technical assistance and capacity building grant program to include in the definition of "disadvantaged entrepreneur" a microentrepreneur operating or intending to operate a business in an investment area. Increases to 60% (currently, 50%) the minimum percentage of such grants required to be used to benefit very low-income persons, including those residing on Indian reservations. Requires the Administrator of the Small Business Administration (SBA) to consider the impact of the 2007-2009 economic crisis on an applicant's geographic area when deciding whether to reduce or eliminate matching requirements for applicants with severe constraints on available funding sources. Directs the Administrator to establish an SBA Microenterprise Coordinator position. Requires the Administrator to establish an Office of Youth Entrepreneurship and appoint a Director to carry out: (1) the youth entrepreneur technical assistance grant program to make grants to assist entities, including nonprofit microenterprise development organizations, to provide individuals under 25 years of age with technical assistance related to entrepreneurship; and (2) the youth entrepreneurship curriculum grant program to make grants to applying local educational agencies of states and federally recognized Indian tribes.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. Requires the Secretary to ensure that such grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

African Higher Education Advancement and Development Act of 2011 - Expresses the sense of Congress regarding the importance to transformational state and socio-economic development in sub-Saharan Africa of support for the improvement of primary, secondary, and tertiary education in that region. States that it is this country's policy to provide sub-Saharan Africa with long-term assistance to improve the capacity of its institutions of higher education (IHEs) through partnerships with our IHEs. Amends the Foreign Assistance Act of 1961 to authorize the President to provide long-term assistance to sub-Saharan Africa that improves higher education by: (1) building the capacity of IHEs in sub-Saharan Africa; (2) building linkages and partnerships between sub-Saharan IHEs and our IHEs; and (3) assisting efforts to recruit and retain women students, faculty, and administrators. Requires the Administrator of the U.S. Agency for International Development (USAID) to designate a Director for Higher Education in sub-Saharan Africa, who is to carry out such activities. Establishes a Sub-Saharan African Higher Education Advisory Board within USAID, which is appointed by the Administrator and composed of individuals from the private sector who have the requisite experience with sub-Saharan Africa and higher education to assist the Director. Requires the Director and the Board, to the extent practicable, to use any federal funding appropriated for this Act's assistance program to leverage equal or greater sources of private sector funding for such assistance.

Joining Forces for Military Mental Health Act - Authorizes the Secretary of Defense, through community partnerships with private nonprofit organizations, to carry out a three-year pilot program assessing the enhancement of Department of Defense (DOD) efforts in research, treatment, education, and outreach on mental health and substance use disorders and Traumatic Brain Injury (TBI) in members of the National Guard and Reserves and their family members and caregivers. Allows the Secretary, using a competitive or merit-based award process, to award up to five grants to such community partners, provided that the awardee agrees to make matching contributions from nonfederal sources (whether public or private) of at least $3 for each $1 provided under the grant. Requires grant-seeking organizations to submit an application including a description of proposed collaboration initiatives and existing research efforts.

Holocaust Survivors Assistance Act of 2011 - Amends the Older Americans Act of 1965 to: (1) include specifically within its purview older Americans who are Holocaust survivors; (2) authorize the Assistant Secretary for Aging of the Department of Health and Human Services (HHS) to designate within the Administration of Aging an individual who is to have responsibility for such individuals; and (3) create a grant program to increase and improve transportation services for older Americans, with preference for Holocaust survivors.

Amends the National Labor Relations Act to repeal the disclaimer that nothing in the law shall be construed as authorizing the execution or application of agreements requiring membership in a labor organization as a condition of employment in any state or territory in which such execution or application is prohibited by state or territorial law. (Thus preempts contrary state or territorial law to allow the execution or application of agreements requiring union membership.)

Cancer Drug Coverage Parity Act of 2011 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan providing benefits for intravenously administered or injected anticancer medications to provide no less favorable coverage for prescribed, orally administered anticancer medication that is used to kill or slow the growth of cancerous cells and that has been approved by the Food and Drug Administration (FDA). Applies such requirement to medication that is prescribed based on a finding by the treating physician that the medication is: (1) medically necessary for the purpose of killing or slowing the growth of cancerous cells in accordance with nationally accepted standards of medical practice; (2) clinically appropriate in terms of type, frequency, extent site, and duration; and (3) not primarily for the convenience of the patient, physician, or other health care provider. Permits such coverage to be subject to the same cost-sharing applicable to intravenously administered or injected anticancer medications under the plan. Prohibits a health plan from imposing an increase in out-of-pocket costs, or reclassifying benefits, with respect to anticancer medications. Requires a plan to provide notice to each participant and beneficiary regarding the coverage required under this Act. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Requires the Medicare Payment Advisory Commission to assess how closing the Medicare part D donut hole affects Medicare coverage for orally administered anticancer medications, with a particular focus on cost and accessibility.

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth Promise Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity, and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Research Center for Proven Juvenile Justice Practices to provide PCCs and the public with research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention and intervention. Directs the Administrator to award grants to institutions of higher education to serve as regional research partners with PCCs that are located in the same geographic region as the educational institution.

Business Transparency on Trafficking and Slavery Act - Expresses the sense of Congress that: (1) forced labor, slavery, human trafficking and the worst forms of child labor are among the most egregious forms of abuse in the name of commercial profit; (2) the legislative and regulatory framework to prevent goods produced through forced labor, slavery, human trafficking, and the worst forms of child labor from passing into the stream of commerce is gravely inadequate; and (3) legislation is necessary to provide the information that the public demands, recognizing that businesses can provide information and respond to consumer and investor demands for business reasons, rather than solely reacting to governmental prescriptions on how to conduct their business. Amends the Securities Exchange Act of 1934 to direct the Securities and Exchange Commission (SEC) to promulgate regulations requiring mandatory annual reports to disclose measures taken during the year to identify and address conditions of forced labor, slavery, human trafficking, and the worst forms of child labor within the supply chains of the business entity. Requires any business entity filing such disclosures to make them available on its Internet website.

Medicare Diabetes Self-Management Training Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to recognize state-licensed or -registered health care professionals who are certified diabetes educators in an outpatient setting as authorized providers of Medicare diabetes outpatient self-management training services, including as part of telehealth services, under Medicare part B (Supplementary Medical Insurance). Directs the Comptroller General to study the barriers that exist for Medicare beneficiaries with diabetes in accessing diabetes self-management training services under the Medicare program. Directs the Director of the Agency for Health Care Research and Quality of the Department of Health and Human Services (HHS) to develop a series of recommendations on effective outreach methods to educate primary care physicians and the public about the benefits of diabetes self-management training.

Strengthening the Child Welfare Response to Human Trafficking Act of 2011 - Directs the Secretary of Health and Human Services (HHS) to develop guidelines for use by state child welfare agencies in training appropriate child welfare employees and court employees in identifying, documenting, educating, and counseling children at risk of becoming victims of trafficking or who are human trafficking victims who may need to be in the care of the child welfare system. Requires the Secretary to develop guidelines that contain recommendations on how state child welfare agencies may prevent children from becoming victims of trafficking, including advice on how state and local law enforcement agencies may collaborate proactively with nonprofit organizations on how to manage cases involving a child who is such a victim. Requires the Secretary to draft recommendations for state child welfare agencies on how to best update licensing requirements for childcare institutions so that specialized, long-term residential facilities or safe havens serving children who are human trafficking victims can quality as childcare institutions under part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act. Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require state part E plans to include components that provides that: (1) the records of the agency classify each child to whom the agency is providing child welfare services and whom the agency has identified as being a victim of trafficking, and specify the reasons why the child is so classified; (2) each report submitted by the agency to the data collection system includes information on each child so classified; and (3) the agency shall report immediately to the appropriate law enforcement agencies for entry into the National Crime Information Center database the identity of each missing or abducted child to whom the agency is providing child welfare services. Includes as part of the case plan for a child classified as a victim of trafficking documentation of the measures taken to ensure the child's safety and of specifically designed services the child is receiving. Extends to age 21 any services for trafficked youth under the John H. Chafee Foster Care Independence Program. Requires state part E plans to describe the practices and future plans of the state child welfare agency regarding the human trafficking and commercial sexual exploitation of foreign, U.S. citizen, and legal resident children.

Iraq Withdrawal Accountability Act of 2011 - Declares that it is the policy of the United States to withdraw all U.S. Armed Forces and military contractors from Iraq by December 31, 2011. Prohibits any agreement between the United States and Iraq amending the timeline for such withdrawal in a manner obligating the United States to a security commitment to respond to internal or external threats against Iraq after such date from being in force with respect to the United States unless the agreement is in the form of a treaty requiring advice and consent of the Senate (or is intended to take that form in the case of an agreement under negotiation) or is specifically authorized by an Act of Congress enacted after enactment of this Act. Prohibits, except for protection of the U.S. Embassy in Baghdad, Iraq, the use of funds to: (1) maintain U.S. Armed Forces or military contractors in Iraq after December 31, 2011; and (2) establish any military installation or base for the permanent stationing of such forces in Iraq. Prohibits the use of funds to exercise U.S. control over any oil resource of Iraq.

Expresses the sense of Congress that: (1) any deficit reduction plan put forward by the Joint Select Committee on Deficit Reduction should not balance the budget by eroding America's hard-earned retirement plan and social safety net; (2) Medicare's ability to deliver high quality health care in a cost-efficient manner should be strengthened and its benefits should be preserved for current and future retirees; (3) appropriate reform to strengthen Social Security's long-term outlook should ensure that it remains a critical source of protection for the people of the United States and their families without further increasing the retirement age or otherwise decreasing benefits; and (4) federal funding for the Medicaid program should be maintained so that senior citizens, poor and disabled children, and others with disabilities are able to gain and retain access to affordable health care.

Justice for the Unprotected Against Sexually Transmitted Infections among the Confined and Exposed Act or the JUSTICE Act - Requires the Attorney General to direct the Bureau of Prisons to allow community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection (STI) counseling and prevention education in federal correctional facilities. Prohibits a federal correctional facility from taking adverse action against a prisoner who possesses or uses a sexual barrier protection device. Expresses the sense of Congress that states should allow for the legal distribution of sexual barrier protection devices in their correctional facilities. Amends the Social Security Act to provide for automatic reinstatement of Medicaid benefits for ex-offenders upon their release from a public institution if such an offender: (1) was enrolled under the state plan immediately before becoming an inmate of such institution, or (2) is diagnosed with human immunodeficiency virus. Increases the federal matching payments made to a state by five percentage points for a one-year period to provide for such benefits. Directs the Attorney General to: (1) conduct a survey of all educational, testing, and other programs in federal and state correctional facilities for reducing the spread of STIs; and (2) develop and implement a five-year strategy to reduce the prevalence and spread of STIs in such facilities.

Education for All Act of 2011 - Amends the Foreign Assistance Act of 1961 to state that it is U.S. policy to work with foreign countries and international and civil society organizations to achieve universal basic education by: (1) assisting developing countries and nongovernmental and multilateral organizations to provide all children with a quality basic education, and (2) promoting education as the foundation for communities' development. Directs the President to develop a comprehensive U.S. strategy to promote quality universal basic education. Authorizes the President to provide funds and other assistance to qualifying foreign countries to create the policies, processes, and infrastructure to develop national basic quality education plans. Directs the Administrator of the United States Agency for International Development (USAID) to designate a Coordinator of United States Government Actions to Provide Basic Education Assistance who shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote quality universal basic education.

Stop Abuse for Every Teen Act or SAFE Teen Act - Amends title IV of the Elementary and Secondary Education Act of 1965 to include dating violence prevention among the drug and violence prevention efforts funded under the Safe and Drug-Free Schools and Communities program. Authorizes local educational agencies (LEAs) to use program funds for peer support groups that provide an emotionally safe and confidential setting for youth to learn and practice healthy relationship skills under the supervision of school personnel or community organizations specializing in domestic and sexual violence prevention. Allows perpetrators of dating violence to participate in such groups, but not in the same groups as victims of such violence. Authorizes the Secretary of Education to use program funds to: (1) develop and disseminate innovative and high-quality healthy relationship skill-building programs as a way to reduce unhealthy or abusive teen relationships; and (2) disseminate information on dating violence education and prevention, and data on the incidence of dating violence in the school environment and relevant behavioral indicators of exposure to violence. Directs the Secretary to collect and publicly disseminate among individuals aged 11-19 data on the incidence of dating violence, sexual violence, emotional abuse, and relevant behavioral indicators of exposure to such types of violence. Requires states to provide technical assistance to LEAs and schools in their efforts to prevent and appropriately respond to incidents of dating violence. Directs the Secretary to establish the Innovation Fund to replicate, refine, and test model strategies and projects to prevent and respond to dating violence for youth.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Reauthorization Act or the PREEMIE Reauthorization Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the National Institutes of Health (NIH), to expand, intensify, and coordinate NIH activities with respect to research on the causes of preterm labor and delivery, tools to detect, prevent, or reduce prevalence of preterm labor and delivery, and the care and treatment of preterm infants. Establishes within NIH a multicenter clinical program to investigate problems in clinical obstetrics, improve the care and outcomes of neonates, and enhance the understanding of DNA and proteins as they relate to the underlying processes that lead to preterm birth. Requires the Director to award grants for planning, establishing, improving, and providing basic operating support for transdisciplinary research centers for prematurity. Requires the Secretary, acting through the Surgeon General, to establish and implement a national science-based provider and consumer education campaign on promoting healthy pregnancies and preventing preterm birth. Reauthorizes provisions related to research on prematurity and preterm births and sets forth specific areas for such research. Requires the Director of the Office for the Advancement of Telehealth to award grants to establish demonstration projects for: (1) obstetrical services for high risk women of child bearing age remotely using telehealth; and (2) educational activities regarding risk factors for preterm birth. Expands a demonstration project to inform health care providers and the public and improve treatment and outcome for babies born preterm. Requires the Secretary to establish the Advisory Committee on Infant Mortality. Requires a study on hospital readmissions of preterm births.

Condemns: (1) the terrorist attacks that occurred in Norway on July 22, 2011, causing many deaths and injuries; and (2) all terrorist actions motivated by hatred and religious or cultural intolerance. Expresses sympathy to the victims of the atrocious acts, their families, and the people and government of Norway. Emphasizes the bonds of friendship and shared heritage between the United States and Norway. Calls on all nations to join together to denounce acts of hatred and fear and promote peace and tolerance around the world.

Preserving Access to Orphan Drugs Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to exclude any drug or biological product which is approved or licensed by the Food and Drug Administration (FDA) for marketing solely for one or more rare diseases or conditions from the annual fee on manufacturers or importers with branded prescription drug sales exceeding $5 million. Makes this Act effective as if included in PPACA.

Recognizes there are American and South Korean prisoners of war (POWs) and civilian abductees from the Korean War who are still alive in North Korea and who want to be repatriated. Calls upon the U.S. government to resume search and recovery operations in North Korea for remains of American POWs. Recommends that the United States and South Korea jointly investigate reports of sightings of American POW/MIAs. Encourages North Korea to repatriate American and South Korean POWs. Calls upon North Korea to: (1) admit to the abduction of more than 100,000 South Korean civilians and reveal the status of the abductees; and (2) agree to family reunions and repatriation of the abductees.

Witness Security and Protection Grant Program Act of 2011 - Directs the Attorney General to: (1) make competitive grants to state, tribal, and local governments to establish or maintain programs to protect or assist witnesses in court proceedings involving homicide, a serious felony or drug offense, or gangs or organized crime; (2) evaluate grant applicants based on specified criteria, including the extent of witness intimidation and the number of serious crimes per capita with respect to such applicant; (3) provide technical assistance to grant applicants for establishing or maintaining a witness protection plan; and (4) develop and disseminate best practice models to assist states and other relevant entities in addressing witness safety, short-term and permanent witness relocation, financial and housing assistance, and other necessary services. Expresses the sense of Congress that states and relevant entities should use the best practice models developed by the Attorney General to evaluate, improve, and develop witness protection or witness assistance programs.

Access to Birth Control Act - Amends the Public Health Service Act to require pharmacies to comply with certain rules related to contraceptives, including: (1) providing a customer a contraceptive without delay if it is in stock; (2) immediately informing a customer if the contraceptive is not in stock and either transferring the prescription to a pharmacy that has the contraceptive in stock or expediting the ordering of the contraceptive and notifying the customer when it arrives, based on customer preference, except for pharmacies that do not ordinarily stock contraceptives in the normal course of business; and (3) ensuring that pharmacy employees do not take certain actions relating to a request for contraception, including intimidating, threatening, or harassing customers, interfering with or obstructing the delivery of services, intentionally misrepresenting or deceiving customers about the availability of contraception or its mechanism of action, breaching or threatening to breach medical confidentiality, or refusing to return a valid, lawful prescription. Provides that a pharmacy is not prohibited from refusing to provide a contraceptive to a customer if: (1) it is unlawful to dispense the contraceptive to the customer without a valid, lawful prescription and no such prescription is presented; (2) the customer is unable to pay for the contraceptive; or (3) the employee of the pharmacy refuses to provide the contraceptive on the basis of a professional clinical judgment. Provides that this Act does not preempt state law or any professional obligation of a state board that provides greater protections for customers. Sets forth civil penalties and establishes a a private cause of action for violations of this Act.

Medigap Medical Loss Ratio Improvement Act - Amends title XVIII (Medicare) of the Social Security Act with respect to Medicare supplemental (Medigap) policies to increase the minimum loss ratio required of such policies. (A loss ratio is the ratio of total losses paid out in insurance claims, plus adjustment expenses, divided by the total earned insurance premiums.) Prohibits the issuance or renewal of a Medigap policy in any state unless the policy can be expected to return to policyholders in the form of aggregate benefits: (1) at least 85% (currently 75%) of the aggregate amount of premiums collected in the case of group policies, and (2) at least 80% (currently 65%) in the case of individual policies.

Refuge from Cruel Trapping Act - Amends the National Wildlife Refuge System Administration Act of 1966 to prohibit the use or possession of body-gripping traps in the National Wildlife Refuge System. Imposes on persons who possess or use such traps in the System: (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1,000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment. Makes any body-gripping traps that are possessed or used in violation of this Act, and any wildlife captured by the use of such traps, including the pelts and raw fur, subject to civil forfeiture. Requires persons found to be in violation of such prohibition to pay all associated court costs.

Aviation Jobs and Safety Act of 2011 - Amends the Internal Revenue Code to extend through September 30, 2011, increased excise taxes on aviation fuels, the excise tax on air transportation of persons and property, and the expenditure authority for the Airport and Airway Trust Fund. Extends through September 30, 2011: (1) the authorization of appropriations for airport planning and development and noise compatibility planning projects (known as airport improvement projects [AIPs]), and (2) the authority of the Secretary of Transportation to make new AIP grants. Extends until October 1, 2011: (1) the pilot program for passenger facility fee authorizations at non-hub airports, and (2) disclosure requirements for large and medium hub airports applying for AIP grants. Directs the Secretary to extend through September 30, 2011, the termination date of insurance coverage for domestic or foreign-flag aircraft. Grants the Secretary discretionary authority to further extend such coverage through December 31, 2011. Extends through December 31, 2011, the authority of the Secretary to limit air carrier liability for claims arising out of acts of terrorism. Extends through September 30, 2011: (1) grant eligibility for airports located in the Marshall Islands, Micronesia, and Palau; (2) grants to state and local governments for land use compatibility AIPs; and (3) authority for approving an application of the Metropolitan Washington Airports Authority for an airport development grant or for permission to impose a passenger facility fee. Amends the Vision 100 - Century of Aviation Reauthorization Act to extend through September 30, 2011: (1) the temporary increase to 95% of the federal government's share of certain AIP costs, and (2) funding for airport development at Midway Island Airport.

New Markets Tax Credit Extension Act of 2011 - Amends the Internal Revenue Code to: (1) extend the new markets tax credit through 2016, (2) provide for an inflation adjustment to the limitation amount for such credit after 2012, and (3) allow an offset against the alternative minimum tax (AMT) for such credit (determined with respect to qualified equity investments made before January 1, 2017).

Global Democracy Promotion Act - States that in determining eligibility for assistance under part I of the Foreign Assistance Act of 1961 foreign nongovernmental organizations shall not: (1) be ineligible for such assistance solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States, and (2) be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving assistance under part I of such Act.

Expresses support for the goals and ideals of the fourth annual National Clinicians HIV/AIDS Testing and Awareness Day. Encourages: (1) primary care physicians and other clinicians nationwide to become actively involved in HIV/AIDS awareness, testing, treatment, and referral services; and (2) individuals to get tested for HIV and educate themselves about the prevention and treatment of HIV/AIDS.

Authorizes Emancipation Hall in the Capitol Visitor Center to be used on August 27, 2011, for a ceremony to celebrate the life of Dr. Martin Luther King, Jr., and recognize the Alpha Phi Alpha Fraternity for its work to erect a monument to the civil rights leader. Directs all physical preparations for the conduct of the ceremony to be carried out in accordance with such conditions as may be prescribed by the Architect of the Capitol.

National Pediatric Acquired Brain Injury Plan Act of 2011 - Requires the Secretary of Health and Human Services (HHS) to make a payment for each fiscal year from FY2012-FY2018 to the State Lead Center in each state for implementation of the National Acquired Brain Injury Plan, as developed by the International Advisory Board of the Sarah Jane Brain Foundation.

National Neurological Diseases Surveillance System Act of 2011 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) enhance and expand infrastructure and activities to track the epidemiology of neurological diseases, including multiple sclerosis and Parkinson's disease; and (2) incorporate information obtained through such activities into a National Neurological Diseases Surveillance System. Requires the Secretary to ensure that the System is designed in a manner that facilitates further research on neurological diseases. Requires the Secretary to provide for the collection and storage of information on the incidence and prevalence of neurological diseases in the United States and other information on neurological diseases, such as demographics information, risk factors, or diagnosis and progression markers. Authorizes the Secretary to: (1) provide for the collection and storage of information relevant to analysis on neurological diseases, such as information concerning the epidemiology, natural history, prevention, detection, management, and treatment of the diseases and the development of outcomes measures; and (2) address issues identified through consultations with individuals with appropriate expertise. Authorizes the Secretary to award grants to, or enter into contracts or cooperative agreements with, public or private nonprofit entities to carry out activities under this Act. Requires the Secretary to: (1) make information and analysis in the System available to federal agencies and to the public, including researchers; and (2) ensure that privacy and security protections applicable to the System are at least as stringent as the protections under the Health Insurance Portability and Accountability Act (HIPAA).

Commends: (1) the Administration for providing assistance in response to the drought and famine-like conditions in the Horn of Africa, and (2) the United States Agency for International Development (USAID) for providing assistance in Somalia in order to mitigate conflict and promote stability. Encourages international humanitarian organizations to continue to provide food and humanitarian assistance to the regions in need, mindful of the need for relief workers' safety. Calls on: (1) the Transitional Federal Government of Somalia (TFG) and other local Somali authorities to make additional efforts to provide support and humanitarian relief to the people of Somalia; and (2) the U.S. government and the international community to remain focused on those most vulnerable to the current drought and famine-like conditions, especially women and children. Encourages increased water conservation. Reaffirms the commitment of the United States to promoting the safety, health, and well-being of refugees around the world.

Father Mychal Judge, O.F.M., Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to the next of kin or personal representative of Father Mychal Judge, O.F.M., in recognition of his example to the nation of selfless dedication to duty and compassion for one's fellow citizens.

Drive to Stay Alive Act of 2011 - Requires the Secretary of Transportation (DOT) to withhold 5% of a state's apportionment of certain federal-aid highway funds for FY2012, and each succeeding fiscal year, if the state has not enacted and implemented a law that: (1) prohibits a driver from using a personal wireless communications device (cell phone, but excluding a global navigation satellite system receiver used for positioning, emergency notification, or navigation [GPS]) to call or text while driving when there is a minor in the vehicle, (2) makes violation of the law a primary offense, and (3) establishes certain minimum fines and increased civil and criminal penalties. Permits laws meeting the requirements of this Act to provide exceptions for driver: (1) use of a hands-free device (other than a driver who is a minor), (2) use of a cell phone in emergency situations, and (3) use of a cell phone by a commercial motor vehicle driver or school bus driver.

Authorizes a Wall of Remembrance as part of the previously authorized Korean War Veterans Memorial to include, in regards to the Korean War: (1) a list by name of members of the U.S. Armed Forces who were killed such action; (2) the number of members who were wounded, missing, or prisoners; and (3) the number of members of the Korean Augmentation to the U.S. Army, the Republic of Korea Armed Forces, and the other nations of the United Nations (U.N.) Command who were killed, wounded, missing, or prisoners. Allows certain private contributions for the memorial to fund such wall.

Stop Gun Trafficking and Strengthen Law Enforcement Act of 2011 - Amends the federal criminal code to prohibit any person from: (1) receiving, or transferring or otherwise disposing of to one or more individuals, two or more firearms that have been shipped or transported in interstate or foreign commerce, knowing or having reasonable cause to believe that such conduct will result in the disposing of one or more such firearms to an individual whose possession or receipt of the firearm would be unlawful or who intends to or will use, carry, possess, or dispose of the firearm unlawfully; (2) knowingly directing, promoting, or facilitating such conduct; or (3) conspiring to commit such conduct.

Helping Homeless Heroes Act of 2011 - Allows grants made by the Secretary of Veterans Affairs (VA) for homeless veterans' comprehensive services programs (outreach, rehabilitation, vocational counseling, and transitional housing assistance) to be used for the construction of new facilities. Prohibits the Secretary from denying applications for such grants solely on the basis that the grant entity proposes to use funding from other private or public sources, as long as such entity demonstrates that a private nonprofit organization will provide project oversight and site control. Revises eligibility: (1) under the grant program for entities serving homeless veterans with special needs, and (2) for treatment and rehabilitation of homeless veterans who are not seriously mentally ill. Includes all individuals caring for minor dependents (current law applies only to women caring for minor dependents) within the definition of "homeless veterans with special needs." Directs the Secretary to submit to Congress a comprehensive plan to end homelessness among veterans. Requires the plan to consider circumstances and requirements unique to veterans located in rural areas. Extends provisions concerning: (1) homeless veterans' health care to December 31, 2012; (2) centers for provision of comprehensive services and property transfers for housing assistance to December 31, 2014; and (3) the Advisory Committee on Homeless Veterans to December 30, 2013.

Free File Program Act of 2011 - Authorizes and directs the Secretary of the Treasury to continue to implement and operate the Internal Revenue Service (IRS) Free File program (free online individual income tax preparation and electronic filing services provided by the private sector technology industry to lower income taxpayers).

Historic Homeownership Revitalization Act of 2011 - Amends the Internal Revenue Code to: (1) allow a new tax credit for 20% of rehabilitation expenditures for a historic home used as a principal residence, up to $60,000; and (2) increase the rehabilitation tax credit for residential rental property located in economically distressed areas with high construction costs.

National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations.

No Child Left Inside Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 to require states, as a prerequisite to receiving implementation grants, to develop environmental literacy plans, approved by the Secretary of Education, for pre-kindergarten through grade 12 that include environmental education standards and teacher training. Directs the Secretary to award Environmental Education Professional Development Grants to states and, through them, competitive subgrants to partnerships that include a local educational agency (LEA) and, permissibly, institutions of higher education (IHE), other educational entities, or federal, state, regional, or local natural resource or environmental agencies, for activities involving, among other things, teacher training and the development of more rigorous environmental education curricula that advance the teaching of interdisciplinary courses. Authorizes the Secretary to award competitive matching grants to partnerships that include an LEA and, permissibly, IHEs, other educational entities, federal, state, regional, or local natural resource or environmental agencies, or park and recreation departments, for activities to improve and support environmental education that include: (1) advancing content and achievement standards, and (2) developing or disseminating innovations or model programs.

College Literacy in Finance and Economics Act of 2011 or College LIFE Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require institutions of higher education (IHEs) to provide student borrowers under the Federal Family Education Loan, Direct Loan, and Perkins Loan programs with financial literacy counseling within 45 days of their first receipt of such a loan and prior to the completion of their studies or when they leave school. Requires student borrowers to receive at least four hours of counseling on each occasion. Makes such counseling requirements inapplicable to borrowers of consolidation loans. Requires financial literacy counseling to include information on student financial aid, banking, budgeting and saving, credit and debt management, credit cards and products, investing, credit scores, housing, taxes, and responsible financial decision making. Directs the Secretary of Education to develop a curriculum that IHEs may use to fulfill this Act's requirements.

Voter Protection Hotline Act of 2011 - Directs the Attorney General (AG) to establish and operate a toll-free telephone service, using a telephone number accessible throughout the United States using easily identifiable numerals, through which individuals may: (1) obtain information on voting in elections for federal office, including how to register to vote, the hours of operation of polling places, and how to obtain absentee ballots; and (2) report problems encountered in registering to vote or voting, including incidences of voter intimidation or suppression. Requires the AG to: (1) appoint individuals to a Voter Hotline Task Force, giving special consideration to individuals representing civil rights organizations, for ongoing analysis and assessment of the telephone service's operation; and (2) submit a report to Congress each odd-numbered year concerning voter intimidation or suppression reports made to the hotline and assessing the availability of the service to all U.S. households with telephone service.

Stop Deceptive Advertising for Women's Services Act - Requires the Federal Trade Commission (FTC) to promulgate rules to prohibit, as an unfair and deceptive act or practice, a person from advertising with the intent to deceptively create the impression that: (1) such person is a provider of abortion services if such person does not provide such services, or (2) such person is not a provider of abortion services if such person does provide such services.

Expresses the sense of the House of Representatives that the United States Postal Service (USPS) should: (1) issue a semipostal stamp to support medical research relating to Alzheimer's disease, and (2) transfer to the National Institutes of Health (NIH) for that purpose any amounts becoming available from the sale of that stamp.
