Positive Aging Act of 2003 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Center for Mental Health Services, to make grants for evidence-based demonstration projects to integrate mental health services for older patients into primary care settings. Requires the inclusion of collaborative care, screening services, referrals, and protocols for prevalent mental health disorders, such as depression, anxiety, dementia, and substance abuse. Requires the Director to make grants to community-based providers of geriatric mental health services for multi-disciplinary health outreach teams. Authorizes cooperative agreements with senior centers, adult day care programs, assisted living facilities, and other places providing services to senior citizens under the Older Americans Act. Requires the Director to designate a Deputy Director for Geriatric Mental Health Services to develop and implement research programs, demonstration projects, models, and model training programs. Revises the membership of the Advisory Council for the Center for Mental Health Services to include representatives of older Americans, their families, and geriatric mental health specialists. Revises the criteria for State plans under Community Mental Health Services Block Grants to include goals and initiatives for improving access to services for older adult patients.

National Museum of African American History and Culture Act - Establishes within the Smithsonian Institution (SI) the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans that encompass the period of slavery, the era of reconstruction, the Harlem renaissance, the civil rights movement, and other periods of the African American diaspora. Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work. Requires the Secretary of SI to appoint a Museum Director. Establishes the Office of Education and Liaison Programs within the Museum to work with educational institutions and museums throughout the Nation. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. Directs the Board of Regents to select the Museum's site from one of four specified sites on or adjacent to the national mall. Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106).

Supports the goals and ideals of a National Epilepsy Awareness Month. Urges: (1) an increase in Federal funding for epilepsy research programs at the National Institutes of Health and at the Centers for Disease Control and Prevention; and (2) that initial funding be provided to the Department of Health and Human Services to create demonstration projects to serve people with epilepsy who may lack access to adequate medical care.

Prosecutors and Defenders Incentive Act - Amends the Higher Education Act of 1965 (HEA) to establish a program of student loan forgiveness for borrowers who agree to remain employed, for at least three years, as public attorneys who are: (1) State or local criminal prosecutors; or (2) State, local, or Federal public defenders in criminal cases. Directs the Secretary of Education to provide such student loan repayment benefits for such public attorneys on a first-come, first-served basis, and subject to the availability of appropriations. Requires priority to be given to borrowers who received repayment benefits for the preceding fiscal year and have completed less than three years of the first required service period. Allows the borrower and the Secretary to enter into an additional agreement, after the required three-year period, for a successive period of service which may be less than three years. Limits the amount paid under such program on behalf of any borrower to $6,000 per calendar year and $40,000 total. Includes public defenders among those eligible under a current HEA program of cancellation of student loans for certain public service.

National War Permanent Tribute Historical Database Act - Authorizes the Secretary of the Interior to establish and maintain the National War Permanent Tribute Historical Database for identifying and cataloging the many thousands of permanent tributes that commemorate U.S. military conflicts and the service and sacrifice of U.S. Armed Forces. Requires the Database to be publicly accessible through the Internet or other means in a format that permits the public to submit information for the purpose of updating and expanding the Database. Directs the Secretary to report to Congress assessing the efficacy and desirability of establishing a permanent fund within the Treasury for the repair, restoration, and maintenance of the memorials identified and cataloged.

SSI Modernization Act of 2003 - Amends title XVI (Supplemental Security Income) of the Social Security Act, with respect to eligibility and income determination requirements, to increase the excluded amount (adjusted for cost-of-living changes) of: (1) income per year other than income paid on the basis of the eligible individual's need; (2) earned income per year for an individual (or the individual's spouse) who is blind and has not attained age 65; (3) total unearned monthly income of such individual (and such spouse, if any) received too infrequently or irregularly to be included; and (4) any grant, scholarship, or fellowship received to pay any cost (including room and board) related to attending an educational (including technical or vocational education) institution. Increases resource limits under SSA title XVI part A (Determination of Benefits) provisions concerned with the eligibility for and amount of benefits for each aged, blind, or disabled individual who does not have an eligible spouse. Provides for disability redeterminations for secondary school students who turn age 18.

National Forest Protection and Restoration Act - Prohibits commercial logging and timber sales (with specified exceptions) on Federal public lands, with a two-year phase-out for existing contracts. Provides for payment of relinquished contracts. Directs the Secretaries of Agriculture and the Interior to each: (1) establish a National Heritage Restoration Corps to restore (and monitor) such lands to their natural pre-logging condition; and (2) develop National Heritage Restoration Plans and related standards for regional ecological restoration and monitoring. Sets forth provisions respecting forest fire and hazardous fuel reduction. Provides for worker retraining of eligible persons whose jobs have been lost due to terminated timber and logging contracts. Authorizes the Secretary of Labor to make training grants, including grants for job search and relocation. Sets forth fund allocation provisions, including amounts for an Environmental Protection Agency investigation of non-wood paper and construction alternatives. Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to make permanent certain education, transportation, and public purpose payments to States and counties containing Federal land. Authorizes a private right of action for violations of this Act.

Children's Vision Improvement and Learning Readiness Act of 2003 - Allows the Secretary of Health and Human Services to make grants to States for the purposes of: (1) providing comprehensive eye examinations for children identified as being at high risk of vision impairment, with priority to go to children under nine years old; (2) providing subsequent treatment or services necessary to correct vision problems; and (3) developing and disseminating educational materials with regard to the need and benefits of comprehensive eye examinations for children. Directs the Secretary to develop criteria for the collection of data related to vision assessment and the utilization of followup services. Directs the Secretary to coordinate the grant program, as appropriate, with other Federal and State programs that provide services to children. Requires a State to submit an application to the Secretary in order to receive a grant, which shall include a plan for the use of the grant. Requires a State to submit to the Secretary an annual evaluation of the operations and activities carried out under a grant.

Public Safety Ex-Offender Self-Sufficiency Act of 2003 - Amends the Internal Revenue Code to allow a business related tax credit for investment in residential housing units for certain low-income individuals who were convicted of a crime punishable under state or federal law by a prison term of six months or longer (ex-offenders) and who participate in a program of support services, including job and entrepreneurial training, designed to make such ex-offenders self sufficient.

Uterine Fibroid Research and Education Act of 2003 - Directs the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate programs for the conduct and support of research with respect to uterine fibroids. Directs the Secretary of Health and Human Services to develop and disseminate to the public information regarding uterine fibroids, including on: (1) the elevated risk for minority women; and (2) the availability of a range of treatment options. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration, to develop and disseminate to health care providers information on uterine fibroids, including on: (1) the elevated risk for minority women; and (2) and treatment options.

Provides for a temporary increase in the public debt limit by $375 billion. Requires the President to submit a ten-year plan to Congress that will bring the Federal unified budget into balance by FY 2008 and, thereafter, make uninterrupted progress in reducing the use of Social Security trust fund surpluses to finance the deficit in the non-Social-Security budget.

Corporate Subsidy Reform Commission Act of 2003 - Establishes an independent Corporate Subsidy Reform Commission to: (1) identify Federal programs and tax laws that provide inequitable Federal subsidies; (2) review such subsidies; (3) conduct public hearings on agency recommendations regarding inequitable subsidies; and (4) report to the President recommendations for termination, modification, or retention of each subsidy reviewed. Requires each Federal agency to include in budget documents submitted in 2004 a list of programs or tax laws within that agency that provide inequitable Federal subsidies, together with recommendations for appropriate action. Requires the U.S. Trade Representative (USTR) to survey all federally supported international trade programs in all Federal agencies and certify as part of the USTR agency plan only those programs specifically intended and substantially needed to protect U.S. foreign trade interests. Requires the President to: (1) report to the Commission and Congress on his approval or disapproval of the entire package of Commission recommendations; and (2) certify the recommendations to Congress if the package is approved either initially or after being revised by the Commission after initial disapproval. Sets forth procedures for congressional implementation and consideration of recommendations certified by the President.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to strike such medal and authorizes the Secretary to strike and sell bronze duplicates.

Immigrant Children Protection Act of 2003 - Amends the Homeland Security Act of 2002 to provide that each accompanied (with written consent of the parent or accompanying adult) or unaccompanied alien child, with specified exceptions, shall be transferred from the Department of Homeland Security to the Office of Refugee Resettlement within 72 hours of apprehension, and shall be released from custody and placed into the community with a qualified relative or caretaker within 15 days of such apprehension. Includes children with special needs within the Office's responsibilities in the care and placement of unaccompanied alien children.

Cosmetology Tax Fairness and Compliance Act of 2003 - Amends the Internal Revenue Code to extend the tax credit for social security taxes paid for employee cash tips to employers of cosmetologists. Requires employers of cosmetologists to report income and tips of their cosmetologist employees and to provide income and tip information to self-employed cosmetologists to whom they pay more than $600 in the taxable year. Imposes similar reporting requirements upon individuals who rent chairs to cosmetologists. Requires such employers to provide their cosmetologist employees and self-employed cosmetologists with information on the tax and tip reporting obligations of employees and self-employed individuals.

Rite of Passage Community Service Act - Amends the National and Community Service Act of 1990 to establish a Rite of Passage Community Service Program. Requires such program to be a community-based after-school and summer service corps for eligible young people who are between the ages of 12 and 16, inclusive, at the time they begin such service. Requires such program to offer participants service-learning curricula linked to academic goals, as well as opportunities for: (1) service in their communities; (2) activities that train in certain critical skills; and (3) working with older AmeriCorps members who can organize service projects and act as mentors. Requires each individual program participant to: (1) agree to participate in such after-school or summer program for at least 150 hours during a period of at least two months and not more than one year; and (2) receive a $500 education award upon completion of such required hours of service.

Recognizes the major contribution Head Start has made to the Nation's children and families. Urges the program to continue to improve the quality of their classrooms through attention to the facilities, equipment and supplies, educational activities, schedule, and interaction with children. Recognizes Head Start as an apolitical Federal-to-local partnership based on community needs. Supports maintaining the current administrative responsibilities of the Department of Health and Human Services over the program and continuing the Federal-to-local structure of the program.

Pension Fairness Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code (Code) to revise and add protections for participants and beneficiaries under employee pension plans (plans). Revises information disclosure provisions to require both defined benefit plans and defined contribution (401(k) and related) plans to give participants periodic statements on earned benefits. Requires notice of excessive stock holdings (more than ten percent in employer stock) and the risks of such excess. Requires a corporate insider or plan fiduciary who sells a specified minimum amount of employer stock holdings to report such sale to participants. Revises enforcement requirements. Requires the accounting standard for an issuer of a single-employer defined benefit plan to be modified to prevent the plan's investment gains from being treated as income to such issuer (and prohibits the Security and Exchange Commission from recognizing such standard before such modification). Requires that participants and their beneficiaries be allowed to diversify their plan investments (by divesting employer stock and reinvesting elsewhere) after three years of the participant's service as an employee. Directs the Secretaries of Labor and of the Treasury to report to specified congressional committees their recommendations relating to treatment of non-publicly traded stock for purposes of such participants control over assets in their plan accounts. Requires that employees and employers have equal representation and voting rights in the joint trusteeship of individual account plans under which some or all of the assets are derived from employee contributions. Sets forth increased accountability requirements, including bonding or insurance adequate to protect interest of participants and beneficiaries, liability for breach of fiduciary duty, and preservation of rights or claims. Establishes an Office of Pension Participant Advocacy, with a Pension Participation Advocate, in the Department of Labor. Directs the Pension Benefit Guaranty Corporation to contract to study and report on the insurance system for individual account plans. Establishes an excise tax on failure of pension plans to provide notice of transaction restriction periods. Requires plan investment advisors to meet certain standards of independence or provide access to independent advice for employees. Provides that employers are not liable for such advice if they prudently select and monitor such advisors. Provides for expanded tax-deferred treatment of qualified retirement planning services for employees. Sets forth requirements for parity in employee benefits. Requires inclusion in gross income of the funded executive deferred compensation (protected in bankruptcy) if a corporation funds its defined contribution plan with employer stock (not protected in bankruptcy). Makes inapplicable, in the case of pension surpluses and assets, the executive performance-based compensation exception to the limitation on deductible compensation. Provides protection for long-service employees during conversions to hybrid defined benefit plans. Requires that employees with ten years of service be allowed to choose whether to receive benefits promised under a traditional plan or under a new cash balance plan. Provides for treatment of corporate insiders, including special rules for executive perks and retirement benefits. Applies the golden parachute excise tax to deferred compensation which is paid by a corporation after a major decline in stock value or when the corporation declares bankruptcy. Requires adequate disclosure regarding executive compensation packages to employees and to unions during collective bargaining. Revises Federal bankruptcy law to provide additional protections for employees of bankrupt employers. Provides for avoidance of certain transfers, and for alternate prosecution of action. Limits retention bonuses, severance pay, and certain other payments. Revises priorities for payment of claims to raise from $4,000 to $10,000 the maximum individual limit on allowed unsecured claims for wages, salaries, or commissions, including leave pay, or certain sales commissions, earned within 90 days before petition filing or business cessation. Subjects to deductible limits the corporate tax deduction for reinvested dividends of employee stock ownership plans (ESOPs). Makes permanent the Saver's Tax Credit, which is a tax credit for elective deferrals and individual retirement account (IRA) contributions by certain individuals.

Export Freedom to Cuba Act of 2003 - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of specified transactions incident to such travel. Declares that: (1) this prohibition does not authorize the importation into the United States of any goods for personal consumption acquired in Cuba; and (2) the restrictions on authority contained in this Act do not apply in a case in which the United States is at war with Cuba, armed hostilities between the two countries are in progress, or there is imminent danger to the public health or the physical safety of U.S. travelers.

Women and Children's HIV Protection Act of 2003 - Amends the Public Health Service Act to provide for grants regarding the counseling and testing of pregnant women and newborn infants out of moneys appropriated under the care grant program. Prohibits making a grant to a State unless the State demonstrates that the law or regulations of the State require specified testing and services for pregnant women and newborn infants regarding HIV disease.

Encouraging Work Act of 2003 - Amends the Internal Revenue Code to make the work opportunity credit permanent. Modifies such credit by: (1) repealing the requirement that a "qualified ex-felon" be a member of a low-income (as specified) family; (2) increasing the maximum age for eligibility of food stamp recipients to 40 years; (3) redefining the term "vocational rehabilitation referral"; (4) adding "long-term family assistance recipients" (as defined) to the definition of "targeted groups"; and (5) increasing the maximum allowable credit for employment of long-term family assistance recipients. Repeals the separate welfare-to-work credit.

Jobs and Growth Reconciliation Tax Act of 2003 - Amends the Internal Revenue Code to accelerate: (1) the increase in the child care credit and the increase in the refundable portion of the credit; (2) the increase in the standard deduction for joint filers to twice that of single filers; and (3) the expansion of the ten percent bracket for married taxpayers filing jointly. Increases the earned income credit phase-out amount on a joint return by $3,000. Extends the work opportunity credit to long-term unemployed individuals. Unemployment Benefits Extension Act - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to: (1) extend the TEUC program; (2) provide for additional weeks of TEUC benefits; (3) revise unemployment rate triggers for TEUC benefit periods; and (4) provide for regular unemployment compensation for certain individuals based on part-time work or an alternative base period. Establishes a program of payments to States to provide: (1) regular unemployment compensation benefits for individuals who otherwise would be ineligible because the base period does not count wages earned in the most recently completed calendar quarter or the individuals seek or are available for less than full-time work; and (2) enhanced unemployment benefits. Establishes in the Treasury the Pressing Domestic Needs Trust Fund. Increases: (1) and extends certain bonus depreciation provisions; and (2) small business expensing limits. Allows a ten percent deduction for income attributable to a corporation's domestic production, with a 2006 through 2009 phase-in period. Eliminates: (1) top individual income tax rate reductions scheduled to began as of 2004 (provides for restoration under specified circumstances); and (2) scheduled elimination of income-based phase-outs for deductions and personal exemptions. Repeals the extraterritorial income exclusion, with a 2004 through 2008 phase-in period. Revises tax shelter provisions to, among other things: (1) define economic substance; (2) impose a penalty for the failure to include in a return information concerning a reportable transaction, a reportable transaction understatement (including imposing the penalty for certain understatements which were based on unreasonable legal or factual assumptions), a noneconomic substance transaction understatement, and interests in foreign financial accounts; (3) modify rules concerning the failure to furnish information regarding reportable transactions and the penalty for such failure, the failure to maintain lists of investors in potentially abusive tax shelters and the penalty for such failure, the authority to seek an injunction to enjoin promoters of abusive tax shelters; and (4) deny a deduction of interest on underpayments attributable to nondisclosed reportable transactions and noneconomic substance transactions. Amends other provisions to, among other things: (1) place a limit on the transfer or importation by a corporation of built-in losses; (2) provide for the partnership treatment of certain contributed property with a built-in loss; (3) repeal part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts); and (4) modify rules concerning the disallowance of a deduction on certain debt instruments of corporations, passive foreign investment companies, and the reduction in a corporate shareholder's basis in stock by the nontaxed portion of extraordinary dividends. Revises corporate expatriation provisions to treat acquiring corporations in "corporate expatriation transactions" as domestic corporations. Defines a "corporate expatriation transaction" as, with certain exceptions, one in which a "nominally foreign corporation" acquires substantially all of the properties held by a domestic corporation and in which, immediately after the transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders of the domestic corporation. Lowers the 80 percent threshold to 50 percent when the acquiring "nominally foreign corporation" lacks substantial business activities in the foreign country in which it was created and organized compared to the total activities of the "expanded affiliated group" and the stock is publicly traded, with the principal market of trading being the United States. Defines the terms "nominally foreign corporation" an "expanded affiliated group." Applies similar rules to partnership transactions. Establishes that a series of related transactions relevant to the Act shall be handled as a single transaction. Includes funded deferred compensation in the gross income of certain disqualified employees (corporate insiders).

Assault Weapons Ban and Law Enforcement Protection Act of 2003 - Amends Federal firearms provisions to revise the definition of "semiautomatic assault weapon" (SAW) to include conversion kits (for converting a firearm to a SAW) and any semiautomatic rifle or pistol that has an ability to accept a detachable magazine and that has any one of the following characteristics, respectively: (1) a folding or telescoping stock, a threaded barrel, a pistol grip, a forward grip, or a barrel shroud; or (2) a second pistol grip, a threaded barrel, a barrel shroud, or the capacity to accept a detachable magazine at a location outside of the pistol grip. Amends: (1) the Brady Handgun Violence Prevention Act to reauthorize the assault weapons ban and add new restrictions; and (2) the Public Safety and Recreational Firearms Use Protection Act to repeal the sunset provision regarding restrictions on large capacity ammunition feeding devices (LCAFDs) and on specified SAWs. Modifies the exemptions from the Brady Act's prohibition against manufacturing, transferring, or possessing a semiautomatic assault weapon to exclude: (1) specified firearms, or replicas or duplicates, as manufactured on October 1, 1993; (2) any semiautomatic rifle that cannot accept a detachable magazine that holds more than five rounds; and (3) any semiautomatic shotgun that cannot hold more than five rounds in a fixed or detachable magazine. Prohibits the transfer of a SAW except through a licensed dealer or a State or local law enforcement agency, subject to specified requirements. Directs the Attorney General to: (1) establish and maintain a record of the make, model, and date of manufacture of any SAW which the Attorney General is made aware has been used in relation to a crime, and of the nature and circumstances of the crime involved; and (2) annually submit the record to Congress and make the record available to the public. Prohibits: (1) the transfer of any assault weapon with an LCAFD; and (2) a licensed manufacturer, importer, or dealer who transfers an LCAFD that was manufactured on or before September 13, 1994, from failing to certify to the Attorney General, within 60 days of the transfer date, that the device was manufactured on or before that date. Sets penalties for violations. Prohibits: (1) the transfer of a SAW or an LCAFD to a juvenile; and (2) the importation of an LCAFD.

Religious Freedom Peace Tax Fund Act - Directs the Secretary of the Treasury to establish in the Treasury the Religious Freedom Peace Tax Fund for the deposit of income, gift, and estate taxes paid by or on behalf of taxpayers: (1) who are designated conscientious objectors opposed to participation in war in any form based upon the taxpayer's deeply held moral, ethical, or religious beliefs or training (within the meaning of the Military Selective Service Act); and (2) who have certified these beliefs in writing. Requires that funds in the Religious Freedom Peace Tax Fund be allocated annually to any appropriation not for a military purpose. Declares the sense of Congress that any Treasury increase resulting from the creation of the Religious Freedom Peace Tax Fund shall be allocated in a manner consistent with the purposes of the Fund.

Asthmatic Schoolchildren's Treatment and Health Management Act of 2003 - Directs the Secretary of Health and Human Services, in making any asthma-related grant to a State educational agency or a local educational agency, to give preference to any such agencies in States that require schools to allow students to self-administer medication to treat that student's asthma or anaphylaxis. Expresses: (1) the sense of Congress regarding the strategies identified by the Centers for Disease Control and Prevention for addressing asthma within a coordinated school health program; and (2) the support of Congress for the goals and ideals of such strategies.

Asthma Act - Authorizes appropriations to the National Heart, Lung, and Blood Institute to expand the National Asthma Education and Prevention Program. Directs the Program coordinating committee to report concerning the scope of, and Federal programs concerned with, asthma problems in the United States. Directs the Secretary of Health and Human Services to collaborate with the States to expand specified asthma-related activities. Authorizes the Secretary to make grants to nonprofit private entities to carry out related outreach activities. Gives grant priorities to communities disproportionately affected by asthma or underserved by health programs and in which a significant number of low-income individuals reside. Authorizes the Secretary to make matching grants to States to carry out activities to assist children with respect to asthma. Authorizes the Secretary of Education to make grants to local educational agencies in communities with significant numbers of low-income or underserved individuals for elementary and secondary school asthma-related activities. Expresses the sense of Congress that: (1) hospitals and managed care plans should undertake certain efforts to increase asthma-related education and training; and (2) Federal, State, and local activities should promote Public Health Service asthma diagnosis and management guidelines.

Health Care Tax Credit Enhancement for Workers and Steel Security Act of 2003 - Amends the Internal Revenue Code with respect to the trade adjustment assistance-related health care tax credit to: (1) decrease age eligibility for Pension Benefit Guaranty Corporation pension recipients; (2) eliminate the three-month coverage requirement concerning State-based coverage; and (3) revise covered month eligibility for the spouse of an individual entitled to Medicare. States that the steel import licensing and monitoring program established by the Secretary of the Treasury and the Secretary of Commerce shall remain in effect until not later than March 6, 2010.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to: (1) restrict the application of the windfall elimination provision to individuals whose combined monthly income from the individual's primary insurance amount under such title and the portion of the monthly periodic payment attributable to noncovered service performed after 1956 exceeds $2,000; and (2) provide for a graduated implementation of such provision by specified percentages with respect to incremental amounts above such threshold, up to 100 percent for combined amounts over $3,000.

Korean Immigration Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 500,000 one dollar silver coins, the design of which shall be emblematic of the immigration of Koreans into the United States and the significant contributions of Korean Americans to the United States. States that no such coins shall be minted after December 31, 2003.

Office of Correctional Health Act of 2003 - Amends the Public Health Service Act to establish within the Office of Public Health and Science of the Public Health Service the Office of Correctional Health. Requires the Office to carry out public health activities for employees in Federal, State, or local penal or correctional institutions or for persons incarcerated in such institutions (collectively referred to as correctional populations). Includes among such activities disease prevention, health promotion, service delivery, research, and health professions education activities. Authorizes the Secretary to make grants to States to provide for correctional populations screenings, immunizations, and treatment for hepatitis A, B, and C. Sets forth a matching requirement for such grants. Requires a portion of each grant to be expended to carry out such activities at penal or correctional facilities that are not facilities in which individuals serve terms of imprisonment, including remand facilities.

Public Housing Drug Elimination Program Reauthorization Act of 2003 - Amends the Anti-Drug Abuse Act of 1988 to authorize appropriations for the assisted housing drug elimination program. Limits activities for programs designed to reduce drug use in and around assisted low-income housing to: (1) providing drug abuse treatment through rehabilitation or relapse prevention; (2) providing education about the dangers and consequences of drug use or violent crime; (3) identifying drug users, and assisting drug use discontinuance through education or treatment programs; (4) providing after school youth activities; and (5) providing capital improvements and security services to discourage or eliminate drug use or violent crime.

Expresses the sense of the House of Representatives that the Federal Communications Commission should: (1) not weaken any current media ownership rules that protect people's access to diverse sources of information; (2) examine, and better inform the public regarding, the consequences of weakening such rules; and (3) allow for extensive public review and comment on proposed changes to such rules before issuing a final rule.

Jamestown 400th Anniversary Commemorative Coin Act of 2003 - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 gold coins and 500,000 $1 silver coins, which shall be emblematic of the settlement of Jamestown, Virginia (the first permanent English settlement in America). Provides for a $35 per coin surcharge for the $5 dollar coins and $10 per coin for the $1 dollar coins. Directs that: (1) half of the surcharges be used to support programs to promote the understanding of the legacies of Jamestown (to be paid to the Jamestown-Yorktown Foundation); and (2) half be used to sustain the ongoing mission of preserving Jamestown, to enhance national and international educational programs relating to Jamestown, to improve infrastructure and archeological research activities relating to Jamestown, and conduct other programs to support the commemoration of the 400th anniversary of the settlement of Jamestown (to be distributed by the Secretary in equal shares to the Secretary of the Interior, the Association for the Preservation of Virginia Antiquities, and the Jamestown-Yorktown Foundation).

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.

Veterans Housing Fairness Act of 2003 - Authorizes the use of veterans' housing loan benefits to purchase stock or membership in a development, project, or structure (structure) of a cooperative housing corporation as long as such structure: (1) complies with criteria prescribed by the Secretary of Veterans Affairs; and (2) is a one-family residential unit.

Breast Cancer Patient Protection Act of 2003 - Amends the Public Health Service Act and Employee Retirement Income Security Act of 1974 to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Consumer Fairness Act of 2003 - Amends the Consumer Credit Protection Act to treat as an unfair and deceptive trade act or practice under Federal or State law any written provision in a consumer transaction or contract which requires binding arbitration to resolve a controversy arising out of or related to the transaction or contract, or the failure to perform any part. Declares such a provision unenforceable. Permits a written agreement to determine an existing controversy by binding arbitration if the parties agree after the controversy has arisen.

Real Estate Investment Trust Improvement Act of 2003 - Amends the Internal Revenue Code to revise real estate investment trust (REIT) provisions respecting: (1) straight debt safe harbor; (2) limited rental exception; (3) customary services exception; (4) hedging instruments; (5) prohibited transaction safe harbor; (6) distributions attributable to gain from sales or exchanges of U.S. real property interests; and (7) rules of application for asset requirements and limitations.

Domestic Violence Victim Protection Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) include among the eligibility criteria for certain Federal grants State laws authorizing gun confiscation by law enforcement officers in certain domestic violence cases; and (2) authorize grants for State hire of additional personnel for entering information relating to protection orders. Amends the Violence Against Women Act of 1994 to: (1) authorize grants for training programs to establish integrated domestic violence courts; (2) include among the eligibility criteria of the National Stalker and Domestic Violence Reduction grant program State certification that its laws relating to the elements of a stalking offense require only that the defendant has on more than one occasion harassed or threatened the victim (thereby excluding any requirement for a specific intent to cause fear); and (3) authorize grants for State hire of additional personnel for entering information relating to stalking and domestic violence data.
