James Zadroga Act of 2006 - Amends the September 11th Victim Compensation Fund of 2001 (Fund), part of the Air Transportation Safety and System Stabilization Act, to extend the current December 22, 2003, deadline for filing claims under the Fund for five years following enactment of this Act if the Special Master determines that the individual: (1) was unaware that he or she had suffered physical harm as the result of the September 11, 2001, terrorist-related aircraft crashes until after the deadline and before enactment of this Act; (2) was unaware of his or her eligibility to file a claim until after December 22, 2003; (3) suffered psychological harm as a result of the crashes; or (4) in the case of an individual who had previously filed a claim, suffered a significantly greater physical harm than was known to the individual as of the date the claim was filed, but did not know its full extent until after the claim was filed and before enactment of this Act. Allows the filing of a claim also during the five years after the individual first knew that he or she had suffered physical or psychological harm as the result of such crashes, if he or she did not know that until on or after enactment of this Act. Extends the same five-year filing allowance to anyone who did not know the full extent of the harm suffered until on or after the enactment of this Act, even though he or she had previously filed a claim and had suffered a significantly greater physical or psychological harm than was known to the individual as of the date the claim was filed. Waives the single claim requirement in such circumstances. Makes a claimant eligible for compensation based on the psychological harm suffered as a result of the crashes. Defines "immediate aftermath" for compensation eligibility purposes as any period of time after the crashes that was sufficiently close in time to them that there was a demonstrable risk to the claimant of resulting physical or psychological harm, including the period of time during which related rescue, recovery, and cleanup activities were conducted.

Stop AIDS in Prison Act of 2006 - Requires the Bureau of Prisons to develop a comprehensive policy to coordinate HIV/AIDS testing, treatment, and prevention for federal prison inmates. Requires such policy to include provisions for: (1) testing and counseling of inmates immediately following admission to a prison facility; (2) education regarding HIV/AIDS transmission and encouragement of behavior to reduce the risk; (3) HIV/AIDS testing annually or after exposure to HIV; (4) procedures for inmates to request HIV/AIDS counseling and tests confidentially; (5) comprehensive medical treatment of inmates who test positive and confidential counseling on managing their medical condition and preventing transmission to others; (6) testing, counseling, and referral prior to reentry into the community; and (7) noting but not penalizing an inmate's refusal of HIV/AIDS testing. Amends federal criminal code provisions relating to HIV/AIDS testing to: (1) make such testing available to all federal prison inmates upon intake and upon release regardless of length of sentence or risk factors; (2) allow inmates to decline such testing.

Prescription Coverage Now Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Service to provide for an expedited process for the qualification for low-income assistance through a request to the Secretary of the Treasury for tax return and other information sufficient to identify: (1) whether the individual involved is likely eligible for subsidies; and (2) the amount of premium and cost-sharing subsidies for which they would qualify based on such information. Increases the maximum permissible resource level for subsidy eligibility. Waives the late enrollment penalty for subsidy-eligible individuals for the first 24 months of non-enrollment.

Bodegas as Catalysts for Healthy Living Act - Directs the Administrator of the Small Business Administration to make grants to local organizations that represent small business concerns and local redevelopment agencies to assist: (1) independently owned and operated small businesses, such as bodegas and corner stores, in expanding their inventories to include fresh fruits and vegetables and healthy alternatives (as defined by the Department of Agriculture); and (2) community-based organizations, such as community health centers, in carrying out consumer outreach and education programs to encourage the purchase of fresh fruits, vegetables, and healthy alternatives and to inform communities about health risks and the benefits of healthy living. Requires small businesses and community-based organizations to collaborate in carrying out the purposes of this Act. Limits grant amounts to $100,000. Amends title XVIII (Medicare) and title XIX (Medicaid) of the Social Security Act to cover additional primary and preventive services relating to obesity treatment and prevention, supervised exercise sessions, stress testing, lifestyle modification education, and nutrition education.

AmeriCare Health Care Act of 2006 - Adds a new title XXII to the Social Security Act (SSA) entitled "AmeriCare Health Benefits." Makes all U.S. residents eligible for AmeriCare benefits, including prescription drugs and biologicals. Requires the development of an AmeriCare enrollment mechanism that includes automatic enrollment at birth and the issuance of AmeriCare cards for identification and claims processing purposes. Provides that an individual may elect not to be enrolled for benefits under AmeriCare if the individual has health benefits coverage under a group health plan at least equivalent to AmeriCare coverage. Provides the same benefits under AmeriCare as are provided under parts A (Hospital Insurance) and B (Supplementary Medical Insurance) of SSA title XVIII (Medicare). Provides additional AmeriCare coverage to children under age 24, pregnant women, and low-income individuals. Establishes the AmeriCare Trust Fund. Requires the modification of Medicaid (SSA title XIX), SCHIP (SSA title XXI (State Children's Health Insurance Program), and other federal health programs to avoid their duplication of AmeriCare coverage. Provides for the regulation of AmeriCare supplemental policies. Establishes the general obligations for individuals and employers for the cost of health insurance coverage provided under this Act. Provides for additional premium subsidies.

Colorectal Cancer Early Detection, Prevention, and Treatment Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to public and private entities for demonstrations projects to: (1) provide colorectal cancer screenings to individuals who are 50 years of age or older or at high risk for such cancer; (2) provide case management and referrals for medical treatment to individuals screened; (3) ensure the provision of cancer care to individuals screened; (4) improve the education, training, and skills of health professionals in the detection and control of colorectal cancer; (5) evaluate the projects through appropriate surveillance or program monitoring activities; (6) develop and disseminate findings derived through such evaluations and the collection of data on outcomes; and (7) promote the benefits of receiving screenings through the projects. Requires applicants to give priority to low-income individuals who lack colorectal cancer coverage under health insurance and health plans. Requires the Secretary to give special consideration to applicants currently receiving grants for preventive health programs for breast or cervical cancers or prostate cancer.

Allows the Secretary to make grants to: (1) increase the capacity of medical schools to accept students each year; (2) recruit students to participate in the Corps Scholarship Program; (3) increase the number of minority health professionals servicing medically underserved communities; and (4) establish new or alternative-campus accredited medical residency programs affiliated with accredited medical programs. Allows the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to make grants to community health centers to: (1) increase the number of medical service providers associated with such centers; and (2) increase primary care capabilities through the construction, expansion, or renovation of facilities.

Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline. Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary should take in the special needs of PTSD-afflicted veterans in developing and implementing the program.

Directs the Secretary of State to take specified actions to support human rights and democratization in Ethiopia. Prohibits until the President makes specified congressional certifications: (1) security assistance to Ethiopia, with exceptions for peacekeeping or counter-terrorism assistance; and (2) U.S. entry of any Ethiopian official involved in giving orders to use lethal force against peaceful demonstrators or accused of gross human rights violations, government security personnel involved in shootings of demonstrators, and Ethiopian civilians involved in killings of Ethiopian policemen. Directs the President to provide assistance for the rehabilitation of Ethiopian torture victims. Expresses the sense of Congress that the U.S. government should: (1) encourage the government of Ethiopia to enter into discussions with the Oromo Liberation Front to bring them into full participation in Ethiopia's political and economic affairs; and (2) provide necessary assistance to help achieve such goal. Directs the President to provide Ethiopia with: (1) economic policy assistance; (2) financing for U.S.-Ethiopian commercial ventures; and (3) resource policy assistance.

Safe Climate Act of 2006 - Amends the Clean Air Act to direct the Environmental Protection Agency (EPA) to promulgate: (1) targets for a 2% reduction in greenhouse gas emissions each year from 2010-2050 ; and (2) regulations requiring reductions to meet such targets, including by setting caps on emissions of sources and sectors with the largest emissions or the best opportunities to reduce them, by issuing and authorizing trading of emission allowances, and by imposing penalties for excess emissions. Requires relevant federal agencies to finalize a rule to carry out the National Academies' recommendations for regulatory action needed to reduce atmospheric greenhouse gas concentrations or explain their reasons for declining to act. Requires the President to submit to Congress a plan for the distribution of emission allowances (including through auctions) and the use of proceeds (to be deposited in a Climate Reinvestment Fund) for specified goals, including mitigating the effects of energy cost increases and climate change. Requires the EPA to ensure that emissions and allowances are accurately tracked, reported, and verified. Authorizes the emission reduction regulations to include: (1) additional requirements for any source or sector; and (2) performance standards, best management practices, and technology-based requirements. Requires such regulations to set standards for the reduction of greenhouse emissions from motor vehicles at least as quickly as the standards adopted by the California Air Resources Board at its September 2004 hearing. Requires the EPA to revise such standards in 2014 and every five years thereafter to further reduce emissions. Amends the Public Utility Regulatory Policies Act of 1978 to direct the Secretary of Energy to: (1) require, beginning in 2009, an annual increase in the percentage of electric energy generated from renewable sources that is sold at the retail level in the United States and to require such percentage to be at least 20% of the total electricity sold by 2020; and (2) set end-user savings targets for retail electric-energy and natural gas suppliers. Authorizes DOE to: (1) increase the required percentage of end-user savings for years after 2020; and (2) allow suppliers to achieve the targets through a market-based trading system.

Trade Readjustment Allowances for Adversely Affected Workers Act of 2006 - Amends the Trade Act of 1974 to treat any week in which employment is unavailable to an adversely affected worker because of a lockout as a week of employment. (Thus, counts such weeks for purposes of qualifying such a worker for a trade readjustment allowance.)

African Entrepreneurship Act of 2006 - States that it shall be U.S. policy to make available for private sector development in sub-Saharan African countries professional, technical, and other resources for capacity-building for retail banks and small and medium enterprises, including farmers' cooperatives and businesses, to promote entrepreneurship and economic and export diversification, to expand the formal sector, and to increase trade. Amends the Internal Revenue Code to include an African Economic Diversification Fund financing rate in the determination of the tax on petroleum products entered into the United States directly from a beneficiary sub-Saharan country. Terminates the Fund financing rate after December 31, 2011. Establishes in the Treasury the African Economic Diversification Fund. Sets forth permitted expenditures. Amends the Small Business Act to establish in the Office of International Trade the 21st Century African Entrepreneurs Program to provide assistance to qualified small and medium African enterprises. Provides for the establishment of not less than three African Entrepreneurs Program Centers for each of FY2007-FY2012 in qualified sub-Saharan countries. Directs the Administrator of the Small Business Administration (SBA) to establish the U.S.-Africa Private Sector Advisory Council. States that: (1) the Administrator should provide the Secretary of the Treasury with information pertaining to how African Development Bank programs can be used to improve the 21st Century African Entrepreneurs Program; (2) the Secretary of Agriculture should provide the Secretary of the Treasury with information pertaining to how the establishment of a value-added agricultural loan facility can be used to support development of qualified small and medium African enterprises devoted to the processing of agricultural commodities; and (3) the Secretary of State should undertake activities to strengthen internationally recognized labor rights and standards in qualified sub-Saharan African countries. Authorizes the President, through the United States Agency for International Development (USAID), to provide assistance to small and medium enterprises in such countries for: (1) youth entrepreneurship programs; and (2) anti-corruption initiatives.

National Breast and Cervical Cancer Early Detection Program Reauthorization Act of 2006 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to waive, for two-year periods, requirements for awarding breast and cervical cancer grants to states if certain conditions are met, including that granting such a waiver will not reduce the number of women in the state receiving examinations and screening for breast or cervical cancer or the quality of such services. Requires the Secretary to review performance under the waiver and allows the Secretary to extend such waivers. Authorizes appropriations for breast and cervical cancer grants through FY2012.

Fostering Our Future Act of 2006

Fostering Our Future Act of 2006 - Amends the Omnibus Budget Reconciliation Act of 1993 to require, for grants to the highest state courts for foster care proceedings, that the state in which the courts are located has laws and procedures in effect that will ensure that the courts measure their performance with respect to children under the court's jurisdiction. Amends the Higher Education Act of 1965 to authorize the Secretary of Education to forgive the student loan debt of a borrower who: (1) enters a written agreement with the Secretary to remain employed full-time as a family law, dependency, or domestic relations attorney for at least three years; and (2) is not in default on a loan for which the borrower seeks forgiveness. Limits the amount that the Secretary may pay to no more than $6,000 in any year for any borrower or $50,000 in the aggregate for any borrower. Authorizes the Secretary to renew such agreements. Directs the Comptroller General to conduct a comparative study of state dependency courts and foster care systems. Expresses the sense of Congress with respect to: (1) court accountability for improved child outcomes; (2) the organization of state dependency courts; (3) building the pool of attorneys qualified to handle cases in dependency courts; and (4) training, caseloads, and compensation of attorneys for children.
