Constitutional Amendment - Grants all U.S. citizens who are 18 years of age or older the right to vote in any public election held in the jurisdiction in which the citizen resides. Prohibits the United States, any state, or any other public or private person or entity from denying or abridging the right to vote, but allows regulations narrowly tailored to produce efficient and honest elections. Requires each state to: (1) administer public elections in the state in accordance with election performance standards established by Congress, and (2) provide any eligible voter the opportunity to register and vote on the day of any public election.

African Investment and Diaspora Act - Directs the President to appoint a Special Representative for United States-Africa Trade, Development, and Diaspora Affairs within the Department of State. States that the Special Representative should be a person of distinction, culturally sensitive to the underserved African Diaspora in the United States, with substantial experience in matters of trade or economic development and in matters relating to African Diaspora relations with Africa. Directs the Secretary of State to establish, within the Department of State, the Office of United States-Africa Trade, Development, and Diaspora Affairs, with the Special Representative as its head. Directs the Special Representative to establish five regional United States-Africa Trade, Development, and Diaspora Affairs public outreach, education, and liaison centers. Requires the Special Representative and the Office to: (1) promote U.S.-African trade and investment relations and foster socioeconomic development and economic growth; (2) design and implement public outreach, education, and liaison programs and activities intended to foster U.S.-African economic, technical, social, and cultural ties; (3) facilitate and increase the number of international learning exchange, professional, training, and educational programs between Africa and the United States; (4) establish a publicly accessible database through which U.S. and African businesses, academics, and organizations can communicate and establish ties; and (5) consult with African governments, the African Union, African intergovernmental subregional organizations, public-private partnership entities, private businesses and foundations, nongovernmental organizations, and U.N. agencies with respect to matters of Africa-related trade, economic development, and African-African Diaspora relations.

Urban Jobs Act of 2011 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make grants to the National Urban League to operate, through local affiliates, an Urban Jobs Program to provide job training, education, and support services and activities for eligible young adults to prepare them for entry into the workforce. Defines "eligible young adults" as individuals ages 18 to 24 who: (1) are not enrolled in secondary or post-secondary school, or (2) are or have been subject to the criminal justice process. Directs the Secretary to establish a National Jobs Council Advisory Committee. Expresses the sense of Congress that National Urban League affiliates should establish local jobs council advisory committees to aid in establishing local community support for local implementation of the program.

Expanded & Improved Medicare for All Act - Establishes the Medicare for All Program to provide all individuals residing in the United States and U.S. territories with free health care that includes all medically necessary care, such as primary care and prevention, dietary and nutritional therapies, prescription drugs, emergency care, long-term care, mental health services, dental services, and vision care. Prohibits an institution from participating unless it is a public or nonprofit institution. Allows nonprofit health maintenance organizations (HMOs) that deliver care in their own facilities to participate. Gives patients the freedom to choose from participating physicians and institutions. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Allows such insurers to sell benefits that are not medically necessary, such as cosmetic surgery benefits. Sets forth methods to pay institutional providers of care and health professionals for services. Prohibits financial incentives between HMOs and physicians based on utilization. Establishes the Medicare for All Trust Fund to finance the Program with amounts deposited: (1) from existing sources of government revenues for health care; (2) by increasing personal income taxes on the top 5% income earners; (3) by instituting a modest and progressive excise tax on payroll and self-employment income; (4) instituting a modest tax on unearned income; and (5) by instituting a small tax on stock and bond transactions. Transfers and appropriates to carry out this Act amounts that would have been appropriated for federal public health care programs, including Medicare, Medicaid, and the Children's Health Insurance Program (CHIP, formerly known as SCHIP). Requires the Medicare for All Program to give first priority in retraining and job placement and employment transition benefits to individuals whose jobs are eliminated due to reduced administration. Requires creation of a confidential electronic patient record system. Establishes a National Board of Universal Quality and Access to provide advice on quality, access, and affordability. Provides for: (1) the eventual integration of the Indian Health Service into the Program; and (2) evaluation of the continued independence of Department of Veterans Affairs (VA) health programs.

Strengthening Medicare Anti-Fraud Measures Act of 2011 - Amends title XI of the Social Security Act to authorize the Secretary of Health and Human Services (HHS) to exclude from participation in any federal health care program entities affiliated with a sanctioned entity, as well as any officer or managing employee of an affiliated entity (currently, only individuals with an ownership or control interest in a sanctioned entity), if the affiliated entity was so affiliated at the time of any of the conduct forming the basis for the conviction or exclusion of the sanctioned entity.

States that the House of Representatives: (1) stands in solidarity with the people of Egypt in their democratic aspirations; (2) condemns the use of violence against unarmed protestors by the Egyptian security services and hired gangs of thugs, urges the release of any peaceful protestors who remain in custody, and calls for an end to the imposition of emergency or martial law; (3) deplores the targeted beatings and arrests of Egyptian and international journalists, as well as human rights and democracy advocates; (4) expresses its gratitude to the Egyptian army for its restraint and for remembering that its mission is to safeguard the Egyptian people; and (5) calls upon the government of Egypt and the political opposition to work together to transition Egypt to a credible democracy and a new era for the Egyptian people.

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to include as a "countervailable subsidy" requiring action under a countervailing duty or antidumping duty proceeding the benefit conferred on merchandise imported into the United States from foreign countries with fundamentally undervalued currency. Defines "benefit conferred," in cases where the currency of a foreign country is exchanged for foreign currency (i.e., U.S. dollars) obtained from export transactions, as the difference between: (1) the amount of currency provided by a foreign country in which the subject merchandise is produced; and (2) the amount of currency such country would have provided if the real effective exchange rate of its currency were not fundamentally undervalued. Declares that the fact that such a subsidy is also provided in circumstances not involving export shall not, for that reason alone, mean it cannot be considered export contingent and actionable under a countervailing duty and antidumping duty proceeding. Requires the administering authority to determine that the currency of a foreign country is fundamentally undervalued if for an 18-month period: (1) the government of the country engages in protracted, large-scale intervention in one or more foreign exchange markets; (2) the country's real effective exchange rate is undervalued by at least 5%; (3) the country has experienced significant and persistent global current account surpluses; and (4) the country's government has foreign asset reserves exceeding the amount necessary to repay all its debt obligations falling due within the coming 12 months, 20% percent of the country's money supply, and the value of the country's imports during the previous 4 months. Requires the use, for calculating a country's "real effective exchange rate undervaluation," of certain guidelines of the Consultative Group on Exchange Rate Issues of the International Monetary Fund (IMF) or, if those guidelines are not available, generally accepted economic and econometric techniques and methodologies. Requires the use, also, of inflation-adjusted, trade-weighted exchange rates. Applies the amendments made by this Act to goods from Canada and Mexico.

United States-Afghanistan Status of Forces Agreement (SOFA) Act of 2011 - Directs the President to seek to enter into a bilateral status of forces agreement with the government of Afghanistan which shall: (1) prohibit the permanent basing or military presence of U.S. Armed Forces in Afghanistan; (2) provide, no later than one year after the date on which such agreement is entered into, for the complete redeployment from Afghanistan of the U.S. Armed Forces and Department of Defense (DOD) civilian employees and contractors; and (3) establish that the temporary presence of U.S. Armed Forces in Afghanistan is at the request of the government of Afghanistan. Authorizes such agreement to provide for specific activities or missions of the U.S. Armed Forces in Afghanistan. Expresses the sense of Congress that the President should submit such agreement to the Senate for its advice and consent to ratification as a treaty or alternatively the President should request statutory authorization for such agreement by Congress.

Working for Adequate Gains for Employment in Services Act or WAGES Act - Amends the Fair Labor Standards Act of 1938 (FLSA) to establish a base minimum wage for tipped employees of at least: (1) $3.75 an hour beginning 90 days after the enactment of this Act; (2) $5.00 an hour beginning one year after the change in paragraph one takes effect; and (3) beginning two years after the change in paragraph two takes effect, and adjusted as necessary thereafter, 70% of the wage in effect under FLSA but in no case less than $5.50 an hour.

Fort Hood Victims and Families Benefits Protection Act - Expresses the sense of Congress that: (1) any member of the Armed Forces who was killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009, and the family members of those victims, should receive the same treatment and benefits as the victims and families of the September 11, 2001, terrorist attacks on the United States; (2) such members and families have made tremendous sacrifices, and the United States should provide them with the maximum level of benefits available, identical to that available to those killed or wounded in an overseas combat zone such as Iraq or Afghanistan; and (3) the Department of Defense (DOD) should honor the Americans killed or injured in such attack with awards that recognize their sacrifices, including the Purple Heart for members and the Secretary of Defense Medal for the Defense of Freedom for civilian DOD employees. Treats members and DOD civilian employees killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible.

Rare Earths and Critical Materials Revitalization Act of 2011 - Establishes in the Department of Energy (DOE) a research, development, and commercial application program to assure the long-term, secure, and sustainable supply of rare earth materials to satisfy the national security, economic well-being, and industrial production needs of the United States. Directs the Secretary of Energy to: (1) support new or significantly improved processes and technologies (as compared to those currently in use in the rare earth materials industry), (2) encourage multidisciplinary collaborations and opportunities for students at institutions of higher education, and (3) submit an implementation plan to Congress. Amends the Energy Policy Act of 2005 to authorize the Secretary to make loan guarantee commitments for the commercial application of new or significantly improved technologies for specified projects. Amends the National Materials and Minerals Policy, Research and Development Act of 1980 to: (1) instruct the Director of the Office of Science and Technology Policy to coordinate federal materials research and development through the National Science and Technology Council (instead of, as currently required, the Federal Coordinating Council for Science, Engineering, and Technology, which is now defunct); (2) modify the duties of the Secretary of Commerce regarding critical needs assessment; and (3) repeal specified reporting and other duties of the Secretaries of Defense and of the Interior. Repeals the National Critical Materials Act of 1984.

Supports the democratic aspirations of the Ivoirian people. Condemns any attempt to circumvent the will of the people of Cote d'Ivoire to elect Alassane Ouattara as their president. Calls on Laurent Gbagbo to respect the will of the Ivoirian people by peacefully handing over power to President Ouattara, and supports the application of sanctions against Mr. Gbagbo and his key supporters in order to send a message that impunity will not be tolerated. Calls for an end to acts of violence, human rights abuses, intimidation of U.N. troops, and the hindrance of U.N. access to investigate alleged human rights violations. Calls on the U.S. government and the international community to support the efforts of the Economic Community of West African States and the African Union (AU) to resolve the crisis, and calls for continued U.N. Security Council action to ensure that the democratic process is upheld. Calls on the U.S. government and other nations to coordinate the delivery of humanitarian assistance within Cote d'Ivoire and to neighboring countries hosting Ivoirian refugees.

Public Lands Service Corps Act of 2011 - Amends the Public Lands Corps Act of 1993 to rename the Public Lands Corps as the Public Lands Service Corps (the Corps). Permits Corps participants to work in the National Marine Sanctuary System, coral reefs, and other coastal, estuarine, and marine habitats, and other lands and facilities administered by the National Oceanic and Atmospheric Administration (NOAA). Requires the: (1) establishment of a department-level office within the Department of the Interior, Forest Service, and NOAA for the coordination of Corps activities; and (2) designation of a Corps coordinator for each agency within the Departments of the Interior, Agriculture, and Commerce that administers such activities. Expands those authorized to be in the Corps to permit: (1) members of a qualified youth or conservation corps, (2) the enrollment of consulting interns. Permits enrollment for a term of up to 24 months. Requires a recruitment program for the Corps. Requires training programs at residential conservation centers or at other sites to provide training for Corps participants. Describes the types of natural and cultural resources conservation projects that may be carried out by the Corps. Authorizes: (1) the Corps to provide certain visitor and interpretation services; (2) establishing residential conservation centers; and (3) individual placements of consulting interns with federal land, coastal, and ocean management agencies to carry out management analysis. Requires the issuance of management guidelines for programs of the Corps.

Healthy Children Through School Nutrition Education Act - Amends the Richard B. Russell National School Lunch Act to require local educational agencies participating in the school lunch or breakfast programs to include in their school wellness policies the requirement that each student receive 50 hours of nutrition education each school year. Requires such instruction to meet specified standards, including that it is consistent with nutritional requirements for food served under the school lunch, school breakfast, and child and adult care food programs.

Gun Show Loophole Closing Act of 2011 - Amends the federal criminal code to make it unlawful for any person to operate a gun show unless such person: (1) has attained 21 years of age; (2) is not prohibited from transporting, shipping, or receiving firearms and has not violated any federal firearms requirements; (3) has registered with the Attorney General as a gun show operator and has provided a photograph and fingerprints; (4) has not concealed material information nor made false statements in connection with a gun show operator registration; and (5) notifies the Attorney General of the date, time, and duration of a gun show not later than 30 days before the commencement of such show and verifies the identity of each vendor at the gun show. Imposes recordkeeping requirements on gun show operators and criminal penalties for failure to register as a gun show operator and maintain required records. Grants the Attorney General authority to enter the business premises of any gun show operator, without a showing of reasonable cause or a warrant, to examine records and inventory to determine compliance with this Act. Increases criminal penalties for serious recordkeeping violations and violations of criminal background check requirements. Authorizes the Director of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to hire additional investigators to carry out inspections of gun shows.

Emergency Unemployment Compensation Expansion Act of 2011 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Revises the formula for making Tier-1 credits in an applicant's EUCA for a benefit year. Increases the figures in the formula (the lesser of which shall be the amount credited): (1) from 80% to 131% of the total amount of regular compensation (including dependents' allowances) payable to the individual during the benefit year, and (2) from 20 to 34 times the individual's average weekly benefit amount for the benefit year. Authorizes a state to elect to pay Tier-2, Tier-3, or Tier-4 extended unemployment compensation (EUC), or a combination of them, before payment of an increased Tier-1 EUC until the state determines that such increased Tier-1 EUC may be paid without undue delay. Authorizes a state to pay extended compensation to an otherwise eligible individual before any additional EUC is paid under this Act, if the individual claimed extended compensation for at least one week of unemployment after the initial exhaustion of EUC. Extends the program until September 22, 2012.

Jane's Law - Amends the federal criminal code to impose a fine and/or a prison term of up to two years on any person who travels in interstate or foreign commerce to evade compliance with a court-ordered property distribution in a divorce proceeding involving more than $5,000. Requires payment of restitution equal to the total unpaid property distribution from any person convicted of evading payment.

Worker Eligibility Fairness Act of 2011 - Amends the Food and Nutrition Act of 2008 to eliminate the provision making a federal, state, or local government employee who is dismissed for participating in a strike against the federal government, the state, or a political subdivision of the state ineligible for the Supplemental Nutrition Assistance Program (SNAP, formerly food stamps).

Universal Prekindergarten Act - Directs the Secretary of Health and Human Services (HHS) to provide grants to a designated state agency for development of universal prekindergaten programs for all children three, four, and five years old in the state. Requires the state to: (1) match federal funds by at least 20%; and (2) submit with its grant application a plan to establish, coordinate, and implement a statewide universal prekindergarten program. Authorizes state agencies to set aside up to 5% of a grant for ongoing professional development activities for teachers and staff of prekindergarten programs that wish to participate.

High School Athletics Accountability Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct coeducational elementary and secondary schools that participate in any ESEA program to: (1) report annually certain information on equality in their school athletic programs to the Commissioner for Educational Statistics; and (2) make such information available, upon request, to their students, potential students, and the public. Directs the Commissioner to ensure that such data are posted on the Department of Education's Web site within a reasonable period of time.

Securing Citizens' Protection at Federal Events Act - Amends the federal criminal code to prohibit any person from carrying a firearm at a place which the person knows is a restricted firearms zone. Defines "restricted firearms zone" to mean within 1,000 feet of any structure in which, or at any other fixed place where: (1) a senior federal official is, within 30 minutes will be, or within the past 30 minutes was, holding an official event that is open to the public or carrying out an official or representational duty; or (2) such an official or a candidate for election for federal office is, will be, or was engaging in campaign activity as a candidate for election for federal office. Includes as affirmative defenses: (1) the person was a law enforcement officer, a designated federal protectee, or an individual employed and authorized by the employer to carry the firearm; (2) the person was carrying the firearm only on real property owned or rented by the person; and (3) the firearm was unloaded and in a locked container or otherwise not readily accessible for use and any ammunition was in a locked container separate from the firearm. Establishes penalties for violations.

Restorative Justice in Schools Act of 2011 - Amends title II (Preparing, Training, and Recruiting High Quality Teachers and Principals) of the Elementary and Secondary Education Act of 1965 to allow local educational agencies to use title II subgrants to train school personnel in restorative justice and conflict resolution.

Health Insurance Rate Review Act - Amends the Public Health Service Act to declare that federal provisions requiring the Secretary of Health and Human Services (HHS) to review unreasonable premium increases in health care coverage shall not be construed to prohibit a state from imposing additional rate requirements on health insurance issuers that are more protective of consumers. Expands such review to include all rate increases, not only premium increases. Directs the Secretary or the relevant state insurance commissioner (or state regulator) to take corrective actions to ensure that any excessive, unjustified, or unfairly discriminatory rates are corrected prior to, or as soon as possible after, implementation, including through mechanisms such as denying rates, modifying rates, or requiring rebates to consumers. Requires the Secretary to determine whether the state insurance commissioner or regulator or the Secretary will undertake such corrective actions based on whether the state can adequately undertake such actions. Applies these provisions to grandfathered health plans under the Patient Protection and Affordable Care Act.

Expresses support for: (1) the goals and ideals of National Black HIV/AIDS Awareness Day; (2) the implementation of the national AIDS strategy and its goals; (3) the strengthening of stable African-American communities; (4) reducing the impact of incarceration as a driver of new HIV infections within the African-American community; (5) reducing the number of HIV infections in the African-American community resulting from intravenous drug use; (6) comprehensive HIV prevention education programs to promote the early identification of HIV through voluntary routine testing and to connect those in need to treatment and care as early as possible; and (7) appropriate funding for HIV/AIDS prevention, care, treatment, and housing. Encourages state and local governments to recognize such day and to encourage individuals, especially African-Americans, to get tested for HIV. Commends the work of AIDS service organizations and community and faith-based organizations.

National Blue Alert Act of 2011 - Directs the Attorney General to: (1) establish a national Blue Alert communications network within the Department of Justice (DOJ) to disseminate information when a law enforcement officer is seriously injured or killed in the line of duty, and (2) assign a DOJ officer to act as the national coordinator of the Blue Alert communications network. Sets forth the duties of the national coordinator, including encouraging states and local governments to develop additional Blue Alert plans, establishing voluntary guidelines for states and local governments to use in developing such plans, developing protocols for efforts to apprehend suspects, and establishing an advisory group to assist states, local governments, law enforcement agencies, and other entities in initiating, facilitating, and promoting Blue Alert plans. Amends the Omnibus Crime Control and Safe Streets Act to require the use of public safety and community policing grants to assist states in developing and enhancing a Blue Alert plan and communications network.

Preventing Affinity Scams for Seniors Act of 2011 or PASS Act of 2011 - Defines "affinity scam" as a transaction in which a person trusted by a senior, such as a caregiver, relative, guardian, "new friend," or service provider, claims to share similar interests or values and establishes a relationship with the senior, then uses the relationship to defraud the senior. Requires each financial institution to: (1) educate its staff about affinity scams and how to identify transactions that may be part of an affinity scam, (2) train staff members on educating seniors about affinity scams, (3) provide senior depositors with educational materials on how to identify affinity scams, and (4) offer seniors a "senior protection (checking) account." Directs the Bureau of Consumer Financial Protection (CFPB) to: (1) issue implementing regulations, and (2) audit financial institutions periodically to ensure compliance with them. Sets forth senior protection account requirements, including protective measures to block and investigate transactions suspected of being an affinity scam. Instructs the Secretary of the Treasury to establish an income tax deduction of .77% of the average of the amount of deposits held by a financial institution in senior protection accounts. Subjects a noncompliant financial institution to a civil liability with respect to a senior who has sustained actual damage as a result of the institution's failure to comply with this Act. Directs the Secretary to require each financial institution, and each of its directors, officers, employees, or agents, to report any suspicious transaction relevant to a possible affinity scam.

Volunteer Emergency Services Recruitment and Retention Act of 2011- Amends the Internal Revenue Code to allow sponsors of certain deferred compensation plans to elect to include length of service award plans for bona fide volunteers providing firefighting and fire prevention services, emergency medical services, ambulance services, and emergency rescue services. Directs the Secretary of Labor to issue regulations exempting a length of service award program from treatment as an employee pension benefit plan under the Employee Retirement Income Security Act of 1974 (ERISA).

Chiropractic Care Available to All Veterans Act - Amends the Department of Veterans Affairs Health Care Programs Enhancement Act of 2001 to require a program under which the Secretary of Veterans Affairs provides chiropractic care and services to veterans through Department of Veterans Affairs (VA) medical centers and clinics to be carried out at: (1) no fewer than 75 medical centers by December 31, 2012; and (2) all medical centers by December 31, 2014. Includes chiropractic examinations and services within required VA medical, rehabilitative, and preventive health care services.

District of Columbia Budget Autonomy Act of 2011 - Amends the District of Columbia Home Rule Act to eliminate, with respect to each fiscal year that is not a control year, all federally-imposed mandates over the District of Columbia's: (1) local budget process, financial management, audits, and accountability requirements; and (2) short-term borrowing of money, with specified exceptions. Declares that the process by which the District develops and enacts the District government's budget for a fiscal year, the activities carried out regarding financial management of the District government, and the process and rules by which the District issues bonds or otherwise borrows money shall be established under laws enacted by the District. Provides that Acts adopting the District government's annual budget for FY2012 and succeeding non-control fiscal years shall take effect upon their prescribed dates. (Thus eliminates congressional review of such Acts). Repeals the federal cap on amounts the District may borrow (other than in a control year). Makes conforming amendments to the Financial Services and General Government Appropriations Act, 2009.

Supports the United Nations (U.N.) designation of the International Year for People of African Descent. Expresses the sense of the House of Representatives that the United States should: (1) strengthen cooperation to promote the empowerment of people of African descent in relation to their social, educational, political, and economic rights; (2) make efforts to advance the diverse cultural traditions and heritage of people of African descent; and (3) strengthen its commitment to eradicate racism, undo the injustices of history, and celebrate the contributions of people of African descent across the political, social, and economic spectrum.

Young Adults Financial Literacy Act - Authorizes the Secretary of the Treasury to make competitive grants to, and enter contracts with, eligible institutions to establish centers of excellence to support research, development and planning, implementation, and evaluation of effective programs in financial literacy education for young adults and families ages 15-24 years old. Defines "eligible institution" as any partnership consisting of an institution of higher education and any of the following: (1) one or more local educational agencies; (2) a nonprofit agency, organization, or association; (3) a community-based organization; or (4) a financial institution.

Large Capacity Ammunition Feeding Device Act - Amends the Brady Handgun Violence Prevention Act to prohibit: (1) the transfer or possession of a large capacity ammunition feeding device, except for its lawful possession within the United States on or before the date of this Act's enactment; and (2) the importation or bringing into the United States of such a device. Sets forth exceptions to such ban. Sets penalties for violations. Requires a large capacity ammunition feeding device manufactured after this Act's enactment to be identified by a serial number that clearly shows that the device was manufactured after enactment and such other identification as the Attorney General may prescribe.

Homes for Heroes Act of 2011 - Amends the Department of Housing and Urban Development Act to establish in the Department of Housing and Urban Development (HUD) a Special Assistant for Veterans Affairs to: (1) ensure veteran access to HUD housing and homeless assistance programs, (2) coordinate all HUD programs and activities relating to veterans, and (3) serve as a HUD liaison with the Department of Veterans Affairs (VA). Directs the HUD Secretary to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for very low-income veteran families (families with incomes not exceeding 50% of the area median income). Amends the United States Housing Act of 1937 to: (1) make housing rental vouchers available to all homeless veterans, regardless of medical condition; and (2) include veterans in public housing planning. Excludes veterans' benefits from income for purposes of HUD assisted housing rental determinations. Requires the Secretary to: (1) make grants to nonprofit entities for technical assistance in sponsoring HUD housing projects for veterans, and (2) report annually to specified congressional committees and the VA Secretary on HUD activities relating to veterans.

District of Columbia House Voting Rights Act of 2011 - Treats the District of Columbia as a state for purposes of representation in the House of Representatives. Applies to the District in the same manner as it applies to a state the federal law providing for the 15th and subsequent decennial censuses and for apportionment of Representatives in Congress. Modifies the formula regarding the number of presidential electors to subject it to the 23rd amendment to the Constitution in the case of the District. Increases membership of the House from 435 to 436 Members. Provides for a reapportionment of Members resulting from such increase. Repeals provisions of: (1) the District of Columbia Delegate Act establishing the office of District of Columbia Delegate to the House of Representatives; and (2) the District of Columbia Statehood Constitution Convention Initiative of 1979 providing for election of a Representative for the District. Makes conforming amendments to the District of Columbia Elections Code of 1955. Sets forth procedures for expedited judicial review of any action brought to challenge the constitutionality of any provision of this Act or any amendment made by it.

New Columbia Admission Act - Sets forth procedures for admission into the United States of the state of New Columbia. Requires the Mayor of the District of Columbia to: (1) submit to the eligible voters propositions for statehood and adoption of a State Constitution, and (2) issue a proclamation for the first elections to Congress of two Senators and one Representative of New Columbia. Requires the President, upon adoption of such propositions and certification of such elections, to issue a proclamation announcing the results and admitting New Columbia into the Union. Provides for conversion of District government offices to state offices. Provides that New Columbia shall consist of all territory of the District as of the enactment of this Act, excluding land within specified metes and bounds that shall remain the District of Columbia and that shall include the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building, and certain military property. Prohibits New Columbia from imposing taxes on federal property except as provided by Congress. Maintains the applicability to New Columbia of current District laws and continues pending judicial proceedings. Maintains: (1) the District of Columbia as the seat of the federal government, and (2) the federal government's authority over military lands and specified other property. Requires each state that is the last place an individual resided before residing in the District of Columbia to permit such individual to vote in federal elections by absentee ballot. Sets forth a rule for expedited consideration of a joint resolution proposing an amendment to the Constitution to repeal the 23d amendment (which provides for the appointment of electors for President and Vice President for the District).

Honors: (1) those who lost their lives due to the tragic earthquake of January 12, 2010; and (2) the sacrifice of the men and women of the government of Haiti, the U.S. government, the United Nations (U.N.), and the international community for their response to the calamity. Expresses solidarity with the people of Haiti as they work to rebuild their neighborhoods, livelihoods, and country. Reaffirms the commitment of the House of Representatives to support long-term Haitian reconstruction. Supports the Administration's efforts to prevent the spread of cholera, treat persons who contract the disease, provide technical assistance to the Haitian Ministry of Public Health, and improve water, sanitation, and health systems. Urges the President and the international community to: (1) focus assistance on the government of Haiti's priorities, (2) develop and improve communications and participatory mechanisms to more substantially involve Haitian civil society at all stages of the cholera and post-earthquake responses, and (3) give priority to programs that protect vulnerable populations. Urges the President to: (1) make necessary resources available to U.S. and U.N. agencies, nongovernmental organizations, private volunteer organizations, and regional institutions; (2) assess the long-term needs for confronting the cholera epidemic in Haiti; and (3) lead humanitarian and development efforts with the government of Haiti, the Haitian Diaspora, and international actors who share in the goal of a better future for Haiti.

Veterans Dog Training Therapy Act - Directs the Secretary of Veterans Affairs to carry out a pilot program for assessing the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder symptoms through a therapeutic medium of service dog training and handling for veterans with disabilities. Requires such program to be carried out at Department of Veterans Affairs (VA) medical centers that can provide training areas for such purposes.

Filipino Veterans Fairness Act of 2011 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs (VA). Directs the Secretary of Veterans Affairs, in determining eligibility under this Act, to take into account any relevant service documentation, including documentation other than the Missouri List (the list of all discharged and deceased veterans from the 20th century).

Protecting America's Workers Act - Amends the Occupational Safety and Health Act of 1970 (OSHA) to expand its coverage to federal, state, and local government employees. Authorizes the Secretary of Labor, under specified conditions, to cede OSHA jurisdiction to another federal agency with respect to certain occupational standards or regulations for such agency's employees. Declares OSHA inapplicable to working conditions covered by the Federal Mine Safety and Heath Act of 1977. Increases protections for whistle blowers under OSHA. Prescribes requirements relating to: (1) the posting of employee rights, (2) employer reporting of employee work-related deaths or hospitalizations, (3) a prohibition against employers adopting or implementing policies or practices that discourage or discriminate against employee reporting of work-related injuries or illnesses, (4) a prohibition against the loss of wages or employee benefits due to an employee participating in a workplace inspection, (5) investigations of incidents resulting in death or the hospitalization of two or more employees which occur in a place of employment, and (6) a prohibition against the issuing, modifying, or settling of unclassified citations for occupational health and safety standard violations. Continues requirements relating to: (1) the rights of an employee (including a former employee or family member in lieu of an employee) who has sustained a work-related injury or illness that is the subject of an inspection or investigation; (2) an employer's right to contest citations and penalties; and (3) periods permitted for an employer to correct serious, willful, or repeated violations pending an employer's contest to a citation and procedures for stays of the time period for abatement of those violations. Increases civil and criminal penalties for certain OSHA violators. States that pre-final order interest on any penalties owed shall begin to accrue on the date a party contests a citation, at an interest rate calculated at the current underpayment rate. Prescribes requirements for the Secretary's evaluation of state occupational safety and health plans as well as workplace health hazard evaluations by the National Institute for Occupational Safety and Health (NIOSH). Requires a state that has an approved plan for the development and enforcement of occupational safety and health standards to amend its plan to conform to the requirements of this Act within 12 months after enactment of this Act.

Public Option Deficit Reduction Act - Amends the Patient Protection and Affordable Care Act to require the Secretary of Health and Human Services (HHS) to offer through Exchanges a health benefits plan (public health insurance option) that ensures choice, competition, and stability of affordable, high-quality coverage throughout the United States. Declares that the Secretary's primary responsibility is to create a low-cost plan without compromising quality or access to care. Sets forth provisions related to the establishment and governance of the public health insurance option, including that such plan: (1) may be made available only through Exchanges; (2) must comply with requirements applicable to other health benefits plans offered through such Exchanges, including requirements related to benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing; and (3) must offer bronze, silver, and gold plan levels. Requires the Secretary to: (1) establish an office of the ombudsman for the public health insurance option; (2) collect such data as may be required to establish premiums and payment rates; (3) establish geographically adjusted premiums at a level sufficient to fully finance the costs of the health benefits provided and administrative costs related to the operation of the plan; and (4) establish payment rates and provide for greater payment rates for the first three years. Requires repayment of start-up costs for the public health insurance option. Authorizes the Secretary to utilize innovative payment mechanisms and policies to determine payments for items and services under the public health insurance option.

Federal Protective Service Improvement and Accountability Act of 2011 - Directs the Secretary of Homeland Security (DHS) to maintain no fewer than 1,350 full-time equivalent positions in the Federal Protective Service inspector force, who shall be fully trained federal law enforcement officers. Directs the Secretary to classify the positions in the following categories: (1) Federal Facility Security Officers, responsible for security assessment; and (2) law enforcement officers, responsible for physical law enforcement and investigations. Directs the Secretary to establish: (1) the Federal Protective Service contract oversight force; and (2) minimum training and certification standards for security guard services at facilities protected by the Service. Expresses the sense of Congress that specified security standards for federal facilities established by the Interagency Security Committee should be implemented for all federal facilities for which they were issued. Directs the Secretary, through the Director of the Federal Protective Service, to: (1) commence a one-year pilot program to research the advantages of converting guard positions at the highest-risk federal facilities protected by the Service from contract guard positions to positions held by federal employees; and (2) establish and hire individuals for a federal facility security guard position. Directs the Comptroller General to: (1) periodically review and report to Congress on the performance by federal facility security guards under the pilot program, and upon its completion submit a final report evaluating whether or not the performance of individuals in such positions was satisfactory (if so, directs the Secretary to replace contract guards at all highest risk facilities protected by the Service with federal employees); and (2) submit a review of the fee-based funding system in use by the Service and issue any recommendations for alternative approaches.

Gulf of the Farallones and Cordell Bank National Marine Sanctuaries Boundary Modification and Protection Act - Declares that it is U.S. policy to protect and preserve living and other resources of the Gulf of the Farallones National Marine Sanctuary (Farallones NMS) and Cordell Bank National Marine Sanctuary (Cordell Bank NMS) marine environments. Makes certain adjustments to expand the boundaries of the Farallones NMS and the Cordell NMS. Prohibits the issuance of a lease or permit authorizing mineral or hydrocarbon exploration, development, production, or transportation by pipeline within the boundaries of the sanctuaries, as modified by this Act. Directs the Secretary of Commerce to complete: (1) a draft supplemental management plan for each of the sanctuaries that focuses on management in the areas added by this Act; and (2) a revised management plan for each of the sanctuaries. Directs the Secretary to carry out an assessment of necessary revisions to the regulations for the sanctuaries, including considering regulations regarding the deposit or release of introduced species and the alteration of stream and river drainage into the sanctuaries.
